A UTILITY that has a large consumption of coal must insure an adequate and sound supply of fuel. The Detroit Edison Co., which has an annual coal consumption of about four million tons and spends approximately $32 million a year for coal, including freight charges, has developed a program for fuel procurement and for evaluation and selection of fuel for reliable and efficient plant operation. Fuel Procurement Coal Purchasing Division: The Fuel Supply Div. of the Purchasing Dept. combines all of the procurement functions in one group, which must maintain adequate stocks of fuel. In addition to its usual purchasing duties, the division also governs transportation, follow-up, invoice and freight bill, in cooperation with the Accounting Dept. The Fuel Div. is comprised of the fuel agent, an assistant fuel agent, a coal buyer and five coal clerks, who follow the movement of each car, initially approve freight bills and invoices, and file claims whenever there is a shortage of one ton or more. The fuel agent reports directly to the purchasing agent of the Company, and all major programs are planned jointly with the chief purchasing officer. The apparent individuality of the fuel section is necessary because of the tremendous volume of coal cars handled each day, sometimes as many as 500, which must be handled promptly to complete the fastest possible move from the mines to the plants. Determining Annual Coal Volume: Through the combined studies of a Production Dept. Load Committee and the Controller's office, accurate predictions of coal requirements for any given year are provided the Fuel Dept. from 12 to 15 months in advance. This is divided into the requirements of all individual power plants and central heating plants. This in turn determines the quantity and quality for plants whose specific fuels vary with the type of equipment installed. In the Detroit area, which has a high industrial load, early estimates of annual coal consumption usually are resolved at the end of the year within 4 or 5 pct of the original plan. Operating in a highly developed industrial area eases the task of estimating primary output; and, with the residential demands increasing in a steady and fairly well-defined pattern, the overall coal schedules are not subject to radical changes during any given year. Selecting Suppliers: At any time, but especially during or before an emergency, the coal supply factor must be made secure. This is particularly true in the procurement of utility fuel. There are always extreme quantities of so-called "bargain" coal available during the buyers' markets, such as recently prevailed. These opportunistic offerings may be considered a means of averaging down overall price, rather than as a steady and dependable supply source. Coal is purchased on contract from mine operators and sales agents who have proved reliable. They are not opportunists who desert for higher dollars in times of duress; they do not fail to fulfill contracts when markets rise or overship when markets dip. The progressive operator today who is willing to expend capital to improve quality and service deserves much more consideration than a matching of short-term pennies. When a company has a high volume of annual needs, all phases of the mine supply must be considered. The mine must be able to produce the quality required at a fair price and be able to sell oversizes of coal in enough volume to screen sufficient nut and slack. It must crush coal and sell mine run at prices in line with competitive nut and slack and be willing to do so when there is no demand for prepared sizes. Determining Price: The public utility is in direct competition with any of its customers who can, if savings are guaranteed, generate their own power. Today, to a greater extent than ever before, private industry must do a better overall job than Government-controlled operations. The price of coal must be realistically balanced with the price paid by almost all industries and the railroads as well. The supply-demand ratio in coal is not difficult to discern. "AbstractThis paper is an attempt. to outline the present status of underground mining contracting in Canada, and to present certain facts concerning the writing and administration of underground mining contracts which, hopefully, may be useful to those intending to engage a mining contractor . The paper is based on the author' s experience as a contractor and also as a consulting engineer advising others in the purchase of contractors' services.HistoryIN THE early days of mining contracting in Canada, the contractor was primarily a labour contractor. He was expected to bring a good crew of men that normally followed him, and to perform certain work under his own direct supervision. The owner usually looked after all other details including financing, payrolls, withholding taxes, etc , computing and paying the contractor his profit. In the pre-World-War II years, most work was done on this basis.Over the years, the contractor was called on to supply more in the way of services, and the present-day situation evolved.Labour contracts are still used, but now the contractor is expected to carry out his own administration. Most contracts now call for the supply of special tooling required to do the work. In most cases, some, if not all, supplies are the contractor 's responsibility and , in a growing number of cases, the contractor is responsible for such items as design and surveying. The ultimate in this direction is the execution of projects on a turnkey basis. Under this system , the contractor carries the project to a stage where it is turned over fully operational to the owner."

