On July 30, 1979 New Council on Environmental Quality (CEQ) regulations for implementing the procedural provisions of the decade-old National Environmental Policy Act went into effect. These new regulations replace approximately seventy different sets of agency regulations, providing some uniformity throughout the Federal government in the conduct of environmental reviews and preparation of environmental impact statements (EIS). This attempt by the Federal government at a general improvement in the preparation and quality of EIS's presents an opportunity for the mining industry to evaluate how the EIS process for mining proposals can be expedited. The environmental impact statement is often a key element on the critical path of a major mining project. Preparation of the EIS is ordinarily the responsibility of the Federal agency with primary decision-making authority over the project. Still, the proponent, i.e. the mining company, can play a major role in the process and have a major impact on the timeliness and adequacy of the effort. Typically, the Proponent will conduct (or will hire consultants to conduct) environmental baseline studies of, for example, air quality, wildlife, geology, water quality, vegetation and archaeology. These studies are then compiled into an environmental report and submitted to the agency. The agency verifies the data and incorporates them into the environmental impact statement.

A wide range of drill holes and process streams are sampled for resource estimation, grade control, and contractual purposes in the minerals industry. However, despite the availability of training courses, conferences and both national and international standards on correct sampling practices, it is still surprising how often little attention is given to ensuring that representative samples are collected for analysis. The reason for this is that the responsibility for sampling is often entrusted to personnel who do not appreciate the significance and importance of sampling, with cost being the main driving force rather than whether the sample is representative of the material from which it was extracted. This seriously undermines the precision and accuracy of the analyses subsequently generated and can render the analysis process a total waste of time and money and expose mining companies to serious, potential, financial losses. Company management needs to reverse this situation and ensure that sampling is given the attention it deserves to generate representative samples for analysis.

Mining exploration and development projects in Australia are being negatively affected by the highly complex regulatory and bureaucratic processes at all levels of government. These processes affect mining companies operating in Australia by impacting on timelines and the cost of developing a mining project. It is not uncommon for the granting of project approvals to take in excess of five years, meaning that mining companies struggle with productivity, efficiency, time frame and cost issues in respect to their projects in Australia. As the mining boom in Australia is moving from the investment to the production phase, it is now more important than ever to maintain a regulatory landscape that facilitates rather than discourages new investment.While one of our key arguments is that there is too much burdensome regulation and red tape in Australia, we are also strongly believe that regulatory intervention is necessary to ensure that appropriate checks and balances are in place to serve the public interest and manage environmental, health and safety, social and other development-related impacts that may arise from a mining project. However, the regulatory intervention in Australia has come to a point where it is excessive and starting to discourage valuable investment in mining projects for nominal return to the public. Excessive regulation or ‘red tape’ impedes productivity and competitiveness, deters investment and innovation and costs jobs, all of which ultimately impact on the growth of Australia and the standard of living of all Australians.This paper aims to examine and compare the federal, state and local regulations that govern mining projects in Australia. It will highlight how these regulations are unnecessarily complex, lengthy and duplicated and how they can be streamlined to reduce red tape. In doing so, the paper will evaluate the recommendations proposed by the Productivity Commission Report on Major Project Assessments released in 2013, which include the recommendation to move to a ‘one project, one assessment, one decision’ regulatory model.CITATION:Pope, C and Tannock, M, 2015. INVESTIGATIONS to date have shown that, should there be the need or the appropriate economic stimulus, Canada's mineral resources are sufficiently extensive to allow considerable expansion of its non-fuel mineral industry, during the remaining part of this century and possibly beyond (1, 2). The availability of sufficient capital will be one of the critical factors which will determine whether this potential will be fulfilled. The following analysis centers on the capital requirements of the Canadian non-fuel mineral industry under one set of basic assumptions of capacity growth, cost of new and replacement capacity, rates of depletion and depreciation of mines and plant, and the cost of exploration and infrastructure. Mindful of the fact that exploration and development will not thrive in Canada unless a very positive approach is taken, the writers make no apologies for being "optimistic" about long-term production prospects. Furthermore, in the event that world demand does escalate as anticipated and the forecast realistically attainable levels of Canadian production are not reached, then Canada will not have reaped the full range of economic benefits available, and opportunities will have been lost. Projections for Canadian production between 1976 and 2000 are essentially based on the forecast published in the 1974 paper, "Towards a Mineral Policy for Canada - Opportunities for Choice (3), with some updating on the basis of recent developments.

