The Surface Water Supply Project Segment B3 is a 4 miles section of tunnel that will run East- West in Houston TX, from Hopper St to I-45. The tunnel will be mined by using a 128" Dia refurbished 1987 Lovat Tunnel Boring Machine capable of operating in Open or EPB mode. The tunnel will be temporarily supported with ribs and lagging and a 96" Dia pipe will be grouted into place. All four miles of this project are within Petroleum Pipeline Easements. The project includes seven shafts, 2000' of tunnel in potentially petroleum contaminated ground, crossing the Hardy Toll d, I-45, the nion Pacic ailroad ight of Way and multiple oil and gas pipeline crossings. This paper summarizes the planning and drive performed to date.

RECENT years have seen important practical advances in the construction of recording instruments for use with thermocouples. The difficulties of the problem will be appreciated when it is remembered that a 10° F. change in temperature of a base-metal couple at 1500° means a change in the electromotive force of about 0.00035 volt. In a circuit having a resistance of 350 ohms, this means a change in the current of 0.00000,1 amp.; and despite this requirement of great sensitivity the instruments must be sufficiently robust to withstand the rough usage which is so often their lot. Two methods are in common use for the measurement of the electromotive force produced by a thermocouple: 1. The milliammeter method, in which the current produced by the thermocouple in a circuit of known resistance is measured and from. this the electromotive force is deduced by Ohm's law. 2. The potentiometer method in which a known potential difference is opposed to the thermocouple electromotive force. The use of thermocouple and milliammeter for measuring temperature introduces some possible sources of error, for the reading depends on a number of factors, including the following: (1) Electromotive force set up at the hot junction, (2) electromotive force set up at the cold junction, (3) resistance of the circuit including thermocouple, lead wires, and meter, (4) field strength of magnets, (5) strength of controlling springs in meter, (6) friction at pivots, of pointer on paper, etc. It is obviously necessary to so design and maintain the installation that the reading is independent of all the factors except the first. The electromotive force set up at the cold junction can easily be taken care of provided it is constant. This has been approximately accomplished by burying the cold junction in the ground or actually secured by locating it in a container, the temperature of which is kept constant by means of a thermostat.

MR. ENZI: hank you very much. I'm sure there?s a lot of you out there just realizing that Rock Springs and Gillette is not one city. I'm sure there's a lot of you wondering why a person from a town who has the image in the national media that the town of Gillette has is talking to you about image. I had a person this morning ask me if Gillette wasn't the end of the world. The only response I can give is "no, but you can see it from there." We have been researched a lot and, I realize, we've been very lucky because I've observed that researchers cause cancer in rats. In fact a wonder drug is one that has no effect on mice. In fact I've been thinking of posting a sign in my office that would read "due to the large number of interviews by journalists who already have their articles written, we would most respectfully request that anyone wishing to insult the city of Gillette, please limit themselves to 3,000 words or 15 insults, whichever is shorter." I don't know if any of you saw the article in Playboy about three months ago on the city of Gillette. What you probably don't realize about that article is that that was an attempt by Playboy magazine to see if they couldn't change their image to a national municipal magazine. I think it's important to know Gillette is the frontier city, a pioneer city, it's a shopping center for northeast Wyoming and most importantly, we're the energy capital of the nation. We're on the threshold of the Powder River Basin and we will be the nation's energy solution. Besides coal, we're, already the heart of the state's leading oil producing area and we have vast uranium resources. But I, want to tell you the biggest resource that we have is, the people who have come to live in Gillette. You will find Gillette a busy, young, pulsating community. We're experiencing the excitement of growth. We're welcoming a higher percentage of newcomers than any other town in the nation. Yes, growth to us is exciting. Where else can you get ten years of experience in two years? We realize you can't maintain the status quo. Growth can be painful but not as painful as the alternative, recession and depression. For a little bit of background, we are now at 16,000 people and we have another 4,000 people who live on the outside but look like they live on the inside. The Census Bureau says that we have, 11,225 people but we have that many people in a traffic jam on the Douglas Highway in one day. I?ll , tell you about a few things happening in Gillette. I think it's very important to emphasize that I didn't , do these things; it's the youth and the energy of the community that has done these things. Right now the city of Gillette has 32 major projects underway. We have water for 50,000 people and we're seeking more water. The city in 1975 was 1 .8 square miles. Last year alone we annexed I square mile. We build 10 miles of paved streets a year. For the last 8 years we've doubled our parks' budget. I

