The highly dynamic economic climate of recent years has tightened the operating envelope for steel producers world-wide. Steel producers continue to experience immense pressure to respond quickly to changing circumstances and the focus has shifted towards efficiency improvement and maximizing flexibility in operations. The ability to safely stop, restart and ramp-up production facilities has become essential. Establishing this level of flexibility, without sacrificing efficiency, requires sound process control, fit-for-purpose process management practices and solid know-how and experience regarding special situations in blast furnace ironmaking operations. The same business environment that demands this increased flexibility has made it increasingly difficult for steel producers to sustain sufficient knowledge about these situations. While many experienced, senior operational staff have retired, a new generation of ironmaking specialists has acquired its hands-on experience over more recent decades, during which these process situations have been much less frequent than before. Over the past 10-15 years, the requirement in the industry for external operational support during e.g. blast furnace blow–downs, salamander tapping and restarts after planned and especially unplanned stops, has become increasingly frequent. This article presents a number of these cases from a process management perspective as well as with regard to project organization and optimized cooperation between internal and external teams of experts.

Mining is an activity which has, in the past, been regarded as often leaving land in a condition unfit for further use. As the need for development that is both economic and ecologically sustainable has grown, so the issue of re-use of land after mining has become significant. During operation it is usual that mine environmental conditions which minimise unnecessary or avoidable environmental impact are agreed with the regulatory authorities . These conditions are usually set down in such a way that they can be interpreted reasonably well by both miners and regulators. However, the conditions to be met by a mining company before it can be absolved of responsibility of a site are often less clear. The close-out criteria by which the success of rehabilitation programs will be judged have received little attention in the past. These conditions are now growing in importance as the costs of rehabilitation of a mine site to an agreed post-mining land use assume greater significance in the economics of mining. This paper briefly describes the status of close-out criteria presently being applied across Australia. A comparison is made with similar guidelines from other countries.

Underground mining is a dynamic art and science with a diverse set of design, production, and economic criteria that must be considered before selecting an optimal method to extract the ore. While all methods can be technically classified as either self-supported, supported, or caving, the multitude of subsystems and existing variations bear witness to the fact that each orebody is unique and, as such, justifies an individual approach to optimize mineral extraction. In this sense, underground mining is an art. The ability to evaluate the unique characteristics of each ore body and utilize sound engineering principles to design the optimal system constitutes effective method selection. The task by no means ends at this juncture, however. Subsequent implementation requires an ability for modification. Very rarely are all the facts available to make a concrete decision prior to development of the resource. As a result, the risk of a wrong decision can never be eliminated. This requires a significant degree of flexibility with each method. Each unit of exploration, development, or exploitation work contributed to a deposit enhances knowledge of the ore body. The best mining methods are those that correctly account for the known parameters but provide an allowance for change at minimal cost and adapt to unanticipated conditions.

THIS paper presents in an abbreviated form the chief points of interest in an investigation of the tarnish-resistant qualities of silver alloys, an investigation which has been carried out as a joint research by the Bureau of Mines and the Bureau of Standards and will later be reported in detail in an official publication from these bureaus. In 1923 a Commission of Gold and Silver Inquiry was created by a Resolution of the U. S. Senate to study the causes of the depressed condition of the gold and silver industry. In cooperation with this commission the Bureau of Mines made a preliminary survey to determine in what ways, if any, it might be possible to increase the uses of silver. One of the possibilities indicated by this survey was the development of silver alloys which should be non-tarnishing, or at least less-tarnishing, than the usual sterling silver (copper-silver). The preparation of a rather wide variety of silver alloys and the determination of their behavior under accelerated tarnish tests in the laboratory was therefore undertaken by the Bureau of Mines and Bureau of Standards as a joint investigation.

