A national budget system, which engineers have long regarded as essential to the proper conduct of our fiscal affairs is at last being seriously considered by. Congress and seems likely to be adopted in some form. Several, bills and joint resolutions have already- been introduced but the measure that seems how to attract the 'most attention is H. R. 1201 introduced by. Representative Good, Chairman of the House Committee on Appropriations. This ,bill provides for the creation of a Bureau of the Budget in the office of the President, to which full information shall be furnished by all Departments and other Governmental agencies concerning powers, duties, financial transactions, business method's, etc. A change, is made in the fiscal regulations in that the Departments shall hereafter submit their fiscal estimates to the President instead of to the Secretary of the Treasury, while the latter official shall submit estimates of the public revenues and the condition of the Treasury. Two budgets are, provided for:, The first, or regular, budget shall contain a balanced statement of the resources and liabilities of the Government and the revenues and expenditures, actual or estimated as the case may be, for the preceding, current, and ensuing fiscal years. The President is further, authorized to submit his recommendations as' to how the heeds of the Government should be met, and such further data regarding the financial affairs of the, Government as he deems proper. The second or alternative budget shall make known the essential facts regarding the condition of the Treasury and what, in the opinion of the President. are the revenue, and expenditure needs for the ensuing fiscal year, to be prepared in such form as the President shall deem most appropriate. The bill' abolishes-the offices. of Comptroller of the Treasury and all -the Auditors for the several Departments, and substitutes therefore an Accounting Department, an establishment independent of the Executive Departments, under the direction of newly created officer to be known as the "Comptroller General of the United States" whose powers shall comprise all those now conferred on the Comptroller of the Treasury and the several Auditors and, in addition thereto, the investigation at the seat of Government or elsewhere of all matters relating to the receipt or disbursement of public funds, concerning which report shall be made to Congress at the beginning of each regular session, containing recommendations concerning the legislation deemed necessary to the accurate rendition and settlement of accounts.

A test on Taylor's rule of mine life using published data on open pit porphyry copper mines confirmed that mine life is, on average proportional to the fourth root of reserve tonnage. Deviations from this rule-of-thumb occur to a large extent as variations between regions that are qualitatively explained in terms of differences in grade, infrastructural needs or special taxation effects.

"For engineering problems of “three under” coal (coal trapped under buildings, waters-bodies and railways) exploitation, environment protection and gangue separation from raw coal underground exist in Tangshan Coal Colliery. By analyzing concrete technical problems, a technical approach of closed cycle “coal mining-gangue washing-backfilling-coal mining”, i.e. integration of coal mining, gangue separation and solid backfilling, is put forward with key technologies including gangue transportation with great depth, gangue separation from raw coal underground and integration of coal mining and backfilling. Based on the specific geological conditions of Tangshan Coal Colliery, 591m vertical feeding transportation system with great depth is designed; meanwhile, for efficient gangue transportation, ancillary wear-resisting pipe size and buffer equipment are optimized. Underground gangue separation system is created to be joined with the existing production system and backfilling system; besides, as per separation characteristics of coal and gangue, buddle jig is adopted for gangue roughing of raw coal underground. By cooperation of backfilling hydraulic support and other key equipment, the designed stope backfilling system completely realizes integration of coal mining and backfilling. Engineering practice shows that, through the research and implementation of the above key technologies, integration of coal exploitation, gangue separation and solid backfilling is successfully implemented in Tangshan Coal Colliery; moreover, it completely solves the three major engineering problems and realizes waste disposal, underground washing and separation, and ground surface subsidence control.INTRODUCTIONSo far, “three under” coal (coal trapped under buildings, watersbodies and railways) and key state-owned coal resources trapped under villages in China have reached 13.7 billion t and 5.22 billion t, respectively. With the development of coal enterprises, China currently has more than 1,600 gangue dumps (Miao et al., 2010a) with accumulated stack amount of 4.5 billion t, occupying a land area of 150,000 km2; moreover, surface subsidence caused by mining activities has damaged the environments of industry, agriculture, transportation and living, while new environmental pollution sources formed by coal related industries also result in damage to ecological environment (Huang et al., 2011a). On the one hand, due to large scale coal mining, some coal collieries suffering from resource exhaustion are faced with survival problems; on the other hand, coal mining has caused and been faced with increasingly prominent environmental problems, such as “three under” coal exploitation, waste disposal and ground surface subsidence control (Miao et al., 2010b; Zhang et al., 2009)."

