"The U.S. Bureau of Mines established on August 15, 1983, The Generic Mineral Technology Center for Respirable Dust (Dust Center) within the Mining and Mineral Resource Research Institutes (MRIs) at The Pennsylvania State University and West Virginia University, and in association with participating MRIs at Massachusetts Institute of Technology and the University of Minnesota. In 1986, Michigan Technological University (MTU) was awarded a grant through the Dust Center. The center's research program has been developed with recognition of the stated objective of the Federal Mine Safety and Health law, which is ""... (to) permit each miner the opportunity to work underground during the period of his entire adult working life without incurring any disability from pneumoconiosis of any other occupation-related diseases..."" The Dust Center's program is designed to foster an accelerated attack through fundamental research on problems confronting the control of respirable dust in mines. The interactions of the universities and the research program components in the characterization of coal seams, respirable dust particles and the workers lungs are depicted in the logo of the Dust Center.The primary goal of the Dust Center is to reduce the incidence and severity of respirable dust disease through advancing fundamental understanding of all aspects of respirable dust associated with mining and milling, and the interaction of dust and lungs. The Dust Center's research program explores these concerns with the objective of refining existing strategies and developing new respirable dust control techniques that are consistent with the fundamental dust-lung interaction processes that lead to mine worker disability. The work concentrates on: (1) control of dust generation; (2) dilution, dispersion and collection of dust in mine airways; (3) characterization of dust particles; (4) interaction of dust and lungs; and (5) the relationship of the mine environment, geology, and seam characteristics to dust generation and mobility. The fundamental aspects of this work are applicable to the control of respirable dust problems in both hard rock mines and coal mines, and to other dusts such as those generated by diesel equipment. Achieving the Dust Center's goals also involves the training of engineers and scientists, graduate students, and undergraduate students through their respective institutions, and technology transfer to industry. The distribution of personnel in the various universities are presented in Table 1. A directory of Dust Center principal investigators is presented in Appendix 1. A summary of degrees granted and mineral sector employment is presented in Table 2. The subjects of theses developed under the various research projects are presented separately in Volume 7. The center research is fully compatible and complementary with the existing and ongoing U.S. Bureau of Mines activities (see Volume 2). Additionally, the expertise and facilities of the NIOSH--Division of Respirable Disease studies are available as a result of the existing relationship between NIOSH and West Virginia University. Figure 1, Respirable Dust Center Projects and Activities, presents the various projects in the five major areas of investigation and the scope of characterized dust samples, the suite of tests, the sampling and dust generation methods, and the size, chemical and mineralogical analysis performed in the center. Table 3 presents a summary distribution of the 95 publications and presentations that have emanated from the center. In addition there are more than thirty presentations made at each annual Dust Center review meeting. The titles, authors and location of presentation for publications supported by the Dust Center are presented in separate publication volumes for 1984 (Volume 3), 1985 (Volume 4), 1986 (Volume 5) and 1987 (Volume 6)."

"Raman spectroscopy is used to quantify the extent of disorder in the carbonaceous matter associated with preg-robbing ores. Previous studies of Goldstrike ores showed that the height and width of the peaks for the “D” (disordered) and “G” (graphite) bands, the so-called “Raman ratio” had a strong correlation to the preg-robbing value (PRV) measured for various ore samples. A brief literature review on Raman spectroscopy as it applies to preg-robbing ores is presented. Further, recent studies, presented here, have shown no correlation between the Raman ratio and the PRV for a wide variety of ores. This suggests that the extent of organic carbon crystal disorder is not the main factor in determining preg-robbing characteristics.INTRODUCTION Preg-robbing may arise from natural carbonaceous materials in the ore. Several mechanisms have been proposed in the past decades including a physical sorption process by the carbonaceous matter, or via the reduction of aurocyanide at the mineral surface (Abotsi & Osseoasare, 1986; Afenya, Osseoasare, & Abotsi, 1983; Tan, Feng, Lukey, & Van Deventer, 2005). Nevertheless, the mechanisms of preg-robbing remain poorly understood. Understanding the nature of the preg-robber is of practical importance for the selection of a suitable treatment process. Fine carbon particles in the ore have been recognized as preg-robbers due to their similarity to the activated carbon used in the carbon in leach (CIL) or carbon in pulp (CIP) processes. Previous research has illustrated that the activated carbon (also referred to as amorphous carbon in some literature) has a much higher absorption ability than pure graphite with high crystallinity (Adams & Burger, 1998). Adams et al (Adams, Swaney, Friedl & Wagner 1996) concluded that carbonaceous matter is largely responsible for the overall preg-robbing capacity of a given ore. However, the mechanism of carbon preg-robbing was still not clear mostly due to the complexity of amorphous carbon and its behavior in different solution matrices, and at different pH and temperature (Adams, 1990, 1993)."

