The Bureau of Mines measured the geochemical changes as H2SO4 was used for in situ uranium leaching by Rocky Mountain Energy Company near Casper, Wyoming. Cores and ground water were analyzed before leaching. Water samples were taken from observation wells located between injection and production wells as the leach solution was brought up to full strength in several steps. Measurements were made of pH, Eh, temperature, conductivity, total dissolved solids, dissolved oxygen,HC03, U. V, Na, K, Ca, Mg,S04, CI, Mo, Mn, Fe, AI, Si, F, P, As, and Se. The data were gathered to assist in geochemical modeling of leaching and to study the potential environmental effects of acid leaching. Environmental considerations appear favorable. For example, the concentration of Se, a toxic element often found in uranium deposits, stayed below the EPA standard for drinking water.

A case study is presented that details the safety journey at a North American project involving two major contracts: a 1000 m shaft recovery and rehabilitation, and the development of a drainage gallery in a large open pit operation. In the early stages of the contracts, there were a number of incidents that created tension between the owner and contractor, which resulted in the contractor being placed on a final warning with almost imminent potential termination. As a result of this, it was agreed to initiate a focused safety recovery plan as a ‘last chance’.Over a period of two years, the engagement and consequent performance of the contractor was turned around, steadily working to set it up for success such that in one of the contract work areas, a record of ‘one year LTI (lost time injury) free’ was achieved. The journey involved the owner and the contractor teams working cohesively to educate all parties in the safety requirements and, most importantly, providing the context and understanding for certain requirements being put in place. Early on in the process, it was recognised that the owner team unknowingly was an impediment in that they did not fully understand the safety requirements and so was not able to lead the way for the contractor effectively. The journey to rectify the situation was supported and followed up by focused engagement with the project team, which generated a progressive improvement in a very challenging environment.In particular, the contractor turnaround was significant and of enough value for the contractor to ultimately export some of the safety systems from this site to other contract sites. Projections of coal reserves in Central Appalachia are essential for long-term planning in the region. Annual production is declining in some states, such as Virginia, and mineable reserves for the Central Appalachian Coalfield are challenged by difficult geological, mining, and market conditions. In order to project coal mining longevity in this region, interviews with mining companies were conducted to assist in the determination and assessment of technical and economic factors that impact coal seam mineability. This information was applied to seam and coal reserve data developed by state and federal governments. The results were carefully analyzed to determine the effects of various factors on the overall mineable coal reserve base.

In pursuit of solving the development rate problem the coal industry has investigated various development systems. While all the systems may improve the development rate they may not necessarily he cost effective. This paper carries out an economic analysis by developing cost models for present and future development systems for retreating longwall faces with particular reference to Australian longwalls. A critical cost analysis of various development systems is presented by taking into consideration all the costs associated with development systems. The costs have been divided into equipment, face and panel services, belt and structure, wages, roof and rib support, ventilation, consumables, power and maintenance. The annualised cost of various equipment has been obtained on the basis of depreciation rates prescribed by the Australian Taxation Office.

The report shows the sensitivity that nine different cash-flow factors have on the discounted rate of return calculated from feasibiliity- studies on potenital open-pit orebodies of silver, copper, and uranium. Cash-flow factors of "grade", "market value", and "recovery" are. the most sensitive. This verifies the need of reliable estimates for these factors. The cost of evaluation of "preproduction cost" is the least sensitive. This gives credence to the fact that more consideration should be given to compiling sufficient data, as the largest financial losses are not in the cost of evaluation but rather in the abandonment of an unprofitable mining operation after a commitment of capital is made on the basis of an incomplete evaluation. Sensitivity analysis of cash-flow factors enhances evaluation programs by disciplining the collection of data and allowing more realistic distribution of evaluation monies.

