The authors' paper did not explain the facts and reasons why state companies are established and what their role is in international industrial mineral trading. Also. I do not agree with the conclusion implying that the main goal for state companies is to capitalize natural resources. Almost all state companies are founded by certain laws and their activities are arranged by state regulations. Their only aim is to operate mineral deposits for their people and to protect the rights of the people. Although some ore deposits, such as nonstrategic or small, may be exploited by privately owned companies, the state has the right to control the operation and production. Activities of state companies may or may not be widened because of the character of the deposits and the importance of the mineral market involved. For some countries, although governments may occasionally change hands, the policy of the mineral trading system is not affected by this change. There is no doubt that any government desires to make more earnings to increase GNP, when it is involved in operating and trading mines. It wants to produce and sell the finished products, instead of unprocessed ones, if possible. When it is known that some mineral deposits are relatively rare, such as Turkish boron deposits, the government can nationalize the mines to control production and affect the market. If there is an abundance of a certain mineral in the market, the government can cut production and set a floor price, such as Canadian potash. Also, when production of a specific mineral is unique, such as Turkish chromite, the price of such mineral may be set by correspondent government. One may add that if some governments with their state companies produce a certain mineral in a larger amount, they may decide to establish a cartel to protect their production and price. These are the facts followed by government-owned state companies and partially government-owned companies. The reason being charge of many deposits by the state companies is always the same: "protect" the mineral rights of the people.

Complete details are given of the drilling method by which two shafts were sunk at the new Beatm'x mine of Staatsmijnen in the Netherlands. The nature of the rock strata in the Dutch mining district determined choice of the drilling rather than the freezing method. Data for each step and details of the equipment used are given in the illustrations. Staatsmijnen was founded in 1902 with government financial backing, but it is run as a private enterprise, on a commercial basis, with the normal fiscal obligations. The company now has four mines in operation with annual outputs amounting to 7 1/2 million tons of coal. In 1952 it was determined that a new mine—the Beatrix—would be opened. Details of the shaft-sinking operation are described in this paper. SHAFT LOCATION The coal-bearing carboniferous rock in the Dutch mining district is overlain almost completely by soft water-bearing strata, which at the site of the new shafts are about 1600 ft thick. The sinking of the new shafts through this soft water-bearing overburden (Fig. 1) is a costly and time-consuming affair. From the two availaible sinking methods: 1) Poetsch's well known freezing method or 2) the drilling method of Honigmann-de Vooys, the latter was preferred, not only because of its relative cheapness, under the prevailing conditions, but primarily because by using the drilling process, a special type of shaft lining of steel, concrete, and bitumen could be used. The new shafts, located 330 ft apart, have an inner diameter of 18 ft, 4 1/2 in. The boreholes, which have a diameter of 25 ft and which were drilled through nearly 1600 ft of overburden and some 100 ft of carboniferous, each contain more than 29,000 cu yd—by far the largest in the world. DRILLING METHOD The drilling method is based on the use of mud-flush—a thin mixture of clay and water—to keep the borehole filled during the entire drilling period and during insertion of the lining (Fig. 2). Ventilation is an essential part of any underground mining operation. It provides fresh air for workers and machinery, keeps up an adequate mine climate and dilutes and dissipates noxious gases. Possible changes in the economic environment for mining in the future, e.g. increasing energy costs, will necessitate optimization of distribution of airflow within most mines. This paper discusses the scientific set-up for measurements as well as the behavior and influence of parameters of ventilation according to airflow distribution under consideration of technically possible set-ups of mine fans. This study was done in an underground mine with a flat seam room and pillar mining method.

Technology developed and first implemented in the United Kingdom enables very low grade aluminum scraps containing oils, organics, plastics and ferrous metals to be directly charged, without pretreatment, into a unique melting furnace. The system has been in full scale production for four years. The oxy-fuel-based furnace design incorporates internal afterburning in the furnace's hot zone, producing excellent thermal efficiency and very low emissions. The furnace is inherently low in NOx. This paper will provide both theoretical background and extensive operating results for this new melting concept. Applications describing both purpose built new furnaces and retrofits of existing reverberatory furnaces will be presented. Extensive operating emissions data will be presented.

