DURING the last 25 years, there appeared in the literature a number of papers describing equipment and operating techniques for the determination of total oxygen in iron and steel. In the early papers, comparatively little attention was paid to side reactions that occur when iron is saturated with carbon at a high temperature in a high vacuum. As more experience was gained with the new method, the limitations appeared. Metals, with a boiling point lower than iron, distilled out of the crucible, condensed in the cooler part of the furnace, and subsequently reacted with carbon monoxide to form oxides and carbon. Aluminum, manganese, and the alkaline earth metals proved troublesome in this respect. Modifications have been devised to overcome the difficulties due to aluminum and manganese, while the alkaline earth metals are not of too much concern as yet to the steel chemist. The reactions of sulphur have received less attention, although it is generally recognized that some carbon disulphide is probably formed. Liquid air traps have been used in some cases to prevent any carbon disulphide from entering the analytical train. Sulphur was not a particular problem at the Union Carbide and Carbon Research Laboratories until the analysis of the irons of higher than usual sulphur contents became necessary. In order to describe the procedure developed for such irons, it will be necessary to first describe the type of vacuum-fusion equipment employed because the operation of vacuum-fusion equipment is an art to a considerable extent. At the Laboratories, vacuum-fusion equipment has been in daily operation since about 1930. Over the years, the evolution of this apparatus has been governed by the versatility required to analyze a wide variety of materials. Since all types of materials from high purity metals to slags are analyzed and, since seldom more than a few samples of one type are analyzed in succession, the apparatus was designed for accuracy and flexibility rather than for speed. A general view of the equipment is shown in Fig. 1, while Fig. 2 shows the relationship of the various parts. In Fig. 2, A is a vertical double-glazed 24X27/8 in. OD silica tube heated with a 20 kva mercury-arc high frequency generator. The tube is closed with a water-cooled brass head attached with de Khotinsky cement. A turret cap fits on this head and is sealed with a 1/8x3 in. "0" ring. The head contains a sight glass and two 8 in. horizontal glass tubes, for sample storage, cemented in with de Khotinsky cement. B is a four-stage Gaede mercury diffusion pump connected to the water-cooled head with a 11/2 in. copper tube through a flange with an "0" ring. The output of the vacuum pump feeds into an automatic Toepler F pump which compresses the gas sample over mercury in the measuring burettes, G and H. There are bypasses in this line for a McLeod gage C and a Piranni gage D, a manometer E, and for initial pumping out of the system with a Cenco Megavac backing-up pump. The reduction crucible shown in Fig. 3 is machined of Tungar Bulb quality (A.G.K.T.E.-2) graphite. The sample is guided into the crucible with the graphite funnel depicted on this figure. The arrangement of the crucible, radiation screens, etc. in the furnace is as follows: A 1 15/16x61/2 in. Alundum thimble, porosity RA-84, with two 1/8 in. holes near the top and opposite each other which take a pair of special tongs used for lowering it in place, is prepared. A 3/4 in. layer of powdered graphite is placed in this Alundum thimble, and the graphite crucible containing 20 g of ingot iron and 0.5 g of carbon is carefully centered on this bed of graphite powder and graphite powder is packed around it to the top of the graphite cru-

WHILE 1931 was a most important year in the history of Canadian copper smelting and refining, nevertheless, due to the low price of copper and the in- ability of the International Nickel Co. to market its full capacity of nickel. the production of both copper and nickel was considerably less than the total installed capacity for the production of these metals. IIY the nor- mal course of events, 1931 should have seen a great increase in the production. of both copper and nickel in Canada, because the large extensions to both the copper smelting plants and the copper and nickel refinery capacity, which had largely been completed in the year 1930, should be showing their effect.

