"This study was performed to establish the optimum leaching condition through the experiments for the oxidized roasting followed by leaching of fluorocarbonate rare earth mineral (bastnasite) using sulfuric acid, and to establish the optimum condition for the recovery of cerium by ion- sieve method from the leached solution of bastnasite. The optimum conditions for the sulfuric acid leaching by the oxidizing roasting of bastnasite concentrates are that the roasting temperature is 550 -600 °C, the roasting time is 2 hrs, the concentration of sulfuric acid is 6N, the leaching temperature is S0°C and the leaching time is 3 hrs. At this time, the leaching yield of total rare earth oxides in the leaching of bastnasite concentrates is about 91%. When cerium is recovered by ion-sieve method from the solution obtained by the sulfuric acid leaching of the roasted bastnasite, the optimum conditions are that the TREO(total rare earth oxide) of leached solution is below 70 g/l, the flow rate of leached solution is 9.6 ml/min and the ratio of height to diameter of resin packed in column is above 9. In these conditions, the recovery of cerium of yield 85% and purity 96% is possible.IntroductionThe rare earths are generally called to Lanthanides, which are totally 17 elements including Scandium of atomic number 21 and Yttrium of atomic number 39 in addition to 1 S elements from Lanthanum of atomic number 57 to Lutetium of atomic number 71. Since the separation to each element is very difficult because of their similar chemical properties, the rare earths were used as the mixed rare earths and the mischmetal without separating to each element. However, the high purity rare earths are recently produced commercially to each element so that they are used as the materials for high tech. industry such as electric and electronic materials, catalysts, optical materials, special alloy and 8Uperconductive materials, and their consumption is rapidly increasing. Therefore, the purpose of this study is firstly to prepare leached solution by using the series of process of the oxidation-roasting and leaching by sulfuric acid. Next, second purpose is the separation and recovery of cerium by ion-sieve method."

The Canadian mining industry is one of the strongest in the world. Not only does the country produce a sizable amount of minerals and metals, Canada plays host to hundreds of global mining companies, large and small. The country, for the most part, recognizes the importance of natural resource development, particularly mining, to its economic well being. Like any country, though, there are federal and provincial regulations on the books that the industry takes issue with. But there are also certain economic incentive programs in place to encourage exploration and mine investment. And, unlike the industry and the United States government, the Canadian government and mining industry appear to have a reasonable working relationship.

Although the mining of metals was well established by the time of the Roman Empire mining skills did not really advance greatly for many centuries. Miners did not have the scientific knowledge to distinguish minerals, to process them, and to obtain the best recovery. Each mine essentially developed its own methods in isolation, most of them dangerous. However, with the beginning of the industrial revolution in the early 18th century there was a rapid increase in mining activity in Central and Western Europe and an accompanying need to educate professionals in the developing fields of science and technology. There was also a need for specialised schools (for example, Schools of Mines) to accomplish this since the universities of the time, formed as early as the first half of the 12th century, were cloistered institutions, focused on the study of classics, theology and law. The earliest attempts at organised technical education were made in 1702 with the establishment of a School of Mines in Frieberg, Germany (Table 1) to service rich copper mines, and in 1747 with the establishment of a School of Mines in Paris. By this time, the industrial revolution was well under way and other Schools rapidly followed, at Clausthal in the Ruhr region of Germany in 1775; in 1777 at Almanden to service the mercury mines of Spain (later transferred to Madrid); in 1780 at St Petersburg, Russia and at Falun, Sweden in 1819. The academic staff for these new institutions were often trained in the original School at Frieberg.

"The meso-structure of real soil consists of numerous particles with different sizes, while the traditional reconstruction method of quartet structure generation set (QSGS) produce relatively uniform soil particles resulting in significant discrepancy between the actual structure and reconfiguration model. In order to remedy the deficiency, the QSGS is improved by considering the influence of porosity and autocorrelative function of soil, which make the models closer to the real soil. Based on the reconfiguration model, Lattice Boltzmann method is combined in the algorithm to conduct further simulation of fluid flow in soil pores. The D2Q9 model is applied to construct the two dimensional model for simulating mesoscopic seepage field of saturated soil by setting the non-equilibrium extrapolation scheme at the inlet and outlet boundary, and the bounce-back scheme at the soil particles boundary as well as the left and right boundary. According to the case study, the proposed program is realized to simulate mesoscopic seepage field of reconstructed soil with constant inlet seepage velocity. The results show that the seepage direction of soil is along the passage with good connectivity, therefore the permeability is controlled by these passages. The seepage velocity in such channels is faster than in bad connectivity channels. Even if the channel has larger pores, the seepage velocity is still small. INTRODUCTIONUnderstanding the seepage mechanism in porous materials is significant in both theoretical and engineering problems. As a typical porous media, soil consists of solid particles and voids, which form connected channels allowing water to flow through. Such seepage in soil exists widely among geotechnical project of slope, foundation pit, and tunnel, etc. Meanwhile, a number of engineering accidents are caused by limited knowledge of seepage characters in soil (Huang, 2006; Liu, 2013). The conventional method in describing seepage features mostly based on the parameter of permeability, which is a macro statistic mean evaluating the whole connectivity of soil. Obviously, this parameter cannot exactly reflect the details of how water flows through the inner soil structure, especially the flow velocity in local mesoscopic area, hence is unable to represent the actual seepage properties. Therefore, it is necessary to develop mesoscopic approaches to fully study the seepage mechanisms."