In response to a solicitation for ground improvement for the construction of a new hospital in Owensboro, Kentucky, the team of Berkel & Company Contractors and Dan Brown and Associates PC designed and installed lightly reinforced cast-in-place piles (known commercially as Cast-in place Ground improvement Elements or CGEs) as part of a composite ground system. The concept of the design is that the structure load is shared between the piles and the soil subgrade. The load sharing is controlled (to some degree) by the placement of a cushion between the pile head and the bottom of the overlying spread foundation. In an effort to confirm the design principles and to better understand the behavior of composite ground, the design-build team performed plate load tests on ground with a single CGE and with a group of CGEs. The small plate test (on ground with a single CGE) characterized the stiffness of the cushion. The large plate tests showed that the cushion will distribute the applied load to the CGEs and to the soil subgrade between the CGEs. On the basis of the plate tests, it was concluded that the plate stiffness can influence the test results. The use of a concrete layer was effective at supplementing the plate stiffness. The cushion was shown to be an important component of a composite ground system by allowing mobilization of the soil subgrade resistance and avoiding a stress concentration at the tops of the CGEs that would otherwise be present if the spread foundation and piles were rigidly connected. Because the composite ground system engages the resistance of the soil subgrade, the structural demand is reduced and consequently there is a potential for savings when compared to a conventional pile foundation. Several foundations for the new Owensboro hospital are being monitored for vertical movement during construction of the superstructure that will extend through 2011. At the time of this paper (mid 2011) the settlement of the foundations due to only part of the structural load (primarily the structural steel) has been negligible.

1 Initiating Systems ? a definition An initiation system is a combination of explosive devices and component accessories specifically designed to convey a signal and initiate an explosive charge from a safe distance. In the use of explosives, the initiating system performs the functions of transmission and control of the firing signal to each explosive charge. As functional groups, initiating systems may be considered as: Starters Those which provide the initial signal to start the blasting process. Surface systems Products which provide transmission of the starter signal and delay timing (if any) across the surface of the blast outside the blast hole. In-hole systems Products which provide the signal transmission, delay timing (if any) and the initial explosives energy in the blast hole.1 2 Different types of Initiating Systems The initiation systems commonly used in Sub Saharan Africa are: ? Detonating cord and detonating relay systems ? Capped fuse and igniter cord systems ? Shock tube non electric systems ? Electric systems ? Electronic detonators 3 Overview of Electronic Delay Detonator Technology Conventional detonators use pyrotechnic delay elements and the variation of the actual delay periods is at best approximately 1% the nominal delay. The lack of guaranteed precision common to all pyrotechnic systems enhances the likelihood of negative environmental blasting effects.3 For example, take a 500 ms in hole delay. In conventional detonators this means that 95 % of shots fire within 10 ms of the mean. i.e. a window of 20 ms. Taking a fixed interval between shots of 25 ms, with a range of ± 3 ms, a very ragged firing pattern could be expected which in practice would result in non uniform fragmentation.

An abandened breakwater, located at the rear of No. 2 berth in Dongdu Port area of Xiamen City, was not cleaned thoroughly when the backfilling of sand started. The uncleaned stone layer was about 2 to 3 meters deep, with the average piece of stone weighing about 1 to 3 kN. A large grain storing house, 220X 60m2 in area, was designed and built at the above mentioned complicated site. The foundation of the grain house are made up of the cast-in-situ piles. It is well known that it is difficult for the submarine engineering drill to go down through such large-sized stones. Having com-pared the various plans, a final decision has been made which involves explosions with small amounts of charge plus cone bit in the enlarging of the size of the pores. Such a method has successfully prevented the pores from slumping and made it possible to fulfill the project without any difficulties. This paper also introduces the ways in effectively dealing with each individual stone.

