This report is principally concerned with the engineering and economic feasibility of area surface coal mining systems other than draglines. This analysis evaluates shovel/ trucks, shovel/crusher/conveyors, and shovel/rail excavation and haulage systems for an assortment of geologic environments and production rates in the Powder River Basin (PRB) Shovel/trucks, front-end loaders/ trucks, and shovel/crusher/conveyors were studied in a multi-seam, dipping geologic area of the Four Corners Region. The Texas lignite engineering and economic research involved bucket-wheel excavators (BWE), BWE/backhoes, and scraper/backhoe combinations for overburden and coal excavation. The PRE truck/shovel study utilized the most recent computer simulation available in both the design and cost analyses. Detailed engineering analysis, followed by in-depth operating costs (operating and depreciation) result in a complete evaluation of each mining system. Cost comparisons of the different mining systems under similar geologic and production constraints are presented in the report to illustrate the estimated capital investment and production costs per ton of coal and bank cubic yard of overburden.

"INTRODUCTION The Bureau of Mines nitrogen peroxide process (2) 3/ for extracting manganese from low-grade ores is essentially a two-stage process involving the reversible reactionMnO2 + 2NO2 + 6H2O = Mn (NO3)2 . 6H2O (1).At lower temperatures this reaction proceeds to the rigth and affords a means of dissolving manganece and separating it from unreacted ore. At higher temperatures the reaction proceeds to the left and manganese dioxide is recovered and nitrogen peroxide regenerated for recycling. Evidently, therefore, the energy required for decomposition of manganous nitrate is a matter of practical importance. Similar information for certain other nitrates also is desirable beceuse the nitration step of the process produces appreciable amounts of nitrates of other metals, such as iron, aluminum, magnesium, calcium, and barium, some of which are not broken down in the evaporation and decomposition steps. Thus, a portion of the nitrogen peroxide is not directly available for recycling. Whether or not it is feasible to recover nitrogen peroxide locked in the more-stable nitrates depends partly on the energy required and the conditions necessary for their decomposition.To supply information bearing directly on these subjects, several researches were undertaken at the Pacific Experiment Station: (a) Heats of formation (24, 25, 26) of nitrates of manganese, magnesium, calcium, barium, and aluminum were measured at 298.2° K:; (b) low-temperature specific heats (23), in the range 51° to 298.2° K,, and entropies of nitrates of magnesium, calcium, barium, and aluminumm were determined; and (c) heat contents (21) above 298.2° K. of the nitrates of manganese, magnesium, calcium., and barium were measured. The results of these studies, when correlated by thermodymamic methods, permit evaluation, at any temperature of interest, of the energies required to decomposethe nitrates and furnish information concerning the equilibrium pressure temperature relationships."

"Development of underground openings in a deep mining environment requires a support system that is able to absorb energy as a result of dynamic loading due to rockbursting and blasting and static loading due to convergence as the development face advances. The support system must be resistant to corrosion and be effective over the life of the excavation, upward of ten years, yet simple and cost effective to install. Over the past two years, research has been conducted at INCO’s Creighton Mine to try and identify a one-pass grouted support system that will meet these needs.The main problem faced, with simply using grouted rebar at depth, is the effect of tunnel convergence on the stiff grouted bolts. Typically, if fully grouted, stiff rebar are installed to the face of an advancing development heading, the amount of convergence that occurs can result in failure of the bolts at the face plates used to attach the mine screen to the back. An initial support is required to enable crews to continue the bolting cycle in the immediate term, yet allow for this convergence over the longer term as the drift advances. The ideal support system will allow both to occur, giving effective immediate support while providing long-term effectiveness in allowing convergence to occur while maintaining the capacity of the bolt.This paper will investigate the expected convergence in deep development headings at +2200 m (+7200 ft) through the use of direct measurements using both flex rod extensometers grouted into the back of a development heading and five-point tape extensometer stations. Measured results will be compared with simple2-D numerical analysis to evaluate the anticipated convergence expected to be absorbed by the bolting system. The required convergence will then be compared with load deformation response of several support configurations."

