Although mining companies have made broad corporate-level commitments to adopt sustainability, there continue to be problems when attempts are made to adopt higher-level sustainability aspirations and translate them into appropriate targets and methods at the more-specific operational level. The integration of sustainability principles into minerals processing operational decision-making processes has unique challenges that are not addressed adequately by current tools and methodologies, yet impacts from operational decisions can have longer-term effects realised at closure and rehabilitation.This paper describes a proposed methodology to achieve the integration of sustainability at the operational level through a systematic and rigorous process of identifying and qualifying sustainability issues and opportunities in an operation. The methodology, starting from a sustainability point of view rather than an operational one, guides the identification of process issues and opportunities by examining the operation, unit-by-unit, similar to a Hazard and Operability (HAZOP) process. Each issue or opportunity is qualified according to its measurability, scopes of impact and consequences so that it may be understood fully and the correct engineering problems are formed. Through improved decision-making to account for broader sustainability factors, operations can better address environmental and social expectations and pressures (both corporate and community, as well as immediate and in the longer-term), whilst still delivering on operational and business goals.The methodology has been tested with two case studies at minerals processing operations. At one site, the methodology identified a dust issue which had considerable business risks (loss of valuable product) compared to conventional engineering analysis processes. The other site also benefited from using the methodology as an opportunity to improve the operation of the milling and flotation circuits was identified. The opportunity not only showed a potential to improve operational efficiency, but also potential improvements in water and energy efficiency and a resulting increased resilience against water and energy supply risks. It was important to utilise the holistic approach of the methodology in the identification of opportunities at this site; the goals of the operation showed a strong coupling between water and energy issues which would be difficult to overcome using the operationÆs current organisational model, which deals with such issues separately of each other.CITATION:Tuazon, D, Corder, G D, Powell, M and Ziemski, M, 2012. Since the "end" of the Cold War, revolutionary new research and commercial remote sensing capabilities are being developed that will dramatically change the way we map the earth and address its environmental problems. The technology challenge is not the growth of new environmental remote sensing technologies themselves. It is, rather, how these new innovative observing systems can be accepted and used to the benefit of both the regulatory and the mining communities in the light of present concerns about unknown risks of discovery and liability. This report contains the results of an investigation into the feasibility of periodically measuring parameters of the insulation for a mine electrical power system in order to detect incipient faults. The variety of insulation parameters evaluated included insulation resistance, dissipation factor, power factor (vs. applied voltage), current harmonics, leakage current, infrared radiation, as well as certain circuit breaker parameters and tests. In order to augment field tests a program of accelerated life testing was also carried out. Apparent inconsistencies in data were identified as the result of environmental effects, primarily temperature and relative humidity. A series of environmental tests were conducted to develop correction factors that allow one to refer measured parameters to standard conditions. A portable data collector was develop-ed to aid in the accurate collection and analysis of laboratory and field data. The primary conclusion is that insulation deterioration can be measured and failure predicted with reasonable confidence. The secondary conclusion is that most of the tests are impractical in the field although useful in the laboratory. Infrared sensing, insulation resistance and dissipation factor are the best insulation field tests when portability is taken into account.

There are Chinese, Japanese, Russian, Egyptian, and Native American counterparts of the phoenix. All of these birds are identified with the sun and depicted as rising from the ashes ? living again. This is the essence of a community after a natural disaster ? they live again. The Phoenix of Natural Disasters: Community Resilience is edited by Kathryn Gow and Douglas Paton who have done an excellent job of creating a relatively seamless transition between chapters with different authors. The content is organized well with the first chapter providing an excellent overview of what is to come and each chapter including an abstract clarifying the focus of the chapter.

"As the leading US supplier of roof control drills, J. H. Fletcher and Company® has encountered an extensive set of roof strata challenges and has overcome various drilling issues by varying machine parameters and working with customers and tool manufacturers to develop solutions. Every mine wants to drill and install roof bolts as fast as possible with maximum safety at the lowest possible installation cost for their conditions. In most circumstances, the intuitive method of higher speeds and pressures can actually have a detrimental effect on the roof drill safety and performance.This paper will outline recent tests carried out at several different coal mines in the Eastern United States. The tests focused on optimizing the drilling parameters of feed pressure, feed rate, rotation speed, and drill torque.The drill feed, rotation speed, and rotation torque, as well as the type of bit selected, have a definite impact on the performance of the roof drill including drilling speed, safety, and tool life. The drilling process can be improved while also improving operator safety and reducing bolt installation costs by maintaining the appropriate roof drill settings for the specific strata conditions.The advantages of improving the drilling process includes increased bit life, increased drill steel life, reduced hanging drill steels, reduced clogging of the vacuum system, decreased whipping drill steel potential, reduced noise generation, and increased cutting size which reduces fine dust generation and dust collection system servicing.INTRODUCTIONIn recent times, the economic pressures that coal producers are facing have created an increased emphasis on controlling operating costs. Several coal operators have pointed out their dissatisfaction with low bit life, and there is a renewed interest in improving tool life and machine performance as part of an overall cost control strategy. Operators are looking for ways to reduce tooling cost, maintenance costs, and drill downtime without decreasing drill performance. This renewed interest in reducing operating costs, along with the ongoing desire to improve safety, created a perfect environment to take a fresh look at the existing fleet of machines to see what could be accomplished. The goal was to take a practical approach to reviewing machine parameters to determine what changes could be made. The emphasis was on changes that would be feasible to roll out to an entire fleet of machines in a short period of time with minimal capital expenditure. The thought process was that significant improvements could be made by simply tuning up the machine parameters to provide a more efficient and safer bolting process."

