"The electrical section of the Bureau of Mines has obtained copies of all available State safety rules and regulations in order to make a study of those portions of the codes relating to electrical equipment. While it has been found almost impossible to compare the several codes as a whole, comparison of those regulations dealing with a single subject has proved both interesting and instructive.Sixteen states have rules or enactments having reference to telephones and the present paper covers a compilation of these references. It is believed that data of this kind will be of service to commissions or other bodies contemplating the revision of existing codes.The compilation taken from the various codes follows: State Rules and Regulations.California.Sec. 5 (Par. c) Telephone communication shall be maintained between a co-operative station and each mine which it supplies. This paper discusses the process utilized by the City of Portland Oregon’s Bureau of Environmental Services (BES) to procure and compensate Impregilo-SA Healy (I/H)for the West Side Willamette River Combined Sewer Over?ow (CSO) Project. The contract method is a three-phase process consisting of qualifications based contractor procurement, pre-construction phase design assistance/construction planning, and facility construction where the contractor is compensated on a cost reimbursable-fixed fee basis. The paper focuses on pre-construction phase lessons learned from the development of the contract general conditions, establishment of a construction budget and cost control program, incorporation of contractor recommended design changes, and development of a subcontractor procurement program for construction.

"Dialkyl dithiophosphinates are a unique class of collectors used in the flotation processing of Cu- Au, complex polymetallic, and precious metal ores. They are known to exhibit higher selectivity and flotation rates for Cu sulfides, galena, and precious metal values in the presence of other gangue sulfides, than the traditionally used collectors such as dialkyl dithiophosphates and xanthates. They also have an attractive HSE profile. Historically, for most reagents used in flotation, practical methods of chemical usage have preceded detailed scientific understanding of how they work; this applies also to dithiophosphinates. Recently, however, the research community has shown significant interest in this chemistry, and numerous studies have been conducted to understand the fundamentals of interactions of dithiophosphinates with several base metal sulfides and precious metals. A critical overview of fundamental studies, laboratory ore flotation, and plant practice of dithiophosphinates is given in this paper. The findings from these studies are rationalized by drawing on concepts and insights from coordination chemistry. A comparison between the interactions of dithiophosphinates and dithiophosphate analogues with various minerals and metals is also made throughout. We believe that such a critical analysis/overview will be invaluable in identifying gaps in knowledge regarding this important set of compounds, which in turn may provide a basis for the design of studies that can advance understanding of their flotation performance. INTRODUCTIONDialkyl dithiophosphinates are an important member of the class of thiophosphorus compounds that are widely used in flotation beneficiation of base metal sulfide and precious metals ores. Ore flotation studies and plant practice experience have demonstrated their unique properties compared to the traditionally used sulfide collectors such as dialkyl dithiophosphates (their closest analogues) and xanthates. The predominant dialkyl dithiophosphinate used in the industry today is sodium diisobutyl dithiophosphinate (a.k.a. DIBDTPi; AEROPHINE® 3418A1 introduced by American Cyanamid in the late 1970s; Figure 1). The widest application of AEROPHINE 3418A is found in complex polymetallic ores of Cu-Pb-Zn-Ag, Pb-Zn-Ag, and Cu-Zn where it has demonstrated improved recoveries (and flotation rates) of sulfide minerals of Cu, Pb and Ag and selectivity against sphalerite, iron sulfides, and penalty elements (Mingione, 1991). More recently, it has also been used as a collector in the processing of Cu, Cu-Ni, and Ni ores (Guitard et al., 2015) and Cu-Au ores (Dunne, 2005). In general, it is considered to possess the collecting power of xanthates together with the selectivity (against pyrite) of dithiophosphates (Hope et al., 2003a, 2003b), while requiring lower dosages than those reagents (Guitard et al., 2015). AEROPHINE® 3418A has also found an important place in several targeted formulations to improve flotation performance. Other benefits of this reagent include higher flotation rates, having a better HSE (health, safety and environmental) profile2 compared to xanthate, and exhibiting resistance to hydrolysis and oxidation (Guitard et al., 2015). Compared to diisobutyl dithiophosphate (DIBDTP), which is known to contribute significantly to frothing (often leading to over-frothing), AEROPHINE® 3418A is observed to be froth neutral (i.e. it does not alter the existing froth characteristics). As is the case for other flotation reagents, the design and application of AEROPHINE® 3418A has preceded understanding of its behavior at a fundamental level. Recently, there have been numerous fundamental and application studies designed to develop a better understanding of its interaction with sulfide minerals and precious metals. This series of papers will supplement an earlier one which covered the methods and costs of mining and milling at a large number of producing mines. The present paper describes the exploration, equipping, and developing of a group of 18 claims remote from rail transportation, and the transport of equipment and heavy supplies for a distance of 120 miles by tractor over ice and winter roads, and of men and lighter supplies by airplane.