Today, in Australia, it is increasingly common to see agreements between Indigenous peoples and resource companies being achieved generally as Indigenous Land Use Agreements or agreements pursuant to the ?right to negotiation? process under the Native Title Act 1993 (Cth). Despite progress in this area, resource development on Indigenous lands is not without its challenges for both the resource proponents and the Indigenous parties. History demonstrates that resource development on Indigenous lands has produced struggles between the traditional owners of the land and the resource proponents. In Australia their relationship is generally defined by issues of access to land and assuring continued access to the land for the life of the project. In this context, divisions in Indigenous communities often emerge. The proposed resource project can have the effect of polarising members of an Indigenous community. It may be regarded by some traditional land owners as an advantageous opportunity for the community and by others as a hazard to country and culture. The process of agreement making has proved not only a test for the Indigenous community but also for the resource proponent. In this paper we undertake a contemporary case study of a proposed Australian resource related-development project on Indigenous lands. This project involved a multi-billion gas hub precinct proposed at James Price Point in the Kimberley region in Western Australia. The James Price Point proposal produced a litany of challenges for all parties. The traditional owners faced fundamental social and human rights issues, including a minority opposition to the project, the project's potential cultural heritage impact, the threat of compulsory acquisition of their native title interest by a State government due to an initial failure to settle an agreement, a fracture of their unsettled land claim and a minority rejection of the agreement ultimately reached. Additionally, the ?green? lobby also rejected the proposed gas hub on environmental grounds bringing the green lobby into direct conflict with both the traditional owners in favour of the project and the resource proponent. Ultimately, Woodside announced its decision not to proceed with the proposed gas precinct at James Price Point, in April 2013. In this paper we analyse the complexity of the James Price Point gas hub negotiations with the traditional owners which resulted in an Agreement that promised to deliver substantial benefits for the Indigenous communities. We question why such a favourable and beneficial agreement for the Indigenous community also produced the plethora of challenges and concerns and we consider how future negotiation processes could be better structured to avoid the difficulties that have confronted Indigenous land owners and resource proponents alike.

The Bureau of Mines is conducting research on substitutes for chromium-containing alloys in order to conserve imported critical and strategic materials. Part of this research concentrates on finding low-chromium substitutes for heat-resisting stainless steels for the temperature range 600° to 800° C. Ferritic alloys are emphasized that have oxidation resistance provided by chromium contents as low as 10 pct and stress rupture strength provided by the precipitation of the chi(X)-phase intermetallic compound, (Fe36Cr12 (Mo, Ti)10). Initially, research was concentrated on selecting an alloy composition having a minimum chromium content with strengthening provided by the X-phase. An Fe-(10-12 pct)Cr-6 pct Mo-(1.5-2.0 pct)Ti alloy was selected. After the alloy selection, the tensile, stress rupture, and oxidation properties were determined. Stress rupture properties were found to be similar to those of 304 stainless steel. However, the alloys possessed brittleness during both stress rupture and tensile testing, possibly as a result of too high a content of molybdenum and titanium. Higher than expected oxidation rates were found that may be caused by the high molybdenum content.

This final report summarizes the effort on a very aggressively scheduled and demanding development program undertaken by Westinghouse for the U.S. Bureau of Mines under Contract No. H0101262. The objective of this program was to produce hardware and test it to determine the efficacy of certain concepts of Coal Mine Rescue and Survival as established by the request for proposal and the study performed for the U.S. Bureau of Mines by the National Academy of Engineering (NAE). (These are stated in paragraph 1. 1 for reference.) In carrying out this program, Westinghouse provided specific hardware designs in consonance with the objectives of the concepts outlined in the NAE study final report. Though this contract did not require producing final design hardware ready for introduction to the coal mining community, components of the CMR&SS - as delivered - have some value in disaster situations and are to be kept on standby alert. Additional design and production development is required and should be undertaken on most of the subsystems and components before they can be used in the competitive coal mining community.