"It is generally felt that flow-through shares face a bleak future under the set of tax rules proposed in the federal government's tax reform white paper. Industry and government circles are beginning to give thought to alternatives to flow through as a mechanism for facilitating equity financing in the exploration industry. Despite suggestions that grants and tax credits may someday be on the table, industry is sticking to its position that there is no substitute for flow-through. Alternatives toFlow-throughProposals in the federal government's tax reform white paper have cast significant doubt on the ability of the mining industry to raise risk capital after 1989by way of flow-through shares. There is serious concern that introduction of the ""cumulative net investment loss"" (CNIL) rules, the phase-out of the mining explorati0! 1 depletion allowance (MEDA), and the Increased capital gains inclusion (750/0 versus 50%, at present) will make the economics of flow-through so unattractive after 1989 that these shares will hold little appeal to most investors. The question might be raised, then, as to what alternatives exist by way of tax or other government assistance that could help the exploration sector.The purpose of this paper is to survey the types of government incentives that could be of some value to explorationists and to the mining industry in general. For the past several years, flow-through has been in the spotlight insofar as incentives to the exploration industry are concerned. Other potentially useful and attractive incentives have been partially hidden in the shadow of flow-through. These incentives, in certain circumstances, can be of considerable benefit, and should not be ignored."

Information technology (IT) initiatives in the past have tended to be sold on their ability to maximize resource output and return on capital by using assets more effectively and efficiently. Many IT projects fail, not delivering return on their investment. This is known in the IT industry as the ?productivity paradox,? where increasing investments in IT do not result in comparable increases in productivity. Experiences and studies of most business sectors reveal that this paradox is rooted in the false assumption that more IT spending automatically results in financial benefit, whereas the true source of benefits is in how effectively IT is used. Most business sectors have accepted that the reengineering of processes is required to gain the full benefits promised of IT. A mining operation has organizational processes similar to most business sectors but unique operational processes. The lessons of changing business practice in more common business processes such as inventory control and customer-supplier relationships can be adequately transposed into a mine. The unique operational processes in mines, in turn require unique redesign efforts. Several enabling information technology opportunities have recently become available, such as more integrated mine production management systems and tactical manger training simulators. This paper reviews the latest IT products and ou lines the processes and kinds of change that will be required in order to benefit from these new investment options.

Without question, draglines are one if not the most effective tools available to the surface mining industry for overburden handling. With few moving parts and a two- or threeman crew, this machine silently sits and chews into millions of yards of overburden annually. A 100 cubic yard machine operating for 30 years will excavate three-quarters of a billion yards of material during that time. That is 750,000,OOO yards of material!

May I, at the very outset of this second gathering, congratulate the Institute on the great progress that has been made in the interval. At the first meeting in New Zealand in the year 1903, I understand that less than 20 persons were present, and now in the large concourse before me I believe there are not fewer than 140 persons, while if every member of the Institute to-day where here there would be over 500 with usagreat change from a membership of only 250 in 1903. I feel deeply appreciative of the honour you have conferred upon me by electing me your President for the year 1911. Data management has become a massive tool from a simple data collector towards a control and optimization tool. Sensors controlling concrete maturity and supporting the precast team to optimize the concrete mix. These state of the art and new innovations will be presented in this paper.

The paper discusses how automation is steadily proceeding throughout all areas of the electrolytic zinc industry. Fluid bed roasters with integral sulphuric acid plants are now on -computer control. Highly efficient, continuous leaching and purification stages, with feed-forward predictive and optimisation computer control, precede electrolytic cells with on-stream solution analysers and automatic stripping of deposited zinc. Controlled electric induction furnaces feed continuous casting lines, equipped with automatic stacking and strapping, machines, after computer based metal analysis has confirmed metal purity or alloy composition. The paper also discusses the use of computer models tied to process control systems, and the equipment and solution measurements that could be automated with advantage, using modern micro-based controllers and analysers.

