SEVENTY-FIVE years ago, in Wilkes-Barre, Pennsylvania, 22 men of vision banded together to initiate this great organization. Ideals and emotions mingled and united in the declaration of a twofold purpose: first, the more economic production of minerals and metals, and second, the promotion of greater safety and welfare for each man so employed-tacit recognition of the inseparability of humanitarian and utilitarian concepts of world progress. The members and honorary members then, as now, were mining engineers and associates from allied walks of life. Under the able guidance of David Thomas, our first president and outstanding ironmaster of the time, there were elected 46 members and associates, and the foundations of the Institute were laid. Conceived in a turbulent postwar era, the problems then faced had some similarity to those we face in this time of war-bashed uncertainty. With a Civil War behind them and once again dedicated to a spirit of national endeavor, they surveyed the landscape, then surged ahead toward a beckoning industrial horizon. A study of the literature shows that the greater part of research work on annealing of cold-worked iron has been for the purpose of studying the effect on grain-size and properties other than hardness. No reference has been found of experimental work of the same nature as that explained in this short paper. The material used throughout was Vismera iron, an iron containing 0.03 carbon and made several years ago by the Inland Steel Co. One-half inch stock was cut into cylinders ¾ in. long. With some exceptions, minerals may be acquired on the unappropriated public lands by one of three methods: (1) mining claim location under the General Mining Law of 1872; (2) mineral lease under the Mineral Leasing Act of 1920; and (3) sale contract under the Mineral Materials Act of 1947. Leasable minerals such as oil, gas, coal and phosphate are specifically designated as leasable in the Mineral Leasing Act so the method of acquisition is clear. As a general rule, metallic minerals are acquired by mining claim location. However the nonmetallic minerals, most of which are industrial minerals or gemstones, present a more difficult problem. These minerals are acquired either by mining claim or a sale contract depending on their chemical composition, physical properties and the use to which they are put. The Act of July 23, 1955 (30 U.S.C. 61 1) provided that uncommon varieties of sand, stone, gravel, pumice, pumicite or cinders are locatable; whereas, common varieties of such minerals may only be acquired by a contract of sale. The widespread location of mining claims to appropriate such deposits has caused many land management problems. Federal court and Interior decisions offer the most useful guidelines in determining the most appropriate method of acquisition.

President George Bush signed the Safe Explosives Act (SEA), which amended the Organized Crime Control Act (OCCA) of 1970, into Law on November 24, 2002. As a result of this legislation, new restrictions on who could legally receive or possess explosives in the United States went into effect, resulting in a profound impact on the commercial explosives industry. The law went into effect in two key phases. The first phase, which went into effect on January 24, 2003, resulted in additions to the categories of persons who are prohibited from receiving or possessing explosive materials in the U.S.

A brief introduction is given of the scale and of some special features of South African gold mining; it is noted that great depth of mining and narrowness of the reefs, and hardness and abrasiveness of the rock are the main sources of the problems of the industry. The most inhibiting problems are: Excessive rock pressure occcurring in conjunction with rockbursts, hot and humid working places due to high virgin rock temperature and auto-compression of the air, and low level of productivity. Conventional solutions applied ordinarily in mining do not promise to eliminate, or even alleviate, these difficulties.

The installation of a pile is considered analogous to the expansion of a cylindrical cavity of a diameter equal to that of the pile. Using Vesic's theory of the expansion of cavities the effect of soil properties on pile installation loads, radial pore and total pressures are evaluated. The theoretical results are compared with load and pressure measurements made in field trials in a stiff clayey glacial till in the U.K.

Specitlrens of the Al-Ge eutectic alloy have been frozen unidivectionally at rates between 2.5 x 10-6 and 2.5 x 10-4 cm per sec and the structure examined by optical and X-ray methods. There is no epitaxial relationship between phases, the aluminum having random orientation and the germanium a preferred (011) fiber textuve. Lamellar colonies which are BINARY eutectic alloys occur between either silicon or germanium with the metals aluminum or silver. common in this alloy are constructed from axial and nonaxial (111) plates of germanium which are related by a variety of twin configurations. Irregular or globular regions of the microstructure are composed of continuous single crystals of each phase, the germanium being heavily twinned. There is limited solid solubility in these systems, and the eutectic phases all involve diamond cubic with fcc crystal structures. My talk today is an effort to project our thinking forward a few years to that point in the future when we will be producing gas and liquid fuels from coal. To those of you that are concerned with meeting today's production quota--my remarks may sound like a Buck Rogers projection. Not so. Although I'm talking about the future, please understand that my thoughts are focused on the near term future. The coal plant of the future will be an energy plant producing energy products to meet the needs of our modern society. This plant is an outgrowth of Government- industry cooperation. Much of the research work that makes such a plant possible was jointly funded, other work was a continuation into development of private research expenditures, other work was performed by private research organizations with Government funding, other work was performed in Government laboratories, both State and Federal. As indicated above, and in the title of my talk, I expect to describe the coal plant of the future. I will describe a plant producing Carbon, Oil, Pipeline gas, and Electricity--Project COPE. This plant copes with the Atomic-Nuclear Group. As stated above, this plant is an energy plant. Energy plants today are large-scale operations. Power plants of 5,000 megawatts are projected, refineries of 500,000 daily barrels are near term probabilities, 48" transcontinental gas pipelines are with us today and 25,000 daily ton mines are here as well. The COPE plant will be of the same general size and require 50,000 - 100,000 tons of coal per day.

