In opening, I want to thank the program committee and members of the Society of Mining Engineers of AIME for the opportunity to speak to you. Various chapters of AIME this past year have expressed interest in the Federal Metal and Nonmetallic Mine Safety Act. We want to see that interest continue, because the reason for the legislation was the safety and health of the industry's workforce. The Department of the Interior was directed by the Congress to administer the provisions of the Act and is therefore held directly accountable for the success or failure of its intent. We intend to see it succeed. Among other things, the Act does provide for education and training under Section 15. This provision has been implemented and is expanding. However, the responsibility of my office is inspection and enforcement and that is my subject today.

This paper compiles the research work conducted by the Spokane Research Laboratories in the investigation of shotcrete within underground mines to the applied design of ground support for the operator. It looks at the design methodology in terms of employing shotcrete as a fabric to confine the rock mass between the individual bolts as dictated by empirical charts. The failure mechanism in terms of its implication on design is presented with respect to the design of 6m wide tunnels for temporary and permanent openings within weak rock masses. This is reflected by field observations that relate laboratory tests to the onset of failure for the operator in order to provide guidelines for design and monitoring. This is coupled with guidelines for safe entry in terms of cure times as well as the understanding of the behaviour of the shotcrete in terms of fibres and the overall strengths that result with respect to the design of the mine openings. This enables the operator to better understand his workplace thereby provide a safer work environment.

"As the mining industry continues to face difficult challenges the need to persistently focus on productivity and utilization of labor and equipment costs will intensify. With these challenges in mind, Joy Global is helping to bring mining performance and analytics to the next level. By evaluating underground haulage, a significant component of the Room and Pillar mining value stream, variables have been identified and sensitivities have been performed to show opportunities to balance and streamline throughput. As a result of applying operational excellence tools to the mining environment, Joy Global is seeking to optimize mining performances by limiting waste, simplifying the process, increasing productivity and machine utilization, as well as removing workers from harm’s way. These days it’s not enough to work harder; mines have to work smarter. Improving efficiency, reducing costs, increasing safety: these are no longer ‘nice to haves’, they are ‘must haves’. Starting with the best products and the right people is a first step, but then what? How do mines take their operations from just OK to being a top performer? By using operational excellence principles aimed at eliminating waste, simplifying processes, automating where possible and removing people from harm’s way. The fundamentals of operational excellence (OpEx) are based upon the DMAIC process, which stands for define, measure, analyze, improve and control. DMAIC is an improvement cycle that helps with, for example, haulage optimization by: defining the issues and problems in the process as well as the areas of improvement; measuring and collecting mining operational data by time study and equipment monitoring system; analyzing through sensitivities and production modelling to determine root causes; then improving the performance and controlling the operation. Joy Global uses Joy OpEx or ‘lean’ principles inside its organization to drive efficiency, but it also helps its customers employ them to achieve new levels of productivity and safety. These same principles can be applied in most situations to streamline processes, improve operations and deliver value. As applied to mining, OpEx is seen as moving the needle on value creation by first identifying the value stream, then analyzing the areas that are not optimized. Once defined, these areas are ‘designed out’ of operational processes to create an automated operational flow. At a US coal mine, Joy Global was brought in to apply Joy OpEx principles to optimize mining and haulage to improve productivity and reduce costs. This multi-phase process started by defining the existing systems challenges to start finding areas for improvement."

It is commonly accepted that the strength of rock measured from small samples tends to give unrealistically high estimates of the strength of larger samples, in situ blocks of rock or the rock mass in situ. The Weibull theory of the statistical strength of material provides a possible means for calculation of the strength of large rock volumes, based on the routine testing of small samples. Application of the Weibull approach to estimation of the strength of Moura coal showed an encouraging agreement with experimental results and the method was also applied to hard-rock andesitic and porphyry ore from Bajo de la Alumbrera, Argentina

