A brief review of the resonant frequency and ultrasonic pulse methods for obtaining elastic constants of rock samples shows that the equations for an iso-tropic elastic solid commonly used to calculate Young's modulus, modulus of rigidity and Poisson's ratio can result in appreciable error if the rock is even slightly anisotropic. Consideration of the equations that relate bar velocities and free medium velocities to elastic constants for orthotropic, transversely isotropic and isotropic solids shows that a combination of the two methods can be used to determine average elastic constants for a single sample of rock. The determination of elastic constants in different directions requires a large number of tests on oriented samples. The use of both the resonant frequency and ultrasonic pulse methods is recommended so that the determination of both Young's modulus and modulus of rigidity is independent of the determination of Poisson's ratio. The dynamic elastic constants of rock can be determined in the laboratory from measurements on small samples which may be in the form of right circular cylinders (diamond drill core). Either the resonant frequency6 or ultrasonic pulse method1 can be used to determine the longitudinal and shear velocities in the same specimen. The resonant frequency method provides a measure of the longitudinal bar velocity, V,, and the torsional bar velocity Vt; whereas the ultrasonic pulse method provides a measure of the free medium longitudinal velocity, Vp, and the free medium shear velocity, V, . The elastic constants (Young's modulus E, modulus of rigidity G, and Poisson's ratio v) are calculated from the density of the specimen, p, and one of the pairs of velocities by means of equations from isotropic elastic theory. For the resonant frequency method the equations are: It should be noted that Eq. 5 is derived from Eq. 4 and 6 and the relation between the elastic constants for an isotropic solid as given by the first part of Eq. 3. The in situ determination of dynamic elastic constants is accomplished by generating a complex seismic pulse in the rock and measuring the arrival times for the longitudinal and shear phases of the pulse at two distant points.5 From these travel times and the distance of the travel path both Vp and Vs are determined. The density of the rock is determined from samples in the laboratory, and Eq. 4 to 6 are used to calculate the elastic constants. These three methods involve the assumption of isotropy and perfect elasticity, and require the use of the relation v = (E/2G) - 1, which holds only if the elastic constants are the same in at least two directions. The calculation of v by means of Eq. 3 introduces considerable error, as a 1% error in V, and V, results in a 20% error in v. If frequencies for samples with a length-to-diameter ratio greater than four and a length greater than 8 in. are measured carefully, the experimental error can be kept to 1%. However, it is not unreasonable to expect that the variation in Vb and Vt with direction may exceed 1%. Thus, for even a small percentage of anisotropy the use of Eq. 3 can result in considerable error in v. The Empire concentrator was built in four stages, with the latest stage accounting for 50% of the overall plant capacity. Over the past 5 years, the average throughput of the three grinding lines has decreased by 50 LTPH (15%) without significant changes in ore characteristics and despite the addition of secondary grinding capacity to supplement the existing pebble mills that are the constraint of the grinding circuit. This paper discusses the different areas under study that are aimed at optimizing grinding circuit utilization which includes improving system logic, pebble crushing operation and pebble mills operation.

THE Brüclrner roasting-cylinder is well known as an apparatus which has done good work in the desulphnrization, particularly of refractory silver ores, in the western districts of this country. A paper by Mr. J. M. Locke, of Cincinnati, describing the cylinders, as constructed by Messrs. Lane & Bodley, in that city, may be found at p. 295, vol. ii., of the Transactions of the Institute; and a paper by Mr. N. H. Cone, vol. iv., p. 226, gives an account of their operation in Colorado. The purpose of the present paper is to present an .improved construction, designed by Mr. Brückner. This is clearly shown in the accompanying plate, which scarcely needs explanation. It will be seen at once that this construction involves two cylinders, instead of one. Mr. Brückner thinks that three cylinders might be better yet, as securing an exact mechanical reproduction of the work of the well-known three-hearth Fortschaufelungsofen, the most perfect of the reverberatories in which delicate roasting is performed with hand-labor. THE APPARATUS. Erection of the Cylinders.—Although the cylinders may he put lip at any locality, or added to existing works, it is preferable, if possible, to choose the site on a hill sloping naturally, say about 30' or 33. Two excavations are made, one 8 to 12 feet higher up than the other; and each is protected by a wall with a batter of about 1 inch to the foot, to prevent slides of stone and earth. Each cylinder being 20 feet long and 7 feet in diameter, the total excavation should be 60 to 70 feet along the hill, and 15 to 25 feet wide. On each level a building is erected 35 feet long by 20 feet wide and 12 feet high, with the roof containing a ventilator against the hill. When both buildings are on the same level, there should preferably be a solid frame-work of very heavy timber, to carry the four rollers which bear the upper cylinder. The four rollers carrying the lower cylinder should preferably rest on two very heavy pieces of timber, strongly braced together and laid to their top in a foundation made of stone or brick and cement. The elements of a mill matrix and the classifier matrix de- scribing the grinding process depend on operating conditions, especially on the feed rate. Relationships between the matrix elements and the feed rate have a great influence on the stability of a closed circuit and its optimum point. These problems have been studied by means of computer simulation and different kinds of classifier characteristics have been considered. A circuit with a cross stream classifier has only a limited range where stable operation condition can be attained. Beyond the stable limit, the recirculation ratio increases rapidly and there is no correlation between feed rate of the circuit and feed rate of the mill. In comparison, a spiral stream classifier gives a wide range of stable operation. The recirculation ratio can be greater than in the case of the cross stream classifier if the feed rate is small. The results of the simulation provide a better understanding of the real behavior of closed circuit grinding.