A resource model serves two main purposes depending on the stage of a project. The first is to provide an early indication of likely tonnages and grades at certain cut-offs so that decisions can be made on whether continued spending on the project is justified. The second is to provide a basis for mine planning, feasibility studies and reserves. Resource models are not designed for selection of actual blocks in the ground for processing. This is the purpose of a grade control model, which is created at a stage beyond both resources and reserves.Inferred, Indicated and Measured Resources contain different levels of uncertainty with respect to the accuracy of the resulting grade and tonnage curves. These uncertainties arise from three broad areas: quality of information, geological assumptions and estimation technique. This paper focuses on known problems with the ordinary kriging (OK) estimation technique. Resource estimates often produce smoothed block grade distributions with much lower block grade variability than true selective mining unit (SMU) block grade distributions. There are two main factors that are involved in this smoothing. Firstly, where the block size used for estimation is larger than the SMU block size, this will smooth the block grade distribution and move the grade and tonnage curves away from the true SMU block grade and tonnage curves. Secondly, and less well recognised, is that smoothing is inherent in the OK estimator. This also moves the grade and tonnage curves away from the true SMU grade and tonnage curves, even when the estimate is done at the SMU block size. There are a number of techniques, such as simulation, uniform conditioning and degraded search neighbourhoods that can provide a better approximation of the true SMU block grade and tonnage curves at the expense of individual block accuracy.This paper aims to explore the extent to which OK resource estimates designed to maximise individual block accuracy can differ from (an estimate of) the true resource at SMU block size in terms of grade and tonnage curves. The differences at economic cut-offs and above are examined. In some cases these differences are significant. Both the OK estimation technique and block size play a part in the differences observed. To do this we will examine a number of commodities and deposit types using real project data.The conclusion is that the current industry standard default practice of targeting maximum individual block accuracy (conditional unbiasedness) using OK at resource stage, without consideration or evaluation of the extent of associated smoothing at SMU scale, can lead to significant errors in fundamental mine planning decisions. This then has implications for resource classification if the classifications are based heavily on the OK quality without consideration of the true SMU distribution.CITATION:Kentwell, D, 2014. Inter-Mountain Labs, IML, performed a study comparing mining waste rock sample analysis by Net Carbonate Value (NCV) and Modified Sobek acid-base accounting procedures. The study looked at 468 waste rock samples and compared the data for Neutralization Potential (NP), Acid Generation Potential (AGP), Net Neutralization Potential (NNP), and the ratio of NP/AGP. The study found that a majority of the samples were below 50 Tons CaCO3/kTons. This subset of ?low-level? samples was also examined separately for Acid Base Accounting parameters. The analysis compared the NCV procedures to the Modified Sobek procedures and concludes that the NCV procedures are as protective of the environment as Modified Sobek procedures.

FRED J. MILLER was born in Ohio, in 1857. He had a common and high school education, supplemented by personal study and special instruction. After serving a 4-year apprenticeship and working in various capacities in machine shops, he became a contributor to mechanical journals and finally a member of the editorial staff of The American Machinist, where he remained for twenty years, the last ten years as editor-in-chief of the magazine, and vice-president of the publishing company. On retiring from journalism, he was for nine years general manager of a group of typewriter factories, and was then commissioned Major of Ordnance in the U. S. Army, being stationed during most of his service at Rock Island Arsenal, where he organized the Civilian Service Division of the Arsenal. He is now a member of the Technical Advisory Committee of the War Claims Board at Washington. Major Miller became a member of the American Society of Mechanical Engineers in 1890, and has always taken an active interest in its affairs, having served on a number of important committees, and as a member of Council from 1904 to 1907, inclusive. He was elected President in December, 1919.

