The Silicon Valley Clean Water (SVCW) Gravity Pipeline (GP) is the first Progressive Design Build (PDB) tunnel completed in North America. As part of the Regional Environmental Sewer Conveyance Upgrade (RESCU) Program, the tunnel is a key component to replacing and rehabilitating components of the existing conveyance system in San Mateo County, California. The GP consists of a large diameter Fiberglass Reinforced Polymer Mortar (FRPM) pipe installed inside a 4.1 m (13.5 ft) inside diameter, 5.3 km (3.3 mile) long precast concrete segmentally lined tunnel. The tunnel was constructed using a 4.6 m (15.2 ft) diameter Earth Pressure Balance (EPB) Tunnel Boring Machine (TBM) through heterogenous silts, clays and sands. Construction included two separate TBMlaunches from a centrally located access shaft, and a tunnel alignment below but in close proximity to very soft Young Bay Mud. Settlement criteria and mitigation strategies focused on protection of an existing 1.42 m (56 inch) diameter force main and adjoining structures along the alignment. This paper discusses the results of the theoretical settlement analysis versus the actual observed ground movements, while also presenting mitigation measures and adjustments made during tunneling to reduce the risks of adverse settlement.

The 2003 Rapid Excavation and Tunneling Conference (RETC) was held at the New Orleans Marriott, New Orleans, LA, June 15-18. The New Orleans conference was the 16th since the RETC was formed in 1971. This year’s conference was sponsored by the Society for Mining, Metallurgy, and Exploration, Inc.(SME), with co-sponsorship of the Construction Institute of ASCE. Attendance at the meeting was 1,178, a conference record. This was up significantly from the771 attendees at the 2001 meeting in San Diego, CA. The RETC was formed to “advance the engineering and scientific knowledge of rapid underground excavation and tunneling through interdisciplinary meetings, publications, technical-educational exhibitions and encouragement of research.” The RETC conferences are now held every other year. They provide an opportunity for individuals to meet with designers, contractors and manufacturers associated with the tunneling industry to share experiences in all phases of tunnel design and construction.

[The utilization of Western coals and lignite is a continuing study of the Bureau of Mines, and storage of these fuels is of paramount importance. Since the seasonal demand for coal in the Western States triples between the summer and winter months, successful storage of these low-rank fuels would tend to level out this variation and should reduce fuel costs. The time is rapidly approaching when the West Coast States, particularly California, will annually import several million tons of coal from the Rocky Mountain States for additional power production. This will necessitate storage of large quantities of coal, and it is thefore important to develop experience in such storage. Dry surface storage, by virtue of its flexibility and low cost, is particularly adapted to the stockpiling of large quantities of coal. This report will, therefore be primarily concerned with such storage. Inasmuch as the problems of dry, open-pit storage are quite similar to those of surface stockpiling, experiences in pit storage will be discussed briefly. Although spontaneous combustion is a hazard in storing coal, experience has proved that heats can be avoided by proper stockpiling procedures. The purpose of this report is to show that the most reactive coals can be stored satisfactorily on the surface by avoiding segregation and by thorough compaction.]

An attempt has been made in this investigation to define the conditions under which ammonium nitrate (AN) might detonate as a result of involvement in fire. The initiation of detonation by shocks derived from explosives or from projectile impact was investigated as a function of temperature and charge diameter. A new technique was devised to investigate the burning of raw and contaminated AN under pressure. No transition, to detonation in AN was obtained in the burning experiments. The critical diameter for detonation of fertilizer-grade AN was found to be quite small when the AN was at temperatures just below melting point; this indicates that initiation of detonation may be less difficult at elevated temperatures but such initiation by gas-phase detonation was shown to be unlikely. Transition from burning to detonation was obtained with AN intimately mixed with fuels that included polyethyl-ene, paper, and fuel oil when these were contained in vessels with restricted vents. However, the experimental results supported by an analytical study indicate that the initiation of detonation in AN from fire exposure in normal storage and from transportation incidents is quite improbable. The detonation of AN in recent incidents more likely may have resulted from the effects of adjacent explosions.

