The recent spate of catastrophic events at U.S. mines raises the question as to whether or not the mine safety and health system in the U.S. is broken. The prescriptive regulatory regime in the U.S. is not a cure-all for a broken system. Without totally dismissing the contribution of a prescriptive regulatory approach, this paper argues that safety in the U.S. mining industry would be enhanced if the nation adopted a scheme that provides a balance between specification standards and two alternatives: performance and systems-based standards. This would allow effective and flexible means to continuous health and safety performance improvement. Mine operators, regulators and politicians could then go beyond thinking that compliance alone equals strong safety by creating a proactive system that emphasizes continuous improvement. By adopting performance and systems-based standards, exemplary safety and health performers can be recognized, allowing regulators to focus their efforts on those without sound occupational safety systems and who have substandard safety performance. Introduction From the earliest times it has been an inherent trait of man to build or create something for his own use or convenience. The need of some form of shelter other than that of the caves led him to bind together stones and other materials to form walls for his abode. Moistened clay which hardened upon drying was no doubt first employed. The Assyrians and Babylonians appear to have employed it or the bitumen found in their country. The early Egyptians and Greeks used some form of lime in their construction work. In addition to these shelters, other structures received attention, and, long before the Roman Empire was established, the Carthaginians made use of a natural cement as binding material. Portions of an aqueduct, seventy miles long, in Northern Africa, built in those early days, are still in use. The Etruscans were the first people in Italy to employ a mortar in their buildings. The Romans, learning the art from the Etruscans, improved the mortar by using a mixture of lime and volcanic ash, called 'puzzolan', and built not only roads but those famous structures, the ruins of many of which exist to this day. The Pantheon at Rome, built by Hadrian about 120 A.D., is perhaps the finest example of the early use of cement in building construction. With the decline of the Roman Empire, the art of making cement seems to have been lost, and for centuries the builders of Europe used only lime mortar. Pure limestones were selected for making the lime and great care was taken in the preparation of the mortar, the supply for one year being made the previous season and left to thoroughly slake or 'ripen' in pits covered with earth. The mortar thus produced gave excellent service above ground or where it was exposed to the hardening action of the air, but would not harden under water.

"This Precious metals content copper scrap is treated with a copper smelting process, and copper and precious metals are recovered. The precious metal lost in the slag is increasing with increasing of treated scrap amount. To determine the portion of the precious metals chemically dissolved and that associated with the mechanically trapped matte in the slag will be a key factor to improve the recovery of those metals. The distribution of precious metals between copper matte and FeOx-SiO2 slag phases is determined at 1300 oC and a fixed partial pressure of SO2 of 0.1 atm for the matte grades from 40 to 70 mass% of copper. The distribution ratios show a tendency to increase when the grade of matte is increased. In addition, the solubility of platinum and rhodium in the FeOx-SiO2-CaO slag under the air and the solubility of platinum in the FeOx-SiO2 slag equilibrated with a pure platinum or the Pt-Cu alloy were determined at 1300oC in the range of oxygen partial pressure from 10-9 to 10-7. The solubility of platinum and rhodium in the slag tends to increase with increasing content of copper in the slag and oxygen partial pressure. INTRODUCTIONThe stringency of the supply and demand of platinum group metal (PGM) intensifies by localization for resources and increase of the demand for PGM, furthermore, smelting and the recycling of PGM in the nonferrous smelting process take an important role. Scrap containing a precious metal for the purpose of collection of PGM is treated by copper smelting recently. With increase of the treatment amounts, loss of PGM in slags is the serious problem.In considering of PGM loss in slags, knowledge of the distribution behavior for PGM between slag and matte phases or slag and copper phases and the PGM solubility in slags is important. The distribution ratios of silver and gold between the FeOx-SiO2 slag and the Fe-Cu matte were reported by Roghani (Roghani et al., 2000), Shinha (Shinha et al., 1985) and Takeda (Takeda et al., 1993) However, there is no data for the PGM distribution ratio. On the other hand, the PGM solubility in slags was reported by Sano (Sano et al., 1997) However, there is very few report for the solubility of PGM in the nonferrous smelting slags."

