The need for on-line sensors is outlined and it is demonstrated that the control of many processes is prevented by the availability of these devices. The use of solid electrolytes is described for the sensing of elements in molten pyrometallurgical phases. In the cases where there is no suitable electrolyte, the addition of a second phase of a compound containing both the element to be measured and the element whose ion is mobile in the electrolyte can be used. For the measurement of high concentrations of an element a method based on current measurement is proposed.

The flotation-related properties of hexanol derivatives and mono-alkyl ethers of propylene oxide, which include many important flotation frothers (e.g. MIBC, DF-200, DF-250, DF-1012, etc.) have been studied. The obtained results show that the DFI (Dynamic Foamability Index) - CCC (Critical Coalescence Concentration) plot can be used to classify flotation frothers. The frothers characterized by low CCC and high DFI values have properties of strong flotation frothers, while those with high CCC and low DFI values are more selective. The proposed frother classification system, based on simple CCC and DFI measurements, provides, for the first time, a solid ground-work for characterization of the flotation frothers.

As soldas dissimilares de liga de níquel 182 são utilizadas em usinas nucleares para conectar tubulações de aço inoxidável com componentes fabricados em aço de baixa liga. O procedimento envolvido na soldagem dissimilar pode modificar as propriedades do material, o que afeta diretamente a junta soldada no sentido de aumento da probabilidade de incidência do processo de corrosão. Neste trabalho foi realizado a soldagem dissimilar de corpos de prova dos aços de baixa liga e aço inoxidável austenítico AISI 316L com as ligas de níquel 82 e 182. Estudou-se o comportamento frente à corrosão da junta de solda de liga 182 em ambientes ácidos contendo NaCl e Na2S2O3 empregando-se técnicas eletroquímicas. Ensaios de polarização anódica potenciodinâmica foram utilizados para caracterizar o comportamento de corrosão localizada do material. Os resultados mostraram que o comportamento eletroquímico da junta de solda está relacionado com o aporte térmico e a presença ou não de oxigênio no meio.

Thirty years ago, the appearance of a female mining engineer, geologist or miner in a company, union or mine environment would have been unthought of, unwelcomed and violently opposed. Twenty years ago, the intellectual perception of the news that women were interested in becoming mining engineers, geologists and miners had been accepted by the industry-but no one wanted to be the first to hire one of these exotic creatures. Ten years ago, those who had been most vehemently opposed to the philosophical idea of women working in these areas were faced with competent, productive engineers, geologists and miners-who only incidentally happened to be women-and began hiring them. Historically, of course, one can always find the isolated individual who worked in these areas-the first female graduate of the Colorado School of Mines with a mining engineering degree graduated in 1903-but the concept of woman as professional engineer was very slow in arriving in the United States. The few who worked as miners generally worked in small family enterprises, such as some of the coal mines in both Eastern and Western United States. Others accompanied husbands or sons into wilderness areas searching for gold and other precious metals.

On a regular basis, mine personnel should obtain air samples directly from active underground areas as well as remotely from sealed locations. These samples provide mine officials with data relative to the makeup of the various atmospheres. Should conditions underground change, these results can provide a baseline that can assist officials in determining the extent of change. Relating the concentrations of individual gases to time, applying gases to equations, and examining their change over time are tools that have been successfully used to determine if a heating event exists and, if so, the extent of the emergency. These atmospheric status equations have either been developed for the mining industry or adapted from other industries. They serve as tools to assist personnel in determining the condition of underground mine atmospheres. As long as the problem area continues to be ventilated, certain gases, gas ratios, and equations can be used to determine if a fire exists, what type of material could be burning, and what quantity of coal is burning. Once the mine or the involved section has been temporarily sealed, gases, ratios, and gas-derived equations can assist personnel in determining how conditions within the sealed volume are changing over time. To alleviate potential explosions when fresh air is once again introduced into the sealed volume, equations and a diagram have been developed to predict the likelihood of an explosive atmosphere. Similarly, prior to commencing recovery of a mine or section, equations exist that can assist in determining if the fire will rekindle when air is reintroduced. This paper serves as an overview to remind and/or instruct readers about gas-sampling methodologies and gas analyses to assist in determining the status of underground atmospheres.

