This volume- summarizes mining and petroleum legislation in 18 European jurisdictions. Within these jurisdictions, primary attention is given to requirements that must be met in each country for acquisition of rights to permit development of mineral resources. Coverage includes: First, identitication of the controlling laws or statutes governing minerals acquisition and reference to the administrative authority; second, analysis; of the laws governing mines and quarries and their products; third, analysis of laws applicable to natural gas, petroleum, and related materials; and fourth, mention of laws regulating offshore operations. Where pertinent, sections dealing with historical background or administration have been added in countries where minerals are subject to control of States or Provinces, those areas are considered separately from the central government.

Underground metal mining involves many challenges. Economic slowdown, tough international competition and sometimes volatile metal prices put constant pressure on mine operators to increase productivity and to reduce production cost. At the same time, countries such as Canada, the United States and Australia are experiencing skilled labor shortages that might even stall development of certain mine projects. Furthermore, some stages of underground production take place in particularly hazardous environments where the safety and health of miners is at risk. Automation of some processes in underground mining is one of the promising avenues to alleviate some of these problems. Loading and haulage are among the most critical operations and areas where implementation of autonomous vehicles has been targeted. However, although health and safety issues are a primary driver to opt for automation, the latter should ensure an acceptable level of productivity and pro?tability. With this in mind, this article focuses on the factors affecting operational effectiveness of autonomous underground loading and haulage equipment and the means to maximize it.

THE subject of fuel-briquetting has attracted much attention on the part of engineers and investors for the past 15 or 20 years, and especially in recent years, during which a number of plants have been built, with more or less commercial and technical success. Our technical literature contains numerous descriptions of certain processes, and discussions of the industry in general. For a history of the development of the art in the United States, and for descriptions of many of the processes which have been tried, reference may be made to the files of our Transactions, and, for more recent information, to a paper by C. T. Malcolmson, read before the First Annual Convention of the International Railway Fuel Association in June, 1909. The purpose of the present paper is to describe the briquette-plant of the Solvay Process Co. and the Semet-Solvay Co. at Detroit, Mich., which, after a period of long and costly evolution, is now operating satisfactorily on a commercial basis. I believe that it will be of interest to some of our members to have the details of operation, lower-consumption, labor, etc., as worked out on a practical and commercial scale in a going operation. The briquette industry has had a somewhat checkered career in the United States, and much the larger portion of the failures has been due entirely to commercial causes. It seems axiomatic to say that before undertaking the installation of a plant for manufacturing briquettes it is necessary that the local situation should be carefully examined : First, to determine the kind of briquettes, if any, the local market will consume; that is-to say, whether the available fuel-supply is such that briquettes would be a welcome addition, and whether the most promising field is the industrial or the domestic market. The Bureau of Mines studied reinforcement of sulfur concretes using glass, polyester, and aramid fibers. The objective of this research was to determine the feasibility of fiber-reinforcing the sulfur concrete to enhance the flexural properties. Optimum fiber sulfur concrete compositions were formulated with a cement-to-fiber ratio of 9.0:1 for glass-fiber and polyester-fiber sulfur concretes and 12.1:1 for aramid-fiber sulfur concretes. Test samples were prepared using techniques developed by the Bureau of Mines. Flexural strength values of up to 50 pct of compressive strength values were achieved with fiber additions. With non-fiber-reinforced sulfur concrete, the values ranged up to 20 pct. The impact strength and fracture toughness of sulfur concretes were increased sig-nificantly by reinforcement with glass or with aramid fiber and were adversely affected by use of polyester fiber. Strain tolerance was doubled and failure mode was shifted from catastrophic to noncatastrophic type by adding glass fiber. The glass-fiber and aramid-fiber sulfur concretes are resistant to acid corrosion and have proved durable in freeze-thaw cycles. This laboratory and field evaluation has shown that fiber reinforcement of sulfur concrete is feasible and that it enhances the flexural properties.

