The U. S. Department of Interior, Bureau of Mines (Bureau) is developing a hydrologic monitoring system for in situ leaching operations. A working prototype of this system was installed and tested at the Cyprus Casa Grande copper mine. Requirements specific to in situ leaching operations were identified by researchers. The system has been a useful tool for researchers and for mine personnel. Observations of the hydrologic monitoring system, including details of the development process, the design of the system, and the software developed at the Bureau have resulted in new ideas for an enhanced design of the system.

The U.S. Bureau of Mines undertook a basic investigation of collimated abrasive water-jet behavior because a more complete understanding of the fundamental process may lead to further technical advances. Laboratory experiments used 2-mm water-jet nozzles and new entrainment apparatus to analyze collimated abrasive water jets operating under varied conditions. Maximum water pressure was 69 MPa to permit use of conventional hoses with a burst-to-operating-pressure ratio of 4. Nozzle and induction line pressures, abrasive induction rates, and jet reactive thrust forces were recorded for each operating condition. Average jet velocity and power were determined from component mass flow rates and reactive thrust force measurements. Relative velocity and cross-sectional distribution of abrasive particles were determined using impact analysis techniques. Other jet characteristics were determined photographically. Properties of free water jets, collimated water jets, and collimated air-water jets were determined for comparison.

Following a period or small-scale activity a joint venture was formed between Ceramco Limited of New Zealand and Georgia Kaolin Company of USA. The initial concept was to process clays for the paper industry but it soon, became apparent that insufficient markets were attainable for the grades of china clay that could be produced for an economic unit. Ceramco Limited acquired the Georgia Kaolin interest in 1975 and proceeded to search for a market, of markets, that would: 1. utilise the unique properties of the product, and 2. enable a viable operation to be created. This paper describes the mineral deposits, the process, the properties of the product, and the marketing methods of New Zealand China Clays.

Comparison of Grinding and Liberation Processes for Stalky Biomass Materials as a Prerequisite for Production of Energy Pellets with High Calorific Value Pelletising biomass, especially straw and stalky materials, requires a product specific size reduction and liberation. However, moisture content plays an important role in palletising and also affects the energetic properties of the biomass. The paper illustrates the characteristics of the mentioned type of biomass and specifies the necessities for production of energy pellets. Defined requirements for biomass energy pellets will be shown based on relevant standards. The work focuses on a comparative investigation of the straw fibres after grinding with hammer/impact mill and after the liberation of the straw fibres with twin-screw extruder (two different communition units). A traditional hammer mill as well as an hydrothermal process taking place in a twin-screw extruder were utilised. Results of the grinding and liberation of rye and wheat straw fibres are discussed based on a detailed particle characterisation (particle size and shape distribution). Besides high calorific value the main pellet quality parameters are mechanical stability, abrasion resistance and further combustion technical characteristics. The particle size distribution displayed optimum characteristics for the combustion processes to be carried out in a furnace. The durability of the pellets produced from straw fibres liberated with twin-screw extruder was comparatively better then that prepared with the straw fibres after grinding with impact mill. Particle size distribution, abrasion values and the strength characteristics showed a good correlation with each. The high presence of N and S would result in high NOx and SOx emissions, where as the high concentrations of Cl would corrode the furnace. These chemical properties of the straw would restrict its usage in small scale furnaces.