FLUORSPAR, a little known non-metallic mineral, referred to technically as fluorite, chemically as calcium fluoride, is a compound of calcium and fluorine in the ratio of one molecule of calcium to two of fluorine. By weight it is composed of 51.3 per cent of calcium and 48.7 per cent of fluorine. Its specific gravity is 3.2. It is brittle, has a hardness of four and can be easily scratched with a knife. It weighs about 200 Ib. per cubic foot and has a melting point of 1650" F. The color of fluorspar ranges from pure white and opaque white, according to its purity, to various hues of yellow, green, pink, lavender, blue and brown, to bluish black. Although the lumps have color, when ground the fluorspar becomes pure white. The reason for this is because the mineral usually carries no fixed pigment, the color being produced by the re- fraction of light rays within the crystal structure and small quantities of organic matter which readily oxidizes. It crystallizes in the isometric system with perfect octahedral cleavages.

Since Sept. 11, 2001, the author has been asked by several mining companies and mining publications to share some of his insights on how the terrorist attacks on the World Trade Center (WTC) and Pentagon might affect the mining industry globally. Until now, the author has been reluctant to express his thoughts in a publication that could possibly fall into the hands of terrorists and give them some ideas that they may not have been previously considering. However, the author discussed the contents of this article with several friends and acquaintances in the international intelligence community. They said that nothing commented on here is new to the terrorists. Potential terrorist targets Sources within the worldwide intelligence gathering community have told the author that current intelligence data indicates that it is likely that the Islamic fundamentalist groups responsible for the attacks on Sept. 11, 2001will likely be directing their effort at foreign business entities. Any overseas or any domestic businesses of highly visible companies that are part of the anti-terrorism alliance should consider themselves a potential target.

Classical electroslag remelting of consumable electrodes is a drop-by-drop melt feeding through a slag layer into a renewing molten metal bath, slowly solidifying into a homogeneous, dense, defectfree ingot in a copper water-cooled mould. The new look at the additive nature of the electroslag remelting (ESR) process in a protective atmosphere allowed us to formulate the principles of a comprehensive thermodynamic-based model that can predict dynamic changes in slag and metal composition at certain ingot remelting. The model considers drastically different slag-to-metal mass ratios at the beginning and end of remelting and predicts gas, slag and metal composition in a chain of thermodynamic subsystems. Despite consisting of calcium fluoride and stable oxides, the ESR slag can oxidise main and active elements from steel and alloys (primarily aluminium, titanium and silicon) due to chemical reactions between slag and metal. ESR is not an electrochemical process in its nature. However, slags are ionic melts and deviation in their composition causes a change in their properties, affecting both operation mode and ingot quality. Another important understanding derived from the modern metallurgy technological route is that the ability to refine metal from impurities is not a priority for the ESR because consumable electrode has already passed all stages of refining and deep degassing at ladle treatment that changes ESR slags engineering principles. The critical importance became slag’s ability to generate process heat and keep the melting composition in the metal bath unchanged (except for non-metallic inclusions assimilation). Slag engineering for ESR required a compromise between chemical inertness to a metal composition and desired physical properties deriving from technological reasons. The Directed Chemical Bonds Concept (DCBC) in a multicomponent oxide system was used to build predictive models of electric conductivity and the melting temperature of fluoride-oxide slag based on their chemical composition. Both models help to design a customised composition of effective slags for steel and alloy groups or individual grades, and they are significant steps in the development of a comprehensive model of electroslag remelting.