The effects of using surfactant solutions while diamond drilling in amygdaloidal basalt of the Upper Michigan copper mining district were investigated. Nonionic, anionic, and cationic surfactant solutions, all biodegradable, were tested with size AX surface-set bits mounted on a drill instrumented for continuous recording of thrust, rotational speed, and torque levels. Water flow and penetrations rates were also recorded. A drilling study was carried out, testing two rotational speed levels, two diamond bit grade levels, and four flushing agents (including water as a control). Comparison of all low-speed/high-thrust groups of tests shows that the non-ionic surfactant produced a 35% overall average increase in penetration rate over water, the anionic a 29% increase, and the cationic a 28% increase. These increases in, penetration rates resulted in a 22 to 26% reduction in cost over flushing with water alone. With the high-speed/low-thrust combination, the surfactants produced less benefits in penetration rate increases over water (14% increase for nonionic, 14% decrease for anionic, and 2% decrease for cationic type). Particle size analyses were run on drill cuttings produced by the three surfactant solutions and by water. All surfactant solutions showed a 20 to 50% increase in solids content over that of water alone. Since flushing rates were constant, these increases in solids content agree well with the penetration rate changes. The diamonds were recovered from each bit by matrix dissolution, and bit wear was measured in terms of total loss of weight. Flushing with surfactant solutions showed a savings in bit wear in most cases. The drill team noted also that surfactant flushing improved recovery of drill core by allowing easier removal of the core from the barrel.

"Boiling respirable quartz dust in water for 10 to 40 minutes decreases the cytotoxicity for both erythrocyte hemolytic potential and pulmonary macrophage release of lactate dehydrogenase in vitro. The potential is reduced to near zero in the boiling concentration range of 1 to 10 mg quartz per ml water in boiling times of 20 to 40 minutes. Below this range the detoxification occurs over a longer boiling time. Above this range the hemolytic potential remaining after 40 minutes of boiling approaches native quartz potential with increasing concentration up to 30 mg quartz per ml water. Replacing the media with fresh at the midpoint of boiling results in full detoxification through 20 mg per ml. Pre—boiling the medium with quartz or silica gel reduces the effect of subsequently boiling test samples. Detoxification persists after mild drying at 110 C for 8 hours, and persists after three days of resuspension in water at room temperature. Additional data on persistence of the effect, on the use of acidic and basic media treatment, and on surface analyses are presented, with a discussion of a working hypothesis and research needs.IntroductionResearch underway to determine interactions of quarts and other mineral dust surfaces with pulmonary fluids and alveolar macrophages in culture led to the observation that when dusts were autoclaved in aqueous suspension, their cytotoxic effects on macrophages wore suppressed, in some cases fully and even after several days incubation with the cells. This finding was in direct contradiction to earlier results from both short term macrophage lysosaal enzyme release assays, as well as longer term cytotoxicity assays from macrophages in culture; in those studies, dusts were steam autoclaved at 121 121 ºC with no liquid water but with steam present. (1,2) However detoxification under boiling conditions has been reported in other research.(3). It was decided to use the hemolysis assay to further investigate these findings, because of its sensitivity, simplicity and cost."