"IntroductionAir sampling for airborne contaminants requires a system for moving air, a collection method, and a procedure to determine the quantity of contaminant collected. Because occupational exposure limits and air quality standards frequently are expressed in terms of concentrations, a method of determining the volume of air sampled is also needed. The four principal components in a sampling train are shown in Figure 12-1. The inlet admits the air sample into the train; the collector(s) separates the gas, vapor, or particles from the air; the flowmeter measures the rate or total quantity of air sampled; and the pump (air mover) provides the suction required to draw an air sample through the train. Inlet sampling considerations are discussed in Chapter 21. Various types of collectors are described in subsequent chapters. Flowmeters are discussed in Chapter 7.This chapter will describe the air mover portion of the sampling train and air sampling systems that contain three or four components in a convenient package. The chapter consists of two parts. The first part contains a brief description of the different types of air movers and air sampling systems. The second part consists of tables and figures showing detailed information on a wide variety of commercially available air movers and sampling systems. ient size is filled with a liquid in which the suspected contaminant is insoluble. When the liquid is allowed to escape from the vessel, it is replaced by air from the atmosphere to be sampled. Such an air sample is an integrated sample rather than an instantaneous sample because the mass of fluid requires a finite time to empty. In fact, by employing a large vessel with controlled drainage, this method can be used to move air at low flow rates through a sample collector for extended intervals. "Data from samples taken during rotary air blast and reverse circulation drilling are crucial to properly assessing economics of mineral deposits in the case of exploratory work, and are equally critical in accurately delineating ore and waste in execution of mine operation plans. Past studies of sampling procedures, comparing results of conventional splitting to more precise extraction of representative samples, illustrate the significant degree of error frequently encountered. Economic impact of error in mine blast hole sampling work can be shown to result in theoretical losses valued at millions of dollars annually in operating large scale mining projects. Results of past drill sampling studies are reviewed.Drill sampling technique can be improved by collecting coarse and fine particles together and extracting samples for assay from the complete flow of rock and dust simultaneously. This can be accomplished with a collection unit attached to the drill stem through which all except a small proportion of extreme fines are retained. The bulk mass can be static sampled as flow takes place through the collector when size reduction is not required. Alternately, collected mass with fines and coarse intermingled can be processed for increased accuracy through size reduction to obtain proportional samples."

The grade of mineral resource estimates underpin all major economic considerations of mining prospects. While there are reporting requirements to satisfy when stating a mineral resource estimate, an examination of NI 43-101 style reports suggests that authors believe that there are a number of ways of addressing these requirements. As a reader of these reports, some processes are helpful and others are not so in getting a real appreciation of how realistic is the mineral resource estimate. Critical to the quality of the mineral resource estimate is how realistic is the economic mineral concentration component. In many cases, this parameter is called grade. The industry experiences increased difficulty in achieving realistic grade estimates as the sample grade variability increases. The level of transparency in a mineral resource estimate is very much a function of the competence of the author. An objective presentation of the critical data, such as grade sampling variability can assist a reader in determining if the geology of the mineral concentration is adequately understood and how realistic is mineral resource grade estimate. This paper has considered 75 NI 43-101 style reports released in the past 2 years. The review demonstrates features that were helpful in determining how realistic the mineral resource grade estimate is. If there is insufficient transparency in a report, there is a high probability that the mineral resource grade estimate will not be realistic.

The literature on radium is already voluminous, but mcuh of it is too technical to be intelligible to the average reader, and there is no single publication that covers certain economic features of the radium industry. As a result of the renewed interest in the possibilities of domestic carnotite deposits a number of requests have been made to the Bureau of Mines for information, more particularly with reference to the business aspects of the industry. In order to meet this apparent need, the present paper has been prepared from material available in the files of the bureau. The technical data are compiled from various sources and are believed to be reasonably dependable, but the attempt has been not so much to achieve meticulous scientific accuracy as to brim; together facts of industrial significance and popular interest. GENERAL DESCRIPTION Radium is a brilliant white metal that melts sharply at about 700°C. and volatilizes appreciably at that temperature. With an estimated specific gravity of nearly 6.0, it is more than twice as heavy as aluminum and 25 per cent lighter than irons. Although it has been isolated in its metallic state, it is not used in that form, partly because it tarnishes rapidly even in dry air (forming a nitride), partly because of the greater expense of reducing it to metal, and partly because of the difficulty of dealing with such minute quantities of material. It is used always in the form of its compounds, the most important of which from the vie point of utilization are the bromide, chloride, and sulphate.

