This paper describes how specific technical and regulatory issues related to water management have been dealt with at Anglo AmericanÆs Moranbah North mine. It compiles the collection of practices that have been implemented since 2010 in response to climatic and regulatory drivers. Operations must continually evolve as they face emerging challenges. For Moranbah North mine, one key challenge is the integration of its mine water system to that of its new neighbouring mine Grosvenor. The commitment to ongoing improvement has placed the mine in a good position to face this particular challenge.Water-related risks were identified then mitigated by technical practices, which have focused on improving underground water management, increasing storage capacity and installing a state-of-the-art control system for the management of water on-site and for releases of mine-affected water to the environment. These practices are supported by an extensive monitoring and audit system that provides confidence in the reporting of activities and outcomes. The request to participate on your theme panel was accepted with some reluctance but indeed as an honor. My subject was outlined to cover 'Energy Resources - both nuclear and conventional' as related to your theme 'Minerals - Treasure Trove of the West'. This is indeed quite an order and I hope you will forgive me for concentrating mainly on the nuclear-uranium portion with brief references only to conventional fuels some of which will be covered in detail later in your conference. In regard to Uranium, I am speaking on the fringe of the area containing half the uranium reserves in your country and no doubt to many who are very conversant with knowledge of these resources. Nevertheless since our two countries have been very closely allied in both nuclear developments and uranium supplies I hope an exchange of information may be mutually beneficial. Concentration on the nuclear fuel resources is I hope understandable as nuclear energy is the coming source of power which will augment the rapid demand in the industrialized countries and provides hope for economic power in many of the more underdeveloped countries. The situation regarding conventional fuel resources is more widely known and their expanding future revolves around production cost reductions, research into diversified uses, plus more assurance of imports from countries less effected by international controversies determining export policies.

In Australia, responsibility for abandoned mines can be unclear. With a few exceptions, state and territory governments have become responsible for abandoned mines on Crown land and private landholders are responsible for abandoned mines on freehold land. Abandoned mines pose risks and opportunities across the full suite of sustainability themes (environmental, human health and safety, socio-economic and community development) after mining ceases.Across Australia, there are more than 50 000 abandoned mines recorded, ranging in size from individual shafts to large polluting open cut mines. Addressing the safety and environmental impacts of these sites, as well as the socio-economic development opportunities of significant rehabilitation projects, requires the implementation of effective policies and programs. Qualitatively defined graded scales or ‘rubrics’ have been used for many years in student assessment and increasingly in the performance assessment of other sectors (Davidson, 2005). While risk-based maturity models have been used for safety prioritisation (Westrum, 1993; Hudson, 2007; DRET, 2008; Hancock, 2010) and evaluation of organisational development (Esteves et al, 2010), this paper is the first to adapt maturity models for the evaluation of abandoned mine rehabilitation programs in Australia.In this paper, we used indicators based on the national policy for abandoned mines to assess the maturity of abandoned mine programs. Fourteen elements of maturity were identified (Unger et al, 2012) under the five chapters of the national policy for abandoned mines (MCMPR and MCA, 2010). Jurisdictions were then evaluated and ranked on their maturity on the basis of information that was web-accessible. Information transparency of abandoned mines policies and programs is in itself one element of the maturity chart. Each jurisdiction in Australia was compared with one another and with a Canadian jurisdiction; the British Columbia (BC) Crown Contaminated Sites Program (CCSP), which represents leading practice (Unger, 2009; Unger et al, 2012).Our research found that in some jurisdictions in Australia there is little or no information on abandoned mine programs or individual abandoned mine sites on government websites, while other jurisdictions provided very detailed program information on planning, funding and implementation. Each jurisdiction in Australia, for which web-based information was available, had some elements where they were more mature than other Australian jurisdictions. For some elements, maturity ranked equivalent to the BC CCSP, but most Australian jurisdictions were less mature. There was only one element where a single Australian jurisdiction ranked higher than the BC program in maturity. Legacy mine policies, programs, priorities and funding information via departmental websites are easier to find in some jurisdictions, indicating progression toward greater transparency and more mature programs. A systematic approach to monitoring and evaluating abandoned mines programs is essential for accountability as it can demonstrate liability reduction over time and continual improvement. THE development of the power of the Tennessee River at Muscle Shoals has become a matter of political interest as well as engineering possibility. The controversy over it has been so active that the facts have been obscured, the possibilities exaggerated. Although the members of the American Institute of Mining & Metallurgical Engineers are not generally specialists in hydroelectric development, those who visited Muscle Shoals in October, following the Birmingham meeting of the Institute, were interested, and many of them surprised to learn the actual conditions. These have long been familiar to those who have studied the matter through the reports of the U. S. Engineers on the subject. The approved plan contemplates three dams-No. 1, a low dam close to the City of Florence, planned in the interests of navigation, since the construction of the other dams has rendered impossible the use of the river without it. No. 2-named the Wilson Dam is now under construction. Concerning it political argumentation has waged. No. 3 Dam-much smaller, is planned to be erected several miles above No. 2.

