Frontier/Traylor is presently completing construction of twin tunnels for the Tri-County Metropolitan Transit District of Oregon’s (Tri-Met) westside lightrail system. The tunnels are each 4,550 m (14,935 ft) in length and 6.48 m (21.29 ft) in diameter. The 1/3 of each tunnel was driven from the west portal using drill and blast methods and the remaining 2/3 was driven from the east portal using a TBM. The paper describes: The difficulties encountered by the TBM mining the weathered Columbia River Basalts. The execution of drill and blast work despite challenging ground conditions, stringent noise and vibrations specifications, and public relations problems. In both Canada and the United States, a company making a public offering of securities must comply with regulations which have been passed by Federal, State and/or Provincial Legislatures. These regulations usually require the distribution of an acceptable prospectus which provides essential background information about the issuer, the project and the share offering. when the public offering has been accepted, the unlisted company may then seek a listing of its shares for trading on a Stock Exchange. Once listed, the company will be subject to rules of the Stock Exchange. This paper will deal with the specific information required for inclusion into a prospectus being submitted for a resource company and particularly those parts of concern to mining engineers and geologists.

There were no important changes in the producing situation in Colombia in 1930, because the emergency bill passed by the Colombian Congress in 1927 is still in effect, and therefore no change has taken place in the law governing petroleum. At the close of 1930 the Colombian Congress began to consider a new petroleum bill. This measure is an improvement on the preceding bills which had been the subject of so much debate in the Congress. However, it cannot by any means be regarded as perfect, and a number of criticisms may be justly leveled at it. The most substantial one probably is that the royalties on public lands, and the taxes on private lands, while apparently low, are deliverable at seaboard, or payable based on seaboard price at the option of the government. If the government exercises its option to take the oil at the mouth of the well, the cost of the transportation figured back into oil is also deliverable to the government. This phase of the law has the effect of making seemingly low royalties a burden on the operator. The fact that taxes on private properties are deliverable in kind is also an unusual provision for which there is no good precedent. The pipe line provisions are also noteworthy, and the government has authority to fix rates and also to deny permits to construct pipe lines for reasons affecting national economy. There are also clauses enforcing unit operation on both public and private lands, and collecting a tax of 1 c. per 1000 ft. of gas wasted. It remains to be seen whether this bill will be enacted, or whether it will be substantially modified. This much may be said, however, that unless it is modified, it will defeat its own purpose; i. e., promotion of petroleum development in Colombia. In support of the development of its Liberian iron ore project, ArcelorMittal Mining Research and Development (AM Mining R&D) has performed characterisation and beneficiation test work on drill core samples received from the proposed mine area. In addition to this, a sinter feed product was composed by blending and processing the drill cores in order to predict sintering performance of the ore. This article presents the methodology used to prepare the drill core blend for characterisation, as well as describe the sinter pot trial. Lab-scale flotation of copper and cobalt oxidized ore from the Luiswishi deposit in the Katanga province (DRC) has been done focusing on the influence of the degree of process water recycling on metals recovery. Results have shown that at 20 % recycling rate, the recovery of copper and cobalt in the cleaner stage have been respectively reduced to 23 % and 45 % in comparison to 53 % Cu and 63 % Co if process water has not been recycled. At 10 % recycling rate however, the system could still tolerate the effect from recycling, since Cu and Co recovery has remained respectively at acceptable levels of 52 % and 60 %. In order to explain the reasons for the observed worsening of flotation results if process water was recycled at rate higher than 20 %, electrochemical investigation of the pulp has been performed. It has been established that the chemical compounds formed in the pulp when process water was recycled, do influence the sulphidization of malachite and heterogenite and impact further collector adsorption. To confirm these assumptions, the effect from thiosulphate ions presence during the sulphidization of high purity malachite has been studied. It has been found, that thiosulphate ions depending on their concentration in water induce variations in pulp properties such as DO content, pH, Es and contribute to formation of undesirable chemical compounds on mineral surface as identified by DRIFT spectroscopy.

