This paper discusses the financial health of the U.S. mining industry and its ability to meet the future raw material requirements of this country in the context of resource independence. The title of this paper begs several questions, and three will be raised here. The answers to them will form the basis for discussion. The three questions are: What does one mean by resource independence. How is the U.S. mining industry defined. How is financial health measured.

I. Introduction Refractory metals like tungsten, molybdenum, rhenium, tantalum and niobium and their compounds are essential ingredients of our modern technology. Especially in purified form, they are used in special alloys, electronics, optics and ceramics. The processing route from raw material to high purity refractory metals and their compounds includes, as a prime option, the following steps: - dissolution of raw materials. - liquid liquid extraction. - precipitation of high purity intermediate compounds. - calcination/reduction to high purity oxides/metals. Especially in the first three steps, major amounts of chemicals like acids or sodium hydroxide are used and, as by-products, substantial quantities of residues and effluents are generated. The impact of environmental regulations on these by-products and the attempt to reduce or minimize the amount of residues and effluents produced will be discussed in this presentation using Ta/Nb chemistry as the example. The basis of our considerations will be the way these by-products are handled at HCST, a major, and in some cases, the biggest producer of refractory metals (tungsten, molybdenum, rhenium, tantalum, and niobium).

Installation of flotation equipment is a lengthy and intricate process involving conceptual design, detailed design and layout, equipment installation, equipment commissioning and handover prior to the plant commencing operation. During these steps, mistakes are often made that lead to increased costs and/or schedule delays in bringing the new equipment online.This paper presents a series of recommendations for the installation and commissioning of flotation equipment to minimise mistakes and ensure that plant production commences efficiently with a minimum of resources. The advice herein is based on lessons learnt from recent flotation equipment commissioning. Obtaining funding for construction relies on a positive Feasibility Study and a host of other related activities. This paper looks at the financing process and work required to support it, during and after the Feasibility Study, and bring it to a successful closing. It will include comment on the significance of permits, environmental plans, construction contracts, offtake arrangements, hedging, insurance, and others requirements to support a financing plan.

This study presents the results of the mineralogical characterization of Ti-Zr ore from the Jiboia deposit, located in the municipality of Brejo Grande, Sergipe State, Brazil. The goal is to identify the main Ti, Zr, and REE carrier phases in the different particle size fractions in order to subsidize the development of a cost-effective processing route for the production of heavy minerals concentrate. The mineral resources are estimated at 31.5Mt @ 3.5% of total heavy minerals (THM) for the Jiboia Ti-Zr deposit, of which 5 Mt @ 3.39% THM were classified as measured and indicated. The mineralogy of the heavy mineral concentrate recalculated to 100% is represented by 22% pseudorutile, 20% ilmenite, 15% zircon, 5% rutile, 2% monazite, and 36% gangue. The ore minerals are preferably concentrated in the 150 × 53-μm granulometric fractions, which represents 80% of the THM and only 27% of the ROM (Run-of-Mine) ore. Therefore, by cutting the ore to 150 μm, it is possible to discard 73% of the ROM mass and recover 80% of the THM, including 100% of the zircon and monazite which are the most valuable minerals present in the heavy mineral concentrate. The global recovery of THM starts to decline rapidly in the fractions finer than 106 μm and the mass disposal (tailing) does not follow in the same proportion. Higher zircon contents in the concentrates of the fractions finer than 150 μm imply a significantly lower recovery of heavy minerals like ilmenite, pseudorutile, and rutile that make the fractions coarser than 150 μm.

"A history of mill strain gaging at Metso is presented. The output of these strain-gaging programs is compared with calculated stress ranges from different finite element solutions. These comparisons expose the amount of approximation that exists in the analytical solutions, starting from geometry, and material properties, and ending with different forms of internal load models. The influence of strain gaging results on mill design and analysis practices is also discussed. While these instrumentation programs are valuable in identifying areas of high stress in mills, and locations of stress concentration factors, they are by no means extensive or comprehensive enough to verify general internal load models. The vast majority of the programs were aimed at getting additional data about potential failure points, rather than describing overall mill stress behavior. This is especially true since the more recent gaging programs have not included the difficult task of gaging the mill rotating structure interior. This paper tries to avoid the novice path of leaping to general conclusions on the basis of insufficient data."