By the micronization-milling of the material, the size and the structure of its particles are changed and it comes to the increasing of the potential energy of the system as well as to the chem-ical activity of the material what is the result of an increased free surface and of the concentration of the grate defects, that is of the internal energy of the system. All these changes that are reached, show that new characteristics of treated materials are got by micronization process. Controlling the process of the micronization and by purpose directing of the new characteristics of the activated materials, we can have the positive effects and use them in more technologies. Talc is important nonmetallic mineral raw material that is widely used as either the basic raw material, or as filler. This has stimulated its technological investigation, as well as the investigation of its physical-chemical characteristics. In this paper are shown experimentally reached results of the physical-chemical characteristics of the talc during the process of the micronization in high energetic mill. In this paper, the optimum conditions of miconization of talc in high-energy-speed rotary mill and its influence micronization on a degree of Fe2O3recovery by hydrometallurgical methodes, are presented. The X-ray analysis of the obtained products showed that high quality talc with low content of can be obtained by these physical-chemical processes In this paper, the principles and application or fine and ultra-fine grinding high-energy attriton mill with small balls, enabling fast, efficient grinding, low energy consumption, short grinding time and easy handling will be described.

"The Metropolitan Miami development, a downtown mixed-use complex developed by Miami-based MDM Development Group, has weathered the economic downturn by adapting to the needs and pressures of the local market. The development (a.k.a. Met Miami) epitomizes the term “mixed-use urban development” with its combination of condominium ownership, rental apartments, hospitality, office and retail components within Miami’s urban core. Initially conceived and conceptualized in 2004, the development has gone through several concept changes. Today, the global USD $900 million development approaches completion.The foundation evaluation, design and construction for this development included the use of innovative and state-of-the-art augered-cast-in-place (ACIP) piles. The testing for these elements included (1) the first-ever, multi-level O-cell load test of an ACIP pile, (2) a world record 5,200 ton (46,261.5 kN) equivalent top load test of an ACIP pile, and (3) continued the advancement of the ACIP pile industry to include the deepest and largest diameter pile installation to date. Those dimensions were up to 36 in (914 mm) in diameter, and 120 ft (36.6 m) deep. The project showed ACIP piles were a proven alternative for structures exceeding 70 stories in South Florida.The development includes four parcels. Met 1 and Met 2 are completed, and the construction of the Met 3 development is just beginning, with completion expected in 2014. Once the Met 3 development is completed, the design and construction phases of the project will have spanned a decade. The Met Square portion of the development, which will be a retail and cinema component, is proposed for the parcel between Met 1 and Met 2."

The mineral zircon is mined for use as specialty foundry sands, abrasives, ores of ZrO2 and zirconium metal, refractories, and zirconium chemicals. It is produced as one of several products from heavy-mineral sand deposits associated with fossil shorelines. Because of its low coefficient of thermal expansion, its high melting point, its high refractive index, and its chemical inertness, it is an attractive refractory material. Zircon varies from deposit to deposit in terms of grain size, grain shape, and chemical impurity. Thus, there is a wide range of commercial products differing in impurity levels, particle shapes, and grain sizes.