In support of its objective to conserve mineral resources by minimizing premature failure of materials, the Bureau of Mines conducted a cooperative study with the U.S. Department of Energy on the erosion and abrasion resistance of hard materials for valves in coal conversion systems. This report describes a newly developed erosion-testing apparatus and presents data on the erosion resistance of over 200 materials. Erosion resistance of most metals was comparatively low. In contrast, ceramics and cermets such as B4C, WC, SiC, Si3N4, and TiB2, when fabricated to minimize porosity, displayed greater than five times the erosion resistance of metals. Coatings such as boron diffused into Mo and WC, chemical-vapor-deposited TiCN, and electrodeposited TiB2 were highly erosion resistant if applied in thicknesses ranging from 60 to 75 µm. Erosion resistance of cemented carbides was inversely related to metal binder content.

"Electric and hydraulic shovels are the dominant loading machinery in surface mining operations. Despite their critical role in production and their high capital and operating costs, no reliable and comprehensive quantitative performance metric is available. In this paper, a stochastic shovel effectiveness (SSE) measure is proposed for the purpose of quantifying the performance effectiveness of these shovels. The SSE is based on the widely used method of overall equipment effectiveness (OEE) in the manufacturing industry. The OEE measures the performance effectiveness of equipment by multiplying its mechanical availability, utilization and production quality. In manufacturing processes, quality rate is the ratio of the total number of products minus the number of defective products – equivalent to the number of acceptable products – to the total number of products. The SSE similarly uses the mechanical-availability and utilization terms, but instead of quality rate it uses a new parameter named bucket rate.The variability or randomness of the input data, that is, availability, utilization and bucket rate, are further incorporated into the SSE, and a final stochastic SSE distribution is derived in the form of a probability density function. One hydraulic and one electric shovel in a surface mining operation were selected to test the validity of the proposed method. The SSE scores for the two shovels, operating continuously for one year, were derived and compared. As with the OEE, the three-parameter SSE method yielded more representative results for overall performance measurement than a single-parameter approach. Using Monte Carlo simulation, a three-parameter Weibull and a normal distribution were derived for quantifying the overall effectiveness of hydraulic and electric shovels, respectively. As a decision aid, the proposed methodology promises to render a more informative tool than traditional metrics for mine equipment maintenance and management."

AT THE Belmont mill, the pregnant solution is de¬livered to a 30 by 10-ft. tank, from which it is pumped to three Merrill clarifying presses of the sluice-bar type, whence it flows through the meter to the precipitation supply tank. ?The solution for precipitation is pumped by a 10 by 10-in. Aldrich triplex pump and delivered through a 6-in. line to the forty-eight triangular frame Merrill presses at the head of the mill. Zinc dust is fed in at the pump suction and the solution precipitated to 0.01 to 0.02 oz. silver. The solution flowing from the presses is tested at 1-hr. intervals with sodium sulfide. All solution is precipitated to the same value; 4J tons of solution are precipitated for each ton of ore treated and the presses are cleaned every 15 days. The product from the presses' is dumped into steel cars having steam-jacketed bottoms, in which they are dried until the moisture content is between 15 and 17 per cent. when 8. per cent. of soda and .3 per cent. of borax are added and the contents thoroughly mixed. In the case of special clean-ups, the precipitate is tested and the flux is added to meet the requirements.

The pervasiveness of poor sampling practices in and around mineral processing plants could seem intriguing in view of the various documented evidences both for causes and consequences. To this extent, this paper revisits the well-documented but lesser-known fact that failure to care sufficiently about how samples are selected and managed is the mother source of almost all sampling biases. The authors believe that the potentially huge leverage between causes and consequences as well as the diversity of people involved in sampling call for a globally integrated solution rather than for a point solution. Such a globally integrated solution has already been put forward by the AMIRA P754 Metal accounting – code of practice and guidelines (AMIRA, 2007) that inherently requires accuracy to be targeted, measured, reported and managed. Furthermore, always in order to avoid a point solution, several layers of protection against biases must be put in place with each one involving a different ownership whenever possible. This is exactly the role intended by the supervisory bias detection method described in this publication. It is based on the continuous monitoring of the expected value of reduced residuals obtained from statistical data reconciliation conducted in a metal accounting context. A microseismic roof fall warning system was field tested in Western and Eastern coal mines in the United States to better define the capabilities and limitations of the microseismic method in predicting roof fall. Microseismic event and energy type data were obtained and documented for twenty-three coal mine roof falls, Field test results indicate that both the microseismic event and energy methods, as applied in this development effort, have a high probability for successful application in a commercially practical roof fall warning system. Based on the results and experience obtained during field testing, a commercial prototype microseismic roof fall warning system was designed and constructed. Although it was the intent of the program to field test the commercial prototype system, delays in equipment fabrication and contract time limitations did not permit field testing.

