The Department of the Interior used to be a quiet, noncontroversial, almost boring agency. It, after all is the fifth oldest of the Departments, and as an old line Federal agency it has studiously performed its preservation and resource management functions in a caretaker mode--though some would say more "undertaker" than "caretaker"--locking up the body and soul of America piece-by-piece. Yes, quiet, serene. That is until Jim Watt showed up. And we have all seen that version of Mt. Vesuvius which resulted--only it was the environmentalists who blew their tops. Ronald Reagan chose Jim Watt as Secretary of this fine old agency to prove that one-third of our Nation's land and over a billion acres on the Outer Continental Shelf can work for this Nation. At the foundation of President Reagan's charge to Secretary Watt is a belief in the tenets of the free enterprise system, and in the individual freedoms upon which this country was founded. There are those who don't share this belief in democracy and free enterprise, and those who believe this 205 year experiment called the United States of America will fail. Nikita Krushchev said "we will bury you"--obviously he didn't agree with our system. An Italian sociologist, Franco Ferrorotti, said bureaucratic stagnation will kill capitalism. Certainly we have all felt the ravages of bloated bureaucracies. Perhaps one indicator in the United States is the Federal Register, that daily compilation of Government's largesse. In 1970, 20,000 pages of the Federal Register were published. A decade later, in 1980, that volume had quadrupled to 80,000 pages. The Federal bureaucracy can stagnate from excessive budgets as well. The Interior Department spent $60 million on administering Federal coal leasing in 1981. That's nearly two bits a ton for every ton of coal leased in 1981. You wouldn't stay in business very long if your administrative overhead on inventory was that outrageous. But the pessimism of our critics is apparent from more than red tape and bloated budgets. For decades America has been fasting--consuming too little of America's wealth of minerals, subsisting instead on a diet heavily reliant upon mid-east oil, with little emphasis or concern for inventorying and developing domestic energy and mineral resources. Economics--yes. But short-term, short-sighted economics. Excessively dependent upon foreign imports, of oil, cobalt, chrome and other strategic minerals, the U.S. measures its time before another embargo--or fallen Shah, or Soviet manipulation, or Saudi shift, or, as we witnessed in Egypt, assassination--an untimely loss to mankind and efforts to bring peace to the troubled mid-east. These disruptions, in addition to their tragic human tolls, impair the free world's security. Huge chunks of the United States have been locked away in dozens of single land use categories in the name of conservation, with only the foggiest idea of what resources might be denied the American people-and this at a time of unacceptable levels of energy and strategic mineral imports. More than half and perhaps two-thirds of all Government-owned lands are totally withdrawn from or severely restricted to development under the mining and leasing laws. We must continue to rid Government of the overly zealous restraints which have been keeping us from drawing upon that which can help restore our economy and national security. When we assumed responsibility, the United States was dependent on foreign sources for about 40 percent of its oil. In 1981, our oil import bill was approximately $83 billion--nearly 17 times what it was in 1972. Our reliance on foreign sources for essential minerals is even more disturbing. We must look to other countries--some unfriendly, some unstable--for 22 of 36 strategically critical minerals. Yet the energy resources on federal lands which are owned by the American people could meet our needs for centuries if properly managed. Eighty-five percent of the crude oil yet to be discovered in America is likely to come from public lands, as will 40 percent of the natural gas, 35 percent of the coal, 80 percent of the oil shale, nearly all of the tar sands, and substantial portions of uranium and geothermal energy. Our vast hardrock-mineral wealth includes untapped deposits of essential elements we now import, such as chromium, copper, platinum, and cobalt. The obvious question is, if these abundant resources can help to revitalize our economic strength and to preserve our national security, why aren't we using them to better advantage? To a large extent, the answer can be found in past decisions to restrict public access to the federal estate, thus deferring to us or our successors the tough decisions that flow from Congress' mandate to provide for environmentally responsible development of America's energy and mineral treasures. Here is the legacy this Administration inherited: In January 1981, 7 years after the onset of the Mideast oil embargo: ---Less than 15 percent of federal onshore lands were under lease for oil and gas development; ---No oil and gas leases had been issued in Alaska for 15 years;