The Blackbird district, Lemhi County, Idaho, has long been recognized as a potential source of cobalt and copper. However, the comparatively low grade and small size of the known ore bodies, the small demand for cobalt, and. the lack of adequate roads throughout the region precluded extensive exploration of the early discoveries in the area. Recent advances in alloy metallurgy, accentuated by wartime activities, greatly increased the demand for sources of domestic cobalt. Beginning In 1941, engineers of the Bureau of Mines conducted an examination and exploration program in the Blackbird district. This work was supplemented by an exploration program by engineers of the Howe Sound Mining Co., 730 Fifth Ave., New York 19, N.Y.

Hillgrove Resources (HGO) commenced open pit mining in 2011 and from 2011 to 2016 the geology team experienced a consistent negative reconciliation between grade control estimated copper (Cu) grade and the mill received grade. For the first four years, despite trialling various grade control strategies, the monthly variance between geology and mill copper grades fluctuated between -5 per cent to -17 per cent Cu metal depending on the style of mineralisation.In 2015, HGO embarked on various measures which resulted in changes to grade control practices under the advice of consultants. These changes to grade control sampling, estimation and block out practices resulted in six to seven months of consistently poor Mine to Mill reconciliations from -25 per cent to -28 per cent Cu.In an effort to mitigate these poor reconciliations the geology team reintroduced the preconsultant block out and geology driven grade control methods. Blockout reconciliations from this point emulated those seen originally from -8 per cent to -12 per cent (Cu per cent). Early in 2016 the geology team introduced conditional simulation for grade control as opposed to ordinary kriging to better characterise the grade distribution, introduced separate estimation parameters appropriate for every zone of mineralisation, implemented a maximum profit function to optimise the selection of ore and waste, and retained the geology driven block out processes. Since March 2016 the mine has experienced consecutive months of positive Mine to Mill reconciliations, the first seen in six years. Year to date the expected copper metal is within 1 per cent of mill reconciled copper metal.This paper will compare the various sampling methods, estimation algorithms and block out procedures from the past six years to arrive at a robust open pit operating procedure applicable for mineralisation with high short scale variability.CITATION:Reid, M and Arbon, H, 2017. To overcome the difficulty of accurately judging the load state of a wet ball mill during the grinding process, a method of mill load identification based on the singular value entropy of the modified ensemble empirical mode decomposition (MEEMD) and a probabilistic neural network (PNN) classifier is proposed. First, the MEEMD algorithm is used to decompose the vibration signals recorded under different load states to obtain the intrinsic mode components, and a correlation coefficient threshold is used to select the sensitive mode components that characterize the state of the original signal. Second, singular value decomposition is used to obtain the singular value entropy. Finally, the load state of the wet ball mill is judged based on the magnitude of the singular value entropy. A characteristic mill load vector is constructed from the singular value entropies of the cylinder vibration signals recorded under different load conditions and is used as the input to a PNN, which then outputs the predicted ball mill load state; in this way, a load state identification model is established. Grinding experiments are presented to verify the effectiveness of the proposed method, showing that the method can accurately identify the load state of a wet ball mill. ()

From 1999 to 2008 rock related accidents accounted for 75 fatalities, nearly 6,000 injuries and almost 14,000 incidents (Pappas and Mark, 2011). Clearly this shows that rock related safety on coal mines remains a serious issue and more effort is needed to address this hazard. This paper reviews support design considerations and monitoring needed to improve rock related safety in room and pillar coal mines in the USA. From the present study design considerations continue to evolve and improvements in technology and a better understanding of failure mechanisms and methods to prevent these failures from occurring are in place. At first glance, the design of safe and efficient underground openings appears simple until the designer begins to realize the complexities and variability of geometries, geology, loading and stress influences, support designs and other factors such as corrosion and economics. Ultimately the goal of all designs is to ensure that it can be completed safely, last for the duration of the design life and it is economically feasible.