"The history of extractive metallurgy is replete with examples of commercializing new processing technologies. The successes are widely reported, but failures seldom are. This is unfortunate, for usually we can learn more specifics on how to succeed in technology development by studying and thoroughly understanding their failures. Frequently one encounters a red herring that caused the whole effort to fail. A thorough and objective due diligence up front would have identified those red herrings and prevented the pursuit of a bad idea and the resulting destruction of capital. Due diligent analyzes performed before construction of three such bad ideas will be discussed. One is an EAF dust process, which pursued the red herrings of a poor understanding of the business, a naïve view of past experience, and false confidence in the technology. Another will examine the effort to commercialize a new pressure copper leach process that followed the red herrings of inadequate testing of the raw material, application of processing conditions that were inherently unsafe, and an improper assessment of the inherent advantages of past developments. The last is an alternative iron-making process, where the red herrings were incomplete and superficial assessment of prior pilot plant and demonstration plant tests, an assumption that the commercialization model of “build it and we will make it run” was viable, and a technology whose technical fatal flaws had already been identified. Unfortunately, capital destruction often also closes the window to more intelligent pursuit of technology development. TECHNOLOGY COMMERCIALIZATIONThe development and commercialization of new technology is a vital part of keeping industry profitable, able to deal with new sorts of feed stocks and current with economic, product, operational and environmental requirements. This is a difficult task in the best of times, and can be compounded when the developers become enamored of a particularly favorable characteristic of the project or of the product. These “red herrings” divert project focus away from the arduous path to success and, in the end, result in project failure."

"During the year which has passed since the last progress report on reduction of zinc by natural gas,3 the laboratory experiments on this investigation have been completed. In this concluding report, the whole subject will be reviewed and additional data presented.Chemical ReactionsIn a thermodynamic study of zinc smelting, Maier 4 discussed the use of methane for reducing zinc oxide, and predicted equilibria at various temperatures for the sore important reactions. The study has been extended to include the following list.Maier predicted that 870°C. would be the critical temperature above which reaction (1) would take precedence over reaction (2) and that reaction (1) at equilibria would be substantially complete at or above 927°C. A subsequent papers described experimental verification of these predictions and gave data on reaction rates under various conditions.It methane is passed through a heated bed of zinc oxide at a low enough rate reactions (1), (3), and (4) reach an equilibrium which can be expressed by reaction (10). The equilibrium concentrations for the products of this reaction in the temperature range 900° to 1100°C. were calculated by applying the thermodynamic constants to the stoichiometric relations. 6 The results of these calculations are listed in table 1 and shown graphically in figures 1, A and B. These data have major importance, and experimental work has shown that they are subtantially correct."

Ceremonies for the induction of four mining industry pioneers into the National Mining Hall of Fame will be held Saturday, Sept. 11, 2010 at the Charles F. Barber Pavilion of the Museum Convention Center in Leadville, CO. The 23rd Annual National Mining Hall of Fame and Museum Banquet will begin with an open house and reception at 5:30 p.m., followed by the dinner and program at 7 p.m. The four inductees are: William Wheeler Coleman who served 46 years, from 1911 to 1957, as president and chairman of the company that is now Bucyrus International of South Milwaukee, WI, a world leader in the manufacture of surface and underground mining equipment. Dr. Allen Van Heyl, Jr., an economic geologist who served with the U.S. Geological Survey for nearly 50 years beginning in 1943. He studied more of the nation?s mineral deposits than most could begin to imagine. Arthur Lakes contributed enormously to the geological and mining sciences in the western United States as a geologist, teacher, writer and artist over a period of more than four decades beginning in 1869. The Arthur Lakes Library at the Colorado School of Mines, Golden, CO, is named for him. Samuel Calvin McLanahan, through his inventive genius, changed the direction of his family?s company from that of a foundry to a leading manufacturer of minerals processing equipment to become today?s McLanahan

