This concept offers prospects of development that must make our previous achievements seem equivalent only to the first act in a drama enacted on the stage of Southern Africa. I hope to illustrate how, in Act Two, chemistry will play a dominant role, and chemists and chemical engineers will be among the principal actors.

In Australia, responsibility for abandoned mines can be unclear. With a few exceptions, state and territory governments have become responsible for abandoned mines on Crown land and private landholders are responsible for abandoned mines on freehold land. Abandoned mines pose risks and opportunities across the full suite of sustainability themes (environmental, human health and safety, socio-economic and community development) after mining ceases.Across Australia, there are more than 50 000 abandoned mines recorded, ranging in size from individual shafts to large polluting open cut mines. Addressing the safety and environmental impacts of these sites, as well as the socio-economic development opportunities of significant rehabilitation projects, requires the implementation of effective policies and programs. Qualitatively defined graded scales or ‘rubrics’ have been used for many years in student assessment and increasingly in the performance assessment of other sectors (Davidson, 2005). While risk-based maturity models have been used for safety prioritisation (Westrum, 1993; Hudson, 2007; DRET, 2008; Hancock, 2010) and evaluation of organisational development (Esteves et al, 2010), this paper is the first to adapt maturity models for the evaluation of abandoned mine rehabilitation programs in Australia.In this paper, we used indicators based on the national policy for abandoned mines to assess the maturity of abandoned mine programs. Fourteen elements of maturity were identified (Unger et al, 2012) under the five chapters of the national policy for abandoned mines (MCMPR and MCA, 2010). Jurisdictions were then evaluated and ranked on their maturity on the basis of information that was web-accessible. Information transparency of abandoned mines policies and programs is in itself one element of the maturity chart. Each jurisdiction in Australia was compared with one another and with a Canadian jurisdiction; the British Columbia (BC) Crown Contaminated Sites Program (CCSP), which represents leading practice (Unger, 2009; Unger et al, 2012).Our research found that in some jurisdictions in Australia there is little or no information on abandoned mine programs or individual abandoned mine sites on government websites, while other jurisdictions provided very detailed program information on planning, funding and implementation. Each jurisdiction in Australia, for which web-based information was available, had some elements where they were more mature than other Australian jurisdictions. For some elements, maturity ranked equivalent to the BC CCSP, but most Australian jurisdictions were less mature. There was only one element where a single Australian jurisdiction ranked higher than the BC program in maturity. Legacy mine policies, programs, priorities and funding information via departmental websites are easier to find in some jurisdictions, indicating progression toward greater transparency and more mature programs. A systematic approach to monitoring and evaluating abandoned mines programs is essential for accountability as it can demonstrate liability reduction over time and continual improvement. Zinc smelting is frequently termed a ba.ckward art. The term is hardly true, for great progress has been made in recent years in the design and in the thermal efficiency of the retort furnace, in the quality of retorts, in the recovery of zinc, and in the ability to treat more impure and complex ores. The fact remains, however, that the peculiar physical and chemical properties of zinc have delayed such immense advances-large smelting units, high recovery, lowunit costs, and ability to treat low-grade ores-as have been made in the metallurgy of lead and copper. In current retort-smelting practice, the ores, if carbonates, are calcined to remove carbon dioxide; or, if sulphides, are roasted to remove sulphur. The sulphur must be eliminated as completely as possible, usually to less than 1 per cent. This means that the roast must be continued for a long time at a high temperature, with resulting high cost and small capacity per furnace. The roasted ore is mixed with about 50 per cent of its weight of reducer, which may be fine coke, anthracite, or nonbituminous coal. This mixture is charged into horizontal fire-clay retorts. The retorts used in this country are about 8 inches in internal diameter by 4 feet in length and hold 50 or 60 pou~ds of ore. The diameter of the retort is limited by the tirrie required for the heat to penetrate to the center of the charge; the length by the strength of the retort, which at the high temperature employed can not support the weight of the charge if the span is more than about 50 inches. The retorts are heated externally by coal, natural gas, qr ·producer gas to a temperature of 1,200° C. or more. The zinc oxide is reduced to zinc, which is volatile at this temperature, and passes into a conical fire-clay condenser. attached to one end of the retort, where it conde_nses to liquid zinc and is removed. Twenty-four hours are required for distillation, and because of the low heat conductivity of the retort walls 11.nd of the ore charge itself, the heat efficiency even of the most modern regenerative furnacei;; is only about 12 per cent. The retorts have a short life, 30 to 6Q days, at the high temperature required-; zinc losses are heavy, usually 10 per cent or more; and the proportion of impurities in the retort charge must be carefully controlled to prevent the rapid corrosion of retorts. For these reasons, much work has been done in an e:ff ort to, find cheaper and more efficient methods o.f recovering zinc from its ores. Various methods have been proposed for smelting in the blast furnace. Some of these contemplated the production of zinc vapor and its condensation to liquid; others attempted to produce liquid zinc directly by smelting under pressure. It is now realized that fundamental difficulties render these proposals impracticable. The electric furnace for smelting offers obvious advantages in the way of the efficient utilization of energy, large units, easy attainment of high temperatures, and the possibility of treating complex ores. E. H. and A. H. Cowles first suggested a design for an electric furnace for the reduction of zinc ores and patented their process in 1885. Their attention was soon directed to other uses for their furnace and nothing further of importance was done in the electric smelting of zinc until about 1900. Several investigators then started work upon various processes and had more or less success. The chief difficulty they encountered was the impossibility of obtaining more, than a small amount of the zinc as liquid metal because most of the zinc vapor condensed as blue powder. Interest in the electrothermic metallurgy of zinc increased, many patents on processes and furnace design were taken out, and the literature on the subject grew, until in 1914 and 1915 the problem seemed to be approaching solution. About this time the hydrometallurgy of zinc, the development of which had been lagging somewhat behind that of the electrothermic metallurgy, sprang into the limelight and a commercial process was soon perfected. This rapid development, perhaps aided by the war premium on the high-grade spelter produced by electrolytic deposition, distracted attention from electric smelting to some extent, though progress continued. With the perfection and standardization of the electrolytic process has come a better realization of its limitations, especially the necessity for large-scale operation ·and the difficulty of obtaining high extraction. Because of these limitations the electrothermic metallurgy of zinc still has a field of its own and in fac-t promises to become a strong competitor of both hydrometallurgy and retort smelting except under conditions highly favorable to the latter methods. Because of the imperfections of the retort and electrolytic processes and the promise that the electric furnace offers in overcoming these imperfections, the. United States Bureau of Mines, in cooperation with the Missouri School of Mines and Metallurgy, has undertaken a study of the electrothermic metallurgy of zinc.

