The Energy Authority of NSW has wide powers and responsibilities conferred by its Act which are pertinent to the State's coal industry and its development into the next century. With respect to coal, the broad objective is to maximise the benefits to NSW and its people derived from the State's coal resources. The initial focus of the Authority's coal-related activities in the late 70's and early 80's was on petroleum substitutes from coal. Research was supported, especially on hydrogenation, and the Authority participated in the Joint Australia/Federal Republic of Germany coal-to-oil feasibility study. It also co-ordinated a State Government initiative to involve the private sector in examining the possible establishment of a synthetic fuels industry based on Hunter Valley coal. With a short-fall in world-wide petroleum supply now seen as less likely for some years, the Authority is looking also at ways of working towards the broad objective in the field of coal utilisation on both domestic and export markets. Areas of interest include possibilities for using washery rejects, means of making NSW coal more competitive as an energy source, use of coal-seam gas and new or special technologies for burning coal. The future is expected to see renewed interest in producing petroleum substitutes, and coal - as the State's major energy resource - is seen as a strong contender as a basis for such an industry. Developments in coal-based power generation are also expected to have an impact, with advanced technologies having a possible place here as well as Overseas.

A flotation bank is a serial arrangement of cells. How to optimally operate a bank remains a challenge. This article reviews three reported strategies: air profiling, mass-pull (froth velocity) profiling and Peak Air Recovery (PAR) profiling. These are all ways of manipulating the recovery profile down a bank, which may be the property being exploited. Mathematical analysis has shown that a flat cell-by-cell recovery profile maximizes the separation of two floatable minerals for a given target bank recovery when the relative floatability is constant down the bank. Available bank survey data are analyzed with respect to recovery profiling. Possible variations on recovery profile to minimize entrainment are discussed.

The Secretary of the Interior acting through the Bureau of Mines and the Geological Survey is authorized by the Strategic Materials (Public No. 117 - 76th Cong., Chapter 190 1st Sess.) to make investigation concerning essential minerals of which the quantities or grades obtainable from known domestic sources are inadequate. The Bureau of Mines, in carrying out its part of this program, may investigate deposits of such minerals in whatever manner may be necessary, in order to determine (1) the extent and quality of the are, (2) the most suitable method of mining and beneficiating it, and (3) the cost at which it may be produced. The essential objective in doing these things is to determine where and how supplies of minerals and metals of which domestic production is usually inadequate might be obtained in a national emergency, even though at higher cost than usual.

MessiteR, New Pork City (communication to the Secretary*):—Under the heading " Flues," Mr. Edwards refers to the Bee-hive construction, a cross-section of which is shown in Fig. 4 of his paper. A flue similar to this was designed by me about six years ago,' in which the walls though much thinner than those described by Mr. Edwards gave entire satisfaction. These walls, from 2.25 in. thick throughout in the smaller flues, to 3.25 in. in the larger, were built by plastering the cement mortar on expanded-metal lath without the use of any forms, or cribs, whatever, at a cost of labor generally less then $1 per sq. yd. of wall. Of course, where plasterers cannot be obtained on reasonable terms, the cement can be molded between wooden forms, though it is difficult to see how it can be done with an interior core only as stated by Mr. Edwards. In regard to the effect of sulphur dioxide and furnace-gases on the cement, I have found that, in certain cases, this is a matter which must be given very careful attention. Where there is sufficient heat to prevent the existence of condensed moisture inside of the flue, there is apparently no action whatever on the cement, but if the concrete is wet, it is rapidly affected by these gases. At points near the furnaces there is generally sufficient heat not only to prevent internal condensation of the aqueous vapor always present in the gases, but also to evaporate water from rain or snow falling on the outside of the flue. Further along, a point is reached where rain-water will percolate through minute cracks caused by expansion and contraction, and reach the interior, even though internal condensation does not occur there in dry weather. From this point to the end of the flue the roof must be coated on the outside with asphalt paint or other impervious material. The AMIRA Code of Practice and Guidelines for Metal Accounting was developed in response to demand from a number of sponsor companies, including one major platinum producer. Since its publication in 2007, the Code has become widely accepted in the mining industry world-wide as a guide for best practice in metal accounting. With the changes in the structure of the platinum mining industry in South Africa over the last 10?15 years, in particular, the starting up of a number of small platinum producers who must have their concentrate smelted and the contained valuable metals refined by third parties, the need for metal accounting systems that are accurate and have an acceptable level of precision has become even more critical to the success of a platinum-producing operation. The current state of metal accounting in the industry is discussed, and possible areas for improved accounting and associated metallurgical efficiencies are identified.

