Economics is a social science dealing with the allocation of scarce resources. In modern times the “science” was identified by Adam Smith in his book, The Wealth of Nations, written in 1776. Mr.Smith, highly influenced by the Mercantilists of the 17th and 18th centuries, identified the “Invisible Hand” which would lead every individual to pursue selfish rewards in purchasing goods. He speculated these selfish motives would result in the best good for all. Price would be determined by barter, at a point where self-centered customers and vendors were mutually satisfied. Today, Smith’s theory is known throughout the world as “Capitalism” but most often termed “Free Enterprise” in the United States.

For the last decade, we have read about the great technical innovation that is coming to the mining industry that will increase safety and productivity. There is consensus that it will be a technical innovation that will produce a step change in mining costs and outputs (as opposed to bigger machines or less people); however, this innovation (while freely available) has not taken hold in the industry. While there are a few mines that have embraced technology, the majority of underground mines simply do not have the expertise or technical capability to implement innovation and automation.With unexploited mineral deposits becoming deeper and more remote, and thus more hazardous to mine, telepresence offers the ability to remotely execute production tasks while separating personnel from hazards. As the technologies required to deliver telepresence mature, the potential for there to be no personnel underground during production activities is becoming a reality (the ‘dark factory’). So significant is the capacity of telepresence to mitigate risk, it is proposed that it be included as a separate entry in the hierarchy of hazard mitigation controls.Technical innovation such as the optimised short-term interval control of the production process and the automation of underground mobile fleets offer significant increases in production along with lower operating costs. This paper explores the most critical components for the successful implementation of technology in underground mining; redundant, robust and high-bandwidth communications networks to carry data from distributed networks of smart sensors and to convey teleoperation commands; and high-definition video to provide operators with detailed, real-time data. The days of analogue ‘leaky feeder’ as a base case for communications are over. The human resources required to support the expected wave of innovation are significant and will be difficult to maintain in remote areas as the same skills and expertise are in demand in other industries.The paper highlights barriers to innovation in the mining industry, and a lack of technical and scientific expertise within the industry to be able to identify, implement and manage technologies that can increase safety and productivity. As well, an over-reliance on basic net present value (NPV) financial analysis that is used in the industry punishes investment in technology (capital expenditure; CAPEX) and accepts higher operating expenditure (OPEX) due to the discounting of future savings in operating costs.CITATION:Cronin, J, 2017. [The Bureau of Mines selected Anahuac for a petroleum-engineering study because it is one of the notable fields of the Gulf Coast region. It is outstanding because the producing formation is very thick; ever modern technique of drilling' and development has been applied; complete records of all operations,, including detailed subsurface information have been kept; the field has ,been developed systematically; and every effort has been made to utilize the reservoir energy efficiently. Data and information pertaining to the development anal operation were collected, compiled, and studied by the writers as if the field were under single ownership. The chief aim of the study was to increase the accuracy of the existing methods of estimating reserves by applying all the data collected during the modern development of an oil field, These scientific aids include coring; electric logging; micropaleontology determinations of porosity, permeability of oil-bearing sands, and their connate water content; subsurface sampling of the reservoir oil; and depth-pressure measurements. Because the reservoir structure in the Anahuac field is extremely complex, special attention was given to methods of calculating the reservoir volume.]

The Noranda smelter was built by Noranda Mines, Limited, from the designs of A. E. Wheeler, consulting metallurgist, New York, for the reduction of ores and concentrates from the Horne mine, and to treat, on a custom basis, ores and concentrates from other mines in the Rouyn district. The smelter is situated at Noranda in western Quebec, about 330 miles directly north of Toronto. Ground was first broken for construction in November, 1925, before the completion of the branch railway into the district, which was not finished until October, 1926. After many difficulties and delays due to the Jack 'of transportation and the severe weather during the winter months, the smelter was started in December, 1927, and the first blister copper was poured on December 17th. The smelter was built throughout in two duplicate units, each with a rated capacity of 500 tons of ore per day. Operations were started with only one unit, and after several months it was found that one unit alone would smelt 1,000 tons of ore per day. At this time only one shaft, No. 3, existed, and its hoisting capacity and the capacity of the original crushing plant were insufficient to supply ore for two units at the increased tonnage. Accordingly No. 4 shaft was sunk and a new crushing plant provided to handle the ore hoisted there. This work was completed in the latter part of November, 1929, and since that time both smelter units have been operating.

