"An adequate level of R & 0 is crucial to achieve gains in productivity and to strengthen Canada' s position in an increasingly competitive world ." So stated Finance Minister Jean Chretien in his April 10, 1978 budget speech, on announcing a new measure designed to increase the productivity of Canadian industry and to assist in the creation of new technology. The effect of the new measure, which permits an income tax deduction of 150% of certain research and development (R & D ) expenditures , can reduce the after-tax cost of a marginal dollar 's worth of such expenditures to as little as 20 cents . This article discusses the income tax treatment of R& D expenditures in general, and describes in particular the income tax incentives which relate to R& D.

INTRODUCTION The problems involved with moving millions of tons of rock are being addressed by nationally recognized tunnel contractors who have converged in Chicago over the past 5 years. This wealth of expertise has been needed to meet the risk and challenge of constructing the world's largest network of underground tunnels which in turn has required a dramatic advance in the art and science of tunneling. These pioneers, through innovation, adaptation, and hard work, have eliminated the one major concern of The Metropolitan Sanitary District of Greater Chicago - how to move 8 million tons of rock. The Metropolitan Sanitary District of Greater Chicago (MSDGC) serves 122 municipalities covering 866 square miles in Cook County, Illinois. Of these cities, towns, and villages, 53 have combined sewer systems. On an average of once every four days, these systems overflow about 4 million gallons of combined sewage and rainwater into the area's rivers and canals. The overflows occur at approximately 640 outfall locations of which 10% are owned by the MSDGC, with the remainder of the points belonging to various other municipal bodies. All those who own these "point" sources of pollution are in violation of Illinois State and Federal regulations. To enable its member municipalities to come into compliance with State and Federal law, the MSDGC is implementing its Tunnel And Reservoir Plan (TARP). TARP is a regional solution to the problem of combined sewer overflow in the metropolitan Chicago area. "Raw materials are among the main building blocks of a growing economy. Without raw materials, no matter whether it is primary or secondary, production is not possible. Products with high added value require special materials. Recently, worldwide production of some important raw materials mainly comes from a handful of countries, for example: China (Rare Earths Elements (REE)), Russia, South Africa (Platinum Group Elements (PGE)), Democratic Republic of Congo (Cobalt), etc. In the EU as well as in Hungary, the importance of the so called 14 critical raw materials has been recognized. Within the frame of the TÁMOP-4.2.2.A-11/1/KONV-2012-0005 - CriticEL project, the Institute of Raw Materials Preparation and Environmental Processing in cooperation with the Institute of Mineralogy and Geology of the University of Miskolc are working on the exploration of the primary and secondary sources and developing innovative preparation technologies of critical raw materials in Hungary. The research work showed in this article, focused on the recovery of critical materials from LCD TVs and monitors. There are high deviations in different literatures regarding to concentrations of critical elements in displays (e.g.: indium), probably because of the differences in production year, producers and recovery technologies. During the research - described in this study - a well specified sample of quite large amount of displays had been used. The exact place and shape of the ITO (indium-tin oxide) layer were determined by SEM analysis. The applied preparation technology was developed based on the results of our investigations and by technologies found in the literature. The developed process accomplishes two main parts: the mechanical preparation (mainly the liberation of different display layers, removal of liquid crystal) and the acidic dissolution of indium."

The most used technology for recycling of spent alkaline batteries consists of crushing, magnetic separation and processing of the nonmagnetic fraction, black mass, using a rotary kiln. In the process only zinc is recovered and all manganese in the black mass is lost. According to the EU regulation for recycling of batteries, more than 50% of batteries should be recovered. To meet the demand, Swerea MEFOS has together with a major battery recycler IsoLogistics in Finland and Sweden developed technologies for efficient recovery of zinc and manganese aiming for >50% recovery. This paper will focus on a treatment process using a DC furnace to produce a ZnO- and a MnO-product. The process has been demonstrated in pilot scale, 1 ton/h. The major outcomes will be highlighted. Another approach by using thermal vacuum technology for distillation of zinc metal has also been demonstrated in laboratory scale which is also reported in this paper.