In many parts of the country, electric utilities use spot market coal to make up the difference between the amount of contract coal and the total amount burned. The utilities involved will normally have a structured contract for those companies supplying that spot coal. These contracts will often involve a pricing schedule with bonuses or penalties for coal above or below the specified coal quality goals. Normally, penalties will be assessed on the sulfur, ash, and other coal quality variables. This paper deals with some aspects of the pricing schedule of one of the eastern utilities that buys coal on the spot market. This utility has a number of plants that a supplier can attempt to supply through bidding procedures. The existence of the pricing schedule gives the supplier a number of different options. To the single-mine producer, options are available to send the coal to any demand site and to clean all, part, or none of the coal. In other words, he can ship to a number of different sites and can send different coal qualities to each site depending upon the level of preparation. In addition, the options to deliver blended coal to any given site will provide an additional level of complexity to the problem.

Cobalt, iron and manganese play various roles in copper electrowinning using lead–calcium–tin alloyed anodes. Cobalt catalyzes electrochemical water decomposition resulting in lower anode potential and reduced corrosion rates. Iron reduces cathodic current efficiency, but is used to reduce higher oxidation states of manganese that oxidize organics in solvent extraction. Manganese also produces anode scale and is generally considered a problematic impurity. The effect of the combined interaction of these three metal ions on the anode potential has not been quantified yet. The current work used a three factor, two level, three replicate central composite design of experiments to analyze the effects and potential interactions among cobalt, iron and manganese. The experiments consisted of chronopotentiometric analysis to assess anode potential after 24 h of operation. Higher [Co], lower [Mn] and either high or low [Fe] yielded lower anode potentials. Two regression models were developed to predict anode potential as a function of [Co], [Fe] and [Mn]. A method to estimate electrical energy consumption for copper electrowinning is also presented.

For gold mines, orebody uncertainty is one of the leading causes of differences between planned and actual production. Geostatistical conditional simulations create multiple equally probable orebody block model realizations which are conditional to the current drilling information and demonstrate the sampled grade distributions and spatial statistics. These simulated block models are key inputs for a stochastic evaluation to show the likely range of grades and cash flows to be delivered by a mine plan. The stochastic evaluation outputs can be used to compare different mine plans in terms of expected values and risks to planned grades, production, costs, Net Present Value (NPV) and other plan metrics. For the McLaughlin gold mine, risk profiles are demonstrated to show how different mine, cut-off and stockpile strategies can reduce risk and improve expected value. The strategies considered were effective in improving expected NPV and reducing or eliminating tonnage uncertainty, but the strategies had little impact on reducing the uncertainty of NPV’s or mill grades. The stochastic evaluation process is also used to compare the risk impact of orebody uncertainty against the risk of not achieving planned mining tonnages or vertical advance rates. Risks for plans created with and without stochastic mine plan optimization are also compared.

A positive pressure ventilation system, augmented by a dewatering well curtain and underground longhole drilling, provides effective ventilation and radon control at EXXON Minerals Company's Highland Underground Mine in the Southern Powder River Basin of Wyoming. Testing different types of bulkheads, sealants, and bleeder systems has led to improvements in the basic ventilation system. Continued testing of new or different materials and equipment is expected to lead to further improvement in the ventilation program. Effective training of both miners and supervisors is essential to maintaining and improving ventilation techniques. This paper addresses the ongoing ventilation program and experience to date at the Highland Uranium Mine.

The objective of this research was, to evaluate the hazard of heavy metals in the soil around the National Iranian Lead & Zinc (NILZ) Company. In this study, 38 samples of soil around the NILZ factory were collected using standard sampling method, so that, the heavy metals Pb, Zn, Cd and Cr have been evaluated. The concentration of heavy metals were measured and compared with standard limits. The results show that the hazard of heavy metals in soil is not so serious and the content of Pb in just 5 percent of samples, and the content of Zn in just 3 percent of samples were above standard limits and the concentration of Cd and Cr were under the standard limits. Average, variance and standard deviation of the elements are calculated and with due attention to the standard deviation, Pb and Zn are seen to be more distributed than Cd and Cr. Also the isograde curve of heavy metals was drawn using software called Surfer. These curves showed that the heavy metals are concentrated at particular distances from the factory. The dissolution of gold by cyanide solutions was studied by determining the time required for the solvents to dissolve gold leaf. Minute traces, even 0.5 ppm, of sulphide ion retard the dissolution of gold, and this behavior cannot be accounted for by the presently accepted hypotheses involving oxygen-depletion or thiocyanate formation. On the other hand, traces of the salts of lead, bismuth, mercury, and thallium considerably accelerate the dissolution. The beneficial effect of lead is dependent upon the pH and cyanide ion concentration of the solution.