"The ninth yearly National Safety Competition covering the calendar year 1933, conducted by the United States Bureau of Mines, w participated in by 332 mines and quarries situated in 35 States. Enrollment represented as increase of 10 plants over 1932, and one addition was made to the number of States represented.The primary purpose of the United. States Bureau of Mines in conducting the contest is to promote safety in United States mineral industries. This purpose is accomplished directly through the efforts of the competing companies and their employees to win first place in the competition and thereupon receive recognition on a national scale for their achievement the purpose is accomplished indirectly through studies by the United States Bureau of Mines of the facts contained in the accident reports the competing companies furnish to enable the Bureau to compute the accident rates that are the basis for determining the winners of the contest.The statistics which constitute the basis for determining the winning companies and the relative standing of all companies are prepared uniformly without regard to the States in which the companies operate, or to differences in classes of accidents covered by State laws relating to compensation for injuries resulting, from industrial accidents.Bronze trophies, known as 'Sentinels of Safety', which were provided by The Explosives Engineer magazine to be awarded annually by the Bureau of Mines, were presented to five companies in the contest of 1933, each company having established the best accident-prevention record within one of the five classes into which all companies were divided, namely, anthracite-mining companies, bituminous-coal-mining companies, metal-mining companies, operators of nonmetallic-mineral mines other than coal mines, and quarries or opencut mines. The trophies are awarded for 1 year and are then transferred to the winners of the succeeding year's contest.The trophy for bituincus-coal mines was won by a company in Wyoming. A company in Tennessee won the trophy for metal mining. In the nonmetal-mine group the trophy was again won by a company in New York. A quarry in Michigan won the trophy for the quarry-and-opencut-mine group. The trophy for anthracite mines remains in Pennsylvania, as all anthracite mines in the contest are in that State."

NAUTILUS MINERALS is a leader in the commercial exploration for and evaluation of seafloor massive sulfide (?SMS?) deposits. Nautilus has exploration licences covering 15,000 sq km of seafloor in Papua New Guinea and is evaluating other areas in the Western Pacific. The Nautilus Western Pacific Gold-Copper project is an interesting case study of the interaction of the disciplines of Science, Engineering and Environmental Science to solve and attend to the challenges of a project without precedence. The Science books of geology and marine biology with respect to seafloor massive sulfides are still being written or at best are thin volumes with recognition still we know very little at this time. Science?s early discoveries and study of these mineral processes on the seafloor provided invaluable data from which to develop an exploration strategy and the genesis of Nautilus itself. The Engineering required for development of such deposits is a combination of yet to be tested ?theory and engineering principles? and adaptation of best practice from other fields such as oil/gas and telecommunication cable laying. The Environmental guidelines for exploring these deposits, let alone mining them, is at the moment still being debated by a panel of experts chosen by the International Seabed Authority.

An example illustrates the use of ASTM Standard E901-82, Classification System for Uranium Resources. The example demonstrates the dynamic nature of the process of classification and attests to the necessity of addressing both the aggregate needs of broad-scale resource planning and the specific needs of individual property evaluation. Problems that ,remain in fixing the classification of a given uranium resource include the uncertainty in estimating the quantity of undiscovered resources and resolving the differences that may exist in deciding when the drill-hole spacing is adequate to determine the tonnage and grade of discovered resources.