This article will be concerned with the first two. The chief source of P 2 O 5 is phosphate rock. As found in the western states phosphate rock is essentially tricalcium phosphate-calcium fluoride (fluor-patite). As such, it is quite water insoluble.

During the tapping and casting of manganese ferroalloys, fumes are generated and released to the working environment. The fumes are mostly composed of metallic oxides generated due to reaction between high temperature molten metal and ambient oxygen in the air. From an environment perspective, it is important to limit these emissions. However, to do so, it is important to understand fuming mechanisms and kinetics as well as fume compositions, i.e. element behavior during the oxidation process of liquid manganese ferroalloys. Silicomanganese alloys are composed of aminimum of 65 wt% Mn and 17 wt% Si, 2 wt% C as well as minor and trace elements. These elements include Fe, Mg, Al and other elements originating from ores and reductants. Trace elements behavior in fume from liquid silicomanganese generated under an impinging air jet in the temperature range of 1450–1700 °C has been investigated in this work. The thermodynamic and kinetic conditions governing the generation mechanisms are discussed.

Proper calibration of portable gammaray spectrometers and spectrometric logging equipment is essential if they are to be used for accurate quantitative determinations of radioelement concentrations. In the case of both types of equipment, it is necessary to determine the system calibration constants (stripping factors and sensitivities). In the case of borehole logging equipment, it is further necessary to determine the system response characteristics if the data are to be computer processed to improve the accuracy and resolution of the logs. Facilities are now available near Ottawa for the complete calibration of portable gamma-ray spectrometers and spectrometric logging equipment, in addition to already existing facilities for calibrating airborne gamma-ray spectrometers. Limited additional facilities are also available or planned in several other areas of Canada.

"This paper presents the geographic and geological setting of Saskatchewan Power Corporation's Poplar River Mine in south-central Saskatchewan, about 8 miles from the U.S. border. Generally the mine, which is being expanded to four million tons per year, is in an extremely disturbed geological area with severe dewatering problems. The lignite coal, which is strip mined, is supplied directly to an electric power generating station by means of a 7-mile unit-train private railroad.A number of unique reclamation and socio-economic problems were encountered because of the proximity to the U.S. border and because of the lack of experience of the regulatory authorities in projects of this kind. These are described in some detail, as well as the performance of one of the largest draglines in Canada. IntroductionThe Saskatchewan Power Corporation is a publicly owned utility which has the franchise to supply electricity and natural gas to all customers within the boundaries of Saskatchewan.Saskatchewan is a province which can almost be divided in two: the populated southern portion, principally devoted to farming, and the northern portion which is mostly on the Precambrian Shield and consists of lakes, rocks and muskeg. This portion is largely uninhabited except for a number of small villages. However, in the last few years there has been considerable mineral exploration and development, notably for uranium. This has helped considerably in the diversification of the basic agricultural economy of the province.Saskatchewan consists of 251,700 square miles, 761 miles north to south and an average of 335 miles east to west. It has a population of approximately 960,000, giving a population density of four persons per square mile. The Saskatchewan Power Corporation supplies 357,249 electrical arid 221,378 natural gas customers."