"Froth flotation circuits are widely used throughout the mineral processing industry for the concentration of fine particles. It had been estimated that nearly 2 Gt (2.2 billion st) of ores are treated globally each year using this versatile separation process (Fuerstenau, 1999). Due to the high feed tonnage, a large economic incentive exists for flotation plant operators to optimize the performance of this critical processing circuit. Prior to the 1950s, the optimization of flotation circuits primarily involved the manual adjustment of operating variables based on visual observation and sporadic sampling (Lynch, Harbort and Nelson, 2010). During the next several decades, however, the advent of improved on-line instrumentation coupled with the rapid development of high-speed microprocessors allowed the industry to develop more advanced control systems that could quickly adjust operational parameters in response to disturbances in ore characteristics and plant flows. These early online controls typically involved feedback loops designed to stabilize cell performance through the automatic manipulation of process variables such as pulp levels, gas rates and chemical dosages. The set-points for these controllers were often set by plant operators based on one or more operator objectives, such as maximizing throughput, recovery or grade. More recently, these regulatory controllers have been interfaced with high-level data display and management systems that provide operators with the ability to better optimize flotation plant performance based on mathematical models and rule-based algorithms (Greet, 2010).While tremendous strides have been made during the past several decades, even the most modern flotation plants are still faced with the long-standing question: “What are we trying to optimize?” From an operator perspective, some common responses include “Maximize tonnage of saleable concentrate” or “Maximize metals recovery at a customer-specified market grade.” These replies may or may not reflect those of management, who often focus on economic goals such as “Maximize profits for each operational unit” or “Maximize rate of return for all corporate assets.” Unfortunately, these high-level objective statements do not always translate well into practice due to the disconnect between plant operating protocols and product value. Attempts have been made by industry to overcome this issue using various types of optimization routines such as linear programming or other optimization engines. While this approach does have some merit, these blind routines require considerable input data and interpretational expertise and provide little or no fundamental insight that can be used to drive improvements in concentrator performance."

That the governor is hereby authorized to appoint a commission of seven persons, to be known as the industrial accidents commission-two of whom shall be employers of labor, two of whom shall be employees in either mines or industrial establishments of this Commonwealth, or duly accredited representatives thereof, two of whom shall be learned in the law, and one of whom shall be a person skilled and experienced in making investigations-to inquire into the causes and results of industrial accidents in the mines, mills, factories, stores, and upon the railroads, street railways, ships, wharves, and in all industrial establishments, and in all other places where men, women, and children are employed in manual labor in this Commonwealth; to study the most advanced methods for safe-guarding against these accidents; to inquire into the subject of fair compensation for those who are injured in these accidents, and for the families of those who shall be killed as a result thereof; and to study the operation and effect of the Workmen's Compensation Law of 1913. SEC. 2. The chairman of said co~mission shall be designated by the governor, and the person named on said commission as a skilled and experienced investigator shall be the secretary of the commission, The commission shall have power to employ such legal counsel and other officers and employees as it may deem necessary to properly perform its duties. SEC. 3. The secretary of said commission shall receive an annual salary of $2,400 and his actual necessary expenses; and the other members of the commission shall receive no compensation for their services, but shall be allowed their actual traveling and other necessary expenses. The salaries of any other persons employed by the commission shall be fixed by it.