The National Institute for Occupational Safety and Health, Pittsburgh Research Laboratory, conducted a study of past mine explosions to identify the ignition locations and ignition sources responsible for the most severe explosion events resulting in death. Since the Scotia disaster of 1976, many fatalities from underground coal mine explosions have been linked to nonpermissible electrical equipment ignition sources located in intake air courses. With few exceptions, explosion protected equipment is generally not required in intake air courses of gassy underground coal mines in the US. Cigarette lighters were another prevalent ignition source for fatal explosions ignited in intake air courses. Several mine rescue/ recovery teams have encountered electrical ignition hazards. The study provides evidence that intake air courses of gassy underground coal mines fit the description of certain Hazardous (classified) locations described in the US National Electrical Code®. Class I Division 2 or Zone 2 explosion protection tech¬niques may be used to design intake air equipment so that it does not present an ignition source under normal operation, before mine power is shut down in emergency situations. Nonpermissible circuits in intake air courses that are likely to remain energized during emergencies, e.g. battery powered equipment, should be protected by more stringent Class I Division 1, Zone 1, or Zone 0 techniques, to protect rescue/recovery personnel.

This U.S. Bureau of Mines report discusses elastic wave velocity and attenuation behavior as an indicator for changes in load and structural integrity of coal samples. Measuring changes in compressional (P)-wave and shear (S)-wave attenuation and velocity under uniaxial and triaxial compression tests revealed their effectiveness for distinguishing changes in applied load and structural failure of samples. The velocity and attenuation values were used in further calculations such as ratios of P-wave to S-wave values, dynamic elastic constants, normalized velocities, and attenuation coefficients to reveal trends for loading and failure. The behavior of both P-wave and S-wave attenuation and velocity together define distinct and consistent phases of load change and failure for uniaxial and triaxial tests. The S-wave velocity and attenuation illustrate changing axial load and initial development of microfractures within the sample preceding structural failure more clearly than those of the P-wave. The attenuation and velocity ratios and dynamic elastic constants (except the bulk modulus) respond to closure of small preexisting fractures within the coal sample with initial loading to failure of coal samples. The attenuation coefficients and normalized velocities reveal trends similar to those shown by velocity and attenuation.

MINExpo INTERNATIONL 2000 was a good place for companies to introduce new products, technologies and services to the mining industry. Caterpillar took that a step further. The company hosted a one-day preview of its mining products at its Tinaja Hills Training and Demonstration Center near Tucson, AZ. About 30 members of the trade press spent the day at Tinaja Hills before heading on to Las Vegas for MINExpo INTERNATIONAL 2000. Dozens of Caterpillar professionals provided the editors with a first-hand look at Caterpillar’s mining trucks, loaders, excavators, road graders, water trucks and engines. In addition, these Cat experts explained the intricacies of each piece of equipment, the latest technology that led their improvement and their value to the company’s mining customers.

Construction blasting has allegedly been the cause of property damage in the following situations: (1) When the detonation of the shot hurls rock and debris into the air that causes property damage upon impact; and (2) When property owners notice cracks in their walls and foundations after they experience the momentary vibrations that coincide with the detonation of the shot. The current state of the law for both these situations is firmly established. Blasting is classified as an abnormally dangerous activity, for which the blaster is held strictly liable, whether the damage is the result of flying debris or vibrations and concussions generated by the blast. It is when the alleged blasting damage is supposedly from concussions and vibrations, however, that the courts usually reach the wrong result. The typical scenario involves property owners that thoroughly investigate their property after feeling blast generated vibrations, and find cracks that they believe did not exist beforehand. Most often the truth is that the property owners have never noticed these cracks before because they have never looked that closely before. Any structure has a certain number of cracks due to a variety of causes, such as settlement overtime and temperature and humidity changes.