"The assessment of integrity in plants is discussed, together with the codes that are being developed for in service evaluation of engineering fitness for service. The use of Risk Based Inspection is described and some examples are provided of the evaluation of in service components in which flaws have been detected. An example of the assessment of the structure of a mine processing facility is described, and application of Risk Based Inspection and plant assessment procedures to mines is discussed. Periodic assessment of large plants and components to determine their integrity for continued safe operation is becoming a more accepted approach than formerly when regular shutdowns were the normal practice. This is on the way to becoming the preferred procedure for petrochemical plants and power generating plants, and the same philosophy is appropriate for many mining operations. Both the American Petroleum Institute (API) and the American Society of Mechanical Engineers (ASME) have committees developing codes for the continued operation of equipment as distinct from the existing design codes. The philosophy is one of risk-based inspection, which can be on a purely qualitative basis or more quantitatively based.The purpose is to reduce the inspection of unnecessary and non-critical items and to concentrate on the most critical components, reducing costs and downtime and increasing safety. The approach differs from that considered by many maintenance engineers, in that defects that are identified during an integrity evaluation do not automatically cause a component or structure to be condemned or require that repairs are made right away. The seriousness of the defect must be considered and the safe operating life can be estimated before it becomes necessary to replace or repair the unit or component. This is no different from what is done today with passenger aircraft and, to an increasing extent, with pressure vessels, reactor vessels and similar components in the petrochemical and power generating industries."

The inversion of rock mechanical properties based on well-logging data is a common method to drillbit selection in petroleum engineering, the basic principle of which is to use deep-well logging data and experimental regression model to calculate rock mechanical properties. The profile of rock mechanical properties can be established. According to the profile, the type of drillbit can be selected in different formations, which will improve the economic benefit of bit use indicators. Compressive strength of rock is one of the most important parameters. Conventional method to establish regression models of acoustic velocity and uniaxial compressive strength is on the basis of rock core sonic experiments and uniaxial compressive experiments. However, with the increase of deep drilling operation, triaxial compressive strength prediction model will play a more vital role in drillbit optimization selection in deep wells and improving ROP (Rate of Penetration). Triaxial compressive strength is an important parameter to evaluate the formation strength property. In this paper, to the sandstone commonly encountered in oil drilling, combined the rock mechanical experimental results with the changing porosity experimental results under confining pressure, a new interpretation model of triaxial compressive strength based on well logging data is proposed. Firstly, three types of sandstone samples are collected. Then measured components, uniaxial compressive strength, triaxial compressive strength and porosity. Experimental results show that: confining pressure has a significant influence on sandstone strength, with the increase of confining pressure, triaxial compressive strength increase; furthermore, the triaxial compressive strength of different porosity sandstones have different change rules when confining pressures changes; sandstone porosity decreases with the increase of confining pressure and it obeys logarithmic function. According to the results, regression models of sandstone, in-situ uniaxial compressive strength model and uniaxial compressive strength model under normal pressure are generated. Meanwhile, using well logging data in the acoustic velocity, density and gamma value can derive in-situ rock formations uniaxial compressive strength and in-situ porosity. Eventually, a new model established in this paper, containing in porosity, uniaxial compressive strength, lateral pressure and power exponent of regression, can predict triaxial compressive strength which will guide drillbit selection.