Major Hazard Risk Assessment (MHRA)1 is used to help prevent major hazards, e.g., fire, explosion, wind-blast, outbursts, spontaneous combustion, roof instability and chemical and hazardous substances, etc., from injuring miners. The structured process associated with MHRA helps to characterize the major hazards and evaluate engineering, management and work process factors that impact how a mine mitigates its highest risk. The National Institute for Occupational Safety and Health (NIOSH) studied the application of this technique to US mining conditions through a field-oriented pilot project. Risk assessment teams used in the pilot project were primarily composed of mining company personnel. Ten case studies were performed over a wide cross-section of mines. These mines were representative of the important mining commodities in the US minerals industry, i.e. coal, metal, non-metal, and aggregate. Also, the sizes of the mines ranged from small to large and were located across the country. The ten case studies demonstrate that most US mines have the capability to successfully implement an MHRA and that the MHRA methodology produced additional prevention controls and recovery measures to lessen the risk associated with a select population of major mining hazards. The basic ingredient for a successful MHRA is the desire to become more proactive in dealing with the risks associated with events that can cause multiple fatalities. A successful outcome is marked by a thorough examination of existing prevention controls and recovery measures. When pressed to consider more controls to further mitigate the risk, a well-staffed risk assessment team was able to identify additional controls. For these mining operations, it was important to add additional controls, even if they were not required by existing mining regulations, to lower the risks associated with the major hazards under consideration. If a mining operation is not willing to commit its best people to an MHRA or will not provide them with sufficient time to see the process through to its conclusion, the MHRA output may prove to be useless. Additionally, if a mining operation is not prepared to discuss its major hazards in an open and honest fashion and to present the findings of the risk assessment in a written report, the MHRA output will be unclear, and attempts to monitor or audit important controls may not be possible. A MHRA is most effective when the mining operation possesses 1) a proper understanding of its hazards, 2) experience with informal and basic-formal risk assessment techniques, 3) proper facilities, machinery and equipment, 4) suitable systems and procedures that represent industry Best Practice, 5) appropriate organizational support with adequate staff, communications and training, 6) a formal and thorough plan for emergency response, and 7) a safety risk management approach that is promoted and supported at all levels of the organization.

