DESTRUCTION of the plants, machines, utilities, tools, materials, and other essentials for peacetime living penalizes not only the owners of the materials destroyed, but the world as a whole. Specifically, the fundamental fallacy of any proposal for the in- discriminate destruction of the German industrial system is that it fails to differentiate between the wartime and the peacetime economy of the Reich. We are for one simple, clear objective-an effective industrial means to keep Germany from starting another war. This objective should not be con- fused, especially before the war is even won, with the appropriate punishment of Germany or with the international arrangements for the long future to be made around the peace table by the representatives of the Allied Nations after victory is achieved. This paper, therefore, does not deal with broad, complex postwar questions of diplomacy and international policy. "Unconditional surrender" implies disarmament of the German armies, the surrender of all arms, munitions, air- planes, and other ordnance material in stock piles or in process. It also should include the elimination of all German war production facilities, such as ordnance plants, munitions plants, and submarine works, and the control of raw materials required by war industries.

IN order to show the need for gas reserves, their control, and conservation, in California, it is necessary to describe briefly the local conditions under which gas is produced and marketed, to point out the lack of coordination between supply and demand, and to relate the history of efforts to prevent wastage. There are now 24 fields in California producing a surplus of gas over field fuel requirements. They are usually grouped geographically into three divisions, as follows: (I) Los Angeles Basin (Los Angeles and 0 r a n g e Counties), thirteen fields, all casing-head gas. Total daily gas available for sale 125,000, 000 ?cu.ft. (2) Coastal (Ventura and Santa Barbara Counties). Seven casine-head and one dry gas field. total-avail- able daily, 165,000,000 cu.ft. (3) San Joaquin Valley (Kern, Kings, Fresno, and San Joaquin Counties). Four casing-head fields, five dry gas fields, and two producing casing- head and dry gas from different zones. Total available daily pro- ducticon, 475,000,000 cu.ft. Total all fields, 765,000,000 cu.ft. daily.

UNFORTUNATE evasions of metals specifications recently brought to public attention through news items and editorials have caused executives of at least two great corporations to set up defensive procedures and to re¬affirm the patriotic purpose and conscientious effort of their plants in this battle of production. Whatever the exact conditions affecting these cases, in which the public interest has been safe-guarded by vigorous action, my reaction to such offenses in general is a feeling that they arise from the pressure and limitations that afflict our overextended war effort and that inevitably there will be more of them, doubtless more and more expertly conceived and less and less subject to detection as simple faked, or substituted analyses or tests. To the ladies, who doubtless are already beginning to ac¬quire a sense of painful resignation to a dry technical talk, may I say that the cookbook is full of specifications which customarily are varied within rather wide limits but it is generally recognized that the proof of the pudding is in the eating without regard to its exact composition or some scientific evaluation of its texture.

During the 1920's lead consumption in the United States reached the highest average total ever known. For the ten-year period 1921-'30, it was slightly over 600,000 tons per year, or say 50,000 tons per month, and the price averaged 6.81 per lb. But the I930's witnessed a severe drop in the consumption of lead is in other business activities. The average U.S. consumption for the ten-year period 1930-'40 was slightly less than 380,000 tons per year, or under 32,000 per month, with the average price dropping to 1.191c. per lb. The outlook in early 1939 was for a continuation of this average consumption and price a demand of 35,000 to 40,000 tons per month, and a price level of 4 1/2 to 5c. in the United States.

Lyon with half a million inhabitants is the third largest city in France. Urban agglomerations such as Greater Lyon demand intelligent underground solutions for the freedom of mobility of its inhabitants. The city and metropolitan area of Lyon provide an example of a city strategy adapted to the changing needs due to demographic and living standard trends. The Lyon Metro Line B with a length of 2.4 km is one of the strategic projects with regard to city planning and future mobility. The paper will highlight on this special area of application in singular diverse geology with sophisticated mechanized tunnelling technology.

Low-lying sections of open-pit mines accumulate water, especially during the rainy seasons, preventing access to resource-bearing areas. To sustain mining operations, the water must be lifted out of the flooded pits at a high flow rate using pumps. These pumps need to be mobile so that they can be removed during drill-and-blast operations. Most mobile pumps rely on diesel engines with high maintenance requirements. A special pump design was developed to address the unique needs of open-pit mining while making the dewatering process more sustainable. Using the target flow rate and head data, an efficient pump was designed, encased, and deployed in the open pit. A variable speed drive (VSD) was installed in a protective skid so that the pump could be tuned to match the preferred flow rate at any point during its operation. This system was tied to the national electrical grid instead of being powered by diesel pumps, which reduced the carbon intensity per kilowatt-hour. The high availability, low maintenance requirement, and greater reliability reduced the use of spare parts, the fuel consumption, and the logistics associated with operating the pump. This further reduced the carbon footprint of the dewatering process. This paper provides some of the two-year performance metrics for a deployment in West Africa. With a focus on availability, maintenance costs, average cost per volume lifted, and carbon footprint, this encased pump system is compared to the diesel-driven pumps that it aims to replace.

