In the event of a sudden nuclear attack upon the United States, it is imperative that vital command and control centers have a high probability of survival. One such vital facility is the North American Air Defense Command Combat Operations Center at Colorado Springs, Colorado. Known briefly as NOW, this installation when completed will be housed in large chambers excavated out of granite beneath the eastern slope of Cheyenne Mountain (Figure 1). The NORAD COC, a U. S. Air Force sponsored project, will serve as the primary collection and evaluation center for data concerning unknown aircraft, missiles, or space vehicles, which might bring destruction to North America. The data will be fed into high-speed computers and electronic equipment from outpost sources - radar, ballistic missile early warning stations and picket ships throughout the world. Electronically controlled display boards will make it possible to evaluate the tracking data instantaneously and to take appropriate defensive action1.

THE year 1924 saw little change in the production of oil and gas it either Pennsylvania or New York. In the early months of the year the price of Pennsylvania crude oil, $4.00 to $4.50 a barrel, was sufficiently high to cause operators to lay plans for rather extensive drilling opera-tions. But when, in August, the price dropped to $2.85 a barrel, there was no inducement for new work and drilling was curtailed. In spite of the curtailment, however, the combined production of the two states for the year showed a slight increase over 1923, the production being 8;859,000 bbl. in 1923, and 8,901,000 bbl.1 in 1924. The increased production was due entirely to. the continued development of flooding operations in the Bradford field, all other oilfields showing a decline for the year. TABLE 1. Natural gas in Pennsylvania is fast being recognized at its true worth and the increased prices allowed 'the gas companies for their product induced quite a bit of new work. The relative importance of natural gas compared with manufactured gas is shown in Table 2.2

Anyone who scans the modern literature will realize that concepts of leadership have changed during the past few years. And like change in so many areas of our culture, change has been rapid in the perception of leadership. Many traditional leadership traits are still highly regarded and many of the longstanding personal qualities that improve leadership abilities continue to be effective. In the past, though, leaders could rely on dominance, intimidation and fear to accomplish their goals through the actions of others. In contrast, effective leaders today build relationships, provide vision and guidance, and strive for communication, cooperation, trust and employee satisfaction. Earnest leadership involves moral issues like honesty, integrity, fairness, empathy and respect. Modern leaders guide, facilitate and coach, rather than command and direct. But how well equipped are managers in the mining industry to meet the leadership challenges that lie ahead? More importantly, is he or she becoming a better leader? This article outlines steps to becoming a more effective leader. Management consultants stress that the changes that lie ahead will demand swift organizational adjustments and managers who are equipped to lead during times of change (Boyett and Conn, 1991; Hesselbein et al., 1996; White et al., 1996 and Kotter, 1997). Becoming a better leader begins with self-assessment and a commitment to unify all who depend on one's leadership abilities. Simply defined, leadership is leading others. Contrary to common practice, leadership is not about advancing one's own career but about bringing out the best in others. The beauty of modern leadership, however, is that the path of serving others creates synergies. They benefit everyone, including the leader, those the leader manages, upper management and company shareholders.