MUCH progress has been made in recent years in the theory and practice of making stainless steel. By effective utilization of oxygen for decar-burization and more suitable alloying agents, it has been possible to attain consistent production of very low-carbon stainless steel. In order to facilitate economical production of stainless steels, the Electro Metallurgical Co. has carried out an extended experimental program that has clarified some of the complex interrelations of temperature and composition under decarburizing and reducing conditions. These results'-:' have been founded in large part on small experimental heats, and in order to confirm their validity and significance under commercial conditions, a survey of stainless steel melting practice has been made with the cooperation of stainless steel producers. Conditions required for decarburization and associated oxidation of chromium, manganese, and iron have been fairly well established in relation to the beneficial effect of the highest practicable temperature. The recovery of chromium and manganese from highly oxidized slags by reduction with silicon has been indicated with somewhat less precision and this study has shown significant deviation in large commercial heats from the small experimental heats. In spite of an unsatisfactory degree of accuracy in estimating the conditions affecting reduction of metallic values, it has been possible to calculate a slag weight in reasonably good agreement with the results observed in large heats. While there still is much to be learned about both the qualitative and quantitative aspects of stainless steel melting, this survey has indicated the manner by which the efficiency of the production process may be measured. Oxidation Period In order to establish practices for the recovery of chromium and manganese from the slag the amounts of these metals oxidized should be known. Moreover, since reduction of oxidized chromium and manganese must necessarily be accompanied by similar reduction of iron, knowledge of the total quantity of metallics oxidized is essential. The relations between carbon, chromium, and temperature under oxidizing conditions were developed by Hilty in 1948.' While it had been realized previously that retention of chromium in the metal during carbon oxidation is favored by high temperatures, the Hilty relation provided quantitative information useful for evaluating melting procedures. For example, it was shown that decarburization to moderate carbon levels can be achieved while retaining substantial amounts of chromium. However, in decarburizing to the low-carbon level necessary for producing 0.03 pct maximum carbon stainless steel, very little chromium remains in the bath at the temperatures generally employed. For this reason, Hilty, Healy, and Crafts' later projected an extension of the chromium-carbon relation to the low-chromium region. Although this chromium-carbon-temperature relation defined the composition of a chromium steel bath at the end of the oxidizing period, it did not provide a direct means for estimating the total amount of metallic oxidation occurring during decarburization of a stainless steel heat. This subject was investigated by Crafts and Rassbach³ and, later, by Hilty, Healy, and Crafts" who demonstrated that metallic oxidation is a function of the chromium content of the initial furnace charge, the minimum carbon content attained, and the temperature. It was further demonstrated from data on 1-ton heats that an empirical relationship exists between the ratio of chromium plus manganese to iron in the slag (S) to the corresponding ratio of these components present in the metal bath. The following expression was derived to permit the calculation of the amount of metallics oxidized during decarburization of a given charge: W-2000 (Cr1 + Mn1)-(Cr2 + Mn2) 1 100s/s+1-(Cr3 + Mn2) where W is the pounds of chromium, manganese, and iron oxidized per ton of charge; Cr1, the percentage of chromium in the charge; Mn1, the percentage of manganese in the charge; Cr2, the percentage of chromium in the bath after oxidation; Mn2, the percentage of manganese in the bath after % Cr + % Mn oxidation; and S =%cr+ % Mn/%Fe in the slag after %Fe oxidation. In order to establish whether the slag ratios of commercial heats are consistent with those found in the experimental heats, the slag and metal analyses shown in Table I were evaluated. These data represent samples taken after the oxidation of two 1-ton and seven 15 to 25-ton heats of types 303, 304, and 304L stainless steel made in chromite, acid, and basic hearths. Fig. 1 illustrates that the results for the commercial heats correlate reasonably well with the relationship originally established for experimental 1-ton heats. Coal-fired power plants in the U. S. produce approximately 20 million metric tons of Hue-gas desulfurization sludge every year. The sludge mainly consists of calcium sulfite and calcium sulfate. This can be converted to synthetic gypsum, which in principle could be a marketable commodity. However, many Hue-gas scrubbers produce sludges that do not meet the quality requirements of the gypsum industry, and so their sludges must be landfilled as a waste. If a suitable method can be developed for removing certain objectionable impurities from the sludge, it will then be possible to market the material instead of landfilling it. A sludge from a natural-oxidation scrubber was characterized, and the main contaminant was found to be calcium carbonate from unreacted limestone. Based on the particle size and the characteristics of the material, froth flotation was considered as a method for purifying the material. Since no flotation studies have ever been carried out to separate calcium carbonate particles from calcium sulfite or calcium sulfate particles, it was first necessary to select a suitable collecting reagent. Based on Zeta-potential studies, the most suitable reagent was found to be an octadecylamine-octadecylguanidine complex. Results are presented for flotation of calcium carbonate from scrubber sludge using this reagent, in a reverse-flotation process. The best results were obtained when the sludge was first pre-cleaned using a water-only cyclone to remove unfloatable coarse limestone, followed by froth flotation to remove fine limestone.