The electrode of a PEM fuel cell consists of two distinct sections - the catalyst layer and the porous transport layer (PTL). There are several kinds of PTL material, although all use carbon fibres as the solid fraction. The fibres can be matted to form a paper, woven into a cloth, or chopped to form a felt. Despite the different morphologies of the media, they are all anisotropic in structure, that is the majority of continuous fibres lie perpendicular to the direction of bulk transport. Currently, no models account for anisotropy and all transport coefficients are calculated as volume weighted averages or from empirical correlations (not developed for fibrous porous media). The present work presents a new methodology for determining anisotropic transport coefficients in fibrous porous media. A numerical experimentation process is employed wherein random samples of the PTL are generated and used to solve a diffusion transport equation. Effective transport coefficients are determined by integration of flux across the domain boundaries once a steady state solution has been reached. Multiple random samples at each porosity are generated in order to predict statistical variance. The results are correlated for ease of implementation in full PEM models.

Co-Cu exhibits a metastable miscibility gap in the region of the undercooled melt. Specimens have been undercooled and solidified containerlessly into the metastable miscibility gap in an electromagnetic levitation facility (EML) and in drop tube (DT) experiments. Due to the high undercooling the velocity of the solidification front is very high and the microstructure is frozen in instantaneously. The microstructure of samples processed in the EML is influenced by the electromagnetic stirring due to the induction of electrical currents into the melt. A variety of microstructures has been observed. After undercooling below the binodal the liquid melt separates into the Co-rich L1-phase and the Cu-rich L2-phase. Two basic morphologies of the L1-phase can be observed, they can be attributed to the transition in dendrite growth from diffusionally and thermally controlled to only thermally controlled growth. Transient microstructures are observed after solidification in the vicinity of the binodal. Drop tube experiments, which lead to a rapid solidification of a distribution of droplets under reduced gravity conditions, in contrary allow for the observation of the early stages of demixing: the microstructure shows a homogeneous distribution of spherical particles of the minority phase in the droplets. The cooling rate of the droplets and its dependence on the droplet radius has been calculated. The solidification velocity as a function of undercooling has been measured in the EML for the composition Co-lB.Bat%Cu. The data are analysed in the framework of the LKTlBCT model with a velocity-dependent distribution coefficient as well as within a model of Galenko and Danilov using a kinetic growth coefficient of u=0.22 m/Ks.