A study of damping capacity was made on a number of magnesium-base alloys, commercial types and experimental compositions. Hardness and tensile properties were determined, and the microstructure of each alloy was examined. Alloys of low yield strength, in general, possessed high damping ability. A correlation was established between damping capacity and composition.

Experiments have been conducted to assess the feasibility of capturing bearing emissions arsenic with CaO during the roasting of enargite (Cu3AsS4). Enargite/CaO mixtures have been heat treated in air, nitrogen or oxygen for various times and the products of reaction analysed by X-ray diffraction and cleaned analysis. The results show that substantial capture of arsenic can be achieved via the formation of calcium arsenates and/or calcium arsenides. In addition significant capture of sulphur is achieved by the formation of calcium sulphate andlor sulphide. Complete conversion to copper sulphide with total removal of arsenic can be achieved within 30 minutes at 700°C. Further heat treatment in air or oxygen leads to the formation of copper oxide and copper oxysulphate. Without optimisation of reaction conditions, it has proved possible to achieve retention of in excess of 85% of the arsenic content of enargite in the form of calcium arsenates.

This Bureau of Mines report discusses recent applications of water in-fusion technology to control dust in U.S coal mines and presents recommended guidelines for determining coal seam infusibility. The techniques required to use water infusion are presented in detail. A Bureau case study indicated that water infusion reduced dust levels by 68 pct along a longwall plow face, bringing this section into compliance with the Z.0-mg/m3 Federal dust standard. Similar studies conducted by Occidental Research Corp. under a Bureau contract show water infusion at two longwall double-drum shearer operations produced dust reductions ranging from 38 to 50 pct. Water infusion was found to be cost effective, aver-aging 5 cents per ton.

"This paper presents an apparatus and procedures to implement a methodology for controlling ambient air quality in a confined working environment, such as an underground mine, an underground storage area, or a tunnel. The air quality control methodology is directed at limiting the quantities of exhaust pollutants emitted by diesel-powered vehicles into the confined space by identifying vehicles that are excessive polluters. The methodology is based on tailpipe and ambient air measurements in the confined space, and the ambient air threshold limit values (TLVs) for the various diesel exhaust pollutants. The methodology consists of two computational methods; a deterioration criteria computational method to identify excessive polluting vehicles, and an engine performance computational method to determine engine performance and to provide information needed to diagnose engine faults. The methodology is designed for implementation in conjunction with a preventive maintenance program.The first part of the paper describes the mine air and tailpipe emissions measurement apparatus and techniques used to obtain data. This is followed by sections discussing the deterioration criteria and the engine performance computational methods. A section discussing some common engine emissions-related faults is also presented lastly, a proposed procedure to implement the methodology including a possible hierarchical structure for mine personnel involved to implement the procedures is presented.INTRODUCTIONDiesel-powered mining vehicles are gaining Popularity in underground coal mines and are almost universally used in underground non-coal mines due to their mobility, flexibility, and higher productivity. However, noxious gases and particulate matter in diesel engine exhaust are a concern because of the potential for being harmful to the health of miners. Diesel exhaust pollutant concentrations out the tailpipe of a mine vehicle change with time due to engine wear, inadequate maintenance, improper adjustments and other factors. This deterioration in pollutant concentrations, if not properly controlled, may adversely affect the air quality in an underground mine. To provide assurance that a clean and healthful work environment are maintained, a program is needed to identify and repair diesel engines that contribute to poor air quality. Also, earlier detection of deteriorated engines will make preventive maintenance possible, thereby eliminating further deterioration and possibly complete breakdown. Preventive maintenance also increases engine life and equipment availability in production which in turn will result in decreased operating costs."

