The 56,000' (17 km) long San Vicente Aqueduct Pipeline tunnel is being constructed using precast concrete rings to act as preliminary ground support through two sections of the bored tunnel with lengths of 9,450' (2.9 km) and 33,700' (10.27 km).The six segment bolted trapezoidal ring was manufactured using a combination of steel fiber reinforced concrete and self compacting concrete in vertical moulds. This paper briefly describes the design and function of the segments, and reviews the development stages of the concrete mix, and the advantages and disadvantages of the adopted manufacturing method.

The current economic climate of low commodity prices and increasing costs has put a lot of pressure on mining companies to ensure their operations will survive through the current economic downturn. While history tells us that the cycle will turn around and prices will go back up again, how many mining companies will be left to take advantage of the next upturn? On average in Australia, the maintenance of mining equipment accounts for up to 50% of operating costs; which equates to nearly $15bn per year. In addition to trying to boost productivity, mining companies are also putting a lot of pressure on reducing costs; all with the intention of maintaining/increasing profit margins and thereby keeping shareholders ?happy?. The whole premise of our economy is based on ?growth? and ?profits?. Movements in the market place force mine owners to ?react? to short term fluctuations. And if that movement is downward; operations people at the sites are forced to start reducing costs. Is this cost reduction done in a logical, systematic way where all risks (short-, medium- and long term) are considered? Invariably, the answer is no! Short term ?fixes? are normally implemented with little, or no, regard for medium- and long-term impact. And the reason for this is that management is not fully focused on the long term; focus is mainly on survival. Decision making is driven by shareholder sentiment and history tells us that this is largely short-term. So given these paramteres to work within, what role can ?Asset Management? play in assisting management to meet shareholder and market requirements whilst still maintaining long-term viability of their operations (to the long-term benefit of shareholders dare I say). As maintenance costs account for nearly half the operating costs of mining companies; the ?smart? management of assets is not only crucial; it is essential for survival in today?s economic climate. What is asset management? Asset Management, according to the UK-based Institute of Asset Management (IAM) is ?the systematic and coordinated activities and practices through which an organization optimally and sustainably manages its assets and asset systems, their associated performance, risks and expenditures over their life cycles for the purpose of achieving its organizational strategic plan.? How important is asset management in today?s mining companies? IAM goes on to say: ?This definition of asset management represents a significantly greater scope than just the maintenance or care of physical assets, and is closer to the central purpose of an organization. Good asset management considers and optimizes the conflicting priorities of asset utilization and asset care, of short-term performance opportunities and long-term sustainability, and between capital investments and subsequent operating costs, risks and performance. ?Life cycle? asset management is also more than simply the consideration of capital costs and operating costs over pre-determined asset ?life? assumptions. Truly optimized, whole life asset management includes risk exposures and performance attributes, and considers the asset?s economic life as the result of an optimization process (depending upon the design, utilization, maintenance, obsolescence and other factors).?

"This paper is a practical overview of ways to reduce cost in the design and operation of an Arctic mine. The economically important issues of the Arctic mine that will be addressed include: permafrost and the active zone in general terms; road building in and over permafrost; Arctic geotechnical mine design considerations; pit dewatering techniques in sub-zero temperatures; and blasting frozen materials with techniques to obtain optimal results. A final section on a few special topics conclude this paper.Although this paper primarily refers to near surface conditions more closely associated to an Arctic surface mine, many of the ideas and techniques contained in the paper also apply to the surface construction of an Arctic underground mine."

The province's lignite resources lie mainly in the south, extensions of the much larger deposits in Montana and North Dakota. Because of planned additional capacity, conventional steam power generation will probably remain as the dominant resource usage for many decades. Conversion of coal to other energy forms is receiving emphasis and in the future will compete with steam power generation in terms of quantities used.Economic deposits, minable by present-day technology, have been generally defined. Because a large percentage of the total lignite resource is in seams containing multiple partings, future extraction will become much more difficult and capital intensive.Increased public involvement will ensure that the impacts of future coal mining and usage operations are compatible with environmental and social objectives.

The swift decline of coal during the period of unprecedented expansion in the Canadian economy is a phenomenon deserving careful examination, because the underlying forces contributing to this decline may have broader implications in our national economy. At the present level of technology, coal is more difficult to process, transport and utilize than liquid and gaseous fuels. Fundamentally, it is a matter of limitation in technique. Because coal is a vast store-house of energy in Canada, the reduction of these limitations is in the long-term national interest.

