At a time when Congressional stiffening of health and safety regulations in the nation's coal mines seems all but an afterthought, when the problems confronting both mine operator and worker are being tossed about like a pigskin in an Australian- rules football match, what could be more appropriate to the times than to incorporate a discussion on these matters into the proceedings of an annual coal meeting. Integration of both technical and topical discussion provided the strength for this 28th Annual Meeting of the Central Appalachian Section of the AIME, convened at the The Greenbrier, White. Sulphur Springs. W. Va., Oct. 31-Nov. 1. Three technical sessions prepared for the occasion were served to those in attendance. First of these was held on Friday morning. Rendered excellent coverage, topics included Roof Structure Analysis at Blacksville No. I, presented by David Eyer, Christopher Coal Co.; Methane Monitors (evolution and evaluation of present day detection equipment); and Instantaneous Control Reaction to Mine Fires and Explosions, in which Elmer A. Fike illustrated the point quite vividly by showing a film on the potential of such control equipment. Indeed, the ability to snuff out a mine fire before it is allowed to spread even beyond its own igniting sparks speaks very well for itself. However, Fike hastened to point out that certain difficulties had to be overcome before these "fire watchers" could be implemented successfully in mines. These "bugs," inherent in virtually all coal mining environments, include ignition of sulfur pockets on mine facings and delivery of sparks on trolley rails, both of which may impede the accuracy of such control monitors.

The Nevada Barite industry has experienced a 277% growth over the last five years with a total production of 2,542,000 tons. Total production prior to 1970 approximates 2,700,000 tons dating back to 1907 Annual production, as can be seen in Table 1, has increased from 192,000 tons in 1971 to 723,000 tons in 1975. During this same period U.S production has increased from 825,000 tons to 1,056,000 tons. Nevada is now the leading producer with 69% of the market. The increase in the Nevada barite production is, of course, directly related to the increased demand for weight material coupled with the lack of other sources and the relative economic advantage of the Nevada barite, A significant tonnage of Nevada barite is utilized in the non-oil well market, principally at FMC's barite chemical plant at Modesto, California; however the growth has been in the oil well market.

A study has been made to deter~r~irre how the behavior of a water drivee reservoir changes as a function of the permeability of the formation and as a function of the size of the aquifer. The effect of pressure maintenance programs on the rote of nat11rn1 water influx is also studied, (IS well as the influence on the influx of the position of water injection we1ls with reference to the oil-water contact. The results are determined by the use of an electrical reservoir analyzer and are plotted as families of curves of pressure, natural water influx, and water injection vs time or cumulalive production. Two size aquifers are studided. One is limited with a 36-inile radius, and the, other approximates an infinite reservoir. The field remains the same in all respects for the completed. study except that the permeability is changed to agree with that assumed for the aquifer. 1 N TR ODUCTI ON this study was undertaken in -dcr to determine how the pres- sure decline and water influx of a water drive field would change as a function of the rate of fluid withdrawals, as a function of the permeability of the formation, and as a function of the size of the aquifer. The effect of pressure maintenance programs on the rate of natural water influx was also studied as was the position of water injection wells with reference to the oil-water contact. The information has been determined by the use of an electrical reservoir analyzer1, sometimes referred to as a Carter type analyzer. This instrument is an analog type computer which can be set up to represent a water-drive oil field. It can reproduce the past performance of the field in terms of analogous electrical quantities when the proper circuit analog of resistors and condensers has been determined, also, it can determine the future behavior for any method of production which may be selected, or permit the comparison among several different methods. Although most applications of the reservoir analyzer"" have been to thc study of specific field performance, it is intended to use the analyzer here to help understand how various reservoir characteristics effect the final performance of the field and to sec under what conditions water injection will be of benefit and to what extent. Within the oil industry the performance of water-drive reservoirs was first described analytically by LV. Hurst' and M. Muskat2 for certain types of boundary conditions. The solutions of the equations developed involved products of exponential functions and Bessel functions. Later publications by Hurst4 and van Ever-clingen" and the hooks of Muskat6 gave further information on reservoirs with other boundary conditions. They also presented rather extensive curves and tables to help evaluate the analytical expressions involved. A rccent series of publications by Chatas. bascd on the work of Hurst and van Everdingen, gives quite complete charts and tables of data to evaluate the pressure decline or water influx in infinite or limited radial reservoirs. and in linear reservoirs. The curves in all of these publications are given in dimensionless form

