The legacy issues from mining can, and have often, extended well beyond the closure of operations. However, conventional cost-benefit analysis provides little incentive to implement initiatives at the project development stages of a new mining project as the costs that will be incurred towards the end of the mine life, 20 years or longer, appear minor in net present value (NPV) terms. This analysis can be misleading as the true costs of managing post-mining land can continue for many years, or decades, after mining ceases and any resulting unfavourable legacy issues can delay or prevent government permits or licences to develop new resources. Proper upfront planning is critical for implementing successful rehabilitation and closure strategies. The investment in this planning needs to be done in a structured and rigorous manner taking into consideration the long-term and broad benefits of sustainable land uses after mine closure. The advantages of such an approach could include the streamlining of regulatory approvals by early advice to the regulator of identified issues and responses to those issues, and clear evidence that a strong social licence to operate ethic with local, regional and national benefits is included in the decision-making process. This paper investigates the potential closure options for two case studies at the early stages of project development - concept and prefeasibility. By using a sustainability framework that can identify opportunities and risks, prospective initiatives that deliver enhanced environmental, community and social benefits will be compared with compliance-orientated approaches. This comparison is made across the Five Capitals Sustainability Model - natural, human, social, manufactured and financial. The results of this analysis demonstrate that upfront planning during project development and due care and effort during the life of the working mine will reduce the risks of long-term detrimental legacy issues. Finite-difference digital computer models can be used to evaluate the effects of proposed mine dewatering and depressuring operations on ground-water aquifer systems. The effects of proposed dewatering and depressuring operations can be simulated for both underground and open-pit mining in confined and unconfined aquifer systems. Design of dewatering and depressuring well arrays to accommodate proposed mining operations in a variety of hydrogeologic settings can be accomplished through judicious application of well-documented and tested computer programs that are widely available from government agencies and universities. The speed and flexibility of the computer models can provide an economical means for comparison of alternative mining plans, and can be used to determine the optimum mine plan with respect to dewatering requirements.