To meet the increasing demands of the quality and long term stability of technical systems also the applied materials have to full fill higher standards. This is of special importance where the function of a whole system depends on the reliability of the used materials for example for connector systems in automotive, computer and other electronic equipment?s. In most cases for connector systems electro deposited top layers are applied. To improve the quality of the applied layers new electro deposited systems are developed. One important field of research are the development of composite materials as dispersion coatings and multilayer systems. Multilayers are systems with a high number of single inter-layers of different metals or alloys with the wide chance of the alloy composition. As gold is one of the most important contact material for high quality connector systems it is used as basis for the development of multilayer systems. For the electrodeposition of multilayers two different methods can be applied, the single and the dual plating process. As in the dual plating process two different electrolytes are used, the single plating process allows the formation of multilayers from one electrolyte. In the presented research results cobalt and nickel are used besides gold for the formation of the multilayers. The properties of the layers can be influenced in a wide range by the change of electrolyte composition and the process parameters as current density, current waveform, temperature, hydro-dynamic conditions at the electrode surface and by the number and thickness of the inter layers of the deposited materials. The paper describes the fundamentals of the electro deposition of multilayer systems. For the investigation of the properties of the multilayers different techniques are applied. One of the most important parameter are the thickness of the total layer and of the applied sublayers. The thickness of the sublayers can be varied between a few nanometers up to micrometers. The wear resistance, the contact resistance and the plug-in forces are measured as these parameters are important for the technical application of such layers. For the description of the structure composition and surface properties the sample where also investigated by scanning electron microscopy (SEM), energy dispersive x-ray-analyses (EDX) and glow discharge optical spectroscopy (GDOS). The paper shows that the deposition of gold based multilayers is possible and that the properties of such systems can be varied in a wide range what opens new fields of applications of such materials.

For low-head pumping of small quantities of water, the water jet, or hydraulic educter, has been used to advantage by Eagle-Picher Mining and Smelting Co. in the Tri-State district. Water-jet pumps are used for draining sumps and pockets up to 15 ft. in depth. They have been used very successfully when only moderate amounts of water are encountered in taking up bottom. A small, easily handled unit is desirable in this work, especially while opening and deepening a new stope. Small air pumps are convenient but can be used only on the day shift, when air is available. Obviously, a jet pump of smaller capacity but operating 24 hr. prevents lost time at the start of each shift. No tests have been made on their power efficiency, but admittedly it is low. However, for certain kinds of work this is offset by their handiness, low initial cost, low upkeep, and reliability. They will handle slime and sand without ill effect, and will continue to pump indefinitely on air. This foolproof 24-hr. performance has led to their continued use at some places even after electric pumps with better power efficiency could have been installed. The success of jet pumps depends largely upon a cheap source of high-pressure water. Owing to mine depths in the Tri-State district, pump pressures range from 100 to 150 Ib. per sq. in. In many mines it is common practice to handle the normal inflow water with triplex pumps ranging in size from 3 to 8 in. The pumps operate 24 hr. per day, and, in order to handle emergency conditions, are speeded slightly faster than necessary to pump the normal inflow. The sump level is governed by controlling the by-pass water with a butterfly valve and float. This method is somewhat wasteful of power, but permits the pumps to operate with a minimum of attention. Such an installation is visited once a day to check lubrication. Hence, if some of this water, normally by-passed to the main sump, were used to operate a jet pump, the power cost could be considered low regardless of efficiency. Figs. I and 2 show two water jets that have done satisfactory work. The one in Fig. 2, made up entirely of pipe fittings, may be of interest partially because of its novelty, but does better work than its appearance indicates. The pipe fittings for this jet as shown cost $2.20. Some improvement in its design may be made by cutting out the 135 by 1¼-in. reducer to a smoother taper as shown by dotted lines. A 3-in. suction pipe is sometimes used in order that the discharge may be as straight as possible. A 2-in. discharge line has been used frequently, but 3-in. pipe is used where several hundred feet of discharge is required.

