At the regrind or secondary grinding stages of base metal ores, the concern about energy efficiency is usually extremely important. In general, the specific energy consumption at this stage is higher than during the primary grinding stages. In addition, a tendency of finer grinding has been observed in the new projects of metallic minerals, due to the finer mineral liberation, which leads to increasing capital and operational costs. At Vale?s new copper projects in Brazil, regrind sizes with a P80 of approximately 40 to 20 µm have been necessary. Conventional ball mills, adequate for primary grinding, usually bring about low energy efficiency with products bellow 50 µm. Vale is using the vertical mill on its copper projects ? Sossego and Salobo, in order to optimize the regrind of rougher concentrates and reduce energy consumption. This paper presents the results of industrial surveys carried out on the Vertical mill circuits of Sossego plant during its initial years of operation, and compares these results with the design criteria and laboratory regrind tests used for the mill scale up. "INTRODUCTION A report giving experiments dealing with factors affecting the floatation of the most commonly occurring silver minerals was published years ago. At that time we could not obtain suitable samples of many of the so-called sulfo-salts of the base metals, which are generally silver--bearing and which comprise an appreciable percentage of the natural silver ores. Since Leaver and Woolf's work was published, samples of impure tennantite and enargite have been obtained, and considerable experimental flotation work has been done with synthetic mixtures prepared from these samples. During the present national emergency, research dealing solely with the recovery of gold and silver must necessarily be curtailed. However, many deposits of strategic minerals and critical base metals contain an appreciable amount of gold and silver, the recovery of which would aid greatly in recovering the strategies by taking care of a considerable part of the cost of treatment. Because of this, the recovery of precious metals should not be overlooked entirely. As the Bureau of Mines is now utilizing all of its facilities for the development of increased domestic productions of strategic and critical minerals, this is the last report not concerned primarily with such minerals that will be published until the war ends."

Two general schemes have been used for the determination of gold and silver in material containing considerable quantities of copper ; one is known as the " all fire " method , and the other as the , " combination " , or " wet and dry" method . The all fire crucible method , using an excess charge of litharge , has been found satisfactory when the copper content of an ore is under 6 per cent , ( Loevy , J. , Zur Edelmetallbestimmung in hochprozentigen Kupfererzen : Chem. Ztg . Jarhrg . 35 , 1911 , p . 278 ) , or where the precious metal value is so great that a small sample can be used . In the latter case , silica is added until the copper ratio is sufficiently low . If there is more than 6 per cent of copper in an ore , the lead button obtained from a crucible fusion will require repeated scorification before . it can be cupelled successfully . Rescorification is not only tedious , but also causes a slag loss of precious metals . In combination methods , the copper is dissolved , and the gold and silver in the residue . is determined by fire assay Although some combination methods have given satisfactory results for gold and silver , they are not applicable when an estimation of the platinum metals is required . Since substances containing platinum are frequently high in copper , a study of methods which might be used for the estimation of small quantities of gold , silver , and the platinum metals in such material was considered worth while . The estimation of platinum in ores by fire assay methods has been described in Technical Paper 270 of the bureau; ( Davis , C.W. , The detection and estimation of platinum in ores : U. S. Bureau of Mines Tech . Paper 270 , 1921. ) the present paper , which is supplementary to that report , deals chiefly with the application of combination methods , taking them up to the point where the fire assay is to be applied .

To be successful , human exertion employed for the creation of value requires power and heat ; the ability to produce concentrated power in great quantities has resulted in the relatively recent industrial development that is so profoundly affecting the world . In our commercial history , we have advanced through several stages in the selection of the most suitable fuels , continuously striving to increase the flexibility and range of energy- transmission . The easy distribution of light , power and heat is the leading factor in the decentralization of industry which promises to correct some of the serious evils that have followed in the footsteps of our commercial development . The distribution of fuel in quantity in so convenient a form and with such an attractive reliability- factor as can be had with gas , meets the modern conception of efficient service . Natural gas has been used in this country for more than a century, but recently it has attained a prominence far in excess of anything known in its earlier history. We may consider that we are now getting into our real stride in the utilization of our natural- gas resources . : In a country like the United States , wherein we are accustomed to mammoth achievements , we may be inclined to accept casually the noteworthy technical and economic advances which have resulted in the expansion of natural- gas distribution . About three years ago , the transmission of natural gas a distance of more than 250 miles from its source was first accomplished , and this was really a noteworthy engineering feat . Today , this useful commodity is being transported twice that distance , and lines are being laid which will carry gas more than 900 miles from the points of occurrence . Let us not take such outstanding improvements too much as a matter of course ; the industry should be congratulated on its long steps forward .

