JAMES BOYD 29.1-STAFF-AND-LINE ORGANIZATION Industrial organizations are established primarily to coordinate the activities of many individuals working toward a specific goal. In mining, the goals can vary widely, and the skills necessary to reach them likewise will vary from operation to operation. It is essential to keep in mind the principal point that an organization embodies the necessary skills which supplement each other and achieve a given objective. Those who direct such an organization are grouped together as "management" and accept the responsibilities for the regulation, administration, supervision and guidance of the enterprise. Those who comprise the "administration" and have supervisory authority are referred to as the "executives." In the early days of mining it was common for one executive to exercise virtually complete control over the entire organization, and direct its operation from a central office. However, the science of management has advanced significantly since then. Mining organization administration now allocates increased authority and flexibility to those in direct-line responsibility, and organizes competent people in specialized fields to provide supervisors with guidance where it is needed in day-to-day operations. Few mining companies today are confined to one operation. Therefore, highly developed skills can be provided in the staff which assists management. This is known as staff-and-line organization, illustrated, in general, in Fig. 29-1. Each operation requires diverse skills for the carrying out of specific functions. The acquisition and training of those with such skills is an important operation in assembling organizations. An organization normally is modified to accommodate individuals rather than being a "hard and fast" mold into which people are fitted. The modern manager is inclined to organize to minimize central direction, with delegation to line executives, providing staff whose day-to-day operations, in cooperation with line executives, coordinate a continuing drive toward the organization's objectives. The staff officers, therefore, tend to become what could be described as parts of the president's brain, dealing with specific areas requiring certain skills. They do not necessarily direct operations, but watch them to be sure that the skills which they have themselves developed can be transmitted to line operations by persuasion rather than by direct authority. The elements of management requiring staff assignments are: 1. Planning, which, at staff level, is only a coordinating activity. Planning is done at all levels in the organization. 2. Engineering. 3. Finance. 4. Control. 5. Personnel and industrial relations, which set personnel policies, including salary plans and the means of handling relations with the unions. 6. Research, which, in a modern organization, is essential to progress and needs to be overseen at the top. 7. Legal staff to see that all operations of the company are provided with sound legal advice, and that the company's policies stay within the law.

The operation of grinding circuits are vital to the success of most mineral processing operations in the provision of effective size reduction whilst maximising throughput. However these same circuits, and especially semi-autogenous grinding (SAG) mills, are highly interactive with product re-circulations and long time delays. This makes the optimal control of these difficult by conventional controllers, such as PID, which generally places a heavy reliance upon operations for control. In order to account for the peculiarities (such as ore type changes) and the abnormal situations that continually beset these circuits, it is necessary to adapt linear control techniques to cater for these situations. The Honeywell Hi-Spec Solutions SmartGrindTM controller is a marriage of multivariable predictive control (MPC) with techniques that provide adaptation of the control to optimise the circuit under all conditions. Optimal control is achieved by incorporating pattern recognition techniques to detect and act on discrete events (eg ore type changes) and adaptation of the MPC to account for known process and equipment non-linearities. AlcoaÆs Wagerup Refinery is the first site worldwide to have this technology applied to the SAG milling circuits and this has resulted in throughput increases in excess of two per cent and significant improvements in circuit operations. This paper describes the implementation of the control to the refineryÆs Mill 3 bauxite grinding circuit and the capacity/operational improvements achieved thereof.

Mineral Industries education as an entity, again and again has sought recognition, always to be turned aside or ignored.1 The incident mentioned in Lost Chapter was only the first of a series of disappointments. The Land-Grant Act is camouflaged here and there in the name of progressive education. A new interpretation may be in the best interests of society in so far as the goose is not killed that lays the golden egg. The primary objective of the act is still "agriculture and mechanic arts" but mechanic arts is not alone mechanical arts or engineering. Mechanic arts was used in a broad sense as a symbol of creative effort in locating and winning the fundamentals of existence - plants, animals, and minerals - from Mother Earth, their primary processing and treatment into foodstuffs and raw materials of industry, their manufacture into useful articles of commerce, and, last, their distribution and utilization. Significantly the great agricultural industry is now at least half mechanic arts. The Association of Land-Grant Colleges and Universities has neglected the mineral kingdom shamefully. The Association embraces Divisions of Agriculture, Arts and Sciences, Engineering, Home Economics, and Veterinary Medicine but has no division relating to the mineral industries.