"In order to study the influence of MgO-C refractory on steel cleanliness and inclusions during steelmaking process, and to understand the reaction mechanism deeply, laboratory deoxidation and equilibrium experiments were respectively performed in MgO crucibles at 1873K. In the former experiment, after Al addition, steel samples were taken at different holding time. In the latter experiment, different slag components and different contents of carbon and aluminum in steel were considered respectively. The inclusion characteristics of each experiment were analyzed. The results showed that with the increasing of holding time after deoxidation by Al, MgO existed in the small inclusions firstly, and then in the large ones such as the clusters. The MgO content in the inclusions increased with the increasing of holding time, indicating that the MgO in crucible could be individually reduced by the aluminum in the molten steel. The reaction could occur within nine minutes.IntroductionNon-metallic inclusions would have positive or negative effect on steel quality depend on the quantity, size and composition of inclusions. Large inclusions are always detrimental. From the point of view of inclusion property, plastic inclusions are required by steel cord, while hard inclusions are preferred by pipeline steel. One of the most important ways to increase the steel quality is reducing the inclusion size and controlling the inclusion composition in steel. Nowadays, MgO based refractory is used as ladle glaze material with more and more frequency, which results in different inclusion characteristics in molten steel, for example, the inevitable generation of MgO contained inclusions during ladle treatment of steel. In other words, the inclusions in this type ladle will influence on the steel cleanliness and the product property. Thus, keeping an eye on the inclusion formation behavior in the steel with MgO-C ladle glaze is important for the steel industry. There have been a few studies in this regard. Li et al[l] studied the reactions between MgO-C refractory, molten slag and metal using a high temperature X-ray radiographic apparatus. They found that the local corrosion was regarded as due to the cyclic dissolution of MgO and graphite in the refractory into slag and metal phase. The gas bubbles formed according to the reaction of (FeO)+C(s)=Fe(l)+CO(g) greatly influenced the corrosion. On an industrial scale, Du[2] found that ladle glaze is a major source of inclusions in the ladle. An experimental study has been performed by Lehmann in order to estimate the importance of the reaction between a MgO-based tundish refractory and an Al-killed steel[3]."

"‘Roof support awaiting time’ (RSAT) is a term used at Goedehoop Colliery’s Simunye Shaft to describe the potential production time lost due to the continuous miner (CM) standing idle waiting for roof support to catch up. Investigations revealed that in 2013, Simunye Shaft had approximately1400 hours of RSAT, which suggests that the mine could have potentially produced an additional 280 000 t of coal. This project consisted of two parts. Firstly, the causes of the high RSAT and means to improve the situation were investigated. Secondly, as insisted by mine management, the CM cutting sequence was investigated as a possible cause of high RSAT. Machine-related challenges due to the roofbolter installing support too slowly, geological conditions (mostly hard roof conditions and slips),logistical challenges pertaining to the CM cutting sequence, man-related challenges related to operator fatigue, re-support, operator inexperience, and the absence of support targets were identified as main contributors to RSAT. Furthermore, results showed that the roofbolters in the sections at Simunye Shaft are slower than the CMs. A target of 28% reduction in RSAT was set. Experts from Kennametal and Fletcher were consulted to find solutions for the identified causes. In total, eight solutions for RSAT were identified, but the solution that contributed most significantly to reducing RSAT was to use hard roof drill bits as a standard product at Simunye Shaft. Calculations showed that by using hard roof drill bits, RSAT can be reduced by 43%, which is more than the specified 28% target. The cutting sequences at Kriel, Greenside, and Simunye Shaft, togetherwith three newly developed cutting sequences, were simulated using the UCMS (Underground Coal Mining Simulation) program. A re-aligningprinciple was incorporated into the newly developed cutting sequences toalign the cutting sequences to general support work and to reduce RSAT. A decision matrix revealed that a cutting sequence in which boxing takesplace in R3 (third road to the right of the belt road) and in which the re-aligning principle has been incorporated will be the best option for Simunye Shaft. The recommended cutting sequence will lead to a 5% increase in production.The work presented in this paper was carried out as partial fullfilment for the degree BEng (Mining Engineering)"