In 1957 and 1958, ten topographically suitable damsites were investigated along the Peace river between Finlay Forks and Hudson Hope, B.C. Of these, three were eliminated after a reconnaissance survey indicated that the geology was unsuitable for the 650-ft.-high dam contemplated. ?After extensive drilling, five other sites were deemed unfeasible because of geological factors and, in 1959, the two remaining sites were designated as being suitable, one for the high dam and the other for a low dam downstream. The sites are located in the Peace River canyon, on the west and the south? side of Portage mountain, west of Hudson Hope. The site for the large dam, the Portage Mountain dam, has since been investigated by surface mapping, thousands of feet of diamond drilling, a seismic survey, laboratory rock tests and on-site grouting tests in order to establish the possible effect on the dam of all facets of the foundation rocks. Three diversion tunnels, 50 ft. in diameter and 2,200 feet in length, have been driven through massive sandstone and shale, and an intake cut, 500 ft. in length, 200 feet in width and 200 feet in depth, has also been excavated in rock.

When Ponce de León landed in Florida in 1573 he was told of an Indian chief that possessed much gold. In 1576 Diego Meruelo obtained some of it from the Indians, and in 1579 Álvarez de Pineda reported that the natives wore ornaments of gold, which they obtained from the rivers. These statements all refer to the southern Appalachian region. The name is recorded in 1527; when Pamphilo Narváez landed at Tampa he heard that there was much gold to be obtained in a region named Apalache. * In 1564 René Laudonnière describes the methods used by the natives to win gold in the Apalatcy mountains.† However, no serious mining operations were undertaken until long afterward; the mining of gold in the Southern States may be said to have had its beginning when a nugget was found at the Reed mine, in North Carolina, in 1799. This nugget, which was of "the size of a small smoothing iron", was kept for several years before the finder learned what it was, but later more lumps, one weighing 28 pounds, were found in the same locality, and eager digging ensued. ‡ Thomas Jefferson, in his `Notes on Virginia', mentions the finding of a quartz specimen, not a nugget as is generally stated, that contained 17 pennyweights of gold; this was found on the Rappahannock river in 1782. §

