The contract is concerned with feasibility studies, design and fabrication of a group of prototype hand-held test instruments and machine-mounted test instruments for measurement of electrical shock hazards of mining machines. An instrument for use in open pit mining machine ground wire verification was proposed, developed, built, and tested. This report presents the design and operational theory of the open pit instrument as well as information on the program to improve the original prototype hand-held machine-mounted test instruments.

TO show the vital importance of our future oil supplies to our economy, I will merely point out that this country, with something like 15 per cent of the world's land area and something like 7 per cent of the world's population normally uses between 65 and 70 per cent of the motor vehicles of the world, between 65 and 70 per cent of the world's rubber, and produces and refines between 65 and 70 per cent of the world's petroleum. Despite all the arguments as to which is cause and which is effect, all will agree that all three of these important industries are mutually dependent. If we had not been able to produce 65 or 70 per cent of the world's oil in this country we would not have the degree of mechanization, or the efficiency of transportation, or the high industrialization that we enjoy. Furthermore, the fact that oil has been plentiful and cheap has had a tremendous effect on all the things in which we as engineers are interested. For that reason, if for no other, it is well to look ahead to see what the outlook is for the near and far-distant future.

Economic activity in the United States picked up in the third quarter, according to the latest estimate released by the Department of Commerce. Real gross national product (GNP)--the Nation's output of goods and services--grew at a seasonally adjusted annual rate of 4.3%, or $17.6 billion, compared with a rate of 1.9% for the second quarter of 1985 and 1.6% for the third quarter of 1984 (table 1). The 4.3% rate is one percentage point above the preliminary estimate reported in the August/September issue of Minerals and Materials. Most of the upward revision was due to the change in business inventories and Government purchases, while the figure for net exports was revised downward substantially. The 4.3% growth bettered by 1.5% the average rate of growth in GNP from 1974 through 1984 and was 1.1 % above that of the period from 1975 through 1984 and 0.7% above that of 1980 through 1984. Of importance to the minerals industry was the $14.4-billion growth in personal consumption expenditures, $10.2 billion of which was for durable goods (especially domestically produced automobiles) and the growing residential investment. The net export deficit continued to grow, however, and investment in nonresidential structures, producers' durable equipment, and business inventories declined. Prices, as measured by the GNP fixed-weighted price index, increased at an annual rate of 3.1% in the third quarter, compared with 3.9% in the second quarter. The slower rate of inflation resulted mainly from a decline in energy prices, following second-quarter increases. Fourth-Quarter Prognosis Many of the economic data available for October and November indicate that the economy is growing modestly and will continue to grow over the next 3 to 6 months. The composite index of leading indicators, designed to predict economic activity within 3 to 6 months, rose 0.3% in October, the sixth consecutive monthly advance, according to the Department of Commerce. Six of the 11 available leading indicators were positive: Stock market prices rose, as did sensitive material prices, credit outstanding, and manufacturers' new orders for consumer goods and materials; initial claims for unemployment insurance decreased, and firms were getting slower delivery of goods. Four of the indicators were negative: Business formations, homebuilding permits, contracts and orders for plant and equipment, and money supply all declined. The average hours worked per week, already at a high level, remained unchanged.

This report provides the results of an industrial engineering study that assessed the safety and efficiency of underground ore handling in U.S. metal mines. One of the primary findings of the study was the improvement needed in controlling muck size in the ore handling stream. Oversize ore causes much additional labor, creating work stoppages and is a principal cause of accidents in metal mines. This report includes data on block caving, back cut and fill room and pillar, shrinkage stoping, and sublevel stoping.