The U.S. economy continued to grow moderately in the third quarter, but at a slightly higher rate than in the previous quarter. According to the Department of Commerce's preliminary estimate, real gross national product (GNP) grew at a seasonally adjusted annual rate of 3.3% during the third quarter of 1985, compared with a revised 1.9% for the second quarter and 1.6% for the third quarter of 1984 (table 1). Civilian unemployment dropped from the constant 7.3% rate between February and July to 7.0% in August and 7.1% in September. Employment on nonagricultural payrolls continued to increase (table 2), resulting in a continued rise in personal income, which in turn supported growing consumer purchases. Although purchases of services continued to provide the underlying foundation for the economic growth, the manufacturing sector received additional stimulus from significant increases in consumer purchases of durable goods, particularly automobiles. The increased demand for durable goods resulted in significantly higher industrial production for August and September, compared with levels attained previously this year (table 3). Capacity utilization increased to 80.5% in August but returned to 80.2% in September, matching the 1985 low previously reached in July (table 4). The real net export deficit grew only $0.2 billion in the third quarter; at $34.0 billion, however, it continued to exert a negative influence on the economy. On September 22, in an effort to reduce the deficit and make U.S. goods more competitive on world markets, the U.S. Government agreed to cooperate with the Governments of France, the Federal Republic of Germany, Japan, and the United Kingdom in attempting to lower the-value of the dollar in relation to other world currencies. Low inventories, rising factory orders and construction spending, the possibility of a lower U.S. dollar, and aggressive automobile production plans announced by domestic producers for the fourth quarter indicate the potential for an increase in manufacturing activity in the United States.

A field project to develop and demonstrate a method for alleviating problems of highly-mineralized ground water where they occur as isolated zones or pockets in fresh-water aquifers is being conducted in the Ogallala Aquifer of eastern New Mexico by the Robert S. Kerr Water Research Center. Removal of contaminated water is by a large-capacity well and the pumped poor-quality water is used locally for secondary recovery of oil, Benefits of the operation are threefold in that the aquifer is being reclaimed for future fresh water production, contaminated water is being used beneficially, and fresh water which otherwise would have been used for waterflooding is available for other purposes. Ground-water quality in the site has improved markedly after 21 months of operation. Water quality in 15 specially-drilled monitoring wells has returned to the original quality level of the aquifer, and chloride concen¬trations in the pumping well have dropped to half the maximum level recorded thus far. Project results are very favorable and provide guidelines for initiation of similar undertakings in localities where needed.

This report covers the work on developing criteria for determining when a hazard exists when mining stratified mineral deposits beneath bodies of surface water. The nature of water bodies is considered, the disturbance to the strata induced by mining is described, inundation case histories reviewed, reasonable water inflows derived, and methods of mining to prevent or minimize the hazard are presented. Criteria are given whereby effected industries and agencies can recognize a potential hazard and plan a mine accordingly, releasing considerable mineral reserves otherwise considered unminable.

Environmental management systems (EMSs) have been in use for more than a decade. US mining companies are only just beginning to adopt EMSs. This lag is primarily due to lack of market forces and lack of evidence that EMSs add value over standard compliance programs. Several recent studies concluded EMSs improve environmental performance and reduce costs. State and federal regulatory agencies are using EMSs as an innovative tool to streamline the regulatory process and achieve continual environmental improvements. The climate is right for the mining industry to adopt an EMS model that improves environmental performance and takes advantage of new regulatory programs.

To protective devices, the Bureau of Mines has established five schedules of minimum performance requirements for the approval of respirators. The current revisions of these schedules include 13D for self-contained breathing apparatus, 14F for gas masks, 19B and the amendments to 19B for supplied- air respirators, 21B for dust, fume, and mist respirators, and 23B for chemical cartridge respirators. Copies of these schedules may be obtained from the Bureau of Mines, Publications Distribution Section, 4800 Forbes Avenue, Pitts- burgh, Pa., 15213. Approval tests on respirators are performed only at the request of the manufacturer of the respirator and at his expense. If the device meets the approval requirements, a certificate of approval is granted on the complete respirator. This certificate states that as long as the respirator is manufactured as originally approved, or in accordance with any changes covered by an exten- sion of the original approval, the manufacturer may advertise and sell his respirator as being approved by the Bureau of Mines. Many industries and regulatory agencies require that respirators approved by the Bureau of Mines be used where respiratory protection is needed. The Bureau of Mines, how- ever, has no regulatory power over the use of the respirators that it approves. It acts as an impartial testing agency to insure the availability of suitable and safe respirators. At frequent intervals, the Bureau of Mines purchases approved respirators and replacement parts on the open market. These are examined for conformity to the approved status, and are checked to insure that the manufacturer's pro- duction facilities are maintaining a satisfactory quality control.