Several deposits in the Sheep Hole/Cadiz Wilderness Study Area (WSA) have small identified or potential for undiscovered gold and silver resources. One prospect area is a potential target for molybdenum. Most base and precious metals and one uranium deposit in the study area are of the fissure-filling, contact metamorphic type associated with late stage fluids of the Cretaceous Cadiz Valley batholith. Some evidence suggests limited Tertiary and Quaternary mineralization. Mineral deposits are controlled by faults, shear zones, and joints which strike northwest and dip northeast or southwest. Although undefined, calcium, sodium, lithium, and strontium brines are inferred within the study area. Some potential for oil and gas and geothermal resources is indicated by the interest private industry has shown in the eastern part of the study area. INTRODUCTION The U.S. Bureau of lines and U.S. Geological Survey conducted a mineral survey of the Sheep Hole/Cadiz Wilderness Study Area (p1. 1) which encompasses approximately 205,000 acres (83,000 ha) in south-central San Bernardino County, California. The U.S. Bureau of Mines studied the mineral resources of mines, prospects and mineralized areas; geological, geochemical, and geophysical investigations were conducted by the U.S. Geological Survey.

MINING operations in the Waihi mine began, under the present proprietorship in the year 1889. Previous to this, and as far back as the year 1880, the presence of reefs in the Martha Hill had been known, and surface working on a small scale had beencarried out, without any great measure of success. The only method of treatment in use at this time was the old system of light stamps, amalgamating tables and berdans, and recovery by this method being low, little margin for profit was left, so thatthe property in these days was not considered of great importance and work on the area was only carried on spasmodically by different owners.On the transfer of the leases to the present company, calcining, dry crushing, and hot pan amalgamation was adopted as the method of treatment, and this system was continued till the more modern cyanide process was introduced and applied. As themethods of treatment and gold-saving became more efficient with the application of more modern and scientific processes, the importance and future prospects of the mine became more and more pronounced, and mining on a larger and more comprehensive scale was gradually established.As in the case of ore treatment, mining methods in the early stages were not as far adv.anced as the adopted practice of today, and numerous shafts, levels close together in vertical height.

The standard free energies of formation of several nzetallic sulfides have been measured by a reversible electromotive-force cell employing stabilized zir-conia as the electrolyte. The oxygen potential at the cathode was fixed by the use of pure oxygen gas at 1 atm. It was established at the anode by bringing to equilibrium the reaction between the sulfide and oxide species present. Thus, Gf: for the sulfide could be obtained from the cell potential and the standard free energies of formation of the oxides participating in the reaction. The results in calories per cam rnole for the temperature range 850" to 1100°C are: Use of the reversible electromotive-force cell having an oxide-ion electrolyte to obtain the standard free energies of formation of some of the more stable metallic sulfides offers a convenient experimental method that is very productive. It also avoids some of the problems inherent in the experimental methods' for such studies which rely on precise determination of gas compositions, particularly if these compositions lie near the limits of our capabilities for accurate chemical analyses. The reaction equilibrium between the lowest sulfide of a metal, SO2 at a fixed pressure, and an oxide of the metal has a characteristic oxygen potential. Zero emission coal plants capture their own CO2 emissions. Since they have no smoke stack, they emit no pollutants to the air. Zero emission plants circulate a gas stream, to which fresh fuel is added and from which spent fuel and impurities are removed as solids or liquids. Coal is gasified via hydrogenation, steam reforming or CO2 gasification (Boudouard reaction). The gas is oxidized in a fuel cell and the resultant water and CO2 are partially removed before returning the remaining gas to the gasifier. The high conversion efficiency of zero emission power plants, which exceeds 70% even in realistic designs, stems from combining fuel cells with careful heat management. The paper generalizes the concepts and outlines the thermodynamic basis of zero emission power plants.