"8.1. INTRODUCTIONThe purpose of this chapter is not to provide precedents or examples of provisions, but rather to offer some comments that may be worth considering in the negotiation or review of an agreement. These comments are not intended to be exhaustive. It must also be noted that, although the chapter is written in the context of a common law joint venture, the concepts and concerns for the most part apply equally to a corporation that is owned by only a few shareholders for the purpose of participating in the project held by the corporation.The corporation has the advantage of having much of its organization established by local corporate law, but the particular wishes of the shareholders will appear in a shareholders’ agreement. The principal differences will be surprisingly small, save for the acquisition provisions that appear in a farm-in agreement1 and the substantial portion of the joint venture agreement devoted to creating and organizing the joint venture entity. Where the joint venture agreement refers to venturers and committees, the shareholders’ agreement will refer to shareholders and the board of directors, but both will have to deal with such basic matters as decision-making, default, dispute resolution, first refusals, funding, and carrying out work on the project. For convenience, this chapter usually refers to “venturers”, which may be taken to include shareholders.Negotiations give rise to many varying circumstances and concerns, and the main asset of the negotiator is an open and flexible mind. A desired result can often be accomplished indirectly in circumstances where the other side has adopted an inflexible position on a suggested approach. As precedents and standard forms tend to focus a negotiator’s thinking, they can be counterproductive. It is after the deal has been agreed to that a precedent can be of great assistance to the draftsman.The concepts are arranged in alphabetical order for convenience, not to suggest their sequence or position in an agreement or their relative importance. An agreement should adopt a progression of subjects in what the parties consider a logical sequence to read and work with. However, experience has indicated that it is best to set out in a single article the substance of the deal (i.e. the terms relating to the farm-in and what the acquiring party has to do to acquire his interest), preferably near the beginning of an agreement. The acquisition of the interest is, after all, the first order of business. The joint venture provisions will then follow in a reasonable sequence. It is also worthwhile to devote a single article to any special provisions that may apply during the earn-in period. For example, it may be provided that, although all work is to be done by the acquiring party as operator (with the duty of care, liability, and reporting requirements as set out in the joint venture sections of the agreement), but during the acquisition period, the acquiring party, acting as operator, may be at liberty to do such work as he wishes, without the need for any committee or other approvals, and committee meetings may be suspended.2An agreement is divided into paragraphs and articles to make it easier for the parties to read and understand, and to assist a party in finding “that provision” when the need arises. A comprehensive table of contents will also assist the parties who must work under an agreement. An added benefit of a table of contents is that in preparing it, the draftsman sees the overall structure of the agreement and will often catch and correct flaws."

Many flotation plants use pH to adjust the pulp chemistry of their system to achieve optimum separation. For example, in a sequential lead/zinc circuit the pH during sphalerite flotation is increased to 10.5 or greater to depress galena and pyrite, thereby improving selectivity for sphalerite. However, maintaining a pulp at a particular pH value does not necessarily provide the operator with an abundance of information regarding the chemistry changes occurring within a plant. This paper provides the reader with a number of pulp chemical observations in several plants, showing that the same trends are noted over time; however, the magnitude of the measured values do change. Further, the changes in magnitude are invariably associated with a change in mineralogy. Thus, is measuring pH enough? Can the Eh, dissolved oxygen and temperature be measured at the industrial scale reliably? And, are these measurements useful?