"Hecla Limited’s No. 4 Shaft at the Lucky Friday Mine is the largest capital expenditure in the corporation’s 128-year history and is considered the deepest shaft in the United States. This paper will discuss the project’s history and lessons learned from the initial conceptual design work in 2007 through project commissioning in 2017. Change management was key for the owner, contractors, and vendors in delivering the operational and organizational success on the project. The No. 4 Shaft has extended the life of the Lucky Friday Mine by 21 years to 2039. INTRODUCTION The Lucky Friday Mine of Hecla Mining Company (Figure 1) is the oldest active (77 years) and deepest mine in the Coeur d’Alene mining district, producing approximately 725 tonnes (800 tons) per day from narrow, vertical, silver, lead, and zinc veins. Primary access into the mine is via the Silver Shaft, a 5.5-m (18-ft) diameter, concrete lined shaft sunk to an original depth of 1,890-m (6,200-ft). Current production is from the Gold Hunter vein system, approximately 1,525-m (5,000-ft) northwest of the Silver Shaft.Cut and fill stoping is currently employed at depths to 2.3 km (7,500 ft) below ground surface, making it one of the deepest mines in the western hemisphere. No. 4 Shaft is a 5.5-metre (18-foot) diameter, concrete lined circular shaft, constructed as a 1.2 km (3,860 feet) deep winze in the Lucky Friday Mine. The 2.4 m (8 ft.) diameter, double drum, double clutch, Siemag hoist and associated headworks are situated at the 4760 level, top station at 4940 and shaft stations at 5900, 6500, 6580, 7500, 7580, 8300, 8380, 8500, and 8620. Shaft stations reference depth below Silver Shaft top station. The 4 Shaft was designed, constructed and commissioned over ten years, between 2007 and 2017. Basic design work was completed by Nordmin Engineering, followed by detailed design completed by Cementation Canada. Shaft construction was awarded to Cementation USA and lateral development was initiated in early 2008. Over the course of the next nine years, the project was suspended and restarted twice, dealt with the loss of a miner, added scope including shaft depth and mine infrastructure facilities, experienced squeezing ground that required liner replacement, changed excavation section, and dealt with a final alignment that was not within design requirement for verticality. Hecla and Cementation were successful in delivering a facility that provides fully functional access from collar at 4940 level to shaft bottom at the 8620 level. Two active mining levels below the collar, 5900 and 6500 are accessed. In addition, the shaft provides access to the future mining level at 7500, skip loading facility at 7580 level, station and loading pocket cutouts at 8300 and 8380 levels, spill pocket at 8500 level, and shaft bottom pumping facility at 8620 level (Figure 2)."

"Cassiar Asbestos Corporation Limited is at present B,C.'s only asbestos mining company, and has been actively engaged in the management and operation of the Cassiar Mine since the early 1950's. The Cassiar operations are located between 3,500' and 6,600' elevation in a secluded mountainous area of northern B.C., approximately 100 miles by road southwest of Watson Lake in the Yukon Territory. Climatic conditions in this area range from mild warm in the summer, to extremely cold during the long winter period.The minesite itself is located over a mile above sea level at the top of McDame Mountain, where year round 24 hours per day miners extract the chrysotile ore from the surrounding waste by standard open pit techniques. The ore body dips into the mountain at about a 45° angle, and as the mining progresses, larger stripping ratios are required. Waste to ore ratio this year will be more than 10 to l whereas only a few years ago ratios of 3 or 4 to l were possible. After drilling, blasting, and loading by shovel onto trucks, the asbestos ore is transported to the Primary Crushing Plant for crushing prior to transport by aerial tramway more than three miles to the Concentrator and Mill in the valley below, where the fibre is extracted from the barren host rock serpentine and milled into numerous grades for shipment to asbestos users round the world. The major air usage is associated with the milling process, presently requiring over 500,000 CFM, with future requirements expected to exceed 840,000 CFM by the end of the decade."

To assist in the reduction of environmental degradation resulting from milling operations, the Bureau of Mines has developed, and successfully demonstrated, chemical, vegetative, and combined chemical-vegetative procedures for stabilizing milling wastes under varying environmental conditions. Costs of achieving reclamation using these stabilization procedures are compared with those of other physical and vegetative approaches. The Bureau's chemical-vegetative procedure for establishing vegetation directly on fine-sized wastes compares favorably with other stabilization processes that have been used.