The possible value of the red hematite iron ore of the southern Appalachian States, if some practicable method of concentrating it could be devised, has long been recognized. The ore is very low grade, and although in enormous quantities, particularly in the States of Alabama, Tennessee, and Georgia, is only at a few points rich enough to work, and even the best of it ranks among the lowest grade iron ores being mined in the United States. A cheap method of beneficiating this ore would make enormous quantities available and vastly increase the iron-ore resources of the country. However, this low-grade ore in effect constitutes a potential iron reserve, and as long as ample quantities of ore can be obtained elsewhere the question of its utilization does not demand immediate notice. Where these ores are in part of workable grade, however, a problem of more immediate importance arises which, from considerations of economy and prevention of waste in their mining, ought to be solved or, at least, attacked as quickly as possible. Where these ores are being worked they are usually intimately associated with lowergrade material that in mining is left behind. The difficulty and expense of going into ground broken by old workings makes the recovery of this lower-grade ore practically impossible and it is lost forever. Success in concentrating the red ores, therefore, would save material that is now being irretrievably lost. The successful largescale concentration of low-grade ore in the last few years on the Lake Superior iron ranges should encourage the attack of similar problems in the Birmingham district. While studying iron-mining methods in the United States for the Bureau of Mines, Dwight E. Woodbridge, consulting mining engineer of the bureau, was impressed with the importance of this problem, and believed it merited the attention of the bureau. Accordingly, Mr. Woodbridge had Mr. W. J. Penhallegon, general superintendent of ore mines and quarries of the Republic Iron & Steel Co., of Birmingham, send the author of this report five samples of the unworkable siliceous ores of the district. The results of concentration experiments with these ores made a more thorough 'and systematic investigation desirable. In consequence, the author subsequently collected samples in the district, and these became the basis of the experimental work described in this report. The results are published by the Bureau of Mines as a part of its efforts to increase efficiency in the utilization of mineral resources. The experiments were conducted in the geological laboratory of the Johns Hopkins University, Baltimore, Md., with the aid of Raymond Leibensperger, mining assistant. The chemical analyses were made by A. C. Fieldner, chemist, of the Bureau of Mines. The author wishes to express his appreciation of the courtesies extended to him by the mining companies of the district, and particularly to Mr. W. J. Penhallegon, of the Republic Iron & Steel Co. Bureau of Mines in the form of information circulars. Then enough circulars have been completed it is planned to publish a more complete and comprehensive paper in bulletin form dealing with the subject of underground transportation. Progress reports, followed by bulletins, will be prepared from time to time dealing with other subjects included in the general study of mining methods at individual mines, such as mine development, drilling, and blasting; stoping methods (each principal stoping method to be summarized in a separate paper); ventilation; wage, contract end bonus systems, etc.

The U.S. Bureau of Mines evaluated the effectiveness of automatic water sprinkler systems on the suppression of incipient and propagating conveyor belt fires under ventilated conditions. Large-scale experiments were performed at airflows ranging from 1.1 to 4.6 m/s. In incipient fire experiments with 100°C, standard-response sprinklers installed above and between the belts, the sprinklers activated later, the peak heat release rates were larger, and more belting was consumed at the higher airflow. In similar experiments with 74 °C, fast-response sprinklers, the sprinklers activated at the same heat release rate for both high and low airflows, but the peak heat release rate and amount of belting consumed was slightly higher at the lower airflow. In incipient fire experiments with sprinklers located only above the top belt, the heat release rate and amount of belting consumed was larger at the higher airflow. The propagating fire experiments showed that sprinklers located above and between the belts were effective in stopping flame propagation. Peak heat release rates and amount of belting consumed were larger at the higher airflows for both the 74 °C, fast-response and 100 °C, standard-response sprinklers. The sprinklers were equally effective at each airflow.

Sulfuric acid plants associated with smelters, have historically been an overworked and often neglected pollution control device. They could do little more than manage the wide fluctuations in gas flow and SO2 strength from the smelter. With the introduction of flash smelting, the picture began to change, but the fluctuating batch converters continued to dictate acid plant design. More recently, the commercial use of continuous converting processes utilizing high levels of oxygen enrichment has dramatically upgraded the SO2 strength and stabilized the gas flow to the acid plant. The SO2 gas now issues continuously and at concentrations that allow for compact and, cost effective acid plants. Relieved of the burden of excessive dilution air, the heats of reaction can also be recovered as medium pressure steam and used to drive a generator, making the acid plant a net producer of power and a valuable asset to balance sheets. This concept was put into practice at the Kennecott Utah Copper Corporation smelter modernization project, located in Salt Lake City, Utah. The new acid plant, which was commissioned in June of 1995, is a sophisticated, low environmental impact, energy producing plant, worthy of review. This paper examines the key features of this acid plant, such as controlling its tail gas, by catalysis alone, to an environmentally friendly, 100 ppm of SO2, while feeding the acid plant converter with an efficient 14% SO2. The acid plant is also a prudent steward of energy resources, recovering 220,000 lb/hr of 140 psig steam from process heat which is used to generate a substantial 20 MW of gross power. Also discussed will be some of the ongoing issues, such as handling of selenium and fluorine in the gas cleaning sections, as well as a review of some. of the problems that were identified and resolved. Today's modem acid plants, by necessity, are becoming a producer of quality, valuable products, making the acid plant an asset and not a liability. Plants like Kennecott are already gaining wider acceptance and are expected to be the vision of the future.

