T HE new Secretary of the Institute has been asked to address the members through the medium of MINING .AND METALLURGY, and it is perhaps well that he should do this at the first opportunity after his election. The duty of the Secretary, as the present incumbent understands it, is that of attempting to carry on the functions of the Institute in a manner that 'will tend to make it serve its most useful purpose. What is its most useful purpose or purposes? This was concisely answered by Dr. Joseph W. Richards in the June issue of MINING AND METALLURGY under the title "Why is the Institute?" And yet its most useful purposes are not 'fixed ideals or definitely determined things, they vary from year to year, changing with the development of the nation, conforming to needs and anticipating future requirements. Many men of many minds cannot always see eye to eye. The ideas or ideals of one may seem trivial to another, an obvious necessity to one is an entirely useless activity to the minds of others. A number of the activities upon which the Institute is now engaged might have been looked won, a few years since, as uncalled for, unnecessary, and un- desirable. The participation in public affairs was one of these questions. The publication of three volumes in one year may have been a questionable thing to do, but it was an achievement. A monthly magazine that will pay for itself by carrying the Institute's message to its members has its detractors, and yet to many members it seems one of those things that are quite worthwhile. Fortunately, we have a large membership, and fortunately the majority of an intelligent body of such size is apt to have in common many ideas that are right and proper. "The current state-of-the-art of chloride hydrometallurgy for treatment of complex sulphide bulk concentrates is reviewed. General considerations regarding the various flowsheet steps are examined and options discussed. Then, individual flowsheets are presented and discussed. Finally, the forward prospects for chloride hydrometallurgy for treatment of complex sulphide bulk concentrates is considered and conclusions drawn concerning the likely application of this technology in the future. IntroductionHydrometallurgical processes for treating sulphide concentrates, in general, have received considerable attention over the last three decades or more. Many flowsheets have been developed, many pilot-plant studies have been undertaken and several processes are now successfully operating. For example, direct ammoniacal pressure leaching has been used by Sherritt Gordon Mines since the 1950s to extract nickel from pentlandite concentrates, the roast-leach-electrowin route is widely used to recover zinc from sphalerite concentrates and direct sulphuric acid pressure leaching of sphalerite concentrates has been successfully commercialized. Also, Duval Corporation operated a direct cupric/ferric chloride leaching process (Schweitzer and Livingston, 1982) with electrowinning to recover copper from chalcopyrite concentrates, this process (now closed) being the only chloride process which has been commercialized for a sulphide flotation concentrate. Despite these developments, it has long been considered, particularly for copper sulphide concentrates, that direct hydrometallurgical processes are in the main unlikely to be able to compete successfully with smelting for large-scale operations of simple high-grade single metal concentrates. As long as such concentrates can be produced commercially, smelting is likely to remain the principal processing route (Flett, 1981). This view is being challenged nowadays through pressure leaching developments made by Dynatec and CESL in Canada and the recent start-up of the Western Metals Gunpowder plant at Mt. Gordon in Queensland (Flett, 2000). Complex sulphide ores offer even greater opportunities because of the ability to produce a bulk sulphide concentrate from the complex sulphide ore with considerably higher metal recovery than is often possible from the production of individual metal sulphide concentrates from differential flotation. Interest continues to focus on hydrometallurgical solutions to these processing problems, particularly with regard to chloride hydrometallurgy. ALTHOUGH the subject matter contained in this paper is presented under a new title, its writing was induced by the work of S. Skowronski and K. W. McComas.1 A discussion of the latter is here combined with the presentation of new and independent data. The physical constants quoted by the authors of that paper, such as melting and boiling points, as also the chemical reactions of the substances involved, are so well established that the numerous confirmatory experiments and their application to metallurgical conditions leave little or no room for criticisms. On the contrary, they will greatly aid to dispel any lingering skepticism as to possible considerable losses of copper accruing when the metal is melted in the presence of its own and, probably, other chlorides and when no provision is made for the recovery of volatile products. Exception may be taken, to some degree, to that part of the work under the caption Melting Drillings of Copper Mixed With Sodium Chloride. These experiments should have been extended in order to make the implied reactions clear and the results convincing. The latter are stated to be, "that when sodium chloride is present above certain minimum quantity relative to copper some of it is found to volatilize in the melt while another part reacts with the metallic copper to produce the volatile cuprous chloride, and that When smaller quantities of sodium chloride are present the reaction is complete and all chlorine is found to have volatilized as cuprous chloride." Metallic copper and sodium chloride are mentioned as the sole reagents in this chemical process, acting, according to the authors, in a neutral atmosphere of carbon dioxide. The chemist, quite naturally, will inquire into the formula according to which that reaction takes place and find that it would present itself as follows: 2Cu + 2NaC1 = 2Na + Cu2Cl2 It would appear that the truth of this formula will be challenged and a more rational explanation of the reaction sought. Apparently, carbon dioxide is neutral relative to metallic copper in its molten state; whether it remains neutral in the presence of sodium chloride is quite another question. Does it not at that high temperature become an oxidizer and do not the conditions of the reaction change to those expressed in the following formula? 2Cu + 2NaCl + 2002 = Na2CO3 + CO + Cu2Cl2

