Mark Westfield, writing in The Australian on 16 May 1994 stated: The role of the independent expert is crucial to Australia's investment system. When it falls down, there can be very dramatic consequences. The scope of these consequences was dramatically illustrated in the decision of Rogers J. at first instance in Cambridge Credit Corporation v. Hutcheson (1983) 8 ACLR 123 when the auditors of the failed company were found liable for breach of contract and faced a damages award of $145 million, well in excess of their insurance cover. No comfort should be sought in the fact that this decision was overturned on appeal, for the result of the appeal rested on whether there had been a causal connection between the breach of contract which had occurred and the loss suffered, rather than on the fundamental principle of auditors' liability. Thus: Those who prepare experts' reports in company cases carry a heavy moral responsibility, whatever their legal duties may be... Unless high standards are observed by those who prepare these reports, there is a danger that systems established for the protection of the investing public will, in fact, operate to their detriment through reliance placed on those reports and on the reputations of those who furnish them. In lending his name, the expert will often, as in this case, be lending a name to conjure With.

Traditionally the Pacific Northwest has relied on hydroelectric power, which has been both abundant and cheap. However, comparatively few hydroelectric sites capable of providing low-cost power remain, therefore the need for supplemental thermal generation, perhaps within the next decade, is generally recognized. Based on the present cost and availability of competing fuels, coal seems to be the logical choice for projected thermal power plants. Power companies and public utilities have become interested in establishing reserves of coal for future use. One deposit explored in 1958-59 lies in southern Thurston and northern Lewis Counties, Wash., near Centralia. Drilling, totaling 22,700 feet, proved the existence of 70 million tons of strippable coal--an ample reserve for the projected power plant. The coal, like most others and particularly those of Washington and Oregon, when mined in full seam section by mechanical methods, would require cleaning to make it suitable for use. The amount and nature of the impurities in this coal dictated a thorough investigation of its cleaning characteristics to establish economic factors and to insure proper preparation-plant design. Therefore, arrangements were made through a cooperative agreement to conduct such work at the Seattle Coal Research Laboratory of the Bureau of Mines. This report describes that investigation. The results are of interest primarily in connection with the utilization of this particular deposit, but some of the information developed is applicable to other deposits of low-rank coals in the West, because the impurities in these coals differ greatly in behavior from those generally associated with the higher rank coals of the Appalachian field.

Seawater has become a viable alternative for different uses in copper hydrometallurgy. In this paper we review the main physical and chemical characteristics of seawater and how these influence copper production. Reliable data on the use of continental water are reported, and the current use and consumption of seawater in the Chilean mining industry is analysed, indicating the main areas of use and the main problems encountered. Additionally, the influence of the elements in seawaterthat have the most influence on the extractive metallurgy of copper are considered. The Chilean copper mining industry currently consumes approximately 4.1 m3/s of seawater, which corresponds to 25% of the total water used. The use of seawater for the leaching of copper sulphide minerals, such as chalcopyrite, is beneficial because it provides 20 g/L of chloride, thereby improving copper dissolution kinetics.

This bulletin is the fourth in the series of petroleum bibliographies being published by the Bureau of Mines, the three preceding, Bulletins 149, 165, and 180, being compilations for the years 1915, 1916, and 1917, respectively. In this bulletin the same general plan has been followed in arranging the references, but a few changes and additions have been made in the classification, the more important changes being in the classes "Geology and Origin" and "Refining and Refineries." Dl1'ring the year German periodicals were not available, and, as in the bibliography for 1917, references to articles in foreign journals that were not available have been taken' from other sources and credit given to those sources.

The 1963 Lignite Symposium was held on the University of North Dakota campus, Grand Forks, N. Dak., April 30-May 1, 1963, under the cosponsorship of the University of North Dakota and the Bureau of Mines. This symposium, the third in a series, had as a general objective the dissemination of information concerning advances in technology and utilization of solid fuels, with emphasis on lignitic coals. Approximately 150 representatives of industry, government, and educational institutions from 21 states and 3 Canadian provinces were present at the symposium. Those attending were welcomed by Marling J. Ankeny, Director of the Bureau of Mines, representing the Bureau, and Dean T. H. Clifford, Vice President of the University, representing the University.