THE use of the diamond-drill hole as a means of breaking clown ore and waste is not new. Years ago, the method was adopted in mines in northern Ontario and in the western United States to reach out to bad pillars, or to remnants of ore left on walls, the winning of which by any other method might be dangerous or too expensive. The practice is still in vogue and has generally proved a success. Of the known mineral deposits in Canada and elsewhere, many are of very low grade. Some are marginal and not even worthy of being classed as 'ore' until some means is found and proved of exploiting them economically. Other conditions being favourable, if a mining method could be found that would give a large 'bulk break' with a sufficiently low cost of development and a low cast of mining per ton, mineral deposits of this latter type might be brought into the classification of ore. We know that any block-craving system whereby the ore may be undercut and allowed to crush and cave will give a very high breakage and low costs. In some cases, however, the physical characteristics of the ore do not lend themselves to this method. In such ore-bodies, the alternative system of 'bulk-breaking' might be aided by long diamond-drill blast holes. We could obtain this 'bulk breaking' by the use of long diamond-drill holes in conjunction with a sub-level system using extremely thick benches, or possibly by the adaption of modified open-pit methods to underground mining. ln fact, if conditions are favourable, the idea would be simply ta open up a slot or free face and break into it on a larger scale with longer holes. The use of deeper benches-that is, using each level as a sub-level and thereby eliminating much development footage, slashing, setting up, and mucking time-would naturally be expected to lead to cheaper mining.

LEAD stocks at the beginning of 1943 were comfortable when compared with those of other base metals such as copper, zinc and tin. This situation was early recognized by W.P.B. and other Governmental agencies and every effort was made to encourage the substitution of lead for these latter metals in all essential uses. Despite this apparently healthy condition, lead was not denied participation in the various measures inaugurated by the Government to relieve metal shortages. Thus in the Mexican trade agreement, effective Jan. 20, the tariff on two important classes of lead importss was halved. Similarly, in the setting up of B quota premiums, a B base was allotted to lead, with all pro¬duction above this figure receiving an additional payment of 2.75c. per lb., or a total payment of 11.75c. per lb. At about the same time it was announced that all quota transactions would be based upon the lead content as shown by the smelter settlement sheets. This basis was 86 percent of the lead content for all ores shipped to custom milling plants and 95 per cent for ores and concentrates shipped to custom smelting plants. The importance of this action can be appreciated when in the Coeur d'Alene it was estimated as equivalent to a 5 per cent increase compared to the previous base.