Nonparametric statistical tests have practical application to many geological problems because, unlike the standard statistical tests, they do not require assumptions regarding the form of the population frequency distribution. Many of them do not even require that the variable be susceptible to numerical measurement. These tests are useful either 1) for geological data representing population distributions of unknown form, or otherwise not meeting the requirements for standard parametric tests; or 2) for sample attributes that cannot be measured but only ranked in order of relative magnitude. The application of two such tests will be illustrated. The Kolmogorov-Smimov test will be used to test for significant differences in copper distribution in samples of two rock types; the Spearman rank-correlation method will be used to determine whether there is a significant association between intensity of rock alteration and copper content of the rock. Nonparametric tests are, in general, quicker and easier to perform than the corresponding parametric tests, and they may be applied to a greater variety of data. They are not as powerful as the standard tests if used on data to which the latter are applicable, and computer programs utilizing them are not generally available. The use of standard or parametric statistical procedures for the interpretation of measured geological data is familiar to most mining engineers and explora- tion geologists. The computation of product moment correlation coefficients on sample assays for more-than one component is already standard procedure in some company operations, as is the use of Student's F test and Snedecor's F test for the comparison of means and variances of sample groups. The application of these three tests is limited by the prerequisites that the samples must be random, independent representatives of normally distributed populations and that the variables involved must be measurable. If such tests are applied to data which fall short of fulfilling these prerequisites, then the probability level attributed to the computed statistic is invalid and the conclusions based thereon may be erroneous. A number of nonparametric, or distribution free, statistical tests have been developed for use with data which are not amenable to standard parametric procedures. These tests have been widely used in the behavioral sciences such as psychology and sociology for some time, but their application to geologic problems is relatively new. Nonparametric tests may be grouped into two main categories: those which test for significant differences in a single variable by comparing either sample values with a standard value or representative values between two or more groups of samples; and those which test for significant association between pairs of variables in a single group of samples. The versatile chi square test, the Kolmogorov-Smirnov one and two sample tests, the Wilcox matched pairs signed ranks test, the median test, the Mann-Whitney U test and the Cochran Q test are examples of nonparametric tests with demonstrated or potential geological applications that belong in the first category. "Various kinds of civil engineering structures and facilities were seriously damaged in the earthquake in Tohoku and Kanto regions of Japan on 11 March 2011 due to the greatness of its magnitude. In contrast, many structures resisted the large seismic force having been reinforced by the CDM (Cement Deep Mixing) method, which is often used for increasing the bearing capacity of ground and improving seismic performance. This paper summarizes the field survey undertaken to investigate damage to structures and facilities reinforced by the CDM method. Several prefectures and metropolitan areas were selected for the survey, based on the occurrence of strong seismic motions. A total of 847 structures and facilities were studied, in the survey using a questionnaire, which mainly inquired about the appearance of structures and facilities. Of the respondents to the questionnaire, 789 replied that there were no seriously damaged structures. The paper presents the damaged and non-damaged sites of CDM-technique sites and non-CDM-techniques sites. It can be concluded from the field survey that the CDM Method demonstrates high efficacy and durability against a strong seismic motions.INTRODUCTIONDuring the afternoon of 11 March, 2011, a huge magnitude-9.0 Mw (Category 9.0 on the Richter scale) earthquake occurred about 25 kilometers below the Pacific Ocean’s surface off the coast of Tohoku. This massive earthquake, now called the 2011 Off the Pacific Coast of Tohoku Earthquake was the largest earthquake ever observed in Japan. The seismic intensity of this earthquake was measured 7, the maximum on the Japanese intensity scale, as observed 7 in northern Miyagi Prefecture. The earthquake caused severe damage over a wide area from Tohoku to Kanto, and triggered large tsunamis that struck the Pacific coast of Hokkaido, Tohoku, and Kanto. The number of missing and fatalities caused by this earthquake exceeded 18,000 persons, making this an unparalleled earthquake disaster with a cost-in-life toll not experienced by Japan in recent years. Because of the scale of its seismic motions, the earthquake damaged facilities and structures of many kinds. In the years prior to this earthquake, the CDM method was used extensively to increase the bearing capacity of the ground as an anti-seismic countermeasure and to prevent liquefaction. Immediately after the earthquake, the CDM Association visually surveyed the state of damage to about 800 facilities in the Tohoku and Kanto regions where a seismic intensity of 5 or higher was observed. This report summarizes the survey of damage to facilities and structures constructed applying the CDM method in order to confirm the durability and performance of the method against seismic motions."

How It Works The vest holds a total of 44 individual ice cells in packets that are firmly held near the wearer's skin. These ice cells remove heat from the wearer, reducing heat stress and increasing comfort. The locations of the ice cells and packets are shown in the diagram. The vest is constructed in three layers with the outer layer being aluminzed fiberglass cloth. Its aluminized surface reflects radiated heat, and its fiberglass cloth provides fire resistance and strength.

"As an adjunct to its minerals-investigation program, the Bureau of Mines has developed a number of operating devices and techniques worthy of note. This paper, prepared under the supervision of J. H. Hedges, chief, Tucson Branch Mining Division, and under the general supervision of Lowell B. Moon, chief, Mining Division, reports upon certain methods devised to overcome difficulties encountered in cementing of diamond-drill holes at a Bureau of Mines project at Christmas, Gila County, Ariz.Pressure grouting was employed to recondition a caved hole it was desired to reopen and deepen. The hole, which had boon stopped 7 months previously at a depth of 488 feet, was caved below 449 feet in a contact zone of claylike, altered diorite and crumbly metamorphosed limestone. As other means of obtaining moderate pressure were not available, carbon dioxide gas, drawn from tank of liquid carbon dioxide through a pressure reducing and regulating valve, was used. The hole was reopened successfully with 12 grouting jobs.Another hole, where cawing from several water-bearing fractures between 202 and 232 feet gave trouble, was successfully cemented by the use of a grouting plug. An attempt to cement through the rods had failed, owing probably to agitation caused by water currents. Pressure grouting through the caning set above the cave could not be need, because water was forced up outside the casing when pressure was applied. The problem was solved by using a wooden plug 1-13/16 inches in diameter, which, when soaked in water, expanded to a tight fit in an AX hole. A hole was drilled through the plug, and a rubber flap valve was nailed to the lower end. In the upper end of the plug the hole was enlarged to fit loosely over an EX rod coupling finished smooth. The plug was lowered on the end of the drill rods to a point about 10 feet above the cave, where it was allowed to expand tightly to the hole. Cement grout was then pumped through the rods, and the rods were removed from the hole. After allowing time for the cement to set, the wooden plug was chopped out and drilling van resumed.Over 300 tests were made to determine the type of cement most suitable for use on the Christmas job, and the effect of cement-water ratio, temperature, and various admixtures on workability, setting time, and strength. The results of these tests, described in detail in the body of this report, indicate the desirability of thoroughly testing available cements when it is necessary to drill holes under difficult conditions that may cause failure.When it became desirable to reopen and deepen a caved drill hole, it was considered easiest to recondition the hole by pressure grouting, As other mans for obtaining moderate pressure were not available, a method utilizing carbon dioxide gas was employed. The hole was reconditioned successfully with 12 grouting jobs."