Real2 gross national product (GNP) grew at a seasonally adjusted annual rate of 1.3% in the fourth quarter and at 2.5% for all of 1986, according to the most recent Department of Commerce estimates table 1). The 1986 GNP growth was the lowest since the recession in 1982, and was slightly below the estimate published in the last issue of Minerals and Materials. Barriers to greater economic growth in 1986 included the Federal budget deficit, the trade deficit, reduced energy-sector investment because of low oil prices, and uncertainty over changes in the Federal tax code.3 Major sectors of the economy responsible for the fourth-quarter growth included real Government purchases of goods and services, up $19.9 billion from the third-quarter level; real net exports, up $12.2 billion; real residential investment, up $3.0 billion; and nonresidential fixed investment, up $1.5 billion. The increase in Government purchases of goods and services was attributed to the S25.1 billion rise in net purchases of farm products by the Commodity Credit Corp-oration. Real personal consumption expenditures and inventory investment declined, however. Personal consumption expenditures declined primarily because of reduced motor vehicle purchases. Despite only modest growth during the fourth quarter, the economy improved significantly because of the narrowing of the trade deficit and growing employment (table 2) while maintaining low unemployment and inflation rates. Business sounded an optimistic note, with planned increases in current-dollar capital spending of 0.9% for 1987 compared with a 1.7% decrease in 1986. While it is primarily the nonmanufacturing industries that expect to increase investment from 1986 levels, some manufacturing industries are increasing investment by significant percentages as well, notably the steelmaking and nonferrous metals industries (table 3).

Past issues of Minerals and Materials have discussed such aspects of the economy as consumption and investment expenditures, interest rates, productivity, and international trade barriers and their effect on the minerals industry here and abroad. In this issue, we will (l) look at recent indications of a possible economic recovery, (2) present 1983 expectations reflecting the results of industry surveys conducted by the U.S. Department of Commerce (DOC), and (3) briefly discuss the contribution of the U.S. mining industry to total gross national product (GNP). THE RECOVERY Throughout most of 1982, DOC's Composite Index of Leading Indicators provided evidence of impending improvement in the economy. The index increased moderately during eight of the months in 1982 and then jumped an estimated 3.6 percent in January 1983 (table 1). While the leading indicators continued to predict improvement, the general economy, as measured by the Index of Industrial Production, continued its slide through November 1982 (table 2). Finally total industrial production increased in December 1982 and continued on an upward path in January and February, as predicted by the leading indicators.

Introduction It is thirty-odd years since I first entered the mining field by working underground at Anyox, which makes 1t clear that I can qualify as one of the older generation and claim the privilege of dealing in generalities and broad impressions. In this position I find it interesting to re~ view the salient changes that have taken place during the past quarter-century and indulge in some speculations concerning the future, with the hope that my comments may be of value to others engaged in the field of mining geology. As indicated by the title, the treatment is a perspective from a single viewpoint rather than an attempt to give a complete and impartial analysis. This plan, while deficient in some respects, has the advantage of being more specific than one based on .a. compilation of opinions. An additional advantage is brevity, which would be difficult to obtain on a subject of this scope if it were viewed from all angles. In conformity with the general plan, specific references to the literature have been avoided as much as possible, although a number of publications of general nature are listed at the end of the paper. This procedure is intended to give credit to the sources used without making them in any way responsible for the interpretation. The starting point for the discussion is the situation as it existed twenty-five years ago, when, as a recent graduate, I first had a fairly complete picture of it. However there is one impression of an earlier; stage that seems worth mentioning. In one of my first courses in geology the statement was made that some of the leading authorities of the previous generation, who guided geological thought at about the beginning of the century, were inclined to question the value of an association with mining. This attitude was no doubt exceptional, and certainly it was not adopted by the students who laid the groundwork for mining geology in North America. But its existence even in a limited circle is significant m showing how far the application of geology has advanced as the result of the investigations started during the first part of this century.

