"Since the adoption of open-door policy 30 years ago, rapid economic growth has resulted in serious resource depletion and environmental destruction, especially in mining areas. As an urgent response to this situation, the central government and the Ministry of Land and Resources (MLR) have adjusted policies with concrete and realistic actions for halting this trend of non-sustainable mining activities in China. æGreen Mine CampaignÆ is one of the actions implemented. In 2010, MLR announced the æGreen Mine CampaignÆ, in which existing and new mines will be evaluated against the æGreen Mine Construction StandardsÆ and certified as æGreen MineÆ if complying with these standards. The standards cover five key aspects: the considerations of science-supported resource exploitation efficient resource utilisation standardised management environmental friendliness harmonious community relationship.Every year, MLR reviews ægreen minesÆ from all provinces. Thirty seven mines, including coal, metal, non-metal, gold, chemical industry and building materials mines, passed the review and were certified as green mines in 2010. In 2011, 187 out of 194 mines that participated in the review were certified as ægreen minesÆ. This Bureau of Mines report presents a method of standardizing forecasts of mineral consumption that attempts to resolve the problems caused by the use of different data bases, different definitions of minerals consumption, and different base years for making projections. Using this method, forecasts of U.S. and world mineral consumption, in the year 2000, for nine commodities (aluminum, chromium, cobalt, copper, manganese, nickel, tin, tungsten, and zinc) are standardized and compared. Also selected forecasts or associated growth rates are used to generate implied values of consumption for 1980-83, which are then compared to actual values of consumption for 1980-83. The economic growth predictions underlying the forecasts are examined, and some general conclusions are drawn. A description of each methodology used to generate these forecasts is given in an appendix.

The Per Geijer iron oxide apatite deposits (IOA) display significant potential mineral resources for Luossavaara-Kiirunavaara AB (publ), known as LKAB. LKAB continuously mines magnetite/hematite ores in northern Sweden for almost 130 years. The Per Geijer deposits reveal a high phosphorus content and vary from magnetite-dominated to hematite-dominated ores, respectively. Furthermore, they show a large variation in texture, mineral composition, and relation to wall rocks. The high phosphorus concentration of these ores results from highly elevated content of apatite as gangue mineral. Reliable, robust, and qualitative characterisation of the mineralisation is required as these ores inherit complex mineralogical and textural features. For this purpose, comminution tests at laboratory scale in combination with scanning electron microscopy-mineral liberation analysis (SEMMLA) were carried out. Based on this work, significant information on the modal mineralogy and degree of liberation of minerals of economic interest (eg magnetite, hematite, and apatite) were obtained. Results show that there is a difference in the degree of liberation of magnetite and hematite between ore types. This seems to be dependent both on the size fractions and the dominance of each iron oxide in the individual ore type. The amount of gangue minerals seems to have no significant impact on the degree of liberation after comminution. Apatite is generally best liberated in ore types associated with silicates, regardless of magnetite or hematite dominance. Based on the results of this study it can be inferred that a high degree of liberation of the minerals of economic interest can be achieved. However, results need to be verified with further beneficiation steps such magnetic separation, apatite flotation and possibly reverse silicate flotation.

Anticipating the increasing importance of establishing working conditions on a scientific basis, the Department of Labor created the Working Conditions Service. This service is distinct from that performed by the Mediation and Conciliation branch, which deals with working conditions and industrial relations as controversial issues between employers and employees. The work of the Service is conducted through three coordinated divisions; Division of Industrial Hygiene and Medicine, Division of Labor Administration, and Division of Safety Engineering. The Division of Industrial Hygiene and Medicine will develop standards of sanitation and medical practice in industries. The personnel of this Division is detailed from the United States Public Health Service. The Division of Labor Administration will advise employers as to employment systems and labor management policies, and assist in putting into operation standard policies.

Employing manganese carbonate ore and zinc oxide dust as material, Mn-Zn compound oxide powder for soft magnetic ferrite was prepared by a serial methods, as follows: leaching by using sulfuric acid, removing aluminium and silicon by neutralization and flocculation method, using ammonium bicarbonate to co-precipitating Mn and Zn, calcinations and washing to removing impurity content. The optimal technical condition was obtained by experiments. The difficulty of removing impurity such as Si, Al, Ca, Mg, from leaching solution was solved. The impurity content in the production meets with the preparation standard of high quality soft magnetic ferrite. The compound oxide powder obtained in the experiment was made into lower power loss magnetic ferrite, the quality of magnetic ferrite meet the standard of PC40 which was established by TDK corporation.