IN any theory of a hydrodynamic nature dealing with the vertical flow of gas-liquid mixtures in pipes, the two factors that present the greatest difficulty are the relative motion between the phases and the energy loss resulting from turbulence work. The former has generally been referred to in the literature as "slippage" and the latter as "fric-tion." A third factor of importance is the nature of admixture between liquid and gas for both the relative motion between the phases as well as the turbulence work are functions of the type of mixture. Although much work of a general nature has been performed on the vertical flow problem, there have been very few attempts made to study experimentally the factors involved in the phenomenon individually. Of these, perhaps the most notable is the work of Moore and Wilde1 on slippage. Some writers on the subject have assumed that over a wide range of operating conditions the controlling type of mixture, is one in which gas bubbles of uniform size are distributed throughout the liquid, and that the data obtained from experiments on the motion of single bubbles through various liquids may be used in evaluating the slippage. Ver-sluys2 has further assumed another controlling type of mixture in which the liquid occurs as a dispersed phase within the gas and applies data on the fall of drops of water in air to calculating the relative velocity. It was for the purpose of studying the applicability of data on single bubble motion to the slippage factor and to further observe the nature of mixtures that a research program was conducted at the University of California during 1932 and 1933. THE chief uses for copper are as a conductor of electricity and as the chief component in brasses and bronzes. For such uses, the copper must be of very high purity. H the impurities are zinc, iron, lead, arsenic, or antimony, they can be removed to a great extent by fire-refining. H, however, gold, silver, nickel, or cobalt are present, electrolytic refining is necessary. Electrolytic refining must be preceded by fire-refining and hence all impure copper must be fire-refined. The electrolytic refining of copper is most efficiently carried on when the impurities in the anodes are at a minimum. Some of the impurities tend to deposit with the copper at the cathode, while others remain in solution, decreasing the conductivity of the electrolyte and thus increasing the voltage necessary for refining. Since these dissolved impurities must be removed by continuous purifications, the amount of impurity in the anode copper should be reduced by furnace refining to some predetermined limit. Anode furnace operation aims to reduce these impurities to a minimum beyond which the cost of further furnace refining would exceed that of removing the remaining small amounts of impurities from the electrolyte. The anodes should have a fine-grain internal structure because any pieces of metal becoming detached from the anode during the electrolytic refining are inconvenient to remove from the cells and may cause short-circuits. Impurities tend to disrupt such a structure and thus form zones of weakness during corrosion. When the impurities are reduced to a satisfactory mini-mum, the anode, due to having a fine-grain structure, will corrode uniformly over the entire surface area exposed to the electrolyte. Oxides of the impurities may be volatile, in which case they pass off as flue gases, or they may form viscous slags having a lower specific gravity than molten copper, thus permitting their removal by skimming. Some impurities can be oxidized by introducing air into the bath. Due to the large solubility of oxygen in molten copper, oxygen is distributed uniformly throughout the bath and thus comes into intimate contact with all impurities. The oxides which are insoluble in molten. copper are removed either as flue gases or as slag.

The U.S. Bureau of Mines research on the use of cement as an agglomeration aid allowed precious metals heap leaching to become an economically viable method of precious metal recovery during the 1980's. However, many agglomerated ore bodies still exhibited poor heap/agglomerate strength. Precious metal recovery was often too slow or required prohibitively high levels of cement to be economically sound. Problems with heap ponding, blinding, and solution channeling and "wash-out" indicated that there was a need within the industry to improve on existing agglomeration technology. An in-depth research effort was undertaken to satisfy this need. Three years of research led to a patent on the use of vinyl addition polymers as effective agglomeration aids. A close working relationship between Brewer Gold and Nalco Chemical Company aided in the development of this program. This paper details the pilot test work, the full-scale evaluation at Brewer Gold Company, and conclusions.

Transitions between geological/geotechnical soil units have a critical impact on the operation and performance of a tunnel boring machine (TBM). Geostatistics-based probabilistic modeling is used to quantify the uncertainty in soil transition locations. This paper presents two unique soft-ground tunneling case studies where the results from the geostatistics-based probabilistic modeling are compared to the TBM data and as-encountered ground conditions derived from the actual TBM data. The assessment enhances the confidence in using geostatistics to improve ground awareness for efficient tunnel construction, minimizing different site condition (DSC) claims, and improving decision-making on tunnel projects.

"Australia has almost twenty per cent of the Western World's low-cost uranium reserves, located mostly in the Alligator Rivers region of the Northern Territory. At present, only one uranium mill is operating in Australia, but a number of new mills are planned for the early 1980s.Details are given of Australian uranium mining and milling proposals and the measures taken to minimize their environmental impact. Major factors affecting environmental impact are discussed, including treatment of liquid wastes, water management, control of radon and other airborne releases, and disposal of tailings. IntroductionAustralia is entering a new phase in uranium mining and milling activity . In the first phase of operations, between 1954 and 1971, about 10,000 tonnes of yellowcake was produced at five locations. Most of the production came from the mines at Rum Jungle in the Northern Territory and Mary Kathleen in Queensland. In the 1960s, the demand for uranium slumped, and much of the yellowcake produced at Rum Jungle was stockpiled by the Australian Atomic Energy Commission. The early uranium processing operations in Australia were typical of overseas practice at that time. Environmental problems were generally given low priority and pollution control measures were unacceptable by today's standards. There was little or no recycling of process water, acid waste streams were not neutralized and tailings dams were poorly designed. At Rum Jungle, oxidation of sulphides in waste heaps, tailings dumps and ore stockpiles subsequently led to destruction of vegetation and heavy metal pollution in a nearby river.In the early 1970s, major uranium deposits were discovered in the Alligator Rivers region of the Northern Territory. Significant orebodies were also located in the Great Artesian Basin in South Australia, in calcrete formations in Western Australia and at several locations in Northern Queensland. According to latest available estimates. Australia has about 160/0 of the Western World's uranium recoverable below $US 80 per kg U. Mining these orebodies will require pollution control measures more stringent than practised previously in Australia."