To understand the effect of thermal loading from HLW on the groundwater flow nearby, the coupling of TH in an equivalent porous medium is studied. Results indicate that under given conditions the alteration of groundwater flow by decay heat is localized phenomena. More comprehensive studies are underway for THM coupling. Zum Verstandnis fur die Wirkung der thermischen Belastung von HLW in der Nahe von Grundwasserstrom, ist die Verbindung von TH in den entsprechenden porigen Medium erarbeitet. Die Ergebnisse zeigen, dass unter vorgegebenen Bedingungen die Anderung von Grundwasserstrom durch Zerfallwarme lokalisiert wird. Zusatzliche umfassende Arbeiten sind fur die THM Kupplung auf dem Wege. Pour comprendre l'effet du chargement thermique de HLW sur l'écoulement d'eaux souterraines tout près, l'accouplement du TH dans un milieu poreux équivalent est étudié. Les résultats indiquent que dans des conditions données le changement d'écoulement d'eaux souterraines par la chaleur d'affaiblissement est des phénomènes localisés. Des études plus complètes sont en cours pour l'accouplement de THM.

"Electrolytic Manganese Residue (EMR) was used as the main material to prepare cementing material activator for the utilization of the residue from electrolytic manganese dioxide (EMD) or electrolytic metallic manganese (EMM) production. The effects of chemical activation, thermal activation and mechanical activation on retarding activity and excitation activity of EMR were investigated according to the setting time and activity index of EMR-slag cementing material. The results showed that the EMR exhibited good activating performance after being ball-milled for 18 min and then treated for 1-2 hours at temperature range of 350-450 ?. The optimal properties of cementing material activator were achieved at the weight percent ratio 30 : 3 : 5 of EMR/Ca(OH)2/cement clinker.IntroductionMany hazardous industrial solid wastes such as blast furnace slag, fly ash, steelmaking slag, chromic slag and electrolytic manganese residue [1] are generated n China and their amounts increases every year. The accumulation of the solid wastes during past years is very huge and they could be hardly recycled effectively as a sustainable resource. 2.35 billion tons of industrial solid wastes have been produced up to now [2]. It is estimated that they would exceed 3.3 billion tons by the end of 2015 [3]. On the other hand, the quick development of Chinese infrastructural construction needs more cementing materials. The production of traditional building materials consumes lots of natural resource such as clay and limestone and discharges at least 1 ton CO2 and other pollutants per ton clinker [4]. Therefore, it is necessary to develop new types of cementing materials instead of clinker [5,6]."

As concerns about the environment and the disposal of industrial wastes increase, the utilization of spent refractories from electric arc furnaces (EAF) is receiving more attention. Longer service life of refractories in an EAF can be achieved by foaming MgO saturated slag. The refractory wastes removed from a melt shop can be utilized as a part of these slags. The Albany Research Center is conducting research on recycling spent basic refractory materials as EAF slag conditioners. A good foaming slag should be a creamy, MgO saturated slag, which contains some solid particles (MgO-FeO). A computer model was developed to calculate the dual saturated slag chemistry with respect to CaO and MgO, the MgO saturated slag chemistry, and the solid content in solution. The effects of C/S ratio, AhO3 and temperature on the MgOsaturated slag as calculated by the model will be discussed.

Investigations of the fundamental factors involved in the performance of various coal-cleaning processes have constituted a substantial portion of the research 011 coal cleaning conducted by the Bureau of Mines. These detailed studies of the mechanism of separating coal from impurity in various cleaning devices were undertaken to provide the coal industry with information that is helpful in selecting the type of cleaner most suitable for treating a particular coal. Previous reports describing these investigations have dealt with the wet table,1 the pneumatic table,' and the plunger,3 pulsator.4 and Baum types5 of jigs. The present report compares the performance of three commonly used units treating the same coal—a pneumatic jig, also known as the air-flow. cleaner, a pneumatic table, and a Baum-type jig. Object and Plan The fact that pneumatic coal-cleaning processes are less efficient than wet-washing methods because they are unable to make as sharp a separation between coal and impurity is well recogilized. The literature, however, contains little quantitative in- formation on the relative performances of the two types of cleaners. The object of the present report is to present a detailed comparison of the performances of two pneumatic units and one wet-washing process treating coal from the same bed. Although the information in this report demonstrates that the performance of the pneumatic cleaners is not as good as that of those employing water, it must not be construed as reflecting on the usefullless of such equipment. Performance is often secondary to other factors in the selection of coal-cleaning equipment, and the advantages inherent in pneumatic processes frequently outweigh the limitations imposed by their performance. Specific gravity and particle size are the principal factors that influence the separation of coal from impurity in either pneumatic or wet processes; consequently, the tools available for this investigation were the float-and-sink bath and the screen. Accordingly, the raw coal, clean coal, and refuse samples representing the operation of each type of cleaning unit were first separated into a series of density fractions by means of the float-and-sink bath, and then each density fraction was screened into a series of size fractions. By this procedure the raw coal, clean coal, and refuse were subdivided into components of restricted ranges in density and size. From these data it was possible to determine how the cleaning unit disposed of each component of the raw coal; that is. what proportion of each component is sent to clean coal or rejected as refuse.