"IntroductionThe mining industry has made slow but steady progress toward the automation of mineral processing plants over the last 35 years. The stimulus to automate is associated with important economic and hidden benefits, so that today, the latest in instrumentation and technology is being employed.This chapter assesses the status of instrumentation justified economically, defines levels of control and certain fundamentals of feedback control loops, describes typical sensors employed in concentrator circuits, summarizes control strategies employed therein, and briefly highlights trends in integrated plant control.Current Status of AutomationAs early as 1948, the mining industry began to show interest in automation, probably because of its close association with the petroleum industry. By 1958, some regulatory control had been achieved in various sections of a concentrator, particularly in crushing circuits. Successes were attributed primarily to the reliability of sensors employed in the corresponding control scheme. By 1961, computers had appeared on the scene, initially, for data logging purposes.From 1958 to 1965, very few new control strategies had been implemented. Guidelines in vogue at this time appeared to be:- Install proven automation, unless a good instrumentation department exists at the concentrator.- Do not bite off too much instrumentation at one time.- Do not purchase on price alone; instrumentation must function in the concentrator environment.- Do not purchase automatic control equipment to be fashionable.Such guidelines were employed1 because of a lack of: (a) quantitative process knowledge, (b) reliable primary sensors, (c) initiative to try something new, (d) trained personnel, and (e) understanding that older concentrators could justify automation in many situations."

"The Ruhr region in Germany’s North-Rhine Westphalia is going through significant change. By the end of 2018, the last two underground hard coal mines in the Ruhr, Ibbenbüren and Prosper-Haniel collieries, will close their portals and bring an end to more than 200 years of coal mining and an industry that was once the economic and cultural backbone of the area. Ruhr is undergoing an impressive economic and cultural transformation, as it gradually shifts from being a region once dependent on coal and steelmaking to a post-mining region focused on redesigning itself as a cultural center. This article focuses on the socioeconomic impacts of the transformation into post-mining and the roles of the government, labor unions and local community to aid the transformation from the perspective of an American student. It will look into the cultural values that are helping to drive the transformation and compare them to American standards and values in order to determine if a similar approach can be used in the United States and its coal industry. History and backgroundUnderground hard coal mining has had a long history and a significant impact on the culture and economy in Ruhr since the early 19th 20century. The Ruhr region is located in the heart of the German state of North- Rhine Westphalia. Ruhr is bounded by the Rhine River in the west, the Ruhr River in the south and the Lippe River in the north, with the Emscher River running through its center.The Ruhr is home to around 5.1 million people and spans an area of approximately 4,500 km2 (1,730 sq miles). Before the era of industrialization, the Ruhr was a rural, agricultural region. Small-scale coal mining began in the 13th century, with coal being used for heating, cooking and metallurgical processes, including steelmaking. With 19th-century industrialization, coal mining became a significant driver of the region’s economic structure. Steam engines, and soon, electric motors, allowed for the pumping of mine water and for powerful hoists hauling from deep shafts, enabling miners to reach deeper coal seams that were once thought impossible to mine. The Ruhr mining boom began in the 1850s, supported by Prussian economic policies that attracted many workers and their families to the region. The population grew from 400,000 in 1850 to 5.7 million in 1957. The coal and steel industries were key contributors to Germany’s “Wirtschaftswunder” — or “miraculous economic recovery”— in the 1950s. In 1956, the coal industry reached its peak production of around 112 Mt/a (124 million stpy) of coal and employed almost 600,000 miners."

This report describes research directed toward the preparation of chemical oxygen (02) sources which exhibited improved 02 storage and reaction characteristics when compared to potassium superoxide (KO2). The initial focus of the research was the preparation of calcium superoxide (Ca(02)2) by the disproportionation of calcium peroxide diperoxyhydrate. The Ca(02)2) was characterized by chemical, thermal, and x-ray analyses. Several methods for scaling up the Ca(02)2 synthesis process were studied. Next, the reactivity of Ca(02)2 toward humidified carbon dioxide (C02) was evaluated and was compare o that of K02 under flow-test conditions approximating those existing in portable breathing apparatus. The reactivities of mixtures of K02 and Ca(02)2 or lithium peroxide towards humidified CO2 were also studied. Finally, an analysis of two commercial, K02-based, self-contained self-rescuers was conducted to determine the potential weight and volume savings which would be possible if Ca(02)2 or a mixture of K02 and Ca(02)2 were used as a replacement for K02.