Banding that occurred in plates rolled from the early production heats of 18Ni(250) maraging steel is described and related to the segvegation of certain alloying elements (nickel, molybdenum, titanium), the extent of which was quantitatively evaluated by means of electron-microprobe analysis. The effect of banding on mechanical properties is discussed, with particular reference to observed directional differences in plane-strain fracture toughness of plates. It is shown that banding originates as interdendritic segvegation during ingot solidification and persists in some degree through normal soaking and hot reduction to plate. The results of the study showed that heating sections of small laboratory-cast ingots at 2200°F for 4 hr was sufficient to markedly reduce microsegregation and to considerably improve mechanical properties. Hot rolling of 7-in.-thick ingot sections to 1/2-in.-thick plate effected a similar reduction of microsegregation, but resulted in even greater increases in ductility and toughness than that obtained by homogenization treatment alone. DURING the past few years, considerable attention has been directed towards the low-carbon, high-alloy maraging steels and in particular towards the 18Ni-8Co-5Mo-0.4Ti alloy. The steels of this group, having an excellent combination of high strength and toughness, have a number of advantages over their more conventional medium-carbon low-alloy, quenched-and-tempered counterparts. In the annealed condition, the maraging steels are in the form of a ductile marten-site; aging at a relatively low temperature, typically 900°F for 3 hr, increases greatly the strength through the precipitation of intermetallic compounds. One problem in the early production heats of maraging steel was that the finished plate frequently displayed a banded structure. Previous work on other steels1-' had established that banding in wrought products is either a direct or an indirect consequence of chemical segregation, which occurs during solidification and persists to some extent through normal thermal and mechanical treatments. For example, Smith and others: in a study of low-alloy steel, were able to correlate the severity of banding in the wrought product with the degree of interdendritic segregation of nickel and chromium in the as-cast ingot. The effect of banding on the mechanical properties of steels is usually considered to be detrimental, although there is only limited evidence to suggest that a marked improvement in properties can be obtained with less heterogeneous structures. Comparison of the longitudinal and transverse tensile properties of banded and of homogenized 4340 steel showed that only the transverse ductility was improved by homogenization, but even then the improvement was not commercially significant.' Conversely, homogenization of through-the-thickness tension specimens of quenched-and-tempered steel plate, containing 1.47 pct Mn, increased the strength by as much as 10 pct and the tensile ductility by at least a factor of twos5 This improvement was related to the elimination of manganese-rich bands, which also are one of the factors responsible for cold cracking in the heat-affected zone of metal-arc welds.7 In the present study the nature and severity of banding in early commercial 18Ni(250) maraging steel plate and in laboratory-melted 18Ni(250) maraging steel plate was determined. The effects of banding on plane-strain fracture toughness and the effects of thermal homogenization treatments on the strength, tensile ductility, and toughness of 18Ni(250) maraging-steel as-cast ingots and rolled plate were evaluated. In addition, the effects of hot deformation by rolling on the mechanical properties of ingots were determined. 1) STUDIES OF BANDING IN EARLY PRODUCTION PLATE The chemical composition of the steel (A) used in this part of the investigation is shown in Table I. Banding was not clearly evident in either as-rolled or annealed* plate, but annealed and agedc** plate had a banded structure. The typical banded condition, Fig. 1, consists of layers of unetched austenite (white) and dark-etching martensite in a light-etching martensitic matrix. X-ray diffraction measurements showed that this steel contained more than 6 pct austenite. An electron-probe X-ray microanalyzer (using a focused beam of electrons) was used to determine the composition of the bands and of the material between the bands with respect to the main alloying elements— nickel, molybdenum, titanium, and cobalt. The recorded X-ray intensities were converted to concentration values with the use of a standard of similar composition. To facilitate probe positioning, all analyses were conducted on specimens that had been given a light etch. The influence of this etching on the analytical results was negligible; analyses made on the identical area before and after etching yielded essentially the same concentration values. The results of the electron-microprobe analyses at selected points revealed that the layers of austenite and adjacent dark-etching martensite contained greater amounts of nickel, molybdenum, and titanium than did the surrounding matrix, Table 11. [In many coal-mining countries, during he pest decade, there have seen made extended studies and accurate measurement of movement of roof strata, tests of the physical properties of specimens cut therefrom, and tests of the strength of end load on artificial supports. Naturally, such studies have been more extensive in European countries, where mining conditions are less favorable than in the United States. As a part of its work in the conservation of coal resource and prevention of accidants in mines, the Bureau of brines began systematic measurements of the movement of roof strata to in coal mines in the fall of 1935. It was decided- that, in the beginning, work on a rapidly retreating rib line in a mechanized mine would give the greatest amount of information in a reasonable time. To this end w cooperative tine agreement was made with the Pittsburgh Coal Co., through Dr. L. E. Young, vice: president in charge of operations, for conduct of work in that company's Montour 10 mine operating in the Pittsburgh coal bed. This paper gives an account of the methods used in the investigation, excerpts from the data obtained, and such generalizations as appear to be justified.]