The heavy media process is now being used extensively throughout the world for the gravity concentration of a great number of different minerals. The process is a commercial adaptation of the heavy liquid procedure which has been used in laboratories for many years to separate mineral of different specific gravities. In the heavy media process, a suspension of finely divided particles in water is used to increase the apparent specific weight of the fluid to the desired separating point. The original heavy media process used sand, galena, pyrite and occasionally other materials as the solid constituent of the separating suspensions. As the process developed, the need for a more universal media meeting the following requirements was recognized: 1. High specific gravity. 2. Resistance to abrasion. 3. Resistance to corrosion, 4. Readily reduced to a suitable size consist for suspension in water. 5. Available in quantity at economical price levels. 6. Easy to recover by a simple method.

Coal is the prime source of energy in India. It now contributes to about 55% of the total power generation and will continue to have its major share in the energy mix of the country in the foreseeable future. Thermal coals of India, known for their wide variations in nature and categorized as difficult to wash due to their typical mineral matter association with the organic matrix, need suitable beneficiation technique for quality upgrade for improving the overall economics, efficiency and pollution free power generation. A non-coking high-ash coal, collected from Vasundhara open cast mine of the Ib Valley Coalfield, Orissa, has been characterized along with its different fractions obtained in the process of beneficiation for distribution of minerals using FTIR, XRD and ash analysis. The raw coal was fractionated by size as well as by density. It has been observed that ash yields and mineralogical composition (found to be mainly kaolinite and quartz) have no appreciable change in different size fractions, indicating homogeneous distribution of minerals in the coal matrix. However, for the different density fractions the mineral composition and ash yield have significant variations. The quartz content of the beneficiated coal visualized with 34% ash yield, as mandated by the Ministry of Environment and Forest (MOEF) for the use of coal in power plants is reduced to half of that of the raw coal. As quartz is the most abrasive mineral in coal, reduction of its proportion obviously signifies considerable reduction of wear of power plant machinery when beneficiated coal is fed to utility boiler for generation of power. on' January 6, ,1992, the Mine Safety and Health Administration (MSHA) issued an Advanced Notice of Proposed Rule Making (ANPRM) for diesel particulate (DP). The ANPRM identified five areas where the Agency was seeking additional information to assist in the rule making process. These areas were exposure 'limits, risk assessment, consideration of other information, sampling and monitoring methods, and feasibility. The period for submitting information relative to the ANPRM closed July 10, 1992. Prior to issuance of the ANPRM, the agency was involved in conducting studies to evaluate sampling and control technologies and to gather information with respect to occupational exposures to diesel particulate in underground mining operations employing diesel-powered equipment. Since issuance of the notice, additional studies have been conducted to provide supplementary information in these specific areas. Results of these additional studies indicate that average DP levels in coal mines not using aftertreatment range from 0.9 to 2.1 mg/m3. Aftertreatment devices can reduce these levels by approximately 50 to 90 percent. Studies conducted in metal and nonmetal mines showed average DP levels ranging from 0.3 to 1.6 mg/m3.

The U.S. Bureau of Mines has conducted fundamental coal fragmentation studies to evaluate the effects of impact energy and direction of bedding planes on dust generation, size distribution, and impact-output energy relationships. Product size distributions were obtained for the fragmented samples by screening to minus 150 mesh. The minus lS0-mesh fines were analyzed with a light scattering photometer with a measurement range of 176 to 1.9 /.tm. Increased input energy produced a significant increase in the weight of plus 3/8-in material for impact perpendicular to the bedding planes. No significant trend was observed for parallel impact. Impact direction had little influence on dust size distribution, and input versus output energy relationships. As expected, total airborne dust measured at time of impact and percent particulates below 11 /.tm in size generally increased with increased input energy for both directions of impact. Energy used for sample fragmentation increased with increased energy input.