The occurrences of polymetallic minerals within the Exclusive Economic Zones (EEZs) of many Pacific Island Countries (PICs) have been confirmed through marine scientific researches and seabed minerals exploration in the last forty years, and are increasingly being recognized by nations as a future potential source of revenue and economic development. For many of the smaller PICs, this may represent the only exploitable natural resource sector apart from fish. SOPAC (then under the CCOP/SOPAC) was actively involved with deep sea mineral exploration in many countries in the South Pacific between the 1970s and early 1980s that led to the discovery of a number of seabed mineral occurrences within the EEZs of these countries. In collaboration with SOPAC, a number of multinational consortia and national agencies were involved in this early stage of seabed mineral prospecting in the region. This was followed by a twenty-year (1985-2005) marine mineral prospecting in the Pacific through the collaborative effort of the Government of Japan and SOPAC as well as the Ridge 2000 program. Other mineral prospecting and marine scientific research initiatives have been conducted in recent years and the most notable one is the Nautilus Minerals advanced exploration in the Manus Basin in PNG. Based on the results of previous exploration, a number of countries in the region with moderate to high deep sea mineral resources potential are identified. Seafloor Massive Sulphide deposits have been confirmed in PNG, Tonga and Fiji while the Cook Islands and Kiribati have high manganese nodule resources potential in addition to significant occurrences of Cobalt-rich Crust within the EEZs of the Marshall Islands and the Federated States of Micronesia. Despite the recent surge in deep sea minerals interest and activity around the Pacific, specific policy, legislation and regulations necessary for the governance of deep sea mineral resources are lacking. Also lacking is the specific technical and human resources capacity essential to ensure that PICs are able to effectively manage these seabed resources. Consequently, SOPAC under the EU funded Deep-Sea Minerals (DSM) Project will work with Pacific ACP States to develop a regional regulatory framework from which they can develop their national frameworks for the sustainable management of their marine mineral resources. The work is of critical importance if PICs are to have effective environmental, fiscal and social management instruments in place for the exploration and exploitation of deep sea minerals that could support economic growth within the region as a whole.

SAFETY practice or the elimination of accidents in our coal mines is specifically a problem of management. It cannot be delegated to any governmental agency except that the various coal-producing states do and should have some minimum safety standard laws. However, the legislative method of attempting to control mine accidents is ineffective because of the delay between the necessity and the action. It will always be impossible to keep our various state mining laws up to date; and when the law says you must do a certain thin there is a tendency to do this and no more. Unless the scheme for setting up state regulations is so flexible that when a new hazard develops it can be immediately and adequately covered and the whole responsibility for accident elimination placed undivided on the

Commercial mining of manganese nodules is expected to begin within the next 20 to 50 years in large areas of abyssal sea floor in the Pacific Ocean. While deep sea mining is expected to realize significant quantities of rare metals that are needed for modern technology, the mining operation will cause extensive resedimentation over large areas of deep sea floor, the effects of which are thought to be harmful to the benthic community. Our present knowledge of deep sea benthic ecology is so limited that we cannot predict the magnitude of the impact. In November 1994, the United Nations Convention on the Law of the Sea was enforced and giving added impetus to improving our understanding of the effects of future mining operations. In order to fully understand the impact of deep sea mining and to mitigate the harmful environmental effects, it is necessary to accumulate more information on the deep sea environment and benthic communities. To achieve these objectives and to understand the relationship between resedimentation and biological reaction, artificial impact experiments are being conducted by the USA and Germany. The former named BIE (Benthic Impact Experiment) began in 1991 and is being performed by NOAA (National Oceanic and Atmospheric Administration of the United State of America) in the North Equatorial Pacific Ocean. The latter named DISCOL (Disturbance and Recolonization Experiment in the Deep South Pacific Ocean) was started in 1989 and is being conducted in the South Equatorial Pacific Ocean by a scientific group from Hamburg University. The Metal Mining Agency of Japan (MMAJ) is also carrying out environmental studies. These studies, commenced in 1989, are being conducted in association with NOAA and include an experiment named the Japan Deep Sea Impact Experiment (JET).

