Adequate understanding of the subsurface conditions along the alignment of a planned tunnel is key for managing project risk. For achieving this understanding, geotechnical borings are conducted during design. Where their spacing cannot reduce the risk of encountering differing site conditions (DSC) in-between borings to an acceptable level, supplemental exploration methodologies or data evaluation approaches may be required to bridge the data gap. This paper compares the exploration design approaches of recent tunnel boring machine (TBM) and microtunnel boring machine (MTBM) projects in the quaternary deposits along the Eastern Seaboard, the glacial geology of the Pacific Northwest, the sedimentary rocks of the South, and metamorphic rocks in western Germany, describing their respective effectiveness of managing DSC risk.

The valuation of mineral properties in the U.S. is only partially regulated. The regulations which have jurisdiction or impact appear to have such mainly as a consequence of unintended fallout, since the regulations were designed for other purposes. Court case history can also be important. The combined results are a mixture of bad and good, with important lessons to be learned. Since 1981, the Securities and Exchange Commission has prohibited U.S. listed companies from reporting quantitative estimates of mineralization and the value of mineralization, other than proven and probable reserves. This results in the minerals appraiser (valuator) working with a shortage of data in his everyday work, both on the subject property and in sales analysis. Between 1989 and 1995, all 50 states and essentially all federal agencies adopted the Uniform Standards of Professional Appraisal Practice (USPAP) for real property appraisals (valuations). The major national appraisal societies also require their members to abide by USPAP. A significant portion of minerals appraisals must now follow these standards. This paper will discuss the content of USPAP. It provides a very good framework for the valuation of a minerals property or a mine, both as real property and as a business. However, the credentialing standards for real property appraisers are now prohibitive for minerals appraisers.

This circular presents part I of a review of the literature on effects of breathing dusts, with special reference to silicosis, largely in the minim; and allied industries. The literature on this subject is so extensive that no attempt has been made to include all published material but only to assemble some of the more outstanding data on several aspects of the subject. Parts II and III will deal with prevention and treatment of dust diseases and some of the economic and legal aspects of dust diseases in industry, with special reference to mining. Dust diseases arc much before the public at present, and there is good reason to believe that the information on the subject available to the layman is extremely meager; even those rated as experts usually have a more or less theoretical conception of the diseases, their causation, remedies, and prevention, rather than actual experience with them. Until recently little attention has been given to prevention, and the usual attitude of the engineer, upon whom the main reliance for prevention ultimately must devolve, has been to let "sleeping dogs lie" or, more definitely, to "let well enough alone." However, the "laissez faire" attitude no longer is tenable, and in the past few years numerous conditions have caused those engaged in industry, including mining, to bring the subject before the public with a view to ascertaining the facts upon which to formulate remedial measures, primarily preventive.

This work is a codification and annotation of the Congressional enactments relating to minerals, mineral lands, and mining. It covers every enactment of Congress from the original ordinance of 1785 to the present time, as well as all sections of the Revised Statutes of the United States relating to these subjects. These laws are grouped according to their general subject matter, and are arranged thereunder in numerical or chronological order. Many of the mining statutes include matter not pertinent to the subject, and only those parts of such acts are quoted as will properly show their relation to minerals and mineral lands and indicate how they should be construed. Some mining acts have been repealed or have become obsolete, and others have become incorporated substantially in sections of the Re- vised Statutes; but these are retained in order to show the changes made, and the constructions placed thereon by the courts are given as aids in construing the new or repealing acts. The annotations consist of legal propositions abstracted from the decisions of the various courts and executive officers of the Govern- ment that have interpreted the sections and statutes so codified. These legal propositions are arranged under the different sections and acts with appropriate headings, titles, and subtitles, in logical order, exhibiting the present status of each particular section or act and its application to the subject of mines and mineral lands. The annotations do not purport to be abstracts of decisions on the sub- stantive law of mines and mining generally, but are limited strictly to the interpretation placed on a given section or act definitely re- ferred to by a court or executive officer by the number of the section of the Revised Statutes or the volume and page of the Statutes at Large in which the Congressional enactment is found. It may be observed that the legal propositions stated are not always pertinent to the particular section or act under which they are classed and of which they purport to give a construction. The arrangement, however, is not an arbitrary one, but is so made for the reason that the courts or officers in the construction of a particular section or act definitely referred to by number or volume and page incorporated in the decision matter not strictly pertinent to the par- ticular section or act so designated. This statement applies especially to the interpretations placed on the sections of the Revised Statutes. The gemological properties that allow natural emeralds and blue sapphires to be distinguished from other gemstones are summarized in this paper. A variety of synthetic and laboratory-treated emeralds and blue sapphires are also encountered in the jewelry industry today. Gemologists distinguish these latter materials from their natural counterparts based primarily upon features seen with magnification, such as inclusions and/or growth zoning. In some cases, however, these observations and standard gem-testing methods are insufficient, and the use of non-destructive analytical methods, such as optical spectroscopy and chemical analysis, are required for positive identification. The commercial value of synthetic and treated gems are much less, and can be insignificant in comparison to that of an important untreated natural gemstone. Identification of synthetic and treated gem material is essential to maintaining integrity in the jewelry industry. Loss of consumer confidence in the gemstones sold at the jewelry counter could have a negative impact on the exploration and mining of natural emerald and blue sapphire.