"Yielding bolt has been widely used for rock reinforcement in mining and civil engineering in high stress conditions. However, the interaction mechanism of yielding bolt and matrix mass is still not clear at present, and no analytical model is available to predict its reinforcement effect quantitatively. In this paper, the mainstream yielding rock bolts were reviewed firstly. After that, a coupling model is proposed to account for the interaction between yielding bolt and matrix mass. Based on the plane strain axial symmetry assumption and the incremental theory of plasticity, equilibrium equations and compatibility equations of matrix mass, and also the response of yielding rock bolt are deduced theoretically. The proposed method was programmed in Visual Basic development environment, and a semi-analytical solution for the coupling model is achieved. The reinforcement mechanism of yielding bolt in conventional tunnelling is clearly demonstrated through an illustrative case study. The reinforcement effect of yielding bolt is estimated quantitatively, and the distribution of axial force along the bolt is presented. In addition, the validity of proposed method is verified by numerical simulations. INTRODUCTIONHigh stress in surrounding rock mass can cause serious stability problems such as massive squeezing in soft rock and rock burst in hard rock. It is observed that many conventional rock bolts failed when experiencing large displacement, which implies that they are too stiff to sustain large deformation and dynamic conditions (Stillborg, 1994; Hoek et al., 1995). Yielding bolt, which can also be called energy-absorbing bolt, has been widely used for rock reinforcement in mining and civil engineering for these conditions (Neugebauer, E., 2008). "Most of the current explosives for mining blasting activities are based on ammonium nitrate (ANFO, emulsions and watergels). AN-based explosives’ detonating properties were discovered in the 50’s and since then they have proven to be reliable, safe and cost effective. However, there is no current alternative raw material to replace AN. As part of a program of research initially funded by the Australian Coal Association Research Program (ACARP), Mining3 and the University of Queensland engaged in the search for potential oxidizing agent alternatives that could replace AN in the manufacture of mining explosives. Candidates included those that are produced in large quantities and that can be cost competitive with ammonium nitrate. The initial work identified hydrogen peroxide (HP), calcium ammonium nitrate (CAN) and sodium nitrate (SN). Explosives mixtures were prepared and sensitized using void sensitization techniques. The detonation properties results showed that explosives based onmixtures of HP/CN and HP/SN as the oxidizer were able to detonate in a range of 2000 – 5000 m/s, indiameters 50 and 102 mm, and densities in the range of 0.50 – 1.40 g/ml. Although more studies need to be conducted to fully understand these explosives, if successful, these explosives would be able to offer an alternative to the AN-based explosives in the mining industry."

Deeper understanding about the strain hardening behavior of steels has become necessary due to its importance in industrial processes such as mechanical cold forming, rolling and drawing. In this work, the strain hardening behavior of AISI 304, non-grain oriented electrical (NGO) and dual phase steels was investigated. Tensile tests were performed and the strain hardening behavior of each steel was studied by the Hollomon’s equation. X-ray diffraction measurements and hardness tests were also carried out in order to characterize the specimens. Different work hardening stages were observed in each steel during the deformation process. The results obtained are discussed in terms of the relationship among the instantaneous strain hardening coefficient, hardness and eventual phase transformations. The instantaneous strain hardening coefficient of dual phase and NGO increases after the yield point, rapidly reaching its maximum and then steadily decreases until tensile strength is reached. In AISI 304’s case, the strain hardening coefficient keeps raising to high values in response to a large strain and then rapidly decreases before reaching the tensile strength. In comparison to the other steels, AISI 304 shows higher instantaneous strain hardening coefficient value, which persists even in large strains. This is a consequence of its strain hardening mechanism based on stress-induced martensite transformation.

Noise Induced Hearing Loss (NIHL) is the most common occupational disease in the U.S. with devastating consequences particularly in the mining industry. A study conducted by the National Institute for Occupational Safety and Health (NIOSH) revealed that 90% of coal miners have hearing impairment by age 50, compared to only 10% of those not exposed to occupational noise. According to the Mine Safety and Health Administration (MSHA), Continuous Mining Machine (CM) operators account for 30% of workers exposed to noise doses exceeding the Permissible Exposure Level (PEL). This number becomes more dramatic considering that 49% of the total national underground coal production is extracted using these machines. In this context, NIOSH is conducting research to identify and control dominant noise sources in CMs. Previous noise source identification was performed using a Brüel &Kjær (B&K) 1.92-m diameter, 42-microphone phased array. These measurements revealed that the impacts from the conveyor chain onto the tail roller, and the impacts from the conveyor chain onto the upper deck are the dominant noise sources at the tail-section of the CM. The objectives of the work presented in this paper were: 1) To rank the noise radiated by the different sections of the conveyor, and 2) to determine the effect of a urethane-coated tail roller on the noise radiated by the tail-section. This test was conducted using an Acoustical and Vibrations Engineering Consultants (AVEC) 3.5-m diameter, 121-microphone phased array. The results from this new test show that a urethane-coated tail roller yields reductions in the tail-section of 2 to 8 dB in Sound Pressure Level in the frequency range of 1 kHz to 5 kHz. However, integration of the acoustic maps shows that the front-section and mid-section of the conveyor also contain dominant noise sources. Therefore, a urethane-coated tail roller in combination with a chain with urethane-coated flights that reduces the noise sources in the front and mid sections of the conveyor is required toyield a significant noise reduction on the CM operator?s overall exposure. These results show the applicability of phased array technology for low frequency noise source identification.