The Bureau of Mines evaluated the potential supply of cobalt from known domestic resources, both as a primary product from some deposits and as a byproduct from others, and found that U.S. production could play an important role in meeting U.S. cobalt needs by the mid-1980's. This production would be of a relatively short duration, however, with production declining significantly before the year 2000. As part of the study, a tonnage-price relationship was developed indicating the quantity of cobalt that could be produced from known cobalt-bearing deposits at various primary commodity prices and at a 15-percent rate of return on the required capital investment. All capital and operating costs are calculated in August 1980 dollars, and commodity prices are based on August 1980 prices. Known U.S. cobalt-bearing deposits which represent the current U.S. cobalt reserve base contain some 310,800 metric tons of cobalt in slightly over 1 billion metric tons of demonstrated mineralized material. Approximately 37 percent of the cobalt contained in the reserve base is considered recoverable using existing technology. Of this quantity, some 87,000 metric tons of cobalt is economically recoverable assuming a cobalt price of $25 per pound, a copper price of $1 per pound, and a lead price of $0.40 per pound. Assuming that the cobalt price decreases to $15 per pound, keeping copper and lead prices constant, the quantity that is considered economically recoverable declines to some 45,700 metric tons. Domestic cobalt consumption in 1979 was 7,900 metric tons (17.4 million pounds). Currently, no primary cobalt is produced from domestic resources, and none has been produced since 1971.

Dissolution of chalcopyrite with acidified ferric sulfate produces a sulfur layer on the unreacted chalcopyrite surface that interferes with further dissolution. The U.S. Bureau of Mines has developed a process to improve the leaching kinetics of these types of diffusion-controlled systems. The system features the Bureau-developed turbomill, an attrition grinder that scrubs the reaction product coating away from the unreacted mineral grains during leaching. The system can be operated continuously at any temperature up to the boiling point of the leaching agent. This method is a hydrometallurgical alternative to chalcopyrite smelter technology and eliminates sulfur dioxide emission problems with its associated costs. Batch testing at 900 C with the chalcopyrite-ferric sulfate system resulted in copper extraction exceeding 99 pct. At an optimal energy consumption of 1,520 kW· hjst, 95 pct of the copper was extracted. The pregnant liquor was clarified and tested for typical solvent-extraction recovery of the copper. Two-stage extraction and two-stage stripping recovered 96 pct of the copper in an electrolyte suitable for copper electrowinning.

In this paper the production and stability of crystalline scorodite (FeAsO4·2H2O) is discussed both on the basis of previously published work as well as recent work performed in our laboratory. The production of scorodite, especially from arsenic-rich and iron-deficient sulphate solutions offers a number of operational advantages such as high arsenic content, stoichiometriciron demand, and excellent dewatering characteristics. In addition to hydrothermal production of scorodite the work done over the last 10 years in our laboratory has determined that it is feasible to produce scorodite by step-wise lime neutralization at 90°C. The atmospheric scorodite possesses the same structural and solubility characteristics with the hydrothermally produced scorodite. Long term equilibration tests (up to 66 weeks) in the pH range 5 to 9 and temperatures from 22 °C to 75 °C revealed scorodite to undergo slow incongruent dissolutionyielding a highly metastable nano-sized 2-line ferrihydrite phase. The equilibrium arsenic concentration with this phase was 0.35, 0.96 and 5.87 mg/L at pH 5, 6, and 7 respectively at 22°C. In the presence of gypsum slightly lower concentrations were measured, this being more pronounced at pH>7. It was tentatively deduced that a Fe-Ca-AsO4 association (in the form of a phase resembling the mineral yukonite) contributes to the lowering of As concentration. Finally thermodynamic calculations determined that scorodite is stable in the presence of ferrihydriteunder oxic conditions up to pH 6.75 at 22 °C or higher pH at lower temperature and gypsum-saturated solutions. Mine safety and quality of life of miner working in underground mines depend to a large extent on mine illumination and communication. The provisioning of reliable, safe, and cost-effective illumination is critical, particularly in underground gassy coal mines. To prevent firedamp explosion by electrical switching operation in coal mining industry requires implementing intrinsically safe illumination circuit. The luminaire design also needs to be certified and installed properly. The current illumination systems installed inside mines require a lot of energy which is obtained from nonrenewable resources. In this work, the design and implementation of solar-powered optical fiber-based illumination are studied and implemented in the Jhanjra underground coal mine, Eastern Coalfield Limited, and a Li-Fi-based communication system for underground coal mines is proposed. Silicate optical fibers of various core diameters and numerical apertures are characterized for illumination applications and their efficiencies are reported. The possibility of achieving optical fiber-based solar, laser, and hybrid illuminations in underground mines is discussed. The design and fabrication of a Fresnel lens-based solar tracker for solar illumination are also presented. The optical fiber-based illumination system is installed in an underground coal mine and the illumination of over 70 lux is achieved at the work plane. Finally, optical fiber-based illumination and simultaneous basic Li-Fi communication are demonstrated and will be beneficial to the underground coal mining industry.

