IN preparing this paper on Canadian mine taxation, there has been no attempt to detail the requirements of the various taxing bodies; but rather to consider the matter from the standpoint of its underlying principles and give a general idea of the methods adopted. I have added an Appendix setting forth the principal features of the various Acts, which should be used for general reference only, since new rulings alter minor details from time to time. In current legislation, many important points are left to the discretion of the Ministers and their deputies. We are, indeed, fortunate in having in Canada an able and conscientious body of permanent officials, who bring a sense of justice and courtesy to their work which is most commendable, and which has done much to simplify the working out of general problems. The production of metals may rightly be deemed a form of manufacture, but differs from the average manufacturing business in three important respects: (1) In its early stages, it is wholly speculative, since it is impossible to make any definite appraisal of value or possibilities. (2) The principal asset of any mine, i.e., the ore in the ground, is a wasting asset, and is irreplaceable. (3) Any additional burden by way of taxation cannot be passed on to the public but must be borne entirely by the producer. Having regard to the first of these differences, it is apparent that, since the risk of loss is great, the reward in case of success must be correspondingly great. This fact seems to be constantly overlooked by those who regard the all too few outstanding successes in Canadian mining history as fit prey for predatory legislation. As an illustration of the speculative nature of early mining development, let us consider the Province of Ontario-and I take this illustration simply because I am more familiar with conditions there, and not because I believe it differs greatly from any other province. From 1907 to 1933, 165,243 claims were staked and recorded, from which 43 mines were developed which paid one or more dividends. There was, of course, some duplication through re-staking; also, on some claims very little work was done, and most mines have more than one claim. But, since staking and recording cost real money and effort, each of these claims must have been considered to have had merit.

"Aqueous biphasic extraction (ABE) processes offer the potential for low-cost, highly selective separations. This countercurrent extraction technique involves selective partitioning of either dissolved solutes or ultrafine particulates between two immiscible aqueous phases. The extraction systems that we have studied are generated by combining an aqueous salt solution with an aqueous polymer solution.We have examined a wide range of applications for ABE, including the treatment of solid and liquid nuclear wastes, decontamination of soils, and processing of mineral ores. We have also conducted fundamental studies of solution microstructure using small angle neutron scattering (SANS). In this chapter we review the physicochemical fundamentals of aqueous biphase formation and discuss the development and scaleup of ABE processes for environmental remediation.IntroductionAqueous biphasic extraction (ABE) is a highly adaptable separation technique that can be used in a wide range of applications. We have been evaluating various types of ABE systems for possible applications in the treatment of solid radioactive wastes (1,2), liquid nuclear wastes (3,4), and contaminated soils (5-7), and in the removal of organics from aqueous salt solutions (8). We have also conducted fundamental studies of the solution microstructure of ABE systems using small angle neutron scattering (SANS) (9).The extraction systems are generated by combining an aqueous salt solution and an aqueous polymer solution. This produces two distinct liquid layers that are as immiscible as oil and water, yet each liquid layer contains at least 70 to 80 wt % water. The biphasic systems that we have been working with consist of immiscible polyethylene glycol (PEG) and salt solutions. Some inorganic salts that promote biphase formation with PEG solutions include the sodium/potassium salts of sulfate, carbonate, phosphate, and hydroxide (10)."