The federal standard for limiting exposures to miners from radon daughters was reduced from 12 working level months (WLM) per year to 4 WLM per year in 1971. However, even at that time some researchers were concerned that the new limit would eventually be shown to result in an excess risk for lung cancer mortality in miners. The National Institute for Occupational Safety and Health (NIOSH) is now engaged in a comprehensive review of this topic. As the lead agency in this project, NIOSH has developed a work plan and established a work group to implement this plan. The procedure and specific considerations are outlined in the work plan for developing a comprehensive ionizing radiation standard recommendation for all miners, underground and surface. Such a recommendation will not only include estimates of health risks at various levels of exposure, but also appropriate recommendations for medical monitoring, sampling and analytical methods, sampling strategies, posting, engineering controls, personal protective equipment and recordkeeping. The work group has twenty-four members. Eleven members are NIOSH personnel representing six divisions of the Institute. The remaining thirteen members represent other federal agencies, specifically the Bureau of Mines of the Department of the Interior, the Mine Safety and Health Administration and the Occupational Safety and Health Administration of the Department of Labor, the Office of Radiation Protection of the Environmental Protection Agency, and the Bureau of Radiological Health of the Food and Drug Administration, Department of Health and Human Services. Several factors contributed to the decision to initiate this project. First, the efficacy of the current standard was considered. An initial study group was formed in the spring of 1980 by NIOSH to identify and evaluate articles that contained information on lung cancer mortality risks at and below the present permissible exposure limit. The conclusion drawn from their evaluation was that a two-fold excess risk of lung cancer mortality at and below 120 cumulative working level months (CWLM) of exposure to radon daughters is evident. This composite indication from selected studies was of sufficient magnitude to justify further evaluation. The study group, however, recognized that other studies and information must also be considered in a quantitative risk assessment which would form the basis for recommending an acceptable and feasible permissible exposure limit. A second factor in the decision to pursue further evaluation was the gaps in the current standard that had previously been identified by the Mine Safety and Health Administration (MSHA). These included lack of medical monitoring of underground miners and absence of regulations for surface miners. The seriousness of the health hazard relative to other hazards in mining was also considered. Along with exposures to silica and asbestos fibers, radiation was judged to be one of the major health hazards in mining, These combined factors constituted the justification to develop criteria and recommendations for improved mandatory health standards. The development process begins with a survey and review of the available world-wide information on the topic, including data and information developed by NIOSH. The end product of this review is to be a document that will contain an evaluation of the collected information and support for any recommendations that are made. To develop this document, the present work group has been divided into five task groups with the following emphases: Health Effects, Medical Aspects, Monitoring, Environmental Exposures, and Engineering Controls and Work Practices. The Health Effects task group is to evaluate the evidence from epidemiologic and animal studies of adverse health effects associated with all forms of ionizing radiation encountered in mining and milling operations. The "weight-of-evidence" of the results of all relevant and useful studies will be summarized, with the reasons for emphasizing the cited studies. The critical cells or tissues and the factors that should be considered in estimating the dose to these areas from various types of radiation will be identified. An evaluation will be made of the possible impacts of smoking and exposure to diesel exhaust on the determination of health effects related to radiation. The implications of biologically redundant dose in terms of the time between tumor initiation and death will also be analyzed. The Medical Aspects task group is to review the generally-accepted and the state-of-the-art medical technology for the detection of adverse health effects from ionizing radiation exposure. An evaluation will be made of the accuracy of urine and fecal analysis, wholebody counting, chromosome analysis and nose blows, as well as their usefulness for early detection of adverse health effects. Early detection is of little utility to the affected individual unless subsequent medical care can improve the prognosis. Recommendations for screening tests will be made after carefully considering the accuracy of the diagnostic procedures and the usefulness of early detection. Required recordkeeping and transfer rights will also be addressed. The Monitoring task group is to consider the state-of-the-art technology for the monitoring of occupational radiation exposures. Instrumentation, sampling strategies and analytical procedures will be reviewed for both personal and area sampling. The implications of the associated levels of confidence for non-compliance decisions will be evaluated. The discussion will also include an evaluation of the feasibility of replacing present monitoring systems with recent technology and the impact that a possible lower permissible exposure limit would have on monitoring requirements. The Environmental Exposure task group is to investigate the field procedures and mathematical methodologies which have been used to quantitate exposure levels to the various kinds of ionizing radiation. The magnitude and direction of the possible biases in past exposure assessments will be estimated. Specific attention will be given to the controversies concerning the quantification of the biological dose equivalent and the feasibility of recommending standards for mixed radiation exposures which use "rem" as the unit of measurement. According to industry representatives, U.S. producers were listing unalloyed 95.5 percent aluminum ingot in October at 53-57.5 cents per pound, but reportedly much is being priced at 53 cents. New York dealers raised their October positions by about 3 cents to 56-56.5 cents, mainly to cover spot supply shortages. London Metal Exchange 3-month forward contracts traded up in October from 52.3 to 57.3 cents per pound and closed at 56.4 cents. ASBESTOS The Jaquays Asbestos Corp. has announced the imminent closure of its mine and mill in Globe, Arizona. This is the last asbestos producer in the State having operated continuously, except during the early thirties, since 1914. Cost of compliance with environmental regulations was given as the reason for closure.