Since the failure of a major coal refuse disposal embankment and impoundment in the Buffalo Creek watershed near Man, West Virginia in early 1972, there have been extensive changes in the design and construction requirements for coal refuse disposal facilities located throughout the United States. The primary emphasis has been on improving the safety of these facilities, particularly for impoundments which are capable of storing millions of gallons of process water and storm runoff. The Mine Safety and Health Administration (MSHA) of the U.S. Department of Labor (formerly the Mining Enforcement and Safety Administration, U.S. Department of interior) has been the lead federal agency in promulgating regulations pertaining to coal waste disposal. In 1974 and 1975, studies were undertaken by our firm under contract to the Mining Enforcement and Safety Administration to prepare a comprehensive engineering and design manual to be used by operators and engineers in the planning and design of coal refuse disposal facilities with the intent ion of avoiding any more Buffalo Creek failures. The resultant 800-page document addresses major subjects such as safety, environmental controls, and cost. Specific topics include characterization of coal refuse, classification of disposal facilities, project planning, geotechnical investigations, testing and design requirements, hydraulic and hydrologic design, environmental factors, operations, and monitoring, instrumentation, and maintenance.

The pellet qualities primarily depend upon the thermal profile and gaseous environment during induration. During the induration of the pellet, it undergoes physical as well as chemical changes. Physical changes are mostly due to sintering and chemical changes are due to carbon burning inside the pellet. The effect of carbon on sintering is investigated on a single pellet scale using an optical dilatometer. Sintering is a complex process that involves transportation through various mechanisms. Sintering is quantified in terms of sintering ratio and the kinetic parameter, exponent ‘n’, under isothermal conditions is deduced using the power law equation. The value of n can be used to estimate the sintering mechanism at different isothermal temperatures. Also, the activation energy is calculated using the empirical Arrhenius equation. The activation energy of 0 per cent coke and 1 per cent coke-containing pellets are 531.0 kJ/mole and 552.6 kJ/mole respectively. The order of magnitude of activation energy suggests the same mechanism in both cases. Although the mechanism of sintering is the same, 1 per cent coke-containing pellet sinters more at any isothermal temperature.

The second annual RMCMI Mine Rescue Performance Evaluation was held in conjunction with the 1993 RMCMI Convention at Beaver Creek. [ ] Six teams participated in this year's evaluation; BHP Minerals, Navajo Mine, Fruitland. NM; BHP Minerals - LaPlata Mine. LaPlata, NM; BHP Minerals - San Juan Mine. Waterflow. NM; The Coteau Properties Company - Freedom Mine, Beulah. ND; Cordero Mining Company, Gillette, WY; and The Falkirk Mining Company - Falkirk Mine. Underwood, ND. The Western Energy Company of Colstrip, MT was represented through observers and evaluators. [ ] Realistic industrial related scenarios, closely simulating the stress of actual rescue incidents, were provided by members of the Eagle Valley Ambulance Service. Five different scenarios were presented to each team on the first day of the evaluation and three on the second. Each team was given the pertinent information to solve the problem as they assembled at the scenario site. The scenarios were going on simultaneously and each team was unaware of the circumstances until they entered the scene. Interested onlookers were afforded the opportunity of viewing the actual simulated rescue operations as they occurred. The teams received valuable pointers and direction from the ream of evaluators following each scenario. They were are also given the opportunity to observe the other teams in action and to meet with the members of all the teams to share information and ideas during team meetings per the predetermined schedule. The primary goal is to recognize current rescue skills, knowledge, and abilities of participating teams. In doing this, each team was provided with individual evaluations and a path for improvement as needed. Each team was recognized for their efforts at an awards breakfast on the final day of the evaluation. New innovations in rescue equipment were introduced and demonstrated for interested teams following the awards program. The importance of progressive training such as what we are witnessing at evaluations during the RMCMI conventions cannot be stressed strongly enough. These teams are the providers of immediate rescue and medical care for victims of accidents at their respective properties. Every mining operation has the potential for very serious accidents due to immense size of equipment and mining logistics. These rescue teams must be prepared to act with the most immediate, professional and knowledgeable actions to save lives and prevent further injuries. Safety is a primary concern of every mining operation and the mine site rescue team is an integral part of that safety effort. Both Canada and the United States are endowed with significant reserves of mineral resources. Mining industries in these two countries have a strong safety and health culture; skilled, dedicated and well-paid workforce; applications of state-of-the art technologies and high productivity, strict environmental requirements and social responsibility. Both countries are global leaders in safe, economic, productive, environmentally responsible and sustainable mining practices. Mining schools/ departments in Canada and the United States provide a strong and comprehensive education and training, hands-on learning experience, with support for internships and co-op opportunities to prepare graduates for careers not only nationally but also in the global mining industry. While there are many similarities in their industries and mining schools, there are also some differences. This article examines the contribution of mining to the economy, the political climate, the regulatory framework, the investment climate, environmental regulations, the language, the perception of mining, news and press coverage, and the academic landscape in both countries. Opinions, observations and perspectives shared in this article are of the author, and do not necessarily reflect the views, policies or positions of any organization, employer or affiliated group.