This report describes a method developed by the Bureau of Mines for sealing horizontal degasification holes so that they do not create a gas explosion hazard when intercepted by mining. A cement slurry is pumped into the hole through an injection pipe that extends to the back of the hole. Pumping continues until the slurry returns through the annulus to the hole collar. The hole is then shut in and the grout allowed to harden. Application of the procedure to six horizontal degasification holes at Eastern Associated Coal Corp.'s Honey Run shaft is discussed.

"The influence of Fe, Mn, Cu and Mg alloying additions, Sr modification and grain refinement on the microstructure of as-cast and solution heat-treated Al-10.8% Si alloys was investigated using optical microscopy and EPMA techniques. The results showed that the modification effect of Sr diminished with increasing Cu and Mg additions, due to Sr-Cu-Mg interactions. Strontium caused segregation of AlzCu in areas away from eutectic Si regions, and altered the precipitation sequence of the a-Ah5(Fe,Mn)3Siz iron intermetallic from post-dendritic to pre-dendritic, with the phase observed within the a-Al dendrites. Depending upon the alloy Fe and Mn content, a coarser variation (""sludge"") of the a-Fe phase occurred, in the form of polyhedral shaped particles. The AhCu phase dissolved almost completely during solution heat treatment, while Al5Cu2Mg8Si6, sludge, and a-Aln(Fe,Mn)3Siz phases persisted in all alloys, particularly at high Mg and Fe levels. The f3-Al5(Fe,Mn)Si phase dissolved partially in Sr-modified alloys, the dissolution becoming more pronounced after solution heat treatment."

The Committee for Mineral Reserves International Reporting Standards (CRIRSCO) was formed in 1994 to promote development and adoption of international standards for estimation and reporting of exploration results, mineral resources and mineral reserves. The CRIRSCO standards have been accepted by most mining companies and professional societies worldwide. Market regulators from Australia, South Africa and Canada require that these standards be followed when releasing public information. Among these requirements is the use of specific definitions for what constitutes exploration results, mineral resources and mineral reserves. If such information is publicly disclosed in must be estimated by a Competent or Qualified Person. In the United States of America, public disclosures are regulated by the US Securities and Exchange Commission. The SEC does not recognise the CRIRSCO guidelines, and some of the SEC requirements for public release of information are materially different from those applicable in other countries. The CRIRSCO definitions and the Competent Person requirements are reviewed and compared with those of the SEC. The organisation of the SEC and its rule making process are briefly discussed. Ongoing efforts to bring the US regulatory requirements closer to those applicable in other countries are presented, as well as other activities that CRIRSCO is entertaining with the United Nations, the International Accounting Standard Board and other international organisations to reach the objective of worldwide standardisation of reporting procedures.

UNTIL recently, practically all geophysical prospecting in Australia was conducted by government departments, either by the Aerial, Geological and Geophysical Survey of Northern Australia or the New South Wales Department of Mines. At present, in addition, the Shell company is carrying out an extensive geophysical campaign in South West Queensland. The Northern Australia Survey has now been in operation for over six years, its work being carried out principally in the northern and central parts of Australia over an area of about a million square miles. At present this Survey is being brought to a conclusion but it appears certain that the geophysical section will be transferred to a Commonwealth Government department on a permanent basis. At present the officers of the Geophysical Section are preparing or have issued some 150 reports on their field work and also a special technical report on the geophysical practice of the Survey.
