Mr. Chairman; honored guests; ladies and gentlemen: The subject assigned me today by your committee, according to the program, is "the mineral industry and the public land law I have preferred to title the talk, "you can't mine here", for that is the essence of the message we, as an industry, have been getting from so many agencies of the federal government for so long. And, unfortunately, we can expect to hear the same message even louder and clearer -- with increasing frequency in future, unless. Every segment of the industry devotes the necessary time, energy and creative thought to combat successfully the forces that are writing and broadcasting that message. I said that agencies of the federal government are sending the message --- and this, of course, is true, the forest service, for example, and some bureaus of the department of the interior as well as others have appeared in recent years to be abiding by a policy designed to block mineral entry to as much of the public lands as possible and to wipe out existing mining claims.

The Bureau of Mines has been active in promoting the purchase of coal for Government use under specifications that define the requirements in terms of heating value of the coal, expressed in British thermal units, and the composition as shown by proximate analyses. To these, when required, are added the ash-softening temperature, the free-swelling index, and the Hardgrove grindability index. Under most of these specification contracts the bidders guarantee the quality of the coal, and that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled in accordance with instructions3 issued by the Bureau of Mines; the samples are analyzed in the Bureau laboratory to determine whether the coal is of the quality guaranteed by the contractor; if it is not, a price adjustment is made. Analyses of the delivered coal and tipple samples (samples collected at mine tipples as coal is being loaded into railroad cars or trucks) provide valuable data for use in evaluating future bids. In addition, the continuous sampling of coal as delivered is a check on the practical results obtained in burning the coal.

This report describes an attrition-grinding process and equipment for grinding coarse kaolins to the 2-micron particle-size range. The research was undertaken by the Bureau of Mines to devise an acceptable method for converting coarse kaolins, such as paper-filler-grade clays, to paper-coating-grade clays, thereby increasing the value and extending the life of the southeastern paper-clay deposits. The attrition-grinding process is basically the intense agitation of a slurry composed of the material to be ground, a granular grinding medium, and a suspending fluid. This process gave better particle-size reduction than that obtained by several other grinding methods. Results of batch tests in 5-and 10-inch-diameter attrition grinders demonstrated that a coarse kaolin containing about 13 percent minus 2-micron, equivalent spherical diameter (e.s.d.) particles was readily ground to give a product with 88 percent minus 2-micron e.s.d. material. Power consumption was reasonable in view of the increased value of the ground material. Comparison of particle-size reduction with power-consumption data for the two units indicated that better performance was obtained with the larger machine.

Minproc Resources Inc. is developing a tailings retreatment project in Bolivia at the Colquiri zinc-tin-silver mine, in the Bolivian Andes. Mining at Colquiri has been continuous since 1940 and COMIBOL, the Bolivian state mining company, has owned and operated the underground mine since 1964. There are 10 million tonnes of tailings at Colquiri containing 0.51% Sn, 4.21% Zn and 50 g/t Ag. Minproc plans to mine and concentrate the tailings at 1.15 million tonnes per year to produce feed for pyrometallurgical upgrading. The tailings are moderately complex, with cassiterite grain size ranging from 200 to 5 pm. The marmatite (ZnFeS) in the tailings is relatively easily recovered, with zinc recovery of 80% to a 40%-45% Zn concentrate. The major problem with the zinc metallurgy is that the marmatite is complexed with iron, which results in iron contents of 14%-17% Fe in concentrate. This makes the product very difficult to sell because of the low Zn:Fe ratio. Most zinc smelters require a Zn:Fe ratio of 6:1 or 7:1, whereas this concentrate has a 3:1 ratio. Concentrate sale terms are therefore unfavorable, and the high cost of transportation from Bolivia to the smelters is an additional burden.