RECENT announcement of further restrictions on gasoline consumption in the Mid-West and Southwest has focused public attention on current discussions of an oil scarcity. Conflicting arguments are advanced on the one hand that we have plenty of oil and will not need to restrict consumption as soon as transportation facilities are adequate, and on the other hand that a great impending shortage will require most drastic reductions in civilian consumption in order to provide adequate supplies for military purposes. Data can be presented to support both views, the result being that the public is confused and uncertain of where the truth lies. For a nation with about half of the known crude-oil reserves of the world and two thirds of the total production it seems almost incredible to the layman that any shortage can exist. Those familiar with estimates of future demand. however. show increasing concern regarding our ability to meet military demands without further restrictions in civilian use or wasteful production from our remaining reserves. Only by considering such facts as are available and can be made public can a true appraisal be made of whether or not we are faced with a shortage that will amount to a crisis in crude oil.

Rice, field engineer, represented the manufacturer of the stoker.PURPOSE OF INVESTIGATIONThe general aim of the investigation is to develop more economical methods of using fuel in kilns and to improve the over—all efficiency of the process of firing by methods that will produce ware of better quality. One phase of this investigation is the burning of coal on an automatic stoker to gain the advantages of control, constant rate of application of heat, and ability to burn cheaper coal than can be used in the hand—fired furnaces of kilns. It a stoker in to be used it is desirable that the coot of the installation should be low, the control of operation simple, and the distribution of heat in the kiln as good or better than with hand firing. These desiderata were sought in the stoker and furnaces that were used for the tests described herein. The tests were made to determine whether it is feasible to fire a large kiln with a single stoker, whether the use of a single furnace simplifies control, and whether the admission of all the hot gam at the center of the kiln will give symmetrical distribution of heat."

Cuprous oxide is one of the oldest antifouling agents and also acts as red pigment in these paints. In printed circuit board manufacturing industries, waste etchant contains a substantial amount of copper ion. In the present study, a process was suggested for recovering cuprous oxides from the waste etchant and optimum conditions were investigated to recover the cuprous oxides. The process consists of two steps: in first step, Cu powder is added into wastewater solution, and cupric ions re-duce into cuprous ions (Cu+Cu2+?2Cu+), where cuprous ions precipitate as cuprous chloride; In second step, cuprous oxide is synthesized by adding NaOH into cuprous chloride solution (2CuCl+2NaOH?Cu2O+NaCl+H2O). Optimum conditions were investigated to recover cuprous oxide in the processes. When copper powder was added into wastewater with copper ions, Cu concentration decreased from 15.6% to 2.6% and ORP decreased from 620 mV to -59.9 mV. This result shows that cupric ions reduced into cuprous ions. XRD data indicated that the precipitate was cuprous chloride powder. Using the cuprous chloride recovered and NaOH solution, cuprous oxide was synthesized. To investigate the optimum condition, various NaOH solutions were added into water with CuCl, and then pH, ORP, Cu concentration, Cu contents in precipitates were analysed. XRD data showed that main component of precipitates was cuprous oxide.