This examination of Pacific Northwest (Idaho, Montana, Oregon, and Washington) ferrous scrap-industry operations, principally those in Oregon and Washington, points out factors influencing the supply and consumption of scrap materials, such as the complete dependence of steel ingot producers in these States on scrap as a metal raw material and the sizable quantity of scrap exported from Seattle and Portland to Japan. The pattern of the industry is presented as a movement of materials from their diverse sources to the consuming market. The geographic locations of the consuming industries in relation to the areas generating scrap materials and the movement pattern of the supply from source to destination strongly influences the cost of the commodity. The best measure of the scrap supply available in an area is experience in terms of how much scrap was withdrawn at a given price. Scrap availability is not finite, because the return of materials as scrap is secular and influenced by constantly varying market conditions. Steel ingot producers use 75 percent of the approximate 500,000 tons of scrap consumed in Oregon and Washington; steel foundries take 15 percent of the total; and iron foundries, ferroalloy plants, and other miscellaneous consumers utilize the remainder. Also, from 1955 to 1960 an average of about 200,000 tons has been exported annually from Oregon and Washington. The foreign exports are supplemented by lesser shipments to other steel producing States, principally in the western United States. From 1955 to 1960 the preferred and higher value heavy melting scrap grades accounted for about 60 percent of total withdrawals which varied between 600,000 and 950,000 tons annually. Total crap withdrawals from Oregon and Washington are projected to 1.8 million tons by 1985, 60 percent (1.1 million tons) of which will be heavy melting grades. No. 1 heavy melting scrap is most attractive to scrap consumers at $35 per ton or less. Price-supply relationships compared with projected scrap requirements indicate future prices possibly over $35 per ton. High prices over a long period could motivate the Pacific Northwest scrap consumers to produce steel from iron ore. However, technologic changes taking place at integrated steel plants could reduce scrap withdrawals from the Pacific Northwest, which might keep the scrap price sufficiently attractive to obviate production of competitive iron products by the Pacific Northwest scrap consumers.

"The horsepower required to drive large grinding mills has increased dramatically during the past ten years. Limitations on the amount of power which may be transmitted by a single gear and pinion have resulted in the application of multimotor drives, with consequent loadsharing problems. It has also sparked the development of some entirely new drive concepts. In addition, the severe demands made upon the electrical system during the acceleration period have required that the selection of motors and electrical system design be closely coordinated. Moreover, the installation of such large process units results in downtime being very costly. The equipment selected and the plant maintenance philosophy must therefore be such as to minimize the risk of unscheduled downtime."

A goal of the U.S. Department of the Interior, Bureau of Mines, is the advancement of minerals technology through the development of improved metals and minerals processing. In support of this goal, the Bureau of Mines has developed a general method for preparing solutions from a wide range of metal and mineral samples for chemical analysis. The development of the method from current knowledge of vessel material, pressure dissolution techniques, and the fluoride-boric acid reaction is given. The method uses 7 ml of a mixture of HC1-HNO3-HF acids in a ratio of 3.5:2:1.5 sealed in plastic bottles that act as pressure vessels when heated in a boiling water bath. A final volume of 100 ml is obtained by the addition of 93 ml of a 1. 5-pct H3BO3 solution to the bottles, which are reheated; precipitated fluorides as well as sample residue are dissolved by the fluoride-boric acid reaction. A copper slag and a steelmaking slag treated using this method were analyzed by atomic absorption spectroscopy yielding values for Si, Mg, Ca, AI, Fe, Mn, Na, As, Pb, Sb, and Zn very close to certified values with an average relative standard deviation of 2.13 pct. The low cost, reduction in preparation time, ease and safety of sample handling, conservation of reagents, and ability to dissolve volatile materials without loss make this method superior to traditional wet digestion techniques for many materials, and ideal for use with atomic absorption, and optical emission or X-ray emission spectroscopy.

When unwatered after more than 50 years of operation, the White Rock Tunnel of the Upper American River Project in the foothills of the Sierra Mountains exhibited failing rockbolts and ground falls. Repairs designed for the 5 mile-long, 24-foot horseshoe unlined hydropower tunnel included pattern rock bolts, shotcrete, and cleanout of the rock trap. The work, originally scheduled for two 3-month winter outages, was completed under challenging conditions in a single 4-month outage following a carefully sequenced work plan using robotic shotcrete and rockbolter machines. Flexibility, creative solutions, and collaboration by all parties were key to project success.

The mineralogy of new certified-reference-materials (CRM) for X-ray fluorescence from Western Australia (ASCRM 030 to 035) was analysed by X-ray diffraction using the BRUKER energy dispersive one-dimensional detector LYNXEYE-XE. The samples were studied using standard-less quantitative phase analysis, based on the Rietveld method. This method delivers the relative amount of crystalline phases. All materials were found to be high-grade iron ore predominantly consisting of hematite and goethite and very low amounts of magnetite. In addition, the gangue mineralogy was characterised. It consists of low-per cent amounts of carbonate (siderite/calcite), quartz, kaolinite, chlorite and gibbsite.Furthermore, all samples were analysed with the external standard method. This is an elegant way to probe for amorphous content without adding an internal standard. All six samples were found to contain up to 16 per cent amorphous or nano-crystalline material.CITATION:Knorr, K and Birch, S, 2013. The objectives of this study are to: (1) Assess current signing regulations and practices; (2) Develop effective signing guidelines; and (3) Evaluate the applicability and appropriateness of the proposed signing guidelines through field demonstration at representative mines. A literature search was conducted to determine the state of the art for signing applicable to surface mine haulage roads as well as survey of existing MHSA regulations and review of MSHA accident records. Nine representative mines were visited to gather information on current signing practices. Preliminary signing guidelines were then developed based on the abovementioned data. Field demonstration of the preliminary signing guidelines was conducted in which signing programs were implemented in two selected mines. Signing requirements were first assessed at each of the two participating mines. Subsequently, the necessary signs were designed, purchased, and installed at the two mines. Evaluation of the signing program as to its adequacy, appropriateness, and effectiveness was solicited from both mine management and operations personnel. Experiences gained from field evaluation were then incorporated into the final signing guidelines as presented in this final report.

