IN ref. 1, on the basis of tension and torsion experiments with single crystals of a brass, the values given in Table I were obtained for elastic coefficients. It was pointed out by Zener that the values for the 71.2 pct Cu were not satisfactory, since they resulted in a negative value for the bulk modulus, namely —4.17X1012 sq cm per dyne. In reevaluating the data of this investigation, it was determined that the reason for this negative bulk modulus lay in the extrapolation of the reciprocal Young's modulus to the zero value of the orientation function shown in Fig. 5 of ref. 1. This extrapolation was reevaluated by the method of least squares (50 pct probability) and a new value of the coefficient S,, was determined as 18.9220.42X 10M sq cm per dyne in lieu of the value originally reported of 18.82x10 sq cm per dyne. This new value of S, leads to a new value of S, of — 9.43 X101" sq cm per dyne. The values of the other coefficients are unchanged. results. This value compares with the value of 12.3X10 sq cm per dyne reported by Schmid and Boas? The new results are summarized in Table 11. These results follow similar qualitative trends, previously published,' relative to the effect of zinc content. However, the derived values of C11, C,, C,, and K are so sensitive to the uncertainty in the first decimal place of the S, values that they are probably not useful. This uncertainty must also apply to the previous results of Masima and Sachs," who obtained S, values from a similar extrapolation drawn wholly above their data points. The members of the Institute have probably seen in the daily papers notices of the plans of the Secretary of the Navy to. form an Advisory Board to assist the Government to make available the latest inventive genius of the country. Secretary Daniels has appointed Mr. Thomas A. Edison Chairman of this Advisory Board and has officially invited the Institute to secure the selection of two of its members to serve. on this Board. The Secretary in his letter states: "I feel that the work your Institute has done has been such as to give it the right to be in a way officially represented, and the Navy Department desires in this way to testify to its own appreciation of the splendid work for our country that your Institute has done. I have the emphatic approval of Mr. Edison, and he agrees entirely with me that your Institute should he represented in this way and that no better method of getting the kind of men we need could be devised." The invitation of the Secretary of the Navy has been officially accepted and steps have been taken to nominate the two members. Since the Constitution provides for no meeting of the Board of Directors until September, and as Secretary Daniels urged early action, the matter was discussed at a special meeting of the Executive Committee of the Institute, at which were present as many members of the Board of Directors as were in New York City at the time. Invitations were also extended to other members of the Institute who happened to be in the vicinity. At this meeting it was decided to submit the matter by a special letter-ballot to the Board of Directors and in doing so to suggest or nominate five members of the Institute, accompanying this nomination with the statement that the Directors might vote for two of the members so nominated or for any other members of the Institute not so nominated. It was voted at this meeting that it. was the sense of those present that in view of the fact that this committee was an advisory one the type of men to be chosen should be men of administrative or executive ability, cap-

During construction of the Washington Metropolitan Area Transit System, the hand-mining of a mixed-face condition was anticipated on a portion of tunnel located in the downtown area of Washington, D.C. The Section, consisting of two circular tubes, extends from Station 12+80, heading in a westerly direction, traverses along a curve under Lafayette Square, and ends in a northwesterly direction at Station 37+62 (see Fig. 1a). It was near the northernmost portion of the section that the mixed-face condition was encountered. Decomposed rock was first encountered in the invert at Station 31+00. From this point the rock gradually increased in height until it intersected the springline at Station 37+62, the project limit. Summarized within this paper are measurements of the soil load on a horseshoe-shaped portion of tunnel located in the mixed face condition. These measured loads are compared to the soil load on tunnels as determined by current design methods. The paper also discusses rib and surface movements associated with the post loading process. Comments will be made on how the presence of a mixed face condition might help or hender the tunnel design and construction procedures.

COLCOCK JONES FRANK ROBBINS The February meeting of the Southern California Local Section-was held at the headquarters in the Chamber of Mines and Oil of. Los Angeles on Feb. 17, C. Colcock Jones presiding. Fourteen members were present. The subject announced was Ore Sampling. W. M. Watts opened the discussion by a general outline of the important points to be covered, in sampling a mine and the methods to be used in the various stages of the work. All the members present successively contributed details from their personal experience. The March meeting of the Section was held at its headquarters on Mar. 15. Twelve members were present, with Dr. Theodore B. Comstock in the Chair. The subject announced was Secondary Enrichment and all present took part in the discussion, Frank Robbins contributing a short paper on some observations in Central America. THE hardening of alloys by the precipitation of a second phase has long been an important technological process. One approach towards improving our understanding of this phenomenon has been a correlation of mechanical properties with such parameters as particle size and inter par ticle spacing.' Several reviews of such data have appeared.2-4 A major limitation to this approach has been that for most alloys the particles are submicroscopic in size in the range of optimum hardness. Precipitation-hardening copper-cobalt alloys, therefore, are of interest, because the ferromagnetic properties of the precipitate make it possible to measure particle size, number of particles, and so forth, from magnetic measurements alone.5, 6 Livingston and Becker7 have applied these techniques to a study of precipitation hardening in an alloy of 2 pct Co in copper. It was found from magnetic measurements that nearly all the cobalt to be precipitated was out of solution within a few minutes at 600°C, whereas the peak in tensile yield stress was not attained until a much longer aging time. Thus during the first 1000 min of aging time at 600°C the Yield stress was increasing while a constant volume of precipitate was coarsening, i.e., while particle size and interparticle spacing were increasing. Peak yield stress was reached at an average particle radius of about 70A. The earlier study was confined to one alloy at one aging temperature, so that the volume fraction of precipitate was fixed and, therefore, particle size and interparticle spacing could not be independently varied. The work has now been extended to several alloys of varying percentage cobalt in copper, and to aging at various temperatures. It was hoped that such a study might clarify the relative importance to precipitation hardening of particle size, interparticle spacing, and volume fraction of precipitate. EXPERIMENT The alloys studied contained 0.7, 1.3, 2.0, and 3.2 wt pct Co in copper. They were prepared from electrolytic copper and electrolytic cobalt in a vacuum -induction furnace, worked to 3/8-in.-diam rod, and machined into tensile specimens with a gage section 1 1/2 in. long and 3/16 in. in diam. All specimens were given a solution treatment consisting of a 30-min anneal in nitrogen at 1000° C followed by a quench into iced brine. Subsequent aging was done in nitrogen and followed by a water quench. Average grain diameter was approximately 0.01 in.