The productive capacity of natural gasoline and cycling plants in the United States or. January 1, 1954, was 926 thousand barrels per day, according to the Bureau of Mines biennial survey. This represented an increase of 114 thousand barrels per day during the 2-year period since the last survey. In the previous 2-year period, capacity had increased 164 thousand barrels per day. The total number of plants increased from 521 on January 1, 1952, to 535 on January 1, 1954. The number of operating plants increased from 506 to 521. The major increases in capacity took place in Texas, Illinois, Oklahoma, Louisiana, and New Mexico, with the absorption-type plant continuing to account for most of the new construction. In 1954, however, 6 plants reported using a refrigeration process whereas only 1 plant reported this in 1952. The number of operating compression-type plants continued to decline and combination plants showed a decline this year because a number of these plants were reclassified as absorption-type.

The Yayoi period, from about 300 B.C. to A.O. 300, represents a time of important changes in Japanese history. During this period the advanced rice culture of the Asian continent was introduced to Japan, along with the techniques of animal husbandry, spinning, bronze casting and metal working(1) . As was the case in the Jomon period (11000 B.C. to 300 B.C.), the Yayoi period is traditionally defined by a particular type of pottery, characterized by the use of the potter's wheel and an extreme simplicity of decoration and form(2) . Pieces of this pottery were found in 1884 in a district of Tokyo, known as Yayoi-Cho, not far from Tokyo University. Within a decade the name Yayoi had come to be used for the period which also saw the first casting of metals in Japan121. During the Yayoi period, the foundation of the ancient Japanese state was laid as the individual small communities were unified and as labour specialization and social levels developed. In fact, the Yayoi may be the true ancestral culture of Japan(3) . However, the origin of the Yayoi is not definitely known. One theory indicates that the Yayoi people may have been driven from the Asian mainland (via Korea) by the dynastic wars that accompanied the unification of China under the Ch'in and Han and that these settlers rapidly displaced the Jomon. Bronze objects and the cultivation of rice may have arrived about the same time - in the third century B.C. Iron was in Japan within another century, but since it rusts badly and disintegrates, only a few small pieces are known from such an early date(4) . After about 50 B.C., the Yayoi cultures of western Japan were in fairly close and regular contact with the continent via Korea(5)

"Southern Peru Copper Corporation's Ilo Refinery, the largest in Peru, began operations in 1975 with a production capacity of 165,000 stpy. Southern Peru bought the Refinery from the state owned Minero Peru SA on June 1, 1994.The Refinery processes blister from Southern Peru's I/o Smelter. Blister copper is processed in an anode plant equipped with two 365 st tilting reverberatory furnaces, a 26 mold casting wheel and an anode press machine. Copper is electrorefined in a tank house equipped with 768 commercial cells, 44 stripper cells, and 40 liberator cells, utilizing two electrolyte circuits and a 21,000 Ampere rectifier.During 1989 through 1994 a program for improving productivity was carried out by increasing the number of cells and increasing current density to the total rectifier capacity. As a result, a capacity 215,000 stpy of refined copper, 2 million tr. oz silver and 6,000 tr. oz gold per year was achieved. In 1994 Southern Peru announced plans to increase capacity to 250,000 stpy of cathode with a US$ 18 million investment and a US$ 2 million investment in environmental improvement projects, as part of the purchase agreement with the Peruvian government.This paper outlines the scope of the SPCC lio Refinery modernization and environmental program. It describes the implementation of the Electrolytic Plant expansion based on instaliation of polymer concrete cells, a new rectifier, a new selenium roaster and a Precious Metal Plant upgrades."