During the past eight years, in trying to estimate world consumption of petroleum and related products, the authors have been unable to account for all the supplies available in any one year. There has remained at all times a balance, which at first was thought to represent almost entirely additions to stocks in foreign countries. But as this discrepancy continued year after year-over 148,000,000 bbl. in 1937—it became unreasonable to conclude that corresponding additional foreign storage capacity was continuously being made available. It became therefore clear that the balance in question was due to other causes than to additions to stocks. Last year Mr. A. G. White, Chief Economist of the Petroleum Economics Division of the United States Bureau of Mines, pointed out to one of the authors that an unknown and important factor in consumption of petroleum and related products is to be found in the requirements for military purposes in foreign countries. This paper is the result of Mr. White's timely suggestion. There are no reliable data available either on the storage capacity, and therefore oil stocks, or on the petroleum consumption for military purposes in foreign countries. This information is so closely related to national defense that its divulgation is forbidden. One can therefore but surmise as to these facilities and needs in line with the relative strength of the military land, air and sea forces of the various countries. The authors have assumed many of the component factors that go to make the tables herein presented, such as fuel consumption of fighting ships in relation to tonnage and horsepower, gasoline consumption of air fleets in relation to number of planes, and the consumption of petroleum products by mechanized armies; but in making these assumptions they have availed themselves of the advice and counsel of those whose wide experience in these questions make their views authoritative. Magnetic susceptibility measurements provide rapid, non-destructive testing of drill core, but cannot directly map magnetite and/or hematite content. Combined magnetic susceptibility and magnetisation measurements provide much more diagnostic information and, with sparse calibration constraints, are able to quantify magnetite and hematite concentrations and potentially map differences in grain size and texture. We have developed a travelling three-component vector magnetometer that can be run alongside core to map its external magnetic field. The logger has been designed to operate in core sheds and at remote drill sites. It is used to rapidly scan a length of core, with each core being scanned in different rotations. The magnetic field contributions from any remanent magnetisation rotates with the core and cause differences between successive measurements, while the field contributions from any induced magnetisations with isotropic magnetic susceptibility remain constant. Deconvolution of the magnetic field data with simultaneous three-channel inversions of the multirotation data separates remanent and induced components. Interpretation of this data provides estimates of the intensities of induced and remanent magnetisations, the orientation of the remanent magnetisations and the ratios of the induced and remanent magnetisation strengths. We expect these magnetisation parameters to correlate with stratigraphy through a banded-iron formation. Furthermore, we anticipate that we will be able to use this information to map zones of oxidation and other changes along the core. This novel instrument is one component of an integrated CSIRO program to provide new capabilities for iron ore exploration and development based on studies of magnetic fields and magnetisations at scales ranging from centimetres for these core investigations to tens of kilometres for formation studies.CITATION:Foss, C A, Leslie, K and Arnold, C, 2015. The physical and mechanical properties of coal play a important role in the planing and design of coal mines. However, due to the complexity conditions in situ and the influence of unknown factors, it is hard for people to evaluate the physical and mechanical properties of coal directly. In this research, uniaxial compressive stress was used to change the attribute of coal samples, and the ultrasonic measure technique was used to evaluate the physical and mechanical properties of coal. The results of laboratory test showed that there was a strong relation between uniaxial stress and velocity of ultrasonic wave. Sensitivity analysis with numerical simulation was used to define the relation between the physical-mechanical parameters of coal and ultrasonoc wave. With the dynamic analysis module of FLAC, three elastic and plastic models were built to model the coal samples. The modeling parameters were changed pro rata, and the correlation of coal and ultrasonic wave properties were summarized and presented. The result from this research will be base for further analysis of caving behavior of coal.