"Metallurgy, as all of material science and engineering, rests on the intellectual foundations of processing-structure-property-performance relationships. Today it is widely recognized that processing has been too long neglected and presents exciting opportunities for exploitation. New processes, many of them already in the laboratory, will be exploited in the year 2000 and beyond, for near net shape forming and for achieving-new metallurgical structures and composite structures. Process modelling will alter the way we think about process and product design. Processes themselves will increasingly be automated and controlled by computers, altering the nature of the workplace and the tasks of the metallurgical engineer of the future. IntroductionInnovations in metal processing is hardly a new phenomenon, with the field thousands of years old. Nonetheless, the next few decades offer particularly important opportunities to improve our ability to process these materials. We appreciate today the variety of processing paths available to us, including vapor-, plasma- and electro-deposition, multiple phase and casting technologies, and non-equilibrium processes, and how these affect structure at the atomic level and at higher levels of aggregation. We understand the basic physical mechanisms involved far better than even before and have remarkable new abilities to predict, control, and simulate the kinetics underlying processes, and the processes themselves.The following sections describe these new opportunities in greater detail. First, we examine developments in the modelling of metal processing. We then consider some implications associated with process control and automation. Finally we present what we consider to be particularly promising metal processing technologies, and conclude with a few summary comments."

The Mathews-Potvin stability method is widely used in the Canadian mining industry as a starting point to determine the maximum dimensions of mine stopes. However, it cannot be applied to inclined (more frequently encountered) mine stopes without conducting numerical modelling to obtain the stress factor A, defined as a function of the ratio of unconfined compressive strength of intact rock to the induced principal stress on the exposed stope walls. The need to conduct numerical modelling significantly limits the application of the Mathews-Potvin method. In addition, given its empirical nature and main application for preliminary design, it is deemed undesirable to conduct numerical modelling, especially elaborate modelling. Alternatively, theoretical methods can provide a much simpler and quicker way to estimate stresses around stopes and the corresponding stress factors. Over the years, a large number of studies have been conducted to estimate stresses around openings excavated with various crosssections. However, theoretical or graphical solutions remain unavailable for mine stopes that typically consist of horizontal floor and roof, and two parallel inclined walls (hangingwall and footwall). To remedy this situation, a series of numerical simulations is first performed for openings with vertical and inclined walls, including typical stopes commonly encountered in underground mines. A group of empirical solutions is then formulated to estimate the induced principal stresses at the roof centre and mid-height of the stope walls. The validity and predictability of the proposed solution have been verified using additional numerical simulations. The proposed solution can thus be used to calculate stresses and the resultant stress factors A around typical mine stopes with any inclination angle and height to width ratio, under any in-situ stress state, without conducting numerical modelling.

AT Williams College, in the quaint old New England town where people still go to the post office for their mail, an interesting institution has come into being as one of the aftermaths of the peace conference at Paris in 1919. The war taught the world many things about economics although much remains to be learned and more to be appreciated. B. M. Baruch, H. A. Garfield, president of Williams, and others who took part in the conference at Paris or in preparation for it, feeling that benefits would accrue from informal friendly discussion of the problems that lead to political differences between peoples, called together a summer conference in 1920. This has now become an annual affair and is coming to be looked upon as an important center for developing and stimulating public opinion. Membership in the Institute is by invitation and the lists change to correspond with the particular subjects taken up. Each year a number of distinguished foreign public men are invited to be the guests of the Institute and to meet men and women from various parts of the United States interested in their special subjects. Round tables, general conferences, and public lectures are the means employed to bring out discussion. The first are organized by groups, each including usually 25 to 40 people interested in a special subject and meeting three times a week for informal discussion. Teachers, writers, economists, engineers, business men, indeed men of all vocations and many shades of opinion, are brought together. Once a week each round table presents in general conference with the members of all other groups the more general conclusions reached in its own decisions. Afternoon and evening lectures are given by the foreign guests and these are open to the public. The lectures and the general conferences are reported widely in the press but the proceedings as a whole are not printed, no resolutions are passed, and no action is taken or contemplated. The whole plan is to furnish a forum for free discussion in hopes that the difficulties of various groups and peoples may be taken up sympathetically and good understanding promoted. There is no creed, doctrine or dogma to which the Institute is committed and widely different views are currently presented. The constant effort is to bring out points of view and the reasons for them rather than to build up convincing arguments favourable to a specific action