Coal dust and float coal dust, produced during normal mining operations, in underground coal mines, are carried from the point of origin downstream by the ventilating air, where it deposits on the surfaces of the mine entry. In an explosion, this dust is lifted from the surfaces by the aerodynamic disturbances and, if of sufficient quantity, can continue to propagate the explosion. To prevent the surface coal dust from contributing, it must be inerted, typically by spreading pulverized limestone, i.e., rock dust, over the coal dust surface. To facilitate the dusting operation, the National Institute for Occupational Safety and Health (NIOSH), Pittsburgh Research Laboratory(PRL), developed an automated system that continuously monitors the accumulation of coal dust. This system could activate a rock-dusting machine that disperses rock dust into the ventilation air when dangerous deposits accumulate and deactivate the machine when sufficient inert has been deposited on top of the coal dust. The system consists of a microprocessor-controlled optical float dust deposition meter. This device measures the light intensity reflected from a deposited layer of dust. A standard cap lamp is used as a fixed-position light source. From the reflected light signal, the microprocessor determines the hazard level of the deposited layer and performs the appropriate action. Full-scale studies conducted in the Experimental Mine at PRL's Lake Lynn Laboratory, using alternating thin layers of rock dust and coal dust, successfully demonstrated the operation of the device. Based on the statistical data from these studies, a mathematical model was developed to predict long-term error in total rock dust content using this inerting procedure. Downwind dust dispersion was also examined to provide optimum placement of the dust sensors and to determine the need for better rock dust dispersion techniques.

I. INTRODUCTION During the course of our activities in assisting mining companies, we have had access to the monitoring results for personnel from a large number of uranium mines. The results differ greatly from one mine to another. One of our objectives has been to discover the origin of these differences. It is evident that they are largely due to variations in the geological context, to mining methods, and to the organization of the work ; but we also found that the rigor with which measures are implemented to prevent the personnel from being exposed to radiations is also a cause. In order to advise mining operators effectively, we have asked ourselves the following question Given the dosimetric results of a mining site, how can it be known - if occupational exposure has been reduced to the lowest possible level (dose optimization principle recommended by the ICRP) ; - if the exposures were justified, which would not necessarily be the case following a questionable choice of the mining method, for instance, or a lack of efficiency in the maintenance and repairs of ventilation apparatus or even an excess of radiation protection. It is necessary to establish some criteria, while taking into consideration the specific conditions for each mine, in order to determine whether a mining company is adequately implementing radiation protection procedures. This need led us to attempt a modelization of the occupational exposures of uranium miners ; the preliminary phase is presented here. Although voluntarily still very basic, this model makes it possible to demonstrate the role of certain dynamic or passive variables. Moreover, the model presents the concept of specific irradiation of a mining site equal to the collective dose received per ton of uranium metal supplied to the uranium mill. The specific irradiation can therefore be used to indicate the effectiveness of radiation protection procedures at a given mining site. This model can be used for - previsional exposure studies based on the use of data gathered at each site, making it possible to compare various work methods and to determine prevention means ; - qualification of "radiation protection" procedures at a mining site ; - detection of unjustified exposures ; - research of ways to reduce inevitable exposures. 2. DETRIMENT TO BE ASSOCIATED WITH A GIVEN EXPOSURE DISTRIBUTION Respecting exposure limits ensures that delayed stochastic effects are the only health risks to workers. If the hypothesis of linearity in the dose-effect relationship is applied, the detriment to a group of workers is proportional to the sum of exposure for all the workers, or the collective exposure usually expressed as man x rem. On this point the linearity of effects hypothesis makes it possible to consider that two different standard deviation distributions having the same mean value are equivalent. It would be possible, then, to reduce the standard deviation by changing the distribution of workers at the various working places without changing the mean exposure value. In other words, without taking into consideration the practical implications, individual limits can be respected by rotating the personnel or by reducing the individual working period which would be compensated by increasing the number of workers. The collective dose would remain the same, which would justify the use of the concept of collective exposure. 3. "RADIATION PROTECTION" QUALITY INDEX AT VARIOUS MINING SITES Each mining site is responsible for its own collective dose, but it is also responsible for producing a certain amount of uranium metal in the ore sent to the uranium mill. These two quantities must be brought together in order to establish the "radiation protection" quality index of a mining site. This quality index, called-specific irradiation (Ir) is expressed in rem.ton -1 for external irradiation, in mJoule.ton-1 for inhaled [a]-energy, and in Ci.ton -1 for inhaled radon *. The specific irradiation represents the health hazard which must be associated to the extraction of one ton of uranium metal. Figures la and lb present a system of coordinates for which the axis of the abscisses is graduated in tons of U metal and the axis of the ordinates is graduated in units of collective exposures. In the EEC, the regulation is based on the measurement of the amounts of radon 222 inhaled.