The past decade has witnessed a rapid increase in the number and variety of uses found for internal combustion engines in mining operations. Gasoline engines are now widely used for operating core drills, pumps, compressors, small hoists, switching locomotives, tractors, boats, and other equipment. The heavy-oil engine is employed for operating compressors, generators, shovels, ore-milling machinery, and- in the iron, copper, and coal districts- in connection with that' latest newcomer in modern railroading, the oil-electric locomotive. Each of these applications could well form a subject for a lengthy treatise in itself. This paper, however, will be confined to a discussion of some of the features of internal combustion engines as applied to mine compressing plants and mill drive. Perhaps at no time in the history of mining in Canada has the search for new mines been more vigorously carried on, more old properties rejuvenated, or more remote districts exploited than during the past three years. The mine operator of today has a far wider range of equipment and facilities at his disposal than had the pioneers of Rossland, Cobalt, or Porcupine. Each year now witnesses the hinterland driven farther and farther back as improved forms of transportation, machinery, and methods make possible the exploration of properties once considered too inaccessible to warrant serious attention. Howey, Sherritt-Gordon, Callinan-Flin Flon, Jackson-Manion, Picard Gold Mines, and a number of properties in British Columbia, afford excellent examples of work carried out on an extensive scale miles from a railway, or in comparatively inaccessible mountain regions.

The project involves the construction of a new aqueduct tunnel by an Earth Pressure Balance TBM tunnel for the Novaliches-Balara Aqueduct No 4 (NBAQ4) project in Metro Manila. It comprises a 7.3 km long and 3.1 m internal diameter tunnel that can deliver up to 1,000 MLD of raw water and the tunnel passes under urban residential and urban populated areas adjacent to and along Commonwealth Avenue. A new reservoir intake structure was constructed in the La Mesa reservoir by a cofferdam and the TBM breakthrough connected the reservoir to the outlet surge shaft structure and the downstream pipe network system connecting to the Balara Water Treatment Plant. The TBM incorporated a double articulated head configuration to allow tight 80 m radius curves to navigate some of the difficult alignment considerations. The alignment passed very close to some existing foundations for MRT7 and needed to clear several tight curves to remain within government land ownership. The project excavated through the local Guadalupe weak rock formations and there was minimal ground movements observed as a result of the work.

"Most engineers are bright, hard-working, reliable and prefer to avoid conflict. An engineering curriculum tends to self-select these characteristics. By most standards, you would expect workers exhibiting these traits to require minimal supervision. But, is this true? Is this how most current engineering managers lead? Looking at some current theories on leadership combined with personal anecdotes, this article will look at some common misconceptions about leading engineers.Engineers are different. There, it has been said. From cartoons to movies to television shows and more, there is a reason stereotypes of engineers resonate. Yes, you can find a lot of individual variation among specific engineers that you may know, but they do not detract from some of the overarching commonalities that engineers are known for.Clash of culturesWhat distinguishes a professional? Raelin (1985), in his book Clash of Cultures, describes professionals as having superior intellectual training, maintaining their own standards of excellence and being supported by associations that maintain the quality of the profession. Engineers obviously fit all three of these ideas: an engineering degree is still regarded as one of the most difficult to attain. Standards are maintained both through peer review and in academia, through ABET accreditation and through professional associations like SME to promote the discipline and foster technical growth.Six characteristics representing professional status are described by Raelin (1985, p. 9):• Expertise — prolonged specialized training in a body of abstract knowledge.• Autonomy — the freedom to choose the means to solve a problem.• Commitment — primary interest is in pursuing the practice of one’s own chosen specialty.• Identification — identifying with the profession and with fellow professionals, both through formal associations and through peers external to the organization.• Ethics — providing service without concern for oneself or without becoming emotionally involved with the client.• Standards — committed to help in policing the conduct of fellow professionals."