Revegetation success on surface mined lands is dependent upon the nature of the plant growth media. Soil physical and chemical properties dictate the needs for specific reclamation and subsequent management practices. Field experiments were conducted at six coal mine sites in Oliver and Mercer Counties, North Dakota to determine the subsequent effects of a single application of selected amendments on spoil and topsoils over the five year period, 1974-1978. Considerable variations in the physical and chemical properties were found in mine spoils from site to site. The texture of spoils ranged from sandy clay loamy at North Beulah I to loamy at Glenharold, and from sandy loamy at North Beulah 3 and South Beulah sites to loamy sands at the Center site. The pH of the sites ranged from 6.5 at South Beulah to 8.2 at North Beulah 3. In many cases, the pH values of mine spoils were not significantly different from the topsoils. The electrical conductivity (ECe) did not exceed 6 mmhos cm-1 at the test sites even though in other studies much higher values were recorded in the same vicinity. The spoils from Glenharold and North Beulah test sites can be classed as moderately saline, and those from Center and South Beulah as non-saline. The sodium adsorption ratios (SAR) varied from less than 1 to 32, with highest values in the spoils of North Beulah 3 followed by Glenharold; all other sites were nonsodic. Lowest SAR values (less than 1) were found in the topsoiled sites at South Beulah and Center. Spoils of North Beulah 3 test site were highly calcareous, followed by North Beulah 2 and Glenharold. Center mine spoils which were the least calcareous of the test sites, showed the calcium carbonate equivalent three times higher than that of the topsoil. The average calcium concentrations in the spoils of North Beulah 3 and South Beulah test sites were -13 and 14 me 100g -l while at North Beulah 2 and Glenharold test sites 25 and 22 me 100-1-1 were recorded, respectively. The overall magnesium concentrations ranged from an average of 4 to 16 me 100g 1. Sodium concentrations in all sites never exceeded 10 me 100g-1. Phosphorus concentrations on the average at North Beulah 1, North Beulah 2, and Center were 10.2, 4.6, and 22.2 µg g -1 spoil, respectively. Concentrations of potassium ranged from 200 ppm at South Beulah site to more than 375 pp in at the Glenharold site. High concentrations of sulfates (239-2778 µg g-1) seem to contribute to the salinity in these spoils. Chloride concentrations of spoils were low and never exceeded 40 µg g-1 spoil. Based on established critical levels of deficiency for micronutrients in agricultural soils, it seems that none of these were deficient. However, controlled environment experiments did reveal increased plant growth responses when some micronutrients were added to the mine spoils. Treatment effects were highly site specific depending on the nature of the soil/spoil characteristics and, of course, the properties of the various treatments. While slack coal amendment to the spoils at North Beulah 2 site affected significant increases in a large number of variables (both major and trace elements), amendment of the topsoils at the South Beulah test site with leonardite resulted in significant decreases in a number of variables, particularly trace elements. Spoils at Glenharold and North Beulah 3 demonstrated the fewest significant changes due to amendments. Calcium, magnesium, strontium, organic matter and nitrogen were consistently increased from site to site with the addition of lignitic materials. Other spoil/topsoil physical and chemical properties (30 variables) as affected by amendments and time are discussed.