Recycling steel plant by-products is a critical issue for achieving both environmental and economic sustainability of integrated steel plants. A key steel plant by-product stream is dust from basic oxygen steelmaking (BOS), which can be recycled back to the BOS vessel as iron units and to aid slag formation. The major limitations for its recycling are zinc and the uncertainty in zinc speciation of the dust. This uncertainty affects the amount of dust recycled and how it interacts with the slag during processing. BOS dust in stockpiles can undergo self-sintering reactions that oxidise the iron-bearing components. As this occurs, zinc (or oxide) may combine with iron oxides to form a zinc-iron spinel solid solution phase. Knowing which zinc-bearing species are present in the BOS dust is a key aspect in understanding and developing an efficient recycling process for the dust. To overcome difficulties associated with phase identification in the BOS dust (both fresh and selfsintered), particularly the magnetite-zinc ferrite spinel solid solution using X-ray diffraction (XRD) / scanning electron microscopy (SEM) / energy dispersive spectroscopy (EDS), high end characterisation tools, transmission electron microscopy (TEM) and Mössbauer spectroscopy, were also used. Such an approach allowed improved phase identification of key zinc- and iron-bearing phases that were not previously resolvable. The zinc in fresh BOS dust was mostly present as extremely fine separate particles of zinc oxide, attached to the iron particles. These extremely fine particles were <10 nm in size. Additionally, a small amount of zinc ferrite was also identified within the sample (most likely contained within a magnetite-zinc ferrite spinel solid solution). However, the zinc in the self-sintered BOS dust, was found to be present entirely in a magnetite-zinc ferrite spinel solid solution. While this spinel phase had been previously identified by XRD, it was not clear that it contained zinc. The Mössbauer results provided definitive evidence of zinc within the spinel phase.

Both, Teck Carmen de Andacollo (Teck CDA) and Orica, work hard in the implementation of new technologies available in the explosives industry and drilling and blasting techniques, with the objective of sustainable development of their operations, regeneration, and protection of the environment, also considering the welfare and relationship with the surrounding communities. The open-pit Carmen de Andacollo mine is located adjacent to the town of Andacollo. Therefore, both companies together have developed the implementation of different techniques and technologies to mitigate the impacts of mining operations in the community, considering an important part of this challenge to minimize the impact of their perception of blasting by reducing the level of vibrations and sound pressure (airblast), in addition to the control of dust and smoke, strengthening sustainable production in harmony with communities. The technologies and techniques that have been implemented are the installation of airblast and vibration monitoring stations stands out, whose database has records since 2011. Using the vibration database, different models were developed to predict the vibration level of blasting in its design phase, achieving a difference of 4.1% between the estimated and measured values in the last year. Two techniques stand out to minimize the ejection of material, "Hydraulic Dome" and "Dual layer blasting", the first consists of water irrigation on the surface to be blasted and the second is an unconventional blasting technique, which was awarded in 2015 for its results in the environment. Also pre-splitting engineering has been modified in a positive evolution, where through different configurations, the airblast has been reduced by 15% compared with records from 2011 to 2022. Finally, due to the impact of operational restrictions, such as days available to blast, number of holes, and powder factors, the wireless initiation technology was implemented, which allowed reducing the limitations in the loading, generating an improvement in terms of blasted materials over conventional systems. Understanding the restrictions and challenges in terms of impact on communities, the correct implementation of all these techniques is important, and in conjunction with collaborative work, it has been shown and validated that producing in a sustainable and sustainable manner is possible.