INTRODUCTION The degree of success of an association between parties in establishing a new venture ultimately depends on three factors: a. the venture's underlying economic strength, which is based on the complementarity of the comparative advantages brought by each party to the negotiating table; b. the ability to reach an agreement which satisfies each party's objectives and constraints; and, c. the capacity to design and implement a funding structure which is consistent with the project economics. A thorough assessment of the venture's profitability and associated risks under alternative technical and economic scenarios is the basis for a sound "go" or "no go" decision. In-depth evaluation of the risks and rewards to each of the parties involved under alternative legal and financial structure must be the foundation for a long lasting "how to go" decision. The allocation of risks and rewards should be consistent with the objectives and constraints of all parties and the sharing mechanisms, established in the contract, should be flexible to assure the long-term stability of the agreement. Rapidly changing economic conditions during the last decade have had a dramatic impact on the envisaged allocation of risks and rewards between host countries and private investors. The effects of these changes, and the fact that the relative strengths of the parties involved may shift during the life of a project (e.g. before and after major capital investments have been made), have forced the renegotiation of a multitude of contracts. Therefore, the present and future stability of an economic agreement would depend not only on the originally designed provisions, but also on provisions which allow for the automatic adjustment of rewards to project sponsors under a variety of future economic situations. A pre-condition for the allocation and quantification of risks and rewards is the definition of standards of measurement used by each of the parties. This is critical in international negotiations when one of the parties represents the national interests of a country. The understanding and use of different standards for the measurement of rewards for risk taken between a government and private enterprise facilitate the negotiation of a satisfactory agreement. This is possible because certain trade-offs between the negotiating parties may have different relative values. STANDARDS OF MEASUREMENT OF REWARDS FOR RISK TAKEN The negotiating process takes a step forward when the parties are able to focus on their interests, explore different alternative solutions and then base results on a set of objective standards. Unfortunately, the parties frequently put more effort into "staking out" and defending positions, than into understanding their intrinsic interests. Moreover, when one party, such as a governemnt owned corporation, represents a country's national interests, the negotiation process increases in complexity. Private firms focus on commercial profitability, using discounted cash flow techniques such as NPV, IRR, or ROE. In contrast, the government is also concerned with the project's impact on the local socio-economic environment. Without entering into a discussion of alternative economic development theories and approaches, there exist several possible measures that could be pragmatically utilized by each party in evaluating the socio-economic impact of a project. The more complete measure is the National Profitability (NP). The NP is a discounted cash flow procedure similar in structure to IRR or NPV but in which the project's financial cash inflows and outflows and discount rates are adjusted to take into consideration the local conditions. The NP is calculated on an unlevered basis and all taxes and duties are removed from the project

Globalization creates investment opportunities for enterprises around the world. Attracting foreign investment has been a key challenge for economic growth in developing countries. Corruption, political instability, armed conflict, and other internal problems affect foreign direct investment (FDI) inflows negatively. A framework of criteria provides a basis for comparing non-commercial risk (NCR) among twenty-three mineral economies. Countries competing for foreign direct investment inflows are ranked from least to most risky. This study compares Inward FDI Performance Index (IND) with NCR ratings in developing countries and shows that risk is increasingly mitigated by means of appropriately structured insurance. Given the option for countries with similar mineral potential, investors will generally invest in the country that offers lower non-commercial risk. There are many advantages to upgrading coal with dry jigging technology. The most obvious is the lack of process water, which eliminates the need for fines dewatering and slurry confinement. Dry jigging eliminates the clean coal moisture penalty associated with wet processing. Particulate emissions are virtually nonexistent due to inclusions of fabric dust collectors on all modern dry jig plants. Because of the environmentally friendly nature of dry jig plants, installation permits are often measured in days, not months. There has also been a fundamental advance in dry jigging efficiency. All of these advantages have renewed the coal industry’s interest in dry jigging. But air jigging is not right for every application. There are limitations due to particle size, particle shape, moisture and near gravity content. This article explores the evolution of dry jigging. It reviews parameters important for determining the suitability of dry jigging. It also compares historical performance data as measured by imperfection, against results from modern dry jigging technology. The article also presents data from modern dry jig installations.

The U.S. Bureau of Mines (USBM) Information and Analysis Directorate collects worldwide data on virtually every commercially important non fuel mineral commodity. These data form the base for tracking and assessing the health of the minerals sector of the U. S. economy. The USBM's data collection activity was instituted by the 47th Congress in an appropriations act of August 7, 1882 (22 Stat. 329), which placed the collection of mineral statistics on an annual basis. The most recent authority for the USBM survey activity is the National Materials and Minerals Policy, Research and Development Act of 1980 (Public Law 96-479, 96th Congress). This act strengthens protection for proprietary data provided to the U.S. Department of the Interior by persons or firms engaged in any phase of mineral or mineral-material production or consumption.