Geotechnical monitoring plays an important role in the detection of operational safety issues in the slopes of open pits. Currently, monitoring companies offer several solutions involving robust technologies that boast highly reliable data and the ability to control risky conditions. The monitoring data must be processed and analysed so as to allow the results to be used for several purposes, thereby providing information that can be used to manage operational actions and optimize mining plans or engineering projects. In this work we analysed monitoring data (pore pressure and displacement) and its correlation with the tension and displacement of the mass of an established failure slope calculated using the finite element method. To optimize the back-analysis, a Python language routine was developed using input data (point coordinates, parameter matrix, and critical section) to use software with the rock mass parameters (cohesion, friction angle, Young’s modulus, and Poisson’s ratio). For the back-analysis, the Mohr-Coulomb criterion was applied with the shear strength reduction technique to obtain the strength reduction factor. The results were consistent with both the measured displacements and the maximum deformation contours, revealing the possible failure mechanism, allowing the strength parameters to be calibrated according to the slope failure conditions, and providing information about the contribution of each variable (parameter) to the slope failure in the study area.

The ion microprobe (dynamic SIMS technique) is a very sensitive instrument for the quantitative determination of trace concentrations of precious metals (often at the ppb level) occurring in common sulfide minerals, either chemically-bound or as discrete particles too small for resolution by SEM. The technique involves sputtering a 250 x 250 Jim area of the grains to a depth of about one ILm and analysing the secondary ions emitted from a circular central region in the sputter crater with a 62.5 I'm diameter. The combination of quantitative mineral-specific sub-ppm analyses together with depth-profiling and the ability to produce secondary ion maps of trace precious metals makes this a very powerful technique in quantifying the precious metal distribution in refractory and other sulfide ores and process products. The technique is particularly well-established for analysis of gold-and platinum-bearing ores and process products.

The Buckrange reservoir, Stephens field, Ark., is approaching the economic limit of production under present operating conditions. Over 100 million barrels of oil remaining in the reservoir will not be recovered by primary producing methods. The Bureau of Mines, in cooperation with the Arkansas Oil and Gas Com-mission, made the petroleum-engineering study presented in this report to aid operators in evaluating secondary-recovery possibilities in the reservoir and in planning secondary-recovery programs if their initiation is decided. The Stephens field, in Columbia, Nevada, and Ouachita Counties, Ark., is about 12 miles northeast of Magnolia, Ark., and 15 miles west of the Smackover field. Surface elevations in the area average about 240 feet above sea level.

This report describes the preparation characteristics of the Pittsburgh and Upper Freeport coalbeds in Hancock , Brooke , Ohio , and Marshall Counties , W. Va . Over 4.5 million tons of coal was produced in these four counties in 1962. Most of this production came from the Pittsburgh coalbed . Twelve coal samples were collected for this study , 11 from the Pittsburgh bed and 1 from the Lower Freeport bed . Two of these samples could be upgraded to produce metallurgical - grade coal . The sulfur content of the Pittsburgh- bed coals was generally excessive --as high as 4.9 percent in the raw coal and 3.19 percent in the float 1.30 specific gravity fraction . The rank of the coals in this area ranges from high-volatile A to high-volatile B bituminous .