Geological uncertainty is reduced by improved understanding of the relationship between regional-scale geological basement features (structure, composition, depth) and known local structural risk (such as recognised structural hazards at the mine). Coal mining and exploration entities can be more efficient and effective in managing geological risk at a range of scales. A more efficient and effective performance in forward interpreting and managing geological risk will result in a more efficient and effective exploration and also incremental or even significant mining cost improvements. In order to improve the understanding of basement features, a new 4D regional structural/basin framework for the Sydney Basin and the eastern part of the Gunnedah Basin has been constructed to provide primarily coal exploration and mining with a more integrated geological framework for ongoing subregional to mine-scale geological risk based studies. The model has been developed from a range of available regional geophysical and geological datasets, of variable detail and reliability, which have been brought together to generate a more robust structural and tectonic model than could be generated with any one single dataset. An initial regional structural model for the Sydney Basin was constructed in 2003 and an update to the model was released in 2005 (SRK Consulting, 2003; 2005). The development and ongoing refinement of the model was undertaken with financial and data support from a number of coal mining industry, gas exploration and government organisations. Prior to, and following the development of the regional structural/basin model and associated Information Base, a number of more area-specific studies have been completed, using the æbasement upÆ assessment approach. The methodology for developing comprehensive structural models, from the basement up, is outlined. The approach can be applied at a country-wide, regional or lease area scale. Case examples of where this approach has been used as an effective and efficient method in improving geological certainty and as a predictive tool to help manage geological risk are also presented.

Most early research on solvent extraction of coal has been concerned with the molecular structure of coal. Although rush work is continuing, practical aspects of the subject also are being emphasized. For example, development of the Pott-Broche extraction process resulted from the discovery of very efficient solvents for the pressure-extraction of coal. Recently, Orchin and Storch reported the use of even more efficient solvents under similar conditions. In addition to the discovery of more effective solvents, the possibility of efficient extraction at atmospheric pressure is obviously of practical interest. H. J. Rose observed that phenanthrene at its atmospheric boiling point readily dispersed 80 percent or more of Pittsburgh-bed bituminous coal. This fact served as the starting point of the present investigation, ill which determination of the chemical specificity of this solvent and the chemical nature of the resulting extracts was undertaken. This paper represents a progress report of the results obtained to date.

Airborne rock dust poses serious long-term health complications to workers in the underground mining and civil environment where rock excavation is utilised. During drilling, airborne rock particles are immediately released into the breathable environment where additionally, the settled dust can be reintroduced into the air further down in production. The purpose of this study is to build a characterisation suite of dust particles such that underground operations can implement more appropriate dust suppression and mitigation techniques in accordance to pick wear. Therefore, concrete is cut to create a preliminary dust characterisation baseline, where future cutting tests will be performed on limestone and sandstone rocks.In this study, three conical pick wears (new, moderately worn, and fully worn picks) are used to generate dust from a concrete block and characteristics are statistically compared between the dusts. Airborne respirable particles are collected during cutting and deposited fine material, orparticles left on the surface of the block, are collected after cutting. The dusts are then analysed through standardised methods, field emission scanning electron microscope image capture with image analyses, and laser diffraction methods. Findings reveal that the worn pick generated thehighest concentration of respirable dust, all picks generated dust containing quartz, the three picks generally generated respirable dusts with similar particle shapes (in terms of roundness, roughness, and aspect ratio), and the worn pick generated the largest deposited fine material particles.

In recent years, t h e future supply of tellurium has been called into question due to the anticipated rapidly increasing demand from thin film cadmium telluride photovoltaics. Since tellurium is produced as a byproduct of other extractive processes – principally, the electrolytic refining of primary copper sulfide ore – it is important to explore the dynamics of the parent metal extraction and processing – in this case copper – when attempting to answer this question. This research explores the changing landscape of global copper production; introducing system diagramming and the concept of byproduct intensity (BPI) to illustrate concerning downward trends in tellurium supply potential. Upon closer inspection, it is concluding that, while a likely contributor to these downward trends, the increased use of non- traditional copper production techniques alone are not responsible; other factors include market substitution and incomplete data reporting. Additionally, a review of literature on tellurium recovery processing reveals a promising outlook for future supplies; highlighting potential for improvements in yield, which allow producers to make better use of what is available, even in the face of suppressed BPI.