"Sierra Gorda SCM is a joint venture partnership of KGHM International (owned by KGHM SA, Poland), Sumitomo Metal Mining and Sumitomo Corp. (Japan) operating in northern Chile. The Sierra Gorda openpit mine and coppermolybdenum processing plant will become one of the largest mines in the world. The need for optimum production efficiency and sustainability has driven the creation of the most modern, wellinstrumented mine in Chile. This article contains a general review of the project including geology and history.This was a fast-track project going from greenfield site acquisition to mill startup in 10 years. Highly experienced and motivated engineers and technical staff have overcome many significant challenges resulting in a rapid ramp-up of production capacity. A potential expansion to double the production rate in the fourth year of operation has also been intensely studied.The Sierra Gorda property is located in the Atacama Desert of northern Chile, in the District of Sierra Gorda, Region II of Antofagasta, Chile (Fig. 1). There is almost no precipitation in this area. The mine site is generally flat with some rolling hills. The project is located about 5 km (3 miles) from the village of Sierra Gorda at an elevation of approximately 1,700 m (5,600 ft) above mean sea level. The village is near a highway and railway line. The city of Calama, home of the famous Chuquicamata Mine, is located about 60 km (37 miles) northeast of Sierra Gorda. In addition, the SG mine is in the midst of numerous other mines including Spence, Esperanza, Mantos Blancos, El Tesoro, Lomas Bayas, Gabriela Mistral, El Abra, Radomiro Tomic and Escondida, to name a few.The primary organizational value at Sierra Gorda is "Zero Harm." This includes employees, contractors, the environment, the community, plant facilities and mine equipment. A cornerstone of this program is called 5X5S (five by five S), which combines the lean principles of 5S with the safety model of taking five steps back and thinking about the task at hand for five seconds, five minutes, the time it takes to assess and manage the risk. "People caring about people" promotes proactive engagement in the safety of coworkers and others at work and at home."

For better understanding and maximal value utilization of the WEEE smelting process, the behavior and distribution of different trace elements must be known. In this study, the behavior of nickel as a trace element was studied in an equilibrium system with metallic copper—spinel saturated iron silicate slag (with 3 wt-% K2O)—iron aluminous spinel—gas. The experiments were conducted in alumina crucibles at 1300 °C, in oxygen pressure range of 10−10–10−5 atm. A time series of 15–60 min experiments was also conducted for investigating the formation rate of the primary spinel phase in the system. The results show that the distribution coefficient of nickel between metallic copper and liquid slag changes from approximately 70 to 0.4 along the increasing oxygen pressure range. In addition, a significant part of the nickel deports into the spinel phase. The spinel formation was investigated based on composition analysis results and visual observations from SEM-images.

The ore studied occurred in the Three Rivers area in China and was a silver-lead-zinc complex ore containing 400.52 g/t silver, 4.77 % lead and 3.47 % zinc. Silver, lead and zinc were the major valuable elements in the ore and copper, cadmium and tin were the associated elements to be comprehensively recovered, whereas arsenic was the harmful element. The element silver occurred mainly in freibergite with small proportion in dyscrasite and other silver minerals. The carrier minerals for silver were mainly galena and oxidized lead minerals and then sphalerite, arsenopyrite and pyrite. The ore contained numerous minerals with complex mosaic texture and the lead and zinc minerals enclosed each other multiply, which made the separation of the minerals in the ore very difficult. Experimental investigation on the beneficiation of the ore indicated that with flotation separation process it was very hard to obtain single lead concentrate or single zinc concentrate that would meet the requirement of market. In the meantime, during the separation process of lead and zinc, silver tended to be dispersed, resulting in a low recovery of silver. Therefore, a rational utilization technique for the ore should be a combined process of bulk flotation to reduce arsenic? sulphating roasting of silver-lead-zinc bulk concentrate-leaching with diluted sulphuric acid to separate silver, lead and zinc. With this process quality lead concentrate containing silver and high grade zinc product and silver product could be obtained. The recovery of silver, lead and zinc in flotation was 85.10%, 84.48% and 82.48%, respectively. The total recovery of silver, lead and zinc in chemical processing was 97.07%(sum of recovery of silver ingot and lead concentrate), 99.61% and 90.93%, respectively.