The considerable progress made in the sulfide smelting technology since the first International Sulfide Symposium of 1983 is discussed. The new developments and innovations have largely been driven by the recognition of environmental concern as well as the need for increased productivity. The smelting technologies for various nonferrous metals are reviewed, with an emphasis on the industry trend towards larger plants and continuous processes. The tremendous advances made in process modeling and computer simulation to describe the complex smelting processes are also reviewed. The goal of these mathematical models is the quantitative description of the processes and the reactors that will provide a means for the control and optimization of smelting operations as well as the optimal design of the operating conditions and the reactors. Environmental issues remain a key consideration in the smelting industry. One of the most remarkable improvements made in the last fifteen years since the 1983 Sulfide Smelting Symposium is the rapid increase in the sulfur capture by nonferrous smelters. This and other related issues are briefly discussed. Finally, the challenges that the smelting industry faces as the new millenium approaches are discussed. The industry continues to face technical challenges to improve productivity and efficiency, while being responsive to ever-increasing public pressure for environmental protection. It also faces external challenges from factors that may cause the reduction of metal uses as a result of substitutions by other materials. Another serious challenge and dire consequence that the primary metals industry is expected to face is the serious diminution of university-educated manpower as well as basic-research output. To remain competitive and healthy, the industry should take up the void left by the complete disappearance, at least in the U.S., and the reduction in other nations, of the governmental support of higher education and basic research in the field of primary metals production.

Surface resistivity techniques were used at four field sites to monitor changes in apparent resistivities with variations in soil moisture content in the vadose zone. Apparent resistivity values were correlated with gravimetric moisture contents from soil samples taken at each site. Tensiometer readings were taken at two sites and correlated with the results of gravimetric moisture contents and apparent resistivities. Moisture at two of the sites was added by extensive watering; rainfall events were monitored at the other two sites. A recharge event at a dewatering program was monitored at a fifth site. A Ghosh-Koefed multi-layer computing algorithm was used to derive true resistivities from bulk or apparent resistivities. An automated data acquisition system was developed to measure resistivity changes and to process the data in the field. These studies are the first to evaluate measurement of moisture migration in clay rich soils using surface resistivity techniques. Results indicate that surface resistivity techniques readily measure changes in moisture contents in the vadose zone in clay rich soils. Correlation of apparent and true resistivity values with gravimetric moisture contents is more complex and requires additional research.

This paper comprises a general outline of all of the developments, including the history, geology, mining, milling, power and transportation installations, at the gold mining operation of La Luz Mines Limited and the copper mining operation of its wholly-owned subsidiary, Rosita Mines Limited, both located in north-central Nicaragua. The low-grade, gold-bearing ore-bodies of La Luz Mines, contained in highly fractured and folded Lower Cretaceous sedimentary rocks, were from 1909 to 1928, mined and treated by primitive methods by the La Luz and Los Angeles Mining Company. The abandoned property was acquired by La Luz Mines Limited in 1936, and was equipped with modern machinery and put into production in 1939. Between 1939 and 1948, the daily rate of production was in-creased from 300 tons per day to 2,-000 ton per day. The ore reserves available for open-pit mining were depleted in 1954. Since then, the entire production has come from under-ground operations.

"An investigation carried out to determine the tendency of coals to heat spontaneously in terms of time-temperature curves coupled with the resulting oxidation products in an adiabatically controlled laboratory setup is described. Tests were made at differing moisture conditions, including oxidation and also oxidation with either adsorption or desorption of water vapour on coal.From the experimental evidence, there is reason to believe that the oxidation of coal, although an important factor, is not the predominant one in the development of spontaneous heating. In addition to the temperature increase in coal and the gaseous products evolved due to auto-oxidation, the process is accelerated by adsorption and retarded by desorption of water vapour on coal."

