"Reduction of mine accidents appears to depend upon essentially the same fundamentals, whether considered from the viewpoint of the mine operator, miner, State mine inspector, or safety engineer. Conditions of mine operation with respect to safety are governed in most States by a mining law, usually somewhat general in its provisions but more specific than laws dealing with other industries, Methods of mining development and practice evolved through experience have been handed down from generation to generation; many of these are intended to avoid injury to men and also loss of property. To carry out the intent of these bases of law and experience relating to safety supplemental measures and conditions are necessary. Among these may be: (1) Planned safety rules adapted to the mine and compliance by both officials and Miners with such of these rules as pertain to their work; (2) a supervisory force adequate and competent to ¬administer the mining laws and safety rules; (3) discipline adequate to secure compliance with safety measures; (4) safeguards against mechanical, electrical, falling, and other hazards; (5) mining operations planned with respect to safety of workers; (6) an active safety organization of officials and employees; (7) education of officials and employees in safety practices; and (8) an active sustained interest in safety by management and employees.This paper presents the viewpoint of the safety engineer, though a safety engineer connected with a specific mine or group of mines would be in a better position than the writer to present the industrial engineer's thought. The application of the mine safety fundamentals just outlined will be given consideration from observations of methods used by safety engineers and supervisors.The term ""safety engineer"" includes men of various duties, various degrees of experience, and various authority. Depending upon the size of the operation or the interest of the management in safety, the safety engineer may have accident prevention as his sole duty; he may be the head of a sizable safety organization; or he may be in part a claim agent; a statistician compiling figures for the enlightenment of the company, the public, or a mining institute meeting; a surveyor who must convince the miner that his scale of 10/10 equals 1 foot does not defraud the miner of 6 inches to every yard measured; or he may be by heaven¬ly gift an orator capable of assuring the employees that ""all's right with the world""; he may be a young engineer gaining, experience while checking the observance of company rules and investigating accidents; or he may have the physical ills frequently resulting from several decades of mining experience and instead of a pension, the position of safety engineer has fallen to his lot. He may have mine-operating authority to correct immediately a dangerous condition or practice or he may have his recommendations officially disregarded at the monthly meeting or when the bottom of the desk basket is reached. He is likely to find that his viewpoint on accident reduction is considered unsound today because of youth and inexperience and unsound later because of old age and senility. He is likely to find the easiest course to be that of attributing to Providence and the carelessness of the worker the mishaps that result in the removal of a man to the hospital or the morgue."

Although the diesel engine is normally considered a tried and proven power source, many new and exciting diesel design concepts are being evaluated in engine development laboratories around the world. Three such programs currently underway at Cummins Engine Company are discussed. The turbocompound engine converts into power exhaust heat energy which is normally wasted. It does this by incorporating after the turbocharger a low pressure gas turbine which is gear driven to the crankshaft. The adiabatic engine has no conventional cooling system. It converts into useful power most of the heat energy normally rejected to the coolant. The series boost turbocharged engine uses seperate low and high pressure turbochargers to increase engine output and improve transient performance. These design concepts make possible increases in diesel engine thermal efficiency from the current 33 to 38 per cent range to the 50 percent range.

Sustainable development is becoming increasingly more important for the mining industry and therefore mining companies should be able to measure their progress towards sustainability. Greek Public Power Corporation (PPC) S.A. is a company which produces lignite in open cast mines in Western Macedonia and in Peloponnesos. The present paper uses operational data kindly offered by PPC S.A. to derive sustainability indicators by means of Data Envelopment Analysis for three large scale lignite open cast mines of PPC (i.e. Main Field, Kardia Field and South Field mines). It also examines three environmental parameters related to the contribution of these mines to sustainable development; namely, the annually produced volume of waste masses, the annually produced quantity of ash from the lignite combustion and the annual volume of pumped water. The calculated sustainability indicators were keeping constantly better during the last years of the different periods for each one of mines studied here, showing that the mines met their goals from both economic and environmental aspects during the last years of their operational periods studied. The contribution of open cast lignite mines studied here to sustainable development can be monitored by the derived indicators analyzing annual mine operational data. The derived indicators can serve as tools to detect where improvements can be made, though another potential use of these indicators can also be during the preparation of feasibility studies or environmental impact studies using necessary benchmarking data.

Boliden has, over the years, become a specialist in processing poly- metallic sulphide ores and its eight concentrators presently serve 15 mines. Boliden has a long history of close cooperation with Swedish and foreign manufacturers in developing new products and processes.