Last November, when the British Educational Mission was visiting this country, letters were sent to the various mining schools asking what arrangements had been made for cooperating with British and. French schools. Of the eleven schools from which replies were received, none had taken any definite steps in this direction. The Colorado School of Mines, though, stated that it was offering scholarships to all men who had served in the U. S. Army and Navy during the war. A letter was also sent to Sir Henry Miers, Vice-chancellor of the University of Manchester, who was the head of the British Mission. He replied as follows: "In my opinion the mining profession is second to none in the responsibility of the duties which it involves or to which it leads in all parts of the world; also it is a. profession in which the student or teacher has much to gain by migrating to foreign countries. This applies in a special degree to British students coming to America where they will be able to enlarge their views by a widened experience. We (the Mission) have everywhere found the most, cordial acceptance of such proposals. Several of the British Universities have recently instituted a new doctorate of philosophy attainable after 2 or 3 years course of advanced study; this scheme includes Oxford and Manchester. The conditions admitting to the degree course are that the applicant should be a graduate of an approved University and should show evidence that he is qualified to pursue the course which lie proposes." In a conversation with Prof. Alfred C. Lane, of Tufts College, Sir Henry Miers said that students from Great Britain should be most easily attracted to America, both to universities and colleges and technological institutions.. This meeting marks the point at which the long-standing dissatisfaction with the mineral-land laves, the innumerable protests against them, and the many isolated efforts to obtain relief, have developed into a general movement for the: revision. That part of the mining industry which is affected by these laws has three general organizations to speak for it: the American Institute of Mining Engineers, Mining and Metallurgical Society of America, and the American "A Mining Congress: all of which are represented in this meeting. In the series of able and thoughtful presented here, prominent men have discussed the evils of the present laws aid some of the reforms which should be made in them. We all appreciate fully the ultimate value of these studies; but we are also painfully aware of the fact that discussion of this kind has been going on for a quarter of a century without any other effect than a steady increase in the mass of printed records stored on library shelves. In order to get any practical result we must induce an indifferent government at Washington to act, and to do this we must unite in pushing some practical plan whereby it may act in a simple and effective way and with the least possible amount of criticism or opposition. The actual question before us is not whether the mining laws are bad; for their evils and absurdities are not only beyond discussion but also beyond the resources of a temperate and dignified vocabulary. It is not what particular changes ought to be made; for it is premature to make specific recommendations until there is some one to listen to them. Moreover, we all know that there are wisdom and experience enough available, and awaiting that time, for the creation of a code which would be a model to the mining world. The practical question now is, how to obtain the revision; and since the American Mining Congress has of late restricted its attention to this phase of the problem I wish as one of its representatives here to present its views upon the matter.