Since 2019, approximately two dozen international battery recycling companies have been operating at the commercial or pilot scale [1]. However, current process capacity does not exceed 100,000 tons of end-of-life (EOL) lithium-ion batteries (LIB) per year, and the current recycling rate is only about 5% in North America [2-3]. Recycling metals from EOL LIBs is not only essential to waste minimization and environmental stewardship, but also a source of critical materials, which can contribute towards supply chain stabilization. LIB recycling can be roughly divided into three categories: direct recycling, pyrometallurgy, and hydrometallurgy. Direct recycling seeks to retain as much of the manufactured effort with minimum chemical processing [4]. The evolution of battery designs and chemical compositions are challenges to this approach [5-6]. Pyrometallurgical processes are robust and flexible allowing a broad spectrum of batteries with minimum pre-processing requirements. Some of the matrix issues are solved through combustion of some constituents. Smelting is strongly tied to fossil energy and air emissions are a concern. In addition, pyrometallurgical processes are not stand alone, as hydrometallurgical refining normally required to separate and recover the metals of interest (Co, Ni, and Cu) from the produced alloy and Li from the slag [7]. Hydrometallurgical processes can be highly selective and efficient in recovering high purity materials [8]. In general, hydrometallurgical processes are considered cleaner and less costly than high temperature processes [4,9-10]. Extensive chemical consumption and waste generation significantly increase the operating costs and overall environmental impact of the hydrometallurgical processes [11]. Leaching of metals from LIBs is dominated by the mixture of sulfuric acid (1 to 4 M H2SO4) and hydrogen peroxide (1 to 15 wt.% H2O2) [10]. Although organic acids have been tested as lower environmental impact alternatives, the reported pulp density operations are low < 60 g/L [10-11]. For the H2SO4/H2O2 leachates, high leaching efficiencies >90% are reported for Co, Ni, Mn, and Li from cathode materials at temperatures over 40 ⁰C and pulp densities between 30 to 200 g/L [9-10]. H2O2 acts as reducing agent to convert Co+3 and Mn+4 into their soluble forms, Co+2 and Mn+2 [12]. Despite the claims of H2O2 being a clean reducing agent [13], production of H2O2 has significant environmental impacts as determined by life-cycle analyses [13-14]. Moreover, the costs and risks associated with H2O2 transportation and storage cannot be ignored [15].

As part of the Bureau of Mines program for examining the Nation&apos;s iron and titanium resources, magnetic, gravity, and geologic surveys were made to permit an estimate of the extent and magnitude of the Iron Mountain, Colorado, titaniferous magnetite deposit. Gabbro is the dominant rock type of the area. Within the gabbro are lenses of titaniferous magnetite, 5 to 25 feet wide and as much as several hundred feet long. These lenses comprise a zone which has scattered occurrences of magnetite for 2,200 feet. To the west, the gabbro grades into a strip of pyroxenite that in turn borders a large monzonite mass. A wedgelike broadening of the pyroxenite with depth accompanied by little or no increase in the titaniferous magnetite is considered a reasonable interpretation of the field data. The iron deposits appear to be limited and discontinuous.

Microtunneling is rarely a straight forward “business as usual” endeavor. More often than not, these projects take twists and turns that require on the fly, out of the box solutions to get the project completed. This paper is a case history of a 63-inch diameter, Permalok, microtunneling project, extending nearly 700 linear feet under a hill forming the left-hand abutment to an earth embankment tailings dam. The job had three major and unexpected challenges that required unorthodox solutions. Challenge #1— Face Configuration: The Santiago Formation, a cemented sand formation with widely varying strengths, presented a challenge to configuring the face with regards to the number and length of pics and cutters. Subtle differences in type and size of the tooling had a big impact on the performance of the machine. Challenge #2—Eccentric Loading: Issues at the launch shaft with the Permalok pipe adaptors caused eccentric loading on the casing pipe. This issue resulted in overstressing and breaking of several pipe joints that ultimately led to seizure of the tunnel. Challenge #3—Back-tunnel Excavation and MTBM Recovery: There were many detailed considerations into excavating a recovery tunnel to retrieve the MTBM, especially being under a high hazard earth embankment dam.