The new international fact of life that has emerged in the 70's is that foreign energy sources can no longer be considered either reliable or low in price. As a result, the United States is turning its full attention to its domestic energy resources. The figures about proved domestic reserves are often used to reassure us about the Nation's energy future: assuming a 50 percent recovery factor, there are at least 219 billion tons of recoverable bituminous coal and lignite, of which 31 percent is available by surface methods; proved reserves of crude petroleum and natural gas liquids total 34.3 billion barrels and 6.4 billion barrels, respectively. There is also about 4 billion tons of recoverable anthracite coal, a premium low-sulfur fuel of high heating value, which is all but priced out of the market because of the high costs of producing it. Total fossil fuel resources are even larger, although there are no guarantees concerning how much might become usable, and when, and at what cost. The figures, however, are impressive. They include the equivalent of about 200 billion barrels of oil potentially recoverable from high grade oil shale; 100 billion barrels in "heavy oil" deposits; and the equivalent of 25 to 35 billion barrels of oil in domestic deposits of "tar sands," and substantial quantities of conventional oil and gas resources. Twin 1250 m (4100 ft.) long highway tunnels through Cumberland Mountain near Middlesboro, Kentucky are planned to be completed in the early 1990's. The tunnels will be excavated in sandstones, limestones, and shales, dipping at 35 to 50 degrees and striking nearly perpendicular to the tunnel alignment. In 1985-86 a pilot tunnel was excavated as a crown drift along the alignment of the southbound tunnel. The benefits of the pilot tunnel in reducing uncertainties for main tunnel construction are discussed. The cost-benefits of the pilot tunnel are examined in view of estimated main tunnel costs.

There is an ample supply of all the raw materials required for the future development of the industry, with the possible exception of coking coal. Improved methods of coke production are being developed. It is anticipated that steel production will reach eight million tons per annum by 1980. New techniques and equipment for refining steel will be installed, together with new processing equipment. The most serious problem now facing the industry is the acute shortage of labour.

The Inconceivable Wealth propaganda goes on apace. Premier King, at Vancouver, has stated that we still have, untouched, natural resources, "beyond the wildest dreams." Principal Currie, in an address before the Canadian Society in New York said that Canada's resources, "are as yet merely scratched and it is not possible to compute her almost fabulous natural wealth." Mr. Meighen, in the last election campaign announced that, "under the providence of God, Canada is more richly endowed, perhaps, than any other country in the world." Four years ago a despatch was sent to Premier King "on behalf of" this Institute advising him that "Inconceivable Wealth" in minerals in this country was assured. This was made as a statement ~f "incontrovertible fact." Specifically, this despatch stated that this wealth was on such a scale that the mining industry would in the future lead all others in this country. This inventory is still in effect as far as this Institute is concerned.

Abstract - Aggregates (sand, gravel, and crushed stone) are low unit-cost products extracted in very large volumes for the construction of buildings, roads, and other infrastructure essential to modern society. Because of their low unit value, transportation costs are a key factor in resource economics, and deposits are commonly developed close to market (i.e., close to towns and cities, or along low-cost transportation corridors). This proximity results in potential conflict with residents over land use, disturbance, and pollution. Management of aggregate resources in Alberta is examined in the light of resource geology and distribution, and governance. A case history of development of the Calahoo-Villeneuve deposit is described, and the conflicts between residents and developers that led to establishment of an Area Structure Plan (ASP) are explored. The plan sets limits to, but at the same time safeguards, resource extraction, and defines terms for compensation to residents through a voluntary levy on production (Community Enhancement Fund). This fund is used to support community activities and to pay for a groundwater monitoring program. The ASP is examined within the context of the "Seven Questions to Sustainability" as set out by Mining,Minerals and Sustainable Development-North America (2002). It is concluded that the ASP, for the most part, provides a good model for conflict resolution and sustainable resource development, which could usefully be applied in other jurisdictions. The ASP was developed at a municipal level, and adoption at a provincial level would aid sustainable development of aggregate resources across the province.

Newmont Waihi Operations is participating in the initiation of a community liaison forum in association with the local district council. The objective is to provide a forum for the free and regular exchange of ideas, concerns and information, and through improved communication seek to achieve a more comprehensive set of solutions to community, operating and closure issues associated with Martha Mine. A similar liaison forum has been operated on two previous occasions during earlier phases of the present mine's operation. This paper deals with the practical aspects of setting up a liaison forum to act as an effective conduit between regulators, mine operators, local businesses and the community. The mechanisms and procedures for identifying community issues and concerns are dealt with. The actions and structures required to ensure effective ongoing community 'buy in' at all levels are discussed. Corporate philosophies are addressed. Specific examples from Martha Mine, Waihi New Zealand will be used to illustrate the paper. This will include a brief explanation of previous and current community issues, Newmont Waihi's operations both at Martha Mine and the proposed Favona underground mine, and the practical issues involved in setting up a liaison forum.