More than eighty years ago, in what we generally consider a more leisurely age, workers and engineers began the construction of the longest railroad tunnel in the world. When completed, the Simplon Tunnel ran more than twelve miles through the alps to connect Switzerland and Italy. Work began in 1898 and the tunnel was completed in 1905. In all it took about seven years to build one of the world's great tunnels. More than seven years ago, in what was hoped to be a rapid and constructive to the deaths of 38 workers in two spectacular tunnel disasters in 1971, the secretary of Labor's Construction Advisory Committee on Safety and Health began in January 1972 a search for an effective standard on tunnel safety. Much hard and useful work has been done, especially by the construction advisory committee' but more than seven years later, we still don't have a tunnel standard. We may speculate that, when the Simplon Tunnel was completed, workers and their bosses assembled to celebrate their achievement and to count their casualities. We have no need to speculate on the lack of achievement up to this time. An so far as I know, the bureaucrats have suffered no casualities except perhaps some unreported cases of ring-around-the-color. The only moral I can draw from all this is thai it is easier to penetrate solid rock than it is to get through bureaucratic fog. We can only hope that OSHA will finally take advantage of the work which was finished years ago and complete the actions necessary to give us a tunnel standard. THE first meeting" of the Iron and Steel Division was held Tuesday afternoon, Feb. 17, with nearly 100 men present and C. B. Murray as chairman. This was a round table discussion of iron ore beneficiation and of its relation to blast-furnace operations, and only one paper was presented, by Clyde E. Williams. Mr. Williams discussed the future of the Lake Superior district in its relation to the iron and steel industry. He stated that although estimates had shown that the total life of the present known iron ore reserves of the Lake Superior district was 20 to 30 years and that many believed that as a result of this depletion foreign ores would be brought to the Atlantic Seaboard, thus causing a displacement of the steel industry to the East, he believed that the Lake Superior district would continue to be the important producer of iron ore used in this country for decades beyond the predicted time before the exhaustion of the present known reserves. He described the three general types of ores that required concentration and pointed out the needs for research and the proper methods to be used in processes for the beneficiation of these low-grade materials. He discussed the effects of fine concentrates and the use of agglomerated ores in the blast furnace. This general summary led to interesting and valuable discussion on the various economic, ore-dressing, and blast-furnace problems in large-scale development of beneficiation. Perry Harrison described recent developments in sintering and the properties of iron ore sinter. T. B. Counselman and W. H. Coghill discussed the merits of classification of iron ore previous to tabling. Robert Faulkner and J. E. Little described the beneficiation plant of the Bethlehem Steel Corporation.

The Kennecott Ridgeway Mine in South Carolina is scheduled to complete mining and ore processing in the last quarter of 1999. Tailings are disposed in a 300 acre, lined tailings impoundment. To facilitate closure and reclamation, modification of the tailings impoundment operation has been adopted. Mining involved the sequenced development of two open pits. In 1996 mining of the South Pit was completed and backfilling of the pit with waste rock from the North Pit was initiated and will continue until mining ceases. Both pits will be reclaimed as fresh water lakes. This paper presents the physical, geochemical and hydrogeochemical evaluation of the operational and post operational management of the project. Comparison of the operational monitoring data against predicted performance is reviewed.