Real economic growth for the year will most likely exceed the Administration's estimate of 3.2%, up from 2.9% in 1986, unless consumers change their spending patterns more than expected as a result of the October stock market decline. The economy grew at a real annual rate of 3.7% in the first three quarters of the year, Analysts agree that the stock market decline will slow economic growth-- most have lowered their growth expectations for 1988 by about 1%; but few would argue that the economy will slow significantly in the fourth quarter of 1987. [ ] During this economic recovery, personal consumption expenditures provided the main impetus for growth and a deeping trade deficit, the main hindrance to growth. In 1987, however, personal consumption expenditures grew at a lower rate than the overall economy. Mush of the economic growth resulted from a reduced trade deficit and growing investment by business in equipment to improve productivity and to meet the domestic and foreign demand for products. The declining value of the dollar resulted in a better competitive position for U.S. goods but also contributed to a rising rate of inflation as imports rose in price. Inflation, as measured by the fixed-weighted index for gross national product, was still far below the rates in the early 1980k, however. More than 2 million jobs were created during the year, predominantly in the service sectors of the economy, and the monthly unemployment rate in September fell to the lowest level in a decade. Then, after 13 months of decline, the unemployment rate edged up 0.1 percentage point to 5.9% in October.

BCR National Laboratory (formerly Bituminous Coal Research, Inc.), under a USBM con­tract (originally with the Department of Energy), monitored the installation and operation of a computer-based belt-monitoring and control system at the Barnes & Tucker Coal Co. Mine No. 20, Ebensburg, PA. The system installed was the National Coal Board's Mine Operating System (MINOS) coal transport monitoring and control system. The program objec­tive was to document (1) the installation requirements for a conveyor control system, (2) the operating experience with the system, and (3) the impact of monitoring and control on mine operation. Analysis of the system operation indicates that monitoring and control did improve belt availability significantly, and reduced downtime associated with belt delays. Economic analysis showed the increased belt availability would potentially result in significant production increase, and, therefore, excellent payback on the initial investment. The system performed satisfactorily, was well accepted by the work force, and did not increase the maintenance workload.

Automatic control of drum head continuous mining machines was investigated as a means of reducing respirable dust generated and operator variabitity. Literature survey, manufacturer interviews and mine visits were the major information sources. Technically feasible automation concepts were Identified to control sump and shear rates, cutter head elevation limits and sumping distance. These are the elements of a programmed cutting cycle which maintains peak penetrating force on the cutter, to maximize depth of cut and therefore reduce dust generation. Based on the industry surveys, successful underground hardware demonstrations must be completed in order to stimulate the market demand for these advanced control features.

Victor G. Hills, Cripple Creek, Colo. (communication to the Secretary): In continuation of the subject of the perform ance of "baby machine-drills," presented by Mr. Thane, I sub mit the following records of work done with these drills in the Cripple Creek district of Colorado. Two years ago, the Anchoria-Leland mine began to use baby drills ; and, to make the experiment more complete, began by purchasing two machines, of the same size, but of different make. The little drills were first used for stoping and up raising, in which they achieved at once an unqualified success. Soon after, they began to be used for the smaller branch-drifts and prospecting cross-cuts, while the large two-man drills were still used for the main drifts. Now they have almost entirely superseded the large drills, since it has been found that they will do any ordinary work in the mine at less cost, both for labor and for powder, per ton of rock broken. The large drills, of course, make more rapid progress; but it is only where time is a specially important factor that they are now used. The Portland mine, where, until within a year, only the large machines were used, is now using some small drills for stoping, and also for drifting. Mr. Thane speaks of having two men to operate a baby-drill; but in this district the baby-machine is always worked by one man without help. Again, in Prof. Christy's postscript, the quoted extract from a letter of Mr. L. T. Seymour, the South African engineer, mentions a " 2 1/2-inch Little Giant," as though that were the smallest machine used in that region. These statements leave some doubt as to just what Mr. Thane means by a " baby-drill." To avoid any such uncertainty as to the present communication, I will say that the large or two-man drill in common use at Cripple Creek has a 3 1/8-inch cylinder; while a few mines employ a 3-inch, and a few, in running large tunnels, a 3 1/2-inch drill. The U.S. Bureau of Mines (USBM) has been monitoring and studying seismic activity associated with mining in the Coeur d'Alene silver district of northern Idaho. New statistical methods of studying the stope-scale (1-to l00-m) seismicity at one Idaho silver mine are used in this report (part 1) and its companion (part 2). This report deals with methodology and its limitations. The recent concept of fractals and their seismological use is discussed and applied to mining-induced seismicity. Three types of fractal studies are addressed: spatial analyses (including temporal changes of spatial patterns), temporal analyses, and size analyses. Other statistical measures of mine seismicity are also addressed: event mean location, inter-event distance distribution skewness, temporal coefficient of variation, nearest neighbor and next event statistics, and event location planarity patterns. Each of the methodologies discussed (fractal and nonfractal) is presented using sample data from two stopes in the mine. It is shown that stope-scale, mining-associated microseismicity has a fractal nature. The usefulness of demonstrating fractality (scale invariance) for predictive or descriptive purposes depends on recognition of the factors affecting the calculation of fractal dimensions. Several methodological traps are illustrated that can lead to an incorrect conclusion.