Beneath some of New York?s most iconic buildings ? The Met Life Building, the Helmsley Building, the Waldorf Astoria ? crews are busily at work on the Metropolitan Transportation Authority?s long-awaited East Side Access (ESA) project. In fact, it is 14 floors beneath the famed Grand Central Station where one of the centerpieces of the project, the new Long Island Railroad (LIRR) station terminal, is being blasted and carved into shape. When completed in 2016, the $7.3-billion ESA project will increase LIRR?s capacity into Manhattan and significantly relieve congestion at Penn Station. Currently, 37 LIRR trains per rush hour roll into the crowded Penn Station where many riders must then transfer to subway trains to complete their commute. When completed, the ESA tunnels will bring an estimated 160,000 riders directly to Grand Central Station, saving those riders 30 to 40 minutes. Studies have found that more people work within walking distance of Grand Central than Penn Station. ?The benefits of the project are tremendous,? MTA Capital Construction President Michael Horodniceanu told more than 340 industry professionals attending the UCA of SME?s George A. Fox Conference in New York on Jan. 26. ?The ESA is the first expansion of the LIRR in 100 years. It will increase the East River tunnel capacity by 50 percent and will help support job growth around Grand Central.?

Comments on applications are made to help engineers deal with practical problems.

Electrical apparatus and circuits began to be used in mines about 50 years ago. A search of the literature on mining reveals that in 1882, umping was being done by electricity in some aines of England. One account tells of a small electric locomotive being used in 1882 "to drive eight corves loaded with coal" in a mine near Dresden. In an account of his visit to some English mines, en American in 1892 mentions that he saw underground electric signals, lights, pumps, hoists, and one revolving- cutter-bar 19wall mining machine,. Among the carl electrical installa- tions in the United States was an electric locomotive in the Lykens Valley Coal Co. mine at Lykens Valley, Pa., in 1887. In 1889 the Sperry electric coal digger was being tried out. Tarce mining machines were placed in the Prospect mine, East Palestine, Ohio, in 1890. An electrical pumping plant was put in oneration during 1892 in the Woodward mine of the Delaware, Lacka- rahma & Western Railroad Co. Thus we Almost coincident with the proposed use of this new servant in under- ground workings, came the thought of making it safe in gassy mines. find an account of a design for a protected stationary electric mine lamp proposed by Edison in 1831. Enclosed-type motors rere developed in the United States and shiped to English collieries about 1903. From those early beginnings there has been continuous progress until to-day one finds hundreds of pieces of specially designed electrical apparatus distributed in American coal mines and in mines of nearly all important coal-producing countries. Along with introduction of this equipment grew the idea of the necessi- ty of government aid, in standardization. In January 1992, the Office of the US Trade Representative announced that the People's Republic of China had agreed to protect US intellectual property, including computer software, sound recordings, agrichemicals and pharmaceuticals. Under the agreement, China will make significant improvements in its patent, copyright and trade-secret laws. Ambassador Carla A. Hills, the US trade representative, said "this agreement should create significant opportunities for US firms interested in marketing high valued-added products to China." Principal beneficiaries will include the agrichemical and computer industries, as well as pharmaceutical, entertainment. The agreement will safeguard these industries' intellectual property, stimulating new exports to China and helping to generate additional growth in the US. Refractory grade bauxite was included in the mineral category of the $1.5 billion of Chinese products on which the US government threatened to impose an immediate 100% trade tariff. Refractory bauxite is available from Guyana and Brazil at higher cost and in different grades. However, refractory brick manufacturers would have had little choice but to pass on the costs to their consumers. Although the United States and China are separated by political ideology and internal governing structures, this agreement recognizes the importance of a $19 billion trading relationship. Consequently, the renewal of China's most favored-nation trading status in the US congress in -June 1992 was all but assured. Many US companies doing business in China and Hong Kong have been quietly increasing their investments since 1989. These companies can now concentrate on developing sales to the domestic Chinese market. This market is expected to surpass 1.2 billion people in 1995 and approach 1.3 billion by the end of the century.