In pursuit of solving the development rate problem the coal industry has investigated various development systems. While all the systems may improve the development rate they may not necessarily he cost effective. This paper carries out an economic analysis by developing cost models for present and future development systems for retreating longwall faces with particular reference to Australian longwalls. A critical cost analysis of various development systems is presented by taking into consideration all the costs associated with development systems. The costs have been divided into equipment, face and panel services, belt and structure, wages, roof and rib support, ventilation, consumables, power and maintenance. The annualised cost of various equipment has been obtained on the basis of depreciation rates prescribed by the Australian Taxation Office.

The purpose of this study is to provide data that demonstrates that the Alcoa flash calciner design can be used for the decomposition of AlCl3?6H2O to A1203. Heat and material valance data for calcination provides data on the partial pressure of HCl in the off-gases. Experimentally determined data for the HCl partial pressure, over solutions expected in producing alumina from clay by the hydrochloric acid process, show that HCl can be absorbed from the off-gases into process solutions to effect crystallization of AlCl3?6H2O.

In the sintering of iron ores, the partial substitution of anthracite coal for coke breeze has been considered to be an effective way of reducing emissions and improvement in sintering properties. In the present study, the combustion characteristics of the anthracite coal and coke breeze were investigated and its influence on product sinter quality and sinter flue gases is being monitored. Pot trials are carried out with different coke breeze ratios, 0%, 40%, 50%, 60%, and 100%. It is found that as the percentage of anthracite coal is increased from 0 to 100%, the sintering time decreased from 24 to 20 min, and the productivity increased from 2.25 to 2.60 t/h/m2. Up to 60% anthracite coal substitution Tumbler index (+ 6.3 mm%), Product yield (+ 5 mm%), and fines generation (− 5 mm%) is found 62.29%, 85.17%, and 15.33%; moreover, hematite ( Fe2O3), magnetite ( Fe3O4), calcium ferrite phases ( CaFe2O4, CaFe3O5), and Silico ferrite of calcium and aluminum (SFCA) are major mineral phases found during microstructural analysis of product sinter. The City of Chicago has a world-renowned skyline and is known for its provocative architecture. The subsurface conditions in the city have allowed for construction of these significant structures. The skyline is supported on caissons as they are called in Chicago or drilled shafts in other locations. Despite the significant strides the industry has made in advancing the drilled shaft, the use of other specialty geotechnical construction techniques like micropiles has not been overlooked in Chicago and the surrounding areas. Micropiles have been utilized to underpin famous existing historic structures like Orchestra Hall any many others. Engineers have used 200 to 600 kip micropiles to underpin compromised, inadequate, or damaged caissons. The paper will discuss the use of drilled shafts, micropiles, and ground improvement over the last 30 years in Chicago using a curated collection of case histories. It will also examine advancing the industry beyond its current technical limitations using these techniques. INTRODUCTION 20,000 years ago, glaciers from the Chicago region left behind sheets of glacial clay till underlain by dense, over consolidated glacial till below: limestone bedrock, found about 100 ft below street level. An unusual feature in this profile is the soft Chicago Blue Clay. Chicago has been called the birthplace of the Skyscraper and drilled shaft foundation, both of which came about in the 19th century. After the Great Fire of 1871, tall new structures were built rapidly and designing a successful foundation was trial and error. The first deep driven wood pile and caisson foundations bypassed the problem layer and found solid support on hardpan till or bedrock below (Schock and Risberg 2013). Once the drilled shaft foundation became acceptable to the Chicago engineering and construction community, building heights and complexity grew dramatically. As the city grew, building foundations were being repurposed. There was also the need to underpin structures for additional loads and shallow foundations for adjacent construction. Hand-dug drilled shafts were an option for some of these restricted access and low headroom sites but a new technique, micropiles, would prove to be the future of retrofit and hard to construct foundations. Micropiles were introduced on a limited basis to the United States market in the 1970s and 80s. In the early 1990s, the Chicago market began to latch onto micropiles and their use has grown significantly as a solution to the most complex foundation problems a maturing skyline has to offer.