The author points out that corrosion works 24 hours a day, every day. It is an economic reality that the cost of corrosion is inevitable and that its cost should be incurred in the least expensive way. An economic evaluation technique to properly assess its relative impact is the Discounted Cash Flow Method. Various remedial and corrosion control measures are available and these, when coupled with a planned corrosion control program, help reduce the cost of corrosion.

VIRTUALLY every year inventors find one or more startling new uses for one of the varied products of the nonmetallic mineral industries. For example, in November a major step toward positive control of rainfall was made when an experimenter converted a cloud to snow by dropping a few pounds of solid carbon dioxide into it. Other examples of ingenuity in the development of markets and production methods are noted in the following pages. For most of the industrial mineral products one of the outstanding features of 1946 has been the high level of production. There are exceptions, such as quartz crystal and lithium, whose production capacity during the war outgrew current peacetime needs, but they are few. Some technical men point out that this prosperity is not an unmixed blessing to technologic progress, because so much effort must go into day-to-day production problems that relatively little opportunity is left for the pursuit of new developments.

In 1994, Claude Bazin presented a novel method for linking size data from milling models to the feed input of flotation models. It was achieved with the simple addition of a metal/mineral distribution–size distribution relationship. "The concept of using chemical methods in prospecting dates back at least to the middle of the 16th century. Modern methods of geochemical prospecting, however, based on secondary haloes and utilizing trace-element techniques, were first practised in the U.S.S.R. and the Scandinavian countries in the 1930's. After 1945, methods based on soils, stream sediments and vegetation were rapidly developed in the U.S.A., the United Kingdom, Canada, France and other countries.The modern methods of geochemical prospecting owe their rapid development in the 20th century to the following:1.-Recognition of the primary and secondary dispersion haloes and trains that are associated with all mineral deposits. 2.-Development of accurate and rapid analytical methods utilizing the spectrograph and the various specific sensitive colorimetrie reagents, especially dithizone. 3.-Development of polyethylene laboratory ware of all types and the development of resins. This permitted greater freedom of field analyses and reduced the incidence of contamination.4.-Development of gas chromatography. This permitted the rapid and accurate determination of hydrocarbons in petroleum prospecting.Future research in geochemical prospecting should be focused on the following tasks: 1.-Definition of geochemical provinces and their relation to mineral deposits. 2.-Development of methods for discovering large low-grade deposits. 3.-Development of methods for discovering deeply buried deposits. 4.-Further development of methods to outline primary haloes. 5.-Eiucidation and formulation of techniques to relate the size and intensity of anomalies to the grade of the deposits. 6.-Development and refinement of biogeochemical methods, especially those based on indicator plants, chlorotic or toxic effects, and microbiological techniques. 7.-Definition of the types of primary and secondary haloes associated with accumulations of oil and gas."

THE John Fritz Medal Board of Award, at its regu¬lar annual meeting Oct. 19, awarded its gold medal to Herbert Clark Hoover. Thus ended a process of selection begun a few years ago. The award was tentatively made a year ago by the Board, which is composed of sixteen recent past-presidents of the four national societies of Civil, Mining and Metallurgical, Mechanical, and Electrical Engineers, having together a membership of nearly 60,000. The Alaska Gastineau Mining Co.'s mine is located at Perseverance, about 4 mi. east of Juheau, Alaska. Its property consists of a group of claims, the lode system traversing these claims for a distance of 11,000 ft. (3352 m.). It is shown in Fig. 1. The ore deposits occur in what is known as the Juneau gold belt. This gold belt can be traced for about 50 mi. northwest of Juneau and 40 mi. southeast. It consists of a single band, several hundred feet wide, in which stringers and veins of quartz, carrying gold, occur in a slate formation near its contact with some altered volcanic rock known as greenstone. The Perseverance orebody consists of stringer lodes, having a strike northwest and southeast, dipping about 60° to the northeast. These