OPERATIONS at the cement plant of the Permanente Corporation, in the hills about 45 miles south of San Francisco and 12 miles west of San Jose, are interesting to the members because of the adoption of modern hydrometallurgical methods for handling and beneficiating raw materials. Closed-circuit grinding, classification, hydro-separation, flotation, agitation, and thickening are familiar terms at this cement plant. These methods make it possible to process refractory limestone into suitable materials for the manufacture of modern cements. Construction of the plant, having originally a design capacity of 7000 bbl. of cement per day, was started in June 1939, and the first clinker was ground on the following Christmas Day. At present the capacity is about 12,000 bbl. of finished cement per 24 hr., most of the production being low-heat cement.† About 3130 tons of limestone, 620 tons 0f clay and 100 tons of gypsum are required daily for this output. Occasionally iron oxide is added to the clay to obtain the desired composition. This, together with the gypsum, is purchased from outside sources. Up to the present time, the corporation has produced low-heat, normal, moderate heat, moderate-sulphate-resisting, high-early-strength, oil-well, modified-oil-well, and plastic cements. Most of the present production is for Shasta Dam, near Redding, Calif., the total demand being 5,800,000 bbl, of cement. "Research and development on the production of liquid fuels from coal is rapidly expanding worldwide. AImost every industrialized country is engaged in coal liquefaction research and process development. In Canada, the federal government, through CANMET, is actively supporting coal liquefaction research and development in a number of areas.A review of the basic principles and some of the processes in the production of liquid fuels from coal is presented with reference to the characteristics of the Canadian coal resource base. An overview of the CANMET coal liquefaction contract program is presented and specific results from the batch autoclave studies carried out with Saskatchewan lignite and Nova Scotia high-volatile bituminous coals are discussed. The development of a laboratory-scale continuous-flow coal liquefaction unit at the Energy Research Laboratories of CANMET to investigate the co-processing of coal and bitumen/heavy oil is also described.IntroductionThe CANMET coal liquefaction program is made up of two interrelated parts. The first part consists of the research and development work being carried out at the Energy Research Laboratories near Ottawa, Ontario. The second focuses on contracted research and development as part of the Coal Conversion Program of Energy, Mines and Resources Canada. The long-term objective of the liquefaction program is to contribute to Canadian liquid fuels production through the definition, research, development and demonstration of different coal liquefaction technologies for the Canadian marketplace.In coal liquefaction, the main objective is to produce liquid hydrocarbons with a higher hydrogen-to-carbon (HIC) ratio than the coal feedstock while reducing heteroatom (S,O,N) content, removing mineral matter and minimizing gas production. Typical atomic HIC ratios for a variety of Canadian fossil fuels are shown in Figure I. Canadian coals have about 500/0 of the HIC ratio present in tar sand bitumens and heavy oils and only about 20% of the ratio available in methane. In general, the cost of synthetic fuels production is related to the cost of hydrogen and, therefore, to the increase of HIC ratio between feedstock and products. On this basis, the production of liquid fuels from coal would be expected to be more costly than liquid fuels produced from bitumens and heavy oils. However, for mined tar sands and some heavy oils this difference tends to be offset by the large sand content (>90 mass %) of tar sand bitumens and the increased production costs of viscous heavy oils. For example, it can easily be shown that for equal weights of distillate <525°C) yield, current coal liquefaction processes required between two and three times less mined coal by weight than the mined tar sand s required for the most technically advanced processes proposed for bitumen upgrading."

A computer simulation has been developed to estimate the chances of a miner making a successful escape while wearing a SCSR. The model takes into account: (1) training in the use of SCSRs, (2) apparatus integrity, and (3) the oxygen cost of a mine escape. This Bureau of Mines report examines survival odds for a prototypical escape, and illustrates how these odds change when SCSR training is improved.