This paper outlines a unique case of the development of strategies to reduce ventilation and heating costs in Konsuln iron ore mine in northern Sweden. The mine, located just south of Luossavaara-Kiirunavaara Aktiebolag’s Kiruna iron ore mine, was developed as a test mine from 2018-2020 for the Sustainable Underground Mining (SUM) project. Besides functioning as a test mine, Konsuln also contributes to ore production. The existing mine ventilation system was designed for the current production rate of 0.8 million tons per annum (Mtpa). There is a plan to increase this rate to between 1.8 and 2.0 Mtpa.

The increasing magnitude of our nation's pollution problems seems to stem from two main factors: urbanization and technical advance. In 1920, less than half the country's 106 million people lived in cities. Forty years later, the urban population accounted for 70 percent of the nation's 179 million. It is predicted that by the end of the century, 95 percent of the U. S. population, estimated at 280 million, will live in urban areas. As these people live increasingly in city concentrations, their residues also concentrate. With technological advances to support the increasing population, the variety and quantity of goods that we use also increases. New materials and processes result in increases in pollutants, some of them new. The harmfulness of these pollutants is sometimes known, but sometimes only suspected. One pollutant of concern at the present time is sulfur dioxide, the product of combustion of sulfur-containing fuels. Research on processes to remove sulfur oxides from flue gas has been in progress for many years. Pioneers in this field were the British who, in the early 1930's, installed a full-scale flue gas scrubbing unit on a 120 MW boiler using alkaline water from a Thames estuary plus chalk. Since that time, various methods have been studied by many investigators. Federal laws covering air pollution started with the 1955 Air Pollution Control Act. With the advent of the Air Quality Act of 1967, and subsequent publishing of criteria and available technology for control of sulfur oxides in January 1969, the clamor for information on commercially available control techniques to remove sulfur from fossil fuels has rapidly increased. Although many state-of-the-art papers have deluged the literature during the past several years, the research going on in the area of sulfur oxides control is of such importance that periodic reviews are justified. It is the purpose of this paper, therefore, to again review the state-of-the-art, but this time from the stand-point of what is immediately commercially available

"This study sought to identify changes in continuous mining machine (CMM) operators’ risk perception and risk behaviors as a result of adding a proximity detection system (PDS) into their environment. To accomplish this research task, 9 CMM operators from 5 locations were interviewed. Interviews were thematically analyzed for constructs including patterns in risk perception and behavior before and after PDS integration and the process of adapting to the PDS. Operators discussed standing in the red zone less than they did before using the PDS; however, they also discussed other risky decisions they made while learning how to operate their CMM with the PDS technology such as “cheating” the technology and working faster to meet production goals. The process of relearning job tasks with technology and unintended behaviors as a result of that relearning process need to be taken into account when introducing new technology into the mine environment. The study results show an in-depth view of mine workers’ perspectives and how their job tasks and environment could be or are affected when learning how to use new technology that are relevant to companies and mine operators when introducing new technology into the mine environment. INTRODUCTION Established “red zones” can help prevent striking and pinning incidents by providing guidance to continuous mining machine (CMM) operators about where they should stand and not stand while operating a CMM. Although red zones influence operator placement positions, these guidelines are not foolproof safety mechanisms. Depending on the job task and circumstances of the mine environment, a CMM operator may unintentionally or intentionally stand in a red zone. For example, CMM operators may work in close proximity to their CMM for better visual attention cues and the ability to work at a higher rate of production [1-3]. To further enhance protection and prevent collisions between vehicles and mine workers, a proximity detection system (PDS) was developed for the industry. The PDS determines an individual’s position relative to a specific piece of machinery, issues visual and/or audible warnings to the mine worker to change positions, and, if necessary, disables machine motion [4]. The introduction of new technology within other sectors has been identified as a factor that influences work decisions. Specifically, previous research demonstrates that when technology debuts there can be an initial intrinsic risk perceived among users about how the technology will interact with their current environment and behaviors; however, these ambiguities, including the possible risks and benefits, are seldom studied [5]. Some research suggests that the constant presence of technology can disrupt situation awareness and decision-making capabilities by increasing worker responsibilities and worker cognitive demands [6-8]. Further, if workers’ perceived risks both with and without technology are misjudged, unsafe decisions that result in human error and injury may be more likely [9-11]. Although these statements are provided within a broad contextual framework, they support the need to study how technology is perceived among end users in their own environment. Because research about technological impact on worker behaviors has suggested both positive and negative consequences of technology, this issue is worth addressing in the mining industry. Specifically, research has not determined whether CMM operators view their placement choices in the red zone as safe or risky and what effect PDS technology has, if any, on risk perception and subsequent risk behavior."