Push-pull fatigue tests have been carried out at 4.2°K, 77oK, and room temperature on two poly crystalline materials of widely different stacking-fault energy (?): pure copper (? - 70 ergs per sq cm) and the Cu-8 wt pct A1 alloy (? - 2.8 ergs per sq cm). Constant stress-amplilude was imposed and measurement was made of the plastic-strain amplitude (ep) at saturation. Lives extended from 104 to 106 cycles. Designating lives at the various temperatures by NRT, N77, and N4.2. the ratios N77/NNT and N4.2/N77 ranged from 3.5 to 18 under the condition of common Ep . Metallo-graphic examination revealed different crack morphology in Cu-8 Al fatigued at room temperature, and at 77" and 4.2oK. At room temperature, cracks lay in or near grain and lain boundavies; at 77o and 4.2oK. cvacks were transcrystalline. Tests on single crystals of Cu-8 A1 showed that such a change in the cracking mode in polycrystallitle material accounted for a factor of- about 3.25 in N77/NRT . The longer life at lower tewperatztre (conslant cp) has heels attributed to two deuelopinents: a reduced production of the dislocation tangles and subgrain boundaries which serve as paths of rapid cracking, and suppression of oxygen chetni-sorption at the crack tip It was concluded that in both materials the luller accounted for an extension of the life at 4.2oK beyond that at room temperature by a factor of 15. XV ECENT experiments on the fatigue of Cu-A1 alloys in the so-called high-cycle range (greater than lo4 cycles) have emphasized the importance of stacking-fault energy (y) as a quantity affecting crack propagation rate and fatigue life.1,2 It was found in comparisons at essentially fixed plastic-strain amplitude that crack growth rate decreased by a factor of about 5 over the composition range from copper (? - 70 ergs per sq cm) to Cu-8 wt pct Al (? - 2.8 ergs per sq cm). The argument was made that, when stacking-fault energy is high, cross slip and climb are favored, so that dislocation tangles and/or subgrain boundaries form more readily under cyclic loading. Since the boundaries and tangles act as paths of rapid crack propagation ,3, 4 life is shortened as a result. However, when stacking-fault energy is reduced (as by alloying), cross slip and climb become more difficult, with the result that substructure formation is retarded and growth rate is also reduced. A purpose of the present work was to investigate the substructure effect in relation to temperature. As temperature is lowered, ? is varied only slightly (if at all), but decreased thermal activation can interfere with cross slip and climb. Thus substructure formation could be curtailed and life increased. Fatigue life in the high-cycle range is also known to be strongly influenced by environment. Working with copper, Wadsworth and Hutchings observed that life in a vacuum of 10-8 mm Hg exceeded life in air by a factor of 20.5 They isolated oxygen as the agent that furthered cracking. While the details are still unclear, a requirement in any mechanism of oxygen-accelerated cracking is that there be chemisorption at the crack tip. That could prevent welding on the compression half cycle,= interfere with reversal of slip,1, 6 or aid in breaking metal-metal bonds at the crack tip.5'7 In the work being reported here, temperature was lowered by immersion in liquid nitrogen and helium, which also served to reduce both the oxygen concentration and chemisorption rate. A possible effect upon life, i.e., a lengthening, had to be recognized. Several researchers have determined fatigue lives at low temperatures presenting their results in the form of stress amplitude (S) vs cycles in life (N) curves.8-11 Such curves reflect, primarily, the fact that metal is strengthened by lowering temperature; effects of substructure and changing environment tend to be masked. The difficulty can be overcome by comparisons based on identical plastic-strain amplitudes, and in the present work the dependence of life on both plastic strain and stress amplitude was established. EXPERIMENTAL Materials. The principal materials were polycrystal-line copper (? - 70 ergs per sq cm)" and the Cu-8 wt pct Al alloy (? - 2.8 ergs per sq cm),I3 the latter being near the limit of solubility of aluminum in copper and having, therefore, the lowest stacking-fault energy in the CU-Al system. Specimens were machined from 0.118-in.-diam cold-swaged rods of high-purity (99.999 pct) copper and the Cu-8 Al alloy, the latter produced initially in a graphite boat by induction vacuum melting a mixture of 99.999 pct Cu and 99.99 pct Al. The machined specimens were annealed to produce mean grain diameters of about 0.070 mm in copper and 0.190 mm in the alloy. Specimen dimensions are given in Fig. 1. Values of the tensile yield stress, ultimate strength, uniform strain (determined by the Considgre construction), and reduction of area, for both materials at 4.2oK, 77oK, and room temperature, are listed in Table I. The tensile apparatus in which these results were obtained has already been described.14 Apparatus. Specimens were fatigued in push-pull with a machine that is illustrated schematically in Fig. 2. The Bureau of Mines, as part of a program to improve mine planning and development, is currently investigating the effects of pillar load transfer, which can impact mining operations within a multiple-seam configuration. A comparative study was performed at two separate mine sites. The objective of this study was to compare two mines, each affected by this pillar load transfer mechanism, and to show how this interaction affected underground workings by the installing and monitoring underground instrumentation. At mine site A where the overburden was 1,000 ft, the innerburden thickness was less than a pillar width (40 to 45 ft), overlays of the mine layout show pillars were not superpositioned, excessive roof to floor convergence was measured, and pressure readings indicated pillar core loading only. At mine site B, the overburden was approximately 555 ft, the innerburden thickness was approximately 105 ft, overlays of the mine layout show pillars were superpositioned, minimal roof to floor convergence was measured, and pressure readings indicated a skin loading only.

The paper presents a general background to the subsidence research program being undertaken by the Department of Mineral Resources and Development in New South Wales. The results of the studies undertaken over the last ten years are summarised. The differences between these results and those obtained by the National Coal Board are discussed. The results of a study carried out on the effect of total extraction beneath a freeway in the southern coalfields are discussed in some detail. The procedures developed for the construction of a 500 mm diameter natural gas pipeline crossing a number of collieries in the northern coalfields are also outlined. The future direction of the Department's subsidence research program is discussed.