The design philosophies for piles in unfrozen and frozen soils are compared, and their similarities and differences are underlined. It is shown that in frozen soils, the long term behavior of a pile is difficult to predict, because of inadequate knowledge on the behavior of adfreeze bond with time, and on the value and variation of the lateral normal stress acting on the pile. Both of these problems are discussed in the paper on the basis of laboratory tests and theoretical analyses.

A novel system for the depression of pyrite and the ash-forming minerals has been developed. A metal ion, including but not restricted to Fe+2, is added to form a hydroxide coating on the pyrite or ash-forming mineral. A polymeric depressant is then added to attach to this re-surfaced mineral. Nearly 200 flotation tests with a 11 different coals indicate the effectiveness of this system. Many of the important process variables such as the coal source, frother-collector system, grind size and procedure, pH, metal ion, and depressant type and concentration have been studied.

"Measurements of liquid permeability in the mushy zones of Al-15.42% Cu and Al-8.68% Cu alloy samples have been performed isothermally just above the eutectic temperature, using eutectic liquid as the fluid. A modified method has been developed to determine the specific permeability, Ks, as a function of time during the test from the data collected on these alloys. Factors affecting permeability measurements are discussed. Permeabilties are observed to vary throughout the experiment. This is attributed to rnicrostructural coarsening and channeling that occurs in the sample during the experiment. The permeability is related to the rnicrostructure of the sample using the Kozeny-Carman equation. The correlation between the measured Ks, liquid fraction, gL and the specific solid surface area, Sv, improves markedly when compared to previous studies in which rnicrostructural coarsening was ignored.IntroductionThe permeability of interdendritic liquids flowing through dendritic structures ·is an important parameter needed to predict the level of porosity in castings. The permeability is a component of Darcy's Law, used to estimate the pressure drop due to the resistance to the flow of interdendritic fluid to feed shrinkage. In Colombia, northeast of Antioquia, there is a gold deposit that has produced continuously since the middle of the XIX century, located within mining title RPP-140, property of Gran Colombia Gold Segovia (GCGS) since 2010. Mining materials are taken to the “María Dama” Processing Plant where 1500 tonnes of materials are processed daily. Before 2010, the previous owner of the mining title processed about 600 tpd and directly discharged almost all tailings, given that they had no capacity to put them into final deposits. El Chocho was conceived as a final tailings deposit to store the pulp produced by the processing plant; it was divided into two phases with two dams (upper dam and lower dam) given that the presence of illegal miners at the lower phase impeded a single dam design. A squatter impeded construction of the upper dam; so afterwards, starting at the higher end was necessary (owned by GCGS), building dam 1B to store tailings in pulp; after the squatter returned the lands to the owner (GCGS), construction of tailings dam 1A was required and thus complete construction of dam 1C or the upper dam. While all of this was happening, GCGS decided to acquire a 1500 tpd filter press which currently dehydrates tailings in order to take them to the valley controlled by dam 1A. Construction of dam 1A was designed following the containment wall model, made with geotextile tubes. These improvements generated reduced pressure on renewable natural resources because water is recirculated and less fresh water contributions are required; less pressure is placed on soil, flora and fauna because the area intervened for tailings storage will have a higher storage capacity and, as such, a longer useful life.

