INTRODUCTION This paper analyses certain of the financial considerations which will commonly apply in relation to the following questions: - what equity structure or project vehicle should be adopted for the exploration and/or exploitation of a project by more than one unrelated participant? - what vehicle should be adopted by a participant for its participation in a multiparty project? Due to local, politically motivated laws in certain jurisdictions, or due to the overriding requirements of a dominant participant, there may be little choice of the underlying multiparty structure which may be adopted for the exploration, appraisal and/or development phases of a project. Nevertheless, even in such circumstances, attention should be given, at least in the preparation of the related documentation, or in considering methods of participating or funding the project, to certain of the points discussed below. This discussion of financial considerations in the context of the more commonly adopted multiparty structures concentrates primarily on fiscal, financial accounting, financing and funding aspects. TYPES OF PROJECT VEHICLE FOR MULTIPARTY INTERESTS The well known types of vehicle adopted for the participation in a project by more than one participant (assuming that the participants are effectively unrelated) are as follows. Joint Venture (unincorporated joint venture) By far the most commonly adopted structure for mining ventures, a joint venture is usually defined and documented in terms to distinguish it from a partnership for important tax and legal reasons. In essence, this is a contractual association of more than one participant to carry out a specific commercial project or purpose. The relationship between the separate participants and their respective rights, interests, obligations and liabilities are agreed between the participants in one or more contracts (viz Joint Venture Agreements or Joint Operating Agreements together with ancillary documentation). Unlike other project vehicles of participation, in most jurisdictions there is no specific body of law governing joint ventures. The participants thus enjoy contractual freedom to negotiate whatever deal they may wish between themselves. Jointly-Owned Project Company (corporate joint venture) A very familiar vehicle, this is a separate and distinct legal and tax entity incorporated under the company laws of the place of incorporation to undertake specific objects, and granted specific powers, in relation to the Project. Although certain rights, interests and obligations may be circumscribed in the governing corporate instruments by the promoter participants, the corporation laws of the relevant place of incorporation, and the selection of such governing laws (assuming freedom of choice) and future political changes in such corporate laws, should be carefully considered. The use of a company in a multiparty structure may be peripheral to the project itself as a specific purpose vehicle (for example, a joint sales agent or marketing company or a joint borrowing vehicle) or it may form a central function such as in the case of a tolling company which will own the project for legal and taxation purposes and raise financing with the backing of the shareholder participants commonly by the adoption of take-off, throughput and/or user agreements. Partnership This is a legal relationship, subject to the often wide-sweeping restrictions of the relevant local partnership laws, under which the participants have agreed to carry on a business venture together with a view to profit. "INTRODUCTION Site location and history The Holden Mine is a former underground copper mine that was developed and operated by the Howe Sound Mining Company (Howe Sound) from 1938 to 1957. The mine is located in north-central Washington State, U.S., near Lake Chelan in the area shown as Holden Village in Figure 1. Although Rio Tinto never owned or operated the mine, they are managing and funding a several hundred million dollar clean-up to prevent future water and soil contamination and to reclaim the former mine site under the United States Environmental Protection Agency (USEPA) Superfund process. The former mine included an onsite mill and a nearby housing complex for the miners. Howe Sound developed the mine as a series of near-horizontal drifts and tunnels, interspersed with stopes and shafts that connect different mine levels underground. The tunnels that were excavated to develop the mine total nearly 100 km in length.During development of the underground workings, Howe Sound removed more than 230,000 cubic meters (m3) of waste rock from the tunnels and deposited this material in two waste rock piles. Ore was processed from the mine in the onsite mill to produce a copper concentrate that was shipped off site for smelting. Roughly 10 million tonnes of tailings were produced as a by-product of the milling operation, most of which were deposited in three large impoundments (Tailings Piles 1, 2 and 3) directly south of and adjacent to Railroad Creek. Howe Sound closed the mine in 1957. In 1961, the property was transferred to Holden Village, Inc. (Holden Village), a not-for-profit corporation that maintains a year-round community and operates an interdenominational religious retreat in the former miners’ town. With the exception of the patented private land, the remainder of the Site is on National Forest lands and is administered by the U.S. Forest Service. The mine is remote. It is only accessible by boat or float plane from Chelan, Washington, up Lake Chelan to Lucerne, nearly 40 km. Vehicle access from Lucerne to the mine is provided through a 17.5-km-long winding gravel road that climbs 640 meters in elevation. The general site features are shown in Figure 2. Physical setting The Holden Mine is located on the eastern slopes of the Cascade Mountain Range at an elevation between 975 and 1,050 m above mean sea level. Holden Mine was developed adjacent to Railroad Creek, which lies in a glacial U-shaped valley carved into the igneous and metamorphic bedrock with steep-sided slopes (Figure 2)."