This paper discusses the potential role of underground space and tunnelling in urban planning in Australia. The paper gives examples of the infrastructure and commercial applications of underground space which have been effectively used overseas but have been slow to be considered as a part of urban planning in Australia. In particular, the paper looks at underground quarrying and underground commercial development and their potential use in the urban environment. Existing sites and potential sites for quarrying and/or commercial use have been classified using a system developed by the author. Underground quarrying may provide some solutions for planning problems involving sand and aggregate supplies, waste disposal and other uses. Commercial development involving underground excavation may be accepted if the cost of underground commercial development can be shown to be equivalent to the cost of above ground development. The paper concludes that one role of the underground construction industry is to promote tunnelling and underground space amongst architects, town planners and planning decision-makers. The Australian Underground Construction and Tunnelling Association (AUCTA) and the Australian Society for Trenchless Technology (ASTT) should be instrumental in actively promoting the use of underground space in society.

"Goldcorp is evaluating the potential for economic reprocessing of historic tailings at several sites, including the Aunor A facility located in Timmins. The overall project is investigating the ability to recover value, remove sulphide minerals and alternative tailings re-deposition strategies. Desulphurization of tailings will eliminate potential acid generation while improved tailings re-deposition could reduce long-term liabilities and closure costs. Through a task-share project between CanmetMINING and Goldcorp, tailings obtained from Aunor A site have been characterized using mineral association analysis and diagnostic separation techniques. The selected tailing samples contain about 2 g/t of gold. Mineralogical analysis has identified coarse agglomerates bound with gypsum and significant free gold, confirmed by high recoveries in cyanide leach tests. However, despite no evidence of surface passivation on the minerals, conventional flotation techniques were found to be ineffective in concentrating gold or sulphides due to the high fines content and highly agglomerated particles.INTRODUCTION Aunor Mine is one of the historic mines that belongs to Porcupine Gold Mines (PGM) in Timmins, Ontario. PGM has undertaken an extensive mine closure program to remediate the legacy and closed mines with the funding supported by operating mines since 2006. Over the course of 100 years of operation in the Porcupine camp, it is estimated (Stevens et al., 2013) that about 130 million tonnes of tailings have been generated. Aunor Mine produced 2.5 million troy ounces of gold between 1940 and 1984, while processing over 7.6 million tons of ore. The original gold grade of Aunor Mine ores was about 10 g/t. With 95% gold recovery at the time, an estimate of 0.5 g/t of gold remains in the Aunor Mine tailings. Aunor Mine has two tailings impoundment areas: designated as Aunor A and Aunor B. The two sites are similar in size, about 7 hectares each. The amount of tailings in the Aunor A site alone is about 3.2 million tonnes. In 2017, bulk tailings were sampled from five designated locations in Aunor A. They were characterized using mineral association analysis and diagnostic separation techniques. The bulk tailings samples contained about 10% total sulphur, 10% iron, 2% arsenic and 2 g/t of gold. The prime objective of this collaborative work between CanmetMINING and Goldcorp is to facilitate the timely development and deployment of innovative tailings reprocessing solutions, specifically in the areas of desulphurization, and recovery of metals. This work targeted specific tailings of interest to Goldcorp which goals are to improve its environmental footprint and to reduce long-term liability. Thus, it is imperative to look for innovative reprocessing options that can overcome not only technological challenges but also achieve economic benefits to offset the costs associated with reprocessing the tailings. Moreover, the greater goal is to demonstrate and deploy tailings reprocessing solutions to solve one of the industry’s most difficult challenges for a sustainable mining industry in Canada."