During 1932 no important changes occurred in the position of Africa as a producer of petroleum. The progress of development and production in each of the areas of interest is described below. Egypt The producing fields of Egypt are Hurghada and Gemsa, located on the west short of the Red Sea, and Abu Durba in the Sinai Peninsula. Most of the production is obtained from the Hurghada field, chiefly from beds of Cretaceous age. To the end of 1930 the Hurghada field had produced 2,831,751 tons of petroleum. The Gemsa field, discovered in 1909, reached its peak of production in 1914, when 88,000 tons were produced. Of late years the production has greatly declined. Total production of the field to the end of 1930 is 182,870 tons. The total production of Abu Durba to the end of 1930 is 7069 tons. The production of Egypt for recent years is as follows: 1928, 269,324 tons; 1929, 271,520; 1930, 281,997 (1,996,000 bbl.); 1931, 288,260 (2,038,000 bbl.); 1932, 253,182 (approximately 1,790,000 bbl.). Mozambique The operations of Inyaminga Petroleum Ltd., which was engaged in drilling in the colony, have been suspended. Angola Drilling operations in this colony, conducted by Companhia de Petroleo de Angola under a concession from the Portuguese Government, were continued. A test well drilled at Cacoba, about 60 miles southeast of Luanda, to a depth of 5651 ft. was not a commercial producer. A second well was being drilled in the vicinity at the end of 1932. Underground mining for gold began in Beaconsfield in 1877 and development of the Tasmania Mine saw the sinking of multiple shafts, including the Hart Shaft over the ensuing 35 years. The mine closed in 1914 at a depth of 455 m due to prevailing economics, eventually reopening in 1999. The modern mine closed in 2012 after extending the mine from a historical depth of 455 m to the exhaustion of the modern Ore Reserve at a depth of 1210 m. West Tamar Council took over the lease for the immediate area around the Hart Shaft as an extension of the adjacent museum. The Hart Shaft and above ground structures became a significant drawcard for visitors. Tasmania was affected by sustained wet weather during May, June and July of 2016 which caused severe flooding and significant Statewide damage. This uncharacteristically intense wet weather caused saturation of the ground surrounding the Hart Shaft. Eventual shaft failure was first identified in August 2016. The failure of the shaft occurred at approximately 50 m below surface and resulted in a plug of material completely blocking the shaft. Significant surface subsidence affecting the surface infrastructure ensued. Due to the unstable nature of the surrounding material, it was determined that addressing the failure above the blockage would not provide a permanent solution to prevent the continued flow of material into the shaft. Many options to stabilise the shaft were considered, however it was assessed that a concrete plug in the shaft in competent ground at a depth of 100 m below surface and well below the blockage, would provide the only long-term solution. Man-entry was considered unsafe. The solution to access ultimately entailed filling the entire shaft with granular fill up to 100 m depth to act as formwork for a concrete plug. The rising mains at 400 mm and 250 mm diameter, which remained in place in the shaft, provided the avenue for placing the fill and ultimately, the concrete plug. Once the plug was in place the remainder of the shaft up to the underside of the blockage and over the top of the blockage to the surface was successfully filled with a combination of more granular fill and flowable cement stabilised sand. The Hart Shaft and surrounding above ground infrastructure was successfully stabilised and re-opened to tourist access. CITATION:Johnson, D, Turner, A and Hills, P, 2018. The investment decision under uncertainty by H. M. WELLS, Pr. Eng., M.Se. (Fellow) The future outcome of a proposed investment is uncertain at the time the decision must be made to accept it or reject it. This uncertainty can be expressed in the form of a probability distribution. An attempt is made to rationalize the investment decision under these circumstances, especially when the range of possible outcomes extends into both the acceptable and unacceptable domains. A rigorous definition of risk is proposed, and a criterion of risk aversion is developed that forms the boundary between acceptable risk and unacceptable risk (called the loss limitation line). It is shown that this decision criterion can also serve as a quantitative yardstick in the evaluation of various possibilities for 'tailoring' the proposal to mlke it more compatible with the particular financial circumstances of the company concerned.