High-quality sheet of electrowon molybdenum was attained by a sequence of procedure on pressed and arc-melted crystalline powders. The procedures included high-temperature, high-vacuum sintering treatments and the use of metal deoxidizers instead of carbon to improve the mechanical properties of the molybdenum sheet. Rolled sheet 60 mils thick was evaluated by tensile and bend tests, hardness measurements, microstructures, and recrystallization treatments. After stress relieving, yield strength ranged from 85,000 to 110,500 psi (0.2- percent offset) and ultimate strength ranged from 87,200 to 117,250 psi with 4.5- to 25-percent elongation observed for arc-melted sheet, and 5.0- to 23- percent elongation observed for powder metallurgy sheet. In room temperature bend tests the sheet yielded plastically, indicating that the ductile-brittle transition point was below room temperature. The diamond pyramid hardness (DPH) of the molybdenum sheet changed from 214 to 293 DPH for the stress-relieved condition to 177 to 185 DPH for the fully recrystallized condition. The brittleness of recrystallized molybdenum, reported by other investigators as characteristic of sheet prepared from commercial-grade hydrogen-reduced powders, was not in evidence. Recrystallized tensile specimens pulled at room temperature had an average elongation of 31 percent.

XPERIMENTS were performed on a Cr-Fc alloy Econtaining 44.7 pet Cr in order to determine the heat evolved during the transformation of the a solid solution into the s phase, and the change in volume accompanying the transformation. Since previous measurements on the rate of formation of a from s indicated that the reaction was quite fast as soon as the equilibrium temperature of 820°C was exceeded by some 50°, standard thermal analysis experiments were performed on heating specimens of s at the rate of approximately 40°C per sec. A definite thermal arrest was observed at 870"C, Fig. 1. This result indicates that the reverse seaction of into a is exothermic. From the heating curve of Fig. 1, taking 15°C per sec as the heating rate in the neighborhood of the transformation, 2.4 sec as the time for transformation, and assuming that the specific heat of the alloy at 850°C is an average between iron and chromium, namely 9.5 cal per mol per "C, the latent heat of transformation is approximately 342 cal per mol. The order of magnitude of this latent heat was also obtained by comparing the heating curve of Fig. 1 with a similar curve obtained with pure iron under identical experimental conditions. It was found that the length of the thermal arrest for s was about 1.8 times as long as that for iron. Since the latent heat of the a to 7 iron transformation is 203 cal per mol1, 2 the latent heat of it to a would be 365 cal per mol, which is in relatively good agreement with the value determined from the heating curve. For the determination of volume change, thermal expansion curves were recorded using a specimen containing 44.7 pet Cr and completely transformed to cr by previous treatment. The curves were recorded at a rate of heating of about 4°C per min and at approximately 840°C a sharr, increase in length of about 0.08 pet took place. Fig. 2. It is therefore established that the specific volume of a near the transformation temperature is about 0.24 pet smaller than that of a, and consequently, when the s phase forms in an a matrix, it would tend to shrink away from the matrix. Since the s phase is known to be extremely brittle, these results offer an explanation for the microscopic cracks often observed in the a phase under the microscope. The results of this study are in qualitative agreement with previously published data on stainless steel 19-9DLa and on a Cr-Fe alloy containing 45 pet Cr.' The increase in density due to the transformation from n to s given in ref. 4 is 0.90 pet. These measurements, however, were made at room temperature. whereas the presently reported 0.24 pet is the change at the temperature at which the transformation takes place during heating. In the graph of Fig. 2, the percentage change in length that would be observed at room temperature is given by the length X, which is about 0.27 pet. This would correspond to 0.81 pet in volume change. By changing the quality of consumed refractory bricks in burner zone of sarcheshmeh copper complex anod kiln removing of carbon precipitation phenomenon was studied. For blister deoxygenation LPG is blowing in anod kiln and cause destoring microsturcture and bonding of refractory bricks. Studies are shown that in a part of the bricks which have a temperature of 800 - 1000 °C , iron content phases in magesia - chromite bricks are like catalist and cause increasing the rate of carbon precipitation reactions . In a way that in comparsion of two bricks with best and medium quality with different analysis, this problem is more critical in best quality bricks containing high iron oxide. Therefore special magesia spinel bricks suggested and installed in burning zone.

