This proceedings volume contains papers presented at W U.S. Bureau of Mines (USBM) technology transfer seminars on New Technology for Longwall Ground Control. These seminars were conducted in Washington, PA, on April 12, 1994, and Denver, CO, on May 10, 1994. The papers herein describe several new, highly practical USBM technologies now available for ground control in longwall mines, including lie Coal Mice Roof Rating (CMRR), cable bolts, the MULSIM/NL model, and the Wood Crib Performance Model. Other significant topics addressed include longwall panel layout, coal pillar design, horizontal stress in longwall mines, roof support selection for gate entries, and ground control monitoring.

Coal mining in the United States established a good safety record in 1939. The death and injury rates per man-hour of exposure to risk were favorable compared with most previous years, and the number of persons killed or injured in proportion to the quantity of coal mined was also lower than in any other year for which figures are available. Moreover, productivity per man-hour was higher than ever before. The number of man-hours of work performed increased 9 percent over 1938, but there was a slight decrease in the number of men employed. Reports from operating companies showed 539,375 men employed during the year, and the period of operation averaged 179 workdays per man. Man-hours of work numbered more than 678 million. Accidents to the workers resulted in 1,078 fatalities and 54,015 nonfatal disabling injuries, causing disability of the employee for more than the remainder of the clay on which the accident occurred. For each million man-hours of exposure of the employees to mining hazards the fatality rate was 1.59 compared with 1.78 for 1938, and the injury rate was 79.65 compared with 82.61 for 1938. Production of coal averaged 0.661 ton per man-hour compared with 0.637 ton in 1938. The weighted average length of the workday was 7.03 hours or virtually the same as the previous year's average of 7.04 hours. Measured in man-hours, the average period of employment per man was 1,257 hours in 1939 and 1,147 hours in 1938.

Minerals have many uses in paint systems. These roles include use as primary and extender pigments, sheen control, film durability enhancement, and rheology control. These and other uses of minerals in paints, and the effects of mineral quality variations on coatings performance are discussed. As coatings performance requirements become more demanding, tighter consistency of important mineral properties, such as particle size distribution and purity, is becoming increasingly vital. Future directions of mineral use to meet projected environmental restrictions and performance demands on coatings, including the use of advanced minerals technologies, are examined.

"1. INTRODUCTION- WHAT IS P3 OR PPP ?The Public Private Partnership (PPP or 3P) is a project delivery scheme based on the government providing land and/or a concession agreement, and on a private entity providing the design, construction, financing, operation and maintenance of the project for an extensive duration of time (up to thirty years). At the end of the operation-maintenance period, the project is turned over to the public entity, which fully owns the project at all times. While there are many PPP delivery schemes used around the world, for the present paper, we are going to analyze the impact of the Design-Build-Finance-Operate-Maintain (DBFOM) scheme on the deep foundation specialty subcontractor. There are couple of reasons that the PPP delivery system started to be used and implemented not only by developed nations (e.g. United Kingdom, USA etc.), but also by the International Development Bank for delivering major infrastructure projects in developing nations. From the point of view of government agencies, some of the reasons to use PPP are the following:??The primary use of private capital in an era where borrowing and/or supplemental taxation represents too much of a political risk. Budget deficits and taxation limits are extremely hot topics in every election (national or local) and the level of education of the electorate in this area is making it more and more difficult for politicians to use borrowed funds and additional taxation finance sources for public projects. At the same time, we see an increase in the social expenditures of the government in parallel with a needed increase in expenditures on infrastructure due to aging and neglect.??Bundling the construction risks with the operational and maintenance risks naturally pushes the private entity to increase the level of innovation and communications in the primary phase ( the construction phase) in order to develop future process based upon the innovation and communications utilized in the operation and maintenance phase of the project. This is true if contractual incentives are properly structured because “all revolves around incentives. In a world of ‘incomplete’ contracts, where it is difficult to foresee and contract about uncertain future events, it is important to get the incentive structure right” (Grimsey and Lewis, 2004).??The transfer of very expensive risks such as differing site conditions, schedule, design, construction, maintenance and operation costs from the public authority to the private entity.??The timespan of development and construction of a PPP project is usually shorter than the traditional procurement process (e.g. “ the I-595 P3 provided capacity improvements fifteen years sooner than a conventional plan would have offered. In Maryland, an innovative expansion of the Seagirt Marine Terminal in the Port of Baltimore was completed two years ahead of schedule due to the P3 model. As a result, the Port of Baltimore is only the second port on the US East Coast to have unrestricted access to both a fully functioning 50-foot channel and 50-foot berth.”)"