"The U.S. Bureau of Mines established on August 15, 1983, The Generic Mineral Technology Center for Respirable Dust (Dust Center) within the Mining and Mineral Resource Research Institutes (MRIs) at The Pennsylvania State University and West Virginia University, and in association with participating MRIs at Massachusetts Institute of Technology and the University of Minnesota. In 1986, Michigan Technological University (MTU) was awarded a grant through the Dust Center. The center's research program has been developed with recognition of the stated objective of the Federal Mine Safety and Health law, which is ""... (to) permit each miner the opportunity to work underground during the period of his entire adult working life without incurring any disability from pneumoconiosis of any other occupation-related diseases..."" The Dust Center's program is designed to foster an accelerated attack through fundamental research on problems confronting the control of respirable dust in mines. The interactions of the universities and the research program components in the characterization of coal seams, respirable dust particles and the workers lungs are depicted in the logo of the Dust Center.The primary goal of the Dust Center is to reduce the incidence and severity of respirable dust disease through advancing fundamental understanding of all aspects of respirable dust associated with mining and milling, and the interaction of dust and lungs. The Dust Center's research program explores these concerns with the objective of refining existing strategies and developing new respirable dust control techniques that are consistent with the fundamental dust-lung interaction processes that lead to mine worker disability. The work concentrates on: (1) control of dust generation; (2) dilution, dispersion and collection of dust in mine airways; (3) characterization of dust particles; (4) interaction of dust and lungs; and (5) the relationship of the mine environment, geology, and seam characteristics to dust generation and mobility. The fundamental aspects of this work are applicable to the control of respirable dust problems in both hard rock mines and coal mines, and to other dusts such as those generated by diesel equipment. Achieving the Dust Center's goals also involves the training of engineers and scientists, graduate students, and undergraduate students through their respective institutions, and technology transfer to industry. The distribution of personnel in the various universities are presented in Table 1. A directory of Dust Center principal investigators is presented in Appendix 1. A summary of degrees granted and mineral sector employment is presented in Table 2. The subjects of theses developed under the various research projects are presented separately in Volume 7. The center research is fully compatible and complementary with the existing and ongoing U.S. Bureau of Mines activities (see Volume 2). Additionally, the expertise and facilities of the NIOSH--Division of Respirable Disease studies are available as a result of the existing relationship between NIOSH and West Virginia University. Figure 1, Respirable Dust Center Projects and Activities, presents the various projects in the five major areas of investigation and the scope of characterized dust samples, the suite of tests, the sampling and dust generation methods, and the size, chemical and mineralogical analysis performed in the center. Table 3 presents a summary distribution of the 95 publications and presentations that have emanated from the center. In addition there are more than thirty presentations made at each annual Dust Center review meeting. The titles, authors and location of presentation for publications supported by the Dust Center are presented in separate publication volumes for 1984 (Volume 3), 1985 (Volume 4), 1986 (Volume 5) and 1987 (Volume 6)."

IT has been suggested that boron in steel may form a film entirely around the austenite grain and that this film is responsible for the boron hardenability effect. In this connection, it is of interest to examine some of the ramifications of the concentration range of boron usually employed in hardenable steels, namely 0.0005 to 0.003 pct in a grain size range of ASTM grain size No. 1 through No. 10. The ratio of the iron to boron atoms and the number of unit cells of y iron per boron atom are listed in Table I. Even at the highest concentration considered, there are 1600 unit cells of y iron per boron atom, assuming a uniform distribution of boron. To investigate the possibility of the boron film formation, the number of boron atoms required to cover the grain surface completely must be calculated. With some transition elements, boron crystallizes in sheets composed of equilateral hexagons very much like graphite.' The selected value for the length of a side is 1.80Å. A simple calculation shows that two boron atoms cover an area of 8.4x l0 -16 sq cm. Table II lists the number of atoms of boron required for the formation of the monatomic film and Table III lists the number of boron atoms per grain. The hypothetical cases of 100 pct and 10 pct adsorption are calculated (all boron atoms in a grain and 10 pct of all boron atoms in a grain are located at the grain surface respectively). In Table 111, all combinations of grain size and composition below and to the left of the solid line (100 pct adsorption) and the dashed line (10 pct adsorption) are excluded as to the possibility of covering the grain surface with a continuous boron film. Thus, even for 100 pct adsorption, the smaller grains can form the film only at the higher concentrations. For the best case, grain size No. 1 and 0.0030 pct B, the required degree of adsorption is 3.9 pct. The above calculations deal only with the number of boron atoms required to form a monatomic film and do not take into account the mechanism of concentration of boron at the grain surface and the possible limitations to the extent of this concentration at a constant temperature, as for example in the austenitizing process. The question next arises as to how this surface concentration can occur during an isothermal treatment. Such surface enrichment of boron must occur through the phenomenon of surface adsorption, i.e., the concentration of solute atoms in solid solution in the vicinity of the surface without precipitation. A solute atom will tend to concentrate at the grain boundary if it reduces the interfacial tension. The possibility of adsorption effects involving both boron and carbon in iron has been discussed.' "The concept of geometallurgy has been extensively mentioned and used in the mining industry in the past years. However, each mining firm has a different understanding of what geometallurgy means, and its actual value varies significantly from site to site. Even in the case of properly constructed geometallurgical models, it is fairly common to observe a sub-utilization of the model in the actual operation, because of its low production forecasting capability on the short term. This disconnect between the geometallurgical model and operations is typically caused by a lack of tuning between the original model and the actual plant operation. Also, the absence of procedures and other standards for reconciliation, affects the confidence and the predictive quality of the model. The geometallurgical model should consist of three different levels: (I) adequate capture of information, (II) data analysis and modelling, and (III) development of the block model. Once the geometallurgical in-situ model is finalized, a process model should be developed of the plant at industrial scale, in order to scale up the in-situ geometallurgical parameters from their base or standard condition, to the actual operating reality of the plant. Finally, the stage of reconciliation will close this process, assuring that any deviation between the geometallurgical model and the actual plant operation is not due to lack of tuning, but due to operational issues such as unattended maintenance requirements or poor process control in the operation. The methodology as described in this paper has been applied at several large mining sites in Chile. The paper presents the characteristics of the proposed methodology, and quantitatively describes its benefits with examples from actual operations.INTRODUCTIONIt probably is fair to say that geometallurgy became widely used in greenfield projects in the Andes region during the mining boom of the 90’s, when massive orebodies were studied and developed, and upfront metallurgical characterisation proved its use for accurate economic evaluation including estimates of plant throughput, energy consumption, final product quality and overall recovery. A few examples of such greenfield studies for concentrator plants in the 90’s are Minera Los Pelambres (Antofagasta Minerals, Chile), Minera Escondida, Laguna Seca (BHP Billiton, Chile), and Rio Blanco (then Montterrico Metals, Peru). Large size hydrometallurgical operations such as Cerro Colorado, Quebrada Blanca and Lomas Bayas (all in Chile), also recognised early on the importance and value of relating ore mineralogy, geological characterisation and metallurgical behaviour."