This paper presents a case history of a ground improvement program conducted in a soft soil environment and seismically active region in the northwest corner of Washington State near the Canadian border. The program was performed over several years, and provided adequate soil bearing conditions for the construction of several structures. Completed development includes separate construction of four adjacent structures, each with unique total and differential settlement requirements and built at approximate two year intervals. Site soils consist of 45 feet of loose saturated sand and silt overlying 70 feet of very soft to stiff (N60 = 0 to 7) normally consolidated clay. Adding to the complexity of the site is the owner?s requirement that all existing structures remain open and in service during construction of each subsequent structure. The paper presents the site geotechnical information and the foundation design issues. Details of a combination of ground improvement methods is presented, including stone columns, wick drains, a preload surcharge, and staged construction to provide soil support for shallow foundation construction of all structures at this site. The soil test results and settlement observations are presented along with QA/QC measures. Lastly, a brief method sustainability comment will be made.

Polymetallic nodules are a widespread resource in the Pacific Ocean, particularly in the areas of Clarion-Clipperton (Cronan, 2000). The most abundant mineral phases are forme d by iron and manganese oxides, with minor elements such as nickel, copper, cobalt, molybdenum and rare earths elements (Cronan, 1977; Cronan and Moorby, 1981; Iyer and Sharma, 1990; Mangini et al. 1990; Banerjee et al. 1991). In the Clarion-Clipperton Zone (CCZ), several authors mention that there are three main mineral species of manganese oxides, which have been recognized and which are associated with different processes of formation: todorokita (Mn2+, Ca, Mg) Mn3 4+ O7. H2), vernadite dMnO and birnessite enriched in Fe and (Na, Ca) 0.5 (Mn4+, Mn3+) 2O4. 1.5 H2O. In nodules of hydrothermal origin have been found todorokite, birnessite, vernadite, goethite and pyrolusite. Although there are many oxides and hydroxides of manganese and iron in amorphous and microcrystalline phases that make up the bulk of the nodule (Frondel et al. 1960; Cronan 1977; Dymond 1981; Calvert and Piper, 1984; Aplin and Cronan, 1985; Martin and Lallier, 1993; Achurra et al. 2009), identifying specific mineral phases is difficult due to the intergrowth of different phases and associated detrital material.

MINING occupies a position of less importance than manufacturing or agriculture in Canada, but its relative contribution has increased greatly during the post- war period. Mineral production was only 5.14 per cent of the net value I of production of all kinds of commodities in 1919, but by 1936 the pro- portion had risen steadily to 12.76 per cent. Mining felt the depression, hut unlike agriculture, which is still ' sorely stricken, it has passed from early convalescence to complete recovery. For each of the last two years new high records were established for the industry as a whole and for the quantity of most metals produced. Mining has had a notable effect on - the growth of the power industry in Canada. Water power has been developed in the same or adjacent areas wherever mining camps have been 1 established, with few exceptions. Consumption of electrical energy by the mining industry gained 72 per cent within a decade, rising from 1604 million kw.-hr. in 1926 to 2754 in 1935. TO all Mineral Dressers, but particularly to those in the Coal and Industrial Minerals Divisions: Ted Counselman, retiring after two years at the helm of the Milling Committee, pointed with pride to the continued growth of that committee, and sang the swan song "Why ain't we a Division of Mineral Dressing?" Our genial Secretary pointed out, handily, that, you see, the way the Institute is divided there are several blocks running across this way here, and one running all the way down here, and another running part way down here, and they all cut across each other like this, and anyway the miners want to be a Division now, so why not you Mineral Dressers be good and not upset the big Institute organizational chart? And anyway again, Divisions have vested interests, and a Division of Mineral Dressing would take something away from Coal and something from Industrial Minerals, and any good institutional man can see that a Division would never give anything up. It was all quite confusing, and apparently not too convincing, because then the Milling Committee went ahead and voted unanimously it is a good idea, let's see what the other fellows think about it as well.