Hecla Limited, Magee Scientific, and NIOSH have combined efforts to evaluate an in-situ air filtration system for use in an underground mine environment. The purpose of the collaboration was to determine the efficacy of such a technology for reducing the concentration of airborne diesel particulate matter (DPM), with the aim of improving air quality in underground hardrock mines. A secondary goal was to evaluate the use of an Aethalometer as a means of real-time measurement of black carbon as a surrogate for DPM. The evaluation included measuring the DPM-capture efficiency of the filter when it was pre-loaded with dust. Toward this end, rock dust was introduced at the filter inlet to create a dust layer on the filter surface, with the intent of providing improved capture of the much smaller DPM particles. The filtration efficiency for DPM was assessed by comparing measurements of DPM taken at the inlet and outlet of the system, using both real-time and time-weighted-average approaches. The real-time measurements were performed with the model AE33 Aethalometer® made by Magee Scientific. The results of the NIOSH 5040 method analysis were used to assess the effects of the system on time-weighted-average concentrations of total carbon. Results showed a reduction in DPM concentrations in the range of 82%-89%. While the calculated efficiencies based on the two different measurement methods were similar, the DPM levels reported by the Aethalometer were higher, possibly due to differences in the performance of the size-selectors used for the two methods (impactors versus cyclones). More research is required to develop a robust correlation between the two methods, to support the use of the Aethalometer for future mining applications. The advantage of the Aethalometer is that it can measure and record DPM levels for weeks at a time, and can be directly connected to a mine monitoring system, potentially at multiple locations. Ideally such data can be used to initiate the startup of the filtration system should DPM concentrations reach an action level. This work demonstrated that in-situ filtration systems, modified to collect DPM and coupled with real-time monitoring, show promise at reducing DPM concentrations in the mine environment.

CHANGES in coke hardness affect the working of the blast furnace, for soft coke is an obstacle to proper furnace operation. Soft coke is due to a low hydrogen-oxygen ratio in the coal charged; increasing this ratio increases the hardness of the coke. The best means of determining the hardness of coke is the combined tumbler and ball-mill. Soft coke is a great hindrance to proper blast-furnace operation and changes in coke hardness affect the working of the furnace. The best method of determining the hardness of coke is by using a combination tumbler-ball-mill. Soft coke is due to a low hydrogen-oxygen ratio in the coal charged. An increase of this ratio improves the hardness of the resulting coke. WHAT IS GOOD COKE? It is not always appreciated that the correct answer may be such a reliable forecast to the physical condition of the blast furnace, and incidentally its entire operation, that among the ordinary variations in other raw materials and also in operating conditions, it assumes a position of primary significance. Inasmuch as coke forms two-thirds of the total bulk of material charged, this assertion will not seem exaggerated, and in the subsequent discussion its applicability will be presented. Coke is the ideal blast-furnace fuel because it is strong and hard enough to resist the crushing and grinding effects of the furnace burden, and its porosity allows the ready passage of gas upward through the charge, and rapid combustion before the tuyeres. Coke deprived of its strength and with a cell structure physically frail and chemically susceptible to solution by carbon dioxide, has its chief asset eliminated. When the melting zones are approached the fluid cinder trickling toward the hearth will envelope the small pieces of coke and form a sticky mass that will retard the free passage of gas. Design plans and detailed cost estimates of mining and treating ore from Maggie Canyon deposit by two alternative methods which can be used in the event of a sudden need to exploit this resource are given . Lower costs are estimated for the operation employing oil - emulsion flotation . The total capital investment required for this operation is estimated at $ 11,750,000 . Assuming an 85 percent recovery in mining , 55.6 pct of the manganese in the ore reserve would report in 153,333 tons of ferromanganese containing 75 pct manganese . The production cost for the 5 - year operation would be about $ 245 per ton of ferromanganese . The total annual operating cost would be approximately $ 7.5 million , distributed , in pct , as follows : Mining 11.9 , milling 24.4 , sintering 9.9 , smelting 47.2 , hauling ore and sinter 2.8 , and general offices 3.8 . Recovery and costs are both higher for the operation employing dithionate leaching . In this operation the required investment is about $ 17,220,000 . Manganese recovery would be 67.6 pct in 186,160 tons of ferromanganese . Production cost would be about $ 284 per ton of ferromanganese . The total annual operating cost would be about $ 10,575,000 , distributed , in pct , as follows : Mining 8.4 , milling 44.4 , sintering 7.4 , smelting 34.7 , hauling ore and sinter 1.3 , and general offices 3.8 . Potential process modifications might reduce the operating cost of the first operation by as much as 7 pct and that of the second operation by as much as 9.5 pct , but exploitation of the deposit by the techniques studied is not economical today .

At a time when water resource planning is proceeding on a continental scale, such as the proposed $100 billion North American Water and Power Alliance, which would redistribute water among three nations, including seven provinces of Canada, 35 of the United States, and three States of Mexico, the selection of a single river basin for study may seem to require an apologia. None is offered because of ( 1) the magnitude of the Indus , itself a part of the great Indo-Gangetic Plain drainage system, with Himalayan sources, upon which the thickly populated northern sub-continent of Indo-Pakistan depends for agriculture and hydroelectic power; (2) the extraordinary problems created by dismemberment of the world?s largest irrigation system through legal beheading of the Eastern Waters under the Indus Waters Treaty of 1960; and (3) the herculean effort to contain the twin encroachments of waterlogging and salinization in a basin which faces a shortage of fresh water. The British irrigation system of barrages and canals on the Indus was a venture admirable in conception. Unfortunately, it is now a legacy burdened with unwanted consequences, due to interference with the hydrological regimen, particularly the rise of water table occasioned by leakage.