The scrap based steel producers in the United States generate an estimated 650,000 tons of electric arc furnace (EAF) dust annually which is classified as hazardous waste, K061. These scrap based producers commonly referred to as mini-mills represented 39% of the steel produced in 1994. Based upon the EAF plants being installed or planned today, it is a reasonable projection to anticipate 50% of the steel produced in the United States will be by EAF's. Using a straight line projection of percent of steel produced to tonnage of EAF dust generated, this will result in 833,000 tons of dust being generated upon the completion of these new EAF producing plants, presumably by the year 2000. Because the United States is a capitalistic economy, a steel producer is in business to make a profit therefore dust management becomes a very important variable in the cost of making steel. An EAF mini-mill dust management program must consider at least three components. First the handling of the dust must be in accordance with the law; i.e., the Environmental Protection Agency rules and state and local municipalities guidelines governing K061. Second, it must be an economical solution that allows a company to manage its dust processing costs, a component of its total steel production costs while producing steel at a profit. Third, the dust management program should be one that is environmentally responsible; viz., the program should reclaim or recycle the dust constituents, as feedstock materials or saleable products. The first component, obedience of the law seems to be a relatively straight forward, common sense objective; however, as nearly every mini-mill operation will testify it has been a area of changing laws with confusing variations when it comes to K061. UINQUESTIONABLY the petroleum industry not only can supply the world's present oil requirements but even can meet a considerable increase in demand if it should come. The United States produced last year 1 1/3 billion barrels of crude oil, or more than 60 per cent of the world's total. It could have provided more, if needed, because we has a large shut-in crude producing capacity. Our refining capacity of 4,500,000 0 barrels per day is more than 2 per cent above our average refinery run for 1940. Adequate crude supplies and manufacturing facilities also exist outside of the United States. Large crude reserves exist in South America, in Iran and Iraq, in Russia and Romania, in Sumatra and adjacent islands. The refineries of the Dutch West Indies, of Iran, and of the Netherland East Indies are well located in relation to crude reserves and world trade lanes. Furthermore, flexibility in the manufacturing facilities permits adjustment of yields to meet a considerable range in variations between demands for products. Only with regard to 100-octane aviation gasoline is there any apparent refinery problem. Even here so far as this country is concerned, additional refining facilities can be installed well within the time that would be required to turn out the airplane engines which will use this super fuel.

Three different refractory carbonaceous gold ores from the Carlin operation in northeastern Nevada were investigated to characterize the effect of passivation treatments on the nature of the carbonaceous material. The carbonaceous material was chemically isolated from the ores and passivated residues, and examined by FTIR spectroscopy, elemental analysis, and gold adsorption capacity. The main component of the carbonaceous material in these ores was found to be a naturally occurring activated carbon-type compound. Hydro-carbons were detected on rare occasions, but no evidence was seen for humic acids. Ore samples were passivated by autoclaving, or by treatment with sodium hypochlorite or gaseous Chlorine. In some of the passivation tests, a new peak was observed in the IR spectra of the isolated carbonaceous material, that was due to carbonyl functionalities. However, all of the passivation treatments tested decreased preg robbing significantly. This suggested that the appearance of the carbonyl peak was due to the severity of the conditions during passivation, rather than the method used.