Burra was the largest metalliferous mine in Aus- tralia between 1845 and 1860 and employed as many as 1000 men and boys. The workforce was predominantly Cornish, Burra being the first con- centration of Cornish folk in Australia. The sur- face and underground mining operations were typically Cornish and virtually all positions of responsibility were held by Cornishmen. Beam pumping and winding engines were imported from Cornwall and housed in traditional Cornish engi- nehouses. Burra had the first significant number of beam engines in Australia: six were installed between 1849 and 1861. These engines, ranging in size from 20 inches to 80 inches in diameter, were used for pumping, hauling, and driving Cornish roll crush- ers and dressing machinery. Derelict enginehouses of the great beam engines are a striking reminder of former mining activity in Cornwall and South Australia. In South Aus- tralia about 35 enginehouses were erected between 1848 and 1887, of which eight still remain, three of them at Burra (Figure 1). These remain as a tangible link with the Industrial Revolution.

Tunneling, for transportation, began in France with the Milpass Tunnel on the Lanquedoc Canal in 1680. Of course, the ancient miners had been driving tunnels in search of minerals since the dawn of history but this Milpas Tunnel was the first tunnel exclusively for transportation. In England in 1760, the Duke of Bridgewater opened a canal from his coal mines to Manchester, 10 1/2 miles away. At the mine, he drove a tunnel into the mountain so that the miners could shovel the coal directly into canal boats. James Brindley, an untutored genius, was his engineer and this whole transportation system was an instant success and very profitable through the years. Within a dozen years the Duke, again with James Brindley, opened up the Grand Trunk Canal, 139 miles in length with five tunnels. There was one major tunnel on this system, the First Harecastle Tunnel, 1 1/2 miles in length. But this tunnel was too small. It was only large enough for one 7-ft wide boat which had to be "legged" through by boatmen laying on their backs. By 1824 a second tunnel was driven parallel to the first one, but it had a towpath through it for horse haulage. This was the beginning of the " Industrial Age" and tunnels became a very important part of that era.

The sudden death of Dr. Drown, on Nov. 17, 1904, brought to multitudes the pang of personal loss. Of all those who, as students at Lafayette College, the Massachusetts Institute of Technology and Lehigh University, were brought under his influence, not one can have forgotten him, and all will now acknowledge, with an unfading gratitude, what they owe in professional equipment to his wise, clear, skillful guidance, and in character to his sympathetic, stimulating personality. Outside of this wide circle, the experts of both hemispheres will lament the departure of one who, in his department of scientific investigation, both knew what work was needed, arid how to do it so that it needed not to be done again. The older members of the Amierican Institute of Mining Engineers will remember with gratitude the part he took, as Secretary from 1873 to 1884, in promoting the interest of that organization, and in shaping the plan and policy which it has followed with such noteworthy success. And, in addition to all these (though partly included among them), there are a host of friends, who can scarcely think of the public loss by reason of their own. Thomas Messenger Drown was born March 19,1842, at Philadelphia, Pa. His parents were natives of New England; and he was the youngest of their three sons. A discussion of the probable future use of coal for power development involves the study of several basic factors, such as future demand for power, the quantity and availability of fuels in direct competition with coal, the price of coal, and a closely related factor—the efficiency and cost of fuel utilization. Predictions based on purely statistical analyses of past coal consumption have definite limitations. For example, statistics showing the relation between coal utilization and total energy consumption from all sources between the years 1890 to 1930 indicate that during that period the energy consumption per person in the United States increased five times, while the coal consumption per person increased only twice1, and there has been an actual decrease in per capita coal consumption since 1920. Figures such as these, compiled by authentic agencies, emphasize the need for caution in attempting estimates as to the future use of coal, and, incidentally, would seem to offer little basis for optimism in the coal industry. They also suggest the value of analyzing broadly the part played in the past by the related factors of power consumption, competitive fuels, coal prices and the efficiency of utilization. Proper weight must also be given in such a study to the present status and limitations of power-plant developments, arid to the question of what the coal industry itself can do to further its own interests arid influence the consumption of its product.