Comprehensive ventilation surveys are made to review the adequacy of the mine system with regard to both statutory requirements and/or company policy, to evaluate improvements to the current ventilation system and to plan for £stun expansion. If computer simulation is to be used for these purposes, accurate quantity and pressure measurements become an absolute necessity since the validity of the computer generated output is heavily dependent on the accuracy of the input data. Consequently ventilation surveys that are run to generate input data for computer simu¬lation must use the best data collection procedures to guarantee as accurate results as are possible. These requirements have led to modifications in procedures that are used for routine ventilation surveying. McElroy and Kingery (1957) have recommended that pressures be measured independent of quantities since minor changes in mine conditions have a greater effect on absolute pressure measurements than on quantity measure¬ments. They estimate that, for large mines, a pressure survey may take only 1 to 3 days while the corresponding quantity survey would require 1 to 3 weeks. Although this procedure would undoubtedly lead to more ac¬curate pressure measurements, its use for the development of computer input data is not recommended for the following reasons. Atkinson&apos;s equation, H = RQ2, is used in computer oriented analysis to develop the airway resistance, R, based on quantity and pressure loss measure¬ments. It can easily be seen that since R a 1/Q2 and R a H, the effect of errors in quantity measurement is, in fact, more significant than those in pressure measurement. Mining companies are not ill-informed on the topic of community health. There have been a number of research studies that have illuminated community health issues associated with mining, especially in the western Canadian province of British Columbia. However, what is missing amongst the literature is the perspective of mine managers and mining executives on this topic. This is important as mine managers and executives face a number of issues related to community health and are under pressure to consider the topic in more detail. This paper presents results from an exploratory qualitative investigation based on grounded theory research techniques into current community health considerations from the perspectives of mine executives and mine managers working in Western Canada. Interviews were conducted between February and May 2012 with 11 mining versus ten mining executives and managers who represented operating mines or mining umbrella organisations in Western Canada. Participants report on general community health issues that are perceived to be important, the perceived role that the mining sector should play?in contributing to community health and how this differs in Western Canada as compared to locations abroad, and?risks companyÆs face in making community health contributions. This paper concludes by drawing attention to pressing health needs that are present in Northern, rural and Aboriginal populations in Western Canada and provides a platform for future research initiatives focused on improving the health and well-being of communities associated with the mining industry. The hilly regions of Kerala are severely affected by excess rainfall, causing tremendous damage due to landslides and slope failures. It is necessary to strengthen the existing slope profiles to prevent such disasters and avoid their risk to human lives and civil infrastructures. This paper studies the effect of micro pile to reinforce the slopes in Idukki district of Kerala, where slope failures are frequent. Three-dimensional slope stability analysis is carried out on slopes from the Idukki to obtain safety factor values using the MIDAS GTS NX program. The slope is fully saturated herein by taking the model's piezometric surface at the ground level to simulate high rainfall intensity. The critical slopes are then modelled with micro piles to analyze their effectiveness in improving the stability under static conditions. Different micro pile arrangements are considered, and a series of slope stability analyses have been carried out to obtain the optimum configuration with the required safety factor. The FOS values increased by more than 50% with micro piles for all the slopes. The optimum micro pile arrangement obtained for each slope shows that micro pile distribution between the toe and middle of the slope is an effective location for reinforcing slopes.

The title of this book, The Phoenix of Natural Disasters: Community Resilience is aptly chosen. ?The Phoenix is a mythical bird that never dies; the phoenix flies far ahead to the front, always scanning the landscape and distant space. It represents our capacity for vision, for collecting sensory information about our environment and the events unfolding within it.? (source: The Feng Shui Handbook, feng shui Master Lam Kam Chuen.) There are Chinese, Japanese, Russian, Egyptian, and Native American counterparts of the phoenix. All of these birds are identified with the sun and depicted as rising from the ashes ? living again. This is the essence of a community after a natural disaster ? they live again. The Phoenix of Natural Disasters: Community Resilience is edited by Kathryn Gow and Douglas Paton who have done an excellent job of creating a relatively seamless transition between chapters with different authors. The content is organized well with the first chapter providing an excellent overview of what is to come and each chapter including an abstract clarifying the focus of the chapter.

