Two pieces of European Union (EU) legislation together establish requirements for protection against risks from vibration at work. The vibration directive1 specifies duties of employers to protect workers from risks from exposure to vibration; the machinery directive2, specifies duties of manufacturers and suppliers regarding the safety of machinery marketed in the EU. This paper discusses both directives and the standardisation programmes that support them. It also addresses the implementation of these requirements in Great Britain. Employers’ duties: the vibration directive This directive requires employers to assess and control risks to health and safety arising from hand-arm vibration (HAV) and whole-body vibration (WBV). Member States were required to implement the directive in national legislation by 6 July 2005. Employers are required to eliminate vibration risk at source, or reduced to a minimum. The duties include: assessing risk and exposure; planning and implementing the necessary risk control measures; providing and maintaining suitable work equipment; providing workers with information and training on risks and their control; and monitoring and reviewing the effectiveness of the risk control programme. Daily exposure exceeding a specified action value triggers a requirement for a programme of technical and organisational measures to minimise vibration exposures and the resulting risk, and the provision of health surveillance. Exposures above a specified limit value are prohibited. When conducting their risk assessments, employers are required to “assess and, if necessary, measure” the vibration exposure of workers, for comparison with the action and limit values. Vibration measurement in the workplace is not expected in all cases and the use of vibration information from equipment manufacturers is specifically mentioned. This provides a link with the machinery directive (see below). Manufacturers’ and suppliers’ duties: The machinery directive The machinery directive, first introduced in 1989, is intended to remove barriers to trade. It puts duties on manufacturers and suppliers who place machinery on the European market to design their products to eliminate or reduce risks to health and safety and to warn the user of any residual risks, providing information required for safe use (for example, operator training, maintenance and selection of consumables). The vibration and impact environment for crew members on locomotives has been investigated in a series of studies conducted by Exponent Failure Analysis Associates (Exponent) beginning in 1990. Locomotive cab vibration and impact levels were measured on a variety of locomotive models operating over many different track sections across the Union Pacific, Burlington Northern Santa Fe, CSX, Norfolk Southern, and CONRAIL systems. The comfort and health implications of exposure to the measured locomotive vibration levels were evaluated by comparison with the human vibration exposure boundaries given in the International Standards Organization (ISO) standard 2631-1:1997, the British Standard 6841:1987, European Union (EU) Directive 2002/44/EC, measurements made by Exponent on various commercial and recreational vehicles, and vibration exposure measurement data found in the literature. Methods Initially, vibration levels experienced by locomotive crews were measured and recorded at incremental speeds covering the range of normal train operation. In 2003, a method of measuring the vibration exposure continuously by means of a digital recorder was developed, allowing the vibration level over the entire run or crew shift to be analyzed. For each seating location measured, acceleration was recorded on the seat surface beneath the ischial tuberosities (pelvis) of the seated crew member and on the cab floor directly under the seat. At each of the locations, triaxial accelerometers were used to measure the vibration along the longitudinal, lateral, and vertical axes. Since the vibration environment varies throughout the route, and locomotive vibration levels have been found to be primarily speed dependent, a speed sensor was used to continuously measure the speed of the train. To evaluate the recorded vibrations levels, the data was divided into two-minute segments, which were each processed per the 1997 ISO standard for weighted RMS vibration levels and Vibration Dose Values (VDV). Additionally, PSDs and 1/3 Octave RMS values were calculated to determine the frequency content of the vibration. For each two-minute segment, the average speed of the locomotive was calculated to allow for correlation with the recorded vibration exposure values. The resulting exposure values for the entire run were calculated by combining the data from all of the two-minute segments. Since introducing the continuous method of recording acceleration, 23 seating locations have been recorded on 11 locomotives traveling 11 different routes across various parts of the United States. En 1995, la Compagnie minière Québec Cartier a mis de l'avant un projet de recherche sur la modélisation de l'écoulement des gaz pour ses fours de frittage à l'usine de bouletage de Port-Cartier. Cette démarche s'inscrivait dans un large processus de collaboration avec l'Université Laval et le Consortium de Recherche Minérale (COREM). L'usine de bouletage possède deux fours de frittage d'une capacité moyenne de 600 tonnes/heure pour chacun des fours. Les fours de frittage sont des systèmes complexes d'échange de chaleur qui fonctionnent à contre-courant (le débit de boulettes versus les débits de gaz). Pour rencontrer les spécifications reliées aux propriétés mécaniques des boulettes, le processus de fabrication requiert des mesures et un contrôle des systèmes très précis. L'information fournie par plus de 70 capteurs (pression, température, puissance, vitesse, hauteur de lit, position de volet....) est utilisée pour manipuler une vitesse de grille, cinq ventilateurs et neuf zones de brûleurs. Malheureusement, les variables qui influencent fortement les mécanismes de frittage, c'est-à-dire les débits de gaz dans les différentes zones du four ainsi que la masse de boulettes qui circulent ne sont pas mesurées. Une méthode est donc proposée pour une estimation en ligne de ces variables. La méthode est basée sur un arrangement de 65 équations reliant pressions, températures et débits de gaz dans les conduites, les ventilateurs, les sections du lit et les fuites (Gosselin, 1998). Pour des raisons de simplification de cet article, seul un sous-système du four sera présenté. Les techniques de réconciliation des données reliées à la conservation de la matière et de l'énergie montrent que la mesure en ligne du débit de boulettes mène à l'estimation des débits de gaz et apporte des avantages intéressants pour le contrôle des variables stratégiques des fours.