A fluorometric method using morin in an alkaline-buffered chelating solution has been developed by the Bureau of Mines for determining beryllium in ores and mill products. Apparatus for measuring fluorescence intensities of the beryllium-morin reaction is described. Preparation of the sample for analysis consists essentially of digestion with sulfuric, nitric, and hydrofluoric acids, fusion of the residue with sodium carbonate and sodium borate, Solution of the melt with sulfuric acid, and proper dilution. Chemical separation of other ions is usually unnecessary. The method rave reliable beryllium determinations on samples in the 0.01- to 0.37-percent BeO range. The method is particularly applicable to low-grade beryllium ores; however, semiquantitative beryllium determinations have been made on beryl containing 12.0 percent BeO.

This report presents the results of a cooperative study between BethEnergy Mines Inc., Ebensburg, PA, a central Pennsylvania coal mining company, and the U.S. Bureau of Mines to investigate longwall development entry roof instability. In-mine mapping of geologic and deformational features was conducted to reveal the major ground control problems encountered during gate road development. In addition, mining-induced pillar load monitoring was used to indicate development loading on variously dimensioned gate road pillars and to determine if pillar yielding occurred. Finally, visual observations of a variety of roof control methods were used to determine the most effective support elements for controlling cutter roof failure.

"Labrador City is located in the southwestern portion of Newfoundland-Labrador, approximately 965 kilometers north-east of Montreal. The mine and beneficiation complex of the Iron Ore Company of Canada, known as the Carol Project, is situated 535 metres above sea level in a climatic region characterized by cold winters and short, cool summers.HistoryThe Iron Ore Company of Canada commenced work in the area in 19 4 9' however, it was not until 1958 that the decision was made to proceed with mining operations. The ore body consists of Specular Hematite (Fe203) and Magnetite (Fe304) with small quantities of Limonite and Geothite. The average grade of the ore bodies is 39% iron.The mining facilities, crushing plant, and concentrator were in operation by the early part of 1962. In the summer of 1961, a decision was made to build a pelletizing plant adjacent to the concentrator. This plant was designed, erected and placed in operation during 1962 and the first half of 1963. Since the completion of the pelletizing plant, additional expansions to both the pellet plant and concentrator have taken place in 1967 and 1973. Today, the Carol Project has the capacity to produce 20 million tonnes of concentrate from which 10.5 million tonnes of pellets can be produced.The period 1980-85 spans a period of energy crisis, world-wide recession, and a consequent re-structuring of the North American steel industry as it struggles to survive in an arena of excess world steel making capacity, government subsidized industries, and the increasing competition from overseas and from developing countries.The media headlines over the past few years echo the woes of the industry and the strategy plans for survival of the fittest. Today's buzz words are foreign competition, steel import quotas, joint ventures, employee participation, work rules, quality, productivity, and state of the art technology."

Stability analyses of fractured and faulted rock masses require delineation of the position, extent, and orientation of geologic discontinuities. The size of the smallest active discontinuity that may potentially be resolved using the spatial distribution of microseismic event locations is Limited by the accuracy and precision of the location methods. At a hard-rock mine in the Coeur D'Alene mining district of northern Idaho, two data sets consisting of calibration blast signals from a known source site and origin time and microseismic event signals were recorded using a stope-wide accelerometer array. These seismic signals are used to quantify various sources of error in event location. Five factors influencing source location errors are examined in this U.S. Bureau of Mines study: (1) biases of the numerical source location techniques, (2) receiver array geometries, (3) uncertainties in receiver positions, (4) errors in picking arrival times, and (5) uncertainties in seismic velocity structure, including the effect of mine openings. In addition, synthetic data (accelerometer positions, travel-time picks and wave velocity) are used to determine the effect of known systematic and random errors on source location calculations. It is shown that the commonly accepted association of minimum travel-time residuals with the best location solution does not necessarily hold true when there is a systematic error in seismic velocity. Recommendations are made for increasing the accuracy and precision of locations of microseismic events detected under similar field conditions.