The Jayant opencast operation is one of the largest opencast coal mines in India. Prior to 2008 the mine experienced a number of dragline dump failures, which was a major hindrance in sustaining production. Northern Coalfields Limited (NCL) and the mine management engaged several design, research, and academic institutions to carry out dump slope stability studies, particularly of dragline dumps. BirlaInstitute of Technology prepared a report on the investigations in May 2009. In this paper we review the findings of the report and the measures taken to tackle the safety aspects of dragline dumps.

"Advanced data acquisition and process modelling technology provides online data and decision support about different aspects of the resource extraction process. Real-time approaches have recently been applied to utilize the value of this information for improved production control in mineral resource extraction in different operational set ups including coal, polymetallic ore and gold deposits. The key concept of these approaches promotes the change in paradigm from discontinuous intermittent process monitoring to a continuous process and quality management system in the resource extraction process. The framework includes a real-time feedback control loop that rapidly links online material characteristics data acquired during extraction at the mining face, during material handling and processing with a sequentially up-datable resource model. This will allow near real-time optimization of decisions related to long-term planning, short-term sequencing and production control. The contribution reviews recent developments in the three main constituents sensor based material characterisation, rapid updating of grade control models and simulation based optimization for improved production control. Technological readiness is assessed and critical gaps for further technology development are identified. The value added is illustrated by means of selected case studies. INTRODUCTION With the depletion of known and established mineral reserves, the decrease in head grades and the continuing demand of mineral raw materials by the modern society, future exploitation will move towards extraction of deposits under geologically more complex conditions. Complex deposits are characterized by a low continuity in grade, presence of deleterious elements such as arsenic and high irregularity in the geometry of the ore boundaries. The profitable exploitation of such deposits becomes significantly more challenging. To be able to better utilize such unconventional mineral resources of the future, smart autonomous mining systems are needed, which integrate local exploration of spatially varying material characteristics in–situ and have the ability to follow and extract the pay zones in the ore body while minimizing dilution (Buxton and Benndorf, 2013). The main barriers to overcome for the successful economic exploitation are: • effective grade control which will maximize resource potential along the whole value chain, • minimization of handling zero-value material introduced by dilution, thus • reducing unnecessary expenditure of energy and financial resources and • management and control of the geological uncertainty due to limited information available,"

Pre-combustion cleaning of coal plays a key role in the process of efficient and clean utilization of coal resources. Recently, wet beneficiation of coal is predominant around the world. Nevertheless, wet beneficiation processes are limited by the increasingly serious problem of worldwide shortage of water, especially in China. Thus, it is imperative to develop efficient dry coal beneficiation techniques. Currently, several technologies such as air dense medium fluidized bed, compound dry cleaning and air jigging have successfully achieved high-efficiency separation of 50~6 mm coal. However, in recent years, a large amount of fine coal is generated as the mechanized mining technology has been progressively deployed in coal sector. Thus, it is necessary to develop efficient dry beneficiation techniques for fine coal. In recent years, many countries including China, India, Canada, Germen, and Australia have carried out many research works on fine coal dry beneficiation techniques. China University of Mining and Technology has carried out systematic researches on the introduction the vibrated energy to traditional air dense medium fluidized bed for fine coal beneficiation. This paper studied air dense medium vibrated fluidized beds (ADMVFB) for fine coal dry beneficiation. The experimental results show that the coal of <6 mm size can be beneficiated in an ADMVFB efficiently with the E value of 0.065~0.085, the separating density can be adjusted in the range of 1.45~2.2 g/cm3, and the lower limit of beneficiation can reach to 0.5 mm. "The significant facts in the problem of the relation between the production of crude petroleum, and the ever-increasing demand for petroleum products are that in spite of continually increasing production, improvements in methods of refining and utilization, and heavy increases in imports, demands grow still more rapidly and we seem always faced with a shortage at hand or lust ahead. On the other hand, our foremost authorities warn um of entirely inadequate domestic reserves. Looking abroad we find some large fields and many of speculative promise, 'tut the situation is complicated by international relations and demands by other countries which promise to be even more insistent than oars. This is the situation, then. We can not rely upon our own Crude Petroleum to meet the Ever Increasing Demand for Petroleum Products.I wish to follow this somewhat alarming statement by saying at once that the Bureau of Mines is not pessimistic in facing this situation. To my mind those who discuss the oil situation may be placed in three categories; the pessimists, the optimists, and the super-optimists. The pessimists I call those who see darkly and will concede no possibility of solution. According to them a few years will see the automobiles piled in windrows of 'dilapidated junk, I have no sympathy with this point of view and deem it vicious and entirely unwarranted.The optimists I term those who believe that there is a solution and that we shall be able to meet all of our reasonable requirements for as far into the future as can be foreseen, yet who recognizes that this desired end can not be attained without prevision and energetic effort.The super-optimists are those who will say to you, ""There is nothing to this talk of shortage, whenever we have needed oil we have always found it and always will."" To these gentlemen the possibility of an inadequate supply of oil is as incomprehensible as the possibility of the extinction of the passenger pigeon was to the early settlers who saw flocks that hid the sun for days during their passage. The passenger pigeon disappeared within two generations thereafter, and I deem this point of view as being perhaps more vicious than that of the extreme pessimist. It seems to me it is nothing less than improvidence lulling us into a false sense of security. There is an old proverb to the effect that ""The Lord helps him who helps himself."" I believe that we shall solve the oil problem, but I do not think it will be solved by vague optimism. It is going to call for our most energetic efforts and I believe we shall have to do a lot of ""helping ourselves."""