In conventional mechanical flotation cells, when the size of particles exceed a particular value, that is of the order of 100 µm for metal sulphides, the recovery of particles decline rapidly. It appears that the turbulence in the agitated vessel is sufficiently intense to rupture the forces of attraction between the particles and the bubbles, so the large particles are flung off the bubbles in the turbulent field. It has recently been suggested, that a fluidized bed would be a very favorable environment in which to contact bubbles and the particles. In a fluidized bed, particles are supported by rising flow of fluid, which separates them from each other and allows them to move freely while remaining close together. In this novel method, bubbles injected into the fluidized bed are able to rise through it, colliding with hydrophobic particles, transporting them to the top of the column where they can form a froth layer that overflows into a launder. The flow in a fluidized bed is generally slow and nonturbulent, and preliminary experiments have shown, that it is possible to collect mineral particles as large as 1 mm and coal particles as large as 5.5 mm. If the upper particle size limit can be extended, there could be significant reductions in the overall energy consumption in concentrators. Calculations show for example that if the top size for flotation could be increased from 100 µm to 400 µm, there would be a reduction in grinding energy of the order of 40%. It is therefore, important to study the mechanism of coarse particle capture in fluidized beds. In this work, the factors governing the capture rate of particles, particularly the particle and bubble size, the fluidization velocity and the superficial gas velocity have been investigated, and the results will be presented.

Experimental Study of Ore Characterisation Methods for AG/SAG Mills Mining companies have long recognised the importance of ore breakage characterisation in design and optimisation of their crushing and grinding circuits. In one of the industry standard methods relevant to AG/SAG milling, ore is characterised using mainly high energy single impact tests. However recent DEM studies have suggested that breakage in AG/SAG mills is mainly due to low energy repetitive (or multiple) collisions rather than single high energy impacts. Hence a study was initiated at the JKMRC to investigate the behaviour of ores under such conditions. Carefully designed experiments have been performed using two laboratory mill sizes (0.6 m and 1.1 m diameter) to mimic the reported low energy repetitive impact breakage under low load conditions. The breakage characterisation parameters derived from standard high energy single impact tests on the same ores was then used to predict the low energy repetitive impact breakage. Significant bias was found in the simulations which clearly warranted further investigation. The extensive experimental program which followed employed three separate methods: the JKRBT (JK Rotary Breakage Tester) for high energy single impact and low energy repetitive impacts, gravity drops for low energy repetitive impacts, and laboratory mills to provide an extended number of low energy repetitive impacts. The breakage energies associated with these experiments were accurately measured with a high speed video camera. Two breakage indices, the degree of breakage (t10) and the breakage probability (S) were used to describe the breakage test results. This paper summarises the major results from this experimental study, which has facilitated the development of a new breakage characterization method relevant to AG/SAG mill modelling.