"The authors challenge the traditional thinking that whole ore cyanidation followed by Carbon in Pulp (CIP) or Carbon in Leach (CIL) should be applied as a standard process in the majority of gold processing flowsheets. The concept of whole ore leaching by using cyanide can result in unnecessary environmental and capital risk. Alternative, currently available technologies can be used to provide the desired level of gold recovery at a much lower installed cost and less impact on the environment. Gravity concentration, alone or in conjunction with flotation, can produce a gold bearing concentrate that can then be fed directly to a batch or continuous intensive cyanidation unit.The InLine Leach Reactor (ILR) is an intensive cyanidation unit developed by Gekko Systems of Australia. Advantages of this technology include significantly reduced capital outlays for greenfield plants or plant upgrades and increased investor returns. Reduction of onsite cyanide and carbon inventories improves plant safety, materials handling and site security. By using direct electrowinning to treat the gold bearing solutions produced by the ILR, the need for a conventional carbon stripping circuit is removed. Potential also exists to increase grind size – saving energy, further reducing capital and operating costs and decreasing the environmental impact of a mill. Detoxification of cyanide before the release of solution to the tailings dam can minimise tailings disposal and containment requirements.When used in the right application the proposed process will have little or no impact on gold recovery and may actually increase recovery for complex ores. Areas applicable to this type of treatment include: plants in environmentally sensitive regions, lower tonnage higher grade deposits, coarse gold deposits, and preg robbing ores - some of which may not currently be economically feasible using standard processes and flowsheets. We have provided three examples of such projects, where an alternative to whole ore leach and CIP or CIL has delivered these benefits."

This report describes the exploration and recent utilization studies the Bureau of Mines conducted on the Iron King, Chambers, and Dry Camp chromite deposits in the John Day district, Grant County, Oreg. The field investigations were undertaken during parts of 1939 and 1942 to determine the tonnage and grade of chromite in the district that could be utilized as a war reserve for the steel industry. As a result of the Bureau's field work, which included construction of 9 miles of access road, 6,204 feet of diamond drilling, 195 channel samples, and 1,020 linear feet of trenching, an ore reserve of 208,000 tons of 22-percent chromic oxide was indicated in the 3 deposits. Less than 1,000 tons of this ore has been mined since the field work was completed because the 2 largest deposits are submarginal in grade and there is as yet no incentive to develop and mine the ore. Since the war, however, the Bureau has been seeking means of utilizing the ore. Two methods of utilization that show promise are direct smelting of the ore in an electric furnace and use of the chromite for making refractory brick.

Australia’s Minerals Tertiary Education Council (MTEC) has achieved several successes during its first three years of operation. This initiative was developed through the Minerals Council of Australia, in conjunction with three partner universities involved in mining engineering education. The partner universities are the University of New South Wales (UNSW); Curtin University, the West Australian School of Mines (WASM); and the University of Queensland (UQ). The collaboration between these partner universities and industry has led to the development of shared course material, cross-institutional teaching arrangements, and the development of a number of flexible, distance-based delivery programs. This article then discusses future initiatives. Importantly, the challenge is the future initiative planned to cement this collaboration by the formation of a “virtual” national school of mining engineering: Mining Education Australia (MEA). This will provide a common third and fourth year program to all three universities beginning in 2007. The common program will involve innovative teaching and learning arrangements, greater student exchange potential and a more significant input by industry into the education process.