The modern practice of grinding ores so that often 80 per cent or more of the product is finer than 200 mesh makes it desirable to supplement sieve sizing so as to extend considerably the range of sizing. Moreover, the fact that the material finer than sieve size represents the major part of the work done in grinding emphasizes thick need in can investigation of crushing efficiency. A method based on the settling rate of particles in grater appeared to be most practical for sizing; finely ground ores. There are two possible methods of utilizing this principle: one based on free settling or sedimentation; and the other on separation by means of a rising; current of water, or elutriation. In sedimentation, mechanical entanglement causes material at the start to settle in a mass, and this persists throughout. As this feature is largely eliminated by elutriation, which permits a comparatively clean separation of the various sizes, the elutriation method was adopted.

"Within the research project “Mine Development” (Fettweis and Moser, 1990) a PC-based mine database has been built up since 1991 and so far includes detailed technical and economic data of about 150 under-ground hardrock mines in industrialized countries worldwide. These data represent about 50% of the underground hardrock mines in west and central Europe, Scandinavia, United States, Canada and Australia (Fig. 1). The mining operations included in the database have been visited directly and analyzed with respect to their deposit conditions, their general design and layout and also their operational and economic performance.The main aim of the Mine Database is to make a contribution to an improved planning of new underground hardrock mines. An analysis of current mine planning practices shows, that both personnel and company experience is still a dominant factor in planning new underground hardrock operations. Through the information included in the Mine Database the experience of a single per-son or company is supplemented by the experience of a wider group of people. The Mine Database makes the huge amount of experience that is available worldwide in the field of under-ground mining accessible for new mining projects. From that a contribution to a more reliable mine planning procedure based on the performance of existing mining operations is expected.In addition to its use in planning new mining operations, the Mine Database can con-tribute to the exchange of technical data among different mining operations, especially on equipment performance, etc. Such an information service is offered by the Department of Mining Engineering & Mineral Economics in Leoben and is already being used by different mining companies. To respect proprietory information, company specific information is not released under any circumstances.The cost of building up the Mine Database, so far, is about US$500.000 — two thirds of which is labour, and one third, travel."

IN 1943 the petroleum industry completed a series of practical adjustments to the acute problems which dominated the scene a year earlier. The crisis in petroleum transportation from the Gulf Coast to the East Coast was met by the completion of overland pipe lines supplementing emergency haulage by tank car so pressure on consumers along the Atlantic Seaboard was appreciably relieved. Later in the year when the western Atlantic was largely cleared of submarines, the sharp reduction in the hazards of marine transportation permitted the resumption of coastwise traffic and imports from South America. Nationwide restrictions in the use of gasoline and fuel oils became necessary as military demands for all petroleum products mounted to high levels.

The Pardee Chemical Feed Shaft Project involves construction of two new chemical feed shafts to improve raw water treatment capabilities at the East Bay Municipal Utility District’s (EBMUD) Pardee Reservoir in Valley Springs, California. The project includes construction of two 250-foot deep, 16-inch diameter stainless steel chemical feed shafts that penetrate an existing 8-foot diameter concrete lined conveyance tunnel. The design approach required the shafts be installed using top-down drilling methods and within a strict verticality tolerance (0.1%). Innovative precision drilling techniques ensured that the shafts penetrated the tunnel in their planned locations and the installed chemical feed lines would function as designed. Challenges included extremely limited access to the tunnel because of a requirement to maintain the tunnel in service during construction. This paper discusses the overall project’s design and construction approach, including unanticipated conditions that the project team faced and how these conditions were managed and overcome through collaboration between the contractor, designer, and owner.