This paper highlights two aspects of the mineral sands industry in Australia: the development of the industry from approximately 1870 through to 1980, and the author’s experience in the industry from 1966 to date.The first real heavy mineral (HM) mining in Australia started in 1870 with the mining of heavy mineral slicks on the beaches along the east coast of Australia. The real potential of Australian heavy minerals was however only realised in the 1920s with the first production of a heavy mineral concentrate that was shipped to Canada for processing. Post WW 11 and the Korean War, Australia was the largest producer of mineral sands products in the world as well as a significant developer of associated separation equipment and technology. The number of producing companies in the east coast peaked at 33 in 1957, was reduced to ten by 1965, and subsequently further reduced to five in 1980 as a result of potential mining areas being declared National Parks or Conservation Reserves. Today there is one company, Unimin Australia Pty Ltd (formally Consolidated Rutile Ltd) operating on the east coast. In contrast there were three companies on the west coast in 1965, four companies in 1980, and four companies today (albeit not the same companies).There have been considerable ups and downs for the industry in Australia, however world wide it was renowned in the past as being an industry that attracted numerous interesting and innovative characters that played a major role in developing it into the vibrant industry that it is today. This, given the current climate, is predicted to continue into the future.The author has been continuously involved in the industry for over 45 years from 1966, initially as an electrician at Consolidated Rutile Ltd culminating in the role of General Manager/President of Iluka Resources Limited USA, prior to his retirement in 2009. His exposure has been world wide and has covered all aspects of the industry but in the main focused on project development and operational areas. During this time there have been significant technological advances, yet to some extent the basic principles have not changed at all. Some of the most noteworthy advances include the development of the Wright Spiral in 1977, the development of the Reading High Intensity Wet Magnet (WHIMS), the rare earth magnets, the CRL floating thickener and the improvement of analytical techniques. From a safety, health and environmental perspective there has been significant advances that the industry has much to be proud of. These include wetland restoration both in Australia and in the US, the restoration of farmland in Virginia and Capel, and the re-establishment of native species, for example at Eneabba and Richards Bay to name but a few.

Archaeometallurgical remains can be a valuable source of information about past technological activities and, by inference, the societies that undertook them. Material traces of former metal-producing or metal-working centres can include raw materials, products, or metallurgical installations such as mines, furnaces or forges. Of these remains, the most common is slag, often left undisturbed since its original production. Physical and chemical analyses of archaeological slag and metal can often reveal the processes and materials involved in their formation. Mineral composition and softening temperature of a slag, for instance, can indicate the conditions of the metallurgical operation, such as temperature and atmosphere and, thus, help identify metallurgical processes which took place at a site(1). The present report illustrates the value of such analysis. Metal-working remains from Sainte-Marie among the Hurons, near Midland, Ontario, on the south side of Georgian Bay have been analyzed in order to determine the techniques and processes used by the 17th-century blacksmith who worked at the mission headquarters from 1642 to 1649. Samples were selected from a very large collection of blacksmith refuse which was excavated from the site by archaeologist Kenneth Kidd in 1941-42(2).

This paper will first discuss the fundamental requirements for reliable discharge of backfill by gravity alone at high per cent solids. This discussion will include brief mention of the underlying principles of saturated solids flow contrasted to that of stirred tank or dilute discharge systems. Here the need to possess full knowledge of the flow properties of the stored material will be highlighted. In regard to attainment of reliable discharge it will he revealed flow from a backfill silo will only occur provided: ò the flowing material in the converging channel is yielding throughout; ò slip is occurring along the walls; ò an arched stress field is present in the vicinity of the outlet; ò the flowing backfill must be dilating to flow in response to the dilating stress field; ò sufficient dilation water is injected, in the hopper, to eliminate the formation of adverse interstitial pressure gradients; ò sufficient dilution water is injected, downstream from the hopper outlet, to generate a pumpable slurry of maximum per cent solids; ò the silo level must be sufficient to prevent the pump suction forming a rathole; ò the system must be configured and operated to generate stable discharge density; and ò the system must be configured and operated to minimise damage to the pump liners. In addition proper account must be made of the silo overflow weir and settling capacity to match plant throughput. Here opportunity will be taken to highlight the complexity of this multi-phase flow situation as well as the general yet paramount requirements for reliable solids flow. It will be shown that by proper attention to the multi-phase considerations gravity discharge of slurries as a consolidated bed with minimal water content is possible. Such high solids discharge results in greatly reduced demand for process water. In addition pumping costs are reduced as is the delay time associated with the mine drainage operation. Confirmation of successful applications will be highlighted by reference to several recent case studies. In the concluding phase mention will be made of the key yet very simple and effective operation techniques which enhance reliable Discharge.