"AFTER SPENDING a lifetime in the mining industry it is normal that one should be concerned with the future of his profession, especially if he is directly responsible for the education and formation of future mining engineers. It is not necessary to insist on the importance of mining for Canada and for the entire world to prove the necessity of the Mining Engineer. A statement was made by Zay Jeffries, former vicepresident of General Electric Co., and here I quote: ""Even though minerals without man are of no moment, man would not be man as we know him without minerals ... ""minerals are as essential to the life of social man as food is to man himself"". This certainly expresses magnificently the purpose of the mining profession. These are the reasons why I have accepted to present my views on the future of the Mining Engineer. If I express some concern it is not because I feel that there is any danger for the profession to disappear; men will always respond to a challenge and this can be found in the extraction of minerals as well as in any other field of human endeavour. However, the first big question concerns the competitive position of Canada in the world of mining. To be made available to Canadians and to the rest of the world, all this tremendous potential mineral wealth that our country has been so generously endowed with by nature must be gained from the earth's crust at a competitive cost. Otherwise it will never become ore and will have no value. Let us not forget that although minerals are discovered, mines are not found but are made. So let us be more efficient mine makers. To accomplish this end, it is the duty of the different responsible organizations at all levels - be they governmental, para-governmental, public or private institutions - to do their utmost to assure the profitable development of our mineral wealth. The University has an all-important role to play in preparing all the specialists required by this intricate machine that mining is. All the different disciplines of engineering, health, social and -managerial sciences are needed for the good functioning of the mining industry. Although they are all essential, some will play a more important role as a member of the structure. In this discussion it is the role of the most important member, the mining engineer, who is actually responsible for the extraction of the minerals from the earth's crust that must be established. From this we will then be able to analyse his responsibilities and try to suggest the mining engineering program most suitable to prepare this engineer for his future role."

Corporate responsibility already encompasses safety and compliance. No longer will companies be able to use differing standards of care to miners based on the country in which they are working. This is not only an issue of social license, but one of global risk management.

John Malcolm Fraser became Prime Minister in December 1975 when Australian voters gave him the biggest landslide victory in the history of the Federation. From the previous administration, Mr. Fraser has inherited an atrocious economic mess: a staggering budget deficit, an unrealistically overvalued currency, a 14% annual rate of inflation, mounting unemployment, and a demoralized business community. He has already tackled some of these problems with some measure of success; but he has been in power for barely a year, and it's too soon to see a turn-around.

Colombia is 11th largest coal producing nation in the world, and the world?s fifth largest coal exporter. But while most of Colombia?s coal is mined at large modern surface mines located near the Caribbean coast, there are also underground mines that produce high-grade metallurgical coal. These mines employ traditional hand-loading techniques in a variety of geologic environments, and they have some of the highest accident rates of any Colombian industry. The National Institute for Occupational Safety and Health (NIOSH) has been collaborating with POSITIVA, the primary provider of worker?s compensation insurance to the Colombian underground coal industry, to reduce the economic and social cost of rock falls in these mines. The specific goals of the collaboration are to 1) document practices and conditions in Colombian underground coal mines, 2) identify relevant international best practices, and 3) provide recommendations for developing a national campaign to reduce fatalities and injuries associated with roof falls. NIOSH conducted a survey of seven underground coal mines in four separate coalfields. Five of the mines were characterized by steep dips and weak roof and floor rock. The coal was loaded by hand at all seven mines, though two employed partially mechanized longwall techniques. Wood posts were by far the most common ground support. Roof bolts were not observed in use at any of the mines, and they are unlikely to replace timbers any time soon. While long-term entries generally appeared to be adequately supported, the survey found that less attention was paid to the temporary support that is installed right after the coal is removed. This temporary support is critical for protecting the workers from rock falls, however, because with hand-loading mining methods most of the activity takes place between the permanent supports and face. The study concluded that improving the temporary support in the working faces would be the most effective way to reduce the number of rock fall injuries. The key principle should be that every worker is protected by planned roof support at all times. Ground Support Management Plans, consisting of specific rules about when, where, and what roof support is to be installed, should be the focus of the campaign. Each Plan should be tailored to a specific mine based on the geologic conditions and mining methods in use. The Plan provides miners with clear, simple rules that can be easily understood, while management can easily check to see if it is being followed. Ground Support Management Plans will also provide the campaign with a concrete focus for the necessary cultural change.

The present work is part of an ongoing Bureau of Mines effort to provide a better understanding of the fundamental phenomena involved in sulfide flotation, the role of oxygen in xanthate adsorption being one essential issue. Galena was chosen as the material around which to develop a conceptual model, partly because of its demonstrated oxygen sensitivity and partly because information on its properties and flotation behavior constitutes the largest part of the fundamental information available on sulfides of commercial importance. The model is formulated primarily in terms of surface electronic energy levels produced by oxygen and xanthate and is further developed using existing experimental evidence and its implications. Four major functions of oxygen are elucidated, and the relationship of these to the formation of lead xanthate, dixanthogen, and a surface compound is discussed. Though yet incomplete, the model provides a useful framework within which the results of diverse experiments can be related to one another in their proper perspective, as shown by a brief discussion and resolution of some apparently discordant results reported in the literature.