The Kalgoorlie Consolidated Gold Mines (KCGM) schedule model is used for short- to medium-term planning and scheduling at the Fimiston Open Pit Mine (the Superpit). The model bridges the gap between grade control models, which are generated one to seven days prior to mining, and the annual Resource and Reserve model update that is used for budget and life-of-mine plans. The schedule model uses close-spaced grade control data (up to 20 000 m drilled each month) as well as resource definition drilling to estimate production volumes three to six months ahead of current mining. From this, a rolling 12 week mining and processing schedule is generated on a monthly basis. As the KCGM operation is mill and sulfur constrained, the schedule model needs to be an accurate predictor of ounces as well as tonnes, gold and sulfur grades. The process must also be time efficient in order to meet monthly planning and reporting deadlines. Due to the large amount of new data generated each month, model updates using conventional interpretation and estimation techniques have proven to be impractical and too time consuming. A research program to aid development of better petroleum-recovery technology is in progress at the Appalachian Experiment Station, Bureau of Mines, Morgantown, W. Va. The work is part of the overall effort of the Federal Bureau of Mines to effect true conservation of the Nation's natural resources. Knowledge of the magnitude of the interstitial water content of oil-bearing formations is important to petroleum-reservoir engineers because of the influence of water on fluid flow during oil production and because of the significance of water volume in oil-reserve evaluation. Such information on Appalachian oil-bearing formations is needed to aid in planning secondary oil-recovery projects. Generally, the interstitial water content of oil sands can be estimated by one or more of the following methods: Analysis of cores obtained with oil-base drilling fluid, electric logging, restored-state or capillary-pressure tests, centrifuge tests, evaporation tests, or mercury-injection tests.

"The design, construction and operation of tailings dams is rapidly becoming a major consideration for most new mining developments, as well as for many existing operations. In North America, under pressure from public opinion, various government agencies have in recent years enacted legislation covering the design, construction and operation of tailings dams. In British Columbia, comprehensive legislation has been passed during the past year (1971). All of these new regulations may be placed into two broad categories: regulations concerning the safety of the dam and appurtenant structures, and regulations concerning the prevention of pollution. Both types of regulation affect the design of the tailings dam facilities. Consequently, they must be considered jointly by the designer. A good tailings dam design must satisfy the basic requirements of safety, pollution control, storage capacity and economy. To achieve this, 'the design must be based on a thorough understanding of both the geotechnical problems involved and the requirements of the mining development. Obviously, this requires close cooperation between the designing geotechnical engineers and the mining operators. This paper outlines the major engineering factors that should be considered in the investigation, design, construct ion and operation of tailings dams. Basic methods of tailings dam construction are reviewed and the advantages and disadvantages of each briefly discussed. Comparisons are made between the design and construction of conventional water supply dams and tailings dams. Examples are presented of some of the problems that may arise during construction and operation of a tailings dam. The paper also explains the need for basic instrumentation of tailings dams and for carrying out simple field tests and measurements during construction and operation. Of prime importance is the downstream monitoring of surface and subsurface seepage flows. These observations are invaluable where contamination of surface and/or subsurface water may become a contentious issue at some future date. Each tailings dam design must be based on a study of the particular requirements of that project. To make a proper evaluation, adequate data must be available concerning a large number of items•, including such things as: topography, hydrology, geology, subsoil properties, seismicity, government regulations, fineness of mill grind, mill water balance, availability of suitable construction materials, volume of water to be stored behind starter dam, downstream development or liability, and many others. The large number of variables involved in such an evaluation often result in the designer considering two or more alternative designs. Selection of the final design, which is usually based on detailed cost analyses of the alternatives, must be made in close consultation with the owner."

This paper is one of a aeries being published by the Federal Bureau of Mines on methods and practices used in mining and preparing crushed stone for market. Performance, in terms of units of work or tons produced per machine and per operator man-hour, is given whenever that information can be obtained. Direct operating costs are useful for comparing different methods and are included if available. In addition to descriptions of equipment and methods used the Bureau considered it desirable to discuss the engineering reasons for the choices that have been made, This paper is particularly concerned with the operation of the Liberty quarry and plant of the Campbell Limestone Co, The plant is in Pickens County, adjacent to the main line of the Southern Railway, and is about 18 miles west of Greenville, S, C. This paper looks at two ways to estimate the bulk mineralogy of the rocks for assay intervals. The aim is to find an efficient indicator of the most common minerals in the rock. Phase (modal) analysis has traditionally been done using visual methods such as point counting and image analysis. A modern version of this process is the X-ray point counting routine using the SEM-EDS based software. These methods are too slow and expensive for routine analysis of bulk sample mineralogy at the normal assay spacing.Two sources of data were considered that provide information that can be used to determine the mineral abundance in assay samples. The most widely applied method is (semi-) quantitative X-ray diffraction (QXRD). The QXRD method is most applicable to major minerals and has limited application to minerals at low abundance. The nominal detection limit is 0.5 per cent. Values below five per cent have large errors. A second, less common, method is calculation of mineralogy from chemical assay data. Conversion of chemical analyses to mineralogical analyses depends on the unique chemical composition of each mineral. Elements only found in one mineral are easily accounted for, but many compositions are ambiguous. Deciding on the actual mineralogy is not simple. Recalculation of mineral mode from chemical analyses is more accurate than QXRD when the correct minerals, and mineral compositions, are known.Where only a few QXRD analyses are available they can be used to setup a protocol for calculation of mineralogy from assay data. Linear programming works well in this environment. The best results are obtained when both H2O and CO2 are directly measured. Loss-on-ignition (LOI) should be included if these are not available.Where both QXRD and chemical analysis are available for all samples, the best results are obtained using the least squared method to merge the data sets assuming QXRD has much higher analytical errors than chemical assays. The combined method provides more robust results because the high abundance minerals are controlled by the QXRD measurements while the chemical assays improve the precision for low abundance minerals