Since 2004, Dave Kanagy has served as the executive director and chief executive officer of SME. In that role, he has worked with 22 SME Presidents, traveling the world to represent the Society. His prestigious one-million-mile status with United Airlines is a testament to these efforts. He has been to six of seven continents while leading the Society on a journey from a struggling association in 2004 to the largest and arguably the most influential professional mining society in the world. In the following pages, some of those past SME Presidents reflect on their time with Kanagy and paint the picture of a visionary leader who was willing to make the hard decisions for the betterment of the Society while remaining open to new ideas and opportunities. One of his first accomplishments as the executive director was to streamline the SME Boad of Directors from 29 members to nine, making it much more effective. With a keen financial sense, he was able to add value while cutting excess to expand the Society in every measure. As the leader of SME, Kanagy helped facilitate much of the Society’s growth and innovation as the world’s largest mining related organization. He has a B.S. degree in industrial education from the University of Maryland, an M.S. degree in technology education from Eastern Illinois University and is a certified association executive by the American Society of Association Executives. Under his leadership, several unique programs were created or advanced, including OneMine.org, the world’s foremost online mining research library. He enhanced legacy programs and increased collaboration with international organizations. Kanagy is the recipient of prestigious awards, including the Colorado Society of Association Executives’ Professional of the Year award and the Mining and Metallurgical Society of America’s Gold Medal award.

The chemistry of sulfide roasting is analyzed to show those aspects of performance which Thecan be predicted from considerations of thermodynamic equilibrium. It is concluded that equilibrium calculations can serve as a yardstick for prediction of roaster-gas composition and sulfate formation in the calcine for fluid-bed roasting practice. A method of calculation which combines the equilibrium and stoichiometric factors is outlined, and illustrated by an example from the roasting of Cu-Fe sulfides. ON first examination the roasting of sulfides would not seem to be a process to which equilibrium calculations could be applied to yield results of practical value. The burning of sulfides is an ex-tremely spontaneous reaction, excess air is always used to obtain rapid reaction, and in most traditional roaster designs (hearth roasting) the temperature and gas composition vary widely from point to point in the roaster. These are all conditions which promote a non-equilibrium state in the roasting process. However, the introduction of the fluid-bed roaster1 has brought to roasting practice new conditions of operation, so that equilibrium calculations can be used to predict certain limited aspects of practical operation. The fluid bed is characterized by uniformity of temperature, gas composition, and calcine composition from point to point throughout the bed. These relatively uniform properties of the bed make the meaningful calculation of the equilibrium state of certain reactions in roasting possible. It is the purpose of this paper to analyze roasting from an equilibrium viewpoint, to show where the method may be expected to yield valuable information, where it fails, and to outline methods of calculation. Main Roasting Reaction The reaction MS (s) + 3/2 0, = MO (s) + SO, [I] might well be called the main roasting reaction. It adequately accounts for the well known facts that metal sulfide and air are the main reactants, and metal oxide and SO, the main products. Deviations from this simple stoichiometry will be discussed under side reactions. For all metal sulfides, Reaction 1 is strongly exothermic and the equilibrium position is far to the right. Since the reaction is exothermic, the equilibrium shifts in the right-to-left direction as the temperature is raised. However, at all practical roaster temperatures (between 500" and 1200°C), the amount of this shift is small, and the equilibrium position remains far to the right. The main roasting reaction is essentially irreversible, and the application of equilibrium considerations to this reaction will not be! a fruitful field of investigation. A knowledge of the rate of this reaction. although not the proper subject of this paper, is of great importance to the roasting process. Analysis of the factors which influence this rate shows that: 1) The rate will increase rapidly with increased temperature. 2) The rate will be proportional to the partial pressure of oxygen at the surface of the reacting particle. Because of diffusion effects, the partial pressure of oxygen at the particle surface may be considerably less than in the bulk of the roaster gas. For this reason, intimate contact between gas and solid and high relative velocity between gas and solid, such as can be obtained in a fluid bed or flash roaster, will markedly increase the rate of reaction. 3) The rate will be proportional to the surface area of metal sulfide. Therefore, smaller particle size will permit a more rapid rate per unit of weight. To achieve practical rates of roasting the partial pressure of oxygen in the roaster gases must be maintained at a finite level at all times. Even where the gas-solid contact is very good, as in the fluid-bed roaster, the oxygen content of the gas must not be allowed to drop below some limiting value (perhaps 1 pct), or the rate of the main roasting reaction will become too small for practical operation. "In the last decade, the construction industry has witnessed significant changes in the project delivery systems and contractual relationships between the general contractors (GC) and Deep Foundation Specialty Contractors. The Deep Foundation industry, especially including industry specialty subcontractors, have experienced a significant increase in requests that project risks be transferred through contract documents to subcontractors and suppliers with a decrease in margins for the industry. GCs regularly revise their form subcontracts to take into account recent experiences/contractual trends and newly issued judicial precedent, an exercise that is less frequently undertaken by subcontractors and suppliers. These contradictory trends are at the base of the ethical analysis of subcontracts that comprises the subject matter of this paper. Using contracts as a risk management tool in order to mitigate the general contractor’s risks in the context of dynamic changes in the legislative environment will also be addressed. The electrification of ammonium nitrate-fuel oil (AN-FO) blasting agents by pneumatic loaders is described and discussed. The consequences of the electrification are considered in light of the initiation requirements of electric blasting caps. It is recommended (1) that semiconductive loading tubing be utilized and (2) that the resistivity of the AN-FO be controlled; it is further recommended that the operator (3) test to assure continuity of the electric detonator legwire-bridgewire-legwire circuit prior to insertion of the cap into charge or borehole, (4) keep the legwires shunted but not otherwise connected to ground during loading of the blasting agent into the borehole, (5) assure that the borehole is discharged prior to hooking up the detonator leads, (6) assure that he is himself discharged prior to handling the detonator leads, and (7) assure that the blasting cap leads are never carried to the AN-FO loader. The basis and significance of these recommendations are explained.