This paper describes the design, manufacture and site services associated with the supply of mine hoists for the new mine under construction by Falconbridge Limited in Ontario, Canada. Two new shafts are being sunk, and the hoisting equipment at each shaft can be summarised as follows: Ventilation shaft:4.66 m diameter double-drum second-hand hoist, originally in operation at San Manuel Mine, Arizona, to be used as the shaft sinking hoist. The second-hand hoist presented a challenge in that during its previous life, the hoist had been intensively operated during service at San Manuel Mine, and this paper describes the scope of refurbishment work undertaken, both electrically and mechanically, to ensure future reliable operation, together with the requirement to meet Canadian and Ontario regulations and codes of practice. 3.05 m diameter new single drum auxiliary hoist to be used as a second means of egress. Main shaft:4.57 m diameter new double-drum hoist to be used initially as the shaft sinking hoist, and subsequently to be converted to the equivalent of a single-drum multi-rope hoist for service duties during the production phase; 5.49 m diameter new double-drum hoist to be used for skip hoisting during the production phase; and 3.05 m diameter new single drum auxiliary hoist.The new hoists are all designed to comply with SABS requirements such that hoisting with reduced rope safety factors will be possible in the future. This paper describes the principles involved both mechanically and electrically. Particular attention is paid to the conversion of the main shaft service hoist from a double-drum sinking hoist to a multi-rope hoist.This paper describes the ac electrical powertrains (drives and motors) used that eliminate the need for harmonic filters and reactive power compensation equipment since they exhibit no negative effects on the utility electrical network system. This paper describes the logistical challenges of installing, commissioning and setting to work a series of five hoists in a short time frame.

"As the concept of autonomous haulage systems (AHS) moves from prototypes to production-ready applications, the operating performance of the haul road will become critical to the overall success of autonomy in mining. Deterioration in road performance will require remediation, human intervention and significant, albeit temporary, changes to operating procedures, to accommodate road maintenance. With autonomous trucks comes the opportunity to reduce road formation and operating width. This will, therefore, generate potentially significant reductions in stripping ratios and improvements to mine economics, but only if the design of the road, and its associated deterioration rate, is predictable and manageable, based on the materials used to construct the road and the maintenance interventions to be carried out on the road.This article presents the assessment of a digital photogrammetric approach to the characterization of a mine haul road surfacing, or wearing course material. Design and maintenance parameters for these roads are currently determined partly from physical particle size distribution (PSD) assessments of ‘in-road’ material. However, this approach does not accommodate the need, nor leverage the benefits from, AHS. The digital imaging approach is assessed in this article, using two standard digital analysis software tools, together with in-service mine haul road wearing course samples and images that are analyzed to determine the applicability and reliability of the approach to deliver a real-time assessment of haul road surfacing conditions and thus to identify the road maintenance interventions required to address deterioration.Enhancements in mine road design, construction and management for the past 20 or more years has largely been focused on short-term tactical needs. Planning for urban development in many locations is based largely on 0.10 factors, 1) soil conditions and 2) socio-political aspects of the region. A more widely based approach is necessary, however, if a complete and functional plan is to be obtained. Under this unified approach, the overall field of earth science is included in the planning process. As considered here, the earth sciences comprise a large segment of the natural sciences; that is, geology, pedology, geomorphology, reengineering geology and ground water hydrology. A number of shortcomings can develop when using the restrictive, two-factor approach for urban development planning. These deficiencies are discussed in the paper. The specific considerations for each earth science area are examined and land use considerations for various urban requirements reviewed in light of these specialties. To illustrate the potential of the unified or earth science approach, Tippecanoe County, Indiana is presented as an example. The current area planning system for Tippecanoe County is examined to determine how well it compares with the unified approach and some of the shortcomings of the current plans are discussed.

"Air-sampling results suggest drill operators working inside environmental drilling cabs at an open-pit gold mine in Nunavut, Canada, are at risk of exposure to asbestos and silica (quartz). The authors installed RESPA® CF Vortex HyperFLOW® units, which showed promising results under laboratory conditions. The goal was to evaluate the effectiveness of these units under actual working conditions. Personal and area air sampling was conducted in drilling cabs with and without the unit and a Wilcoxon rank-sum test was performed to compare the results. Particulate concentrations were significantly lower in drill cabs with a unit installed than in those without.RÉSUMÉ Selon les résultats d’une campagne d’échantillonnage de l’air, les foreurs travaillant dans des cabines de forage environnemental dans une mine d’or à ciel ouvert du Nunavut, au Canada, risquent d’être exposés à l’amiante et la silice (sous forme de quartz). In an open-pit gold mine in Nunavut, Canada, drill operators are routinely exposed to asbestos (primarily amosite) and silica (quartz)—two naturally occurring substances in the ore that is to be drilled (Table 1). Inhalation is the primary route of exposure for these two hazards, which are associated with respiratory health effects such as asbestosis and silicosis, respectively. In addition, asbestos and silica are classified as human carcinogens by the International Agency for Research in Cancer (2001, 2011). Given the toxicity of these two agents, it is imperative that precautions be taken to minimize the risk of exposure of the mine’s workforce. To address this matter, the mine has an exposure-control plan, which includes the provision of personal protective equipment, personal hygiene facilities, training, and a medical surveillance program. Furthermore, the mine performs occupational exposure assessments or air sampling on a regular basis because the morphology of the ore changes rapidly with respect to asbestos and silica content."