Existing geological structures such as faults or shear zones can greatly influence the interpretations of amplitude or energy attenuations of measured blasting vibrations along both affected and unaffected orientations. Mineralisation in conjunction with large faults or shears is commonplace in the geology of steeply dipping metalliferous deposits, such as those found in the goldfields of Western Australia. Better understanding of the influence of faults or shear zones on blast-induced seismic waves can lead to more effective blast vibration monitoring programs and interpretation of the results measured along affected orientations.

The future of Materials Processing in Space (MPS) in the Space Station Era is being assured today by a strong coordinated science program which looks to solve these problems, the answers to which serve to underpin the technical foundation upon which future metallurgical and materials processes will be built. The critical link between the product and process development activities that accompany this science endeavor is the "nuts and bolts" hardware that will ultimately operate in the space environment. Ground-based facilities including drop facilities and aircraft provide excellent product development and process concept study tools. Shuttle flights with Spacelab and commercially developed space facilities represent the evolutionary path to Space Station processing facilities. Today the most promising areas of MPS are crystal growth, containerless, and quasicontainerless processing. The unique features of these processes will be highlighted. Finally a more visionary perspective of MPS will be presented that incorporates the limits of today's knowledge with the economic "necessity" of tomorrow.

This paper puts forward an artificial neural network (ANN) for the forecast of deformation of the surrounding rock deformation. On the basis of this, this paper gives some examples of its application. The results show that the ANN model has a high forecast accuracy.

Possibilities of electric pulse disintegration are discussed with emphasis on high selectivity of the process as compared to mechanical comminution methods especially when applied to polymineral ores. Physical explanation of this phenomenon is suggested. The authors present results of some experimental tests illustrating regularity of this phenomenon irrespective of origin of ores or dissemination pattern of valuable minerals including both dissipated and accessory minerals. Some operating plants applying this principle are described the plants used either for mineral research purposes or for obtaining pure monomineral fractions or for treatment of gems to be faceted. Obstacles for implementation of this technology are mentioned.

THE discovery of oil on the Goleta anticline has extended the petroliferous areas of California 18 miles west of the previous limit at Summerland and 35 miles south of the fields at Santa Maria. In each of these localities the oil is found in the Miocene-Pliocene strata, but as the oil at Goleta is found in the Sespe formation, which is generally considered as Oligocene or lowermost Miocene, the Goleta field extends the production of that horizon 52 miles west of South Mountain, the previous western outpost. Two horizons of high-gravity, paraffin-base oil have been found at shallow depths, and the exploratory well, Goleta No. 1, is now being drilled to test the productivity of an expected horizon in the Meganos formation. The Goleta structure is 12 miles west of the city of Santa Barbara and 2 miles north of the coast. Although it is within part of the old Spanish Rancho, Los Pueblos, it corresponds to T. 4 N., R. 29 W., S. B. B. and M., Santa Barbara county, California. The discovery well, Goleta No. 1 was drilled by the Miley Petroleum Ex-ploration Co. on the Tecolote ranch in the part of the Spanish grant corresponding to the sw. 1/4 of the nw. 1/4 of Section 3. Despite the apparent isolated position of the Goleta field, it is within the Ventura basin. The idea that the Ventura basin terminates at the ocean beach near the city of Ventura is neither sup-ported by the geologic structures nor the sequence of strata west of that city. This basin at the present time is known on the land as the Santa Clara valley and beneath the sea as the Santa Barbara channel. It extends westward to Point Concepcion. The Ventura basin, before the Miocene and Pliocene epochs of deformation, was much broader than at the present time. It is bounded by two lines of uplift, the Santa Ynez range on the north and the Santa Monica mountains with their extension, the Channel islands, on the south. Both of these ranges trend east and west. The Ventura basin and the mountains that bound it are part of a remark-able east-west orogenic unit, which interrupts the pre-vailingly northwest ranges along the Pacific Coast.