The major development in stabilization of the oil industry during 1933 was the transition in the United States from state control to federal control in many of the functions that government is presumed to exercise. A brief review of the influences leading to that transition is given here to suggest its significance and to assist in forecasting its further development. Bitumens were known to the ancients and have been applied to minor uses since earliest historic times, but it was not until after the discovery of oil in considerable quantities near Titusville, Pennsylvania, in 1859 that it was made the basis of extensive commercial undertakings. In 1859 little was known about the origin of oil and gas, the nature of these deposits, and the physical laws that controlled their accumulation. Scientists soon began to study them, but 50 years or more of active oil-field development had elapsed before sufficient geological information had been accumulated to point the way toward efficient recovery of these products. In fact, only within the past five years has the function of reservoir energy become widely understood, yet it is a primary factor in oil recovery. discovery near Titusville, this infant industry has developed into an industrial giant. In complete ignorance of their destructive effect, wasteful development methods were initiated in Oil Creek and these became industrial habits. These habits in turn became oil and gas law. Under that law vast sums of money have been expended, rights have become vested and development methods fastened on a great industry that not only bring upon it periodic demoralization but cause ruthless destruction of the nation's reserves of these important natural resources. This is occurring in the midst of a petroleum era when oil is essential to the nation's security, its industrial supremacy, and the personal convenience of every citizen. Its conservation, therefore, has become a question of grave national concern. A produção de placas do aço ASTM A588-B, com o teor de carbono visado igual a 0,10%, apresentava expressiva variação do Nível de Aço no Molde (Ou Mould Level Fluctuation, MLF), aumentando a probabilidade de ocorrência de “Break-Out” (Rompimento de Pele) e a redução da qualidade de superfície das placas, com eventual ocorrência de Trincas Longitudinais. Outra limitação é a impossibilidade de troca de largura das placas, dependente da estabilidade do processo de Lingotamento Contínuo. This Research & Development (R&D) study was conducted in the field of applied blasting engineering in Ethiopia, within the AKH Railway Project, which was built in Girena, within the boundaries of the province of Mersa, in the Basalt Quarry at km 346, Ashangi Formation, occured in Eocene geological time in the aphanitic trachibasalt. Under the scope of the study, which has been performed to determine the effects of the artificial discontinuities at different depths and the effects of artificial discontinuities through structural damage risk, three test areas, at the same location and same formation, were considered. Six numbers of artificial discontinuities, each 10 m (32, 81 ft) transverse, were created by using pre-splitting and drilling-blasting technology. The number of sequential artificial discontinuities on each test area is two and they have the same length. The length of artificial discontinuities are; 6,80 m (22,31 ft) at the first test area, 13,60 m (44,62 ft) at the second test area and 17,00 m (55,77 ft) at the third test area respectively. The distance between sequential artificial discontinuities is 8 m (26,25ft) on each test area. Thirty-one shots were executed in order to produce vibration (10 shots on the first test area, 11 shots on the second area, 10 shots on the third test area). One hundred and twenty-three seismic recordings were obtained during the execution of the shots by using 4 seismographs. The closest distance between the shot points and the nearest measuring station is 5,30 m (17,39 ft). During the shots, the rock was cracked and there was no fragmentation and/or fly rock. At the first test area, measured PPV values are between 25,40-127,00 mm/s (1-5 inch/s) before the first artificial discontinuity and less than 50,80 mm/s (2 inch/s) after the second artificial discontinuity. At the second test area, measured PPV values are between 76,20-177,80 mm/s (3-7 inch/s) before the first artificial discontinuity and less than 76,20 mm/s (3 inch/s) after the second artificial discontinuity. At the third test area, measured PPV values are between 50,80-279,40 mm/s (2-11 inch/s) before the first artificial discontinuity and less than 50,80 mm/s (2 inch/s) after the second artificial discontinuity. Peak reduction rates in Peak Particle Velocity (PPV) values determined by measuring as follows: In the first test area 95,77% (106,00 mm/s to 4,48 mm/s) (4,17 in/s to 0,18 in/s), in the second test area 79,77% (176,00 mm/s to 35,60 mm/s) (6,93 in/s to 1,40 in/s), in the third test area 95,85% (from 205,00 mm/s to 8,55 mm/s) (from 8,07 in/s to 0,34 in/s). The arithmetic mean of the differences of PPV values (decrease rate) is 82,66% in the first test area, 69,37% in the second test area, and 92,03% in the third test area. The highest sound value is 138,50 dB and is defined as “noise”. When the measured parameter values are examined it was determined on the USBM norm graphs that these vibrations carry a risk of structural damage in the region before the first artificial discontinuity. While passing through artificial discontinuities the vibrations progress by losing energy and the vibrations passing through two artificial discontinuities do not carry structural damage risk under current conditions.