The economic growth of Hong Kong and adjacent territories in Southern China is, to a considerable extent, dependant on air transportation, but the present Kai Tak Airport is incapable of expansion to meet future needs. After years of study, agreement was reached to build a new airport on the island of Chek Lap Kok, some 34 km remote from Hong Kong, with an ultimate capacity of 87M passengers and 8.9 Ml of cargo per annum. Apart from the building of the airport and its associated infrastructure (including a new town), other similar massive construction works have been necessary in the form of land reclamation from the sea and existing outer lying islands. The construction of bridges, tunnels, railways and highways are also an integral part of the project. The paper provides a broad overview of the concepts of the scheme (called The Airport Core Programme) and highlights some of the major operations and equipment being used in the projects, whose cost at 1992 prices was reckoned to he Hong Kong (HR)$l63hn.

The computer search algorithm proposed should remove much of the guesswork as well as reduce computer processing costs and improve the accuracy of estimated parameter values for grinding mill models.

"INTRODUCTION Early in World War II, the Bureau of Mines realized that reserves of fluorspar ore at many mines in the southern Illinois fluorspar district were not being developed as rapidly as the old ones were being depleted. At some mines the measured and indicated ore reserves were almost entirely depleted, although geologic factors favored new discoveries. The Leo mine, which had not been worked since 1938, was among this group of mining. The Bureau of Mines, together with the Illinois Geological Survey examined the property, studied the mine records and,geologic factors in 1944, and agreed that exploratory drilling was warranted Funds were,obtained for the work in the fiscal year 1945, and drilling was done; between October 27, 1944, and June 15, 1945.The property was owned in fee simple by the Hllside Fluor Spar Mines at the time exploration was begun in October 1944. Subsequently, in 1945, the Inland Steel Co. acquired of the Hillside property."