Discussion by P.J Lloydt Broekman and Penman describe (J.S. Afr. Inst. Min. Metal., vol. 91, Aug. 1991, p. 261) the addition of sodium cyanide and zinc sulphate to the flotation feed at Prieska. They note that for 'safety sake, lime was added to the rod mil to raise the pH to 9,5', and that 'personnel working in the vicinity of the rod mil were required to wear gas masks'. Author reply to P.J. Lloyd We thank Dr Lloyd for his interesting contribution. As he correctly points out, the Prieska float had run with cyanide solutions at pH values of 6,4. In fact, it ran safely for extended period with the pH slightly below 6.

"This presentation will provide information and facts on the drilling and blasting within a frozen shaft using a full face methodology. The Author will briefly discuss the history of the sinking of a frozen shaft in Saskatchewan, the challenges faced, and the solutions delivered. The case study will include a discussion describing the series of events that led to the decision to adopt a full face blasting methodology. The case study will describe key elements such as the drilling pattern, hole size and depth, explosive products and blast vibration monitoring systems. INTRODUCTION During the shaft sinking process at a project in Saskatchewan, it was recommended that a drill & blast benching method be utilized. Following an evaluation of the site, the geological conditions proved amenable to a ground freezing system that would stabilize the rock formations and prevent inflows of water into the shaft (Table 1).The shaft sinking process required that the ground surrounding the proposed shaft be frozen by drilling several near vertical freeze holes radially at a specified distance from the edge of the proposed shaft excavation. This would allow for the circulation of a chilled brine solution down the freeze holes. The circulation is achieved by means of stainless steel pipes encased within each other to provide a delivery and return conduit for the brine (Figure 1). As a result of this periphery freezing, the ground within the shaft excavation is also predominately frozen.The finished internal diameter of the shaft was 5.5 meters with varying overall excavation diameters to facilitate different liner designs used for various rock formations. For the most part, the fully unsupported/unfinished excavated diameter of the shaft varied from 6.9 meters to 8.5 meters depending on the zone excavated. The challenge was that the proposed drill and blast excavation method posed a significant risk due to the potential to damage the freeze wall and pipes during blasting. The decision was made to commence the excavation through mechanical excavation (i.e. chip and cut) methods then change to a drill and blast method utilizing a split benching design. Through this process, the team encountered five main challenges: 1. Sub-horizontal geological structures and slips that affected blasting performance and sometimes resulted in a sloping surface to the top of the bench; 2. Confined working area for the crews and equipment due to a limited work area as a result of utilizing the split (half) bench drill and blast methodology; 3. Mechanical chipping and cutting of the one-meter buffer zone to the final shaft diameter; 4. Crews working on extremely slippery uneven frozen rock and ice surfaces, which affected safety and efficiency; 5. Establishing a blast vibration monitoring system to determine if the drilling and blasting of the full shaft excavation diameter were acceptable."