It is argued that the capture of par- ticles by bubbles is primarily caused by hydrophobic ("structural") attraction forces. Neither dispersion forces nor double-layer forces can account for hydro- phobicity, though the latter are known to influence the kinetics of capture. The recent experiments of Israelachvili and Pashley (Nature, 300: 341-342, 1982) with hydrophobic mica plates provide the first measurements of the range and magni- tude of hydrophobic interaction forces.

THE occurrence of enormous masses of pure copper has given the mining district of Lake Superior worldwide reputation. The first masses brought from there excited great attention, and directed the notice of the mining world to the few particular mines from which they were taken. It may not now be generally known that nearly all the veins which are worked, and which cut across the trap ridge, contain mass copper, and that large masses are continually being raised from them. The largest continuous mass which has been taken out was probably that from the Minnesota, in 1857, which is variously stated as weighing 420 tons and 470 tons. Its length was about 45 feet, its breadth or height 22 feet, and its greatest thickness 8 feet. All such masses are very irregular and ragged in their form and thickness, thinning out generally from a foot to a few inches, and straggling through the vein until they connect with other large masses. This was the character of a mass found in the Phoenix Mine, one of the oldest on the lake, which mass altogether weighed some 600 tons. But this was really a series of masses more or less connected by strings of metal, yet no one large part of it weighed, singly, over 200 tons. A similar series of masses, weighing about 600 tons, was extracted from the Minnesota. Some of the Phoenix masses were four to five feet thick of solid copper. The Cliff Mine has yielded masses weighing from 100 to 150 tons in one piece. One of 40 tons was taken out this year, besides numerous blocks weighing from 1 to 8 tons. This mine and the Central are now yielding mass copper in abundance. It is, of course, impossible to pick, or drill, or to break out such huge masses of solid metal when they are found, by drifting upon the course of the vein. The method of extraction is as follows The miner picks out or excavates a narrow passage or chamber upon one side of the mass, laying it bare as far as possible over its whole surface. It is usually firmly held by its close union with the vein-stuff, or by its irregular projections above, below, and at the end. If it cannot then be dislodged by levers, the excavation of a chamber is commenced behind the mass, and this excavation is made large enough to receive from 5 to 20 or more kegs of powder. In one

The value of the earth resistivity method in groundwater studies in Illinois has long been recognized. Owing to the sharp electrical contrasts between sand and gravel deposits and glacial till, alluvial silt or underlying shale, much of the earth resistivity prospecting has been of a relatively elementary nature and has been highly successful. Approximately 90 pct of earth resistivity interpretations by the State Geological Survey have been accurate for practical purposes. Four studies involving fairly simple geologic situations are presented in this paper as typical cases. FOR the past 20 years electrical earth resistivity exploration has been used in Illinois in many phases of study undertaken by the State Geological Survey, chiefly in locating and outlining deposits of water-bearing sand and gravel from which to obtain ground water for municipal and industrial supplies. At least 43 municipalities in the state derive their total water supply from deposits of sand and gravel discovered by resistivity methods. These deposits occur in both Quaternary and preglacial valleys and within much of the glacial drift which covers a large portion of the state. In recent years there has been much demand from rapidly growing municipalities for help from the Illinois Geological Survey to extend existing well fields. Water supplies for many and varied industries constitute a considerable portion of the Survey's studies. The diminishing need of water supplies for railroads has 'been accompanied by an increasing demand by the oil industry for water for secondary recovery programs. The instruments used by the Illinois Geological Survey follow closely the commutated direct current circuits developed by O. H. Gish and W. J. Rooney' using the Wenner2 electrode configuration. More recently replacement of the hand-driven commutator by a synchronous vibrator has led to increased ease of operation and accuracy. Continuing improvement of equipment and technique has led to many changes in the instruments, but the operating theory remains the same. In the field operation at a selected station, four electrodes are set at equal distances in the ground 6 to 10 in. deep, in a straight line. Field measurements utilizing a seat pad accelerometer were made on 25 underground coal mining machines in order to quantify the vibration levels experienced by the operators. Those data were combined with information on the statistics of the operating times of those machines in order to compare the operator's vibration exposure to the criteria in ISO 2631, "A Guide for the Evaluation of Human Exposure to Whole Body vibration." The comparison showed that about 30% to 40" of all underground coal mining machine operators can be expected to be exposed to vibration exceeding the fatigue decreased proficiency criterion, whereas only 10 to 15% would be expected to experience vibration exceeding the exposure limit. The primary sources of the exposure are shuttle cars and possibly scoop trams. Detailed exposure statistics are presented and the implications of the results are discussed.