The metallurgical processing industry is in the midst of a hydrometallurgical revolution with mining companies looking for low cost, energy efficient and environmentally friendly technologies for processing sulfide ores and concentrates. The Intec Copper Process is one of the most advanced of these technologies and has the potential to greatly change the way copper concentrates are treated in the future. Specifically, the Intec process has the ability to be built on a small scale and at mine sites while being much more economic than conventional smelting. Intec Copper has constructed a I tonne of copper per day demonstration plant in Sydney, Australia designed to verify metallurgical and operational performance. This paper will describe the process in more detail and provide preliminary results of the process based on the plant's performance. It will also compare the Intec Copper Process with a few of the competing technologies and evaluate the relative economic merits of Intec.

THE fall meeting of the Petroleum Division, held at Tulsa, Okla., on Oct. 11 to 14, devoted two days to technical sessions and two to field excursions. A representative attendance of 250 to 300 engineers and operating officials engaged in oil production marked the sessions and paid close attention throughout to a notable series of highly technical papers. Restricted as the program was to consideration of production problems only, the time proved too short for discussion or even the presentation of the 20 papers submitted. Much informing and pertinent discussion none the less took place, and the sentiment was general to the effect that the meeting was one of the best ever held by the Division. The meetings were held in the auditorium of the Municipal building and local arrangements were well looked after by the Mid-Continent Section of the Institute and the Oil and Gas Association. The combination of the three organizations served to bring together engineers and operators most usefully. F. Julius Fohs, chairman of the Division, presided at the sessions on Monday. Tuesday morning John M. Lovejoy of the local section took over this responsibility in the absence of T. E. Swigart, who was detained in California. The afternoon session was presided over by A. G. Heggam of the Oil and Gas Association and the Tuesday evening banquet by W. C. Franklin of the same organization.

The purpose of this project was to compare two underground, batch coal haulers ? battery haulers and shuttle cars ? in order to determine the more viable machine to implement. The specific standards for battery haulers were investigated and compared to the requirements of shuttle cars in order to identify the unnecessary expenses related to the legal requirements that are attached to the machines. Costs such as running costs, capital costs, and maintenance costs were researched and compared over a typical life of machine. Average production rates and breakdown times were obtained and used to determine which machine would be more reliable in achieving the required annual production.

Generally pillars in the Southern African hard rock tabular underground mining environment are designed using either empirical pillar design formulae or numerical modelling (analytical) methods utilizing the Hoek-Brown failure criterion. However, none of the pillar design methodologies employed takes cognizance of weak layers either within the pillar material or in the immediate foundation of the pillar. Over the past few years, the presence of a weak layer either within the pillar material or within the immediate foundation of the pillar has resulted in the closure of one platinum mine (Everest Mine), closure of one chrome mine (Wonderkop Chrome) and large-scale instability in a couple of chrome and platinum mines in South Africa and Zimbabwe. A study has been initiated to better understand the failure mode and strengths of the pillars where pillar failure associated with weak layers occurred. Owing to the infancy of the study into the failed pillar strength and failure mechanism, the purpose of this paper is to highlight the circumstances that led to the collapse of mining sections and a shaft, and the difficulty associated with designing pillars in the Southern African chrome and platinum mining operations.

Cement in 1975 indeed did operate in an unfriendly environment. World recession, escalating costs, fuel crises, reduced product demand . . . . all led to market conditions detrimental to industry profit margins and investment re turns. During the year plant utilizations fell, break-even points were raised, and competitive moves introduced to move built up inventory levels. A number of cement plants were temporarily taken out of production to help alleviate specific situations. Meanwhile, under resultant financial pressure, several companies omitted dividend payments, changed their top executives, and reorganized and reduced staff overheads. It was a difficult year for cement, yet a much more ominous note was sounded in permanent plant closings. Four more cement operations were shut down in 1975; to date in 1976 we know for sure of three additional plant closings, while rumour has it that at least one more may not be in production by year-end. The somber feature is found within the descriptions of the closed facilities, and in the stated reasons for their being taken out of cement manufacture.