IT IS WELL KNOWN that chrysotile asbestos from various occurrences exhibits varied physical properties and certain differences in chemical corn position, both of which conditions may have an important bearing on the industrial utilization of the fibre. The usefulness of a harsh fibre in the manufacture of asbestos cement products and of low-iron fibre for certain electrical uses are examples. It is also .possible to obtain a fibre with a texture too harsh and brittle to be of economic value. Much research into the structure of the mineral and to a lesser degree observations relating the water of combination to certain physical properties have ?been reported. This paper is an attempt to show that the pyrolysis of ?chrysotile takes place in three stages and that the conditions of pyrolysis are peculiar to the fibre and may afford some clue to the variations in physical properties of asbestos fibres which affect their utilization.

This paper explores the financial impact of the initial version of the Saskatchewan Potash Reserve Tax; first, a one; and second, in conjunction with the other taxes affecting the industry's profitability. A though the introduction of the Reserve Tax is shown to lead to a substantia increase in a hypothetical firm's effective tax burden, the more unusual outcomes frequently attributed to this levy on y occur after the imposition of other non-provincial tax rulings. Despite this qualification, the results obtained suggest that the Reserve Tax undoubted y acted as a catalyst in the polarization of attitudes during the ear y period of industry/government confrontation

"A tremendous amount of research, analysis, and engineering time is used to design a proper roof support system including the type, length, and location of the roof bolts. Unfortunately, since the roof bolts are being installed under unsupported roof, the exact location for the bolt holes cannot easily be determined and then marked onto the roof. The actual location where the roof bolts are installed is typically left to visual estimates by the operator. This frequently results in either (1) the operator overestimating the space between roof bolts and installing more bolts than required, thereby increasing cost and reducing efficiency; or (2) the operator underestimating the space between roof bolts and installing fewer bolts than required, thereby reducing safety, leading to potential roof failure or possible violations.A patented laser light grid system has been developed by J .H. Fletcher and Monitech, a South African Company, to aid in proper machine positioning in the heading and proper bolt spacing. The system can also show when an entry is over width, requiring additional roof support. The system is relatively simple and inexpensive. The concept is applicable across the full range of roof bolters from low to high seams and from single boom to multiple boom bolters. The system can be configured to meet most bolting patterns.The system consists of several very small 1 milliwatt, class 2, line type lasers that project a line onto the roof. The actual laser is 27mm in diameter x 47mm long (1"" x 1.8""). In South Africa it is approved as intrinsically safe and is mounted inside a 50mm diameter x 64mm long (2""x 2.5"") protective housing. In the USA, we are seeking an X/P approval and the laser will be mounted in a headlight enclosure 110mm diameter x 125mm long (4.3"" x 5""). Fifteen of the systems have been installed in South African coal mines with good results.The system has aided the mines in meeting the bolt spacing tolerance used in the Republic of South Africa, which is typically 15% of the nominal bolt spacing or 7 in for 4-ft bolt spacing. Fletcher has submitted the system to MSHA for approval in the US."

Methods are described for filling underground cavities remotely with dry material pneumatically injected through a borehole to seal openings, prevent air movement, and reduce subsidence; this often brings underground fires under control by limiting the access of air. Large-scale tests were made in the Bureau of Mines Experimental Coal Mine, Bruceton, Pa., in an operating mine, and in an abandoned Pennsylvania mine. Supplemental trials were made aboveground in galleries and in the laboratory. The parameters studied include horizontal and inclined passageways, obstructions in the entry, water leakage into the borehole, dry material, and grout and slurry mixes. The materials studied were fly ash, crushed and pulverized limestone, and sand. Best results were obtained with dry fly ash, though satisfactory seals were obtained with the other materials. When a borehole is dry and ends at an open void, casing is not necessary. If more than 5 gpm of water flows in the borehole, if the void contains loose debris, or if coarse material is injected, a material feedpipe should be inserted through the borehole. Fly ash was most suitable for remote filling because of its low angle of repose (8°) and its good flow characteristics. The depth of borehole through which the fly ash is injected has no appreciable effect on the filling operation.