A river delivers a given load of sand, and hence heavy materials, into the sea. The load is fixed by drainage basin characteristics and processes. Wave energy available for redistributing that load is fixed in an entirely different way. An equilibrium diagram of these two parameters (load vs energy) pennits a tentative prediction of what will happen to the heavy minerals. Alluvial rivers transport a mechanical load which consists essentially of wash load (finer than about 0.05 mm in particle diam), bed load (coarser than about 0.10 mm) and the transition sizes in between. A few rivers carry no appreciable mechanical load, and are excluded from this discussion. An example of the latter is the Suwannee River of Florida, which empties across an oyster bar into the Gulf of Mexico and does not build a delta despite the absence of significant waves or currents in that part of the Gulf. An alluvial river may deliver its load into a protected sediment trap (such as an estuary, sound or lagoon), onto a low-energy coast (where it builds a delta) or onto a high-energy coast (from which spot the river load is swept away). The nature and disposition of the load depends, obviously, on three sets of factors: 1) drainage basin characteristics and processes, which determine quantity and make-up of the load; 2) coastal structure and geomorphology, which determine the kind of river-sea coupling which

This paper includes results from analysis of recorded Acoustic Responses of Structures to Blasting. The analysis was performed to determine specific characteristics of sounds experienced inside homes during blast events. Data was collected in a typical house within the Boone North No.2 Coal Surface Mine in Ashford, WV which was instrumented for several blast vibration and acoustic responses. The instrumentation consists of four acoustic microphones distributed throughout the internal areas of the house and three geophones buried near the house. Two additional channels collect the trigger signal and Air Blast information. For each blast event recorded by the system, the mine blast reports were used to obtain major blast characteristics such as distance from the blast to the instrumented house, weight of explosive used, number of boreholes, delays, and other important parameters. This information allowed study the relationship between the acoustic response and the blast design. From a database of 43 records, five records were chosen for complete analysis. These records were chosen based on distance from the blast to the house, and specific blast parameters. This paper presents the result of the relationship between the frequencies and amplitudes for the entire trace of acoustic records, the response due to ground vibration (GV), and the response due to air-blast (AB). Frequency content was obtained through Fast Fourier Transforms (FFT), using D-Plot software. The records have a typical shape that permits cutting and analyzing each part of the signal with respect to GV and AB separately. Some conclusions are reported concerning the relationship between blast parameters and acoustic response of structures.