The Bureau of Mines investigated the influence of a free gas saturation on oil recovery by water drive. A digital computer was used to calculate the combined oil recovery from solution-gas drive to various states of depletion. Results of these calculations are compared and optimum conditions for the maximum oil recovery are found for various fluid-rock systems. For most of the fluid-rock systems, the calculations show an optimum gas saturation other than zero. Using fluid and rock properties as parameters, graphs are plotted showing the optimum gas saturation and increase in oil recovery brought about by the gas saturation. The effects of fluid properties and relative permeability on the optimum gas saturation are seen in these graphs. The graphs can be used as guides in connection with other considerations in determining the optimum time to start a waterflood. They should also be helpful in determining the MER of a water-drive reservoir. The effects of compressibility and solubility of the trapped gas saturation are investigated for select cases using a backward difference scheme to solve the partial differential equation of three-phase flow. From these calculations, it is observed that some benefit of a gas saturation remains for injection pressures up to 1.5 times the original bubble-point pressure.

THE increased importance and value of chemical analysis in connection with metallurgical operations is largely, if not entirely, due to the increased accuracy of the analytical methods used for the quantitative determination of the foreign elements always associated with the metal operated upon. This applies especially in the working of iron and steel, and to the determination of the amounts of such elements as phosphorus, carbon, and silicon. The influence of greater or smaller amounts of these elements upon the physical properties of iron and steel will be better understood when the proper experiments shall have been made upon samples whose chemical composition is known with almost absolute certainty. From the present standpoint of analytical chemistry, it is easy to see that at least one reason for the failure of many attempts to solve this problem, is the inaccuracy of the analytical methods used. Even at the present time the frequent want of agreement (over and above the unavoidable error due to manipulation) between chemists working on the same sample, leads one to think that there is still at least a choice in the methods used. It is true that very frequently a faulty method in the hands of a skilful analyst may be made to give corroborative results

This paper describes the performance of the copper industry over a period of some two decades and examines the theme that improvements in operating efficiency have not been matched by improved returns on capital. The financial performance of the copper industry is analysed using CRU's MICA database. Regression analysis indicates a two percentage point increase in operating margins but no increase in returns on capital. The gain in operating efficiency appears to have been mainly achieved in the mid 1980s. The investment boom of recent years has resulted in a rapid increase in the industry's level of debt and gearing ratio (now some 47%). Data on 44 copper mine projects is used to show the linear relationship between scale and capital costs. Typically new capacity costs some US$5,000 /tpy. The relationship between cash costs and capital intensity of projects is also plotted. The greater attention now being focused on efficient use of capital means that capital intensity rankings will become increasingly important in determining which projects go ahead.

The coal workers' pneumoconiosis (CWP) has been considered as the most serious health problem in the coal mining industry. The development of CWP in a worker lung depends on the average concentration and toxic components of the coal dust and the exposure length. Toxicity studies on coal dust shows the bio-available iron (BAI) in the coal dust plays an adverse role in the CWP development. It is also found that presence of calcite in the coal seams can significantly reduce the CWP cases as evidenced by the significant difference between the coal miners in the western and Appalachian coal regions. Based on this finding, it is proposed to artificially introduce calcite to BAI -containing coals in the effort to mitigate the CWP disease in coal industry. This paper introduces the scientific bases, the main geological factor that makes the differences, the proposed methods to introduce calcite to coal dust or to coal seams. Feasibility for the proposed methods is also discussed.