The U.S. Bureau of Mines determined the effect of common sulfide minerals on the corrosion rates of various types of ferrous alloy grinding media. Data obtained from this study will aid in determining the contribution of any electrochemical reactions between sulfide minerals and grinding media to the total grinding media consumption. Common sulfide minerals used in this study were chalcopyrite, galena, and sphalerite. In the presence of oxygen, chalcopyrite was found to increase the corrosion rate, galena was found to decrease the corrosion rate, and the effect of sphalerite was dependent upon the type of grinding media. Possible electrochemical reactions of these minerals in the presence of grinding media are suggested.

Petrographers and mineral technologists have evinced an interest in the technique developed, specifically, for mineral-dressing problems. The accurate prediction of blast-induced ground vibration due to underground ring blasting is a prominent need for ensuring the safety of structures. Different site-specific empirical equations are available for the prediction of ground vibration. These empirical equations are best suited when the monitoring and blasting locations are present in the same medium. The change in the medium alters the behavior of wave propagation. Hence, existing empirical equations have limitations in peak particle velocity (PPV) prediction when the blasting location is an underground hard rock mine and the monitoring location is ground surface. This is because the underground metal mine comprises different levels having void in the form of excavated stope or paste-filled stope. It is very difficult to predict the magnitude of PPV on the surface in such instances. Therefore, this study has been carried out to predict the PPV at surface due to underground blasting. In this paper, PPV data was recorded at surface for 207-ring blasts. Furthermore, the PPV has also been measured at different underground locations for 47-ring blasts. Different empirical equations along with k-nearest neighbor (KNN) and random forest (RF) model of machine learning technique were developed for the prediction of PPV. Most of the empirical models have higher accuracy in the prediction of PPV at an underground location. This shows that scaled distance-based empirical predictors are best suited when the monitoring and blasting media are the same. However, the empirical models do not predict PPV accurately when the monitoring location is ground surface and the blast is conducted underground. The machine learning models are better suited for PPV prediction in such cases. Based on the analysis performed for the case study site, RF model predicts PPV at surface with the highest accuracy. The coefficient of determination and root mean square error for RF model used for predicting PPV at ground surface are 0.94 and 0.438 mm/s respectively. The RF-based model is also the best suited among all the models for predicting PPV at underground locations as well.

The Inconceivable Wealth propaganda goes on apace. Premier King, at Vancouver, has stated that we still have, untouched, natural resources, "beyond the wildest dreams." Principal Currie, in an address before the Canadian Society in New York said that Canada's resources, "are as yet merely scratched and it is not possible to compute her almost fabulous natural wealth." Mr. Meighen, in the last election campaign announced that, "under the providence of God, Canada is more richly endowed, perhaps, than any other country in the world." Four years ago a despatch was sent to Premier King "on behalf of" this Institute advising him that "Inconceivable Wealth" in minerals in this country was assured. This was made as a statement ~f "incontrovertible fact." Specifically, this despatch stated that this wealth was on such a scale that the mining industry would in the future lead all others in this country. This inventory is still in effect as far as this Institute is concerned.

Displacement and stress changes in cemented backfill and ore pillars at the Buick Mine, near Boss, MO, were monitored by engineers from the U.S. Bureau of Mines and The Doe Run Co., St Louis, MO. A test area in this room-and-pillar mine was backfilled to provide support when remnant ore pillars were mined. Objectives of this research were to evaluate the effect of backfill on mine stability, observe backfill conditions during pillar removal, and calibrate a numeric model to be used to design other areas of the mine. Relative vertical displacements in the backfill were measured with embedment strain gauges and vertical extensometers. Other types of instruments used were earth pressure cells (to identify loading trends in the backfill), borehole extensometers (to measure relative displacement changes in the mine roof and support pillars), and biaxial stressmeters (to measure stress changes in several support pillars and abutments). Two-and three-dimensional numeric codes were used to model the study area. With information from these codes and the installed instruments, two failed pillars were identified and rock mass properties were estimated.