Oxidation rate constants were determined for Cu-Pd and Cu-Pt alloys as a function of alloy composition and temperature. Reaction products were identified. Relationship between oxidation rate constants and diffusion constants in the reaction zones is discussed. THE mechanism of oxidation of alloys is consider--'¦ ably more complex and not so well understood as that of pure metals. The oxidation of a one-phase binary alloy of which one component is a noble metal should logically be the simplest case of alloy oxidation, for in this case one is concerned presumably only with the oxidation of the base metal and the diffusion process by which it reaches the reaction site. This had led a number of investigators to study such systems. Probably the earliest work was that of Tammann and Rienacker' on the tarnishing of Cu-Au alloys at temperatures up to 300°C. These alloys oxidize according to the logarithmic law, that is, the film thickness is proportional to the logarithm of the time. The rate of film formation was found to decrease with increasing gold content. Raub and Engel² investigated the oxidation of Au-Cu, Cu-Pd, Au-Ag-Cu, Au-Pd-Cu, and Ag-Pd-Cu alloys at 750°C in air. These alloy systems form a continuous series of solid solutions at the temperature of oxidation with the exception of those containing silver. Au-Cu alloys oxidize parabolically, the rate constant decreasing slowly with increasing gold content up to about 15 atomic pct* Au, and more rapidly thereafter. An alloy with 14 pct Cu forms only a very thin layer of CuO on the surface and probably also a subscale.† Alloys containing more than 14 pct Cu have scales consisting of CuO and subscales of Cu,O embedded in nearly pure gold. The Cu-Pd alloys obey the parabolic law except for slight deviations for alloys containing 53 and 84 pct Cu. The overall oxidation rate decreases rather smoothly with increasing palladium content. A scale consisting of a thin layer of CuO and a thick layer of Cu²O and a subscale of Cu²O embedded in nearly pure palladium was observed for alloys containing 84, 53, and 30 pct Cu. An alloy with 19 pct Cu formed only a subscale of CuO embedded in nearly pure palladium, and an 8 pct Cu alloy formed only a thin film which was presumed to be PdO. The ternary alloys considered by Raub and Engel oxidized in much the same way as did the binaries. Wagner and Grunewald³ found that Ni-Au alloys, oxidized at 900°C in oxygen, formed a scale of NiO and a subscale containing NiO and gold. The overall oxidation rate increases with increasing gold content, passes through a maximum and then decreases to zero for pure gold. The fact that gold increases the oxidation rate was attributed to "pores" in the scale. Kubaschewski' investigated the air oxidation of alloys of platinum or gold with up to 10 pct Cu or Ni at temperatures in the range 300" to 1550°C. Parabolic behavior was noted for all alloys except Au-Ni, with rates decreasing in the order Au-Cu, Au-Ni, Pt-Ni, Pt-Cu. The diffusion coefficients for the latter three systems are known, and they decrease in the same order. However, activation energies for the oxidation of these alloys do not agree with the activation energies for diffusion in the respective alloy systems. "Biofuels are gaining a relevant role in today’s world not only as a solution for the decreasing petroleum reserves but mainly as a positive contribution to the efforts in global warming mitigation. In Brazil, since 1975, the replacement of gasoline by ethanol started a so-called PROALCHOOOL program, which is now being complemented with the replacement of petroleum diesel by biodiesel. This biodiesel program was officially created in 2005 with mandatory goals, supported by legislation, of 2% addition in 2008 and 5% addition in 2013 into all commercialized regular diesel. In this work, a critical analysis of the Brazilian biodiesel program is presented. The technical aspects related to the different raw materials, including wastes, available for biodiesel conversion as well as the economical conditions associated with production costs and market logistic are discussed. The environmental benefits associated with the retention of greenhouse gases are also discussed.IntroductionToday the commonly accepted fact that the petroleum world reserves are probably passing through a maximum and start declining in terms of the total amount that can be extracted by existing technologies is motivating significant changes in our society. The continuous increase in the price of gasoline and other liquid fuels is an immediate worrisome and visible consequence. However, more than an economical problem, our civilization is already facing the effects of global warming, due to CO2 emission from burning fossil fuels, mainly from coal and petroleum. It is now realized that a large scale solution for these problems demands the prompt substitution of non-renewable fossil fuels by others that, in addition of being renewable, have a relatively lower contribution to the greenhouse gases."

Vanadium slag production in the shaking ladles started in April 1968, steelmaking was begun in July 1968 and the first continuously cast blocks were produced soon after on the 29th July, 1968. Nominal monthly production of over 20 000 tons was reached in seven months and by December 1970 about 12 000 heats were cast and a monthly production of 35000 tons has been achieved.