Blasters are usually strictly liable for injury or damage caused by flyrock (trespassory invasion) and blast-induced vibrations (non-trespassory invasion). The application of strict liability to non-trespassory invasions has resulted in significant litigation that has hampered the use of blasting and the blasting industry. Stark (2002) proposes that blasters should not be held strictly liable for non-trespassory invasions but should be liable only if their conduct is proven to be negligent. This change in legal standard was proposed because improvements in blasting technology over the last thirty years allow blasting to be conducted without substantial risk of harm to property and thus the amount of harm imposed by a blast can be related to the level of care exercised by the blaster. It is anticipated that a negligence standard will reduce the amount of litigation because a plaintiff will have a greater burden to overcome. To facilitate the acceptance of a negligence standard by a court of law, this paper summarizes the standard of care using the 1977 Surface Mining Control and Reclamation Act, extensive U.S. Bureau of Mines research, and current blasting techniques, such as blasting mats. It is important for the blasting industry to promulgate a standard of care so a judge can feel confident that blasting can be routinely and systematically controlled and if the legal standard is changed from strict liability to negligence a subsequent judge or jury will be able to evaluate the level of care exercised by the blaster. This paper also suggests that the industry and/or ISEE develop and disseminate a comprehensive standard of care that courts can use to further justify a change from strict liability to negligence and evaluate the standard of care.

As part or a programme to raise lead smelter capacity from 65.000 to 140.000 tons bullion per annum. one new 1000 sq. ft. updraught area sintering machine replaced eight small downdraught machines.The metallurgical specifications were based on and laboratory tests at Mount Isa. Existing practice filtering concentrate as part of the charge preparation system and discharging wet filter cake to mixing was retained. This dictated a hot return fines circuit to maintain the required feed moisture content at low return sinter ratios.The engineering specifications provided for cenlralized control of plant and process, minimum operating labour, high plant availabi;lity and highest standardsof hygeine. Crushing and conveying capacity was set to cater for the most optimistic level of sintering capacity.On start-up a number of major engineering and hygiene problems became apparent, in addition to normal teething troubles. These problems have largely been overcome and reliable operation. at less than optimum production rate is now being achieved.

Among its investigations into the prevention of waste in production and use of oil and gas, the Bureau of dines has made considerable study of the efficient utilization of gasoline and by-product distillates in motors, this being done chiefly by measuring and analyzing the exhaust gases therefrom. A number of reports3 of a highly practical nature have been published and are available on this subject. The results of these tests have shown that the average motor vehicle wastes approximately 30 per cent of the heat value of the fuel used, as incomplete combustion products - carbon monoxide, hydrogen, and methane, These unnecessary large heat losses are mainly due to improper carburetor adjustment, and by proper¬ly adjusting the carburetors for maximum power and efficiency a large part of this heat loss can be eliminated. This in turn results in an increased mileage per gallon of fuel used.4

There is a markedly increasing tendency to design deeper and deeper mines, to use larger amounts of explosive per round, to increase the advance rate of the excavations and so the natural ventilation tends to be more intense in the new mines. For this reason, the mines that make use of powerful mechanical ventilation should also take into account such factors as natural ventilation pressures, especially in the case of mines excavated in high-temperature rocks for which natural ventilation is particularly intense. The results of the studies reported here refer to a very hot mine excavated in an area with a high geothermal flow (the Boccheggiano - Campiano mine, southern Tuscany). At various external temperatures, experimental measurements and analyses have been made of the trend of the thermodynamic characteristics of the ventilation air and of the trends of the air/rock heat exchange along the downcast shaft and along the upcast shaft. These data were then used to work out approximate values of the corresponding natural ventilation pressures. After having identified the most conspicuous variations of the thermodynamic parameters of the ventilation air and the factors causing them, an assessment was made of the repercussions they have on the air flow rates and, above all, on the climatic conditions of the underground excavation sites. The natural ventilation pressures were found not to be constant in time; indeed they change continously and it is difficult to predict the changes. Moreover, it was found that their influence on the ventilation of a section of the mine network is greater if the effect of mechanical ventilation on that section is weaker. In the mine section where the measurements were carried out, some portions were found where the ventilation could become insufficient as a result of the effects of natural ventilation pressures. Finally, some guidelines to be followed in designing hot mines have been put forward which ensure efficient ventilation throughout the network at times with the aid of the natural ventilation pressures, which in certain circumstances may reach very high values in mines of this type.