"Due to multiple experiences in the field of planning and engineering of processing plants for secondary materials the Chair for Processing and Recycling of Solid Waste Materials decided to develop a software tool that supports the engineering and the planning of the basic layout of processing plants for secondary material flows. The detailed description of the material flow and its characteristic parameters is one of the main tasks to be worked out and should be considered as the basis for representative simulation results.The description of the material flow and its characteristic parameters is based on a fraction vector containing 12 material fractions. This is a compromise between a detailed material flow description and a compact and therefore time-extensive calculation model. Each material fraction is characterized by 15 parameters, which can be edited with the help of an easily accessible user-interface. In addition to basic parameters like ignition loss, water content and calorific value more parameters like the material fraction-specific particle-size distribution are contained. Using the model library SimuRec, the processing success and the recovery of complex processing plants for secondary materials can be predicted."

During the course of an investigation of the plastic flow of aluminum aircraft sheet under combined loads, several problems arose in which analyses of the conditions leading to unstable plastic flow were needed. In order to provide these analyses, and in the hope of attaining a better understanding of the general problem of unstable plastic flow, the present study was undertaken. It is well known that unstable plastic flow is associated with a form of mechanical instabi!ity frequently observed during the plastic deformation of ductile metals. This instability is characterized by the fact that, at its onset, plastic straining mill proceed at a constant magnitude of the externally applied forces. It is further typical that the resulting unstable flow is generally accompanied by the formation of a neck, a local bulging, or some other form of heterogcneous deformation. Perhaps the most familiar example of unstable plastic flow to the metallurgist is the formation of the neck in the ordinary tension test. It is well known that in this test most metals exhibit a maximum in the externally applied load, followed by the process commonly referred to as "necking down." Instability in the simple tension test has been frequently discussed and numerous investigators1'2'3'12 have derived the criterion for instability in terms of a critical rate of strain hardening. It is the purpose of the present study to extend the criterion for unstable flow to the more general case where the body undergoing flow is subjected to combined loads. It is hoped that the problems considered will provide a more consistent picture of the general features of this important form of mechanical instability. The most practical implications of instability in plastic flow arise in connection with sheet metal forming operations. In the formation of a great many sheet metal parts, the deformations are produced primarily by stretching. If the conditions which lead to unstable flow are fulfilled in such a formation, and if the resultant instability leads to a pronounced localization of flow, then the useful limit of ductility of the material will have been reached. It i; also essential that the effects of instability be taken into consideration in any study of the plastic flow and rupture of metals under combined stresses. A test on Taylor's rule of mine life using published data on open pit porphyry copper mines confirmed that mine life is, on average proportional to the fourth root of reserve tonnage.