The corrosion of metals is one problem on which time and thought have been expended for many years. In the effort to avert the destructive action of a hostile environment, attention has been directed almost entirely to the conditions under which most metallic structures are called upon to perform, and the extensive and complicated phenomena attending the corrosive action of atmospheric agencies, acting at the ordinary atmospheric temperatures, have been studied, but there is unanimity of opinion regarding many fundamental facts. One neglected phase is the corrosive action of various gases upon metals exposed to temperatures considerably higher than the atmospheric range, and more especially the attack of atmospheric oxygen upon exposed metallic surfaces. That the problem is difficult is connoted by the practical dominance of industrial electric heating by alloys of one type (nickel-chromium). Proprietary interest may account, in part, for the paucity of information available upon even the most general factors determining the behavior of metals and alloys when exposed to such exacting conditions. The present paper gives some conclusions reached as the result of experimental work, extending over several years, on the mechanism and contributory factors of the high-temperature oxidation of a number of simple unalloyed metals; it is free from experimental detail and proof. High-temperature metallic oxidation may be considered as a phase of metallic corrosion. The scheme outlined below, in which corrosive agent and environment are the principal criteria, is one way of analyzing the several groups of corrosion phenomena. The search for mineral deposits is a difficult high-risk enterprise whose likelihood of success is influenced by a great many factors. Among the most important of these factors are the knowledge and judgment brought to bear on an exploration problem. If, for example, a panel of expert highly experienced geologists could be convened to examine every prospect, it is at least plausible that fewer deposits would be overlooked in the exploration process. Unfortunately, whether a project is undertaken by a private company or a government agency, it is not usually feasible to convene such a panel. Our purpose in this chapter is to describe an experimental system of computer programs called PROSPECTOR that is intended ultimately to provide expert consultation on problems of mineral exploration and resource evaluation. Ideally, PROSPECTOR would serve as a surrogate for a panel of expert economic geologists. However, because the cost of computation is very low and is projected to drop by a factor of about 100 over the next two decades, systems like PROSPECTOR could be made available to the exploration enterprise at large. When consulting about a prospect, the PROSPECTOR system first gives the field geologist an opportunity to tell the program about the most significant features of the site: the major rock types, minerals, and alteration products. The system then compares these observations with a number of stored models of various types of ore deposits and forms alternative hypotheses about the types of deposits that might be present. The system next engages the geologist in a dialogue in order to obtain additional data that would be useful in resolving the multiple hypotheses. The geologist can interrupt the system at any time to obtain clarifications of questions, volunteer additional data, request the reason a particular question has been asked, or obtain a general summary of the state of the consultation process.

Increasing realization of the importance of dust control, and the recommendations of various agencies, have led the mining industry to become actively concerned with this problem. The background and necessity for adequate dust-suppression measures have been discussed in a number of publications, including those of the U. S. Bureau of Mines, and the use of spray water to reduce dust at the face and on roadways has been recommended. The problem resolves itself into obtaining adequate dust reduction at a reasonable cost. Inasmuch as the term "adequate dust suppression" has never been clearly defined, nor have permissible limits of dustiness (in terms of dust count) been established, it is apparent that any method selected may be required to meet additional demands. Until the industry has been given some indication of permissible limits of dustiness, no permanent solution is possible. Progress will be somewhat handicapped until such information is available. In addition, dust reduction must be obtained without the addition of any excessive moisture to the coal, since consideration must often be given to: I. Quality standards, particularly reduction in heat value. 2. Handling characteristics, particularly in regard to unloading from railroad cars and bins. 3. Application of dry methods of coal cleaning. 4. Necessity for fine screening within specified limits of oversize and undersize. Little detailed information is available as to the advantages and disadvantages of the several methods of water distribution, the location and protection of sprays, operating data on pressure, quantity of water, and so forth, and results obtained. In 1940 an investigation was undertaken to determine and evaluate the principal factors involved. This paper constitutes a progress report on this work and cannot in any way be regarded as complete on any one of the several phases. Classification of Dust Sources The various sources of underground dust may be classified as primary or secondary. A primary source is one associated with appreciable degradation of size, that is, where the greater part of the actual fines capable of becoming air-borne dust are produced. A secondary source may be considered as one in which the greater part of the fines have been produced at some previous operation and are in such condition that they can be dispersed as air-borne dust. These conceptions appear to be of practical significance, as experience indicates that when dust is controlled at the primary sources the importance of secondary sources is minimized. For these reasons, investigations to date have been concerned principally with the primary sources of dust, and this paper is concerned particularly with one of these—namely, undercutting. The discovery of the Cuffley Lode at Mandalay Resources Costerfield Operations provided an opportunity to extend mine life via mining the offset depth extension of the previously worked Alison Mine. Access from the existing Augusta Mine placed the initial Cuffley underground workings at approximately 250 metres depth from surface. As the new orebody transitioned towards production, a secondary means of egress needed to be established. The depth of the initial capital development presented a challenge in establishing a secondary means of egress that could be confidently relied on. The availability of land to locate a surface shaft collar further reduced available options and geotechnical drilling further limited suitable shaft locations. Time limiting factors such as permitting and having a secondary means of egress in as soon as possible, further highlighted that an innovative secondary means of egress was needed. A consideration of using an emergency gig lowered by a suitable sized crane supplied by an external crane contractor was investigated and found to be a suitable outcome. This Emergency Gig was deployed via the Cuffley Return Air Raise. When trialled, the emergency gig was found to provide a reliable, repeatable extraction method with an acceptable level of risk. Issues discovered during such trials further improved the process to a point where this extraction method became the adopted secondary means of egress for additional lodes that existed at depth. When assessing possible methods of secondary means of egress, the use of a third-party crane and custom designed and fabricated emergency gig should not be discounted. Where a crane can be sourced within an acceptable timeframe, the emergency gig extraction method provides a reliable safe and cost-effective means of secondary means of egress, especially when multiple shafts are to be developed. Local laws may negate the ability to employ such a system, although it is believed with good communication and well-constructed risk assessments, this system can be safely deployed.