It is estimated that the volume of low -level and intermediate level contaminants present in the soil at different DOE sites is of the order of several million cubic feet. The existing remediation scheme is containerization followed by burial in Land Disposal Facilities (LDF's) which is economically unattractive warranting the need to develop alternate remediation routes. One such route is the physical separation based volume reduction approach to removing a MINIMUM AMOUNT OF CLEAN SOIL with the radioactive particles, reducing the amount of material that requires disposal. The purpose of this study was to evaluate and test the feasibility of using physical beneficiation techniques for removal of contaminants from soil. The performance criterion was to recover at least 80% of the activity in 20% or less of the original contaminated soil volume. Four different radioactively contaminated (primarily uranium and plutonium) soils from DoE sites namely LANL, INEL, Fernald Plant 1 Storage Pad (ID-B) and Mound soils were tested using gravity, magnetic, gravo-magnetic, hydrocyclonic and flotation devices. The paper is divided into the two sections. The first section presents the overview of the Heavy Metals in Contaminated Soil Treatability Project conducted at the University of Nevada, Reno (UNR) describing the salient features of a state-of-the art Soil Washing Laboratory and the technology equipments used in the test program. The second section describes the soil characterization and typical volume reduction results obtained from the UNR tests. Among the physical separation processes, only flotation processes passed the performance criterion. For the LANL and INEL soils where the contamination was contained in coarse particle size, it was possible to recover more than 80% of the activity in less than 10-20% of the original volume of the soil thus rendering 80-90% of the soil "clean". For Fernald and Mound soils where contamination was of colloidal nature, flotation based processes showed encouraging results and are recommended for further studies.

Changes in our energy, national security, and commerce needs have necessitated identification of new sources of minerals, such as rare earths, lithium, copper, silver, aluminum, titanium, and the minerals on the U.S. Geological Survey’s (USGS) list of critical minerals (USGS, 2022). With the need to domestically produce these minerals, more mining will be required within the U.S. Some of these critical minerals deposit with naturally occurring radioactive materials (NORM), therefore, mining these minerals may concentrate NORM to the point that some states may require licensing and radiation protection programs. NORM is not regulated by the Federal government; it is regulated by the individual states. Consequently, overall national state of NORM regulation is chaotic with each individual state either choosing to regulate or not regulate NORM, and, if a state chooses to regulate NORM, then that state develops its own unique regulations. Further complicating the regulatory environment, states utilize a wide variety of strategies for regulating NORM, which sometimes results in inappropriate regulations, inconsistencies with specific radionuclides that are regulated, and inconsistencies with specific NORM types that are regulated. This paper will review the nature of NORM regulations, identify regulatory traps, and provide general guidance for identifying NORM and potentially avoiding regulatory jeopardy. Because of the chaotic nature of NORM regulations nationally, seeking guidance from qualified professionals with relevant expertise is recommended. Also, contacting the appropriate regulatory agency to gain a complete understanding of the NORM regulatory environment is useful for maintaining compliance.

Lime addition to acid mine drainage waters (AMD), possibly accompanied by aeration, has been the basis for their remediation by precipitation of predominantly metal hydroxides. An efficient novel alternative technique causes precipitation of double M(II)-M(III) hydroxy sulfates which readily precipitate and are easily dewatered. When the Fe(II)/Fe(III) + Al(III) ratio of the AMD is appropriate, the Green Precipitate (GP) Process provides a more effective alternative to normal liming/aeration. The process can be adapted to give a continuous in-line treatment by the choice of suitable computer-controlled reactors designed to improve the liming efficiency, reduce scaling and control the rate of treatment. The processes are described in terms of the chemistry involved.