This investigation establishes the effect of ferrite grain size resulting from various heat treatments on the transition temperature of a semikilled steel plate. Different austenitizing temperatures and various cooling rates were used. The ductile-brittle transition temperatures were determined by the Navy tear test and the keyhole Charpy test. THE data presented in this paper deal with quality characteristics of ship-plate material which were investigated in a research project sponsored at Battelle by the Bureau of Ships, Dept. of the Navy. Specifically, the object of this investigation was to establish the effect of ferritic grain size (resulting from various heat treatments) on the so-called transition temperature of ship-plate steel. Transition temperature is not a fixed property of steel. It is derived from a series of static or dynamic tests made at various temperatures and is qualified by specifying the type of test employed as well as the testing criteria. Because in earlier investigations of ship-plate quality1,2 the so-called Navy tear test and standard notched-bar tests (keyhole Charpy) proved to be useful in interpreting instances of brittle behavior of ship plate in service, these tests were used in the investigation reported in this paper. By definition,' in the Navy tear tests the highest temperature at which one or more of four specimens breaks with a brittle fracture (that is, when less than 50 pct of the fracture area has a dull fibrous texture) is termed "transition" temperature. In the Charpy tests, the 12 ft-lb level of energy absorption was used as a criterion indicating the "transition" temperature, although other levels of energy absorption were also used for comparison. Earlier work" on ship-plate steels indicated that the temperature at which ship plate is finished has a very significant effect on its notched-bar properties. Plates rolled in the laboratory, where the finishing temperature can be carefully controlled, showed a 16°F decrease in tear test transition temperature when the finishing temperature was lowered 200°F (from X" to Y°F). The same plates showed a drop of 10°F in the keyhole Charpy transition temperature from the same decrease in finishing temperature. Commercially finished plates' exhibit a similar trend. When the ferrite grain size of the hot-rolled laboratory plates was determined, a close relationship was found between the ferrite grain size and the notched-bar transition temperature." " he indicated relationship between grain size and transition temperature was in agreement with the findings on low carbon steels of Hodge, Manning, and Reichhold' despite the differences in composition of the steels. The cooling rate after rolling varies from one steel plant to another. This variation changes the micro-structure" and appears very likely to affect the notched-bar properties of the steel plates. In the investigation summarized in the present paper, heat treatments simulating finishing practices in the hot rolling of ship plate were used in order to vary the ferritic grain size. It is believed that the indicated relationship between grain size and transition temperatures of the ship-plate material will prove useful in estimating the effect of rolling temperature and of cooling rates from rolling temperatures on the notched-bar properties of semikilled steel plate. Material The semikilled steel plate used in this investigation was a ¾ in. hot-rolled plate from an open hearth heat. Other plates from this heat have been used on many other studies performed for the Ship Structure Committee," "," and the heat has been identified as project steel "A". The chemical composition of the plate1 was 0.25 pct C, 0.49 pct Mn, 0.011 pct P, 0.045 pct S, 0.04 pct Si, and 0.004 pct N.