"Precious metals such as platinum, palladium, and rhodium are commonly used for automotive catalyst converters. To recover these metals with lower environmental load and cost, exposure to zinc vapor was proposed as a pretreatment prior to acid leaching. Alloying with zinc is expected to enhance dissolution of precious metals and reduce the amount of toxic chemical agents required for the leaching. This study examined the effect of the alloying pretreatment using model catalysts. Catalysts were immersed in leaching solutions for a predefined time with or without zinc vapor pretreatment, and the amount of dissolved metals was then evaluated. INTRODUCTIONAutomotive catalysts account for large portions of the world consumption of platinum (Pt), palladium (Pd), and rhodium (Rh) (Butler, J., 2011). Because of their limited production and high prices, recovery of the precious metals from spent catalysts is obviously an important issue. A representative structure of an automotive catalytic converter can be described as a monolithic ceramic support with a honeycomb structure which is coated with porous oxides such as those of aluminum (Al2O3), cerium (CeO2), and zirconium (ZrO2) (Heck & Farrauto, 2001; Matsumoto & Shinjoh, 2007). Small particles of precious metals, originally several nanometers or less, adhere to the oxides.Typical recovery processes for precious metals from scraps are shown in Figure 1 (a)-(c) (Habashi, 1997; Yoo, 1998; Shibata & Okuda, 2002). Precious metals can be recovered by using non-ferrous smelters as Figure 1 (a) shows. Smelted along with metals such as copper (Cu), precious metals and ceramics in the scraps are absorbed into the metal phase and slag phase, respectively. Because the metals separate from Cu as anode slime in successive electro-refining, such a process can recover precious metals as co-products of Cu. However, in order to prevent negative effects on the principal process, a specialized procedure is needed. Figure 1 (b) is a specialized approach in which scraps are melted at elevated temperature with Cu called the Rose process. Here Cu works as a collector metal, and the absorbed precious metals are then concentrated by oxidation of Cu. Such a process can separate precious metals from ceramics constituting catalyst converters. Smelting at high temperature, however, requires extensive equipment as well as a high amount of energy. On the other hand, hydrometallurgical processes may be effective to separate precious metals from ceramics into an aqueous solution, because chemical agents can act on these metals selectively (Figure 1 (c)). Leaching of precious metals, however, requires strong acid and oxidizing agents because of their corrosion resistance; this makes liquid waste disposal and the large environmental load controversial. To solve the problem, a metal vapor pretreatment was proposed (Okabe, Yamamoto, Kayanuma, & Maeda, 2003a, 2003b; Kayanuma, Okabe, Mitsuda, & Maeda., 2004; Kayanuma, Okabe, & Maeda, 2004; Itoh, Kayanuma, Miyake, Kimura, & Maeda, 2005). A flow diagram of the process using zinc (Zn) vapor is shown by Fig. 1(d). Exposed to Zn vapor, precious metals are expected to form alloys which dissolve more easily than pure precious metals, thus reducing the use of chemical agents and environmental load involved with successive leaching. In previous research (Sasaki, Miyaki, & Maeda, 2010; Sasaki & Maeda, 2010, 2012), dissolutions of precious metal alloys formed by Zn vapor treatment were examined in hydrochloric acid (HCl) using an electrochemical method, and it was confirmed that these metals dissolved at higher rates from the alloys than from their pure states (Figure 2). In this study, the availability of the alloying pretreatment was demonstrated by testing on model catalysts in leaching solutions."

Coal dust explosions have occurred in coal mines across the world. The Mitsui Miike Coal Mine disaster in 1963 was an example of how this hazard was not managed effectively, resulting in the loss of 458 lives and hundreds of people sustaining permanent brain injury from carbon monoxide poisoning. Management of the risks for this hazard have been well documented and have been implemented in modern coal mines. A recent trend in some mines has seen the abolition of barriers on roadways on the basis that the risks are being managed by the current controls. These controls include stone dust application, trickle dusters, dust analysis and dust removal. This paper explores the science behind such controls and questions the need for barrier protection on belt roads.CITATION:Chalmers, D R, 2013. Vacutainers are employed by the Bureau of Mines and the Mining Enforcement and Safety Administration for sampling mine air and other atmospheres containing fixed gases, low-molecular-weight hydrocarbons, and products of combustion. Tests were conducted to study shelf life of evacuated samplers prior to sampling and also to check the stability of sampled gases prior to analysis. An unexplained phenomenon, slow accumulation of carbon monoxide in evacuated samplers, occurred after a few weeks' storage; levels were low but increased with time and could pose a problem for critical applications. Accordingly, attempts to halt CO release by additional means of treatment were made, and storage at low temperature was found to be effective.

A new portal and access drift was constructed by Concrete Constructions for BHPÆs Elouera Colliery, south of Wollongong.The portal area at the base of the Illawarra Escarpment is in soft colluvium material, underlain by highly to moderately weathered sandstone. The area has a well documented history of slope movement or slope creep and one of the main criteria for the design was to minimise disturbance to the unstable slope by limiting the excavation for the portal establishment. This was achieved by incorporating a sloped headwall and gabion wingwalls to accommodate the anticipated creep and groundwater seepage.Main features of the design process also included the provision of both primary and secondary support in a single shell application and the use of canopy tubes to provide support ahead of the tunnel face.The active involvement of the designer during the construction phase and the flexibility of the design concept allowed changes to the support methodology to be carried out as excavation proceeded.This paper describes the design process undertaken for portal establishment and access drift to cater for the variability of the exposed ground conditions along the drift alignment.