Alaska is a land of immense proportions and resources. Its very name, derived from an Aleut term, means "The Great Land." Yet, in a state slightly larger than Texas, California, and Montana combined, there are presently only two-large scale mines in production, excluding dredge operations. Once referred to by its territorial governor as "a storehouse of minerals," Alaska is, in the opinion of many industry observers, at least 20 years away from a healthy, productive mining industry. The mineral potential of the state is tremendous: coal deposits on the North Slope alone have been hypothetically pegged at 1.5 trillion tons. Copper-zinc deposits on the south flank of the Brooks Range are conservatively estimated to be worth $4 billion to $6 billion. "INTRODUCTION Mine operators have long realized the importance of providing a satisfactory and dependable means of giving prompt warning to underground mine workers at the occurrence of a mine fire or other threatened disaster.Most underground mines of the Lake Superior district are prepared to inject a stench liquid into the compressed-air system quickly to give such warning. The liquid evaporates quickly and gives off an intense and easily recognizable odor even when present in minute quantities in the mine air. Workers in the mines studied have been fairly generally familiarized with the odor and instructed as to evacuation procedure when the warning odor is detected.In some mines provided throughout with electric lighting, including working faces, a prearranged light-flashing signal is given as a warning supplementary to that received from the stench.In a few mines, workers have been instructed to evacuate the mine immediately in the event the compressed-air supply is cut off, regardless of whether mechanical failure may be involved.Information obtained in observing a number of stench-injection tests is compiled and presented in the hope-that it will serve as an incentive to provide means of making stench injections at mines not now so equipped and for making similar tests at other underground mines, so that in case unsatisfactory results are obtained rectifying adjustments or changes may be made in time. It is further hoped that this paper will bring out the real importance of repeating these tests from time to time, at least once a year on each operating shift, so that in the event of an actual emergency, underground employees will receive a prompt warning."

"Marine ecosystem effects ar1smg from the discharge of man-generated wastes to the sea can be schematized as: acute poisoning, chronic poisoning, enrichment, suffocation, temperature effects, salinity effects, toxin bio-concentration, changed production rates and changed species equilibria. A professionally designed site-specific monitoring program to check for such effects can not only safeguard the marine ecosystem from degradation, but it can also protect the industry involved from unanticipated remedial action after expensive construction has been undertaken. Monitoring programs should consist of three steps. Step 1 is an ecosystem survey which should be undertaken prior to final design of the discharge system and submission of applications for permission to discharge, because there can be considerable cost savings in obtaining information at an early stage in development. Step 2 involves location of the effluent field at the time of starting discharge, and analysing its dispersal behaviour. Step 3 consists of ecosystem monitoring with sampling stations and specific tests based on the accumulated prior information."

Nickel-bearing saprolite developed during the early Tertiary over a northeast trending ultramafic body of Jurassic age near Riddle in southwestern Oregon. The principal nickel mineral is garnierite, but other complex nickel minerals may be present. There are two main ore bodies, an upper (older) one associated with the Klamath peneplain, and a lower (younger) one on the Sherwood peneplain. Saprolite constitutes the bulk of the ore and was probably derived from peridotite and dunite through chemical decomposition by downward percolating meteoric groundwater. Decomposition took place by net loss of MgO, SiO2, and Fe without a change in volume. Faults and joints provided permeable zones which localized saprolite development, and faulting may have helped preserve some ore from loss by erosion. Garnierite-chalcedony boxwork ore was deposited by meteoric groundwater along faults, joints, and at the level of former water tables. Boxwork ore is entirely supergene, the chemical constituents having been derived from higher in the soil profile. The saprolites show evidence of both supergene and residual enrichment in nickel. Red and yellow soil occurs as a capping over saprolite and boxwork, and was derived from them by chemical and mechanical decomposition. The present deposits are probably truncated remnants of a formerly thicker and much more extensive deposit which probably included laterite at the surface. The deposits started to form in the early Tertiary due to deep chemical weathering under sub-tropical to warmtemperature conditions. Early Tertiary ero~ion surfaces of low relief probably contributed to the predominance of chemical weathering over mechanical erosion. Alteration under present climatic conditions favors the formation of soil from saprolite rather than the formation of new saprolite from peridotite.