In the late 1960's concerns about the natural environment reached high levels within North America and provided activists with suitable platforms for exerting influence over the general public and politicians. In response a host of regulatory mechanisms were developed, statutes, voluntary measures, land grants, codes of practices etc. Emerging environmental awareness from the era provided impetus for rapid technological change that encompassed all industries, especially the base metal business. The resulting clean up impacted all aspects of copper production, dealing with issues such as waste disposal, water and air quality with specific impact on emissions of sulfur dioxide and particulate. This paper provides a perspective of these changes reviewing the macro-economic impact of environmental movement in mining with its specific implications to the copper smelting industry. The fundamental challenges that were faced by the old, but capital-intensive North American plants and the approaches taken to deal with the changing times are reviewed with special emphasis on the conceptual approach to smelter S02 abatement and different paths taken in the USA and Canada. The role of economics, sustainable R&D and presence of technical infrastructure that facilitated the change process is elucidated, and speculations are made about the future state of pyrometallurgy and the natural environment. "With the increasing demand for minerals, technologies to maximize mineral recovery are paramount to a mine’s economic success. Many mining process waters have the potential to form calcium-based inorganic scales, which inhibit effective mineral recovery. Often, the solution to inhibit these deposits is the implementation of a chemical antiscalant program. This paper examines the application of a fouling analyzer to continuously monitor the formation of inorganic scale in mining process streams. The fouling data can be used to compare antiscalant programs and to optimize antiscalant feedrates. Case studies validate the ability of this technology to help optimize mineral recovery processes.INTRODUCTION The mining industry uses significant quantities of water. From quarrying, to crushing, to flotation, leaching, and refining, water is often the integral motive force to move slurries, separate or agglomerate fines, and extract and purify minerals. As well, water is used in a number of ancillary applications at mines, including dust suppression, gas scrubbing, and utility processes such as boiler, cooling, and waste water operations. For many processes, the quality of water being used is inconsequential. However, for certain processes, such as flotation, leaching, and desorption / stripping, water quality plays a key role in the ability of the operation to economically recover the target minerals. Dissolved solids such as calcium and magnesium salts can concentrate in process waters, exceed their solubility limits, and precipitate as scale on metal surfaces such as feed and transfer pumps, piping, and equipment. Some of the more common scales that form in mining operations include calcium carbonate (CaCO3, or calcite) and calcium sulfate (CaSO4, or gypsum), and to a lesser extent, calcium and magnesium silicate compounds. Any scale that deposits in a process stream will negatively impact mineral recovery, and increase the operational costs of the mine site. Whether it is acid washing a scaled heat exchanger in a carbon strip at a gold operation, replacing plugged emitter tubes in a leaching operation, or hydroblasting process lines in a scrubber unit, there are costs associated with labor, cleaning chemicals, repairs, and replacement parts. These costs pale in comparison to the potential costs of downtime and lost production, should the scale deposits occur in a process that is critical to the recovery of the target mineral."

The coal mining industry must be able to compete with alternate sources of fuel for the utility and industrial customers. If the industry is unable to control transportation costs, either due to government interference, or for other reasons, then mining costs must be kept down. Australia, South Africa, Canada, (and later Colombia) will take larger shares of the export market if mining costs are not kept competitive. The government's environmental regulations must be met without incremental increases in mining costs. Entrepreneurial instincts must be retained by the industry to provide for their investment in the future. What are the Problems with Existing Research? Government funding for coal mining research has been reduced or virtually eliminated. BCR (Bituminous Coal Research) is now a membership- supported organization, but its primary focus has been on health and safety-oriented research. BCR, however, is now attempting to widen its scope and conduct other types of research. There are almost no funds in EPRI's (Electric Power Research Institute) program for coal mining research. Large mining companies do some research for their own purposes and needs, but this is proprietary and therefore results are not shared with the remainder of the industry. The mining industry as a unit is not undertaking productivity (systems) oriented research in any common or cohesive manner.

The goal of the U.S. nuclear waste management program is to provide assurance that existing and future nuclear waste from military and civilian activities, including spent fuel from the once-through nuclear power cycle, can be isolated from the biosphere so as to pose no significant threat to public health and safety. The U.S. Department of Energy (DOE) is responsible for defining and implementing this national waste management effort. The Environ- mental Protection Agency (EPA) and the Nuclear Regulatory Commission (NRC) are responsible for providing a framework of criteria, standards, and regulations that will assure that the disposal methods developed by DOE are consistent with the achievement of the goal of safe, long-term waste isolation. Within DOE, the responsibility for implementation of the national waste management program rests with the Office of Nuclear Waste Management. The nuclear waste management effort involves three major activities: The Defense Waste Management Program, the Spent Fuel Storage Program and the Commercial Waste Management Program. The major programmatic effort in the Commercial Waste Management Program is the National Waste Terminal Storage (NWTS) Program.