"EXECUTIVE SUMMARYINTRODUCTIONThe commercial incentives for using molten aluminum in casting operations are numerous and substantial. Although these incentives apply broadly to both shape castings (foundry) operations and wrought alloy production, the merit of a particular motive is indeed downstream processing sensitive. Melting cost reduction is a universal incentive that impacts on essentially all aluminum products. At a natural gas burner cost of $4.50 per therm, for example, the reverberatory furnace energy cost is at least $0.01 per pound of aluminum melted, exclusive of melt loss, fixed costs, and other expenses. The Aluminum Statistical Review' cited 3.188 million metric tons of secondary aluminum that was recovered by the industry in 1995. This represents a re-melt energy cost of over $70 million. Other incentives to use molten secondary aluminum include throughput enhancement, metal chemistry assurances, environmental considerations, and the avoidance of an in-house scrap processing operation.A traditional disincentive to use molten secondary aluminum is metal quality. If a particular secondary processing operation was successful in achieving and preserving an acceptable metal quality level prior to shipment, the subsequent metal transfer and ladle delivery events would frequently obviate these efforts. For example, a metal superheat on the order of several hundred degrees is required for an unheated transfer ladle to travel 3 to 4 hours to a customer location. The rate of the y-alumina formation reaction approximately doubles for every 120°F increase in temperature, therefore, the effect of excess superheat on melt loss and metal quality is considerable. Discussion of the paper of HERBERT A. EVEREST presented at the New York meeting, February, 1916, and printed in Bulletin No. 109, January, 1916, pp. 165 to 167. NEWELL G. ALFORD, Earlington, Ky. (communication to the Sec-retary*).-Mr. Everest's statement concerning the economies in a small coal mine has interested me very much. The majority of discussions on coal-mine economy omit the small operator and for this reason Mr. Everest's paper should lead to productive thought. I agree that close concentration of working places and constructive supervision of labor are two items of salvation to the small operator. It is also true that small mines often yield as much profit per capital invested as their larger neighbors. Mr. Everest also says that the small operator has so keen a regard for the inroad on his profits that even one extra day hand is an extravagance not tolerated, and this is rightly so. But, does not this earmark of the small operator in many cases offer a clue to his vital weakness? A credit balance is the acid test of success in any enterprise. With the small operator who owns practically all the capital stock this is particularly significant. He never takes his eyes off the market price and at the same time strains every nerve to cut down his payroll. In several cases I have noted that the resultant close supervision of labor was in fact too close. The "stitch in time" was not applied to the repair of this or that, with a decided increase to the cost of the work when it had to be done at the expense of cutting off the run when orders were on the books.

El mineral es lixiviado con solución de cianuro de sodio, proceso del que se obtiene una solución pregnant que posteriormente se trata en la planta de Merrill Crowe y ADR según su ley. Sin embargo, debido a las precipitaciones, el agua de lluvia incrementa el inventario de solución con cianuro en el proceso, por lo que se hace necesario su tratamiento en la planta de detoxificación de cianuro. Ante este panorama, se buscó la oportunidad de reemplazo del cloruro férrico, identificando el agua ácida proveniente del depósito de material estéril como principal candidato para este reemplazo

Abstract : The computation of reliability index or failure probability of slopes can be transformed into an optimisation problem. In high rock slope engineering, it is usually a multimodal optimization problem. The traditional optimization techniques are difficulty to find out the global optimal solution because of their easily falling into local optimal value. Recently, a new kind of bionic algorithm - ant colony algorithm (ACA) - has been used to solve this problem. In this paper, the structure of ant colony algorithm and the transfer probability of ants are modified to evaluate the failure probability of complicated slopes. A new adaptive ant colony algorithm (AACA) is proposed to determine critical slip surface and its corresponding failure probability of complicated slopes. A case study is given to verify the proposed approach. The results show that the presented method has obvious advantages compared with traditional methods. ZUSAMMENFASSUNG: Die Rechnung des Zuverlaessigkeitindexes oder der Zerstoerungswahrscheinlichkeit kann sich in einer Optimierungsfrage umwandeln, im Bauprojekt an hoehe Gebirgehang, handelt es sich meistens um eine Optimierungsfrage ueber Multi- Spitzenwert. Mit der traditionelle Optimierungsmethode ist es schwer eine umfassende Loesung fuer die Optimierung zu finden wegen des leichte Verfallens in Beschraenkung der Teiloptimierungsloesung. Mit dem neue Bionik- Algorithmus —— Ameisen - Kolonie- Algorithmus wird dieses Problem geloest. In diesem Text hat man eine Strukturverbesserungsloesung fuer das Ameisen- Kolonie -system und die Wahrscheinlichkeit der Ameisenkolonie erwaehnt, und damit wird man die Zerstoerungswahrscheinlichkeit des komplizierte Hangs feststellen. Mit dem neuen Ameisen- Kolonie- Algorithmus kann man die gefaehrlichste Gleitflaeche und die entsprechende Zerstoerungswahrscheinlichkeit herausfinden. Die in diesem Text beschriebene Methode wurde durch Praxis geprueft. Durch die Pruefergebnisse wurde es gezeigt und bestaetigt, dass der neue Bionik- Algorithmus vorteilhafter als der traditionelle Algorithmus ist. Résumé : Le calcul de l’indice la fiabilité ou de la probabilité de ruptures peut être transformé en un problème de l’optimisation. Pour le cas du génie des pentes de haut rocher , le problème se pose en général en l’optimisation de multi-crêtes. Les techniques traditionnelles conduisent facilement à la solution optimal partielle au lieu de celle globale. Récemment un nouveau type de bionique algorithmique a été appliqué pour la solution de ce genre de problèmes, c’est l’Algorithme Colonie de Fourmis. Dans l’article il est proposé de modifier la structure du système de la colonie de fourmis et la probabilité de transfert des fourmis en vue d’évaluer la probabilité de ruptures des pentes de haut rocher complexes, par ailleurs un nouveau algorithme adapté de colonie de fourmis est formulé pour déterminer la surface glissante critique et la probabilité de ruptures correspondante. Les techniques proposées dans l’article sont vérifiées à travers des expérimentations dont les résultats ont prouvé que les techniques présentées dans l’article sont évidemment meilleures que celles traditionnelles.