A survey is made of changes in the technical status of a number of western world copper extraction and refining operations over the past 20 years. Specific developments in pyro- and hydro-metallurgy and refining practices are identified together with factors in the changing environment of the industry which has influenced their adoption. Nickel extraction and refining is similarly discussed.The replacement of traditional technology by more attractive alternatives has occurred in a considerable number of operations. The develop-ment and status of new continuous smelting processes, advances in hydrometallurgy and refining innovations which emerged during the 1960s and early 1970s is discussed. The varying experience in commercial acceptance of these new technologies is noted.Finally some possible future directions are canvassed for both operators and the research and development institutions.

Foreword Explosion hazards differ widely in the mines of different fields or coal basins. They also differ as between different mines in the same basin or fold, because of variations in gas entering the mines, and because dust conditions and explosion hazards are affected by the mining methods employed and the organization of the work. It is unquestionably true, however, that there are greater differences in explosion hazards in mines of different coal fields or basins than between different mines of the same field or basin. In these respects, the coal fields and individual mines in Alberta are not exceptional. The same conditions obtain in various countries where coal is mined, and are found in single States, as for example in Colorado, where coals are mined ranging in character from sub-bituminous to anthracite, and in attitude from flat horizontal to steeply pitching beds. The U.S. Bureau of Mines, at its experimental mine near Pittsburgh, Pa., has made large-scale tests of the relative explosibility of dusts of coals, ranging in rank from Wyoming sub-bituminous coal containing 19 per cent moisture, to anthracite from Pennsylvania, and including samples from a mine in the Crowsnest Pass district, B.C., and from a Vancouver Island mine. The Bureau has also made similar tests of the dust of coal from a Yorkshire mine which the British Safety-in-Mines Research Board uses as standard.

The mining industry is at a crossroads. Currently, there is an estimated $25 billion worth of projects around the world that have been stopped as the consequence of a dispute or disagreement with their communities, the government or some other stakeholder. Anglo American chief executive officer Mark Cutifani is one who sees the mining industry in need of change and on Dec. 12, he gave the keynote address for the launch the Kellogg Innovation Network?s Mining Company of the Future Initiative?s Development Partner Framework (DPF). The launch was held at the Ford Foundation building in New York City. The DPF seeks to inspire and support the mining industry to adopt a new way of thinking and a new approach to how it secures, nurtures and revitalizes its social license to operate. Working with a diverse group of people from faith-based organizations, nongovernmental organizations (NGO) and other stakeholders, Cutifani often had the rather uncomfortable position of representing the mining industry in a room full of people who are far from the industry?s biggest fans.

The development drilling program of the Copper Cities mine indicated that the molybdenum content of the ore would be about 0.011% MoS2' The molybdenum content of the Miami mine at the same time was about 0.025% MOS2' The Miami mill had a very successful molybdenum operation which used bleeder turbine steam from the Miami power plant for the steaming operation. The much lower grade of the Copper Cities ore, the absence of a source of low cost steam and the use of sodium aerofloat as the copper collector which Miami experience indicated did not respono readily to the steaming technique made very doubtful the success of a similar operation at Copper Cities. However, the relatively few pounds of copper that could be recovered from the low grade Copper Cities heads made very desirable the recovery of the molybdenwa,as a source of additional revenue. Accordingly, shortly after the Copper Cities mill began operation, a research program was instituted to develop a suitable method of molybdenum recovery. This program explored first, the successful steaming process then in use at Miami and as expected, found it unable to decompose the sodium aerofloat copper collector. The known chemical depressants were then tried without much encouragement. Finally the copper concentrate was dried, not roasted, to 2-3% mOisture and this along with sodium ferro-cyanide and cyanide resulted in sufficient copper depression that a final molybdenum concentrate containing 1.0% CU could be made.