"This paper was prepared for and presented at a lecture series on ""Materials Randling"" at McGill University. The development of trackless mining at Gaspe Copper Mines, Limited is described, showing the changes in mining method and the part played by the mobile equipment in the evolution of this highly mechanized underground operation. Comparisons of loading and hauling machines are given and an attempt is made to predict some possible future developments.INTRODUCTIONTHE PROPERTY OF GASPE COPPER MINES LIMITED is located in the Gaspe Peninsula of the Province of Quebec, 60 miles west of the village of Gaspe and 25 miles south of the St. Lawrence River. The original discovery of low-grade ore was made at Copper Mountain in 1921. Subsequent exploration revealed the richer Needle Mountain orebodies, and eventually in 1951 the decision was made by Noranda Mines to build the mining, concentrating and smelting complex (Figure 1). Construction and development of the mine was commenced in 1952 and production started in 1955."

Syncrude Canada Ltd operates one of the largest open pit mines in the world at Fort McMurray in northern Alberta, Canada. In 1993, Syncrude mined and processed 131.2 Mt of oil sands to produce 67.0 MBbls of synthetic crude oil (SCO). This represents approximately 13 per cent of Canada's crude oil requirements. In addition to the oil sand mined, Syncrude moved approximately 96 Mt of overburden ahead of the mining operation in 1993. Since start-up in 1978, Syncrude has had outstanding success in improving the safety and reliability of its operation. Much of this success has been achieved by reducing risk through the application of new and improved technology. This improved safety and reliability has resulted in, among other things, very significant improvements in operating costs and profitability. This paper discusses some of the technology applications that have been introduced at Syncrude to reduce risks to people, equipment, operations and the environment. Three specific examples will be discussed in detail to demonstrate how reductions in risk have greatly improved the operation.

Practically all the world's lead is produced by sintering and blast furnace smelting, or the Imperial Smelting Process which is a variant of the blast furnace process. Increased coke and labour costs and strict lead emission limits have, however, made blast furnace smelting undesirable in most countries. A change-over to other lead smelting processes providing better working conditions and lower emissions is, therefore,. expected to occur once economic conditions improve and the necessary capital expenditures can be justified. The need for new lead smelting processes has long been evident and a number of new processes have been proposed 'and advanced to various stages of development. One of the new processes is already proven on commercial scale, while several others are still being tested on pilot plant scale.

The Bureau of Mines has compiled coal reserve data for the United States as of January I, 1974, for bituminous and anthracite coalbeds 28 inches or more in thickness to a maximum depth of 1,000 feet and for Lignite beds 40 inches thick or greater. These data were organized by State, county, coalbed, and rank. To evaluate the reserve by sulfur content, the reserve and analytical data from the Bureau of Mines energy data bank were synthesized using computer techniques. The reserve base in the Eastern States was determined to be 202.3 billion tons. Bituminous coal accounts for the greatest reserve base: 161.5 billion tons of deep-minable coal, and 32.5 billion tons of strip-minable coal. Virtually all of the anthracite reserve base, 7.3 billion tons, is minable by underground methods. All of the lignite, 1 billion tons, is strip minable. Subbituminous coal is not significant in the Eastern United States, About 14 percent of the bituminous coal reserve base, 26.5 billion tons, contains 1.0 percent or less sulfur. About 87 percent of the anthracite reserve base, 6.3 billion tons, is low-sulfur coal.

The Sherritt Fort Site nickel refinery and fertilizer plant has been operating continuously since 1954. The ammonia leach process uses ammonia and sulphuric acid, producing nickel and cobalt and an ammonium sulphate byproduct. One of the features of an ammonium sulphate based process is the aggressive nature of ammonium sulphate to concrete and structural steel. After six decades of operation, portions of the structural steel and concrete at the Sherritt facility have become degraded. Infrastructure replacement programs started in earnest more than a decade ago with pipe racks and electrical infrastructure, and have now progressed into building steel. Replacing and repairing this infrastructure within the tight constraints of an operating plant poses several difficult challenges. This paper will outline the approach taken to accomplish this difficult work, and discuss key learnings from the ongoing program.

The Federal Coal Mine Health and Safety Act of 1969 established mandatory dust sampling of coal mines according to procedures prescribed in the Mandatory Health Standards, title 30, Code of Federal Regulations, part 70, published in the Federal Register on April 3, 1970. A laboratory was established in the Pittsburgh Field Health Group of the Bureau of Mines to process the coal mine dust samples collected by the mine operators. This paper describes the laboratory and presents the equipment and procedures used in processing these samples.