A simple gravimetric procedure was developed for the rapid determination of carbon dioxide in coal mine roadway dust samples and the result is used for the subsequent calculation of incombustible matter contentaccording to the requirements of the Queensland Coal Mining Act. The carbon dioxide is determined through loss of mass by a semi-enclosed apparatus, following room-temper.ature hydrochloric acid attack on the sample.With a sample containing 36 per cent carbon dioxide, the achieved standard deviation (ls) of 0·3 per cent CO. is adequate for coal mine roadway dust analysis.This simple procedure enables relatively unskilled labour in mine laboratories, to analyze coal mine roadway dust samples in accordance with the Act. Some 50 analyses can be achieved per day compared with 8 by the Australian Standard Method for coal.

"At Bulga Coal, the objectives of drilling and blasting are to maximise safety and to minimise the totalcost of mining. A recent audit of two overburden blasts established that the standard of drilling and blasting is excellent. No apparent hazards were identified. Laser profiling showed that highwall free faces are reasonably planar with some exceptions, thereby promoting uniform burden distances along front-row charges. However, in three isolated areas along one face, small burden distances existed. The mean and the standard deviation of errors in the collar positions of front-row blastholes was found to be 0.3 + 0.03 m. A borehole video camera was used to show that blastholes did not feature open bedding plane partings, cavities or damage produced by the blast in front of them."

Oxygen has been found to obey Henry's Law in each of the three metals at 1550°C. This paper describes the design and performance of an apparatus for making continuous nondestructive resistance measurements throughout a spool of fine wire. Highly reproducible results on clean and graphite coated tungsten and rnolybdenum wires from 1 to 9.5 mil are presented. A linear relation between resistance and wire weight (per standard length) was obtained on clean wires, but only on those coated wires with very uniform coatings. Results indicating a correlation between tensile strength, hardness, and resistivity are reported. In a previous article1 preliminary experiments were described, indicating the possibilities of a quantitative spectroscopic method for the determination of small amounts of lead in copper, which would be accurate and rapid, and could be carried out in the refining plant by one not skilled in chemical analysis. The present paper deals with the development of the method in the factory, giving the details of apparatus and its standardization, and presenting a comparison of the accuracy of the method with that of the standard electrolytic determination. Comparatively recent Tasmanian legisla tion established a series of rigid control standards for environmental protection just as ma spectacular expansion of the mining industry was nearing completion. Upgrading existing protection to obtain the necessary licence to operate under these new regulations required further major works and involved a considerable outlay of non- productive capital at a time when escalating costs and falling metal prices were straining economic efficiencies to the limit. Late in 1974 a major environmental protection scheme was commissioned by the Electrolytic Zinc Company of Australasia Limited at Rosebery on the West Coast of Tasmania. This 4 million dollar project was specifically developed by the Company ahead of and to meet the new standards for control of total effluents discharged from its zinc-lead -copper-pyrites mine and concentrator.