Past attempts to establish an integrated steel industry on the West Coast of Canada have been unsuccessful for at least three reasons: (a) insufficient reserves of a suit-able iron ore supply; (b) a relatively small local market for iron and steel; and (c) the non-availability of an economical process to produce primary iron on a small scale. Today, the reserves of economically mineable ore deposits are ample to support a steel production of 100,000 to 200,-000 tons per annum. The local market has increased so as to be able to absorb most of this capacity. With-in the next few years, a small integrated steel plant, including the "H-Iron" direct iron ore reduction process for electric furnace charge stock production, will be able to show a profitable operation. It must be stressed that the following comments are offered only to assist mineral industry professionals in understanding the issues involved in personal liability. The information and views expressed herein are not intended to be a comprehensive guide or definitive statement of the law and they should not be regarded as a substitute for specific advice for individual situations. Readers should consult their own legal and other professional advisers before applying the content of this paper to their own particular circumstances. It is hardly news that work in the mining industry is governed by a complex regulatory and legal system which is constantly changing, but few realise just how directly they can be affected and become personally liable for any breaches. These may result in civil or criminal proceedings and personal assets are at risk. Owners, company directors, managers and now employees are at risk, together with consultants, contractors and suppliers of equipment or consumables, as well as government inspectors. They are liable for their personal decisions to act (or failure to act) in managing operations or carrying out directions, as well as for the actions of others under their control. This paper identifies the areas where such individuals in the open pit mining industry in Australia face the risk of personal liability and measures which can be used to minimise the risk or which can be used to make out a defence to legal action which could arise. There have always been a myriad of Commonwealth, State and Local Government laws and regulations with which to comply, and now international protocols are being used as a basis to impose greater obligations on all people. Once, the `corporate veil' gave some protection to the individual, but today there is negligible protection from the full force of the law. Not only are there various types of law enforcement officers, but public interest groups, shareholders, customers, suppliers, creditors etc may litigate. This paper is not intended to be an exhaustive discussion of the provisions of all the legislation or case law where individuals can be held) personally liable. These areas would include environmental, pollution and heritage law (including Aboriginal sacred sites); occupational health and safety (including workers' compensation) law; trade practices and fair trading law; contract law; corporations law (including the requirements of the Australian Stock Exchange [ASX] and Australian Securities Commission [ASC]); industrial relations law; anti-discrimination and sexual harassment law; taxation (including superannuation trustee) law; and the Common Law. The focus is on the following areas of regulation, which are outside the usual experience of those in the open pit mining industry (the Mining Acts and Regulations are specifically not dealt with here): ò Environment Law; ò Trade Practices Law; ò Occupational Health and Safety Law; and ò Corporations Law.

IN connection with the question of coal waste and economy in mining, we would call the attention of those interested to an apparatus invented by M. Dernencourt, Superintendent of the Anzin Division of the Anzin Coal Company, North of France. This apparatus is known in France and Belgium under the name of prop screw jack (vis botte), and has been used with good results in the above-named countries for some years past. M. Ponson gives, in his " Traité de l'exploitation des Mines," a description of it (page 533), but as the description given is old, the work not widely known in this country, and as some valuable improvements have been made since, I thought it might be useful to give a description of it, having seen it in operation in 1867, while in Europe to attend the great Exposition, and on a scientific tour to the mining districts of France, Germany, Belgium, and Italy. The prop screw jack is composed of the following pieces: I. The body or column B, Fig. 4 [Plate (1)], of oak or yellow pine, sawed square, the bark taken off, and any length, proportionate to the vein. The smallest are 10 inches diameter at the base, and 9 inches at the top, the height being from 12 to 15 inches less than the size of the vein. In the axis of this column, and at the top end, is a cylindrical opening or hole, C, 2 3/4 inches diameter, 10 inches deep, for the screw, S. II. Two wrought-iron rings, R R, to strengthen the two extremities of the column ; the rings must be put on hot. III. A cast-iron washer, E, with hole in centre a little larger than the screw, to be put on the top of the column, and on which the nut is to rest; the top side of this washer must be faced on the lathe, also the bottom of the nut, to prevent friction. IV. The screw, S, having a total length of 12 inches and a diameter of 21/2 inches (for very high veins this diameter may be in¬creased to 3 inches), and has on its top a wrought-iron plate, T,