Introduction In October of 1961 Texas Gulf Sulphur Company contacted the Asheville Minerals Research Laboratory, of the North Carolina State University, and requested assistance in the development of a phosphate ore body in Beaufort County. The main: objectives of the work at Asheville were defined as follows. The Laboratory should try to determine on the basis of drill core samples, submitted by Texas Gulf Sulphur Company, the highest grade of phosphate concentrate that could be obtained with high recoveries from North Carolina ore, the thickness of the ore body that could be treated economically in one section, and the quantity of concentrate that could be obtained per acre. The results should be compared with data obtained from the treatment of Florida ores. It was important to use mineral preparation methods during the initial laboratory work that could be verified later by continuous pilot plant operation and could be scaled-up for a commercial plant. The writer was in charge of the project at the Asheville Minerals Research Laboratory and participated in the development of one of North Carolina's greatest mineral resources from the first drill core examination to the production of the first poundage and tonnage quantities of flotation concentrates. The Lee Creek phosphate mine and mill was put in operation in early 1966 and can produce three million tons of phosphate concentrate a year. Sulfuric- acid, and phosphoric acid plant, diamonium phosphate plant and triple super phosphate plants came on stream in 1967; at that time they were the world's largest. Approximately 1,390 t (44.7 million ounces) of gold have been produced in South Dakota since 1875. South Dakota's mining laws attempt to strike a balance between economic development and environmental protection by promoting mining as an industry while requiring prevention of pollution and reclamation of affected lands to a beneficial use. The mining laws have evolved since their inception in 1971, especially in response to gold mining. The laws have remained flexible to meet changing regulatory needs. Gold production has continued relatively unabated, even in the face of public scrutiny, two mining moratoriums, and isolated environmental problems. The department's system of "one-stop-shopping" for environmental permits streamlines the permit process, fosters quick resolutions to compliance problems, and helps keep enforcement actions out of the courts. Specific case histories at heap leach mines within the Black Hills are presented.

This paper presents methods in use in British coal-mines for the suppression of dust. While the effect of present-day treatment will not be apparent for several years, in pits in South Wales, concentrations as high as 50 gm./1,000 cu. ft. were some years ago fairly common in various operations at or near the coal-face, with an average concentration of 20 gm./1,000 cu. ft. Now the average concentration in what were previously dusty pits is probably not greater than 3 gm./1,000 cu. ft.Nevertheless, every effort must be made to improve conditions still further. In South Wales it is claimed that 99% of the coal-faces requiring treatment have been dealt with either by wet cutting, infusion, or hand-spraying. The extent of the treatment by these methods can be gauged by the fact that the total length of coal-faces now being treated by water infusion in Cardiff and Swansea areas is about 33,000 yds., by wet cutting 25,000 yds., and by hand-spraying nearly 14,000 yds. The influence of methods of mining upon dust production is only mentioned very briefly in this review, and there is no doubt that much more is to be learned concerning this aspect. It can be stated, however, that good mining practice is essential to prevent unnecessary dust production, and the problem of dust in mines will be solved only by the closest co-operation between mine managers, workmen, and scientists.

A Discussion of the Paper of Prof. Howe. (Bi-Monthly Bulletin, No. 14, March, 1907, pp. 169 to 274.) P. H. DUDLEY, New York, N. Y. (communication to the Secretary*) :-The characteristics of Prof. Howe's metallurgical papers are, that he is able, from the mass of confusing evidence on the subject, to make an analysis and present hypothetical and essential principles in concrete form for consideration and discussion. I can appreciate, from the practical side of the subject, the arduous labor of collecting and investigating the data that is essential to prepare the paper. Much of the data necessarily came from material of preceding years. of manufacture in which there was allowed time for chemical reactions of the recarburizer, and for the elimination of the oxidation-products before teeming the ingots. This condition gave a favorable tinge-element to free the metal from slag- and other impurities, but, in allowing the. ingot to cool before charging in the furnace, the time-element entered as a detrimental factor in the development of the pipe or shrinkage-cavities, which gave an ingot-structure deficient in soundness. The interpretations from such material must be made with due allowances for the methods of manufacture, and must be given proper weight, as general facts, in subsequent arguments. The difficulties under which investigators labor are not easily surmounted in differentiating between reliable and unreliable data incident to variables of methods of manufacture, chemical composition of the alloys of steel, mediocre practice and that of the highest state of the art. "The cost efficiency and high reliability of semi-mobile or combined in-pit crushing-conveying (IPCC) and truck systems, compared to conventional truck-shovel systems alone, make them more attractive for use in modern mining operations. Semi-mobile systems, which are the most common systems in open-pit mining, combine the advantages of both systems such that fewer trucks are required, operating costs are lowered, and the operation is environmentally sound. One major aspect of utilizing this system is determining the location of the in-pit crusher and the timing of relocations. Facility location models are rarely used in the mining sector, but these models may be used for solving the in-pit crusher location problem. To this end, the main parameters affecting the IPCC location in open pit mines are reviewed and examples given of how they are applied to a dynamic location-relocation problem. Subsequently, the model is implemented for Sungun copper mine in Iran and the number and the exact time of relocations of the IPCC units determined. IntroductionNowadays, compared to the last century, metal prices are more volatile, average and cut-off grades have decreased, and stripping ratios increased. From a mining engineering point of view, many ore deposits with simple access and low capital and operating costs have been exhausted. The remaining deposits are located at depth, with no easy access, which requires high initial capital costs (Osanloo, 2012). Mining at great depths and high tonnages is possible only through open pit mining. Today, more than 80% of open pit mines in the world use a shovel-truck system for loading-hauling operations (Osanloo, 2010).With increasing depth, haulage distances increase and the number of loads per truck decreases. As a result, fuel, tyre, and depreciation costs per ton increase. Owing to these factors, open pit mining at great depth (300 to 1000 m) using shovel-truck systems faces some technical and economic problems. In-pit crushing-conveying (IPCC) systems have been known in the mining industry for many decades. The idea was introduced in 1956 in Germany. Today, the cost efficiency and high reliability of IPCC make it more appealing than conventional shovel-truck operation, especially in longer life projects with lengthy transportation distances and high production rates (Koehler, 2003). Since 1956, different aspects of this system have been reviewed by many researchers. Barua and Lanergan (1985) developed a computer program that compares the tonnage aspects of various conveyor layouts. They believed that to maximize the economic benefit of lower haulage costs associated with in-pit conveying, one must first minimize the cost of the flatter slope, which is expressed in terms of additional stripping or tied-up ore. Dos Santos and Stanisic (1987) evaluated the design of a high-angle conveyor at the Majdanpek copper mine. Then, Sturgul (1987) applied GPSS (general purpose simulation system) to find the best location of an in-pit crusher."