This report is the 24th in a series summarizing research on coal and related investigations3 by the Bureau of Mines. The coal programs of the Bureau of Mines include a wide range of theoretical and applied studies--such as fundamental studies of coal structure and properties, the development and evaluation of new mining techniques, and work toward more effective processing and utilization of coal. The scope of these programs is indicated, in topical outline, by the table of contents. These investigations are integrated into a broad but coordinated effort to develop information on coal that will benefit the coal mining industry and the coal consumer while promoting the wise conservation and utilization of our national coal resources. Any attempt to summarize in one volume the progress in all of the program areas indicated must necessarily be limited to a brief review of developments, without detailed reporting of the data. However, while the brief discussion in each section will present only the highlights of the Bureau's work during the year, details of many of the operations or investigations described here can be found in the publications cited throughout the text. Other work, reported here for the first time, will be covered in greater detail in later publications.

This portion of Mexico is quite beyond the ordinary routes .of travel, and is seldom visited. Its mines have not the record of enormous wealth which has recently attracted foreign capital to other parts of the republic; but for many centuries it has been a mining country, and at some periods evidently a productive one. In 1881 the writer visited the State and spent some time in the inspection of the mines. The absence of published information regarding its mining industry is his apology for presenting to the Institute these notes on the subject. Oaxaca is, with one exception (Chiapas), the most southerly of the Mexican States. It extends from latitude 18o 20' to 15' 45' N.— about 180 miles, by some 300 miles, in an east and west direction, and embraces a large part of the Isthmus of Tehuantepec. The coast-line is wholly on the Pacific. The State has an area of 27,470 square miles, nearly that of the State of Maine, and a population estimated at one million, or thirty-six to the square mile. IN the past 15 years there has been a great deal of interest in the fundamentals of plastic flow and rupture in metals and a number of papers have presented substantial advances toward a fundamental insight into the mechanism of these two processes. This paper is an appraisal of the present position with respect to the following: I. The relative importance of shear and hydrostatic stresses in controlling the plastic flow of metals. 2. The relative importance of shear and hydrostatic stresses in determining the amount of flow before rupture in metals. 3. The use of generalid strains in determining the effect of plastic flow on the work-hardening of metals. FUNDAMENTALS INVOLVED IN PLASTIC FLOW In attempting to devise a quantitative description of plastic flow in metals, it has been customary to assume that metals are homogeneous and isotropic. The fact that neither of these assumptions is correct complicates the experimental appraisal of relations developed. Never- the less, as will be shown, metals are close enough to being isotropic and homogeneous so that considerable insight into the mechanism of plastic flow can be obtained. The assumptions of .isotropy and homogeneity allow both the elastic and plastic behavior of metals to be described in terms of 12 variables-six being stress variables, and six being strain variables. ) From this viewpoint, it should be possible to represent the stress-strain relations in the plastic range for metals by a surface in 12 dimensions. One boundary of this surface would be the surface of transition from elastic to plastic behavior; the other would be the surface of rupture. These two surfaces would be joined by the surface of plastic flow. The shape of this composite surface would depend on the test temperature and speed of straining. This paper is concerned only with results obtained at constant temperature and constant speed of straining. While such a representation is conceivable, the demonstration of such a surface would present almost insurmountable obstacles. The most fruitful simplification of this concept has been the recognition that the behavior of metals in the plastic region is primarily a result of shear stresses and strains. Based on this viewpoint, it is possible to utilize stress and strain invariants that are independent of hydrostatic components to define an effective stress and strain. In effect, this amounts to reducing the task of representing stresses and strains in 12 dimensions to one of representation in two dimensions. "In seeking to supply the ever increasing needs for raw materials, the mining industry has been required to develop lower grade resources in increasingly remote regions of the world. This has resulted in the extension of many frontiers, both technologically and geographically.The accent of mineral processing research over the last few decades has been to “do existing things better”. There have been many breakthroughs in equipment and processes; however in general the accent has been to increase capacity of existing unit processes, often by orders of magnitude, or to refine the process itself by basic research and development. This has lead to added sophistication, enabling the process engineer to maintain optimum performance of his equipment while reducing the cost, and the amount of labour needed to operate the plant.While much of the increased requirement for resources is handled by the development of ever larger, lower grade orebodies, a significant portion still comes from the small miner - even the artisanal miner - operating in remote and often politically sensitive parts of the world. For them, innovation and simplicity are the keys, not sophistication.The tension between sophistication and simplicity - or research and reality - is specially evident in the area of gravity concentration of rare metals, such as tin and tantalum. This paper looks at this tension, primarily from the eyes of an operator and seeks to put into perspective the two paradigms."