Introduction The gas shortage is going to be with us for some time to come. If we can set aside political and industry rhetoric (along with subjective personal opinions), we still are confronted by two serious "facts of life": (1) for almost a decade the U.S. has been consuming natural gas at a greater rate than we have been finding new reserves; and (2) there is a finite amount of natural gas present within the earth&apos;s crust. Much of the known and easily exploitable sources of gas (the so-called "conventional" sources, such as the high permeability sand reservoirs of the Tertiary sequence along the Gulf Coast) already have been developed; their production is declining rapidly. The total producible reserves from conventional gas reservoirs amount to only 216 Tcf, less than an 11-year supply. However, several large potential resources of natural gas remain to be developed. These "unconventional sources" have low permeability and/or peculiar producing characteristics. The DOE program for development of these unconventional sources of gas is called the enhanced gas recovery (EGR) program. The primary goal of this program is to provide a data base of resource characterization and production technology that will lead to commercial development. DOE will encourage and support industry participation in developing and demonstrating technologies needed to reach this goal. Unconventional Resources Four major unconventional resources of gas have a high potential for commercial development. There are other unconventional sources (such as gas hydrates) that are too poorly defined to warrant a major development thrust at this time. The four unconventional sources of gas currently included in the EGR program are: 1. The carbonaceous shales of Devonian age in the Appalachian, Illinois, and Michigan sedimentary basins are the targets of the Eastern Gas Shales Project (EGSP). 2. The low permeability, low porosity so-called "tight" gas sandstones of the Upper Cretaceous/Lower Tertiary in the Rocky Mountain areas constitute the resource target for the Western Gas Sands Project (WGSP). 3. The free methane trapped in coal beds of both the eastern and western U. S. constitute the Methane from Coal Beds Project (MCBP). 4. The abnormally high pressured, high-temperature saltwater aquifers of the Texas-Louisiana gulf coast are targets of the Geopressured Aquifer Project (GPAP). Basic implementation strategy for these EGR projects involve (1) assessing and characterizing the resource potential of the resource; (2) conducting cost-shared field testing with industry to improve, develop, and demonstrate various stimulation and production technologies; (3) coordinating EGR activities within DOE and with other federal agencies (such as the Bureau of Mines) to minimize duplication; and (4) aiming all projects toward commercial development of the gas resources. EGSP What type of "geological animal" is the EGSP dealing with? While gas undeniably is related to the occurrence of natural fracture systems within the shale, the overall producing mechanism and precise location of fractured, gas-bearing locales within each basin is still poorly understood. By developing reliable resource characterization techniques and applying effective stimulation technologies we intend to elevate the Devonian shale from the status of a potential gas resource to that of a proven gas reserve. Once we have done this the private sector can take over the large-scale commercial development of the Devonian shale gas resource. WGSP The second largest project (both in terms of complexity and level of funding) is the WGSP. The primary targets for this project are the low permeability (< 1 md) gas sandstones of the Piceance, Uintah, and Greater Green River basins and the Northern Great Plains Province. Project success in these four primary geologic locales will permit investigating additional low permeability sandstones in 16 other sedimentary basins. It appears that the only practical means of increasing permeability and resultant flow rates from these sandstones lies in the use of massive hydraulic fracturing techniques. The pervasiveness of poor sampling practices in and around mineral processing plants could seem intriguing in view of the various documented evidences both for causes and consequences. To this extent, this paper revisits the well-documented but lesser-known fact that failure to care sufficiently about how samples are selected and managed is the mother source of almost all sampling biases. The authors believe that the potentially huge leverage between causes and consequences as well as the diversity of people involved in sampling call for a globally integrated solution rather than for a point solution. Such a globally integrated solution has already been put forward by the AMIRA P754 Metal accounting – code of practice and guidelines (AMIRA, 2007) that inherently requires accuracy to be targeted, measured, reported and managed. Furthermore, always in order to avoid a point solution, several layers of protection against biases must be put in place with each one involving a different ownership whenever possible. This is exactly the role intended by the supervisory bias detection method described in this publication. It is based on the continuous monitoring of the expected value of reduced residuals obtained from statistical data reconciliation conducted in a metal accounting context. Truck-shovel dispatch systems based on linear or nonlinear programming algorithms have been in operation since the mid-1980s, with different levels of success depending on the correct arrangement of operational resources and the complexity of the mine. These systems are known for shortcomings related to the logic behind the decision-making of the operational objectives. This makes it necessary to have a human agent (dispatcher) to guide the system when the operational parameters change, creating the possibility of suboptimal decisions due to the human factor. To address this issue, the present work discusses the implementation of a methodology based on artificial intelligence (AI) techniques to assist in the decision-making of the best optimization goals arrangement when operating a fleet management system. The focus of the analysis is on the evaluation of variable goal weights in a nonpreemptive, multigoal optimization model for multiple uncertain scenarios based on regions of optimal feasibility.

Recent improvements on Peirce-Smith Converters (PSC) have combined numerical and physical simulations. However, most of the physical simulations have been carried out in cold-water models with only one tuyere. Several authors have proved that 2D numerical simulations do not reproduce the hydrodynamic behavior observed in physical simulations. On the other hand, most of the 3D numerical models have used a PSC thin slice with only one tuyere, but symmetric boundary conditions on the virtual walls have been imposed in order to reproduce the behavior of the whole converter. Therefore, there is no coincidence with the rigid walls of the physical models. The aim of this work is to quantify the effect of the virtual walls boundary conditions of a PSC thin slice and to determine the minimum number of tuyeres to characterize the fluid flow behavior of the entire converter.

DTX is a 1.3-mile-long rail extension being constructed by Transbay Joint Powers Authority to extend Caltrain rail service and future California High Speed Rail service to downtown San Francisco. It includes a 3,352-foot-long mined tunnel with a cross section varying from 50 to 60 feet wide and 43 feet high to accommodate two- and three-rail tracks. DTX will be excavated in mixed-face and Franciscan Formation with ground cover ranging from 40 to 85 feet. This paper discusses how mined tunnel design has evolved since the initial preliminary design phase over 10 years ago. The current design concept for tunnel construction is also discussed.