With so tremendous a subject, an attempted review of the coal situation of the world in a short talk must necessarily be of a sketchy character. It is hardly necessary to tell a body of engineers that had it not been for nature's gift of coal the material side of modern civilization would never have reached its present status. On the other side, it is regrettable that it was a byproduct of coal, T. N. T., which made possible Germany's initial success in this war, because that country had an enormous development of manufacturing plants that could be immediately utilized to make this destructive agent: One sometimes hears the casual remark that when the coal of the world is exhausted we shall use electricity; but, of course, electricity is ordinarily only a means of transforming and transmitting energy derived from fuel or water power, and chiefly from coal. It is true, we have much undeveloped water power, but it is more or less remote from 'the, centers of industry; and when all shall have been developed it will not begin to supply the power requirements of the world. It is, however, reasonable to expect that before the world's supply of coal shall be exhausted, methods will have been discovered of harnessing other forces of nature, such as the tides, or the energy emanating from the sun. Petroleum and natural gas naturally come to mind, but the days of both, as fuel, appear to be numbered, although the products of petroleum, if economically used, doubtless will be available for internal-combustion engines, automobiles, trucks, and boats for a long time, provided the reckless use of crude petroleum as an ordinary fuel is stopped. The products of petroleum are too valuable to mankind for such waste to be permitted. The civilization of the world, therefore, appears to rest, and, so far as can be seen, will indefinitely continue to rest, upon coal. The Browns Creek deposit is located 8 kin west of Blayney and 220 km west of Sydney (Figure 1), at lat 33¦32'S, long 149¦10'E on the Bathurst (SI 55-8) 1:250 000 scale map sheet. The total measured, indicated and inferred resource at 30 June 1997 was 1.29 Mt at 6.39 g/t gold and 0.45 per cent copper. During the 1996 - 97 year 263 557 t of ore at 6.30 g/t gold and 0.48 per cent copper was treated, to produce 47 496 oz of gold, and 1 169 t of contained copper in concentrate. As the result of an increase in the resources and reserves, because of underground exploration drilling and accelerated mine development, 1997 production at Browns Creek is predicted to expand from 240 000 to 390 000 tpa, to yield more than 70 000 oz of gold per year.

The Lower Cretaceous salt deposits of the Gabon Basin and Congo Basin were said down on ton of an Burly Cretaceous Lato Jurassic, continental graben fill that represent!) the rifting phase of the Afro-American continent. The salt 13 characterized by high percentages of potash and magnesium salts and the scarcity of sulphates and carbonates. The salt probably originated from a brine that was already enriched in high-soluble salts before entering the Gabon Congo basins. Their low-solubility equivalents are found in the Cuanza Basin of Angola. Commercial mining of the potash salt is only possible in those onshore areas where it is essentially undisturbed, shallow and of the right chemical composition. These conditions are net in Congo where the Holle mine produces from rich sylvinite deposits.

This paper reviews the history of environmental assessment in New Zealand with reference to mineral developments. Emphasis is given to larger more controversial projects particularly metal mines. The changing role and application of the Environmental Protection and Enhancement Procedures is examined in the context of changes in the government's environmental administration and the response of the Ministry of Energy's resource allocation group. Conclusions are drawn on the effectiveness of the present environmental assessment activities and on the allocation of administration of priorities in the Ministry. The Ministry of Energy has effectively ceased to exist.