This paper demonstrates that the introduction of a Battery Energy Storage System (BESS) into an isolated diesel generator based grid has the potential to reduce the electricity cost and deliver a good return on investment. Energy storage also allows for increased renewable energy penetration, into the isolated grid, that further reduces the electricity cost. The isolated power system studied includes several diesel generators of different sizes. The typical operating pattern is for the generators to be run at 80% to 85% of their power rating to deal with load fluctuations. Operating the diesel generators near their full power rating, however, improves their efficiency, in this case, while the frequency and load control can be carried out by the BESS. Operating the diesel generators near their full power rating reduces the number of generators which need to be operating to support a given load. As a result, the improved efficiency of the diesel generators and reduced maintenance cost, for operating fewer machines, are the reason for the savings.

No complete work on explosives, their constitution and analysis, has hitherto been published. Several books that contain chapte.r;s on analysis do not cover the matter thoroughly. Methods tha;t, manu~ facturers, testing stations, and other . agencies have developed to meet their own requirements have not been made public. The Bureau of Mines has issued four publications 1 - cov:eri:ng special phases of the subject. This bulletin. is not inte.nded to replace those reports, but rather to cover present methods employed 'in the , industry and to include all classes of explosives and the materials used in their manufacture. No sharp distinctions can be drawn between classes of explosives. . Surplus military explosives, for example, may be used for blasting, just as blasting explosives, under some conditions, may be employed for military purposes. Moreover, one class gradually merges into another because of similarity in composition. Explosives are here grouped as dynamites, black powders, propellants, detonators, and primers. Some materials are used in practically all these groups ; others in only one. To discuss all the materials that have been or that may be used and the methods for their identification and quantitative determination is not feasible, but the methods described will probably suggest ways of examining new mixtures.

The first decade of the 21st century was one of fundamentally changed dynamics for the minerals industry. Following intense globalization commencing in the late 20th century production is now concentrated into large businesses that can compete across geography in diverse commodities. Asian industrialization and urbanization is now the main driver of growth in demand for energy and materials. Demand for the output of these industries has risen sharply, reversing decade long trends to reduced real commodity prices. Supply responded with expansions of existing mining and processing operations, and large investment in new resource development. Development of new, lower grade or more remote resources was stimulated. Resource development by global entities in frontier environments reinforced the importance of effective forms of social contract, and of stronger environmental performance. The worst economic shock in decades provoked no significant pause despite large impacts on corporate ownership. State owned enterprises commenced unprecedented foreign direct investment in minerals and energy resources. A thrust towards resource nationalism re-emerged as governments sought to ensure that the export of state owned resources contributes more strongly to government revenue, reducing the burden of trade in scarce resources on other trade-exposed sectors. The unprecedented combination of forces at work has made future predictions difficult, with day-by-day volatility in anticipated corporate fortunes, and investment plans. The challenge for process innovation (and for exploration) has been to keep up, maintaining a lid on costs as lower grade and more challenging ore bodies are brought on quickly in a context of competition for land use, community expectations and continued care for natural and living environments. While new projects have provided the necessary platforms for implementation of innovative approaches, there is evidence that a gap may have emerged between the pace of growth and the pace of innovation. The history of a century of process innovation in the context of growth of output, declining resource grades and commodity prices is presented. The necessary conditions for accelerated process innovation are considered, and future needs and approaches are discussed. Keywords: process innovation, resource development

Dump leaching and ,in-situ solution mining have received considerable attention during the past few years due to their apparent economic viability and minimal environmental impact. Solution mining actually dates back to the 17th century when leaching of copper ore was first reported. However-, modern day leaching didn't begin on a wide scale until the mid-1900's. In-situ mining for copper, nickel, salts, and oil shale is currently looking more attractive as the technology advances. Presently, about 15 percent of the copper production in the United States is from leaching operations at approximately 14 active sites, the largest of which are the waste dumps near the Bingham Copper Mine, Utah. To establish a common background, the discussion is centered around state-of-the-art conditions. For dump leaching, complications inherent to the physical conditions and chemical reactions such as channeling, porosity and permeability, sorption, air flow, rock alteration and pH control are discussed. Emphasis is made on those conditions which render solution recovery rates and solution mineral concentrations unpredictable. By illustrating typical and actual field conditions, the generally accepted flow theories for both dump leaching and in-situ solution mining, including rubblization, are presented. For in-situ mining, hydrogeologic techniques such as geophysical well logging, aquifer testing and digital computer modeling are also discussed. The importance of artificial fracturing and well stimulating to solution injection and recovery is made with regard to project development.