The transport network in Europe is probably one of the most important systems for the European economy and society. Trans-national transport routes play a vital role in the traffic of goods and the supply of the population. In this respect, critical road infrastructures, like bridges, tunnels or control centres, can have a bottleneck function. Any disturbance of these structures could lead to negative consequences for the population and the economy as a whole.Project SecMan – Security Manual – is a simple four-step procedure for the identification of critical road infrastructures; assessment of these infrastructures regarding various man-made threats and the determination of effective protection measures was developed. These methodologies are summarised and combined into a comprehensive best-practice manual that allows for a trans-national structured and holistic security-risk-management approach for owners and operators of road infrastructures in Europe.Currently no common processes, methodologies or standards exist in Europe regarding the consideration of security relevant events for critical road transport infrastructures, eg tunnels, control centres and bridges. Attacks on the former can have severe short- and long-term effects with high media attention. A trans-national risk management approach would increase the possibilities for prevention as well as mitigation. A trans-national emergency response strategy would increase preparedness, as well as facilitating and accelerating the reaction in the case of an event.The main objective of the project is to develop a practical process for the identification of critical road infrastructures based on generally accepted security aspects. "This report presents the physical properties and related geological and petrographic data of some 84 rock types from operating mines, quarries, or blasting research test sites. These fundamental rock data were collected as a quantitative approach to underground mining problems, blasting research, or other related studies; however, the data are equally applicable to any problem wherein rock characteristics are important factors. Stress-strain curves are given where available, and the standardized procedure for determining elastic constants from static tension tests is described. Computed (laboratory) and measured (field) free-medium velocities are compared in those instances where such data are available. A chart is given showing both the optimum and minimum number of test specimens for the various core sizes employed in the Bureau of Mines standardized physical-property tests. Rock-type, geographical, and geological indexes are included to aid the reader in locating physical-property data in this and previously published Bureau of Mines physical-property reports.INTROD'OCTI ONThis report presents the physical properties of 84 rock types tested from 16 different projects (sections 37-52). Many successful actions are required to bring a profitable extractive metallurgical operation into production. Competent process development performed within the project development schedule increases the chances of obtaining project financing and decreases the risk of engineering design errors being built into the commercial plant. The general sequence of steps in process development is well known: technology review, desktop studies, scoping studies, prefeasibility, and so on, with an increasing requirement for experimental evidence as the studies advance. This paper suggests principles for guiding process development work so that the efforts stay on track toward a smooth startup and a profitable commercial operation. It emphasizes closely aligning the research with the corporate goals of the mining company management, understanding the mineralogy and variability in the deposit, and guiding by flowsheet and material balance. Examples of hydrometallurgical process development leading to the early use of solvent extraction in the mining industry are given.

Electric drives hire done outstanding job in many-fields that are related to the mining industry. The equipment that is offered for electric-trucks was developed from the traction equipment which is used on the diesel electric locomotive. Rotating equipment available for use on electric trucks is identical in principle to that which is used on these locomotives. In as far as it is practical, similar controls are used. Another descendent of the diesel electric locomotive can be found in the oil well drilling industry, Here, locomotive traction motors and. electric controls have been modified to fit the particular requirements of the drilling industry, One 2400 H.P. diesel electric drilling rig drilled a 24,000 Ft. well in West Texas with an electrical maintenance cost in the order of 7¢ per hour This was a new rig and the costs are less than the average maintenance costs will be for the life of the equipment, Even soy since it took one (1) year to drill this well, this 7¢ per hour has real significance. Electric shovels use a similar type of electrical equipment; they too have shown real savings over the equipment they replaced. Since electric drives have done so well, in other fields, they warrant consideration for use in high horsepower, large capacity trucks.

The economic growth of Hong Kong and adjacent territories in Southern China is, to a considerable extent, dependant on air transportation, but the present Kai Tak Airport is incapable of expansion to meet future needs. After years of study, agreement was reached to build a new airport on the island of Chek Lap Kok, some 34 km remote from Hong Kong, with an ultimate capacity of 87M passengers and 8.9 Ml of cargo per annum. Apart from the building of the airport and its associated infrastructure (including a new town), other similar massive construction works have been necessary in the form of land reclamation from the sea and existing outer lying islands. The construction of bridges, tunnels, railways and highways are also an integral part of the project. The paper provides a broad overview of the concepts of the scheme (called The Airport Core Programme) and highlights some of the major operations and equipment being used in the projects, whose cost at 1992 prices was reckoned to he Hong Kong (HR)$l63hn.

This presentation will describe the process by which the Quebrada Blanca (QB) copper project in northern Chile was financed. It will also show how a relatively junior mining company addressed the problems created by its inability to provide its share of the equity funding and the guarantees required by the project lenders. QB is located in the semi-arid Andean highlands of northern Chile, 170 kilometres southeast of the port of Iquique and 30 kilometres west of the border with Bolivia, at an altitude of about 4,300 metres (14,000 feet). Figure 1 depicts the project's location. The QB orebody is a secondarily enriched porphyry copper deposit containing reserves of 85 million metric tons grading 1.3 percent copper. Underlying the enriched zone is a significant primary ore zone containing several hundred million metric tons grading about 0.5 percent copper. In the late seventies and early eighties Falconbridge and its affiliates spent $20-30 million dollars exploring the deposit and conducting feasibility studies. For a variety of reasons they decided not to develop the property which was returned to its owners, Empresa Nacional de Mineria (ENAMI), which is a Chilean state mining corporation. In 1988 ENAMI announced its intention to privatize the property through a public bidding procedure.