The Schaffer linear kimberlite complex and Aultman kimberlite diatremes comprise a major part of the State Line kimberlite district of Colorado and Wyoming, which encompasses approximately 200 sq mi (500 km2). The district is located along the eastern flank of the northern Front Range and is underlain prin- cipally by Precambrian granites (approx. 1.4 b.y.) which have been intruded into an older (approx. 1.75 b.y.) metamorphic complex. The kimberlite occurrences are Devonian in age and are related to older Precambrian linear structures. The Schaffer kimberlite complex is a dike or fissure system with enlargements or blows developed at the intersections of cross faults; the two Aultman occurrences are diatremes. Kimberlite within the Schaffer complex is predominately grey to green phlogopite-calcite kimberlite breccia and tuffisitic breccia. Carbonate is abundant in some phases. Inclusions of host granite are common and locally abundant. Upper mantle peridotite, pyroxenite, and eclogite and lower crustal granulite xenoliths are present at many localities. Four phases of tuffisitic kimberlite breccia occur in the Aultman diatremes. These breccias are characterized by high carbonate and serpentine contents. Xenoliths of upper crustal granite, lower crustal granulite, and upper mantle assemblages are abundant locally. Lower Paleozoic sedimentary rock xenoliths are also abundant in the Aultman diatremes but are absent in kimberlite of the Schaffer complex. From 1979 through September 1982, Cominco American, Inc., conducted geologic mapping, petrographic studies, geophysical surveys, geochemical surveys, and auger drilling in the Schaffer-Aultman project area as part of an extensive evaluation program of kimberlite occurrences. Forty bulk samples (approx. 8,000 metric tons) were excavated from the occurrences and then were processed for diamonds at Cominco American's heavy media separation and diamond recovery test plant at Fort Collins, Colorado. Indicated grades from the Schaffer and Aultman kimberlites range from approximately 0.5-1.0 carat per 100 metric tons and as such, the occurrences do not appear to approach economic viability at this time.

Prior to 1912, coal research for Republic Steel, Corporation was limited to a periodic box test conducted in a commercial coke oven. Then in 1912, a Koppers movable-wall test oven was -built to research wall pressures for selected blends and to conduct other varied research work. In the 1950's economic pressures caused a reassessment of position resulting in the establishment of a Coal and Coal Chemical research group in 1956. In 1958 this group, along with other groups of research endeavor were incorporated into the new Republic Steel Corporation Research Center at Independence¬ Ohio. Currently this section is divided into four groups. 1) Coal Preparation, 2) Coal-Chemicals, 3) Coal Characterization, and 4) Coal Carbonization. The objective of each group is described, and a brief listing of the work done under the first three groups is indicated. A more detailed description of the studies by the Coal Carbonization group of the coking characteristics of Republic Steel Corporation's coals as blended among themselves or in conjunction with selected purchased coals follows. The wall pressure, contraction, and stability index criteria are specified, and the method of assessing these criteria as a function of blend composition is indicated.