THOUGH known as the platinum-group metal- the sextuplet, platinum, palladium, iridium. rhodium, osmium, ruthenium, might well be called the American metals or perhaps Pan-American metals, as the ore containing them eras first discovered in South America, and in recent years the largest production has come from North America. The South American alluvial deposits, which also, contain gold, are in active production, as are the alluvial platinum deposits of Alaska, but the main production is from the copper-nickel ores of Sudbury, Ontario. The Russian deposits in the Urals were the source of most of the worlds platinum for about 100 years, but since 1934 have assumed second place. For a time considerable amounts of platinum came from several rather rich deposits in South Africa but these were exhausted quickly. However, a tremendous reserve of lower-grade ore exists there, which could be worked profitably if the price of platinum were considerably higher.

In its most basic form, the process of sintering is very simple, and has been in use since the turn of the previous century. However, while the basic process is simple, control of the process relies on a number of extremely complex interdependent process parameters and requires a thorough understanding of the effect of these parameters on production capacity and product quality. Further, as with many other processes, the process parameters and hence design details of visually similar installations are highly dependant on the specific feed materials. While the industry trend has been towards an increase of capacity in order to lower unit production cost, typically in Iron ore sintering plants, this approach is not always possible for other commodities because of the scale of operation. This paper seeks firstly to describe some design considerations of sinter plants; secondly, to report on results from testwork performed with a specific series Manganese ore blends; and last, to relate these results to the design of new small-scale Manganese ore sinter plants.

Large reserves of copper are contained in waste dumps which have been created by open-pit mining of porphyry-type copper deposits in the Western United States. Nearly 6 billion tons of copper-bearing material exists in the waste dumps at present, and another billion tons will be added each three to four years as additional material is stripped from the present mines and new open-pit mines are developed. The dumps constitute an enormous resource containing some 7 to 10 billion dollars worth of copper. Increased attention is being given to the recovery of copper by leaching from these dumps as attested by the fact that in 1968 approximately $175 million of copper was recovered by leaching operations. During the leaching process, however, numerous problems exist which prevent complete extraction of the copper from the dumps. Probably the most important problem encountered is the incomplete contact of the copper-bearing materials by the leaching solutions. This problem is mainly created by the formation of physically compacted and chemically cemented layers within the dumps which prevent solution flow to many sections of the interior of the dumps.

Charged sprays and fog have been evaluated for reducing respirable dust concen¬trations. Charged spray technology was reviewed for effectiveness, equipment and theoretical considerations. A mathematical model was developed for predicting dust reduction effects. Laboratory tests were made showing charged spray is considerably more effective at reducing dust on a unit water basis than hydraulic spray. Positive and negative sprays are equally effective. Combined polarity sprays are considerably less effective than either polarity alone. Little difference in effectiveness by dust type was observed. The charged cloud can present a spark hazard in explosive atmospheres. Due to this spark hazard from the charged droplet cloud this technique must not be used in gassy mines. Predictions were made for field test conditions but confirmation was impossible due to particles resulting from dissolved solides in the spray water. Dissolved or suspended solids in atomizing sprays can result in an increase of the respirable dust burden. Charged sprays are an available dust control technique best suited to applications where water usage must be limited and long contact time between spray and dust is possible.

A proper choice is made by correctly estimating the relative importance of each of these requirements and selecting s rope which has those qualities best suited to withstand the combination of destructive forces expected under continued service. A wire rope should possess: 1. Strength sufficient to support the maximum load expected and with s proper safety factor. 2. Ability to withstand bending and to resist bending fatigue without failure of the wires. 3. Ability to withstand surface abuse such so abrasive wear, pounding, and wire scrubbing. 4. Ability to withstand abuse such as crushing and distortion.

"IntroductionThe history of iron ore production in the United States has followed a pattern not far different from that set in the production of non-ferrous ores; the first interest of the prospector and miner being the discovery and development of high-grade ores. In the early stages of development of most mining districts, high-cost low-grade ores are usually of slight interest due to the additional capital investment required in concentrating plants, as well as the increased requirements of •power and other facilities. As the reserves of higher grade ores are depleted and the technical knowledge of ore beneficiation is broadened, production of concentrates from the lower grade ores is stimulated.The real stimulus necessary to arouse serious consideration of beneficiated iron ore in the Lake Superior district has been provided by the serious inroads made in the high-grade ore reserves by two World Wars.The first shipment of high-grade iron ore from the Mesabi range in Minnesota was recorded in 1892, and the first token shipment of concentrates was made 15 years later, in 1907. Not until 1910 did the production of concentrates assume any great importance. A steady increase in concentrate production over the years is shown by the fact that, in 1910, concentrates accounted for 8 per cent of the total shipments from the State, whereas by the time of World War II this percentage had increased to 22 per cent and by 1948 had risen to 26 per cent. It seems a safe assumption that the shipment of concentrated iron ore, from the Mesabi range in particular, will continue to increase even more rapidly from now on, with other iron ranges of the Lake Superior district following this lead."