In terms of underground tunnelling in metres advance per capita, Australasia compares well with the best world performers. This is because of the large number of metalliferous mines, coalmines and civil tunnelling projects, with the Australian tunnel advance for civil and mining projects exceeding 625?km/a. In terms of hard rock quarry extraction, Australia produces approximately 200?Mt/a of aggregates, roadbase, fill material and specialist rock products from its quarries, which equates to approximately 8?t/capita. Australian mining and tunnelling contractors are also of world standard and are used to excavating in a variable range of ground conditions in a competitive environment. One author has been involved in tunnel and underground space planning and quarrying in Australia for the past 25 years and predicts that, over the next 20 years, there will be a major swing towards underground space for commercial uses. This paper identifies the potential uses of underground commercial excavation and the planning and geotechnical challenges for the future. Underground quarrying creates new opportunities to extend existing quarries within their urban footprint with minimum impact on the surrounding community. Investigations by the authors reveal that there are very few cities in the world that actually incorporate underground space planning in their city plans. However, cities such as Helsinki have been planned in detail to utilise the rock resources beneath them. No sector of the mining industry is more closely tied to local communities than aggregates. Noise, dust, traffic, visuals aesthetics and environmental impacts all fall under the purview of neighbours, local governments and nongovernment organizations. It is no surprise that aggregate operations may not be welcome neighbors in many communities. In British Columbia (BC), the regulatory environment for aggregate operations includes a local component of municipal bylaws and land use-planning in addition to the usual suite of federal and provincial statutes that apply to its sister mining sectors. Additionally, under common law aggregate extraction is not considered to be a land use subject to land use zoning, and some aggregate processing activities can be regulated by zoning. Often traversing multiple local government jurisdictions, aggregate producers find themselves negotiating not only local traffic, but also a mosaic of regulatory environments. There is an opportunity in this present situation to facilitate the application of current technology and practices in the mitigation of many community and environmental concerns associated with aggregate operations. Moving a bulk commodity is a volume-based business, and operators often don?t have time for matters that don?t directly or obviously affect the bottom line. Regulatory agencies often play multiple and complex roles with respect to their industry, not the least of which is the fiduciary role. Balancing how and when to assist an industry is often a difficult decision. For the aggregate industry in BC, the Ministry of Energy and Mines saw an opportunity to assist not only aggregate operators, but also regulatory agencies, local governments, and the general public. Through investing in the Aggregate Operators Best Management Practices Handbook (handbook) project, the Ministry of Energy and Mines (MEM) believes that it will realize a return of upheld community values, enhanced environmental protection, improved regulatory compliance, reduce disputes and a stronger provincial aggregate industry. It is the intent to publish the handbook electronically through the MEM website later this year.

This paper examines innovation in relation to the availability of anew material: the metal titanium. The paper aims to highlight the need for the inclusion of entrepreneurial innovation as a necessary focus area in the development of a titanium metal value chain. Both the Department of Science and Technology (DST) and the Department of Mineral Resources (DMR) have identified the creation of titanium metals production capabilities as a key growth area for South Africa. Using historical literature as a source of data, the activities of selected innovators who used titanium metal as a central component in their success, were investigated. The origin of the process innovation behind the titanium metals industry, and two titanium product innovations: namely, medical implants and sporting goods, were detailed as case studies. It was found that individual innovators were responsible for the creation, and rapid growth, of the titanium industry and titanium product applications. There is a need to link the current research and development into titanium metals production with individuals and organizations capable of commercializing innovative processes and products.

In May 1991, AZSA commissioned a new conventional Cell House. This paper focuses on the major improvements introduced in the design and the construction of the equipment, machinery and control. An effective control system together with good reporting and routine operation has resulted in quality control of the Cell House at the highest possible level. Consequently the monthly current efficiency consistently averages above 93 per cent with a total energy usage of 3000 AC kWh/t of cathode zinc. The new concept for the year 2000 and beyond is introduced.

"Suggestions have been made that the appraisal of mining assets using discounted cash flow techniques should be based solely on proven and probable reserves in reliance upon the widespread international recognition of uniform resource definitions. Following a review of general accepted valuation principles, a survey of the literature and, most importantly, a review of real transactions in the open market, it is clear that valuators should not be constrained by the growing acceptance of modern mineral resource codes. On the contrary, valuation practitioners should be encouraged to examine all classes of mineralization and, after making due allowance for risk, to utilize all mineral resources as a basis for determining fair market value.INTRODUCTIONGreat strides have been made recently in achieving an international consensus on mineral reserve and resource definitions and classifications. The Australasian JORC code, the CIM code in Canada, the SME proposal in the United States and even a proposed code from the United Nations have all brought the objective within reach.Unfortunately, this success has led to another problem for mineral valuators. Certain securities regulators, tax collectors and their ilk have begun to expound on the opinion that discounted cash flow projections carried out to calculate net present values that would form the basis for a valuation determination should be based solely on proven and probable reserves. No one who knows the conditions of altitude, difficulty of access, shortness of working-season, etc., under which the work of the U. S. Geological Survey in the Rocky Mountains is carried on, can fail to be impressed with the magnitude and accuracy of the results obtained. Yet, in the necessarily brief time given to any one district, maily minor features must remain unregistered. The purpose of this paper is merely to place on record observations, made during nearly eighteen years, of local phenomena in themselves unimportant, which, however, if collated with similar memoranda from neighboring regions, may lead to something of value. The Telluride quadrangle in southwest Colorado is a tract of fifteen geographical minutes on a side, the NW. corner of which is in Long. 108º W., Lat. 38º N. Topographically it is essentially a lofty horseshoe, some of the peaks of which rise more than 14,000 ft. above tide, the interior (with an average altitude of 9000 ft.) being the eastern edge of the rolling Colorado-Utah plateau, and, in its turn, deeply cut by the canons of the San Miguel river and its tributaries. The range-summits are mainly igneous rocks, partly intrusive (such as massive " stocks" and laccolites, left bare by superior erosion), but mostly bedded volcanics of an average vertical thickness of 3500 ft., which change with changing height from andesite to rhyolite. The lowest series of these volcanic rocks, known as the San Juan formation, lies conformably upon the sedimentary San Miguel conglomerate, which dips gently east., and is attributed provisionally to the