Within the Pofadder district of Namaqualand, South Africa, economically exploited deposits of bedded barite and zinc-lead-silver-copper sulfides occur in close proximity within highly metamorphosed mid-Proterozoic pre-tectonic para¬gneisses of the Namaqualand Metamorphic Complex (NMC) (figure i). The paragneisses belong to the Bushmanland Group (SACS, 1980) that comprises a relatively straight-forward regional sequence of basal leucogneisses, intermediate mica-sillimanite schists and glassy quartzites, and a mixed upper zone of banded iron formations (BIF), minor marbles, quartz muscovite schists and localised uppermost quartz-pebble conglomerates and amygdaloidal mafic gneisses (Joubert, 1974) (figure ii). The base metal and barite mineralisation occurs in close association with BIFs, generally above the glassy quartzites, although in some cases possibly below them. In the regional context, the Bushmanland Group paragneisses are, to the north, intercalated with and ultimately replaced by meta-volcanic sequences of talc-alkaline affinity (Reid, 1977) belonging to the Orange River Group (SACS, 1980). The metavolcanics are generally of acidic to intermediate composition and show evidence of subaerial formation from 'high altitude shield volcanism' with many acidic ashflow and welded tuff bands, mesocratic and lesser melanocratic lavas and some fanglomerates (Ritter, 1980). To the south and east, the schist/quartzite associations are initially intercalated with and eventually replaced by cordierite gneiss/metacarbonate/biotite gneiss associations of shallow marine affinity (Moore, 1980a). The Bushmanland Group paragneisses appear to represent sedimentary material in the extreme distal portions of a talc-alkaline volcanic environment adjacent to a shallow platform sea.

"Colorado School of MinesResearchers at Colorado School of Mines (CSM) have developed computational fluid dynamic (CFD) models to study gas distributions and explosion and fire hazards in longwall gobs. In underground coal mines, methane continuously emitted from surrounding strata mixes with air from active mine workings and may form explosive gas zones (EGZs). Some western United States coal mines are also prone to spontaneous combustion (spon com). Insight into oxygen concentrations within the gob is crucial for assessing spon com hazards and mitigation strategies. Nitrogen injection used in conjunction with progressive gob sealing can reduce EGZs and spon com hazards by forming a dynamic seal that separates the methane in the gob from the air that ingresses from the face. This paper describes CFD modeling simulations studying the formation of such dynamic seals by optimizing the nitrogen injection locations. The impact of nitrogen on oxygen ingress and formation of EGZs is discussed. Optimum nitrogen injection quantities and injection locations were determined. Dynamic seal formation is most effective if the headgate nitrogen injection locations are split between the first crosscut inby the face and a second location about 300 m (1,000 ft) further inby. INTRODUCTION Underground longwall coal mine ventilation systems are designed to dilute hazardous gases and to provide breathable air to miners working in the area. Methane gas is liberated as the mining process extracts the coal and disturbs the surrounding strata. Methane mixes with the ventilation air and often produces explosive gas zones (EGZs) within longwall gobs (Brune 2013). Past CFD modeling research of underground coal mine ventilation systems has shown the effects of face air quantity on EGZs (Worrall 2012) and nitrogen injection to control spon com (Balusu et al. 2005; Ren et al. 2012; Ren et al. 2011; Smith and Yuan, 2008; Yuan and Smith, 2014). Other modeling approaches include network ventilation models of oxygen ingress (Dziurzynski and Wasilewski, 2012), and coupled Linear Network CFD algorithms (Wedding 2014). In a project sponsored by the National Institute for Occupational Safety and Health (NIOSH), CSM researchers are using Fluent®, a CFD software package by ANSYS, Inc., to model gas compositions and flows in underground longwall gobs. Figure 1 shows a progressively sealed gob with a U-type ventilation system in a three entry development. As the longwall advances, seals are constructed along the headgate in the crosscuts between the center entry and the gob. Additional gob isolation seals are built to block off the headgate entries inby the face. Nitrogen is injected through the seals in the first two crosscuts on the headgate side and at the first crosscut inby the face on the tailgate side, as shown in Figure 1."