"INTRODUCTION In a previous publication4 results were given of numerous experiments made on the in-flammability of gas mixtures consisting of methane, hydro a. carbon monoxide, nitrogen, and carbon dioxide. Data were obtained and tables prepared giving the inflammable limits of each of these combustibles when mixed with various proportions of carbon dioxide and nitrogen. By the use of these data and the application of Le Chatelier's law, it was found possible to calculate the limits of inflammability of any gas mixture containing any or all of the above gases.Various mixtures of the five gases given above were prepared and their limits determined experimentally and then calculated. Good agreement was found between the determined and calculated results when complex gases encountered in mine safety work were tested. Of special significance was the accurate calculation of the limits of inflammability of gases from mine fires, gases from mine explosions, detonation products of explosives, blast—furnace gases, automobile exhaust gas, and other gases of a similar character.Using the method given in the above report, Yeaw5 investigated a number of industrial gases including oven, coal, producer, blue, carbureted blue, and dry quencher gases, and found the determined and calculated results to agree remarkably well, thus giving further proof of the value of such a means of determining dangerous conditions when combustible gases are encountered in practice.GASES FROM A POTASH MINEGases were recently encountered in a potash nine in New Mexico, containing the com-bustibles, methane, hydrogen, and ethane. In one special case a mild explosion occurred when these gases were mixed with the right proportions of air and ignited it therefore became necessary to know the inflammability of these mixtures in order that the proper precautions could be taken to prevent explosions."

THE following is the discussion of a paper, with the same title, by N. L. Alison, which appeared in our February issue: E. F. Tillson commented that while the fundamentals are well presented it would have been of interest to him to have had the author add some of his own experiences with fan installations. A. W. Hesse remarked concerning the use of the forward curved blade fan on the surface at a metal mine which has, ordinarily, but few airways, that the farther they are driven, the higher the resistance rises, and less air will be delivered, as the water gage will remain constant with a consequent loss in quantity. D. Harrington added that the metal mines do not or¬dinarily install fans until the mine is well developed, so changes are relatively slower after fan installation than at a coal mine.

The Thompson Nickel Belt, located in Northern Manitoba, Canada, contains more than 400 million tonnes of ultramafic low-grade nickel mineralization in 9 deposits. One of these, the Pipe deposit, was mined between 1971 and 1983 producing a Ni concentrate of 9% to 11% grade at 73% recovery. The operation was terminated because the poor recovery, low Ni grade and high MgO con-tent of the concentrate made processing this ore uneconomical at the metal prices prevailing at that time. Vale Inco is now re-evaluating these deposits with the intent of providing a new source of concentrate for its Thompson integrated processing facility. It is known that serpentine slimes coating on the sulphide surfaces are responsible for the poor metallurgy. Various desliming methods were tested including settling, elutriating, tabling and hydrocycloning. Hydrocycloning has proven to be the most effective means of desliming. With a feed assaying 0.70% Ni and 33% MgO, a rougher flotation concentrate assaying 22.7% Ni and 4.8% MgO was produced at a Ni recovery of 62.5% (relative to the feed to grinding), with no utilization of slimes dispersants. Another 16.6% Ni recovery was achieved in scavenger flotation resulting in a total Ni recovery of 79.1%. Batch flotation tests using various flowsheet configurations to optimize the grinding, desliming, reagentizing and flotation conditions are in progress.

The ultraviolet spectrum of isopropyl ethylthionocarbamate (the principal constituent of Dow flotation collector Z-200) in water and of Z-200 itself in water was found to have an absorption peak at 242 nanometers(nm). The height of this peak was found to be directly proportional to isopropyl ethylthionocarbamate concentrations up to 15 p.p.m. Z-200 contains about 90 per cent isopropyl ethylthionocarbamate and the heightof the peak was proportionately lower, but obeyed the straight line relationship up to 15 p.p.m. This showed the potential value of spectrophotometric measurements for the determination of Z-200 residuals in flotation liquors.Methyl ethyldithiocarbamate (an impurity in Z-200) increased the peak height slightly, but other impurities in Z-200, xanthates, and most inorganic salts present in flotation liquors do not interfere. However nitrate ion and thiosulphate ion have absorption peaks which overlap the isopropyl ethylthionocarbamate peak.The simplest general method to overcome this effect is to extract the isopropyl ethylthionocarbamate into cyclohexane and to measure the absorbance of the extract.The maximum absorbance of the cydohexane extract was at 247 nm and the peak height at this wavelength was found to be directly proportional to the isopropyl ethylthionocarbamate or Z-200 concentration in the original aqueous solution. An alternative method is to measure the spectrum of the original aqueous solution using the aqueous raffinate from extraction as a reference solution. This gives the spectrum due to isopropyl ethylthionocarbamate alone and measurement of the absorbance at 242 nm gives the concentration in the original aqueous solution. Both methods give the same value for the concentration of isopropyl ethylthionocarbamate in the original solution.

