You wouldnÆt start excavating before testing core samples, so why would you approve a project plan before all factors have been identified, reviewed and addressed? Even a champion sports team made up of the best players canÆt produce optimal results without a well understood and agreed game plan. Could an F1 racing team produce their outstanding performance without rigorous evaluation and testing of the factors for successful performance? Why would we expect a capital works project team to be able to get it right without an understanding and an involvement in setting and implementing the overall game plan and without an understanding of all stakeholder requirements? For International PowerÆs Hazelwood (IPRH) mine in Victoria, the challenge was development and delivery of a 40 year mine plan, ultimately involving relocation of existing mine operations into an adjacent new coal field, land acquisitions and major environmental and other approvals to allow diversion of three streams, a highway, an Over Dimension route and other infrastructure in a political and environmentally sensitive atmosphere. The lessons from International Power HazelwoodÆs (IPRH) experience are: that the clear set of project principles and guiding values ensured delivery of a robust plan; a robust plan can withstand significant change; and value management (VM) played an important role in providing assurance, to all, that the plan was sound at both the strategic and micro levels. This Hazelwood mine project included five major VM workshops. The first was a critical review process in addition to design and cost reviews. This VM workshop was used to analyse, at a high level, the preferred coal mining sequence and design concepts, together with the interaction between design elements, risks and costs. In addition to this, the workshop provided an agreed common pathway for all downstream decisions. A second VM study was conducted to ensure that the proposed plan and design for relocation of the conveying systems from the existing mine into the new field were planned for optimum achievement from a whole of life cost, time, operational and maintenance perspective, plus the logistics of continuing operations while relocating assets. A third study followed to review the Conveyor Transfer Alliance and review functional design. A fourth VM study workshop was formed at the start of Phase 2 Alliance to ensure that the best value for money was being achieved through the current design, schedule and project arrangements and that all interfaces between parties had been reviewed and responsibilities were clear and understood. Other studies are outlined later in this paper. This paper details the evaluation criteria and processes used in the project evaluation that led to the WestField Mine Development.

The direct determination of the stabilized performance behavior of low capacity, slowly stabilizing gas wells is extremely time-consuming and wasteful of gas. From both field experience and theoretical considerations, a test procedure has been evolved by which the stabilized hack pressure behavior of such gas wells can he predicted without having to revert to long time flow tests. The method consists of using the isochrona1 test procedure to establish the slope of the back pressure curve, "n", and the short time variation of the performance coeficient, "C", with time. From this short time transient flow data and theoretical considerations, the value of C at large times can he established. By assuming the radius of drainage of a well to be half the distance between wells, one can calculate the stabilization time for various well spacing patterns. Once the stabilization time for a given .spacing has been determined, the value of C can be calculated and the stabilized back-pressure curve can he. establbrhed. The calculated perfortnance coefficient as a function of tinze was cotnpared to the experintentally measured values for a number of gas wel1.e. The deviation of the calc~*lated from the cxperimental res1tlt.s vary depending on the set of short time experimental points used to evabrate the parcrttzeters of the equation. The longer the tirne far the flow test data user1 in the calculations, the better was the agreement with the experimental results. The time necessary to obtain this data from well tests varies consitlerably, depending on the physical natrcre oj the rt3scrvoir under consideratiot~. INTRODUCTION For many years, the U. S. Bureau of Mines Monograph 7' has served as a guide for testing and evaluating the performance of gas wells by means of the back-pressure method. The back-pressure performance of a gas well is expressed by the following equation: Q~ CW-W.........(I) where the characteristics of the back-pressure equation are determined by C, the performance coefficient, and n, the exponent which corresponds to the slope of the straight line when Q and {P* - PN2) are plotted on logarithmic paper. Q is gas flow rate at standard conditions, and P, and P, are equalized and flowing bottom-hole pressures, respectively. Prior to the development of the back-pressure tcst, the "open flow" capacity method of testing a well was common. By this method, the wells were flowed wide open to the air and the flow rate measured. Such procedure was wasteful of gas and did not provide information on the deliverability of the gas to the pipe line. Monograph 7 Procedure The back-pressure method of testing wells was developed to overcome these shortcomings. Although much has been learned regarding the laws of the flow of gas through porous formations, the original development of the back-pressure relationship was based entirely on empirical methods. The back-pressure behavior provides the engineer with information essential in predicting the future development of a field. It permits him to calculate the deliverability of gas into a pipe line at predetermined line pressures, to design and analyze gas gathering lines, to determine the spacing and number of wells to he drilled during the development of a field to meet gas purchasers' requirements, and to solve many other technical and economic problems. As described in Monograph 7, the flow-after-flow method of back-pressure testing, when applied to fast stabilizing and usually high capacity wells, correctly characterized the behavior of the well. However, as the value of the gas at the wellhead increased, small capacity gas wells having slow rates of stabilization became economically operable. The flow-after-flow method of testing could not be used to describe the behavior of these slowly stabilizing wells. The procedure of Rawlins and Shellhardtl for establishing the back-pressure behavior of a gas well was based on the rcquirement that the data be obtained under stabilized flow conditions; that is, that C is constant and does not vary with time. C depends on the physical properties of the reservoir, the location, extent and geometry of the drainage radius, and the properties of the flowing fluid. In a highly permeable formation, only a very short period of time is required for the well to reach a stabilized condition, and, consequently, the requirements for the test procedure described in Monograph 7 are met. This paper deals with the concept of a Quality-Assurance Manual, to the ISO-9001 Level, for quarry blasting in the urban environment. A case history of the incident, which led to its development, is presented in addition to three other case histories. These case histories are related to the potential effectiveness of a well thought-out and applied Quality-Assurance Manual in the conclusions. The basic principle, behind the development of a Q-A manual, is to supply a maximum of quality assurance with a minimum of disturbance to the operation of the quarry. This requires that every intervener in the quarry blasting operations, from management to labourer, be made responsible for the quality of their work. This basic goal can be achieved with a minimum of paper work and added bureaucracy. The manual respects the ISO principle that: Q-A Manuals are not recipe books and should allow for continuing technological developments.