"As stated earlier the primary goal of the Generic Mineral Technology Center for Respirable Dust is to reduce the incidence and severity of respirable dust disease through advancing the fundamental understanding of all aspects of respirable dust associated with mining and milling and the interaction of dust and lungs. While initial work was directed to coal dust the charge to the dust center has been expanded to include diesel particulates and asbestosis, the latter of deep concern not just to workers in the mineral sector of the economy but also to the general populace.A major facet of Dust Center research has been the analysis and documentation of comprehensive research protocol and procedures that are appropriate state-of-the-art in the various areas of respirable dust. In addition to definition of standardized research protocols and procedures which would be utilized by center personnel for uniformity and reproducability there is a considerable need for utilizing standardized respirable dusts in experiments with consistent, reproducible characteristics which simulate those of actual mine dust. This respirable dust needs to be available in large quantities for a wide variety of research uses that include animal and medical experiments. The dust must be free of the lubricating oils and grinding wheel contaminants that are frequently encountered in laboratory generated dusts.The holistic approach to establishing standardized protocols and procedures applicable to the five major research areas of the center is presented in Figure 5.In one hypothesis, range in coal volatility is considered to be a major causal factor in the incidence and severity of pneumoconiosis. Therefore a suite of characterized standard respirable dust samples have been prepared for researchers from coals representing the western (high volitile A bituminous), central (medium volatile bituminous) and eastern (anthracite) mining areas of Pennsylvania. Quartz, limestone (rockdust) and kaolin clay samples, representing important mineral constituents of coal dust have also been prepared.A suite of medical investigations have been developed utilizing small and medium size animals as well as non-human primates in a variety of dust/lung interaction projects which will be discussed in the next section. A number of respirable dust sampling and dust generation methods have been investigated and selected techniques utilized for both in-mine and in-laboratory research investigations. These will also be discussed in more detail later. A wide range of respirable dust size, chemical and mineralogical analyses have been investigated, standardized and documented for use in various research investigations.This interaction and documentation of various respirable dust sample procedures, animal and medical tests, sampling and dust generation methods, plus size, chemical and minerological analysis applied in the five major areas of research investigation have served to create a very favorable synergism and rapid technology transfer in the respirable dust center."

Increased coal production on longwalls has brought with it higher levels of dust generation. Most U.S. longwall mining operators have difficulty complying with Federal dust standards, which are stricter than European standards. Longwall operators faced with a longwall that is "out of compliance" have implemented a variety of practices designed to reduce dust levels. Mining conditions and other important variables, however, can cause fluctuations in dust levels that may overshadow the performance of a new dust control technique. This can result in the continued use of an ineffective technique or lead to the abandonment of an effective dust control technique. No single technique can keep a longwall in compliance. Maintaining compliance requires a fundamental approach to dust control -- proper application and continued use of effective dust control techniques.

The movement for Federal endowment of engineering and industrial research was revived early in the present Congress by the introduction of two bills into the Senate. The first bill, introduced by Senator Smith of Georgia, provides for the establishment of an engineering experiment station in each state under the direction of and in connection with some university, engineering school, or land-grant college. The state legislature of each state is authorized to designate the institution best equipped to conduct the work but wherever the land-grant college has facilities approximately equal to those of the other institutions of the state, it shall be designated. All designations of institutions are made subject to the approval of the Secretary of Commerce. The Secretary of Commerce is authorized to secure practical uniformity of methods, and efficiency and economical expenditure of funds by indicating such lines of work as shall seem to him important from a military; naval, industrial or national standpoint, but the responsibility for the initiation and conduct of research shall rest with the individual engineering experiment stations. Uniform standards of research are further provided for by making each experiment station a depository of the Department of Commerce and the Bureau of Standards, and the work of each station shall conform to the standards established by the U. S. Government through said bureau, which may whenever practicable utilize the facilities of the station for the prosecution of research.

The fate of generations yet unborn lies in man's hands. Shall it be prosperity, a high standard of living, and the development of spiritual values; or ruin, misery, and a reversion to jungle law? World affairs move in high gear, at high tension, in many directions. Each nation fears the other fellow- races, crosses the white line on curves, skids, takes its half in the center; and the devil take the hindmost. For one, the United States is on the horns of dilemma; it must insure a flow of raw materials of industry and world-wide markets in order that the American people may maintain high standards of living, but the commitments of the United States cannot be fulfilled without trimming present standards of comfort and convenience back to the level of perhaps a quarter of a century ago. A way must be found to retreat without anarchy at home as well as abroad. Everything is relative and all things change, and change is the essence of civilization. It is now clear that man has not kept pace with changes of all kinds, some of them overnight, during the past 50 years. Conventionality has led to stagnation; man now seeks learning of all kinds at an accelerated pace, but men should not be educated beyond their native intelligence for they must be able to apply their education. The Mine Safety and Health Administration. Department of Labor, requires coal mine operators to measure compliance with federal re¬spirable dust exposure standards periodically using approved gravi¬metric samplers. However, the gravimetric approach, with its inher¬ent delays, cannot provide dust concentration data quickly enough to allow on-site correction of inadequate dust control strategies or re¬moval of personnel from harmful environments. Furthermore, alleged tampering with dust samples collected to determine compliance with standards prompted the Secretary of Labor to appoint a special Respirable Dust Task Group to study options to improve monitoring and control of respirable coal mine dust. The Mine Safety and Health Administration's Task Group recommended that the U.S. Bureau of Mines develop a fixed-site monitor that would provide continuous information to the mine worker and mine operator regarding dust levels and the status of compliance with the applicable respirable dust standard. In response to the Mine Safety and Health Administration's request, the U.S. Bureau of Mines is investigating several sensor tech¬nologies for continuously monitoring respirable coal mine dust. One of these technologies is the Rupprecht and Patashnick Co. tapered element, oscillating microbalance. The bureau is in the process of investigating the suitability of using this sensor in the high humidity and vibration environment of underground coal mines. Laboratory tests have indicated that, with modification, the sensor can meet the humidity and vibration requirements for underground coal mine use. Currently, the bureau is developing