It is generally conceded as axiomatic that the aggregate producer and the average urban resident have mutually incompatible goals. The producer wants to be near his mass market and the average resident wants him as far away as possible. The traditional economic decision to mine local material to avoid transportation costs is increasingly challenged by zoning and planning bodies and by citizens' groups. This conflict generated much written and spoken word and offered opportunity for great flights of rhetoric. The pressure on the producer also has forced re¬appraisal of the need for the classic confrontation with indications that much of the conflict is more apparent than substantive. In New England several factors combine to increase complexity of the siting problem. It is a region of high land values and population density. Due to the proximity of metropolitan areas, even rural communities have experienced a prolif¬eration of environmental groups with concomitant enthusiastic regional planning and critical watch over land use. In New England where there is little public understanding of the necessity for, and the realities of, mineral production a sophisticated approach to aggregate production site location is required.

Economic activity in the United States picked up in the third quarter, according to the latest estimate released by the Department of Commerce. Real gross national product (GNP)--the Nation's output of goods and services--grew at a seasonally adjusted annual rate of 4.3%, or $17.6 billion, compared with a rate of 1.9% for the second quarter of 1985 and 1.6% for the third quarter of 1984 (table 1). The 4.3% rate is one percentage point above the preliminary estimate reported in the August/September issue of Minerals and Materials. Most of the upward revision was due to the change in business inventories and Government purchases, while the figure for net exports was revised downward substantially. The 4.3% growth bettered by 1.5% the average rate of growth in GNP from 1974 through 1984 and was 1.1 % above that of the period from 1975 through 1984 and 0.7% above that of 1980 through 1984. Of importance to the minerals industry was the $14.4-billion growth in personal consumption expenditures, $10.2 billion of which was for durable goods (especially domestically produced automobiles) and the growing residential investment. The net export deficit continued to grow, however, and investment in nonresidential structures, producers' durable equipment, and business inventories declined. Prices, as measured by the GNP fixed-weighted price index, increased at an annual rate of 3.1% in the third quarter, compared with 3.9% in the second quarter. The slower rate of inflation resulted mainly from a decline in energy prices, following second-quarter increases. Fourth-Quarter Prognosis Many of the economic data available for October and November indicate that the economy is growing modestly and will continue to grow over the next 3 to 6 months. The composite index of leading indicators, designed to predict economic activity within 3 to 6 months, rose 0.3% in October, the sixth consecutive monthly advance, according to the Department of Commerce. Six of the 11 available leading indicators were positive: Stock market prices rose, as did sensitive material prices, credit outstanding, and manufacturers' new orders for consumer goods and materials; initial claims for unemployment insurance decreased, and firms were getting slower delivery of goods. Four of the indicators were negative: Business formations, homebuilding permits, contracts and orders for plant and equipment, and money supply all declined. The average hours worked per week, already at a high level, remained unchanged.

Bus drivers represent a large segment of the US transportation industry and research has shown an association between exposure to Whole Body Vibration (WBV) and the high rates of low back disorders. Impulsive WBV exposures have been recognized as a risk factor for low back injury and new guidelines exist for their measurement and assessment (ISO 2631, Part 5). Methods to accurately and better characterize the impulsiveness of WBV along with the temporal patterns of the exposures are needed. The development of a hardware and software system to measure continuous TWA and raw, impulsive WBV exposures and the design of a subsequent study are presented. Methods Using two Larson Davis HVM 100 as accelerometer amplifiers, small external batteries, and a Pocket-PC (PDA) with 1 Gb of compact flash memory, we can collect up to 16 channels of data for a full day 600 Hz. Tri-axial WBV exposures will be measured and characterized at the frame of the bus and at the driver/seat interface (seatpad accelerometer). Using a repeated measures design, 20 bus drivers will drive on selected routes which include both city streets and highways, and within and between subject components of variability and exposure determinants related to the bus, bus seat, the bus driver, and the route will be identified. Global Positioning System (GPS) data will also be collected and integrated with the WBV exposure data to facilitate the identification of the location, velocity and type of road associated with high average TWA and impulsive WBV exposures. This system may be used to develop administrative (alter speed and/or route of bus, systematically vary type of routes) and/or engineering controls (identify and trigger the need for street repair) to reduce high WBV exposures. Results Our portable Pocket-PC based data acquisition system is up and running and we can collect seven channels of WBV data (seat pan tri-axial accelerometer, bus frame tri-axial accelerometer and GPS data) continuously for a full shift. The software analysis of the data is complex but nearing completion. We have incorporated the vibration dose calculations from ISO 5321, Part 5 and have obtained a Matlab-based routine to appropriately weight the continuous signals. Discussion In summary, the measurement of WBV is complex but new technologies open avenues of collecting and assessing WBV exposures that were previously not possible. The standardization of impulsive WBV exposure assessment methods is needed to further the discipline and better enable comparisons across studies.