Uranium mill tailings, waste products of uranium extraction, contain hazardous constituents that if released into the atmosphere and groundwater could threaten our health and environment. To provide for safe disposal and control of these tailings, Congress enacted the Uranium Mill Tailings Radiation Control Act of 1978 (Public Law 95-604). Subsequently, the Environmental Protection Agency (EPA) established standards for tailings disposal that limit radon emission into the air to 20 pCi m-2s-1 on an annual average basis (EPA 1983). The design life of the impoundment is to be 1000 years where practicable, but 200 years at least. To facilitate the design of containment systems that will meet the EPA standards, the Nuclear Regulatory Commission (NRC) and the Department of Energy (DOE) are sponsoring research at the Pacific Northwest Laboratory (PNL)* to develop the necessary technology. Earthen and asphalt materials have been evaluated for use as radon barriers (Hartley 1983) and as liners to minimize leaching (Buelt 1983). Herbicide and rock barriers against biological intrusion have been evaluated (Cline 1982). Surface stabilization techniques have been investigated to maintain the long-term effectiveness of a containment system that must be protected from wind and water erosion, chemical and physical degradation, and biological disturbance.

Reference should be made to the Index.A Brief History of Royalties1In the early days of mining in Canada, the tendency was to sell a claim for cash and to move on, using the stake to look for and stake more prospects. As prospectors became more sophisticated and Canada’s North opened up, the market for properties and the number of mining properties available increased dramatically. Speculation and the practice of consolidating several small properties into one large holding entity became common. In “hot” areas, the speculators2 could far outnumber the prospectors, many of the former having little or no prospecting expertise but lots of market and promotional savvy. However, to consolidate a number of small parcels into one large project can be expensive, and many of the parcel owners became interested in keeping a share in the project, rather than giving up everything. Speculators who were trying to consolidate small parcels wanted to minimize cash payments to parcel holders (usually they did not have much cash and preferred it flowing in their direction rather than away from them). Accordingly, non-cash transactions were developed to meet the aspirations of both owners and speculators."

To meet rising requirements for the low-damage ultra-fine process with the focused ion beam (FIB) in the materials science and semiconductor industry, the advanced ion column and corresponding advanced applications as a solution are developed and demonstrated. Novel high-speed high kV milling, low kV cleaning and imaging capabilities have enabled the creation of impeccable ultra-thin structures such as TEM samples and nanometer scale structures. Minimizing Ga+ induced sample damage is achieved through the optimized final cleaning at 500 eV ion landing energy with the new ion optics, which utilizes close control of the ion dose, beam incidence angle, spot size, pattern algorithm and imaging performance. Newly introduced process solutions achieve the improved process throughput. Initial demonstration is performed on the latest 14 and 10 nm scale FinFET device. Validation of the thinnest <0.8 nm thick ion damage layer on the <7 nm thick lamella structure was confirmed through TEM analysis.

The safety record of the coal-mining industry, both anthracite and bituminous, in 1966 was improved over that of 1965 in all general measures of injury experience. The improvement was more pronounced in the anthracite industry. The total of 10,679 disabling work injuries comprised 233 fatal and 10,466 nonfatal injuries, 26 and 692 fewer, respectively, than in 1965. The number of fatalities in 1966 was the lowest annual total since complete records were started in 1910. Similarly, the number of nonfatal injuries in 1966 was lower than in any year since 1930 when such data were first collected.

A study of the interfacial properties of the basal plane and the edge surfaces of talc is described in this paper. The isoelectric point measured at the two different crystallographic planes by the streaming potential method was found to be similar and exists at about pH 3.0. In the case of the edge surface the zeta potential increases at higher pH values which can be attributed to the hydration of magnesium ions at the edge surface. The atomic force microscopy (AFM) colloidal probe technique was used to measure interaction forces. For such experiments a 20 um talc particle was attached to the AFM cantilever and forces between the edge of the talc particle and two different crystallographic planes of talc were measured at various pH values. These measurements, while being qualitative due to the poorly characterized contact area, show differences between the properties of the base plane and edge of the talc and correspond to the results from streaming potential measurements. Finally, the differences in the hydration of the basal plane and the edge of talc are revealed from molecular dynamics (MD) simulations. The basal plane of the talc is much less hydrated than the edge, as can be seen from the water density distribution functions, which correlate quite well with the contact angle measurements at the basal plane surface and the edge surface of the talc sample.