In 1951, Tata Steel became the pioneer in Asia by setting up its first ever washery in West Bokaro Colliery. The first beneficiation plant used to produce clean coal of 19% ash with chance cone. Feed size of chance washers were -75 mm to +6 mm. The fine coal (-6 mm) were used directly. With change in technology,in 1986,chance cones were replaced by DM cyclones and coal was washed in two circuits. In the coarse circuit -13 mm to +0.5 mm coal was washed in two stages while the fine coal of -0.5 mm was treated in froth floatation cell. With further improvement in the process the higher ash raw coal was feed to produce clean coal of 13% ash. In 1998, DSM cyclones were replaced by scrolled Evolute design cyclone which has Ep of 0.020 to 0.025 ranges resulting in increase efficiency of separation. With the increase in demand of clean coal, lower seam proportion has increased in raw coal production. The washability studies of individual seams indicated large difference in the seam characteristics in terms of washability and specific gravity cut points of the individual seams. So washing all seams together had resulted in frequent change in the character of coal and warrants frequent changes in the operating parameters of the plant in which the separating efficiency comes down and ultimately resulted in yield loss initially. With increase in knowledge and experience in coal washing the solution to this problem was achieved by adopting, seam-wise washing which is enabling process engineers by keeping set point for longer periods there by to enhance the separation efficiency. Two recently published papers describing the use of psychological tests for selection and placement of coal mine personnel have created considerable interest within the Coal Industry, one paper, published in the April 1957 "Mining Congress Journal," entitled "Personnel Evaluation and Training," discusses the use of tests by the Christopher Coal Company, The second paper, published in the "West -Virginia Coal Mining Institute's 1957 Report" and in the September 1957 "Coal Age," entitled "Testing to Select Better Personnel for Coal Mining Today," outlines Hanna Coal Company's test and selection procedures. Since these rather detailed sources are readily available, and to avoid repetition of the material in them, we will confine this paper to a very brief review of the essential steps already taken by these companies and a more extensive look at newer material. Briefly, the Personnel Managers, Mr. Harold L, Durrett and Mr. Albert M,. Rowe, of the Hanna Coal Company and Christopher Coal Company, in conjunction with Dr. Quin F, Curtis, Head of the Psychology Department of West Virginia University, developed two different groups oftests for coal mine personnel, The first group oftests was designed to assist in the selection of supervisors. These tests of the supervisory group were "The California Short Form Test of Mental Maturity - Advanced Series," which gave an I.Q. rating, and the second test is known as "The Minnesota Multiphasic Personality Inventory," which measures several personality characteristics, These tests must be given, grade, and interpreted by a person trained in psychological testing. As a result of testing all of Christopher's supervisory employees (seventy in number) by this method, and then comparing the individual results with the individual ratings of the foremen on the job, a so-called foremen's scale was developed. If this resulting foremen's scale had been used to select the foremen who were rated as, the best men in on-the-job performance, it would have correctly identified seventy-four percent of that group.