The ISASMELT process is making a significant contribution to the global metals industry. ISASMELT furnaces are now operating successfully in eight different countries and treating approximately 3 million tonnes of concentrates and secondary materials per year. The process is currently used in both lead and copper smelting. The most recently commissioned plants were in Germany and China, one for treating scrap copper and the other treating low-grade copper concentrates. The Copper ISASMEL T furnace ("CIF") at Mount Isa Mines Limited ("MIM") has continued to set new operational records, with throughput of more than I million tonnes of concentrate per year and very low operating costs. This paper summarises the latest operational data from the Mount Isa Copper ISASMELT plant and outlines the successful approach to industrial R&D taken by MIM in the development of the ISASMEL T process.

Corporate responsibility already encompasses safety and compliance. No longer will companies be able to use differing standards of care to miners based on the country in which they are working. This is not only an issue of social license, but one of global risk management.

This paper discusses current workforce demand projections for mineral processing engineers and emerging trends in mineral processing education. Attempts are made to identify gaps that often result in a mismatch between skills taught and skills needed by the practicing engineer. Clear examples of this include a less than uniform training in chemical aspects of mineral processing, and an understanding of the statistical and experimental design tools necessary to tame the often-large variation in operational parameters and plant data. The end goal is an educational system modernized to prepare mineral processing specialists for productive careers in the sustainable development of natural resources. Reliability, flexibility, redundancy, and cost-effectiveness are key in selecting and implementing inte- grated systems. Both wired and wireless components are used to deliver custom solutions and can involve interconnectivity between backbones. Systems integration is important as industry adopts proven technologies from other industries. Case stud- ies are given showing how tailor-made approaches deliver needed functionality, with varying degrees of com- plexity, in various classifications of environment, in order to meet a project need.

Many of the ‘new paradigms in mining’ and notions of ‘sustainable mining’ have at their core the requirement for reliable, continuous centimetre-level positioning accuracy to enable increased automation of mining operations. The deployment of precision systems for navigating, controlling and monitoring machinery such as drills, dozers, draglines and shovels with real time position information increase their operational efficiency, and reduce the need for humans to be exposed to hazardous conditions. The Global Positioning System (GPS) is the best known, and only currently fully operational, Global Navigation Satellite System (GNSS) providing positioning capability anywhere in the globe, on a continuous 24/7 basis, with accuracies ranging from the dekametre-level to the sub-centimetre-level depending on hardware and operational configuration. Despite this versatility, GNSS cannot satisfy the high accuracy positioning requirements for many applications in mine surveying, and mine machine guidance and control. The reason is that increasingly open cut mines are getting deeper, resulting in a reduction of the ‘sky-view’ necessary for GNSS systems to operate satisfactorily. Yet, to date there have been no viable alternatives to GNSS that can be deployed in mine environments that can meet the challenging requirements in open cut mines.Locata Corporation, a Canberra-based company, has invented a terrestrial high accuracy positioning system known as ‘Locata’ that can augment GNSS with extra terrestrial signals to permit cm-level positioning accuracy even when there are insufficient GNSS satellite signals for reliable positioning and navigation. Locata relies on a network of synchronised ground-based transceivers that transmit positioning signals that can be tracked by suitably equipped user receivers. Hence Locata can be considered a new type of ‘local constellation’, able to provide high accuracy positioning coverage where GNSS fails. This paper introduces some of the technical aspects of this Australian technology and describes tests conducted by Leica Geosystems over the last few years at Newmont Boddington Gold in Western Australia. A recent news announcement by Leica Geosystems (12 January 2011) has confirmed that their new mine management system will have combined GNSS + Locata positioning capability – the first commercial product that integrates GNSS and Locata capabilities into a single high accuracy and high availability navigation device for open cut mine machine automation applications.