The composition of steel and the theory of its heat treatment have been so ably discussed elsewhere that it is unnecessary to go into the subject here. The purpose of this paper is to describe briefly the method of treating drill steel at the Copper Range mines, giving some of the troubles encountered and the manner in which they were overcome or corrected. To study the matter properly, it was necessary to devise a system of records that would show the actual underground performance of the drills. To illustrate this system, the records of the Champion mine are used, as it is at this mine that most of the work along these lines has been done. Reports from each drill machine are made daily by the shop and mine, and tables compiled from these reports show the footage drilled, steel broken, drills received and sent out at the shop, drills sharpened, and bits cut off. These data show what each machine or party is doing and whether the miners' supply of drills is kept up to date. There have been times when the supply of drills has been short and time lost by the miner in looking for drills. The daily records show the number and condition of drills on hand at all times. Under the old method of sharpening, the drills were heated in a coke furnace, the proper degree of heat being judged by color. Then they were sharpened in a machine, reheated in a second coke furnace where the proper heat was again determined by color, and quenched in water. While this method was fairly successful in the hands of a careful workman and for the solid steel used in the old piston drill machine, the introduction of the faster water machine, using hollow steel, produced changes both underground and in the shop. Much more was expected of the hollow-steel and hammer-type machine, with its improved method of rotation, but troubles due to breakage, burnt bits, uneven tempering, etc., at once appeared.

A quantitative method for evaluating density of slime coatings has been developed and applied to formation of iron oxide slime coatings on quartz and on corundum. Slime coating density is related to flotation recovery and to properties of the electrical double layer at mineral surfaces. IN spite of considerable study, the nature of slime coatings in flotation is still not completely understood. However, phenomena that control floc-culation and dispersion of colloidal systems are now interpreted in terms of electrical double layers.",' Colloids will flocculate even though the particles carry the same charge, but when two dispersed colloids of opposite charge are mixed. flocculation ensues even more rapidly. Analogous phenomena seem responsible for slime coating on minerals in flotation systems. To shed new light on the issue it was considered desirable to devise a tool that would measure slime coatings. The usual method has been to examine photographs of presumably representative surfaces, after. an intervening washing in running water. But such an examination is non-quantitative, and the changes in chemical environment represented by the washing may have removed the slime coatings that existed during flotation. To provide the possibility for a correlation with electrical double layer phenomena, the experiments were made with quartz, corundum, and iron oxide, for which elec-trokinetic data are available.'-" Since the properties of the electrical double layers of these oxides depend on the pH of the solution, pH will be the most important variable. Furthermore, because the zero point of charge for silica, iron oxide, and alumina occurs at pH 3.7, 8, and 9.5, respectively, the relative charge on the slime and mineral can be changed over wide ranges. Because of its practical importance in quartz flotation, iron oxide powder was chosen as the slime. Also, its uniform composition, contrasting color, and ease of analysis make experimentation simple. In this investigation, correlation was sought between the effect on flotation recovery of slime addition and slime coating density. Materials and Methods Details are available in a thesis by Miaw." The quartz was selected from pure Brazilian crystalline quartz, crushed, sized (65/150 mesh) acid-cleaned, washed, and stored in conductivity water. The corundum (synthetic alumina of high purity prepared by Linde Co., Chicago) was crushed, sized (65/100 mesh) deslimed, boiled in nitric acid, washed, and stored in conductivity water. The iron oxide slime, reagent-grade ferric oxide (—400 mesh) from Allied Chemical & Dye Corp., was heated to 160°C, cooled, and stored in a vacuum desiccator. In the electron microscope the slime particles appeared to be about 0.3µ in size, but their large specific surface (87,900 cm per g, by gas-adsorption method, using krypton) suggests that the actual particles are smaller than 0.3r. Had they been perfect nonporous spheres, they would have had a diameter of 0.13µ.

"In 2016, the estimated value of total nonfuel mineral production in the United States was $74.6 billion, a slight increase from the revised total of $73.4 billion in 2015 (Table 1). Increased construction activity spurred increased production of industrial minerals, especially those used in infrastructure and residential construction. Although starting the year relatively low, prices for several metals, especially for some of the precious metals, began to trend upward. Decreased production of most metals produced in the United States, however, contributed to an overall decline in the value of metal production.Several U.S. metal mines and processing facilities were idled or closed permanently in 2016, including iron ore mines in Michigan and Minnesota; three primary aluminum smelters in Indiana, Missouri and Washington; one secondary zinc smelter in North Carolina; a titanium sponge facility in Utah and titanium mineral operations in Virginia. In addition, in May, the weekly average rig count for oil and gas drilling reached its lowest level since the 1940s when that measurement was first recorded. The reduced drilling activity resulted in decreased production of some industrial mineral products used in the drilling sector.