As the level of technology applied in the electrical measurement, control, and display portions of mine hoist systems continues to advance, the issues and concerns associated with the ramifications of the application of microprocessor technology on the safety-related aspects of these systems become paramount. This report, in part tutorial, addresses several aspects of these concerns. Beginning with discussions of microprocessor-based system architectures, the report addresses some existing and anticipated uses of this technology in mine hoist systems and discusses safety related considerations associated with the areas of data derivation; control and display panels; and system reliability issues. The report concludes with electrical maintenance and inspection considerations associated with the safety assurance of microprocessor based mine hoist systems.

Electronic waste (e-waste) is a collective name given to discarded electronic devices such as Television, Cellular Phones and Personal Computers. Among the heterogeneous metals present in the e-waste are the base metals: copper, aluminium, nickel, tin, zinc, iron and precious metals: gold, silver, palladium, platinum apart from several hazardous and halogens metals. Hence there is a need to recover these metals from electronic scrap by recycling and then re-use, which can meet large amount of metals demand. Hydrometallurgical processing was employed for the recovery of metals from television printed circuit board (TV PCB). Different lixiviants such as hydrochloric acid, Sulphuric acid, and nitric acid were used to understand the dissolution behavior of copper, iron and lead present in the TV PCB. Effect of increasing concentration of nitric acid was also studied. Selective recovery of tin over 95% in the form of tin oxide was precipitated. The precipitated tin oxide was identified by X-ray diffraction technique. Tin oxide of purity more than 99.9% was obtained.

Every man-hour of work performed in and about the coal mines of the United States had a 2-percent heavier death load from accidents in 1938 than in 1937. This is an unorthodox way of stating that the death rate per million man-hours of exposure or employment was 2 percent higher in 1938 than in 1937, increasing from 1.74 to 1.78. Thus the average miner had a 2-percent greater chance of being killed in 1938 than he had in 1937. The average quantity of coal resulting from 1 man-hour of work increased 3.6 percent -from 0.615 ton in 1937 to 0.637 ton in 1938. The production of the average ton of coal was accompanied by a slightly smaller loss of life in 1938 than in 1937, the accident rate being 2.793 per million tons in 1938 compared with 2.833 in 1937.