In this work is presented SEX (Structural & Elemental X-Ray Instrument), the first spectrometer completely portable which make non-destructive X-ray fluorescence and diffraction analysis, in contemporary and in real time. This instrument has been realized using miniaturized detectors, the same model installed on the mission Pathfinder NASA, and X-ray microtubes. SEX allows the chemical and mineplogical characterization of all kind of solid materials and allows to make chemical stratigraphy and liquids analysis.

Thermodynamical data of importance in connection with copper smelting have been reviewed and a collection of the most reliable information is presented in Tables XXV-XXVIII and Figs. 67 and 6 8 (folding plate). The data given in these figures and tables consists of (i) graphs and equations showing the variations in the temperature range 0-2000°C. of the standard free energies of formation of most of the oxides and sulphides met with in copper smelting (Table XXV and Fig. 67); (ii) equations showing the temperature variation of the free energy of formation of iron silicates (Table XXVI); (iii) graphs showing the variation with temperature in the range 1000°-1600°C. of the standard free energies of the principal reactions occurring in the smelter (Fig. 6 8 ); (iv) the standard heats of formation at 1200°C. of the main iron and copper compounds and gases reacting in the smelter (Table XXVII); (v) the standard heats of reaction at 1200°C. of a few of the reactions for which the free energy relationships were given in Fig. 6 8 (Table XXVIII). The data presented are discussed in more detail.

The Bureau of Mines is investigating possible applications of geophysics to monitor leachate during in situ mining. Tomographic reconstruc-tion of seismic or electromagnetic crosshole data appears applicable. The tomographic program BOMTOM (Bureau of Mines tomography) was written and then used to investigate reconstructions with synthetic travel time data. The calculations confirmed that without constraints, crosshole data do not provide unique solutions. The solution is not determined solely by the data, but is also influenced by the velocity guesses starting the iterative solution procedure. The effectiveness of constraints in combatting nonuniqueness was examined. The requirement that the velocity not vary laterally at the top and bottom of the pixel grid was effective. This constraint is realistic when the top and bottom of the grid represent dry and saturated re-gions, respectively. Limiting the maximum velocity improved reconstructions, but may not be applicable in practice. BOMTOM uses the simultaneous iterative reconstruction technique (SIRT) with straight ray paths. The program is efficient in use of memory, and can be run on a personal computer. A source code in FORTRAN is listed. A source code in BASICA and compiled executable codes in both languages are available from the Bureau's Twin Cities (MN) Research Center.

In many cases, the use of hydrocyclone control is desirable for the stabilization of separation in the setting of changing feed conditions. Control concepts based on exact mathematical models are not satisfactory due to the complexity of the physical process. In this case, fuzzy control is a suitable solution. The data are primarily derived from an optical sensor that monitors the outside view of the free underflow stream. A throttling valve, serving as an actuator, is installed in the overflow pipe that regulates the volume split of the cyclone. Applications in closed circuit grinding and in separation plants for tunnel driving, fine sand dewatering, and classification of kaolin demonstrate the typical use of this development. Additionally, the technological characteristics of the cyclone may be improved by this control, which is mainly caused by the increased discharge capacity of the un-der flow nozzle. A further advantage is the option to operate at an optimal operation point. In many cases, this point is located at the transition spray/rope discharge. The improved operation characteristics present new options for extensive applications of fuzzy cyclone control.