The data in this bulletin were obtained during an investigation of screening practice by the University of Illinois engineering experiment station and the United States Bureau of Mines under a cooperative agreement between them and the State of Illinois Geological Survey Division. Earlier work on this subject includes a study of the general practice of coal preparation in Illinois, made in 1914 and published in 1916,1 and an investigation of Illinois coal-washing methods, results of which were published in 1912 in a bulletin 2 that contained complete information on the methods then in use for sizing washed coal. OBJECTS OF THE INVESTIGATION The present investigation was limited to a study of screening as applied in preparing mineral products with the expectation of obtaining more comprehensive information on screening machinery.

Leaching has been used since the 1600s on unlined ore dumps and since the late 1970s on lined leach pads for the recovery of metals from mined ore, the latter typically called ?heap? leaching and the former ?dump? leaching. Modern day run-of-mine (ROM) or crushed ore heaps are stacked in controlled lifts on lined leach pads and irrigated with a solvent solution (dilute alkaline cyanide for precious meals, dilute sulfuric acid for base metals and uranium). Conventional lined leach pads store process solutions and any storm water, snow melt and cumulative wet season surplus water by gravity flow to external ponds. Impounding valley leach pads (also known as valley fill heaps) differ from conventional leach pads by storing various combinations of process liquid solution and surplus water within internal ponds by using the interstitial pore volume of the ore. While impounding liquids within the heap is simple in concept, impounding leach pads are more complicated for construction and containment compared to conventional leach pads with external ponds.

The Canadian concept for nuclear fuel waste disposal is being assessed by AECL Research in a series of experiments at its Underground Research Laboratory (URL) near Lac du Bonnet. Manitoba, Canada. As pan of this research, the Mine-by Experiment has been designed to obtain information on rock mass behavior, the development of an excavation-induced damage zone and failure mechanisms around a circular bored tunnel. An iterative design approach was used to effectively reconcile the experiment objectives and construction logistics. This paper discusses the design considerations and construction methodology adopted on the project.

Accidents involving powered haulage and mobile equipment such as haul trucks often account for the greatest number of fatalities in the mining industry each year. Despite previous analyses that have identified root causes and other contributing factors, there is still a need to better understand the events leading up to these types of accidents, what lessons may be learned, and what strategies can be employed to prevent fatal accidents from occurring. This study examines Naturalistic Decision Making (NDM) using the critical decision method (CDM). The CDM is a retrospective interview approach used to explore timelimited, high-stakes, decision-making. In this study the CDM is used to obtain more information about what happens prior to, during, and after a potentially fatal situation such as a near-miss event, loss of control, or minor accident involving equipment damage. Researchers captured firsthand accounts from 21 haul truck operators involved in near-miss events from mine sites of various sizes and commodities throughout the United States. These accounts provide rich and detailed narratives from the perspective of haul truck operators themselves and reveal insights into what decisions haul truck operators make, what sensory cues they perceive, and what strategies they employ during challenging and non-routine situations. Decision-related themes that emerged from the data are presented and discussed. These results, along with potential solutions offered by study participants, can help to inform future research, raise awareness about hidden hazards, and build more creative interventions and realistic training scenarios for use by the industry to address haul truck safety issues.

Against the receding background of the October stock market crash and the December overhang of inventories, the economy began with a shaky start in 1988. As 1988 began, the Administration's estimate of real growth for 1988 had just been reduced from 3.5% to 2.4% and economists and other ob-servers were concerned that the expansion that was 5 years old might be near the end and that a recession might be around the corner. The ensuing moderately strong economic activity, however, belied all the negative signals that were evident earlier, and the real GNP continued to grow at an estimated 2.3% annual rate during the first quarter of 1988, extending the ongoing recovery into the sixth year (table 1.). The relatively accommodative policy of the Federal Reserve Board (the discount rate was cut by 0.25% in January), a strong performance by the export sector, and the revival of consumer spending were major forces underlying the economic strength. But as the quarter drew to a close, signs of tight capacity utilizations were apparent in many of the export and capital goods sectors, including textile, chemical, plastic, metal, and machinery. Employment was at a record high level while the unemployment rate was close to a historical low. Prices were rising at a faster pace than those of 1987, and the dollar resumed its slide after a brief recovery in January and February. These factors gave rise to the fears of higher inflation. Long-term interest rates increased, casting a pall over the prospect of a robust growth for the rest of the year.