In almost all branches of industry, machinery and equipment in operation cause vibration. Some sources of vibration affect only the operator’s hands, fingers, and arms, while others have adverse effects on the entire -body. Various types and numbers of machines are utilized in the mining sector, and operators with them are exposed to mechanical vibrations caused by the mining machinery they use. A field study was conducted to evaluate the vibration risks to the operators using mining machines in open pit mines. Vibration levels and whole-body vibration (WBV) measurements using various types brands, and models of construction equipment were evaluated in three different mines in the west of Turkey and compared to the the criteria specified in the EU 2002/44/EC directive and ISO 2631-1 (1997) standards. The results showed that operators using mining machinery for 8 hours were exposed to WBV levels below the EU limit (1.15 m/s2), while 44% of these operators were exposed to levels above the EU action limit (0.5 m/s2). Measurement data collected from the working environment and the recommended improvements that need to be made to reduce WBV exposures are presented.

The Australian mining industry is a significant contributor to the nation’s greenhouse gas (GHG) emissions, and like any industry, it must make efforts to reduce these. Medium- and long-term strategies will include the replacement of diesel engines with alternative energy sources, but what can be done in the short-term to reduce diesel consumption and hence CO2 emissions? Haul trucks are identified as the major contributors of CO2 emissions in the mining fleet and this paper focuses on firstly identifying what drives haul truck emissions and secondly, discussing what is the role of the Fleet Management System (FMS) in reducing these. A key enabler of this is having a robust fuel consumption model within the FMS, and I describe how this may be done. Besides novel approaches to incorporating fuel consumption (CO2) management into truck assignment algorithms, this paper also describes how the FMS can be used to implement and manage procedures and policies to reduce haul truck emissions.

Ventilation monitoring and control in mines are becoming an integral part of day-to-day activity for maintaining the health and safety of miners. This paper evaluates potential real-time monitoring solutions for detecting and reducing diesel particulate matter (DPM), mine fires and dust in situ and examines the state-of-the-art use of ventilation monitoring and control in underground mines for detecting and reducing air contaminants to acceptable regulatory limits. In this study, relevant documents, including research papers, trade publications and manufacturer website information, are reviewed to identify research gaps. This paper also includes evaluations of contemporary sensors (airflow, gas, dust and silica), control system and software technologies, data transport systems, the Industrial Internet of Things (IIoT), ventilation network simulators and control devices to identify potential health and safety research gaps. Examples of some mines in Canada, Australia and the United States that have been using ventilation monitoring and controls are included as well. Overall, this review identifies multiple challenges and research gaps in applying mine monitoring and control systems that could be the focus of future research, offering potential improvements to miner safety and health and financial benefits.

Two instruments have been constructed that extend microseismic data collection and processing capability for Bureau of Mines research in rock burst, coal bounce and outburst, and roof fall monitoring. The first instrument is a 13-channel tape-triggering system. This system allows better utilization of instrumentation tape recorders by collecting data digitally, turning the tape on only when valid data are present, and increasing the dynamic range of the recorder by using digital data. A digital-to-analog converter is used to provide analog output of the recorded digital data. The instrument records a much larger time slice of transient events than do current commercial devices. The second instrument is a microseismic energy measurement device. This device uses recent developments In integrated circuits to overcome the dynamic range and accuracy limitations of previous instruments. The analog signal is converted to a digital one, and then high-speed multiplication techniques are used to square the amplitude value in real time and integrate it.

This is a true story. Names have been changed to illustrate the importance and impact of carbon monoxide risk management in explosive blast projects and the community « Honey I’m not feeling good…” “What is going on Michael?” – – Michael was not answering so Julia, who was on the third level of the magnificent house, hurried down the stairs to check up on him in the basement. Today was day 2 of the construction work of the bathroom, yesterday they had excavated all the space for the shower. She started to breathe heavily as she was approaching the bathroom and saw Michael unconscious on the floor. “Michael!” – Julia immediately dialed 911. She opened a window since the air was heavy and went by Michael to hear him breathe and take his pulse. The paramedics took Michael on a stretcher and rushed him to the hospital. “I’m feeling dizzy” she thought to herself a couple of hours after the incident, and heard Matthew say: “Mom, I’m feeling sick”. Suddenly, she felt like she would pass out and felt in danger but couldn’t move. She desperately searched for her cellphone and dialed 911 but couldn’t speak. The dispatcher sent the firefighters and paramedics to the GPS location that was appearing on the screen and the emergency team was alerted that it was a second call in hours at the same address. When the firefighters arrived, they had to force the door to enter and found Julia in her bedroom on the third floor and Anette and Matthew also unconscious in their bedroom, lying on their respective bed. There was no smoke but on their multigas meter, carbon monoxide (CO) peaked at 1500 ppm on every level of the house, which is abnormally high.