This paper traces the mine life cycle from exploration to post closure monitoring and maintenance, and reviews AMD abatement measures that have become an integral component of exploration and mining activities.Attention is increasingly being given to evaluating AMD potential as part of exploration work, and studies related to project feasibility and design. Mining, mineral processing, and waste management options are selected taking into consideration their suitability to inhibit AMD. These inhibition measures are typically committed to in closure plans submit-ted at the permitting stage. Mines are operated and decommissioned, often progressively, as planned and in accordance with environ-mental protection policies."

The engineering geological mapping of Metropolitan Area of Jopo Pessoa in the littoral zone of the Parafba State, northeast of Brazil, made possible the ambient characterisation for space using and its implications on the environmental resources. This region comes lately denoting an accented industrial growth and this work would help future projects of urban planning, distinguished by quick ground occupations for residential, industrial installations, farming, beyond mineral extractions. The mineral sector supplies material and substance demanded by industry and civil constructions, like as clay deposits, sands, calcareous rocks and mineral water. Many companies working there do not have the permission or inspection of ambient agencies for planned extractions of mineral resources. The consequences of this activity pass for the low profit of the reserves, bad uses of the sources, ground degradation, vegetation suppressions and physical impacts on landscapes, beyond noises and vibrations. These activities have causing accelerated alterations and transformations in the environment, compromising the sustainable development. It thus becomes clear that urgent solutions must be find to solve the problems with human interferences by closer inspection and management for disciplined use of its natural resources.

As part of the EIS and permitting activities for the Pogo Mine in Alaska, a risk assessment study for the water management plan was carried out. The basis for the study was a site water volume and contaminant balance model. Probabilistic modeling was carried out using the @Risk Monte Carlo simulation package to investigate the frequency, quantity, and quality of discharges under varying assumptions. The results were used in discussions with regulatory officials as part of the permitting process for the project. The simulation allows probabilistic modeling of key environmental parameters based on input frequency distributions involving both quality and quantity of flow. When combined with predictions of water treatment plant capacities and removal efficiency, this was very useful for defining the likelihood of important regulatory outcomes. Based on the model, certain project modifications were made. Using the simulation as a basis, ongoing dialog with regulators led to consensus that all potential risks have been considered and mitigated for the Pogo Mine according to their likelihood and severity, and that regulatory requirements would be achieved. The paper describes the model and some of the applications for which it was used.

Dans le cadre d?un projet MRN-ACDI1 visant à renforcer le secteur minier en Bolivie et ses retombées pour la population, l?URSTM2 a été mandaté pour développer et mettre en place un programme académique de gestion environnementale minière, basée sur l?expertise canadienne. Ce programme vise à renforcer les institutions académiques boliviennes responsables de la formation en environnement minier en Bolivie ainsi que les ministères et agences gouvernementales concernées.

Recently published extensions to the mill-dump cutoff grade theory for joint open pit-concentrator operations lead to equations that must be simultaneously satisfied as a necessary condition for an optimal operating policy. These equations are parametrically dependent upon ore quality parameters, other than grade, relating to the ease of recovery of the disseminated mineral in the concentrator. Since it is not possible to treat quantities of ore corresponding to the size of selective mining units separately in the concentrator some mixing is inevitable and often deemed desirable in the interest of homogeneity of mill feed. This renders the calculation of cutoff grades for individual mining units futile; mining units must be grouped to form larger parcels that can be dealt with separately. In doing so an opportunity cost may be incurred; the loss of potential benefit that would result from such separate treatment. This matter is considered from a theoretical, qualitative, point of view. A numerical example then shows that a significant variability in the quality parameters can be tolerated without incurring such opportunity cost, provided sufficient knowledge is available concerning the distribution and effect of these variables to enable the use of effective mean values of these parameters in the cutoff grade calculation. Lack of such knowledge can have major consequences for the economics of the operation.