The Electric Power Research Institute Energy Supply Program is developing coal supply forecasts. By coal supply forecasts I mean the future relationships between coal price and production levels. A representative supply curve is shown in Figure l. It will make the rest of my presentation clearer if at this point I give you some background about EPRI and the Energy Supply Program. EPRI is funded by the nation's electric utility industry to develop new technologies for the production and conservation of electricity. Most of the research is conducted by outside contractors. We participate in joint projects with the Department of Energy and other organizations. The Energy Supply Program is one of three "economic" programs. The other two are Energy Demand and Conservation, and Systems. The Systems Program's main function is to provide the means to integrate the output of the other two Programs. The primary function of the "economic" programs is to provide information pertaining to future energy prices, availability, requirements, etc. to the EPRI personnel planning R&D programs. A secondary role that is becoming more and more important is providing information of direct use to the electric utility industry. I should note that the results of all EPRI's contract work are available to the general public. A "Coal Supply Analysis System" is being developed for EPRI by Charles River Associates. To the extent possible it will draw upon existing work, but much additional work needs to be done in the area of coal supply economics.

The Zarafshan/Newmont Joint Venture is currently operating in the Republic of Uzbekistan producing in excess of 400,000 oz. of gold per year from low grade oxide ore stockpiles adjacent to the Muruntau open pit gold mine located in the Kyzylkum desert of central Uzbekistan. Four stage crushing and screening produces a final product for heap leaching, Merrill-Crowe processing, and local refining for International market export. The Zarafshan/Newmont Joint Venture is the first major commercial project of its kind in the former Soviet Union to be successfully negotiated, engineered & constructed, and placed into continuous operation,

ARGENTINA is a country that has never been properly prospected. This is my settled conclusion after reporting on mines in this country ever since 1914, crossing all the mining provinces from Chubut, in the South, to the territory of Los Andes, in the North, chiefly on muleback. It is difficult and costly to get from one district to another. Apart from petroleum, some mineral discoveries have been made but they have been the result of casual rather than systematic work. In Neuquen, Mendoza, San Juan, Cordoba, La Rioja, Catamarca, and Los Andes attempts at mine development have resulted in failures, involving in each instance several million pesos.

IN common with many other companies engaged in the mining and processing of ores, research has always been an important activity of the United States Smelting Refining and Mining Company. Much of this research has been carried on at the various plants of the Company by the operating staffs, and over the years has been an essential factor in developing new methods and improving existing methods of operation. In 1917 arrangements were made with the Massachusetts Institute of Technology under which the Company had the exclusive use of one or two small laboratories in the then newly constructed MIT buildings and the use of the metallurgical laboratories, subject of course to the Institute's needs. After about two years this work was temporarily discontinued but was resumed in 1920 under the direction of G. H. Clevenger, consulting metallurgist for the Company, who recently retired. Becoming cramped for space, the laboratory was moved to a location near MIT on Amherst Street, Cambridge, in 1924. Establishment of a general research laboratory in metropolitan Boston naturally followed from the fact that the head office of the Company was located there and that the library facilities available for all types of research were, and are, unsurpassed. The disadvantages in carrying on research at great distances from the operating units of the Company were always apparent, but with widely scattered plants this disadvantage could not he overcome. THE Guianas region is a geological unit, consisting of the northern lobe of the Brazilian Shield, but political accident and the fact that rivers act as the principal means of transportation have divided the region between five separate sovereignties. Brazilian and Venezuelan Guiana have already been considered. The French, Dutch, and British colonies consist of a coastal plain some fifty miles wide, which, together with the lower reaches of the principal rivers, support the greater part of the population. Inland from this tidewater region is a wide area of low, forest-covered hills, under-lain by gneisses, schists, granites, and pegmatites of the Shield. As in Venezuelan Guiana, these rocks are overlain by a thick series of horizontal continental sediments intruded by moderately basic magmas. Gold, bauxite and diamonds have been the principal products of the colonies. The first metal is quite widespread in the hill country. The quartz mines are small, though occasionally rich; probably the greater number of veins remain undiscovered because of the thick mantle of decomposition product that covers the schists and gneisses. The greater proportion of the gold, therefore, is derived from placers which are exploited in all three colonies. Some geologists claim that they occur in two belts parallel to the coast; whether this feature has its origin in the location of the primary mineralization or in the gradients of the rivers is not clear. In some instances the river gravels grade into auriferous laterite. The laterites are well developed in the Guianas and represent the weathering products of the more basic rocks.