Implementation of the Clean Air Act Amendments of 1990 is negatively affecting production of coal used for generating electric power in Indiana and elsewhere in the Midwest. Required reduction of sulfur compounds from gas streams, or flue gas desulfurization (FGD), as mandated by these laws has encouraged installation of wet limestone scrubbers at many generating plants. Increasingly stringent requirements that will begin in 2000 are expected to necessitate even more extensive use of such scrubbers. Indiana has large deposits of limestone-the major consumable alkaline raw material for scrubbers-that can meet an expected demand of several million tons per year. Limestones are not, however, all the same. Different limestone units behave quite differently when used as scrubbing agents under differing conditions in actual practice. Decisions about FGD scrubber details would be more meaningful if made with thorough knowledge of which rock units contain the most efficient FGD limestones and which sites of suitable stone are located nearest to power plants. Even though abundant carbonate rocks occur in Indiana, their suitability in scrubbing systems has received little attention, and few attempts have been made to match details of stone resources to the needs of various utility scrubbing systems. Optimization of the fit between geologic characteristics of the existing limestones and prospective scrubber systems should allow for greatly improved planning and operation of FGD systems with attendant lower overall costs. Electric utilities have developed computer models to predict FGD system operations (i.e., the FGD-PRISM model of the Electric Power Research Institute). These models require geologic data such as reactivity that are commonly unavailable. We generated data needed for the model during a cooperative effort among the Indiana Department of Commerce, the Indiana Geological Survey (IGS), The Indianapolis Power & Light Company (IP&L), and the Indiana Mineral Aggregates Association. Our goal was to provide missing geologic details of Indiana scrubber-stone raw materials and apply them to the FGD-PRISM model to provide general guidance to determine which geologic units can provide stone for most efficient sulfur removal. Results of the model for selected limestones and parameters specific to one IP&L generating plant were calculated. Geologic data generated may be applied to other generating operations, and our examples should help other utilities optimize their FGD strategies. Several hundred samples from more than 30 active quarries were collected and their physical properties determined. Grindability values ranged from 7.2 to 21.7 for 50 selected samples. Acid-insoluble residues of less than 1% to 13% were found. Dissolution rates as an index of reactivity varied over two orders of magnitude for the selected set of samples. These data plus chemical analyses and Ca/Mg ratios were entered into a generic scrubber model to determine rates of stone use and scrubber efficiency for various stone. Removal of SO2 was projected by this model to range from 89% to 98% with stone utilization rates from 91% to 93%. Excellent scrubber stone sources were found in Mississippian rocks in central and southern Indiana. Rocks of the Ste. Genevieve and Salem Limestones were especially efficient. Even small amounts of dolomite, clay minerals, and quartz diminished a stone's usefulness for FGD scrubbing.

The Lakehead Region Conservation Authority is responsible for slopes along the Kaministiquia River, one of the largest tributaries to Lake Superior in Canada. After arresting toe erosion for a mile of riverbank, the remainder of the slope required stabilization to stop further crest regression and to protect the houses, street and services at the top. Stabilization of the 100 ft. high slope was tendered as design-build with a target safety factor of 1.3 and a design life of 75 years. The successful bid was a system of 1.4 inch diameter soil nails up to 40 feet long, installed perpendicular to the slope on a 3 to 5 foot grid. The conventional shotcrete facing was replaced with a ?green? biotechnical facing and special transverse plate heads on the nails. The key to keeping costs low proved to be installation with light equipment working on the slope, and driving the nails without drilling or grouting. Rather than tension, the design was based on bending in the nails, similar to a laterally loaded flexible pile. The paper describes the design and installation of this innovative system. The design is discussed in terms of soil properties, nail resistance as it varies with depth, failure modes, corrosion protection, root design and nail head design. Construction challenges are discussed. The system is compared to an adjacent anchored soldier pile wall built along the same slope 20 years ago. Post construction monitoring results confirm predicted performance.

As conveyor systems continue to improve in reliability due to improved design, installation, maintenance, and operation, one of the more common modes of failure is the rubber carry cover being abraded away to the tension member. Various types of abrasion are discussed as well as current laboratory methods for measuring wear. New lab methods to mimic types of abrasion in service are presented and data from current and improved rubber covers will be presented. Actual wear performance of current and new cover compounds in multiple applications (coal, limestone, granite) will be compared to the new lab test methods and cost benefits shown.