This paper describes a new digital Centralized Blasting System (CBS), which is currently being introduced into underground applications. The CBS makes use of the field-proven detonator and equipment technology of an electronic detonator system and existing mine radio communication networks. Therefore no capital investment for additional mine infrastructure networks is required for the deployment of the digital CBS. Components of the new system are a Remote Blasting Box for use at the actual blast site and a Master control unit ‘Lockbox’ which is located at the central blasting location of the mine. The system is operated via a PC based centralized blasting software. Several sophisticated safety devices guarantee the highest safety standards are maintained with the application of the new digital CBS.

This paper describes the development of a Windows-based interactive mine ventilation simulation software program at the Waste Isolation Pilot Plant (WIPP). To enhance the operation of the underground ventilation system, Westinghouse Electric Corp. developed a program called WIPPVENT. While WIPPVENT includes most of the functions of the commercially available simulation program VNETPC from Mine Ven- tilation Services Inc. and uses the same subroutine to calculate airflow distributions, the user interface was completely rewritten as a Windows application with screen grap-hics. WIPPVENT is designed to interact with WIPP ventilation-monitoring systems through the sitewide central monitoring system. Data (e.g., air quantity and differential pressure) can be continuously collected from the underground ventilation remote-monitoring and control system and from the mine's weather stations (psychrometric data). Furthermore, WIPPVENT incorporates regulator characteristic curves specific to the site. The program utilizes this data to create and continuously update a real-time ventilation model. This paper discusses the design, the key features and the interactive capabilities of WIPPVENT.

Surface mining activities disturb large tracts of land resulting in the potential for greatly increased downstream sediment loads. The Surface Mining Control and Reclamation Act of 1977 places increased emphasis on the protection of the environment from the adverse effects of surface mining operations. Surface mining activities must be planned to minimize disturbance to the hydrologic balance, erosion and sediment contributions to receiving streams. Sediment ponds must provide a sediment storage volume equal to the accumulated sediment volume from the drainage area as determined by the Universal Soil Loss Equation (USLE) or other empirical methods established by the regulatory authority. It has thus become extremely important for the mining industry to secure more accurate estimates of potential erosion losses and sediment yield. Accurate estimates of sediment yield are required for the planning, design and successful operation of sediment control systems such as detention ponds and other alternative control structures and for evaluating the effectiveness of land management practices. The principal soil loss prediction procedure available for use is the LISLE. The USLE procedure is inadequate for use in predicting soil loss from surface mine regions for a number of reasons. These include: 1. The USLE was developed to estimate average average annual loss from agricultural soils. It cannot predict accurately soil loss for specific storm events. In surface mine regions a major portion of the soil loss occurs during the initial six months to one year of active mining. Accurate estimates of soil loss over short periods are thus required for the design of control structures. 2. Pinson Mining Company was formed to develop a gold orebody located in northern Nevada near Winnemucca. A feasibility study was undertaken in 1979 by a consortium of three Toronto-based mining companies and a Reno-based exploration company. The study indicated a viable project with gold priced above $225 per ounce. A project manager, and mine and mill superintendents, were hired in late 1979 to expedite the development of a 1000 ton per day mine-mill complex. Plant design engineering was contracted with Industrial Design Corporation in Salt Lake City. Three experienced plant metallurgists representing Pinson were stationed in Salt Lake to guide the work of Industrial Design. Among the many design criteria spelled out by Pinson, foremost were bringing the mill on line as quickly as possible at minimum capital cost. Fourteen months after the beginning of design engineering, the completed Pinson mill became operational. Total capital cost, including mine development, was $18 million. The Pinson project has proved to be far more than viable; the entire capital cost will be recovered within 18 months of the mill start-up.