Potash is Canada's leading industrial mineral in terms of value of production, with 11.1 M tonnes of muriate of potash produced in 1992 for a value in excess of $1 billion U.S. Each tonne of potash produced generates about 2 tonnes of waste salt, together with slimes and brine. The disposal of these waste products, particularly the salt and slimes which are discharged on the surface, has recently become an environmental concern. This concern is forcing companies and regulatory authorities to review disposal practices. In New Brunswick, on Canada's east coast, Potash Company of America operates a mine at which 2 M tonnes of potash ore and 0.5 M tonnes of rock salt are mined each year. The mine is situated in an environmentally sensitive area, noted for its dairy farming and salmon angling. In such an area it was recognized that the storage of waste on surface would be unacceptable, and the mine was designed around this principle. Three main waste streams - salt, slimes, and brine - must be managed as an integral part of the mining system. Around 1.5 M tonnes of fine salt tailings from the milling process and the rock salt screening operation, are sent directly to the active cut-and-fill potash stopes to be used as backfill. Slimes and excess brine from the mill are piped underground as a slurry to be discharged into one of the basin shaped stopes created by mining of the rock salt. While the slimes settle out, the clarified brine is withdrawn from part of the stope to be pumped to surface as a feedstock for the evaporator - a process which recovers the contained potash values in the brine. By designing a system which integrates the mining, processing and disposal of all product streams, and by careful production planning, it has been shown that zero effluent potash mining is possible and points the way for the industry in the future.

By American tradition, if not by rational decision, publicly owned natural resources have been transferred to private industry for processing. The process of transfer requires specific determination of the price which the patentee, buyer, or lessee must pay to the government in exchange for the right to develop a resource, and selection of the patentee, buyer, or lessee from among several possible contestants. Pricing of natural resources owned by the government presents a set of problems quite different from ordinary commodity pricing. Natural resources in situ are not homogeneous commodities. Within any class of natural resources, specific leasable parcels will differ in value by reason of location and accessibility, as well as quality and quantity. Thus, there is no "going price;" every lease within a specific resource class will have a different value. To complicate further the pricing and buyer selection problems, competition may not be reliable. Natural-resource markets are characterized by oligopsony conditions. In a significant number of cases, as will be shown later, there has been only one bidder for a given lease, and in most lease sales the number of bidders is equal to or less than three. As a further complication, there is great uncertainty regarding the value of specific resources, even among the best-informed buyers, as well as within the leasing agency. In some instances, particularly with regard to oil and gas resources, there may be uncertainty about the presence of resources, as well as the quantity and quality of any resources contained in the tract offered for lease. In other cases, such as oil shale and some deep ocean minerals where new technologies are involved, the presence of the resource is clearly established. There may be a relatively high degree of knowledge about the quantity and quality of the resource, but there is great uncertainty concerning the cost of production. These problems in total make it difficult for the leasing agency to appraise accurately the resource to be leased, as well as for the potential bidder to calculate a bid price that will yield him a normal profit. The pricing goal of the federal government as the seller or lessee may be to capture the economic rent; that is, the price of a resource might equal its discounted present value. A required price substantially above this amount would either generate no bids, or, in the long run, would bankrupt the buyer. A price below this amount is a disguised subsidy to the lessee. A subsidy to mineral lessees, as to any other economic interest group, as a minimum should be justified by a clear showing of net external benefits from the economic activity. In the case of timber sales by the U.S. Forest Service, the Forest Service Handbook asserts that "the aim in national forest stumpage appraisal is to determine market value,"8 and "market value" is equated to "fair market value." LARGE-SCALE production of zirconium by the Northwest Electrodevelopment Laboratory of the Bureau of Mines at Albany, Oreg., is an anomaly that justifies some explanation. The reduction of titanium tetrachloride with magnesium in an inert atmosphere, as perfected by Dr. W. J. Kroll before 1940, aroused renewed interest in zirconium, and in 1945 development work on this metal was initiated at Albany under Dr. Kroll's technical direction. Preliminary results were promising, and in February 1947 a pilot plant with a weekly capacity of 60 pounds of zirconium-metal sponge was put in operation. Shortly thereafter the Oak Ridge National Laboratory of the Atomic Energy Commission requested production of 1 ton of zirconium-metal sheet, with the provision that it have a low hafnium content. The Bureau of Mines was furnished with a. supply of Brazilian baddeleyite ore, containing less than 1 percent hafnium with respect to zirconium, from which was made about. 2,700 pounds of relatively low hafnium zirconium sheet of 0.080-inch thickness for test purposes. This was accomplished by melting zirconium sponge in a graphite crucible, hot-rolling the ingot in an iron sheath, and finishing by cold rolling. Concomitantly the Oak Ridge Laboratory developed a method for separating hafnium from zirconium; and, in cooperation with the Atomic Energy Commission and the Bureau of Ships of the Department of the Navy, a, larger pilot plant was erected to produce zirconium from very low hafnium zirconium tetrachloride furnished by the Commission. Pilot-plant work on producing zirconium tetrachloride from zircon sand and baddeleyite was discontinued. Production of zirconium sponge in the larger pilot plant of 500 pounds per week capacity was begun in June 1949.