Over the past 30 years, the authors have encountered numerous projects where recognizing the geology, soil properties and groundwater conditions, and considering alternative construction techniques have promoted efficient and cost-saving construction. The construction documents for these projects, produced by various engineering firms, provided basic information on geotechnical conditions. The authors became involved in each project either because there was a problem during design or construction or, as a contractor, won the project because they saw a value engineering opportunity to take advantage of the geologic setting of the project to design and build alternatives to what the designer depicted. Understanding the geologic setting is critical before planning and designing begins. Being able to work with the geology and the materials on site is preferred before specifying more costly and complex solutions, which often require the importing of materials and adherence to unnecessary and/or inappropriate specifications. Failing to understand the geology or not knowing all the techniques available for construction can lead designers to develop solutions that could be inappropriate. This paper presents several examples of value engineering and project performance enhancements developed through knowledge of basic soil mechanics and implementing innovative solutions. History and Background Most people attend DFI meetings, present their experiences, listen to others, and read articles and papers with the hope they can learn from others. Geotechnical engineers and contractors often interface with others in the execution of projects who have, at best, a rudimentary knowledge of geology and soil mechanics. Of course, there is a need for architects, bankers, and regulators, etc., but they typically do not have much interest in the nuances of geotechnical engineering, which relies on both art and science. Thus, significant time is spent educating counterparts in the need for comprehensive subsurface investigation programs and the intricacies of construction in the “dirt,” as they typically refer to soil and rock.

As hard rock mining develops deeper over time, there is an increasing need to predict the spatial and temporal distribution of adverse seismogenic rockmass reaction to mining. Real-time monitoring and feedback of mine data are used to tactically manage risk associated with induced-seismicity; however, strategic risk management requires reliable tools for forward predictions of seismic hazard. The forward prediction of seismic hazard is strengthened by understanding of potential seismic intensity, which often relies on well calibrated mine-wide numerical models. This paper uses a case study to explore how future seismogenic potential and the nature of future seismicity can be domained according to numerically predicted stress-strain paths at past seismic event locations. Delineation of high confinement seismogenic volumes vs. lower-confinement, high-strain seismogenic volumes at the mine-scale can be achieved, based on a loading and unloading stress path analogue, to refine understanding of seismic intensity. Practical qualitative and quantitative methods to achieve this delineation will be demonstrated. Once seismogenic mode (high-stress vs. high-strain) is identified, detailed analyses of seismic source parameters demonstrates change in seismic hazard between the domained volumes.

Model reconciliation problems at the low-grade, high-nugget Phoenix gold-copper deposit led to an examination of the influence of production decisions on ore-waste classification. A conditional simulation study of the deposit was used as the basis for: 1) quantification of dilution at different bench heights, 2) quantification of ore-waste misclassification relative to bench heights and cut-off wades, and 3) determination of an appropriate number of samples to optimize ore-control polygon definition. Actual reconciliation data were empirically used to support conclusions. Simulations of both gold and copper were combined through net revenue modelling. These simulations increased understanding of the nature of the deposit and provided insight for resource modeling and mine planning.

PUBLIC debts, and the policies guiding public finance in Canada today, are in such a state that every intelligent citizen should be familiar with them, and should be concerned about them. None of you have robe reminded that taxes have already risen to a point where they both annoy and hurt you, but they should also alarm you; alarm you, not so much because of the taxation, but because of the mounting expenditures represented by that taxation. I have no hesitation, therefore, in presenting a paper dealing with public finance at a meeting of the Mining Institute, since all present are concerned,. both as individuals and as representatives of the industry. Moreover, it is important that engineers, particularly, should become better acquainted with the interlocking relationships of economics, public finance, government, and technology. While I am neither an economist, a tax expert, nor a chartered accountant, I shall try to tell you, from my viewpoint as an engineer and an interested voter, the story of public finance in Canada today and of certain causes and effects, and I shall venture certain conclusions. In doing so I may merit criticism by experts, but I will risk this in the hope that sufficient interest will be stimulated in the subject to persuade you, as individuals and as groups, to advance, or to institute, your own studies in public finance, and in turn to interest others. I hope that some of the ideas which will be expressed, or which may develop, will bear fruit. I fully realize that several eminently qualified men have spoken on this subject during recent months, and that many authoritative articles have been written. However, I approach it with confidence, because I propose speaking to you not as an authority, bur as one of you, having similar interests and similar engineering knowledge, who only a few months ago became particularly interested in the subject, studied it, and who now sets before you a summary of his findings, with the conviction that the situation is so serious that constructive planning and constructive action by all thinking citizens are imperative.