This survey has been conducted by the Bureau of Mines since 1917. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus, which are described in Bureau of Mines Bulletins 4863 and 576.4

For many years, Dynamic Soft Reduction has been regarded as a proper method in improving internal quality of slabs. Even though processes models improved significantly over the past years, the efficiency of Soft Reduction was always limited by the discretization error, which inherently exists if segment rollers cannot be positioned individually. The recently developed SRD segment type allows for an individual roller positioning within the mushy zone by avoiding any discretization deviation from the optimal gap. This paper provides a detailed technological overview of the SRD segments as well as operational results at their very first implementation at Ternium Brazil.

Spray-on polymer linings, as partial or full replacement for traditional forms of area rock support, have seen rapid growth in interest within Canada. A wide variety of lining types, ranging from polymer chemical to water-based cementitious materials, have been developed and commercially introduced to the underground mining market. Following approximately one decade of development work, several general conclusions have been reached regarding the performance of this class of area support media, these being that: health and safety assessment of the broad range of materials has shown the majority of them to be acceptable and safe for underground use; significant ground support potential can be offered by them, being equivalent to or better than capabilities offered by traditional support forms such as bolt-and-screen or shotcrete, and; their abilities to be rapidly deployed and provide near instantaneous support restraint offer considerable operational and cost benefits to underground operators. A review of currently available liner materials, their historic development within the Canadian mining industry, and overviews of support, health and safety, operational considerations and cost benefits are provided in this paper.

The U.S. Bureau of Mines has developed a novel Double Membrane Electrolytic Cell (DMEC) that exhibits unique features for recycling contaminated metals and metal alloys. The DMEC incorporates two anionic ion exchange membranes, separating anodic and cathodic regions of the cell. The ion exchange membranes prevent significant transport of unwanted cationic impurities to the catholyte from the impure anolyte while the anion/cation balance in cell compartments is maintained through the free movement of anions between compartments. The membrane barrier makes it possible to electro refine highly contaminated materials or to electrowin from solution while utilizing alternate anode reactions. Sinceanolyte and catholyte cross contamination has been eliminated, premium cathode products are produced. The DMEC has been tested at bench, pilot, and commercial scales. Configuration of the DMEC, cell operation, scale, up efforts, and significant design factors are discussed. Two separate recycling investigations utilizing DMEC technology are presented. The first investigation examines recovery of high purity cobalt and nickel from severely contaminated super aIloy scrap. The second involves? upgrading contaminated cobalt in the U.S. Government's National Defense Stockpile. Capital and operating costs for both potential applications are presented.

Approach An Overhead Air Supply Island (OASIS) was developed which filters, conditions, and evenly disperses an envelope of clean air over a worker's head, thereby insuring reduced dust levels and a clean work environment. How It Works The concept for the OASIS derives from an earlier Bureau development of a canopy air curtain for continuous mining machines (see Technology News #21). In this application, the benefits of a reliable, self-contained, self-cleaning industrial-duty air filtration and distribution system are extended to the minerals processing field. The OASIS draws dust-laden room air into a filtration system, removing the dust and delivering clean air to a specific 16-square-foot area. Sedimentary deposits of pluvial Lake Bonneville are an important source of sand and gravel suitable for aggregate and construction in Utah. Data on Lake Bonneville basin sand and gravel deposit thickness, volume, grain size, percent of fines, and durability were statistically analyzed to detect variations associated with geologic domains, geographic location, Lake Bonneville shorelines, and sand and gravel deposit type, and to construct quantitative deposit models. Analysis showed several trends; (1) sand and gravel in younger shorelines was slightly more durable and the deposits considerably larger in volume, (2) younger shore- lines are also more likely to contain more than one genetic deposit type, (3) the volume of terrace deposits is larger than beach deposits, (4) terraces and beaches are generally thicker than spits and bars, (5) the northern part of the Bonneville Basin contains slightly more durable sand and gravel than the southern part of the basin and is more likely to contain deposits composed of more than one genetic deposit type, aid (6) the Wasatch domain deposits are composed of more than one genetic deposit type more often than deposits of the Basin and Range domain. Three additional conclusions with immediate economic significance are; (1) the median sand and gravel deposit in the Wasatch domain, 360,000 m3 (275,000 yd3), is three times larger than that of the Basin and Range domain (120,000 m3 [90,000 yd3]), (2) the median deposit thickness in the Wasatch domain, 5.8 m (19.0 ft), is nearly twice that of the Basin and Range domain (3 m [lo ft]), and (3) the Wasatch domain also contains slightly larger diameter gravel. These three conclusions are significant because the trend for sand and gravel development in the Bonneville Basin is to move from the Wasatch domain to the Basin and Range domain. Smaller, thinner deposits with smaller diameter gravel will require more surface area to mine than would have been necessary in the Wasatch domain. The result is a higher cost for sand and gravel in construction projects in the Salt Lake City area, especially since the gravel must also be hauled farther.