Some of the practices of the mining industry that may place an undesirable stress on the groundwater environment are coming under increasing scrutiny from legislators and regulatory agencies. Among these practices are mine dewatering, the use of tailings ponds, land rehabilitation, and technological innovations such as in situ leaching of waste clumps and ore deposits. Pernichele, noting that 24 states have enacted legislation controlling to varying degrees the environmental effects of mining, has emphasized the importance of assessing the potential for damage to groundwater when evaluating, planning, and designing mining projects. 1 Illinois has enacted legislation requiring anyone opening, operating or abandoning a mine site to obtain a permit from the Illinois EPA. The law is one of the first to require regular monitoring and reporting to a control agency. Legislation has also been recently enacted at the national level that will have a significant impact on the mining industry; e. g., the Federal Water Pollution Control Act Amendments of 1972 (Public Law 92-500). The stated objective of this Act is to restore and maintain the chemical, physical and biological integrity of the nation's waters. Specifically, according to Sec. 102(a), the Administrator of the U.S. Environmental Protection Agency (EPA) is required to prepare or develop comprehensive programs for preventing, reducing or eliminating the pollution of the navigable waters and groundwaters and improving the sanitary condition of surface and underground waters. The definition of the terms "pollution" and "pollutant" is of particular significance to those who must comply with PL 92-500. The definitions are quite broad and include most of the adverse water quality effects of man's activities. As defined in Sec. 502(19), "pollution means the man-made or man-induced alteration of the chemical, physical, biological and radiological integrity of water." Within the Act, the list of pollutants includes dredged spoil, solid waste, incineration residue, chemical wastes, radioaetive materials, heat, wrecked or discarded equipment, rock, sand, cellar dirt, and industrial waste discharged into water.

NO important discoveries of petroleum during 1933 were reported from New Mexico. Lea and Eddy counties were the centers of activity during the drilling season and each had a number of interesting completions. The Hobbs pool, in Lea County, was definitely outlined on the east, north and northwest. Under an agreement reached last summer by state officials and operators, the Hobbs pool was continued under proration throughout the year. One hundred eighty-four units of 40 acres each were being produced at the end of 1933. The allowable was 21,306 bbl. daily at the beginning of 1933, but when the agreement was revised in the spring the minimum was raised to 30,000 bbl., and by the end of the year had been raised to 33,473 bbl. At present the field is being prorated on the basis of 25 per cent on acreage and 75 per cent on potentials except in the southwestern edge of the field, where water encroachment is a problem. In this area the basis of proration is 40 per cent on acreage and 60 per cent on potentials. A corrective method employed in this part of the field has been partly successful. The water is advancing in the upper part of the pay, a dolomitic limestone, and in a number of instances packers have been set in the pay below the water and above the oil. The locating of a satisfactory seat for a packer is difficult and in some instances has not been a complete success. Pipe line runs from the field during the year aggregated 11,413,218 bbl., bringing the total gross production up to 41,093,681 bbl., of which 39,000,-000 bbl. has been produced under proration, which went into effect on July 10, 1930. On Nov. 30, potentials were determined on the assigned pressure basis and the total was reduced 71,165 bbl. daily, to 1,265,-332 barrels. The outstanding completions in the Hobbs pool were three in number, of which the best was the Humble Oil & Refining Company's No. 3B Bowers in sec. 20, 18S., 38E., with an initial production of 11,664 bbl. of oil and 10,000,000 cu. ft. of gas. The Shell Petroleum Company's No. 4B McKinley, in the same section, produced at the rate of 22,940 bbl. of oil while flowing open, but when tubed, flowed at the rate of 6610 bbl. "The recognition of Metal Matrix Composites (MMCs) as a means of providing high specific strength, high specific stiffness, excellent wear resistance, low thermal expansion and improved high temperature properties has led to a number of new processing, not previously used for plastic and ceramic matrix composites. As a primary fabricating process, the liquid methods are the major ones, which are reviewed briefly from the view of processing terminology. One of them, squeeze casting process is the most traditional and well-developed, because it is rapid, versatile and near-net shape production of materials. Two of new squeeze casting processes are presented to offer the hardness· controlled MMC and the· functionally graded MMCs as well as a newly developed whisker preform.I .IntroductionA large number of liquid processes and techniques including semi-solid liquid process are proposed. The most primitive process is ''pressure infiltration casting” of liquid metal into the fiber preform. It is called as follows depending on pressure and its source squeeze casting (1-4) by hydraulic ram, gas pressure infiltration casting (5, 6), vacuum infiltration, centrifugal casting (7), Lorentz-force-driven infiltration (8). The pressurizing on the liquid metal requests a large and stiff equipment, so pressureless infiltration technique has been developed using K2ZrF6 flux (9,10) while the mechanical properties are not high enough, and using H2 gas with Mg alloying element called pressureless infiltration casting (11-13), spontaneous infiltration process (14) and PRIMEX (15). In those processes, no severe reaction occurred between the reinforcement and matrix molten metal. In early l 990's, the reactive processing with pressure or without pressure, in which one material is totally transformed into another of the required shape, eq. assisted oxidation, has been developed, called reaction squeeze casting (16,17), DIMOX (18) reactive infiltration casting (19,20), and in-situ process (21,22). Die casting of SiCp/Al alloy (23,24) and thixocasting of SiCp/Mg alloy (25) are also applied to produce the machine component of MMCs."