Environmental legislation is changing rapidly throughout Australia at the present time, and with that change comes additional responsibilities for the mining and petroleum industries. Among the many changes that are being made are increased penalties for both criminal and accidental environmental impairment. The defences for criminal offences are limited and for other offences the laws may impose strict liability - in effect the offender is guilty until proven innocent. Mines may be included under contaminated land legislation, creating additional liabilities for clean-up, rehabilitation and long-term management. It is not unknown in Australia for the value of a mortgaged property to be less than the amount of the environmental liability acquired by a mortgagor in possession due to contamination of the site. An essential part of the management program for resource projects is now the regular conduct of an environmental audit, the results of which assist in the management of the legal and financial liabilities facing company directors and managers. The audit can also assist with negotiations with government agencies, staff, unions, insurers, Aboriginal and other community groups. An environmental audit may also help to ensure that companies are claiming the maximum allowable deductions for environmental works under the tax laws, and provide evidence in support of such claims. Environmental legislation affecting resource industries Environmental legislation in Australia is changing rapidly and can impose massive constraints, substantial administrative costs, and considerable liability on directors, managers and the corporation. Pollution control legislation Every State and Territory of Australia has a range of pollution control legislation contained in either individual acts relating to air, water, noise and land, or embodied in a single environment protection act. Pollution control legislation provides a critical management baseline for resource industries throughout Australia, often requiring the full-time attention of an environmental manager or an environmental department. In general, it is an offence to discharge effluents into water, or emit gases into the atmosphere above prescribed limits, cause noise above a regulated level, or contaminate land without a licence. A licence determines how much of a substance can be discharged, the location, the receiving environment, the quality, and the time at which discharges can be made or noise can be caused. Planning legislation Planning legislation controls where a project is located, how it will be constructed and operated, how large it is allowed to be, and what will happen once the project is completed. Development consents or approvals will generally contain a range of conditions controlling the preparation of the site, the construction of the facility and the way it is operated throughout its expected life time. Resource projects may be regarded under legislation as scheduled or designated developments requiring special treatment during the decision-making process. Under planning legislation, it is usual for resource projects to be subject to an environmental impact assessment process. Resource legislation Resource legislation specifically covering mining and petroleum in Australia, also contains requirements regarding protection of the environment during exploration for and extraction of minerals and oil. A mining or petroleum production lease usually contains numerous conditions regarding protection of the environment and rehabilitation of the site during and after the life of the extractive process.

Mining and processing activities which are proposed on private land, state leases, or unpatented mining claims are governed by numerous local, state, and federal laws which identify the procedures and conditions which must be met before resources can be developed. The respective government agencies responsible for the administration and enforcement of these laws have promulgated supporting regulations and guidelines, and have implemented certain permit and approval processes to ensure compliance. Each exploration project has a unique environ- mental setting and location which further dictates the types of air, water, hazardous waste, and wildlife laws and regulations which must be complied with before development commences. The environmental planning process should be the first step in the evaluation of existing company properties and the potential acquisition of other mineral properties. However. many company don't consider the environmental requirements for a project until the decision is made to develop the property for mining and processing. If a mining company wants to expedite the environmental planning process, it must first develop an in-house process for evaluating the project and determining the environmental approval procedures in the state where the project is located. The first stage of environmental planning involves general information which can set the overall company philosophy for development of projects.

"As part of the planning system at each division of Nchanga Consolidated Copper Mines, Limited, the Mine Planning Department is required to produce a detailed production schedule for each shaft.Because of the difficulties in producing a schedule which satisfies all the mining constraints, and because of the large clerical effort involved, the full range of possible schedules can never be considered.It has been found possible to produce a schedule using linear programming which satisfies the majority of the many varied mining constraints. Computer programs have been written to enable the mine planning department to use this mathematical system without assistance.The system has a large degree of flexibility to enable the planner to include conditions which cannot be incorporated readily in the linear program. This system permits the more efficient production and evaluation of schedules and reduces the amount of clerical effort."