ARTHUR H. STORRS, Scranton, Pa.-I would like to ask whether this same process is applicable to bituminous coal? FELLS A. VOGEL, New York, N. Y.-This Dutch process is applicable to bituminous or any other kind of coal. The Berwind Fuel Co. has had a plant in operation, in Superior, Wis., for about 2 years, using the Dutch process, and it has made a very satisfactory briquette, using Pocahontas coal. There is just one item in Mr. Frey's paper I would like to discuss; that is, the matter of cost. Mr. Frey figures a total cost of $3.35, based on the use of 7 per cent. of oil. Of course, the price of oil has advanced seriously within the last year or two, and any possible reduction in the percentage of oil required in the manufacture of briquettes is very important. I believe that Mr. Frey will agree that very good briquettes can be made with considerably less than 7 per cent. of oil; in fact, actual experience has shown that it can be clone with less than 5 per cent. The only possible effects of a low percentage of oil, particularly in anthracite briquettes, are that the briquette might not burn so freely, and that it might not be quite so hard. Briquettes made by the Lehigh Coal & Navigation Co., using 7 per cent. of binder, are extremely tough. Those briquettes have been handled in one of the local yards in Brooklyn, chuting them from railroad cars into boats and digging them out by grab buckets, and the losses average less than 2 per cent. This compares very favorably with domestic anthracite coal, with which the losses from breakage amount to between 7 and 10 per cent.

High levels of contamination (non magnetics) were present in the magnetite medium of the D.M. cyclone circuit. Attempts were made to minimise the amount of undersize (-lmm) material in the D.M. cyclone feed by improving initial desliming and examining those factors that contributed to any overall reduction in desliming efficiency. Circuit density control was improved and a system of continuous contamination monitoring implemented. A brief description is included of the major alterations to circuit control philosophy. The significant improvement in overall D.M. cyclone circuit performance is outlined.

Reduce the cost and incidence of low-back pain in underground coal mines through redesign of materials-handling tasks. Background Approximately 25 pct of all injuries in mining involve trauma to the hack. These injuries account for at least 30-40 pct of worker compensation payments made by the industry, are the leading cause of lost work days in mining, and have been estimated to cost the industry $50 million annually. It is clear that the traditional approach to reduce back injuries (i.e., training) has been largely ineffective. Thus, new approaches are necessary to control this problem. This document briefly describes methods that can be used to redesign hazardous materials-handling tasks to reduce the threat of worker injury. Approach A model for redesigning materials-handling tasks is shown in figure 1. The model outlines the sequence of steps that should be followed (and questions that should be asked) when developing new strategies for handling materials in underground coal mines. A critical examination of the current supply-handling system is the first step to developing safer materials-handling procedures. The purpose is to identify hazardous tasks that can be modified to reduce injury risk. Accident analysis (a review of past accident records) and task analy¬sis (usually a videotaped analysis of hazardous jobs or tasks) arc effective methods of distinguishing areas where job redesign is needed.

Mining Engineers throughout the world have an appreciation for the importance of the role of the Blasthole Drill in one of the primary elements of the mining process. This paper highlights areas that could influence the overall cost effectiveness of that process of breaking rock and the associated downstream mining and ore recovery activities - and how the drill is designed and configured to meet that challenge. Factors influencing drill productivity and overall cost effectiveness are addressed, particularly regarding the benefits which are not necessarily reflected in the drilling process and therefore more difficult to quantify. This paper explores some of the downstream benefits of what we do to the drilling process.

Over the past several years, copper prices have surged from under a dollar to over three dollars a pound. However, the long-run trend in real copper prices since at least the early 1970s has been sharply downward. While many now contend that the long-run trend in real copper prices is now upward, the result of structural changes in this market, others are sceptical. Nor is copper unique; the prices for a number of other metals, including aluminium, iron ore, lead, nickel and zinc, have followed similar patterns. This paper examines the forces behind short-run and long-run trends in metal prices. It first focuses on the short run, where it argues that shifts in demand are largely behind changes in prices. It then turns to the long run, where it concludes that production costs and supply largely govern price trends. Finally, it explores several implications of these findings, including those for diversification and market risk, for forecasting mineral prices, for assessing the growth of metal demand in China and elsewhere on metal prices, and for changes in the long-run price trends.