"In Malaysia, there were two rare earths processing plants namely Asian Rare Earth (ARE) and the Malaysian Rare Earth Corporation Plant (MAREC) in Perak, which were operated until 1992 and were subsequently closed due to problems pertaining to disposal of large amount of radioactive waste. Recently, Lynas Advanced Materials Plant (LAMP) has become one of the largest rare earths processing plant in the world producing rare earth elements (REE) in Gebeng, Pahang. The primary raw material is lanthanide concentrate (LC) which is imported from Mount Weld mine in Australia and shipped to Malaysia. LC is produced from lanthanide ore after mining and mineral processing. The ore has a lower impact than Bayan Obo, Mountain Pass and adsorbed clay deposits, given the small footprint of the mine itself and the remoteness of the location. The type of ore being mined (rare earth phosphates: carbonatite, monazite) may have higher thorium content than bastnasite ore from the Chinese or American mines but still far below radiation concerns. This paper was written to review the processing flowsheet at the Lynas Advanced Materials Plant (LAMP), the environmental impact associated with the processing of the said ores and the sustainability of the operation.INTRODUCTIONRare earth minerals are one of a set of 17 minerals or chemical elements which consists of yttrium and scandium, as well as the 15 lanthanide elements (lanthanum, cerium, praseodymium, neodymium, promethium, europium, gadolinium, terbium, dysprosium, holmium, erbium, thulium, ytterbium, and lutetium). Despite their importance, rare earth minerals rarely exist in economically viable concentrations and they are usually difficult to extract. Rare-earth minerals create strong magnets when added to magnetic elements such as iron, and are useful for the production of electronics systems as well as electric cars. They are also used extensively in automotive catalytic converters, fluid cracking catalysts in petroleum refining, wind turbines, phosphors in colour televisions and flat panel screens, displays for mobile phones and laptops, rechargeable batteries, and various medical devices. The elements are typically split into two subgroups: the cerium sub-group of ‘‘Light’’ rare earth elements (LREEs) which includes La to Eu and the yttrium sub-group of ‘‘Heavy’’ rare earth elements (HREEs) which include the remaining lanthanide elements, Gd to Lu, including yttrium (Gupta and Krishnamurthy, 1992; Jordens et al., 2013; Trifonov, 1963). Scandium, however, when it is classified as a rare earth element, is not included in either the LREE or HREE classifications (Gupta and Krishnamurthy, 1992; Jordens et al, 2013). Half of the world’s 110 million tons of reserves exist in China while other sizable deposits are found in Russia, United States, Brazil, India, Australia, Canada, and Greenland. The countries known to be actively mining REE are China, Russia, India, Brazil and Malaysia (Hao et al., 2015). Among these countries, China has the largest REE production, accounting for more than 93% of global supply (Yap, 2015). The critical metal report (Moss et al. 2011) listed 14 economically vital raw materials that are prone to supply disruption and concluded that supply disruption would threaten the goal for cleaner transport and sustainable energy since rare earth metals are used in products using green technology, such as hybrid/electric vehicles, carbon capture systems, wind power generation, low-energy lighting, and energy efficient flat-screen displays."

REVOLING slime-tables with stationary sprays and oscillating brushes have for many years been a favorite apparatus used for working slimes in German dressing-works, often displacing Rittinger tables and the many variations of Cornish buddles. The difficulty of building these tables larger than 5 1/2 meters (17 feet) in diameter, increasing the cost and making them unwieldy, rendered it necessary also to concentrate the slimes in several operations, because the travel over so short a length of hearth would not suffice for close concentration. A preliminary sizing is effected in a system of spitzkasten. Herr C. Linkenbach, general manager of the Ems Lead and Silver Works, Germany, devised a buddle, in 1878, which has since worked well and found much favor in Germany, and has been in one instance copied here, at Colorado Springs, without any credit having been given to the original inventor. Linkenbach's plan has been to reverse the functions of the table and the washing apparatus of the old German revolving table. He makes the tables stationary and rotates the washing apparatus,, thus enabling him to save in power, and, within certain limits, to increase the dimensions of the table, without in any way affecting its durability or materially increasing its cost. There are but few such patches of virgin soil worth the tilling, within the area circumscribed by the industries which have experienced a regular and uniform development. New and startling methods in production are often announced as about to be introduced; but, as a rule, they take their place among the " large desires with most uncertain issues," or give new significance to the historic words of an eminent statesman concerning " the bright beginnings and the bitter end of a halcyon and vociferous proceeding." In this paper I shall have the pleasure of briefly describing a new industry which has been established without announcement or proclamation — the manufacture of serviceable pressure pipes of great strength, from strips of steel or iron wound spirally, heated only along the overlapping edges, welded by hammering and finished into tubes of uniform diameter, and of such length as mag be found convenient in handling and transportation. As such tubes are now manufactured on a considerable scale, in a range of sizes which will soon include everything between 4 inches and 30 inches, and as much larger as may be needed, both process and product are likely to be of interest to engineers in all departments of professional work. The raw material of the industry is the ordinary sheet-iron or steel of commerce, of such lengths and widths as it is convenient to roll. The range of the ganges of the metal which can be employed has riot yet been determined. The lightest metal thus far successfully made into pipe is No. 29 iron, and the heaviest a steel gauging somewhere between 12 and 14. Heavier machines are now building which will bend steel .165 of an inch in thickness, or No. 8 of' the Birmingham gauge. Probably No. 20 or No. 22 will be the lightest used in making commercial pipes; hut the experiment with No. 29 was interesting as showing the readiness with which the flame can be controlled.