"The presence of enargite (Cu3AsS4) is problematic in gold processing not only because it is environmentally hazardous due to its arsenic content but also because it is refractory, causing both cyanide and oxygen consumption to increase. Selective leaching and treatment of the arsenic would prove advantageous prior to applying conventional gold leaching methods. The reactivity of enargite samples from Butte in Montana and Quiruvilca in Peru were spectroelectrochemically studied under alkaline conditions – pH range of 8-13 – using Raman spectroscopy and cyclic voltammetry. Raman spectra of the surface were collected during and after potentially cycled voltammograms in order to determine and compare surface species against theoretical EH-pH diagrams constructed from mass-balanced thermodynamic calculations using STABCAL software. Under slightly oxidizing conditions, covellite (CuS) peaks were found in a short matter of time, above ~100mV vs. SHE for pH 9-13, suggesting arsenic leaching specifically occurred. At longer conditioning times, elemental sulfur was observed and tended to passivate the surface. The presence of elemental sulfur suggests that copper was eventually leached from the surface. By operating above pH 12, under slightly reducing conditions near -300mV vs. SHE, arsenic can be selectively leached as thioarsenate (AsS4 3-) or thiosulfate (AsO4 3-) without sulfur formation.IntroductionEnvironmental limitations on the pyrometallurgical processing of ores and concentrates bearing arsenic and other hazardous elements often outweigh those in hydrometallurgical processing, particularly when minerals like enargite (Cu3AsS4) are present. The hydrometallurgical processing of enargite-bearing materials can be broken down into two categories: the co-dissolution of arsenic and copper under acidic conditions, and the selective leaching of arsenic under alkaline conditions. The selective leaching of arsenic would preferably leave behind copperrich sulfide phases, typically chalcocite (Cu2S) and covellite (CuS), which then become more amenable to conventional copper (and gold) processing. Furthermore, selective leaching often employs sulfide (S2-), bisulfide (HS-) or polysulfides (Sx 2-) to first extract the arsenic as AsS4 3- and AsS3 3- (Delfini et al., 2003; Anderson and Twidwell, 2008; Tongamp et al., 2010a,b). However, hypochlorite leaching (Viñals et al., 2003; Curreli et al., 2005; Mihajlovic et al., 2007), ammoniacal leaching (Gajam and Raghavan, 1983), and finegrinding to mechanically activate the enargite surface (Balaz and Achimovicova, 2006) have been investigated to increase the normally slow reaction kinetics. Because gold ores are becoming more refractory due to increasing arsenic contents as a result of enargite, these methods are being examined more closely by the gold-mining industry."

'fi sec. 32, T. 65 N., R. 39, W., Atchison County, four dry holes were drilled by other parties, all a mile or more from the Cook well. Later the Cities Service Oil Co, completed No. 2 Cook for 60 bbl. Table I gives a summary of activities by counties. The total footage drilled was 23,83134 ft., of which 12,802 1/2 ft. was by cable tools and 11,029 by rotary. Four of the dry holes were drilled into Mississippian or older beds.

The gravity-induced stirred mill such as the TowerMill is an energy-efficient grinding solution used in secondary, tertiary, and regrinding duties in the mineral processing concentrator. The interest in this technology is emerging, with more than 300 mills installed globally in various grinding duties and commodities for the last 30 years. Although the technology is matured, there are still opportunities for improvement and the development of new knowledge to improve its circuit energy efficiency and reduce water consumption. Recent studies show that a combination of stress intensity, ore hardness, slurry density, and mill feed configuration can be used to evaluate the performance of the grinding circuit. A recent pilot-scale TowerMill test work at various stress intensities shows that a lower operating work index and size-specific energy were achieved at higher agitator tip speed and using medium size grinding media. These outcomes were confirmed through several site trials. A smaller 17 mm grinding media has reduced the operating work index and size-specific energy by 18 per cent and 11 per cent, respectively, compared to the 20 mm in a magnetite concentrator. Moreover, the conversion from top feed to bottom feed configuration has reduced the operating work index and size-specific energy by 13 per cent and 37 per cent, respectively. The circulating load was reduced by 34–38 per cent, leading to a reduction in the dilution water consumption in the hydrocyclone feed sump by 20 per cent. A variable frequency drive offers flexibility to change the stress intensities on the TowerMill, where a 35 per cent reduction in specific energy was achieved when the ore became soft. This paper explores the potential design and operating strategies that can be implemented to enhance the energy efficiency, reduce water consumption and reduce CO2 emissions in the circuit and finally evaluate its impact on the total cost of ownership.

Electric furnace smelting of blister copper directly from copper precipitates (cement copper) was investigated by the Federal Bureau of Mines. Copper concentrations in five different lots of cement copper in the investigation ranged from 62.5 to 82.5 wt-pct. Laboratory-scale smelting tests were made in a 50-kva electric-arc furnace to establish the reductant and flux requirements. Best recoveries were realized by adding 60 pct of the carbon required to combine with the contained oxygen in the cement copper. Operating parameters established during the laboratory-scale smelting tests were used successfully in smelting 20 tons of cement copper during 12 pilot-scale tests in an 800-kva electric-arc furnace. Over 98 pct of the contained copper was recovered as blister-grade metal. The projected energy consumption for a commercial-size furnace was 380 kwhr per ton of cold charge.