"The thermal decomposition and regeneration behaviors of wüstite were investigated by in situ high temperature X-ray diffraction (HT-XRD) under non-isothermal condition at heating rate of 4 K min-1 in vacuum ranging from 294 K to 973 K. Wüstite on heating decomposes to magnetite and iron up to 823 K, above which it exhibits marked tendency to regenerate. Investigation of thermal stability of the reaction system shows that the decomposition proceeds under kinetic reaction control while the regeneration is under thermodynamic control. Kinetics study based on the Coats-Redfern integral approximation method indicates that the decomposition reaction follows a Komatsu-Uemura model-based diffusion-controlled kinetics with activation energy of 32.860 kJ mol-1. The thermodynamics analysis of regeneration reaction demonstrates that wüstite regenerates at lower temperature than stoichiometric ferrous oxide.IntroductionOwing to its importance in preparing various magnetic ceramic/metal nanocompostites or nanocrystals with high values of coercivity for the application as recording media, wüstite (non-stoichiometric ferrous oxide) has been attracting the attention of scientists over a long period [1-6]. The thermal behavior of wüstite was investigated by several researchers and phase transformations due to thermal decomposition and regeneration of wüstite during the heating in a specific temperature range was observed [7-9]. In spite of wüstite being found to dissociate to magnetite and iron at temperatures lower than 848 K and then regenerates at higher temperature, a clear understanding of the reaction mechanisms is clearly lacking [9]."

Newstan Mine commenced mining operations in 1887 and has since undertaken extensive mining within the Young Wallsend, Great Northern, Fassifern, Borehole and West Borehole coal seams using a range of mining methods including board and pillar mining and longwall mining.Newstan Mine is planning to extend the existing mine workings using longwall and miniwall mining methods to produce up to 4.5 Mt/a of run-of-mine (ROM) coal for at least 25 years. The planned extension in the Main East and South West sections will involve developing new longwall panels and related mains headings. The new area contains higher specific gas emissions (SGE) than previously experienced at Newstan Mine. To achieve the optimum ventilation requirements for the longwall operation in this new area, a new ventilation shaft was designed to be constructed using the blind boring method in the South West Headings section.This paper presents the shaft design parameters and selection criteria for the construction of the new ventilation shaft, including the construction phase and the holing process to connect the shaft to the underground workings. FMC Gold's Paradise Peak Mine was one of the top two producers of mercury metal in North America in 1988 and 1989. As a by-product, elemental mercury is produced from cyanide soluble mercury minerals, primarily to reduce the health risks incurred with the refining of precious metal precipitate containing elemental mercury and mercury amalgams. A discussion of the design, primarily the Merrill-Crowe units, and permitting for the safe production of mercury will be presented. Additionally, laboratory testwork to determine the effect of mercury on reagent requirements in the Merrill-Crowe process will be discussed.

St. Joe Minerals Corp. has a long operating history of utilizing rubber-tired, trackless mining equipment in its Southeast Missouri Lead Belt underground mines. The company's first completely trackless mine, Hayden Creek, was opened in 1952, employing rubber-tired drill jumbos, electric shuttle cars, and articulated diesel trucks. The trucks were comprised of a conventional scraper tractor unit matched with a rear-dump rock wagon. These machines featured the first true earthmover tires to be used underground by St. Joe. The articulated truck concept proved to be very successful, and constitutes an increasing portion of the underground haulage today. St. Joe's second completely trackless mine, the Indian Creek property, was opened in 1954; conventional 9.1-t (10-st) rear dumps were used for haulage. Main haul roads were designed to be wide and fairly level to accommodate speeds of 32-40 km/h (20-25 mph).