In 1948 the United States became a net importer of oil. Coupled with an unpre- cedented domestic production of 5,900,000 barrels daily, imports approximating 500,000 barrels made available a total supply of 6,400,000 barrels a day. Thus, by herculean effort, the oil industry was able to meet an extraordinary demand at home and, in addition, to ship abroad almost 400,00 barrels daily of petroleum and products. The country's oil position now differs greatly from that prevailing at the be- ginning of World War II. Then, actual oil production averaged about 4 million bar- rels a day, and productive capacity probably was greater than 5 million barrels a day. As the demand of the military and industrial machine grew with the rising tempo of the drive toward victory, the United States not only met its own needs but pro- duced about two-thirds of the total oil requirements of the Allied Nations, excluding Russia. As a people, we can be deeply grateful that the Nation's petroleum resources were adequate and sufficiently developed to support such a tremendous effort. Even in those critical hours when immediate needs were the paramount issues, a prudent Congress paused to contemplate the importance of an assured long-term supply of liquid fuels. From these deliberations came the Synthetic Liquid Fuels Act of 1944, which authorized research and development work on new sources of oil coal, oil shale, and agricultural and forestry products. ce World War II, a civilian demand for 6 million barrels of petroleum prod- ucts has become the order of the day every day. By drilling as many as 39,000 new wells a year, the production rate has been increased enough to meet domestic require- ments by a bare margin. Some imports were necessary, however, to fill both domestic and foreign demands, and these doubtless will increase. Is this policy of exploration within the United States and the development of oil in foreign countries adequate insurance for the fulfillment of our future national needs? This question has two aspects one purely civilian and economic in character and the other significant from the standpoint of our national defense. There are now approximately 4,000 producing oil fields in this country. At first thought, it would appear that production could decline in a considerable number of these fields without materially affecting the over-all daily output. However, 48 percent of the oil comes from only 111 major fields which contain 50 percent of the total proved domestic reserves. It is apparent, then, that the flow from large fields - having proved reserves of 100 million barrels or more each must be sustained if daily production is to be kept at the present levels. Essentially, this means that new major fields must be discovered about as rapidly or perhaps more rapidly than the older ones lose productive capacity. From 1940 through 1947, only eight major fields with estimated reserves of more than 100 million barrels each, were discovered and proved - an average of one such field a year. The total estimated reserve of these eight fields was less than 1 year's supply at the present rate of use. As drilling continues, some existing fields ultimately will prove reserves larger than those now known. Without a pronounced increase in the num- ber of major discoveries, however, the prospects for increasing our present productive level are not encouraging. Any gap that appears between domestic productive capacity and demand could be filled with supplies from proved oil resources abroad. Mercury has been used by mankind since prehistoric times. It has been, and is now, widely used in industry and medicine and has unique properties which make direct substitution difficult or impossible. At present its principal uses are for electrical apparatus, control instruments, electrolytic soda preparation, mildew-proofing paints, pesticides, and medical and dental preparations. Deposits of mercury are less common than those of other base and precious metals, but some of the deposits are very large and have been ample to meet the world's past demands. The price of mercury has had many sharp fluctuations, but in general, the limited number of producers has resulted in a more stable price structure than that of many other commodities. The United States has been one of the main producers of mercury, and from 1850 to 1961 produced 3,247,704 flasks. Yearly production since World War II has varied from 4,535 to 38,067 flasks. An estimate of domestic resources of mercury producible at various price ranges was prepared for each mercury mine by combining specific knowledge of mercury mineralization with estimates of potential, based on geologic information and past production history. The sum of the individual estimates for each price range is shown in a table. A parallel estimate of nationwide production potential was made from a study of past price and production relationships. These were analyzed by plotting yearly production figures against the previous year's price, expressed in dollars of constant purchasing power. An equation was fitted to the data by mathematical means and was used to extend the curve into areas of higher than historic prices. Potential production rates at various price levels were taken from this graph. The estimated yearly production rates were used to make an estimate of total potential based on the premise that production rates and reserves have a proportionate relationship. The rate of developing mercury reserves during the period from January 1944 to January 1962 is considered, and it is shown that if this rate can be continued, the mercury resources of the United States, at a constant dollar price of $500 per flask, are adequate to support a production of 60,000 flasks per year for 30 or more years. This publication contains a history and description of the mercury industry in every State which has had production and individual descriptions of all mercury properties which have reported significant production. Accompanying tables give the important facts about all known mercury occurrences.

Under the terms of the act establishing the Bureau of Mines, this bureau was authorized to carryon the work of testing and analyzing fuels which had been conducted by the technologic branch of the United States Geological Survey. That work included in its scope an investigation of the availability and uses ofliquid as well as solid fuels, for the original outline of the fuel-testing investigations contemplated, as soon as the funds would be available, a study of the liquid-fuel resources of the country and the making of related researches to determine how these resources could be utilized with greatest efficiency. Owing to the fact that many difficulties were being encountered in the adaptation of the heavier fuel oils for convenient use in internalcombustion engines, it was deemed best to begin the investigation of liquid fuels with tests of gasoline, a fuel in more or less general use. When this investigation began, the extensive introduction, especially by foreign powers, of liquid fuels for small naval craft had awakened much interest. However, the quality of gasoline was reported to vary materially in different countries and the quantity available was said to be rapidly decreasing, with the probability of a prohibitive increase in price. At the same time the claim was made that denatured alcohol, of fairly uniform quality, could be procured in all parts of the world, that unlimited quantities could be readily produced at a low cost, and that this fuel could be used much more efficiently than gasoline in internal-combustion engines. Such statements naturally led to a widespread belief that the time was near at hand when denatured alcohol would entirely displace gasoline as engine fuel. Therefore, the first investigations of the liquid mineral fuels logically embraced a careful series of comparative tests of gasoline and denatured alcohol in engines. A series of over 2,000 such tests was conducted at the Government fuel-testing plants at St. Louis, Mo., and Norfolk, Va., details of which are given in the following pages. The report is published by the Bureau of Mines because of the transfer of the fuel-testing investigations to this bureau.