The DIL402C thermal dilatometer and STA449C thermal analyzer were employed to test the linear expansion and contraction coefficient，CP and DSC curve of 304 stainless steel. The result showed that the linear expansion coefficient range was 20.9700×10-6～21.5712×10-6 and the linear contraction coefficient range was 21.2528×10-6～21.9471×10-6.The linear expansion and contraction coefficient were higher than other steel grade，so the 304 stainless steel belonged to the crack sensitive steel. Because of the crystal phase transformation occurred during the 1000~1400 ℃,the curve of CP fluctuated obviously and the defects of casting blank occurred easily. Chosen 1414℃ as the liquidus temperature of 304 stainless steel based on the analysis results of DSC. The curve of DSC was unsmooth during 1450～1100℃，the crystal phase transformation occurs and thermal stability of slab was inferior.When the initial solidified shell formed in this temperature range,the thickness of the shell would be nonuniform and the surface defects occurred more easily.

Research into the control of diesel particulates (DP) has been. conducted by BHP Coal for more than 7 years. Personal monitoring of employee exposures (n = 480 full shift samples) conducted at nine underground coal mines has indicated that the exposure of the workforce ranges from less than 0.1 to 2.2 mg/m3 of DP dependent on job type and mining operation. Approximately 50% of the mass of DP captured is elemental carbon (EC) which is the species currently being considered by some international regulatory authorities as the exposure standard. Five technologies for controlling DP were investigated in a combination of studies conducted in an above ground simulated tunnel, in a special controlled section of underground mine roadway and validated by application in standard coal mining operations at Tower Colliery. Tests conducted under controlled conditions indicate that dependent on the type of fuel in use, the introduction of low sulphur fuels can reduce DP levels in return airways by up to 50% and in actual mining situations a reduction of 20% can be achieved in exposure of the workforce. In addition, subjective responses from the workforce indicate that exhaust emissions from low sulphur fuels provide lower irritation and a more pleasant aroma. The use of water filled scrubber tanks reduces the level of DP emissions by 25%. Chemical decoking of engines resulted in a reduction of 20% in DP in return airways. A commercially available non-flammable disposable dry exhaust filter constructed from synthetic organic fibres with an operational lifetime in excess of 20 hours was found to reduce DP exhaust emissions by 80%. Investigations have indicated that the use of increased ventilation to control DP levels particularly in multiple vehicle situations does not follow a simple dilution factor and in some instances compliance with current regulatory requirements may not produce the required reduced exposure levels. The results from single component control strategies provide considerable reduction in exposure to DP, however the most efficient and cost effective control methodology is the use of a combination of individual systems modelled to operations conducted at each mine.

In 1982 this borer provided new and particularly interesting information In the field of hard rock boring. The abrasive quartzltes traversed proved to be a challenge to the cutter manufacturer and the project team. This paper examines the problems faced, the solutions found and the lessons learnt.