Silverton was the queen city of the western mining towns in the early 1900s. Located high in the San Juan Mountains, the town constantly grew and changed. Yet, it was subject to the vagaries and whims of economics, politics and disasters, natural or otherwise. Breweries, smelters and sawmills serviced Silverton&apos;s swelling mining population, which reached several thousand at its peak. Two trains a day ran from Durango to Silverton, in addition to trains running from Silverton over the top of Red Mountain on to Ironton. They ran up Cement Creek to the little town of Gladstone and up the Animas River Valley to Howardsville, Eureka and Animas Forks. During these prosperous times, construction flourished. There were plenty of wooden structures, and many of these stand today. The first brick buildings were built by bricklayer Patrick Stanley in 1877. It took quite a while for the first car to arrive. Almost 28 years passed from the coming of the first train to the arrival of the first car. It was brought over 3,840-m (12,600-ft) Stony Pass from Creede, CO, in an incredible journey retold years later by Louis Wyman. "Dad&apos;s daydreams were not the idle musings or the fantasies of a mystic," Wyman said. "They had a way of erupting into reality. He advocated and built good roads," he said. "During the summer of 1910, he was up to his sweatband in a project that took in half the state of Colorado. He envisioned an automobile highway, unheard of at that time, running southwest from Denver through the scenic grandeur of the high Colorado Rockies. The road would traverse a thousand miles or more of the state&apos;s finest recreational land finally circling back to Denver. Years later, when all of the county roads had been connected, it became known as &apos;Colorado&apos;s Thousand-Mile Circle Route.&apos; Of course, Silverton and the San Juans were bright stars along the way."

WILLIAM HUTTON BLAUVELT, Syracuse, N. Y.-I think that Professor Richards&apos; statement regarding the reason for the failure of the Bethlehem ovens was due to a misconception on his part. Silica bricks were not used because the ovens were built under German design and management and it has not been the practice in Europe to use silica brick nor has it been necessary, on account of their lower heats and slower coking time as compared with the present American practice. Bethlehem, Pa.-While acting as Chairman at the San Francisco meeting, in introducing this paper of Mr. Seaver, I made some remarks in discussion referring to unsuitable brick having been used in a coke plant at So. Bethlehem, Pa., and being the principal cause of the failure of these ovens. This statement having come to the attention of the Didier-March Co. of Perth Amboy, N. J., who furnished the firebrick used in the construction in the original ovens referred to, at the Lehigh Coke Works, near So. Bethlehem, Pa., their. manager, Geo. A. Balz has corresponded with me, and wishes to have placed on record a general denial of the statement referred to. As a matter of justice to the manufacturers of the firebrick, it is but right that their statement should be given as much publicity as my statement which has been objected to, and I take pleasure in placing upon record the statement of Mr. Balz, general manager for Didier-March Co., extracted from a letter to me dated Jan. 14, as follows: "The

H. M. BOYLSTON, Cambridge, Mass.-I would first like to ask what machine Capt. Bellis used to make his tests on impact strength. I have made some tests with the Charpy impact machine, the specimen being supported at both ends and nicked in the middle, and, find that the results do not always agree with those obtained by the Izod and other machines. I would also like to ask what effect the composition and heat treatment of the tool steel had on the drilling of his rifle barrels, as compared, with the heat treatment of the steel itself? I notice that the analysis of the composition of steel used shows sulphur 0.050 and phosphorus 0.065; I should like to ask how those high limits of sulphur and phosphorus came to be allowed? I have some data which lead me to feel pretty certain that those high limits make for very unsafe steel in rifle barrels. It has never been explained to the satisfaction of all of us, why the manganese is so high: 1.22 per cent. I believe several reasons have been stated; among them, that it is high in order to compensate for the high sulphur, and also to increase the elastic limit and improve other physical properties of steel. Lastly, I wish to ask whether Capt. Bellis has tried any different methods of heat-treating his steel rifle barrels? Apparently these were all heat-treated before machining; has he had any experience with heat-treatment after machining, especially after drilling? Those questions may seem somewhat outside of the range of this -paper, but they are important, and if Captain Bellis can give us any information, it will be very helpful. Dr. J. A. MATHEWS,* Syracuse, N. Y.-The same subject was discussed here last year, and the earlier papers by Dr. Carle Hayward seem to indicate that nothing was gained by the length of time of &apos;tempering. (It should be borne in mind that his results were based upon electrical and magnetic measurements and not upon tensile tests.) That idea has been accepted as gospel by steel workers, until late years, and particu-larly in connection with alloy steels, on which there is no question that the effect of time of tempering is very marked.