"The Copper Concentrator Plant of Compañía Minera Doña Inés de Collahuasi (CMDIC) is composed of three grinding lines, the third one being the largest. Due to the capacity feature of the third line, specially its SAG mill, it is a priority that the advanced process control team of the Company deploys a supervisory control strategy that allows this unit to operate in an optimal way, in order to achieve the maximum productivity at minimum cost. It is in this kind of tasks where advanced control applications play a key role in obtaining the best economic profit of the process.The advanced process control team, formed by people from Informatics, Automation and Operations of CMDIC have assumed the challenge of generating the transition from a manual SAG Mill 1011 operation (40 x 22 feet, the largest copper SAG mill of the world), to a fully automatic SAG Mill using a multivariable control strategy instead of a rule based on expert control system (widely used in industrial mining process control applications).Therefore, CMDIC decided to work together with Honeywell APC Team implementing an advanced automatic control strategy for the SAG Mill 1011, using for this purpose a technology called Model Based Predictive Control (MPC), based on a variety of control methods that uses dynamical models of the process, obtained from input/output data, in order to print the process knowledge into a group of mathematical relationships that links the constraints (controlled variables) with available commands (manipulated variables) and measured disturbances.The main objective of the advanced control strategy is to ensure process government, tending to throughput stability and optimization, by the execution of coordinated control actions, proactively avoiding measured disturbances effects and the SAG mill overloading.The most important benefits of using a multivariable control strategy are: the automated operation of SAG mill 1011 (that was manually operated before the implementation of this application), a safer, more coordinated and more stable process operation, achieving through this an increase of throughput and a decrease of specific energy consumption, controlling the amount of oversize material production, power consumption, mill loading, noise and torque. In addition to the operational results, this challenge has consolidated a control team, with the participation of engineers and operators, diminishing the typical implementation time and achieving a greater use of the application in a short time."

"Statistics show3 that in 1927 the United States consumed 60 per cent of the world's production of chromite and produced none. The uses of chromium are rapidly expanding, and a dependable supply is essential to our industries. Since the political and commercial control of our supply of chromite is now in foreign hands it is prudent to determine how this nation can best prepare to supply its need for chromium if the imports were cut off or restricted and whether it is now possible and desirable to stimulate production of chromium from domestic deposits. We have only small amounts of chrome ore of high enough grade to meet present trade requirements. Therefore the Bureau of Mines is making a study of methods for beneficiating our low-grade ores.Chromite (Cr203.Fe0), is the only commercial source of chromium. For refractories, a minimum of 40 per cent Cr203 and a low silica content (5 to 8 per cent) is usually specified. In most instances bricks or lumps having a physical structure that will not crack when heated are required. The only way an inferior ore could be adapted to this use world be to concentrate it and develop a satisfactory binder to make bricks out of the concentrates.For making ferrochrome the requirements are a minimum of 45 per cent Cr203 and an iron content not exceeding one-third of the chromic oxide. On some low-grade ores gravity concentration will give a product meeting these requirements; other ores yield concentrates containing too much iron or other impurities to be saleable."

Mining the Carpathia orebody at the Ardlethan tin mine in the late 1970s involved an innovative approach to underground mining which stretched the limits of drilling and blasting techniques. Holes of up to 95 m in length were drilled and blasted from the surface to extract an orebody which extended from 45 m to approximately 95 m below surface. This approach resulted in the elimination of an underground drilling sublevel, thus minimising the costs and hazards associated with underground drilling and blasting. Now, almost 30 years on, this method would probably still be the most appropriate choice.

The Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (?CERCLA?), as amended by the Superfund Amendments and Reauthorization Act of 1986 ("SARA?) establishes a comprehensive Federal regulatory program for addressing environmental and public health risks posed by releases of hazardous substances into the environment from a wide variety of industrial and other sources. The statute is primarily administered by the United States Environmental Protection Agency ("EPA"). The applicability of CERCLA to the mining, milling, and smelting industries (hereinafter referred to as the ?mining industry?) has been upheld by the courts and recently affirmed by Congress. The purpose of this article is to briefly outline the scope of CERCLA as it applies to the mining industry, the scope of EPA&apos;s activities pertaining to the mining industry under CERCLA, the types of remedies which may be pursued by EPA, and the liability scheme of CERCLA as it applies to corporate entities, managers, and shareholders involved with the mining industry. Natural resource damage claims, State cooperative agreements, and other State-related issues will not be discussed.

Collectors commonly used in flotation to date fall into two main classes: ionic and nonionic. The use of neutral or oily collectors is generally limited to the flotation of nonpolar minerals onto which they are adsorbed by forces of a physical or &apos;Van der Waals&apos; type, while ionizable chemical collectors are utilized for all other types of minerals, adsorption in this case involving bonds essentially of a chemical nature. Though chemical adsorption is more selective than physical adsorption, even heteropolar collectors are active towards certain classes of minerals (sulphides for example) rather than towards one individual mineral. Thus, in order to float a given mineral from a mixture of minerals belonging to the same class, modifiers have to be used to render the action of the collector more specific. However, there are often considerable difficulties involved in this procedure and the desired results are not always attained, especially in the case of minerals of complex composition whose surface properties are not sufficiently well known. Hence the importance of seeking out collectors capable of linking selectively with given minerals. Selective linkage is possible if the collector structure incorporates active groups having specific affinity for certain cations characteristic of the mineral surface. The decision to investigate the possibility of utilizing chelate--forming reagents for flotation was based on the premise that phenomena which occur in solution and involve chemical reactions in the strict sense of the meaning and those which occur on the surface are closely correlated (1)

"The ever increasing demand for cleaner steels with low inclusion content has highlighted the limits of our current knowledge for controlling and predicting inclusion agglomeration and removal during liquid steel processing. Key knowledge gaps in this area result from the complex nature of the problems associated with measuring and visualizing the phenomena studied. Confocal scanning laser microscope (CSLM) allows for continuous in situ observation of micron-size samples in real time, at high resolution, under conditions relevant to the steelmaking process. This paper summarizes some of recent CSLM applications in our laboratory to illustrate the methods of analyzing transient behavior. The reaction between inclusions and slag is given as an example. The dissolution rate of calcium aluminate inclusions in CaO-SiO2-Al2O3 slags has been studied at elevated temperatures: 1500, 1550 and 1600°C as well as thermodynamic/kinetic analysis. It is found that total dissolution time decreased with increasing temperature. The rate limiting steps are discussed. It is shown that the diffusion through a product layer is responsible for dissolution at 1500°C. At higher temperature, dissolution is most likely controlled by both boundary layer diffusion and chemical reaction at the slag-inclusion interface. In this paper, the evidence for and against the theory will be critically examined and repercussions of the theory to steel refining processes will be discussed.INTRODUCTION Inclusion formation during liquid steel refining is an unavoidable consequence of current ladle steelmaking processes. The nature and quantity of the inclusions formed in steel is critical in steelmaking, as it affects both productivity through clogging, and downstream physical properties of the steel. It is therefore crucial to better understand and control the formation, agglomeration and dissolution behaviour of inclusions in a slag in order to improve the removability of inclusions from liquid steel. Most research (Sandhage & Yurek, 1988; Sandhage & Yurek, 1990a; Sandhuge & Yurek, 1990b; Sandhuge, 1991) relevant to the kinetics of inclusion removal has been obtained by using a technique where simulated inclusion material (ceramic rods) is dipped in slag and the dissolution rate is measured. While much has been learned using this approach, the difference in scale from bulk materials to inclusions is likely to have a significant bearing on the dissolution kinetics of inclusions in a slag and will certainly result in a very different influence of capillary effects. Further, the data obtained using an indirect (dip test) procedure relies on a comparison of the initial and final conditions of a sample rather than in-situ observation which can be achieved in a confocal microscope in real time."