Geo-failures from extreme events (landslides, wild fires, earthquakes, floods, etc.) have increased exponentially in recent years around the world and within the USA. When catastrophic failures occur, they usually involve hundreds of fatalities especially in cases of unexpected triggering events, such as large intensity earthquakes or heavy flash floods. Protective actions against identified potential geohazards can mitigate the associated risks and the future occurrences and prevent these occurrences from becoming disasters, targeting the essence of resilience in geotechnical engineering. Imaging and other virtual design and construction tools can be used to identify weaknesses that trigger geohazards and can, in combination with numerical simulations, guide decision making. In spatially distributed problems, 3D visualization and LiDAR-type of technologies are essential in providing geotechnical engineers a deeper understanding of precarious soil zones and support finding appropriate solutions. This paper will present the value of using virtual design and construction technologies though the case study of the Iztapalapa suburb of Mexico, about 20 km southeast of Mexico City. Iztapalapa was developed within irregular topography and has a long history of severe soil subsidence. Following the 2017 Puebla-Morelos earthquake, the town experienced large settlements resulting in extensive damage to the already frail buildings and unregulated infrastructure. The soil subsidence was visualized by mapping available historic and geotechnical data. The visualization helped to identify areas where additional investigations were needed. Additionally, this paper presents a case study of a series of landslides from the 2016 Mw7.8 Muisne Ecuador Earthquake, which demonstrates the advantages of using novel technologies to collect data and create cloud datasets from drones and digital photos to understand and evaluate geo-vulnerabilities in anticipation of an extreme event and during rapid reconnaissance to plan for long-term instrumentation, which can enhance geo-disaster prevention and overall community resilience. INTRODUCTION Iztapalapa is a southeastern borough of Mexico City (CDMX) located within the Mexico Basin (Figure 1). This borough is a densely populated area of CDMX with a total of 1.8 million inhabitants, and has a third of its population living in poverty (Gonzalez-Hernandez et al., 2015) with limited to no access to clean drinking water. Iztapalapa also suffers from high rates of crime, drug trafficking, sex trade and illegal buildings. As the population continues to grow, the already non-regulated and fatigued infrastructure is unable to meet the community needs, especially during and after natural hazard occurrences. The region of CDMX is one of the world’s most seismically active regions that is also exposed to other geo-hazards such as floods, volcanic eruptions, and continuous settlement due to water pumping that has reached 11 meters over the past 100 years (Nikolaou et al, 2019). While the soil subsidence alone has caused significant infrastructure damage in Iztapalapa and throughout the rest of the city, recent earthquakes have also contributed to those damages.