The Bureau of Mines surveyed the solid wastes that have accumulated from coal mining in Washington, Oregon, and Montana. Location, amount, character, and condition were determined, and both economic and environmental factors were considered. Areas covered by waste comprise 800 acres in Washington, 5 acres in Oregon, and 1,200 acres in Montana. In a few cases waste is being utilized, particularly cinder from burned refuse dumps, as fill in road construction and as a ceramic raw material. It is estimated that wastes deriving from coal mined for electric power generation by 1974 may amount to 3 million tons of washery refuse, 2.7 million tons of fly ash, and 1,000 acres of spoil banks.

Consumption of plastics has been growing in both the U.S. and world markets since the mid-1930s. This growth is due to plastics being used to make new products and as a replacement material for existing products. This paper develops an understanding of the replacement process by looking at the use of plastic, specifically PVC, in the construction pipe industry. History details the growth of the plastics industry and a discussion of the material selection process indicates the advantages and disadvantages of plastic pipe. Analysis shows that the use of plastic, as an alternative material for pipe, is having a significant effect on the cast iron, copper, clay, and steel industries. For the purpose of understanding the replacement process, three example residential systems were examined with a lifecycle cost analysis being performed. PVC was the material of choice in 1988 for all systems. Even though disposal cost was the one area where PVC was not the most cost effective, disposal costs were not sufficient to offset the overall advantage of using PVC on an economic basis. That plastic competes effectively with other materials, in terms of material properties and cost, indicates that further work should be performed to understand the impact plastics have on other material markets.

A symposium on the health hazards of respirable dust in the mining and milling of talc was held on May 8, 1973, in Washington, D.C. The results of medical effects on both human and animal subjects were presented. Methods for identification and classification of talc minerals were also presented. Analytical techniques discussed included X-ray diffraction, scanning electron microscope observation, electron probe, and optical microscopy.