The most commonly used material for terminals in spark plugs is commercial nickel wire, because of its relatively high temperature of melting, excellent heat conductivity, and slow rate at which the metal is oxidized, even upon continued heating at high temperatures. The grade commonly used for this purpose averages 97 per cent. nickel, the remainder being manganese, cobalt, iron, copper, with traces of other impurities always found in commercial nickel. A peculiar and interesting type of deterioration that occurs in these nickel terminals during the service life of the spark plug was recently brought to the attention of the Bureau of Standards. Commercial spark plugs vary greatly in their size and shape and the terminals differ considerably as to their relative size, shape, number, and arrangement with respect to one another. Although this defect was studied in detail in only one form of spark plug, the deterioration is a characteristic of the material, i.e., of nickel wire, rather than of the particular type of spark plug in which it was noted and studied. The mechanical features of the plugs, however, have a considerable bearing on the time required for the deterioration to become serious. The results of this study of the deterioration of nickel terminals in service should be of value to the makers of all types of spark plugs in which the terminals are made of this metal. CharacteR of Deterioration of WIres During Service Macroscopic Appearance and Properties of Changed Wire.—The nickel terminals in which the deterioration was studied were taken from spark plugs having a central terminal with the ground or side terminals attached firmly at both ends to the shell of the plug. In some of the plugs, two side terminals were used, one on each side of the central one. Although both terminals were found to have deteriorated to some extent, the attack of the central one was quite negligible compared to that of the side ones. These latter wires had developed, in service, transverse cracks that, in many cases, were as sharp and definite as a knife-cut. Progressive Design-Build (PDB) is an emerging variation of alternative delivery programs in the underground construction industry. PDB refers to the way a construction project design is developed by the Owner and the Design-Builder in a step-by-step process. According to the Design-Build Institute of America (DBIA), Progressive Design-Build allows the design and construction team to collaborate during the earliest stages of project development. This enables engagement between the three key players in a construction contract: the owner, the designer, and the contractor. Is the PDB the best alternative program delivery for large contracts? What is the perspective of the private sector? This paper will provide an overview of the different alternative delivery programs used in the underground industry, pros and cons of each of programs, and the perspective of the designers and contractors. The paper will focus on how the PDB works, reasons why owners should consider PDB for their projects, best collaboration strategies among owners, designers, and contractors to deliver a successful project, and how to manage the project risks using a PDB method.

READERS of a technical paper, or the audience if the paper is presented orally, judge the paper on several counts. The September 1940 issue of MINING AND METALLURGY contained an excellent short article by S. Marion Tucker en- titled "Are You Going to Present a Paper," which considered the general subject of presentation. In it Dr. Tucker referred to the large number of poorly prepared and badly delivered papers that are presented annually before the large number of technical and other societies that meet regularly, and he stressed the point that good delivery, length of paper, content, and composition are of great importance. All of Dr. Tucker's points were well taken; however, good illustrations are equally important in explaining certain phases of some papers.

This paper describes the potential use of anew agent material for backfill consolidation, ground waste glass, to be used as partial replacement of Portland cement fractions within backfill. Significant fractions of commercial and residential silica glass production is currently utilized as waste landfill and must be disposed of at high cost and with no foreseeable environ-mental benefit. This paper also demonstrates that waste glass materials could be effectively recycled as backfill additives, and that a significant, large and stable source of additive supply, currently land filled, can be developed. This new application will generate added value for such materials, serve to promote positive environ-mental stewardship and satisfy engineering sup-port requirements in mines.