THIS paper is a brief discussion of the past and present methods employed by the Huntington Works of The International Nickel Co., Inc., in the production of nickel and high nickel alloy seamless tubing. The various operations for both hot and cold processing will be considered in their natural sequence, together with the processing characteristics of the high nickel alloys and some descriptions of the equipment used. The tools and lubricants currently in use will be described. This discussion will relate primarily to nickel, Monel,† and Inconel,† since these are the most common of the many alloys processed into tubing at the Huntington Works. The nominal compositions of the materials are shown in Table I. CONVERSION FROM SOLID BILLETS TO TUBE SHELLS History The commercial production of seamless nickel and high nickel alloy tube shells is a comparatively recent development, the first nickel shells having been produced in 1922, Monel in 1930, and Inconel in 1931 on rotary-type piercing mills. Rolled or forged billets, ranging from 3 ½ - to 7 ½ in. diam, were pierced to produce shells ranging' in size from 4 3/8 in. OD X 0.180 in. wall to 8 3/8 in. OD X 1.0 in. wall. After piercing, the shells. were further processed by hot rolling, reeling, and sizing. Subsequent to these operations the shells were either supplied to the trade as "hot finished" tubes, or were processed by cold drawing to smaller sizes at the Huntington Works of the International Nickel Co. The extrusion of nickel and high nickel alloys also may be classed as a relative newcomer to the field of hot-forming methods, for it was not until 1928 that the commercial extrusion of these alloys was begun on a 600 long ton vertical extrusion press installed at Zenith Works of Henry Wiggin and Co., Ltd., Glasgow, Scotland. This press did considerable pioneer work and the results were so favorable that in 1937 a -2200 long ton horizontal press was installed. The quality of the inside surface of the tubing produced on this press was superior to that produced by piercing on a rotary-type mill and, as a result of this experience, a 4000 ton horizontal extrusion press was installed at the Huntington Works in 1943. Billet Preparation The first step in the extrusion, process is the selection of ingots with good hot malleability, as indicated by the test described by Martin and Bieber.1 Ingots then are forged into rough rounds which are machined to the desired billet diameter on a "bar peeler." This machine consists of a rotary head which carries the cutting tools and is driven by a 200 hp, dc motor. The feed mechanism consists of hydraulically driven input and output carriages on the respective sides of the cutter head. The determination of the state of stress existing at a point in any solid body requires the determination of the six components of the stress tensor relative to a convenient set of axes. One general method of doing this in rock is to make strain or deformation measurements associated with local relief of stress in a number of boreholes penetrating a limited volume in the vicinity of the point at which the stress is to be determined. The stress is assumed to be constant throughout this volume. Leeman1 has described a number of the instruments that have been developed for making deformation or strain measurements in boreholes. Panek2 has described the application of statistical methods to the determination of the average components of ground stress from sets of measurements made in boreholes by means of deformation meters of the type developed by the U.S. Bureau of Mines. In this paper attention is given initially to the strain cell developed for use on the flattened ends of boreholes by the Council for Scientific and Industrial Research (CSIR) , South Africa. The equations required for evaluating the average components of ground stress from measurements made by means of the CSIR strain cell are derived. These equations are similar in form to those applying to measurements made by the borehole deformation meter developed by the U.S. Bureau of Mines. The results of an investigation of the properties of the equations are described. These results are important in the practical use of both the instruments mentioned above and any instrument based on similar principles.

Underground coal gasification (UCG) is a promising process for obtai- ning energy from coal, which is either unmineable with current mining techno- logy or uneconomic to recover, using conventional methods, in the present energy market situation. There are several coal fields, which could become new coal reserves, if the UCG process were successfully applied. In the 1960's Japanese researchers made a number of basic studies and field tests into UCG, although not all of them produced favourable results. This paper reviews Japanese research on UCG. This includs basic studies into coal gasification using a small, tube reactor fed by air and oxygen, and also large scale model stu- dies(reactor size of 8.Om x 2.4m x 1.5 m). Field test results from Akabira colliery in Hokkaido and a feasibility study of power generation using UCG from a coal field in Hokkaido are also Presented.