The minerals industry is represented through employers, employees, government, education, research, public views, and even pure political interests. The role of the Institute is to represent the mining and metallurgical profession. In this role the Institute has aligned itself with Associated Scientific and Technical Societies, the Council of Scientific Societies and the Engineering Association. The Institute is also active on the Engineering Council of South Africa.

"The Midwest is presently the focus for Combined Sewer Overflow (CSO) abatement in the United States (U.S.). Most of the EPA mandated utility and municipal long term CSO abatement programs in large metro areas in the Midwest such as Cleveland, Indianapolis, Columbus, Chicago, St Louis, Akron, Fort Wayne, Louisville, Kansas City, Omaha and Pittsburg use or will use deep tunnels for storage and conveyance of CSOs. This paper will compare design methods specified and implemented for tunnel construction in Midwestern geology such as soft ground and mixed face EPBM tunnels, hard rock TBM tunnels, drill & blast tunnels, road header tunnels along with tunnel lining systems. It will also review the performance of successful CSO systems that include design life cycle, vortex and drop shaft configurations, pump stations, storage and conveyance strategies and long term operation and maintenance criteria. HISTORY and BACKGROUND Prior to development of mandated wastewater treatment plants, collecting both wastewater and storm water runoff in a single-pipe system was an efficient and economical solution. The early combined sewer systems were typically designed and sized to carry several times the average dry weather wastewater flows and not designed to handle a mixed volume of waste water and storm water during a wet weather event. Beginning in the early 1970s, federal legislation (Clean Water Act of 1972, Clean Water Act of 1977 and the Water Quality Act of 1982) changed how municipalities and industries in the U.S. were required to treat and discharge wastewater into the nation’s surface waters. They were mandated to treat wastewater at federal regulatory standards for discharge into surface waters that is safe for humans, wildlife and aquatic life. The wastewater treatment facilities that evolved were initially designed and sized to treat only the peak volume of raw wastewater flowing during dry weather. Combined sewer system control sections or relief structures were installed upstream of wastewater treatment plants (WWTP) and were designed to protect WWTPs from potential damage that would be caused if peak volumes of raw wastewater mixed with storm water runoff reached and overwhelmed the WWTPs."

The Old Reliable copper mine was first examined by Harlow D. Phelps , an engineer of the Bureau of Mines , in October and November 1942 , in compliance with a request from the War Production Board , which furnished copies of assay maps of the 100- and 200-foot levels and requested that they be check-sampled . The author and R. li. Grantham and W. D. Hughes , engineers of the Bureau , made a second and more detailed examination later , after a number of manways had been opened that were inaccessible when the first examination was made .

The importance of factoring mining dilution into feasibility stage ore reserve estimates is discussed. An example that relates the issue of mining dilution to the size of smallest volumes that can be mined selectively is given. Relationship between the size of the selective mining units (SMU&apos;s) and the variance of their average grade is presented. The concept of variance reduction and its use in factoring mining dilution into geostatistical ore reserve estimation is described. An approach to estimate variance reduction factor by way of conditional simulation is introduced.

After the presentation of a co-authored paper, "The Cost of Transporting Ores and Raw Materials in World Markets", at the February SME meeting, one questioner commented, "You have been talking about the large shipper and ship loads. What does the small shipper do?" This paper will attempt to answer that question, at least in part. Probably the questioner hoped to hear about specific new tools and new techniques that he could apply. But one paper could only scratch the surface of the vast fund of information available; so rather than talk specifics we should take basics, that is, people, management and technology.

Secretary&apos;s Note.—In printing this paper in the present volume, the figures given in the pamphlet edition have been brought more nearly up to date, the product of 1899 being in many instances inserted. Iron-Ore Resources. In a paper presented to the Institute in 1897,* I discussed the iron-resources of the United States as then developed, calling attention to some principal sources upon which other countries depended. The following statement will give a general idea of the amounts, as compiled from the latest official records, of ores won, and metal produced, in the nations which are important contributors to the world&apos;s output. Unfortunately these are not all contemporaneous, since in some countries the statistics do not appear until after one or more years. The statement covers not only pig-iron and iron-ore, but also manganese-ore —the manganese mined being principally used in the production of spiegeleisen or ferro-manganese, and these alloys being generally included in the pig-iron output.