"The design of the tunnels at Bond Street Station includes a final sprayed concrete fireproofing layer. The performance of this layer was verified by a program of testing to Crossrail’s KT24 specification, which proved that a dosage of 1kg/m³ polypropylene fibers and a layer thickness of 50mm would be sufficient to limit spalling in the event of a fire. Application of this thin layer was achieved using a state of the art spraying robot, with the ability to scan the profile and automatically apply a uniform layer of concrete. To provide assurance and calibrate this spraying robot, BFK developed a bespoke survey system for checking SCL thicknesses in the field. This provided an instant independent check of the spraying robot and allowed areas of inadequate thickness to be rectified without risk of cold joints. This paper describes the practical application of the fireproofing layer and how design compliance was ensured. INTRODUCTION Fire is one of the most serious risks to a tunnel. The nature of tunnels — being long enclosed spaces — can increase the intensity of a fire, and make fire-fighting and rescue operations difficult. The damage that can be caused has been demonstrated by a number of historic tunnel fires, such as the Channel Tunnel fires of 1996 and 2008, and the Mont Blanc Tunnel fire in 1999. Without any intervention, the high temperatures in a fire create thermal stresses and a build-up of vapor pressure within the pores of concrete, which eventually exceed the tensile strength and trigger explosive spalling. Spalling exposes the core of the section to severe temperatures, leading to a loss of concrete and steel reinforcement strength or further spalling of successive layers. The concrete used in tunnel linings is particularly susceptible to explosive spalling, due to its low permeability achieved by the addition of microsilica (Bailey 2011). The sprayed concrete lined (SCL) tunnels on Crossrail have been designed to resist the worst anticipated fire in operation, in order to prevent collapse and minimize damage to the structure. The design called for a system of passive fire protection, the efficacy of which was validated by the contractor through a testing regime. It was critical that the application on site reflected the test conditions, which demanded special control of the profile and thickness of the lining. In order to meet these constraints on tolerances and quality, BAM Ferrovial Kier joint venture (BFK) developed a reliable method of working with the Meyco Logica spraying robot, and a bespoke survey system for accurately checking thicknesses in the field. Establishing a robust geotechnical instrumentation and construction monitoring plan is one of the keys to the successful delivery of the world’s largest soft-ground bored tunnel in Seattle, Washington. The paper describes and provides a return of experience on current and best practice for monitoring tunnelling projects in urban areas. The owner’s contractual approach is discussed to highlight the flexibility of the design-built contract in achieving equal or better solutions by allowing for the use of innovative technics. Special attention is given to the management and involvement of third parties (building owners, utility owners), including the public, to overcome all challenges faced during the installation of the monitoring system in downtown Seattle for over 1000 instruments.