Description of the Springhill Coal Field The Springhill coal basin, which lies in the approximate centre of Cumberland county, Nova Scotia, is of Carboniferous age, and forms a syncline plunging to the westward at an angle of 32° at the outcrop but gradually flattening to the dip. It contains several workable seams of varying thicknesses, a generalized section of the measures in descending order from the surface being: [] The 1,114 feet of strata is composed of shales and sandstones, and all of the coal seams mentioned, with the exception of No. 4 and No. 5, have been mined commercially. The coal is said to be the best steam and domestic coal in the Province of Nova Scotia.

The United States produces about 30 percent of the world output of salt. Numerous deposits occur in widely separated areas, but the leading producing States are California, Kansas, Louisiana, Michigan, New York, Ohio, Texas, Utah, and West Virginia. Although no great amount of salt is produced at present in Pennsylvania, the potential sources in that State recently aroused a good deal of interest. The United States salt industry is highly organized; it comprises fewer companies than when small crude works with primitive methods and equipment eked out salt for local needs, but concentration of output brought about by modern inventions and methods of production has improved the quality of the produce greatly and accelerated production.

Dundee Cement Company was incorporated in 1958. The equity capital for the venture was supplied by a Swiss firm called Holderbank Financier and a group of its principals. Holderbank Financier, a holding company, is a direct outgrowth of Holderbank Cement Company, a company founded in 1912 by the father of Dr Hans Gygi who is the president of Dundee Cement Company and a member of the Board of Holderbank Financier. From one plant in 1912 located in Zurich, Switzerland, Holderbank grew to its present size of 32 plants in 17 countries, having a capacity of 90 million barrels of cement per year. Dundee Cement Company constructed its first cement plant near the little town of Dundee, Michigan. This site was selected because there is an abundance of limestone and clay of the correct chemical composition for cement manufacture and the deposit was advantageously located near the large population centers of Detroit, Toledo, Cleveland, and Chicago. Construction of the 5. 5 million barrel, two kiln, plant was completed and the plant started up in the fall of 1959. After a year or two of the usual problems in a new plant and the expected difficulty of breaking into a nearly saturated market, Dundee began to prosper.

In laboratory experiments, the Bureau of Mines investigated melting, quenching, and sulfuric acid leaching of alumina from mixtures of albite and anorthite, and from anorthosites containing 26 to 32 percent alumina. Variations in pouring temperature, quenching and leaching conditions, were studied with respect to the extraction of alumina and impurities. Virtually all of the alumina was dissolved by leaching melted and quenched California anorthosite in boiling 16-percent sulfuric acid solutions for 15 to 30 minutes. The leach solutions were readily separable from the solid residue by conventional thickening and filtration techniques. Only 2 to 5 grams of SiO2, Fe2O3, or CaO dissolved per 100 grams of alumina. The quantity of SiOz in solution varied inversely with the duration of the leach and with the concentration of the H2SO4 solution used. Melted and quenched Wyoming and Minnesota anorthosites with SiO2:CaO weight ratios of 4.3 and 3.2, respectively, were less amenable to sulfuric acid leaching than California anorthosite with an SiO2:CaO weight ratio of 5.3. However, excellent results were obtained on the Wyoming and Minnesota anorthosites by the addition of SiO2 to these materials before melting, in quantities sufficient to adjust the SiO2:CaO weight ratios of the furnace charges to between 4 and 6.