The MTM Process targets treating lower grade and/or problem concentrates that are not attractive to smelters. The process has been developed at laboratory scale for copper and is based on a related development for zinc that has been extensively developed both in the laboratory and through pilot testing. The basis of the process is novel ammonia-ammonium chloride leach chemistry adapted to give high copper extraction whilst being selective over iron, arsenic and many other elements. The preferred flow sheet depends on location, especially infrastructure and utilities. These impact upon the leach and crystallisation stages more than copper reduction.

Chlorination of sulfide minerals and several prepared metal sulfides was studied. The resulting data were analyzed with respect to kinetics of the reactions and application to nonpolluting methods of winning metals from sulfide ores. Sulfides of iron, copper-iron, nickel, lead, zinc, silver, bismuth, arsenic, rhenium, molybdenum, and tungsten were investigated at temperatures up to 600° C. Copper-iron, lead, and zinc sulfides showed at least some product-controlled (parabolic) kinetics at the lower temperatures within the temperature ranges studied, but only nickel and silver sulfides had chlorination rates controlled by parabolic reaction kinetics in the commercially important temperature range of 450° to 600° C.

The cost of reclamation can vary widely, depending on the primary objectives of the restoration activities. statistics in this study originated from State files, publications, and personal communications relating to restoration and pollution control measures for previously mined lands (orphan lands) and active mines. Reclamation of orphan lands is generally considered a public burden and constitutes an economic problem. All work reported here was completed under government contract, by the lowest bidder, with money coming from State and/or Federal funds. Cost would have been substantially lower had the reclamation been concurrent with mining. Several persons connected with some of the projects have observed that costs could probably be reduced by at least one half, if the reclamation had been conducted along with the mining. The expense of clearing and grubbing of volunteer vegetation, disposal of buried trees and brush, loosing of compacted spoil, and re-establishing access to areas could be saved. In addition, a contracting firm doing the work for a government agency would have mobilization costs and receive a profit. Mining companies also are profit conscious and would consider these costs in anticipating their profits (e.g., overhead would be less if reclamation is integrated with mining). The data presented here should serve as a guide for estimating and determining cost ranges, however, it should be recognized that variations exist. Adjustments may be necessary from the standpoint of physical conditions, economic conditions, price changes, and more restrictive requirements of recent surface mining laws. Reclamation conditions, procedures and successes in the eastern United States, particularly in Appalachia, have no bearing on conditions to be expected in the western United States. The situations are wholly different. Reclamation in the West differs from th t in the East, primarily because of aridity especially a during the summer months 1). Because of the many variables and differences between reclamation in eastern and western areas, they will be discussed separately.