The paper point out the deposits about the carbonate-hosted San Gregorio Colquijirca, as products of an epithermal high sulfidation system. Field, geochemical, and geochronological evidences suggest that the different ore types of the Colquijirca District are caused by a pulsed high sulfidation system subsequent to the emplacement of a diatreme volcanic complex. The first stage formed disseminated Au±Ag mineralization in areas affected by vuggy quartz alteration at Marcapunta. During a second stage, base metal mineralization replaced Eocene carbonate sediments from the Marcapunta diatreme to 2.5 km more to the north. San Gregorio and Colquijirca are to our knowledge the first "carbonate-hosted epithermal Zn-Pb high sulfidation deposit" recognized as such. The correct recognition of this ore type opens new exploration possibilities for base metal in high sulfidation systems affecting carbonate rocks.

The lead .smelter at Cominco's operations at Trail, B.C. has been undergoing. a modernization program since 1986. In that year a contract agreement was reached with German-based Lurgi GmbH which allows Cominco to construct and operate a lead smelter using Lurgi's QSL process. Cominco Engineering Services Ltd. (CESL), a subsidiary of Cominco Ltd., was contracted to provide project management, engineering, procurement and construction management? services for the project. The new smelter replaces the existing sinter-blast furnace plant ?and will have a capacity of up to 1601000 tonnes per year of refined lead. This new smelting proc.ess results in significant operating cost reductions and major environmental .improvements. Start-up of the new plant is scheduled for the fall of 1989. The metallurgy and the operating parameters, important to the design of the new smelter, are described together with projected deportments of lead, zinc, silver and minor metals. A plant description, will be given for the following major areas that make up the modernization project: the pressure filter operation for the preparation of ,zinc leach residues feed material, the QSL reactor and boiler itself, together with its feed system and process gas treatment, and the drossing plant with a new continuous drossing furnace and oxygen softening and thallium removal. Slag from the QSL reactor will be treated in existing slag furnaces until a subsequent second phase of the modernization is completed in the 1990s.

The telephone rings at 3:20 a.m. and an exasperated voice on the other end says, “There’s been a mine explosion at Mine No. 5 and we have not heard from three units of men!” Twenty-three minutes later, the phone rings again and another panicked voice says, “There’s something wrong at the slurry impoundment, the pool level has just dropped five feet and we’re trying to figure out what’s wrong!” Thirty minutes later, the mobile phone rings and an excited security guard says, “We have reports of thick black water running down both the right fork and left fork of Straight Creek and both seem to be rising in the banks!” As if this isn’t enough excitement, the mobile phone rings again and a stressed company official says, “I just heard a report that black slurry is running out of the portals of XYZ Company No. 2 Mine, which is adjacent to our No. 5 Mine!” Is this all some kind of dream or nightmare? More importantly, however, if this could happen, what on earth do you do? Although we all like to think that “It can’t happen to me,” we all must admit that mine explosions do happen, slurry impoundments can rupture and creeks can flood with black water causing damage to others, including competitors. Your response must be quick, cool-headed, calculated and effective. This paper will examine the issues, concerns and ramifications of this hypothetical “disaster” and then present a systematic crisis management response. While each situation is different, there are general guidelines for forming an effective plan of action.