Increasingly, geotechnical data are being collected for various types of coal development projects. In many cases, a specific design concern is addressed. However, many data collection programs are not intended to immediately support mine design activities or to resolve a specific concern. The following discussion describes some current geotechnical approaches in mine planning, development of reserves, and peripheral activities. Types of Data Collection Programs Geotechnical data collection is increasingly becoming a part of standard coal exploration programs, performed along with stratigraphic evaluations and coal quality tests. The aims of such programs vary. The purpose of the exploration may be to fill out the portfolio on a block of reserves that is to be sold, leased, or held for potential future development. In such a case, a generic suite of geotechnical data are collected. The resulting engineering reports may touch on the more well known mining problems of the area, but detail may be lacking. The geotechnical data are mostly intended to enhance the saleability of the package. Mine design alternatives are generally not addressed.

Long range expansion plans begun in 1966 by The International Nickel Co. of Canada, producer of over 50% of the free world supply of the white metal, are so mammoth as to give rise to the speculation that something might have to burst at the seams. From an annual level of capital expenditure of $35 to $70 million, the company jumped in 1967 to $145 million in new capital investment and will come close to $200 million in 1968. Inco expects to spend $700 million in the next five years, beginning in 1968, for new mines and surface facilities in Canada. The program involves the opening of nine new mines within the next 3 1/2 years, expansion of producing mines, and construction of new plants and modernization and expansion of established ones to process the increased ore production. Beyond this, the company is committed deeply in developing new sources of nickel abroad. Any one of these new projects, if proven economic, would necessitate expenditures of about $100 million or more. For Inco, the economic strain was relieved without a rupture this spring when Henry S. Wingate, company chairman, reported' at the stockholders annual meeting that $150 million had been raised by the sale of bonds. This marked the first time in 32 years that the company had gone into debt.

In 1925, Niggli (1925, pp, 1-69), formulated a physico-chemical, explanation for the origin of hydrothermal ore deposits, from a concept that had appeared earlier in the literature in the writings of Von Groddeck, Stelzner, Beck, de Launay, Kemp, and Lindgren. Niggli proposed that pressure at depth could force volatiles from deep-seated magmas. The volatiles would In turn form pegmatites and then ore deposits as the fluids cooled. This is one view of a general theory of ore genesis that gained secondancy for years among such prominent geologists as Fenner (1926, p, 697) and Emmons (1936, pp. 29-70). It was, proposed that ore deposits were precipitated from solutions or fluids that had escaped or been separated from a deep-seated magma by means of liquid immiscibility or crystallization or gas transfer. This theory is based on the presence of igneous rocks close in space and age to hydrothermal ore deposits in many mining districts of the world. As is well known, there are many ore deposits apparently of hydrothermal origin that are neither spatially nor chronologically related to igneous rocks, In still other localities where there are no hydrothermal ore deposits, igneous rocks occur that are similar in composition to those in mining districts. In view of such facts, the applicability of the Niggli theory to all hydrothermal ore deposits may well be questioned. The chief purpose of this paper is to test the Niggli theory by studying the primary petrology, hydrothermal alteration, and distribution of copper and zinc in silicic igneous plutons supposedly genetically related (in the Niggli sense) to nearby hydrothermal ore deposits, Silicic Tertiary plutons in three New Mexico mining districts were chosen, the Hanover-Fierro intrusive at Hanover and Fierro, the Granite Mountain pluton at Magdalena, and the four outliers of the Lordsburg stock at Lordsburg. First, it had to be established whether the observed plutons were or were not the source of the adjacent ore deposits. This was done by studying the relation between the copper or zinc distribution-and the primary or secondary features in the plutons studied, and the time relations between instrusion and ore deposition. Primary igneous features of a pluton are defined as the minerals, texture, shape, and character of the pluton which were formed prior to the complete solidification of the rock, secondary features include all changes that took place in a pluton after solidification. They are identified by their cross cutting nature or as replacing primary minerals, Under the Niggli concept, it is proved that the ore ions did not originate from the parts of the pluton now visible as immediately adjacent to the ore deposits; it must then be established, if possible', that the ore ions were separated from deeper parts of the intrusive, Some idea as to whether the copper or zinc ions originated from a related magma at depth may be gained by a comparison between the primary (that is, pre-alteration) zinc and copper abundances found in ore localizing intrusive studied and the average abundances for copper and zinc in silicic igneous rocks most recently given in the literature. Finally, the relation between ore deposition and hydrothermal alteration was studied on a regional as well as on a local scale.