[Selenium and tellurium are rare elements in the earth's crust. Their scarcity and primary dependence of supply on copper and lead output are in consonance with the relatively small quantities consumed at 1964 level. Production depending on output of copper and lead creates a supply situation- which would appear to militate against development of large-scale usage of these elements. "The application of automated sampling techniques can help to provide a representative sample of process fluids and slurries that provide data for controlling process, custody transfer and quality assurance and quality control purposes.The automation of sampling provides a more consistent and reliable sampling process and eliminates many of the human-induced errors. Automated sampling can also provide a higher degree of safety in the plant/processing environment as well as better bottom-line results.Automated, fixed volume samplers can provide a very representative sample by integrating many small ‘grabs’ of sample from a process. Automated samplers can be controlled in a variety of ways to optimise the sampling process, including:cycle ratedwell timetotal volume.Properly selected and applied, an automated sampler can effectively isolate the operator from the process fluid during sampling and, to a great degree, during sample container collection.A variety of materials of construction, including seals, are available to handle demanding mining applications. China is the world largest producer and consumer of zinc. Beijing General Research Institute of Mining and Metallurgy (BGRIMM) is one of major research and engineering institutes for nonferrous metallurgy in China. This paper (presentation) introduces the development of China’s zinc smelting industry, key production processes and main producers. The process research and development are reviewed as well as BGRIMM’s R&D activities in the last decade. China's refined zinc production was 4,829kt in 2012, accounting for 38.6% of world production. Primary production was 4,722kt. There are around 150 refined zinc producers in China. The traditional fluid bed roasting - leaching jarosite is still a dominant process for primary production and its production accounts for about 60% of country's total production. However, the direct leaching process is gaining market share. Seven direct leaching plants with 330kt/a capacity, including autoclave leaching and the Outotec direct leaching, have been put into production by June 2013. Five autoclave leaching projects with 590kt/a capacity are in the pipe line and are expected to be commissioned in 2014 and 2015. To cut the production cost and improve smelter economics, process research to optimize the production flow sheet, to improve the iron removal and to enhance the recovery of co-existed rare metals were carried out. The development trends of China’s zinc smelting industry from the view of cutting production cost, improving energy efficiency, increasing comprehensive utilization are discussed accordingly.

A flat slot is created in rock to cause stress relief effects in a pair of hydraulic borehole pressure cells (previously installed in drill holes above and below the slot ) , which act as sensing devices . This relief is annulled by repressuring the slot by means of a flat hydraulic cell . The slot pressure at annulment is taken to be the existing ground stress at right angles to the plane of the slot . A number of trial installations in the rib of a mine drift showed that for a valid determination of ground stress the sensing devices that respond to relief and repressuring must be within a specified zone close to the pressure transmitter ; otherwise the indicated ground stress may be excessive . By using an additional pair of borehole pressure cells , installed a few feet away , the existing rock stress can be redetermined at intervals , irrespective of a change of stress intensity subsequent to the initial installation . Based on these findings , equipment and procedures have been developed that make possible the installation and operation of a permanent rock stress monitoring station for observing mining - induced stress changes . The station consists of a 12 - in - wide hydraulic pressure cell cemented in a flat slot and four 2- by 8 - in flat hydraulic pressure cells in nearby drill holes . All drilling for the installation can be done with an air leg drill and conventional bits . Once the installation is completed , all required information is obtained by Bourdon pressure gage readings . The apparatus is simple , relatively inexpensive , and reliable under operating conditions in a wet mine . Unlike most methods of rock stress determination , this scheme permits periodic remeasurement of absolute rock pressure over several years , without additional drilling or instrumentation . GOING west from Denver on Route 6, the direct road to Grand Junction, one gets the first glimpse of mining a few miles east of Denver near Idaho Springs where the workings of defunct gold mines are visible on the sides of mountains along the highway. One enterprising company is turning a profit by showing tourists through the mine and mill and then selling them gold samples on the way out. We have always known that mining people are ingenious, but this proves it. About five and a half hours fast driving west from Denver brings one to Rifle, Colo., which is the site of the oil shale mine, retorting plant, and refinery of the U. S. Bureau of Mines. As you drive up to the mine, you can see a portal high on the face of the cliff in front of you where the mine surface plant literally hangs by its toenails. Below, the retorting plant and refinery gleam in the sunlight. Up at the mine, Fred Wright will show you how the oil shale is extracted in two benches (a third bench would be used for commercial mining) by the room-and-pillar method. In mining the top level, an underground crew of thirteen men have been able to produce 1500 tons of shale in each eight-hour shift. To do this, the mine is thoroughly mechanized. The mining method is de- scribed in the September issue of Mining Engineering.