"INTRODUCTION For a number of years, the Bureau of Mines conducted tests on various types of structures to ascertain the effect of seismic vibrations emanating from quarry blasting in an effort to determine an index of damage. Associat¬ed with these tests, occasional records were made of the characteristics of the air blast or concussion from the explosions. Although the importance of the air-blast problem was recognized, the equipment was not designed for airblast measurements, nor was the early research program concerned with the problem. After the ground-vibration tests had been completed, attention was turned to study of the air blast and its effect. The program was modified, however, in certain aspects by the imminence of war and the final entry of the United States into the conflict. These modifications were made to supply information pertaining to military and civilian defense problems.Detailed discussion of these problems is beyond the scope of this report, which attempts to present preliminary results of factual and fundamental character. However, it may be noted that airblast data are urgently needed for intelligent design of both Government and non-Government buildings, which must withstand the air blast from bombs and afford maximum protection for the occupants. The safety of vital equipment above and below ground necessitates consideration of damage from air blast. Protection against use of dynamite by saboteurs, moreover, hinges largely on the effect of air blast. Identification of a planned ""accident"" involving dynamite often entails knowledge of the characteristics and power of the airblast.The peacetime problem of damage from air blast resulting from quarry and mining blasting activities is of course exaggerated by the wartime requirements of increased production accelerated operation, and enlarged development."

Once completed, the Montreal Réseau Express Métropolitain (REM) will be the fourth largest automated transportation system in the world. The REM represents construction costs of approximately 7.0 billion Canadian dollars. The project consists of 67 km of twin tracks over four branches connected to downtown Montreal. The project includes 26 stations with 3 underground stations in downtown Montreal. One of the underground stations was built using the NATM method with thin permanent shotcrete initial and final liners separated by a sprayed on waterproofing membrane. The 2 other underground stations were built with the cut and cover approach including one using permanent secant pile wall with permanent walers and struts as the support of excavation and the final perimeter wall of the station. The project also includes the rehabilitation and enlargement of the Mont Royal Tunnel. This 100-year-old double track tunnel is about 5 km long. The REM also consists of 3.6 km new TBM tunnel connecting downtown to the Montreal International Airport through saturated soft ground and karstic rock. By the time of RETC, the construction of REM underground structures will be completed. This paper presents the design and construction aspects of the underground structures of this mega project.

The technologies of lead, zinc and tin extraction have made varying degrees of progress over the past twenty years. Producers of all metals have faced increasing demands for reduction of pollution and environmental degradation, and the level of public concern is rising rather than abating. New processing techniques must therefore be not only economically feasible, but politically acceptable, even when the demands of "conservationists" and ?environmentalists? are unreasonable. A new generation of processing techniques has come into being, which do not rely on an expensive sintering stage, nor use metallurgical coke, which is difficult to make without serious pollution. They utilise intense reactors, conveying materials from one stage to the next preferably within an enclosed space, obviating fume emissions, and avoiding heat losses as far as possible. The acceptability of the new techniques? is increased if lowgrade or complex materials can be treated, along with a variety of returns and wastes. In addition, a good selling and servicing organisation seems to be as important as good process technology in determining the spread of the new processes. In the field of pyrometallurgical refining the need is for more general application of several recently developed techniques rather than a search for alternatives to the existing process technologies. However, there is a need for fundamental work investigating the phenomenon of oxygen anode overvoltage in the electrolytic zinc process, in order to make progress in the further reduction of energy consumption. There is also scope for further development and application of vacuum distillation to up-grade thermally produced zinc. This paper presents a personal view of processes which should be developed to overcome existing problems, as we approach the turn of the century,