Sintering-pot tests and metallurgical performances of sinter with 4 kind of different Al2O3 contents are experimented in this paper. Results show: when the Al2O3 contents increase from 2.0% to 3.5%, acicular calcium ferrites in mine phase will be gradually replaced by plate-like iron calcium. The increase of Al2O3 contents will lead to the addition of liquid viscosity and the reduction of permeability of sinter bed. Sintering time will be prolonged. The rate of yield is stable basically but production is low; besides, the increase of liquid viscosity will decrease of drum strength. The change of permeability of the material layer will make RDI +3.15 decrease first and then increase when Al2O3 contents changed from 2.0% to 3.5%. RI of sinter shows a contrary trend because many open voids are formed by deterioration of liquidity first and then pores closed.

Over the last decade computers have become an essential element in assessing the economic feasibility of mining new mineral deposits and in assisting a variety of related support functions. A broad overview is given of the many technical application areas where computers are contributing to the mining industry with reference to work being done on the evaluation of drill hole information, mineral inventory modelling, ore reserve estimation, financial analysis, process simulation, process control, workshop job scheduling, PERT applications, and com- puter aided drafting. In all these areas the computer has greatly reduced the manual effort involved in looking at alternatives. It has had a significant effect in eliminating delays in revising calculations, or rescheduling activities to incorporate new data or cater for changing conditions, while at the same time providing more accurate and prompt information for the management decision making Process.

"High metal prices and advanced technology in open-pit mining methods have resulted in considerable interest in the development of large, low-grade mineral deposits. Brenda Mines Limited is presently testing such a deposit of copper-molybdenum mineralization near Penticton, British Columbia.The mineralization of economic interest at Brenda has a total metallic sulphide content of between 1 and 1.5 per cent. This sulphide content approaches the limits of detectability of standard geophysical methods. How-ever, due to a favourable geological environment, it has been possible to utilize the Induced Polarization Method to outline the mineralization at the Brenda property."

The year 1936 was a prosperous one for the oil industry in California. Increases in crude prices were posted in February and March. Re-establishment of voluntary curtailment in February was a factor in holding production at an efficient level throughout the year. Reduction of storage was effected through adherence to curtailment measures, aided by greater demand and smaller average well completions. During the first six years of voluntary curtailment, allotments were increased during the summer season and reduced during the winter season. This year, good results were obtained through a revised system of allocation, by which the California monthly quota was held constant at approximately 540,000 bbl. per day. After a 7-month period of practically unrestricted production (ending in January 1936), numerous operators found that curtailment was still necessary, as California and export market,s were not yet capable of absorbing the state's potential production, which was estimated to be in the neighborhood of 850,000 bbl. per day. Therefore, in February California operators again placed themselves under voluntary curtailment; with the result that state production dropped from around 700,000 bbl. per day in January to a low of 565,000 bbl. per day in April, and increased gradually to around 585,000 bbl. per day for December. Drilling activity during the year increased about 10 per cent over that of the preceding year, although the resultant production per well decreased. "Use of the Bond Work Index to size industrial grinding equipment was widely known. Bond also described its application for measuring grinding circuit efficiency. Bond Work Index efficiency also has been used extensively by industry, but until now without concise standard methods, or a formal guideline, for doing so. The Bond Efficiency Sub-Committee of the Industrial Comminution Efficiency work group of GMSG has produced such a guideline, which is appended hereto. It covers the methods and provides examples of how to calculate the Bond Work Index Efficiency of most industrial grinding circuits. Bond Work Index testing equipment and methods are also provided.Comminution is responsible for a major portion of mineral processing plant energy consumption and operating costs. Bond Work Index efficiency provides valuable means, first, for benchmarking one’s plant performance against others in the broad industry, and hence defining the extent of the opportunity for improvement. Secondly, improvements in circuit efficiency with implemented changes can be quantified and monitored as part of continuous improvement efforts. These two important business activities are thus facilitated, and, in the absence of any other accepted method, otherwise would be lacking without the existence and application of this standard for comparison. While often loosely applied in the past by plant metallurgical staffs, the increased precision offered by this guideline provides much clearer definition of both the conceptual and statistical meaning of these measurements. Even a small improvement can be enormously financially important, but only if differentiated by measurement. This guideline was thus intended to provide industry improved means to differentiate comminution circuit efficiencies. Carbon footprint reduction is coincidental, but nevertheless can be substantial.The next steps are: (1) to establish standard reference testing materials and one or more laboratories to serve as bases for reference testing; (2) to establish the accuracy of relative circuit Work Index Efficiency determinations; and (3), to develop and provide a public data base of industrial comminution circuit Bond Work Index Efficiencies."