(Canal Zone Meeting, November, 1910,) THE Altar district, State of Sonora, Mexico, is for the most part a desert with but little rain-fall and few running streams. On account of this scarcity of water it is necessary for the natives to " dry-wash" the placer-gravel, and the object of the present paper is to describe some of the more common Mexican dry-washing devices. My observations were confined to a property known as Las Palomas placers, 15 miles from the Gulf of California and about 150 miles south of the United States border; a brief description of which property may be of interest as illustrating what is, perhaps, a typical Sonora dry placer. It is said that as long as a century ago the Yaqui Indians discovered rich cement-gravel, known as argo masa, at Las Palomas, and that there has been a more or less steady production of gold from the property ever since. The argo masa is a fairly-coarse gravel, the pebbles being quite firmly held together with a lime cement. Gold is scattered through this cement in particles ranging from fine specks to pieces several grams in weight, and occasional large nuggets are encountered. The contents vary so widely that it is difficult to estimate the average value, but returns of from $10 to $50 per cubic yard are common, and it is doubtful if the Indians considered anything less than from $4 to $5 a yard as "pay dirt." This argo masa occurs in channels varying in thickness from a few inches to several feet, and in width up to 300 ft.. These channels are continuous and are probably ancient stream-beds. They are for the most part covered with an over-burden of a more recent gravel, varying from 30 to 50 ft. thick, and the fact that this over-burden contains values as high as $1.50 per cubic yard, and yet was not worked by the Indians, shows that their idea of what constituted pay-ground was high.

The Bureau of Ocean Energy Management (BOEM), a bureau within the U.S. Department of the Interior, has responsibility over both energy and non-energy mineral development on the United States Outer Continental Shelf (OCS) under the OCS Lands Act (“OCSLA”). BOEM’s Marine Minerals Program (MMP) manages federal offshore mineral deposits through non-competitive, negotiated agreements for sand and gravel (“sand”) used in coastal restoration efforts and the competitive leasing of critical and hard economic minerals (“critical minerals”). As the steward of OCS critical minerals, BOEM MMP is responsible for understanding where critical minerals are located, identifying and understanding their environments, managing activities that affect these resources, and implementing pertinent federal policies. Fulfilling these responsibilities involves the collection and analysis of environmental, geological, and geophysical data; supporting the science needed to understand the impacts of resourcerelated authorized activities on the biological, physical, and sociocultural environments; encouraging emerging technologies that can reduce the environmental impact of activities; and communicating with stakeholders to foster an understanding of existing federal regulations and potential needs to revise the legal framework. Four U.S. federal rules in the Code of Federal Regulations (CFR) currently inform MMP’s procedures: 30 CFR 580 (prospecting for minerals), 30 CFR 581 (leasing of minerals), 30 CFR 582 (operations in the OCS related to minerals), and 30 CFR 583 (negotiated noncompetitive agreements for sand). Other federal laws and regulations are also pertinent, particularly those supporting the National Environmental Policy Act, Endangered Species Act, National Historic Preservation Act, Marine Mammal Protection Act, Coastal Zone Management Act, Clean Air Act, Federal Water Pollution Control Act, and Magnuson Stevens Fishery Conservation and Management Act.