In the lower zone of blast furnace (BF), slag trickles down through a packed bed of carbonaceous particles in the form of films, rivulets or droplets. During its downward flow, there are significant interactions occurring between slag and other phases, ie gas and packing particles. In particular, the interaction between gas and slag is closely associated with the key flow phenomena such as loading, flooding or channelling in the lower zone of the BF. With gas introduced laterally through tuyeres and slag flowing downward from the cohesive zone to the hearth, this interaction varies throughout the lower zone and in the cohesive zone:  strong cross-flow of gas relative to the slag occurs in front of the raceway  counter-current flow of gas and slag occurs in the upper parts of the lower zone  both strong cross- and counter-current flow of gas and slag around and within the cohesive zone. These interactions can be linked to furnace irregularities, affecting smooth operation and limiting production. Therefore, understanding the gas-slag interaction and its influencing factors remains critical for BF process control. In the current review, the physical behaviour and key influencing factors of gas and slag flow are initially examined. Numerical models describing gas and slag flows in a packed bed at micro-, mesoand macro-scopic levels, are reviewed. Each simulation approach has its advantages and limitations, as well as unique assumptions when used in BF process modelling. Applications of these approaches to gas-slag flow in key identified functional zones will highlight the differences between approaches and modelling outcomes. As no single approach can fully address all aspects of gasslag interactions, an integration of different approaches is considered an effective and beneficial method in providing a more complete understanding of gas-slag flow in the BF process.

The use of activated carbon for extracting gold and silver from pregnant cyanide solution and pulp has been investigated many times. The primary advantage of this use of activated carbon is that .the dissolved values can be recovered from slimy ore pulps or from slime portions of ore without settling and thickening or filtering. The loaded carbon is removed from the barren pulp, and the pulp can then be discarded. Activated carbon has been used recently in treating gold ores containing very little soluble silver. When the carbon was loaded with a suitable amount of gold, the silver load was negligible. The remaining problems concerned the removal of the gold from the carbon, the recovery of the gold as bullion, and the reuse of the unloaded carbon. As described in a recent report, a method that solved these problems was developed. The gold-laden carbon was leached with caustic sodium sulfide solution and the gold simultaneously recovered by electrolysis. Both the carbon and the spent solution can be reused. That process was applicable to gold-laden carbon only. It was not applicable to carbon carrying silver, because sodium sulfide does not leach silver from carbon but "fixes" it. It has been necessary, therefore, to develop a modified process for the removal or desorption of both gold and silver from loaded carbon. This modi¬fied process permits the use of activated carbon for extracting both gold and silver from gold ores carrying enough silver to have economical interest or in which silver may be the predominating value.

"Trial application of air decks on a production shot improved fragmentation (32% reduction in x50). Empirical fragmentation models and digital image processing software were used to estimate fragment size distribution of the blasted muck pile. The x20, x50, and x80 passing fractions, and top size were 42, 265, 683, and 1,455 mm, respectively. Air-deck application reduced explosives load in blastholes, lowering total charging cost by US$20/hole (15% decrease) and the powder factor to an average of 0.86 kg/m3 (12% decrease). Blast results were 443,624 t of blasted material from the block (90% of total muck pile) was smaller than 900 mm.RÉSUMÉ L’application pilote de trous d’air dans le cadre du coup de mine effectué pour commencer la production a amélioré la fragmentation (une réduction de 32 % des x50). Des modèles empiriques de fragmentation et un logiciel de traitement numérique des images ont permis d’estimer la composition granulométrique des fragments du tas de déblais abattus. Les fractions de passé de crible de x20, x50, x80 et la dimension supérieure étaient représentées par des dimensions respectives de 42, 265, 683 et 1 455 mm. INTRODUCTIONThe main objectives of production blasting are to achieve optimum rock fragmentation and to minimize overall production costs. Because blast fragmentation significantly affects the profitability of a mine, blasting is the first step of the size reduction in mining: An optimum size distribution is required to maximize the performance of mining and subsequent milling processes. If the fragmentation size distribution can be modelled and controlled, operations performance will improve. Blast fragmentation modelling is important in mineto- mill optimization: It allows the estimation of blast fragmentation distributions that can be modelled in downstream mining processes to determine the optimum blast design."