PRESIDENT BASSETT'S gavel called the Annual Business Meeting to order shortly after 10 a. m. on Tuesday. On motion of Eugene McAuliffe, reading of the minutes was dispensed with and Mr. Bassett read his annual report of the year's activities as follows : During the year I have visited eighteen of the twenty- seven sections, making an average of GG 2/3 per cent. The invitation to come again has always been extended, but in only one case have I been able to visit the same section twice. Chicago entertained the president twice during 1930. Mrs. Bassett accompanied me on visits to ten sections. Everywhere we have found the most cordial hospitality and a gratifying enthusiasm for the Institute. If anyone had fault to find with the management or felt dissatisfied with what was being done, it was carefully concealed. I am happy to report to you an agreeable, helpful and progressive spirit in each of the sections visited.

A NEW record-a quarter million students in the engineering schools of the United States and Canada-has resulted from the great demand for engineers following World War II. The figures released by the American Society for Engineering Education and which appeared in detail in the Journal of Engineering Education for January 1948, show that, on Nov. 1, 1947, 252,250 students were studying engineering in 149 engineering schools of both countries. There are 244,390 in the 143 schools canvassed in the United States, and 7860 in six schools in Canada. FRANCE will be given a large portion of the Marshall Plan funds for relief, reconstruction, and industrial development in France and in her colonial possessions. At present that country is not in position to export any large tonnages of the mineral products needed in the United States. However, if, through Marshall Plan aid and private capital investment, production of these products can be largely increased, agreement should be made by which the United States is to get a substantial portion of such increased output in part payment for the material and technical aid they receive. France issued a decree, published in the "Official Gazette" on Feb. 3, 1948, which permits conversion into dollars of dividends derived from dollar investment in Government-approved projects and will agree to a scale of capital amortization to be determined in each individual case. This decree is to encourage private capital to cooperate with local capital in industrial undertakings. THERE have been eight different oil zones identified and produced at Santa Fe Springs, of which three or four are in turn divided into two or three parts. These zones are, from top to bottom, the Foix, difference of opinion over this nomenclature, with reference to the different zones referred to as Clark, it has no particular bearing on the water problems. Each of these oil zones has had waters of varying salinity associated with it, either within or at the bottom of the 'zone. Table 1 is a tabulation of the zones, their maximum thicknesses, salinity and heads of various waters. Surface waters are fresh, and of high head, giving artesian flow in some instances.

Ammonium nitrate in explosives and sulfides in reactive ground have the potential to react at ambient and elevated temperatures resulting in premature detonations. The Australasian Explosives Industry Safety Group (AEISG) published, in 2006, a Code of Practice1 for elevated temperature and reactive ground. This paper reviews the chemistry, general reactivity of various ground types, elevated temperature hazards, and testing protocols contained in the code, that are industry best practices for managing ammonium nitrate-based explosives in elevated temperature and reactive ground conditions. In addition to reviewing the 5th edition AEISG Code of Practice, data is presented validating the recommended sampling guidelines within the code. Dyno Nobel has been screening reactive ground samples and performing sleep time testing since the code of practice was first released. Test results demonstrate the effects of samples that are allowed to oxidize before testing and are shown to be subsequently less reactive and not representative of the actual hazards facing mining blasting operations. Results also show that for a given reactive ground sample, reaction times decrease with increasing temperature. Data also quantify the delay in reaction time given by inhibited products. These results emphasize the importance of proper sampling and preparation of samples to accurately characterize elevated temperature and reactive ground hazards. They also demonstrate the efficacy of inhibited products in managing these hazards

In surface coal mining, the performance of a shovel through blasted muck is one of the key performance indicators of the blast. Historically, performance has been measured qualitatively based on operator feedback or visuals of the muckpile. More complete shovel data, such as loading times and GPS location, is available from most fleet dispatch systems that are already in place at most truck and shovel operations. With some database and analysis skill, the drill and blast team can take advantage of this data to make targeted improvements to drill and blast designs. An area typically known to cause trouble for shovel operators at this operation are blast boundaries. Blast patterns with and without design changes along the boundaries were studied in this case study. The instantaneous loading times for each shovel pass were analyzed for 75 blasts across two subsequent benches with similar firing direction and shovel paths. The benches were split into three categories: Main body of pattern, boundary with design change, and boundary with no design change. The loading times from the main body of the patterns and where the design change was utilized in the boundary had similar prevalence of good loading times. However, boundary areas without the deign change had approximately 2% more prevalence of poor loading times compared to the main boundary of the pattern. Improving the dig rates through the boundaries up to the average loading time would result in approximately 280 hours taken off the total loading time for one bench. By quantifying the shovel’s performance by GPS location, the drill and blast team can decide how much of a design change is needed, can target precisely only the areas that require it and measure the impact of any changes made