"Installation procedure and the quality of the material used in the construction have significant effects on the behavior of the Auger Cast in Place (ACIP) piles. In this study, Installation and curing of a 760 mm (30 in.) diameter and 12 m (39 ft) long ACIP pile with a design capacity of 1140 kN (128 tons) in hard clay was investigated. Construction quality was monitored using the automated monitoring system where the volume of grout pumped and the pressures were monitored with depth. The curing of the pile was monitored using axial vibrating wire strain gages at four levels and lateral vibrating wire strain gages at two levels. The residual strain and temperature profile in the curing pile was monitored over a period of week to determine the appropriate time for load testing the pile. Axial behavior of Auger Cast in Place (ACIP) Piles in hard clay was studied using full scale load test on an instrumented pile. The load-settlement and load transfer relationships of the pile was investigated based on the load test results. Development of skin friction in the load test pile and the reaction pile was also investigated.INTRODUCTIONAugered cast-in-place piles (ACIP) are drilled foundation installed by drilling a hole with a continuous flight auger to a predetermined depth. Non-displacement Augered Cast-in-Place (ACIP) piles are increasingly used for supporting building, bridges, sound barrier walls and many other structures around the world. In an ACIP pile, depending on the soil type and rate of the auger advance, ground stresses are maintained near the value that existed before construction by using a continuous flight auger, which is never withdrawn until the cementitious material (fluid Portland cement grout) is placed by pumping the grout beneath the withdrawing auger under pressure through the hollow stem of the auger (Vipulanandan, 2005). ACIP piles are typically installed with diameters ranging from 0.3 to 1.0 m and lengths up to 30 m (Brown, 2005) although longer lengths have occasionally been installed. Comparing to the drilled shafts and driven piles of equivalent size ACIP piles can be installed more rapidly with fewer disturbances to the surroundings in favorable geological conditions. Hence the installation procedure and the quality of material used in the construction have significant effects on the behavior of ACIP piles (Vipulanandan, et al. 2007). In this paper construction quality control technique for ACIP piles was investigated. Load displacement and load transfer behavior of pile in compression and tension in hard clay was also studied. The development of side resistance in compression and tension for the load test piles and the reaction pile were also investigated."

"Since World War II, urban communities have expanded at an unprecedented rate. The industrial mineral industry supplies the sand, grave], limestone, crushed rock, cement, gyp-sum, etc. for urbanization. Most de-posits in use are close to or within communities. Pollution of water and air has become a matter of public concern. Waste disposal and the effects of noise and vibration are subjects of public debate. Need for the reclamation of land after operations such as strip mining is discussed in magazine articles and on TV pro-grams; i.e., the general public is educated in the unattractive features of mining.Legislation is on the books and being drafted to regulate mining operations and their side effects. To avoid over-regulation and restrictive legislation, it is necessary that the public be educated and legislators informed of problems peculiar to the mining industry. Our side of the story needs publicity."

Mining heritage can be of outstanding value for many regions around the world, because mining has been done for thousands of years for the benefit of mankind and its development. This paper presents an ongoing project creating a general guideline for the handling of mining heritage on the basis of experiences made in Germany. Interactions of stakeholders in the ?heritage network? as well as strategies for the technical proceeding will be described. An action plan for the sustainable handling of mining heritage has already been developed in part, which includes necessary measures. Best-practice recommendations will be derived. ALTHOUGH confident of its ability to meet any demands which may be made, the petroleum refining industry is not complacent about the situation and realizes that the quantities of petroleum products to be furnished are so enormous and so far beyond what was previously estimated that the full co-operative effort of the industry must be exerted. Establishment by the President in May of the Office of Petroleum Coordinator for Defense with Secretary of the Interior Ickes at its head, plus the formation of the Petroleum Industry Council for Defense, in November, provide the channels for united endeavor within the industry and the means for gearing that endeavor within the industry and the means for gearing that endeavor in full harmony with the nation?s needs. Great strides have been made and a rapid understanding of the situation and the magnitude of the task is being attained by all concerned.

The safe and economical storage of tailings generated by modern day mining operations is possibly the single largest challenge faced by miners today. By nature, tailings are a waste product that have little to no economic value. Yet, their physical and chemical contents can pose incredible environmental hazards if not stored correctly. The variety of factors that are met when designing Tailing Storage Facilities (TSFs), means that in most cases, a low-cost solution is sought to accomplish storage, meet environmental regulations, and adhere to industry best practices. TSFs can be large dam face structures or smaller structures like retention/evaporation lined ponds. Water management is potentially the single largest factor that miners and designers must contend with when constructing a TSF. Water is a necessary component in the process of extracting ore but can be difficult and expensive to remove once it is mixed with solid tailings particles. As a result, the most common disposal of these water containing tailings, called a slurry, is to simply discharge into an embanked TSF (Vick, 1990). These structures, just like any other water retaining dam, can breach releasing contents downstream. Despite modern advancements in TSF design, there have been numerous dam failures that have resulted in tragic loss of life and ecological devastation. Most notably in the last decade, the Brumadinho and Mariana Dam disasters in Brazil killed 278 people in downstream communities when TSF dams failed in 2019 and 2015, respectively (Rotta at el., 2020). Similarly, in 2014, the Mount Polley tailings spill in British Columbia was the second largest tailings spill on record and caused extensive damage to adjacent watershed ecosystems when the TSF embankment was breached (Byrne at el., 2018). While there were indeed numerous unique and underlying factors present in each of these structural failures, a shared element in the devastation was the large-scale release of unstable liquefied tailings