In this U.S. Bureau of Mines report, in situ vat leach mineral recovery system concepts are described and cost compared with conventional mining and pad and autoclave leach processing systems. In the proposed systems, leachable ores are enclosed in place in reagent-impermeable in situ vat constructions. The ores are then rubbled and flood leached or flood oxidized and leached. The in situ vats are called stope leach or stope autoclave vessels. The report also proposes ore body-adjacent in situ vat constructions containing rechargeable processing stopes. A series of ore body-specific, innovative, and conventional mineral recovery systems case study designs are described and prefeasibility level costed. Based on a comparison of these prefeasibility level cost estimates, the proposed systems are determined to be economically competitive with conventional min¬eral recovery systems. The in situ vat leach mineral recovery systems concepts for leachable and refractory ores are developed around the drill-split narrow-vein and longwall mining methods described in part 1 of this Information Circular series.

Rock breakage is a major component of all mining and mineral processing operations with the particle size distribution linked to productivity through the comminution chain. Optimisation and automatic control of comminution, material handling, and agglomeration processes is a complex task with large potential for gains in productivity, and energy efficiency. A key factor in realising these gains is the requirement for fully-automated online particle size distribution measurement to provide the necessary feedback and input for control. Moreover, to enable automatic control system it is necessary to provide a consistent, reliable size distribution measurement that avoids the significant errors resulting from under-sizing overlapped particles and over-sizing clusters of fine particles. Published literature and observation of commercial systems indicate a body of predominantly 2D photographic based particle size measurement systems that suffer from a number of significant errors except in the simplest case of a monolayer of particles under good illumination with limited colour variation in the material. In order to overcome these limitations a university and industry collaboration developed three-dimensional particle measurement (3DPM) between 2006 and 2012, based on 3D surface profile measurement of the visible material on conveyor. 3DPM avoids particle delineation errors due to variation in material colour and shadows, detects overlapping versus non-overlapping particles, and identifies areas of fine particles as fines and not large rocks. 3DPM measures: the visible material and calculates its particle size distribution, bulk volume, detects boulders, and conveyor belt fill factor in an automated consistent manner. Furthermore, 3DPM’s advanced algorithms allow observation of particle variation that would otherwise be undetected without the capacity to identify visible areas-of-fines and overlapped particles. Boliden Mines has installed 3DPM at three operations for measurement between the stockpile silo and grinding mill, and measurement after the primary crusher. Fragmentation measurements across multiple years of measurement are presented with some observations of plant behaviour. In the future 3DPM results will be incorporated into automatic control strategies for plant optimisation. 3DPM is used across a wide range of material types and applications that also includes; limestone aggregate for quality control in manufacturing, agglomerates for closed-loop automatic control in chemical production, and measurement of coke for size-based blending feed control to the blast furnace in steel production.