As Australia’s mining industry painfully retrenches, mining executives and managers strive to remain viable by seeking significant productivity increases directly through process improvement and indirectly by improving leadership and workplace culture, the most powerful determinant of productivity. Culture is the combination of people’s attitudes and behaviour, together with leadership values and focus.Comprehensive new and automated data collection and management systems promise much for improving productivity, yet despite rapid advances in measurement and sharing of data, the use of data can reduce productivity unless behavioural aspects are considered and designed as part of implementation. This is because systems drive behaviour that in turn shapes attitudes to determine culture.Experience from many mine sites and other industries in three countries confirm that the most powerful drivers of people’s behaviour are the Measurement-Analysis-Reporting system and business leadership.This paper discusses fundamentals of practical, statistically valid process measurement, analysis and reporting systems before discussing associated leadership considerations for sustained improvement in safety, productivity, employee retention, leadership, accountability and commercial returns.The key to productivity improvement is improving core processes and important support processes. In turn, the key to process improvement is identifying the major process components and their interaction by measuring and then analysing their variation and level of performance. Understanding variation is often neglected yet is usually highly significant. It is essential that the fundamentals of statistically valid yet practical process and data analysis are understood and incorporated into system design to ensure productive, informed behaviour.The design and use of Measurement-Analysis-Reporting systems influences behaviour most profoundly and determines people’s effectiveness. Behavioural aspects are detailed by focusing on six primary drivers of human behaviour and five basic systems for managing businesses. These are integrated in a seven-step process and productivity improvement methodology that combines statistical, analytical, systems and behavioural factors.The paper includes development, implementation and tracking of a project plan for improving management and leadership systems to drive aligned behaviours. National income originating compared to physical production for an enterprise or an industry reflects its ability to strengthen the national economy. For a single industrial sector or for an industry this comparison can be useful to reflect changes that may occur in this ability to contribute because of changing supply-demand-income-investment equilibria. A favorable relationship can be postulated by specified economic incentive, and the accompanying technologic input required can be shown. The new index proposes the use of the Federal Reserve Board indexes of production divided by the constant dollar income originating in the petroleum industry which reflects increases or decreases in performance. When compared with other mineral industries and with, total industry, an approximation of relative strength is evident. By constructing three different hypothetical conditions for future petroleum imports, assuming a constant excess capacity requirement for domestic production, and providing an estimate for future domestic demand for petroleum, the impact on the performance index can be shown. Thus, a strong position for the petroleum and natural gas industry can be stated. If this is done, it becomes evident that because of restrictions on cost-price relationships, a drilling program that would provide enough domestic oil to meet demand may not be practicable. By difference, the amount of improvement in methods of production and processing through technologic advancements can be stated explicitly.

Knowledge based applications are becoming important to Associated Manganese for efficiently dispatching ore of appropriate grades to customers on time. The G2 expert system shell has been used to develop blending and scheduling applications using a combination of object-oriented rule based, procedural, and heuristic approaches. The blending application, for example uses a heuristic approach for creating blends from thousands of small stacks of manganese ore of various grades and sizes, to meet customer specifications while fully exploiting the available inventory. Data capture and data warehousing have become important issues, and the Internet shows strong potential for distribution of pre-processed information.

The importance of United States coal exports as a component of the national economy, the potential for growth of these exports, and the inter-national character of this sector of the coal industry are described in this report. The report summarizes some of the many background elements in the rise of United States coals to preeminence in highly competitive world markets. It presents some insight into this important sector of United States industry and the positive contribution of this sector to the Nation's balance of payments. It contains pertinent basic statistics on production, trade, and consumption of coal in most major markets for 1960-66. The report examines the movement of United States coals from mines to export markets, tracing and describing origins, exit ports, prices, and trends as well as inland and ocean freight rates and other data vital to an under-standing of some of the practices and complexities of the United States coal markets abroad. A brief sketch of coal production and consumption in principal importing countries is also presented with a short review of some of the more current practices and problems of these countries. Coal produced in inland areas of the. United States can be moved to and distributed economically within coal-producing countries overseas and in Canada. Quality coals from the United States can successfully compete with foreign coals in nearly any area of the world on a truly economic basis because of their high grade and their low cost which derives from the high productivity of the miner and from reasonable ocean freight rates. Because of tariffs, trade embargoes, quotas, and other restrictions, how-I ever, foreign coal markets are relatively limited. Further limitations are imposed in some countries by economic conditions which restrict all imports as a matter of financial and economic necessity. Despite these obstacles, United States coals have brought lower cost quality coals to a large segment of the foreign energy market.