The study aimed to evaluate the separation performance of a full-scale continuous centrifugal concentrator in the reconcentration of fine hematite from high-gradient magnetic separation (HGMS) concentrate in a tailings recovery plant, and to investigate the usefulness of the technology in industrial applications. The effect of changing the operating variables on concentrate grade and recovery was studied. The results indicate that among the variables considered in the study (water spray pressure, centrifugal acceleration, feed volume flow rate, feed percent solids and the reciprocation and spacing of water sprays), the change in centrifugal acceleration affects the recovery the most and continuous concentration can be achieved only when the water spray has a sufficient pressure. In addition, the reciprocation and spacing of the water sprays have a significant influence on the concentrate grade. Although performance of the full-scale concentrator is slightly inferior to pilot-scale trials, due to limitations in the scale-up design and the fluctuations of feed material characteristics, this concentrator provides a potential way to achieve continuous concentration and obtain a high-grade concentrate from tailings.

The rapid growth of the modern electronic computer industry during the past 15 years is, perhaps, the greatest phenomenon that has occurred in American business in this century. This growth is due in part to the new, and in some instances, revolutionary applications of computers instigated and developed by both the manufacturers of such equipment and their customers who search for easier, faster, more accurate methods of conducting their business operations. As in other industries, modern computers are becoming more common in the field of mining. The adaptation of computer analysis to the unique problems of mining companies is undergoing research and development by both electronic and mining companies. However, for those of us in mining who are interested in the possibilities of computer analysis and control, the basic question is Where can a computer system be of use in a mining operation today? Some ideas of such applications follow, as well as a specific example of computer control at the Riverside Cement Co.

At the last annual meeting of this Institute the programme very properly was drawn up and carried out with the special object of calling attention to the Dominion's position and problems with regard to fuel supplies. That subject, always one of serious concern, was a source of considerable anxiety twelve months ago. It is still so, but in a decidedly less degree than at that time. So far as the immediate fuel situation is concerned our anxieties have been relieved. And I think we can safely say that such a consciousness of our difficulties and determination to overcome them, has been developed in the minds of our people that there will be no slackening of the offensive until a final solution is reached. In selecting a subject of major importance for the present occasion I have felt free to digress from the pressing problems of last year and to go back, for a starting point, to the presidential address of two years ago .. I do not, however, wish to enter the controversy that has developed as a result of that address, though in spite of my own failure to amass a fortune from participation in certain mining ventures, I am decidedly inclined to the optimistic view that Dr. Corless presented of the future of our mining industry. You will perhaps have observed that in its general wording the title of my paper bears a marked resemblance to that of that address. This simila1ity of titles is not accidental. It is intentional on my part.

A new heuristic sublevel mining stope optimizer is presented. The optimizer seeks the best locations and lengths of a series of vertical raises that, together with the blocks linked to each raise, define a mining stope. Five design constraints ? the footwall angle, the hangingwall angle, the number of raises, the maximum distance of a block from a raise, and the minimum width required to move the farthest block towards the raise ? allow the shape of the sub-stopes associated with each raise to be controlled. The optimization is done on the locations and lengths of raises using a genetic algorithm to efficiently sample the parameters? space. For each raise, a local network is defined in cylindrical coordinates around the raise such as to impose the design constraints. A maxflow algorithm on the local network is used to determine the optimal sub-stope for each raise. All substopes are combined to define the global stope for the entire deposit. The best global stope is obtained using a genetic algorithm to find the raise parameters providing the best profit over the entire deposit. Two synthetic cases and one real deposit are used to evaluate the new algorithm and compare the results with the single-raise optimizer. The multiple raises approach leads to significantly improved economics compared with the single-raise stope optimizer, and the dilution is also substantially reduced compared to the single-raise case.