Two types of automatic drilling controls, the Halliburton and the Hild, are now available and are coming into more or less general use in deep drilling. The primary function of both is to maintain a safe limit of torque on the drill pipe, this being accomplished by automatically controlling the weight or pressure on the cutting tool. Neither type will necessarily increase drilling speed, but by permitting advantage to be taken of "breaks" in the hole higher average cutting speed may be maintained. The control is essentially a safety device, and should be considered as such. It is not the purpose of this paper to discuss the merits of drilling controls, although the advantages over manual feed at the brake drum are obvious, but rather to point out some of the limitations. The Halliburton Control The Halliburton control is designed to operate during drilling through the agency of the draw works. Automatic and constant control. of the torque on the bit is governed by clutches on the control itself, and the line shaft to drum shaft drives on the draw works. In operations other than drilling the control is simply a jackshaft between prime mover and draw works. It is, of course, adaptable to any type of power. Because control of the torque on the bit is dependent upon the various ratios or clutch combinations available on the Halliburton control and the draw works, it follows that there are certain limitations in points of control. Table 1 shows the possible ratios which can be obtained with the control and a popular type of three-speed draw works, it being assumed that the highest possible gear combination-the combination which when engaged will suspend the least amount of weight-has a value of 1.00.

Waste phosphatic clay presents a difficult disposal problem and a significant loss of P2O5. Recent developments make this study on the use of phosphatic clay as a feed material for H3PO4 production worthwhile. (a) New data from Florida Industrial and Phosphate Research Institute (FIPR) suggest that the Bclay^ waste can be effectively treated by improved solid separation coupled with flotation to produce feed material for recovering additional phosphate. (b) The use of BOLI Flowsheet^ provides capability to predict performance of aqueous-based processes for a range of possible operating conditions. Using the new FIPR data and BOLI Flowsheet^ enabled the design of a new process that can potentially extend the usefulness of current P2O5 ore deposits. Predictions using OLI Flowsheet were able to identify process conditions that effectively overcome the difficulty of high Mg content of phosphatic clay. Estimated manufacturing cost in the current study lead to valuation of the P2O5 content of the phosphatic clay recovered/utilized at 60 to 70% of that of the phosphate rock feed material currently used. Phosphatic clay should be considered as a valuable material that is currently given zero value. The extraction of scandium from its oxide with a task specific ionic liquid [Hbet][Tf2N] offers potential advantages of lower energy consumption, recycling of the extractant and reduced environmental impact compared to conventional methods. In this paper, the influence of reaction temperature, solid to liquid ratio and water to the ionic liquid ratio on the extraction of scandium from a synthetic scandium oxide (Sc2O3) system was studied. The influence of investigated parameters on leaching was very significant as approximately 98% scandium was extracted from its oxide after 72 h. Furthermore, the ionic liquid also selectively extracted 47% scandium after 48 h from a mixture of pure metal oxides containing oxides of tantalum, niobium, and scandium. The research demonstrated the potential of [Hbet][Tf2N] to selectively extract scandium from columbite processing tailings and other scandium bearing ores like Ixiolite, Heftetjernite and Tantalite which predominately contain tantalum and niobium.

El presente trabajo, tiene como fin, mostrar el valor que tiene la naturaleza en las decisiones de gestión y gobernanza, más allá del valor del suelo o superficie, al aplicar Soluciones Basadas en la Naturaleza (SBN), que por ejemplo pueden ser restauración de ecosistemas degradados, la conservación de áreas protegidas, la gestión sostenible de los recursos naturales, entre otras. Dado que el trabajo se encuentra en desarrollo, los resultados preliminares de la caracterización legal, social y ambiental muestran los primeros pasos para poder identificar los predios disponibles en donde se buscará implementar SBN.

Longwall mining technological improvements have provided significant increases in productivity over the last 15 years. Longwall productivity is anticipated to continue to escalate with expanded application of automated equipment. Automation technology that will likely be adopted over the next 5 years is memory cut with shearer initiation of shield movement supervised by a couple of face workers. Operations using this technology will most likely relocate many production workers from the face to the outby gate entries and position several face workers outby the shearer, exposing workers to different health and safety risks. These changing risks are primarily related to worker relocation and expected increased production levels. Workers outby the face will most likely have less dust and noise exposure, but will be exposed to other safety hazards associated with outby equipment movement, materials handling, and gate entry ground movements. The face workers will most likely be exposed to higher respirable dust and noise levels generated by the equipment at elevated production rates. Methane gas emission is also expected to increase with faster mining rates. These operational changes and the control technologies needed to reduce redefined longwall worker hazards at semiautonomous longwall operations require examination to maintain the health and safety of mine workers.