"Toronto’s Union Station, a National Historic Site occupying an entire city block, is the busiest commuter rail transportation hub in Canada. An extensive project is being undertaken to revitalize Union Station while maintaining the historical significance of the building and minimizing disruption to commuters. A significant stage of the revitalization involves excavation indoors, to a depth of up to 5.5 m below the existing floor level to create space for a new transit concourse and a new lower-level pedestrian retail concourse. A hybrid excavation support system utilizing micropiles as soldier piles was constructed over an 18 month period between 2010 and 2011.Development and testing of connections between the micropiles, shotcrete facing, lagging, walers, and tiebacks presented significant challenges. The existing viaduct structure was constructed in the 1920’s on land reclaimed from Toronto Harbour, so there was significant (and ongoing) uncertainty with respect to buried obstructions including relic timber wharfs and abandoned steel and timber piles. Collectively all these conditions precluded the use of conventional methodology; new techniques, installed using modified equipment, and for the first time in the Greater Toronto Area, were required.Details of the existing site conditions, installation challenges, design, construction and performance of the hybrid excavation support system inside this historic structure are presented.INTRODUCTIONUnion Station in Toronto, Ontario is the busiest passenger rail facility in Canada, with 65 million passengers annually and an average of 200,000 passengers each day. Construction of the station was completed in 1920. It has been designated a National Historic Site of Canada and inducted into the North America Railway Hall of Fame in the Facility and Structure category.The Union Station Revitalization Project (USRP) was tendered in 2010 and awarded as a 6-year, $450M construction management / trade contract package. Included was a large scale grade reduction, referred to as “The Dig Down”, to create two basement levels and this required extensive excavation support constructed entirely indoors within the active station setting."

"In an environment of rising energy prices and mining at greater depths, cost-efficient loading and hauling equipment is essential. Conducted at an underground mining operation, this study analyzes the energy consumption and gas emissions of diesel and electric load-haul-dump machines (LHDs) with similar bucket capacities. Based on energy prices from the first quarter of 2014, results of discrete event simulation show that energy costs for diesel and electric LHDs are US$0.24/t and US$0.07/t, respectively. Also, diesel LHDs emit 2.68 kg CO2 per litre of diesel fuel, whereas using electric machines reduces the need for ventilation to mitigate engine heat and emissions and reduces energy costs.RÉSUMÉ Dans un contexte de croissance des prix de l’énergie et d’exploitation minière à des profondeurs de plus en plus grandes, il est essentiel d’avoir des équipements de chargement et de transport les plus rentables possible. La présente étude, effectuée dans une mine souterraine, analyse la consommation énergétique et les émissions de gaz de chargeuses-navettes (LHD) au diésel et à l’électricité ayant des capacités de godet similaires. En se basant sur les prix courants de l’énergie, les résultats d’une simulation d’événements discrets montrent que les coûts énergétiques pour les LHD au diésel et à l’électricité sont respectivement de 0,24 $US/t et de 0,07 $US/t. The Ernest Henry copper-gold project is located in North West Queensland, Australia and commenced production in late August 1997. Utilising a philosophy of selecting the biggest proven equipment available Ernest Henry at full production will treat 9 Mtpa through a single grinding line over a 15 year mine life. 350.000 tonnes of concentrate a year will be produced, containing 95,000 tonnes of copper and 120,000ounces of gold. The two mills recently commissioned at the Ernest Henry Copper/Gold Mine are a 10.4m x 5.1m (34 ft x 16.75 ft) SAG Mill and a 6.1m x 8.4m (20 ft x 27.5 ft) ball mill. The mills have a power draw of 11 MW (14745 hp) and 5.5 MW (7373hp) respectively. While the SAG Mill is not the largest SAG Mill in the world, it is the largest shell-supported SAG Mill in the world. The Ernest Henry mills epitomise the new standard design of large grinding mills. The design was introduced more than 20years ago and has been further developed from extensive experience with grinding mills and the need to produce a design, which overcomes the recognised problems of large mills. The result is a design with the potential to be used for mills up to the largest for which machine tools can be found to fabricate and machine them. currently approximately 15m (48')overall diameter.