A recycling concept of end-of-life televisions starting with shredding will produce a complex material mixture, very heterogeneous in size, shape and degree of liberation. Basically all materials in television scrap are valuable, which means that recovery is important for either economic, environmental or sustainability reasons. However glass, plastics and metals are the materials with the highest potential for recovery. Non-magnetic materials from shredded television sets can be separated into three characteristic size fractions that need further separation for a high value-added recycling of the materials. This study investigated the potential of physical separation of these size fractions into valuable material streams using polyseparator, tlrldy current separator, dry and wet shaking tables and electrostatic separator. An overall mass balance of the mechanically processed televisions was calculated. Evaluation of the produced material fractions showed that heterogeneity in particle shape and size together with the presence of unliberated materials caused sever difficulties in separation when exclusively based on mechanical techniques. The results indicate that a certain degree of dismantling is necessary to achieve products of appropriate quality in physical separation. In order to improve recycling of electronic scrap through design for recycling cooperation between the electronics industry, the manufacturers and the recyclers of electronic goods is necessary.

ABSTRACT The Bruce Museum, located in Greenwich, Connecticut, is home to an extensive display of art and natural history exhibitions. A large addition was designed to be constructed adjacent to the museum requiring new spread footings to be installed up to 16.5 feet below the existing foundations. The soil conditions at the site consist of highly variable sand and gravel overlying weathered rock and sound bedrock. The Contract Documents called for traditional foundation underpinning. Traditional underpinning techniques, however, presented two major challenges on this Project; (1) deep underpinning pits would be required involving multiple levels and staging with tieback support and (2) the highly variable soil and bedrock composition and elevations presented uncertainty in the design and construction of the pits. In lieu of traditional underpinning, Geosciences Testing and Research, Inc. (GTR) proposed an “active” soil nail underpinning system. A major reason that the soil nail underpinning option was feasible, related to the fact that the soil nails and facing could be installed slightly in front of the existing footings rather than directly underneath the existing footings. The soil nail wall design involved one to four rows of soil nails with nail positions and wall depth able to be adjusted “on the fly” as excavation progressed depending on the field conditions encountered. To create the “active system,” the soil nails were pre-loaded to mitigate wall deformations that would be associated with a standard passive soil nail wall design. To evaluate the performance of the active soil nail wall and confirm design assumptions, an extensive automated monitoring, on-site testing and inspection program was proposed and executed by GTR to monitor deformations of the wall and the museum in real-time, evaluate and confirm bedrock and soil bond stresses and ensure that each soil nail was pre-loaded and locked off. Careful analysis, planning, and use of the observational method illustrates the importance of collaboration between design and construction personnel and applying engineering judgement throughout construction. The use of the observational method includes the potential for modifying design based on conditions observed. This paper presents a unique case study of the “active” soil nail underpinning system to support and protect sensitive structures, close collaboration between design and construction facilitated by real-time deformation monitoring, and its successful application as a safe and cost-effective alternative to traditional underpinning.

Long term production planning in open pit mines requires the determination of cutoff grade, mining and milling production rates, mining sequence, mine life, and ultimate pit limits. These variables interact in a circular fashion, that is, the value of a variable can not be determined without the knowledge of the value of the preceding variable in the circle. Therefore, a genuine solution to the problem necessitates simultaneous determination of the variables. Such a solution methodology, comprised of a group of heuristic algorithms and an unconventional dynamic programming algorithm, is described in this paper. The methodology is applied to a small size Western US gold deposit to illustrate its logic and capabilities.

Gold mine effluents are often characterized by a high concentration of copper, ammonia and cyanide derivatives (mostly cyanates and thiocyanates). While non-acutely toxic to birds, this water can be acutely toxic to fishes and invertebrates. In many jurisdictions, the effluent requires further treatment in order to pass a mandatory requirement to be non-lethal to species like the rainbow trout (Oncorhynchus mykiss) or Daphnia magna. Using actual mine water, it has been demonstrated that aerated moving bed biofilm reactors will biodegrade the ammonia, cyanides, cyanates and thiocyanates, thereby removing the toxicity associated with these components. By removing copper by precipitation the water can be made to pass acute toxicity tests. Tests have demonstrated that the process is stable between 4 and 25 C, with no significant changes in the treated water composition. Once the biomass is acclimatized, the process is resistant to upsets and requires very little inputs except for phosphorus and air. Furthermore, it has been demonstrated that an anoxic reactor can be added downstream of the aerated reactors to remove nitrates if required.