Owing to other, urgent developments, it has not been possible to proceed with that programme.1. THE PROCESSING OF A TANTALITE ORE(a) The OreThe minerals in which tantalum and columbium most commonly occur are tantalite and columbite. These two minerals are the end members of an isomorphous series of tantalates and columbates of iron and manganese, but in nature the series grade into each other.Some of the best deposits of tantalum and columbium ores in the world occur in the north-west of Australia. Until recently tantalite low in columbium was the only mine~al in demand but discoveries of extended uses for columbium, e.g., addition of ferro-columbium to high chromium I steels inhibits intergranular corrosion (weld decay), have created a demand for columbite low in tantalum as weB. Both of these types of&apos; ore occur in the Pilbara district in Western Australia and most of the ore mined is exported to America after a preliminary grinding and concentration by gravity.A sample from the Bynoe Harbour locality, west of Darwin, was used in this investigation. Within the flotation community a belief has developed that some particle shapes are more ?floatable? than others. This is usually attributed to an influence of particle shape or roughness on the induction period required to achieve attachment between the particles and the air bubbles in the pulp. Up to now, such measurements have not been able to readily isolate the effect on individual flotation subprocesses. In contrast, our experimental apparatus, the CSIRO Milli-Timer, enables us to directly observe the process of particle?bubble interaction and attachment by means of a high-speed video recording, thus providing a direct measure of the induction period for attachment. To assess the influence of particle shape on induction time we used two varieties of methylated borosilicate glass particles ? spheres and angular ?frit? ? in a range of tightly-sized fractions. In doing this, we take care to account for the influence of other factors that could affect the induction time, such as the polar angle of sliding commencement, and approach velocity. These parameters are recorded as variables for each interaction, and corrected for using multiple nonlinear regression. Our results illustrate the importance of particle shape on induction period, with angular particles exhibiting induction periods that were an order of magnitude lower than those of spheres. Furthermore, the induction period was seen to decrease with increasing particle velocity, or kinetic energy on approach, but increased as the trajectory approached the limit of just grazing the bubble. Particle shape in mineral processing is a consequence chiefly of the mineral type and the type of grinding employed. The results presented herein indicate that attention should be paid to the shape of particles obtained from the grinding operation, besides particle size. The Bureau of Mines is involved in research directed toward the conserva¬tion of important raw materials and the utilization of solid waste. Two of the objectives are to conserve high-quality coking coals used for foundry coke and to utilize waste materials of marginal quality but of high calorific value. These objectives are consistent with Bureau goals. Pilot plant cupola trials were made to evaluate the adequacy of various alternative fuels, and to determine to what extent they could replace the foundry coke in cupola charges. Information was obtained on furnace performance, metal and slag chemistry, environmental questions, and the properties of castings. It was shown that anthracite or bituminous coals can partially replace charge coke up to the 40 pet level. Briquetted materials prepared from fuel fines, and waste prod¬ucts or byproducts of high calorific value, all tend to break down on heating in a cupola so that their use must be restricted to below 20 pet replacement. In cases where pitch-bonded coal fines or petroleum coke were used, carbon pickup by the iron was inadequate for gray iron specifications. Although emphasis during this work was placed on basic slag practice, some acid practice results are included.

The underground mining process, from in situ characteristics of the unmined rock mass to the final mill product with fully liberated minerals, consists of a chain of unit operations. Some of them influence fragmentation while fragmentation impacts others. From a production point of view, fragmentation is a key parameter for the proper functioning of many unit operations and affects total production; it influences the ability to load, haul and crush the rock later in the process. Fragmentation varies because of rock mass strength, the presence of joints, the chosen explosive, specific charge (kg/m3) and quality of drill holes. The efficiency and result of unit operations such as drilling, blasting, loading and crushing depend on the rock properties, which vary throughout a mine. Generally speaking, operations are not well adapted to the actual rock properties, leading to a non-optimised flow in production. This paper presents the initial part of a project that will build knowledge on the impact of fragmentation on each step of the production chain in an underground mine. It identifies the key parameters of fragmentation, which influence the overall energy consumption and productivity in a mining operation through interviews, mine visits and a literature review. In the subsequent stages of the project, a number of field tests in the case study mine will address important segments of the production process where fragmentation is a major obstacle to improvements.