WARTIME depletion of the reserves of iron ore in the Lake Superior region of the grade and character now being shipped down the Lakes was serious. The time has come to take stock of the resources that remain in order to plan our future program of supply for our blast furnaces and protect, as far as possible. the tremendous investment made in the Lake Superior iron mining industry. Hugh M. Roberts and William H. Crago have estimated the reserves of the Lake Superior region in the United States at two billion long tons. These reserve figures are of direct-shipping ore and those concentrates produced by methods now in commercial use or those methods that may be expected in the near future. In their estimate they have assigned 392 million long tons to the Michigan ranges (all reserves in long tons) : 112 million tons for the Gogebic. 140 million tons for the Menominee, and 140 million tons for the Marquette.

IN the last year, much information had become available as to the extent that zinc participated in the war effort. The importance of foreign zinc in this program had been indicated by Bateman (M&M April 1945) as of the order of 400,000 tons annually in zinc or contained zinc. Pehrson (M&M April 1945) reviewed the domestic ore-reserve situation with respect to most minerals and metals and showed the extent to which commercial zinc ores had become depleted in this country. This picture was further darkened by O.P.A. figures appearing in E.&M.J. July 1945 in which figures for total production during the three previous years were broken down into percentages produced under ceiling and various quota price categories. True, factors other than depleted ore reserves contributed to this picture. Among the more important of these, were shortage and high cost of labor, both skilled and unskilled, and the general difficulty and cost of maintaining adequate equipment and supplies. The cost of production in the Tri-State district was most affected.

The Estates at Acqualina located in Sunny Isles Beach, FL, is comprised of two, ocean-front, 50-story, luxury towers with podiums and villas. With city regulations now requesting that above-grade floors be limited to commercial or residential units, parking facilities for the tower structures were situated within two levels of underground basement parking. However, ensuring dry excavation through south Florida’s highly pervious limestone, immediately adjacent to the beach where the groundwater table is very shallow, can be extremely challenging and costly for developers. In recent years, significant advances have been made to overcome this challenge with the innovative use of deep soil mixing to create a “dry hole”, assisting in the construction of foundations and underground usable space for parking, storage, etc. The “dry hole” system includes a soil mix bottom seal, with soil mix secant pile walls in combination with auger cast deep foundation elements to support the future structure. This approach enables groundwater control to greater depths than can be achieved by conventional sheetpiling and dewatering. For the Estates at Acqualina, a successful turnkey, design-build joint venture between two foundation and geotechnical contractors resulted in a dry excavation to 34 ft (10.4 m) below grade and to a record- breaking auger cast pile depth of 182.3ft (55.6 m), all within an aggressive 26-week schedule to deliver the “dry hole” excavation for the first tower. This presentation will discuss the logistics, quality control, design, and safety for the different techniques involved. INTRODUCTION AND BACKGROUND The Estates of Acqualina is a pair of 50-story luxury towers located on Sunny Isles Beach in Florida with a two-level underground basement for parking. The project’s location just steps away from the Atlantic Ocean, geology, and high-water table created a challenging project. The owner, Trump Group, contracted the joint venture of HJ Foundation and Hayward Baker (HJ/HB) to design-assist-build a system to control the groundwater, allowing the 2-story underground parking structure to be constructed. In order to accomplish this task, the JV utilized an installation technique known as deep soil mixing. This technique mixes the in situ material with a cement slurry to create a very impermeable material called “soilcrete”.

ONE of the most unusual oil field engineering accomplishments of the past two years is the development and rapid advance in the directed drilling of wells. Directed drilling as referred to herein is the controlled steering of the drill stem in the required direction to a given location in the oil sand. The deliberate drifting of holes is an act so far removed from what has been considered good drilling practice that all of the old questions of correlation, drillability and production difficulties are revived. Only a few years ago, during the boom days of Seminole and Santa Fe Springs, the crooked-hole problem, as it was then called, occupied a primary position among the topics of the day in the fields of California and the Mid-Continent. OPENING the sessions of the Mining Geology Committee, the program on postwar mineral controls drew a larger attendance than any other session of the entire meeting. In view of its general interest, the papers of this session, or a substantial portion of them, are printed elsewhere in this issue. Whether control of mineral resources can help to promote peace, how controls could be applied and to whom, are questions so far-reaching that naturally no pat answer was agreed upon. In fact the discussion took on something of the flavor of a debate between those who favor strict control and those who felt that attempting to ration nations in peacetime would defeat its own ends. Discussion from the floor emphasized the difficulties in administering any international control and the $64 question, that no one cared to answer, asked by a courageous young lady who was induced to mount the rostrum for the purpose, was whether the United Nations should exchange mineral controllers to police each other.