In order to rapidly evaluate an area for its mineral potential, a reconnaissance exploration program generally includes the following: 1. Outlining an area of interest 2. Identifying known mineral deposits 3. Bibliographic search of the literature 4. Evaluation of geochemical and geophysical surveys 5. Compilation and review of geologic maps The information now available from various government agencies regarding the mineral deposits, geology, and geochemistry may be integrated and used as a tool to rapidly evaluate an area before the field season. The databases most commonly used in the United States are the USBM MAS/HILS system and the USGS MRDS system for their information on mineral deposits; GEOREF and GEOARCHIVE for bibliographic information; and NURE data for the geochemistry and geophysics. In conjunction with the project geologist, this information may be used to plot known deposits and their geochemical signature as well as any other areas of like signature for further examination.

The rare earth elements (REEs) present in the Kiruna iron ore mine tailings are being considered as a new REE resource for the EU. These tailings, after beneficiation, contain approximately 5000 ppm of rare earths, concentrated in apatite and monazite minerals. To economically extract the REEs from these tailings the phosphorous contained within the apatite must also be extracted and the waste production of the process should be minimal. To achieve the extraction of REEs and phosphorous HCl and HNO3 were investigated as possible leaching agents. Based on the results a leaching process using HNO3 is proposed. This process produces H3PO4 from the apatite while simultaneously dissolving the REEs. The resulting leach liquor is then cooled to remove the unwanted Ca as Ca(NO3)2. Analysis of the leach liquor reveals extraction ratios of between 75% and 100% for the heavy REE (e.g. Y, Eu, Dy, …) and below 40% from the light REEs (i.e. Ce, La). Full phosphorous extraction was also achieved.

Mining fatality rates in many countries have not changed substantially over the past ten years. This demonstrates not only that there is an inherent risk in mining, but also that current approaches to improving safety need to be rethought. An analysis of productivity and fatality data in the United States, United Kingdom, and South 4frican coalmining industries shows that the impact of legislation on safety is overlain by other significant factors. Although improvements in safety and productivity usually occur together, the data warn that safety legislation can sometimes cause a significant reduction in productivity. Based on the data and experience considered, it is concluded that legislation should be aimed at creating a framework within which a positive attitude towards the implementation of more productive and safer mining methods, work practices, and technology can flourish, rather than attempting to enforce excessively prescriptive provisions. This later approach is even more problematic when safety standards and legislation are transferee from well developed to less developed countries. A legislative framework in which the mine manager is required to take al reasonably practicable measures to procure safe working conditions in accordance with mine-specific codes of practice is outlined. Within that framework, the value of adopting widely accepted standards is recognized. A performance-based external audit arrangement is outlined as a basis for ensuring that detailed attention is focused on those areas most needing improvement.