The coming years should see moderate growth in the US coal industry. That growth may come at the expense of the oil and natural gas industries. Conoco pegs coal growth at 2% a year, until the year 2000. During that same period, Conoco projects only 0.5% annual oil growth and "a flat or negative trendline" for natural gas. This is compounded by the fact that coal has a delivered cost per Btu that is only half as much as it is for natural gas and only a third as much as it is for oil. So said Ralph Bailey to many of the 2600 attending the opening session of the American Mining Congress Coal Convention, May 12-15, in Pittsburgh, PA. Bailey is chairman of the AMC. He is also chairman of Conoco. While coal's projected growth is not spectacular, "it is in fact almost an assured growth," Bailey said. Weak oil and gas prices will likely prevent faster growth for US coal. Most of coal's increased demand will come from the electric utility industry and expanded steam coal exports. Conoco's study projects that domestic coal demand will be strengthened in the 1990s. By then, the present surge of nuclear power plant constuction will be over. And there will be a lack of acceptably priced, large-scale generation alternatives for utilities. "It is not likely that any electric utility is going to be ordering new nuclear reactors," Bailey said. "And as oil and gas supplies become scarcer and more costly, it is only logical that coal is going to fill the gap." At the same time, Bailey believes the US coal industry must find ways to lower its costs. He said cost excesses can be found in "regulatory overkill, labor, and simply bad habits" hidden by years of high inflation. "Those costs have now been laid bare, because we are going through a pe¬riod of disinflation. We have to put our house in order, particularly if we are going to compete in world markets." Bailey also touched on coal research. "The industry certainly accepts the fact that we must find a way to burn coal as cleanly as possible. A lot of work in that regard is going on. I expect there will be some significant break-throughs." Bailey said the coal industry is being squeezed this year. Last year, coal customers accumulated inventories in anticipation of a major coal strike that never materialized. Now, many utility customers are working down these inventories. So they are not taking deliveries on their coal contracts. But coal use is up in 1985, compared with 1984, Bailey said. So increased coal use, along with supply drawdown, should strengthen the coal market before the year is out, he said. After Bailey's presentation, some 100 speakers addressed policy and technical topics at 15 sessions during the four-day meeting. It was the first time since 1977 that the AMC Coal Convention has been held in Pittsburgh. And this year's attendance was up 40% from the last AMC Coal Convention held two years ago in St. Louis, MO. This year's registrants included 228 companies, 225 manufacturers, and 106 associated members. The only negative was the David Lawrence Convention Center. It was less than ideal. By turns, meeting rooms were too small, too cramped, or too far from one another. The session on longwall mining was so crowded that the doors were propped open so conference delegates could peer in. A concurrent manufacturers' forum session needed 50 more chairs to accommodate those wanting to attend. However, on to summaries of some of the presentations. Coal transportation and export Since Congress approved the 1980 Staggers Rail Act, railroad rates for hauling coal have not been excessive. In fact, rail rates for coal have increased less than 0.5% a year, in real terms, since 1980. Moreover, the market oriented principles written into Staggers are contributing to the improved financial and operational health of the nation's railroads. But no railroad is earning excessive profits. That is the gist of a coal transportation study being completed by the US Department of Energy. William Vaughan is DOE's assistant secretary for fossil energy. He affirmed the thrust of the upcoming report. Vaughan did allow that Interstate Commerce Commission (ICC) regulations on rate reasonableness could permit the railroads to exploit their monopoly power on captive shippers. The City of Toronto’s Coxwell Bypass Tunnel is currently being constructed by North Tunnel Constructors ULC, a joint venture of Jay Dee Canada, C&M McNally Tunnel Constructors and Michels Canada. This project includes construction of approximately 10.5 km of 6.3 meter finished diameter rock tunnel, five 20 meter diameter storage shafts and eleven tunnel connection drop shafts, along with associated deaeration and adit tunnels. This paper describes progress on the project to date and reviews the risk mitigation measures utilized on the project to move the project forward through tough geological conditions during shaft excavation and tunneling phase of the project.

"IntroductionThe Republic of Indonesia is a developing Southeast Asian country that unites the Indian and Pacific oceans, and spreads across nearly 14000 islands with a total land area of about two million km-. The distance across the country approximates the distance across Canada: Indonesia extends for more than 6000 km from the northern tip of Sumatra to the eastern border of Irian Jaya in the middle of New Guinea. With a population of around 180million, Indonesia is one of the world's most populous countries. A mix of 366 ethnic groups populates the country and there are some 250 distinct languages spoken. The topography of Indonesia generally is quite rugged because of its numerous volcanos. For example, the island of Java has 121 volcanos, of which 15 rise above 3000 m and another 44 reach heights between 2000 m and 3000 m.Indonesia has a diversified resource base, with plentiful energy resources (coal, oil, gas and hydroelectric), significant mineral deposits, large timber potential and a developed system of agricultural commodity production and export. A high proportion of the primary resources are on the sparsely populated islands of Sumatra and Kalimantan, whereas 7'3 of Indonesia's people reside on Java, or on 70/0 of the country's land area. Around Jakarta in western Java the population density is around 8000 per krn2. This contrasts with less than nine people per km- on Sulawesi (Fig. I)."