SINCE 1925, when the preferred orientations in compressed aluminum were first determined1, 2 the orientations have been described as a fiber texture in which a face diagonal, [110], of the face-centered cubic lattice is parallel to the compression axis. Subsequent experiments have seemed to confirm this texture,3-5 and a number of theories (recently summarized in references 6 and 7) have been proposed to explain it and to relate it to the behavior of single crystals during compression. 3,8-11 The experiments reported in this paper prove that the orientations are not adequately described as quoted above-i.e., as a [110] fiber texture-although this is a first approximation to the actual texture. They also show that the texture cannot be thought of as a stable orienta-tion that is reached and maintained after a sufficient amount of deforma-tion. The actual texture, when studied in detail at successive stages of compression, indicates that a hitherto unsuspected range of orientations is present, both in the polycrystalline metal as a whole and in various individual grains in its interior, and that a state of dynamic equilibrium exists within this range. The reasons for the failure of previous theories to predict the actual texture become obvious when the heterogeneous nature of the flow is considered. In addition to the deformation texture, the manner of its develop-ment, and its theory, this paper presents data on the following related subjects: the identity of strain markings in aluminum; the orientation changes in aluminum single crystals during compression and a com-parison of these with the conditions in individual grains of a polycrystal-line specimen; the origin of asterism in deformed single crystals, which heretofore has been regarded as a distortion localized at the surfaces of slip planes; and the relation of plastic strain in individual grains in an aggregate to the strain of the whole.

Introduction Given the mountainous nature of the local igneous terrain, hard rock tunnelling plays an important role in the development of Hong Kong's infrastructure. In 1990, tenderers for two tunnel projects were encouraged to consider using hard rock TBMs, the territories' first. As a result the 7.5km long, 3.56m diameter Tolo Effluent Tunnel and the 5.3km long, 4.8m diameter Hong Kong Electric Cable Tunnel were excavated by hard rock TBMs. The successful completion of both projects in 1992 should make the TBM method an attractive construction alternative for planned, upcoming projects in Hong Kong. Tunnelling Conditions Tunnelling solutions are frequently adopted in Hong Kong due to the intensity of development, lack of flat landscape and proximity of mountainous terrain to the main centers of population. This is carried out primarily in granites or granitic-type rocks which surround Victoria harbour, and to a lesser extent in the outlying volcanic rocks which include extremely hard tuffs and lavas. Current research in longwall mining in CSIRO Exploration & Mining is focused within five major projects and several minor projects. The major projects are: 1 3D Aspects of Longwall Geomechanics. This was reported to the conference last year and a final report will be available by mid-2001. 2 Mine Gas Control. This just completed project centred on Dartbrook Colliery which has a longwall gas make of more than 8 cubic metres per second. 3 Rapid Roadway Development This includes the construction of an autonomous conveying and bolting module (ACBM) that sits between the miner and haulage system. 4 Top Coal Caving In conjunction with the YanKuang group in China, CSIRO and the University of NSW are conducting a prefeasibility study of the Top Coal Caving method in Australian conditions. 5 Longwall Automation. In partnership with the Cooperative Research Centre for Mining Technology and Equipment (CMTE), the CSIRO has conducted a scoping study on this issue and will commence an initial three-year demonstration project in July this year. This paper describes these protects in more detail with particular focus on the last three in the above list.

ONE of the advantages presented by electric drive in many classes of work is the ease with which the electric motor can be controlled automatically. In a large number of cases certain features of the control are automatic-for example, the rate of acceleration may be limited automatically or the equipment may be stopped automatically at the limit of travel-but the equipment is started and ordinarily is stopped by hand. . In other cases the motion of the machinery is utilized to start, control the: speed, and stop the motor automatically, independently of any operator. A considerable proportion of the large mine hoists now in use have certain automatic features, particularly protective devices against over-winding, and, in some classes of electric hoists, devices for preventing excessive acceleration or retardation. The large automatic hoists discussed in this paper, however, are completely automatic, i.e., capable of snaking their trips without the presence of an operator at the control levers. According to circumstances, various advantages may be obtained by automatic control, chief of which are decreased power consumption', increased precision and safety of operation, and decreased, cost of attendance. The first step in the analysis of a prospective automatic mine hoist is to determine whether automatic operation is feasible at all. If men are to be hoisted, or levels changed, the attention of an operator is required for these purposes; but tinder some conditions it may be entirely practicable and advantageous to build the equipment so that, while provision is made for hoisting mien or changing levels, ore can be hoisted automatically from, any one level. If, however, an operator's attention is required every few minutes for changing levels, handling men or drills, or other work requiring hand control, it is obvious that automatic operation between times will not be of any, practical benefit.