I. INTRODUCTION. WE owe to the courtesy of Mr. R. M. Raymond, Manager of the El Oro Mining & Railway Co., Ltd., the permission of publishing in this paper the results of a series of experiments and tests made in view of determining the economical limit to which the fine grinding of the ore by tube-mills could be carried on. For the sake of clearness, the following definitions are given of certain terms used in this paper, as well as of the units and screens in the experiments. Slime : In a general way " slime" is that mill-product, of which from 90 to 95 per cent, will pass a 200-mesh screen (0.067 mm. aperture), and which is treated as one class of material in the El Oro cyanide-plants. As a screen-product, slime constitutes all material that *ill pass a 200-mesh, screen. In sizing, the following products are distinguished:- Coarse Sand : That material remaining on a 100-mesh (0.111 mm. aperture) screen. Fine Sand : That passing through. 100-mesh and remaining on a 200-mesh (0.067 mm. aperture) screen. Slime: That passing through 200-mesh. Fines, which pass through 200-mesh and settle in 30 seconds, and silt, which does not settle in 1 minute. Sand-index : The number proportional to its total fineness considered from the economical point of view, as explained on page 93. By American tradition, if not by rational decision, publicly owned natural resources have been transferred to private industry for processing. The process of transfer requires specific determination of the price which the patentee, buyer, or lessee must pay to the government in exchange for the right to develop a resource, and selection of the patentee, buyer, or lessee from among several possible contestants. Pricing of natural resources owned by the government presents a set of problems quite different from ordinary commodity pricing. Natural resources in situ are not homogeneous commodities. Within any class of natural resources, specific leasable parcels will differ in value by reason of location and accessibility, as well as quality and quantity. Thus, there is no "going price;" every lease within a specific resource class will have a different value. To complicate further the pricing and buyer selection problems, competition may not be reliable. Natural-resource markets are characterized by oligopsony conditions. In a significant number of cases, as will be shown later, there has been only one bidder for a given lease, and in most lease sales the number of bidders is equal to or less than three. As a further complication, there is great uncertainty regarding the value of specific resources, even among the best-informed buyers, as well as within the leasing agency. In some instances, particularly with regard to oil and gas resources, there may be uncertainty about the presence of resources, as well as the quantity and quality of any resources contained in the tract offered for lease. In other cases, such as oil shale and some deep ocean minerals where new technologies are involved, the presence of the resource is clearly established. There may be a relatively high degree of knowledge about the quantity and quality of the resource, but there is great uncertainty concerning the cost of production. These problems in total make it difficult for the leasing agency to appraise accurately the resource to be leased, as well as for the potential bidder to calculate a bid price that will yield him a normal profit. The pricing goal of the federal government as the seller or lessee may be to capture the economic rent; that is, the price of a resource might equal its discounted present value. A required price substantially above this amount would either generate no bids, or, in the long run, would bankrupt the buyer. A price below this amount is a disguised subsidy to the lessee. A subsidy to mineral lessees, as to any other economic interest group, as a minimum should be justified by a clear showing of net external benefits from the economic activity. In the case of timber sales by the U.S. Forest Service, the Forest Service Handbook asserts that "the aim in national forest stumpage appraisal is to determine market value,"8 and "market value" is equated to "fair market value." Since coal -mining records have been kept , reports of all mining States show that each year the lives of many workers have been sacrificed in the production of coal , and Illinois has contributed its share , Illinois reports for the 50 years 1882 to 1932 , inclusive , show that 6,673 men were killed -- 6,121 underground , 340 in the shaft , and 212 on the surface . Of the fatalities underground , 3,116 were caused by falls of roof or sides , 1,111 by haulage , 630 by explosives , 577 by gas explosions , 139 by electricity, and 548 by other causes ; 166 of the shaft fatalities were caused by falling down the shaft , 143 by the cage , and 31 by other causes ; 108 of the surface fatalities were caused by railroad cars , 46 by machinery , and 58 by other causes . Most of those engaged in mining are still of the opinion that it is an extremely hazardous occupation and that it is practically impossible to operate without accidents ; however , students of safety in mining now believe that with the proper attention to accident prevention mining may be conducted with little , if any , greater accident rate than that of other supposedly hazardous industries . There is no mystery connected with accidents in mining ; reports show that the majority are due to two main causes , falls of roof and sides and haulage . Mining companies in Illinois , as well as in other States , have proved in the past few years that the hazards of mining , like those of other industries , can be controlled to a large extent and the mines operated with few if any accidents , provided a great enough effort is made by employer and worker . Although the past accident rate of Illinois may compare favorably with that of other mining States it is higher than it should be ; the fact that 6,673 men (an average of 133.46 per year) were killed in and around the mines of the State between 1882- and 1932 indicates that accident prevention should receive more consideration in the future than in the past .