AS good health is the most important asset in life, the development of healthful conditions should be the one common meeting ground of agreement between management and labor. Health should not be a subject to be pulled apart, shoved around, or bargained about. Differences of opinion may exist in the procedure and techniques employed in approaching the goal of maintaining the health of workmen, and in the method of increasing the ultimate profit of the employer by improved working and living conditions. Such matters are doubtless appropriate subjects for discussions between the interested parties, but techniques are only tools. If an employer fails to remedy a hazard or a menace which contributes to poor working condlions, this constitutes a legitimate grievance. It should not be necessary, however, nor is it desirable that fundamentals of health maintenance become matters of collective bargaining, any more than should the principles of management and engineering. I have been especially concerned during the last few months with the propaganda in collective bargaining negotiations throughout the country for including in union contracts a given number of days of sick leave with pay. A versatile torsion creep tester was instrumented with electromechanical and servomechanical components to operate automatically and unattended, producing digital printed outputs. The apparatus uses an electrical system for applying torsional stresses, and a unique angular transducer as a null detector operating a servocontrolled strain measuring system with the digital readout. The tester is designed to measure the creep in single-crystal or polycrystalline zinc, zinc alloys, magnesium, magnesium alloys, or other metals and alloys. Applied stresses may be varied from zero up to 2,000 psi in the outermost fibers of a 1/8-inch-diameter, 4-inch-long specimen. Strain readings to 0.001 degree, equivalent to a strain of 2.73 X 10-7, may be made automatically from one every 5 seconds to one per month. The apparatus has provisions for programed temperature control and special atmospheres or vacuum operation. A discussion of applications of the system to other mechanical testing apparatus is included.

A predicted increase in aluminium production and the possibility of a diminishing supply of petroleum coke for anode electrodes in alumina reduction cells makes it desirable to find alternative electrode materials. Browncoal char, with a lower ash content and with an elemental purity similar to petroleum coke, was produced by leaching in hydrochloric acid, washing with water, and charring at 1,150°C. The cost of processing is estimated tobe competitive with petroleum coke.Without further processing the bulk density and real density were undesirably low, but by briquetting the coal before charring and crushing, the bulk density was improved to 92 per cent of the petroleum coke value andthe particle density was improved to 92 per cent of the density of petroleum coke by water displacement or 75 per cent by mercury displacement.Pre-baked electrodes were prepared from the char alone, mixtures of petroleum coke and char, and from petroleum coke alone, all bonded with coal tar pitch.The electrodes were tested for the usual physical properties and were evaluated for performance in a laboratory size alumina reduction cell.Electrodes based on brown coal char alone were found to be inferior in physical properties and performance, but mixtures of the char and petroleum coke, despite poorer density, electrical resistivity, and carbon consumptionon a theoretical basis, in performance tests gave up to 17 per cent better carbon consumption per weight of aluminium produced and 21 per cent better electrical current efficiency than the electrodes based on petroleum,coke alone.It is suggested that larger scale tests are warranted.

"A bucket foundation has been considered to be a potential foundation technology for offshore wind turbines. In this study, a series of 1-g model tests were performed to analyze the accumulated rotation of suction bucket foundations under long-term cyclic horizontal loads. The model suction buckets were made to have the embedment ratios of 0.5 and 1. The dry model ground was prepared to have two different soil densities by air-pluviation method. A horizontal cyclic load over 104 cycles was applied varying the loading amplitude. Test results showed that the accumulated rotation of the bucket foundation increased with the increase in the number of cycles and load magnitudes. Based on the model test results, a new equation was proposed to evaluate the accumulated rotation of the bucket foundations in sandy ground under long-term cyclic horizontal loads.INTRODUCTIONRecently, a bucket foundation has been considered to be a potential foundation technology for offshore wind turbines. In terms of economy, a bucket foundation has been considered to be an economical foundation type at sea beds where ground condition is clay or medium dense sand.A bucket foundation resembling a bucket is a kind of suction-installed foundation units. It is a skirted steel foundation which is open at the lower end and closed at the upper end by a lid. The embedment depth ratio (L/D) of a bucket foundation is usually less than one. Figure 1 shows an example of a bucket foundation. Offshore wind turbines are subjected to long-term cyclic loading by wind or currents. A bucket foundation is installed in soil grounds, so the long-term cyclic loading may induce the accumulation of soil deformation.In this study, the accumulated rotations of the bucket foundations in sandy ground were investigated under long term cyclic horizontal load. The number of cycles up to 104 cycles was applied varying load magnitude. The accumulated rotations of the bucket foundations in sandy ground were analyzed based on the test results."