Last October a committee was appointed by The War Service Association of Manufacturers of Solder and Bearing Metals, Inc. to consider the report of the U. S. Bureau of Standards to the Conservation Division of the War Industries Board, a letter of the War Industries Board, and the discussions of this letter as reported at the meetings of association and to summarize the information thus obtained. The report of this committee has just been printed. The committee agrees with the Bureau of Standards that 99 per cent. tin can be used. It also finds that a very small amount of lead might increase the tendency of the bearing to crack and that lead has a hardening effect on babbitts up to a possible limit of 10 per cent. of lead. Still in the so-called genuine babbitts, in the presence of lead a certain proportion of low melting point eutectic is introduced which admits of the bearing being poured into thinner sections and is decidedly advantageous in the die-casting process in producing a much smoother casting. But the committee recommends that the Bureau of Standards thoroughly investigate this point. Lead-base babbitts, to give satisfactory service, must be carefully made of the proper raw materials. The bronze hearing that has been thoroughly tinned and containing the thinnest possible babbitt lining is now becoming recognized as the ideal bearing. IN the field of mineral resources, today's problems and those we can reasonably expect in the future are so vast that nothing less than world-wide thinking and world-wide planning will suffice. I can imagine nothing more useful for the Institute to do in celebration of its seventy-fifth anniversary than to hold this conference on world mineral resources. Mineral resources are the basis of any nation's industrial production. Without expanding industrial production, the high standard of living found in the United States could not exist. Without such a standard of living it would be most unlikely that we should have a high level of culture. The hope of the world, as I see it, depends very largely on a general rise in living standards everywhere, and in the general increase of the levels of culture including a sympathetic understanding of the problems of other nations. For this reason, the proper use of the world's remaining mineral resources must be taken into account in any plans to safeguard the peace of the world. Being as exasperatingly human as human beings always seem to be,. we usually wait until almost too late to begin our plans to stave off an impending disaster. We do this as individuals, as components of particular States or Governments, and as citizens of the world. This paper is simply a summary, prepared at the request of the Council of the Institute, of the report of Mr. Albert Ladd Colby, of South Bethlehem, Pa., presented at the New York meeting (October, 1896) of the Association of American SteelManufacturers, on " The Advisability of the Endorsement by the Association of the United States Standard Gauge, approved by Act of Congress, March 3, 1893, to the Exclusion of the Birmingham Gauge, the .Brown and Sharpe, and all Others:" a subject on which, at the Pittsburgh meeting (April, 1896) of the said Association, Mr. Colby had been appointed as a committee. The report favors the adoption, not of the United States standard gauge to the exclusion of others, but of a decimal system of gauging all materials in thousandths of an inch, thus doing away entirely with arbitrary gauge-numbers running in inverse order to the actual thickness. The American Institute of Mining Engineers originated this movement. The report of its committee on a standard wiregauge, presented in October, 1877,* recommended the abandonment of the system of fixed gauges for commercial use, and of the system of representing the diameters and sizes by numbers, and the adoption, in lieu thereof, of the system of expressing sizes in thousandths of an inch or fractions of a millimeter, and the use of the micrometer-gauge as a means of measuring sizes.