The United Nations Convention on the Law of the Sea (UNCLOS) entered into force, for those nations who had ratified it, on November 16, 1994. The Convention deals with nearly every aspect of ocean affairs, including marine scientific research, fishing zones, freedom of the high seas, protection of the marine environment and deep seabed mining. Article 76 of the Convention defines edge of the continental shelf in a way that many earth scientists find bizarre. Out to this limit, a coastal state has sovereignty over the seabed and sub-seafloor resources. Beyond that limit, the key principle of UNCLOS, that "the resources of the deep seabed represent the common heritage of mankind and should be developed to benefit all nations" is invoked. Establishing that limit and managing development in the different areas of jurisdiction is no small task. Canada's continental shelf as defined by UNCLOS covers an area approximately equal to half the area of the Canadian land mass. Interpretation and application of the convention is therefore highly significant for Canada. For example, the sedimentary basin in which the offshore Hibernia oil field is found, extends beyond the 200 mile limit but lies predominantly within the limits of the (UNCLOS) continental shelf. Responsibility for development of inshore placer deposits rests firmly with the coastal state. However, development of deep sea mining, in which the international community plays a management role under UNCLOS, has raised many concerns. Of particular interest to Canada will be the application of the provisions of the convention to interest in the polymetallic sulfides sampled on the mid-ocean ridges such as the Juan da Fuca Ridge. A further complicating factor for Canada is management of fishing stocks. Canada has sought to resolve this "problem" through multilateral negotiations under the UN. Under its "Oceans Act," currently being debated by Parliament, Canada intends to become a world leader in oceans and marine resource management. Similar activity in most maritime nations is setting the stage for a revolution in the way in which use of the world's oceans is managed. Much of this revolution will be guided by UNCLOS. Coastal states that have ratified the convention have ten years in which to define the limits of their continental shelves the clock is already ticking for them! We have yet to see how their actions will guide, or be guided by, those who have not yet ratified. We also have yet to see how national legislation and aspirations will mesh with international conventions that were drawn up in a previous era of environmental standards. This is a time in which many questions have been raised and few firm answers received. However, we must ensure that everyone is aware of what is happening, with what potential consequences, in order that rational decisions can be made. Canada has taken a few small steps that it is happy to share with the world community.

The objectives of the business case are to examine a proposed metallurgical project and answer fundamental questions about project feasibility, risks, opportunities, and value. A business case fulfills these basic functions: estimates economic value; helps to understand competitiveness; serves as a risk management tool; and serves as a communication tool. A business case evolves with the project life cycle, and supports the gate reviews at the end of each phase of engineering, through to project construction and operations. A business case must be holistic, including all elements of scope that can impinge on project risk and value.

"The theoretical basis of ideal smelting reduction using coal as reductant in a process employing closed loop forced-circulation of hot metal is outlined. In the proposed process, an extensive area of relatively slag-free hot metal is available as a heat sink for absorbing the large amount of heat produced by complete combustion of CO within the furnace. Any slag that is formed within the oxidizing arm of the furnace loop is quickly swept away as a thin floating layer by the bulk movement of hot metal which is induced positively by forced melt circulation and sustained by causing the hot metal and the thin slag layer to overflow into a lower level hearth in which coal is carbonised and dissolved directly into the circulating melt.The proposed process is shown to offer very substantial cost savings over all other direct smelting technology. This is mainly because of its inherently low capital cost and its high energy efficiency. Furthermore, the favourable economics are not reliant on fuel gas credits as all the process gas is combusted within the reactor itself.IntroductionMetallurgical processes in the year 2000 will be compromise solutions to the metallurgical problems that already exist today. It is common knowledge that the mineralogical complexity of certain polymetallic sulphides, for example, precludes high degrees of separation and recovery by conventional mineral beneficiation. steps are therefore being taken towards the development of a truly polymetallic smelting process which will produce simultaneously zinc lead and copper as, metals from complex ores without prior beneficiation(l). In the ferrous extraction industry, the shortcomings of the highly efficient modern blast' furnace are well known and world-wide there is considerable effort being directed towards coal-based ironmaking without the requirement of metallurgical coke as a process intermediate. The current status 0f2Joal-based ironmaking has recently been reviewed by Smith and Corbett. (2)"