Flotation collectors play a crucial role in mineral flotation by selectively adhering to mineral surfaces and aiding in their separation from gangue material. They are heteropolar molecules, as defined by Sutherland and Wark (1955), featuring non-polar hydrocarbon chains and polar groups interacting with mineral surfaces to induce hydrophobicity selectively. The importance of collectors in mineral processing, as underscored by Lotter and Bradshaw (2010), lies in their ability to enhance recovery rates and improve selectivity, thereby optimizing the extraction of valuable minerals from complex ores. Collectors are classified based on their mechanism of action, as proposed by Laskowski (2010). This classification categorizes collectors into three groups: water-soluble compounds, water-insoluble “oily” collectors, and water-insoluble amphipathic compounds forming molecular films at the water/gas interface. This complements the chemical structure-based classification by Sutherland and Wark (1955) and Suoninen and Laajalehto (1993), offering a comprehensive understanding of collector diversity in flotation systems. Collector selection is an iterative process crucial for optimizing mineral processing efficiency, as emphasized by Lotter and Bradshaw (2010). Understanding the significance of collector mixing or synergy outcomes is paramount for enhancing mineral flotation efficiency and sustainability. Taguta, O’Connor, and McFadzean (2018) demonstrate that mixed collector systems enhance interaction enthalpies and microflotation recoveries, indicating improved performance. McFadzean, Castelyn, and O’Connor (2012), along with Critchley and Riaz (1991), delve into investigating synergistic interactions between collectors, offering insights for strategic selection. Observations from the study of collector synergy, as noted by Wakamatsu et al. (1980), reveal nuanced relationships surpassing individual collector behaviors. The methodology outlined in this paper provides valuable guidance for classifying and selecting collectors based on specific application needs, while also suggesting the potential for synergistically improving recovery across fine, intermediate, and coarse particles.

This paper presents a case history of liquefaction susceptibility evaluation study for a major infrastructure project in the San José area. The subsurface material of the study area consists of Holocene alluvial deposits composed of interbedded and crosscut clays and silts, sands and gravels. The simplified approach for liquefaction triggering evaluation was carried out using both CPT data and SPT data representing site’s seismic capacity and the peak ground acceleration associated with a return period of 975 years at ground surface representing seismic demands. Site-specific cyclic stress ratio (CSR) profiles as seismic demand are also estimated from one-dimensional site response analysis. The simplified approach uses empirical depth stress reduction factors (rd) based on generic shear wave velocity profiles to account for the non-rigid response of the soil profile in estimating CSR. The CSR profiles of the simplified procedure were examined by completing site response analyses using site-specific soil profiles to represent site-specific seismic demands in the liquefaction triggering evaluation. The paper concludes with a comparison and discussion of the liquefaction evaluation examining results from CPT versus SPT data, and the comparison of CSR profiles from the simplified procedure versus site-specific response analysis.

It was Harold McMillan, Prime Minister of England 30 years ago, who used the phrase "The Wind of Change" to describe political events in Africa in his day. So well did this phrase capture the spirit of the time that it echoed around the world, and the echo has never stopped. Change is the constant factor in the society in which we live and everyone of us has had experience of the effect which it has had on our professional and personal lives. Change will not stop, it will continue at an increasing rate and the questions we must answer are how do we prepare ourselves to meet the challenge of future change and how do we take advantage of the opportunities which it will bring? It is these questions which I wish to discuss in this address.