Three quarters of recent increases in world oil reserve estimates since 1990 have been attributed lo ‘better reservoir management' rather than to new discoveries. For the United Kingdom Continental Shelf (IJKCS), the Department of Trade and Industry (DTI) has on 2.2 bn barrels of extra oil protection through effective reservoir management of existing producing reservoirs. Past practise has been to manage petroleum exploitation on a departmental basis, with exploration assessing and ranking prospects, reservoir engineering assessing development plans and production facilities implementing plans. Any reservations necessary might involve restarting the project evaluation from scratch. Current practice is to manage an operation through asset management teams involving all disciplines. It is hoped that this approach will not only eliminate fruitless directions of effort, but the quality of work in each discipline will benefit from interaction. That is, the result of a team effort is greater than the sum of individual efforts. To date, this is most apparent with the interaction between geology, reservoir geophysics and reservoir engineering through reservoir characterization. This is the current area of greatest effort, with improved geophysical technology and computer power leading to more and more detailed and complex simulation models. The equally important interaction of reservoir engineering and production and facilities engineering applied to fields in decline has not yet achieved the prominence that it deserves. Establishing priorities in reservoir management requires the very critical evaluation of the relative value of objectives. The fact that something can be done (3-D seismic, 4-D seismic, multilateral wells, or three phase multi-layer well test analyses etc) is not a good reason for doing it. Reservoir management should he a study of value added versus cost for any activity possible or proposed. Both in the areas of reservoir data acquisition and of assessing opportunities in the period of production decline, it is likely that expert systems will need to be developed with the associated base of experience, understanding and know ledge. A n other area for the future is the elusive target of ‘enhanced ’ oil recovery, as distinct from ‘improved’ oil recovery. The most likely route forward here is the incessant scrutiny of reservoir regions and units within fields for their suitability for pilot schemes for advanced recovery techniques implemented at a favourable time. Finally, the reduction of costs, the maintenance of low. but viable rates of production and the threat of abandonment costs will increase reserves. An increase which may have appeared insignificant in the past is now more valuable.

The U. S. Bureau of Mines has developed technology to recover by-product materials from aluminum scrap using engineered scavenger compounds (ESC). ESCs are structural oxides with a channel or tunnel structure that allows them to hold ions of a specitksizes and charges. The scavenging reaction is easily reversible allowing the ESC to be recharged for continued use and the ion is recovered as an electro deposit. Key features of this novel technology are; a) ESC ,systems are designed to have a high degree of selectivity for a desired ionic species. b) The recovered mater.ial requires little or no additional reprocessing prior to reuse. Two current uses for the ESC technology that are described in this paper are the removal and recycle oflithium (Li) from lithium aluminum (Li-AL) alloys; and, using ESCs as a replacement for the conventional demaging (magnesium removal) technology used by the secondary casting industry. Research indicates that the ESC technology proposed for both these applications has either 'distinct economic and/or environmental advantages over previously employed methods of recovering. metal values from aluminum scrap.

Optimized Operator Compartment layouts based on previous Bureau of Mines activities in standardization and optimization of controls were designed and installed in three operating vehicles. Two National Mine Service 48A-36 TorKars were modified in production prior to delivery to the Quarto Mining Company. An Elkhorn AR-4 scoop owned by Adanac Coal Company was modified in a local rebuild shop. The modified vehicles were then evaluated underground under normal production conditions for a 60 day period. Vehicle operators and management appear well satisfied with the compartment modifications.

THE QUESTION of whether the production of oil should be limited to market demand has been constantly discussed during the last two years. Oil men, legislatures and courts have reached highly conflicting conclusions. Opponents of limitation to market demand assert that it is a scheme of the big purchasing companies to fix prices and to create a monopoly. Proponents, on the other hand, declare that such a limitation is necessary to prevent physical waste and that the effect on prices is merely incidental. A brief review of market demand legislation will disclose the confusion existing. The laws of Oklahoma,' prohibiting waste of oil and gas, specifically' authorize limitation to market demand as a method of preventink such waste. These laws and the proration orders based thereon have been upheld by the Supreme Court of Oklahoma, by several three-judge Federal District Courts, and by the Supreme Court of the United States.' Kansas has a similar law3 but no case has been found which discusses its validity. About a year ago the California Legislature passed a comprehensive conservation act, generally known as the Sharkey Bill giving authority to restrict production to an amount representing current requirements for use, taking into consideration oil and products in storage. This may be considered as equivalent to limitation to market demand. The Act was defeated upon referendum vote after a hard fought campaign in which it was charged that the Act would result in destruction of the independent operators.