"The principal role of the geologist is to recognize the existence of phenomena before trying to explain them" - B.M. Keilau, 1825; A. Holmes, 1965 Some important groups of mineral deposits in the layered rocks of orogenic belts or greenstone belts occur in horizons characterized by the presence of exceptional amounts of silica, iron and carbon, with more or less significant amounts of manganese. Generally, the rocks involved are well banded. In practice, these five physical features - four compositional and one geometric - are found with many lithological guises. Iron formation, in the full, modern sense of the term (James, 1954), quartzite, ferruginous quartzite, chert, jasper, "tetsusekiei" (Horikoshi, 1969), tuffaceous jasper ("purple porphyry" - Anderson and Creasey, 1958, p. 36), ferruginous or graphitic shale, argillite, slate or schist, and hematitic tuff are but a few of the more familiar of the names that have been assigned to these rocks. Widely acknowledged and well-documented examples of metallic deposits found in such sediments include concentrations of iron and manganese and stratabound, polymetallic, massive pyritic sulfides. Less familiar examples include occurrences of asbestos (Miles, 1953; and Coetzee, et al., 1976), antimony (Coetzee, 1976), and perhaps stratabound deposits of Au-Cu-U-W-etc., such as Aitik in Sweden (Mining Magazine, 1975; and Nilsson, 1979) and Olympic Dam in South Australia (Roberts and Hudson, 1983). The case of gold is intriguing. An association between gold and iron formation has been identified at several famous deposits and districts, such as Yellowknife, N.W.T. (Morton, 1979), Homestake, S. Dak. (Sawkins and Rye, 1974), Vubachikwe, Zimbabwe (Fripp, 1976) and the Barberton district, R.S.A. (Hammerbeck, 1976). Yet a critical reading reveals the existence of many other hitherto unsuspected examples. The purpose of this note is to draw attention to that omission and the apparent explanation for it. It is not hard to detect the two most probable reasons for the discrepancy between reality and the record.Most occurrences of gold are associated, not with the familiar banded iron formation or interbedded magnetite and chert (technically, the magnetite-banded variety of the oxide facies), but with the enigmatic carbonate, sulfide and silicate facies of iron formation and/or with rocks evidently related to iron formation. All too commonly, the unfamiliar facies of iron formation have been identified by field and mine geologists and not a few researchers as products of regional metamorphism and hydrothermal alteration, as mafic igneous rocks, or as conventional sediments, ie., without regard to their intrinsically ferruginous nature. The justification for these two complementary assertions is largely to be found in the recognition of a characteristic suite of metals and minerals in gold deposits known to be associated with iron formations. Although, from a geological standpoint, a lithological association is more important than a mineralogical assemblage, the latter is the more likely of the two to be diagnostic. This arises from the different natures of mineral and rock classifications, The identification of a mineral or an element is a matter of fact. Owing to the genetic component inseparable from petrographic nomenclature, viz., "igneous": a rock (believed to have been) derived from a melt, the identification of rocks depends on inferences or conclusions about their mode of formation - conclusions that are commonly debatable and, all too often, involve subjective judgements. This is especially prone to be true, if - as at many of the gold occurrences in question - the host rocks have been metamorphosed and/or "altered". In the notes that follow greater weight has accordingly been assigned to elemental and mineralogical than to host rock composition. In other words, if, in a given gold occurrence, the suite of metals and minerals present conforms to the standards of the subject class, whereas the names assigned to host rocks do not, the latter will be viewed as suspect.