A Flyrock Prevention Taskforce was established in Kentucky with the support of Kentucky's Department of Natural Resources, Kentucky's Explosives Industry, and the University of Kentucky. This paper presents the initial work of the Flyrock Prevention Taskforce towards its missions of identifying the root causes of flyrock incidents based on the analysis of previous events, and tracking the progress of flyrock elimination in the future. Work identifying root causes of flyrock events is presented through the development of a database which manages information about the blasts which caused flyrock. This data includes: blasting and seismograph records, drill logs, videos of the event when available, company notes/incident reports, and any additional information regarding probable cause. Work tracking the progression of flyrock elimination efforts is presented in this paper through the introduction of a flyrock index. Several metrics are proposed for this index, and are discussed for their appropriateness and shortcomings. In order for these indexes to be valid forms of tracking flyrock incident rates additional records must be kept and reported, such as the annual consumption of explosives by surface coal blasting. Suggestions for record keeping, flyrock investigation practices, and means of tracking flyrock incident rates are proposed in this paper.

Inco Limited is an integrated mining, smelting, refining and manufacturing company with operations located worldwide. The Ontario Division operations consist of 13 mines and 10 processing facilities located in Sudbury, Port Colborne and Shebandowan. The scope of our utilization of energy in the Ontario Division in 1976 included in excess of 2.2 billion kilowatt hours of electric power, 12 billion cubic feet of natural gas, 60 million Imperial gallons of residual oil and smaller quantities of other fuels. In addition to the primary energy consumption, waste-heat energy is recovered in various operations throughout the Division, thereby reducing our primary energy requirements. Total expenditures for primary energy alone in 1976 exceeded 60 million dollars. Energy management studies were initiated by Inco's Utilities Department in late 1972, and resulted initially in a program of electric power cost reduction. This program produced significant results by improving the use of the water available for our hydraulic generation facilities and by a comprehensive peak reduction program. Our experience showed that a program of peak power control creates an awareness of both peak and energy costs, and thereby encourages a general reduction in the electric energy consumption as well as lowering the peak demand. Energy management is a continuing program at Inco and, recently, a formal energy management policy and program was instituted. Energy management committees were formed in each plant or mine area to identify the major areas for energy; consumption, thereby isolating areas with large potential energy losses, and determining immediate action which will improve the energy efficiency or reduce the energy waste within their respective areas. A decentralized program with good cross-communication between all committees was felt to be the best method of providing an on-going effective energy management program. In the future, the projections of dwindling fossil-fuel supplies in Canada and the resultant spiralling energy costs will further emphasize the need of sound energy management practices for all Canadian industry.

The changes that are happening in the world of metallurgy, and with it university education, are generational and require generational responses. Some of the key issues facing metallurgical education and ongoing professional training are explored. What will be required of metallurgical engineering professionals in the coming decades? What knowledge and skills will be needed? How to provide the educational and learning pathways, and how to attract smart young people into this profession? These are issues more readily addressed by tertiary institutions in conjunction with industry; perhaps the greater challenges lie in building and maintaining competencies post-graduation. There is a need to establish and maintain a system that supports graduates and enables them to develop further into competent expert engineers able to successfully address complex engineering challenges.

"INCO LIMITED'S Shebandowan Mine and Mill is located in a scenic tourist and cottage area near the western tip of Lower Shebandowan Lake, approximately 90 Km west of Thunder Bay, Ontario. This nicely designed complex is a positive indication that mining operations can co-exist in harmony within the natural environment.The Shebandowan complex processed nickel-copper ore from 1973 to 1985, inclusive, after which operations were shut down.In late 1988, INCO LIMITED decided to place the Shebandowan complex back into operation, under contract, to mine and mill the remainder of the ore body, according to their specifications. MaclSAAC'S EXPLORATIONS was the successful bidder for the project. Following preliminary rehabilitation, operations were re-activated in late March, 1989. The ore mined to date is of a moderately lower nickel grade than the majority of previous years. However, a higher tonnage rate, combined with improved nickel recoveries, has contributed to a viable operation.A series of mill operating and equipment modifications has enabled MaclSAAC EXPLORATIONS to achieve the quality and grade of nickel-copper concentrates specified, and at the same time, expand mill tonnage throughput while attaining increased nickel recovenes."