"Developed countries are in the midst of re-structuring education in minerals-related disciplines as raw materials, once vital to wealth generation, contribute progressively less to the economy. The changing circumstances mean institutions must justify mineral processing by new criteria. After considering what a mineral processor needs to know the ways to deliver are considered. Taking twenty graduates per year to illustrate, one institute could justify this number as a program in a department or school (of whatever grouping of disciplines). A strong research component would make the package additionally attractive. Divide among four institutions and mineral processing is best served in a research centre with delivery taking advantage of multi-centre and distance learning opportunities.INTRODUCTIONThis is one of five plenary lectures at the Congress. I may have preferred a technical subject, as that is what occupies most of my thinking hours, but it is reasonable as an academic that this topic should come to one of us. The fact the topic has not been high on my agenda may provide one advantage: that I can suggest directions free of pre-conceived notions, just as when reviewing the background to a technical article the temptation to select in support of one?s interpretations is resisted. The trick will be to add something new.One reading of the title seems to query whether mineral processing education has a future. (I will refrain at this juncture from defining mineral processing and assume for now we share an understanding of the term.) The proximity of natural and human resources led to the Industrial Revolution and the interaction continues to stimulate and sustain industrial and economic development in many parts of the world. The search for raw materials has historically played a key role in opening frontier areas, with undersea and outer space next. The reason is obvious: raw materials along with food and energy underpin society. Thus mining will remain part of human activity along with the need to pass on the knowledge and skills.What happens over time is resource relocation. Raw materials become exhausted in one area to be replaced by sources elsewhere; the demand for some materials lessens while growing for others. Educational institutions can find themselves with the wrong geography or with staff focussing on the wrong subjects. When this happens the restructuring produces much discussion. This is where we are in parts of the world. Japan, Western Europe and the United States are the prominent examples (Dowd, 1998; Flemings and Suresh, 2001; McDivitt, 2002). Mineral processing is becoming a series of courses in related disciplines: resource engineering, environment engineering or materials engineering. The start of the transition is evident in Canada and Australia, perhaps earlier than expected given the contribution of raw materials to their economies. A common backdrop in the developed countries is social pressure to reduce the impact of the ?untidy? aspects of life, and that includes mining. (This is not new: in classical times the mine face was the preserve of slaves and convicts.) These values are exportable, potentially affecting recruitment into mining schools everywhere."

"Although South Africa possesses more than 80% of the world’s platinum reserves, its reputation for reliability in supplying platinum to global markets is under threat. This is due to the 49% decrease in output per worker (1999–2014), while the domestic costs have risen by more than 10% annually for the past 5 years. In addition, the continued decline in the commodity price by 38.3% (2012–2016) has resulted in a significant portion of the sector producing at a loss in 2015. The Chamber of Mines (now the Minerals Councilof South Africa) has suggested that solutions to improve productivity and reduce cost pressures are required. This research aims to provide operational excellence through the application of event chain project management (ECPM) to improve productivity and reduce operational costs. A case study was used to carry out research in platinum mines, with data collected using a motion-time study to measure the current efficiency of operations in each mining stope through actual activity durations. The results indicate that through the application of the event chain project management methodology, risks affecting the mining stope schedule can be managed, the efficiency of operations was improved by reducing the time spent on each activity, productivity was increased by shortening the project duration, and operational costs were reduced in the process. IntroductionSouth Africa’s total mining industry production was 4.9% lower in 2016 than in 2015; it decreased by 1.9% year-on-year in December 2016, with the main contributor to this negative trend being the platinum group metals (PGMs) with a drop of 15.1% and contributing -3.8% percentage points (Statistics South Africa, 2016). Although South Africa possesses more than 80% of the world’s platinum reserves, the 8% drop in production output since 2008 has put the platinum mining industry under the threat of being seen as an unreliable supplier to global markets. This decline in production is caused by the 49% decrease in output per worker between 1999 and 2014. In addition, the continued decline in the commodity price by 38.3% from 2012 to 2016 and an increase in operational costs during the same period resulted in a significant portion of the sector producing at a loss in 2015. A turnaround strategy is required to overcome these challenges. The Chamber of Mines has suggested, among others, the need for solutions to improve productivity and reduce cost pressures. The implementation of these solutions will ensure that the PGM industry thrives and reaches its potential of growing production to more than 322 t by 2020 (Baxter, 2016)."