Two main areas in connection with ice cooling systems are being investigated. The first concerns the efficient and cost effective production of ice on a larger scale than previously required for any other application. The second con- cerns the transportation of ice in pipes from surface ice-making machines to underground melting sites.

Mechanization and automation of logistic equipment has become one of the main key factors in raising productivity and competitiveness especially for complex and larger mining or tunneling projects. The Lake Mead Intake Tunnel #3 shaft mucking installation is a good example to demonstrate the potential that is found in an overall optimized logistic. It starts with the planning and results in using customized installations which fulfill the specifically defined requirements for the project. Rowa developed a solution and supplied a shaft mucking system using a discontinuous double drum hoisting concept with shaft buckets, loading, and unloading devices. With this fully automated system a continuous muck flow of 437t/h can be achieved.

Mintek and BacTech have joined forces to provide the metallurgical industry with bacterial-oxidation processes for the treatment of sulphide ores. The processes are aimed at both refractory gold-bearing and base-metal concentrates. Previously, BacTech had commercially implemented the refractory gold process at the Youanmi Gold Mine in Western Australia. More recently, the process has been incorporated in the Sulphide Treatment Plant at the Beaconsfield Gold Mine in Tasmania, Australia. In addition, Mintek and BacTech have recently signed an agreement with the Laizhou Gold Metallurgy Plant in China?s Shandong Province, which will see the third commercial realization of the technology for refractory gold. Development of the base-metal technology is the subject of several papers in the proceedings of this colloquium. The implementation of the refractory gold technology at Beaconsfield is discussed in detail. Some important aspects that are covered include: ?Test work, and the choice of bacterial culture ?Process design choices, and the advantages of the Mintek-BacTech process ?Inoculum build-up ?Plant commissioning ?Plant performance. Besides the Laizhou project, Mintek and BacTech are currently investigating several other commercial prospects for the technology. These include the use of the technology for a gold-copper deposit, where the production of both gold and copper is envisaged.

The proposed technology of antimony calcine processing includes ferrochloride leaching of calcine, reducing solutions, hydrolysis of hydrochloride solutions with antimony oxochloride isolation, synthesis of antimony trioxide by SbOCl neutralization and its drying, regeneration of hydrolysis solutions. The optimum parameters of separate stage of process has been determined and the chemical character of process has been given. During the leaching of calcine we succeeded to transfer 92.16- 95.66% antimony to solution. On the worked out sheme we attained recovery of antimony to antimony trioxide near 90 .5% Antimony triozide contains 99.5% Sb2O3. The composition of sinter burdens for pigments preparation "Naples Yellow" different colours from brightly-yellow, yellow and lightly yellow has been proposed. Three-sulfuretted antimony-antimonic cinnabar have been prepared by precipitation of antimony solutions by potassium sulfur-bearing solution. The prepared compounds correspond to inorganic pigments for artistic paint. The amorphous antimony-ferrous black we prepared by aluminium cementation of hydrochloric antimony solutions. The ferrous black were used as artistic paints and for coating of metals by antimony.

A real time data acquisition system has been developed for implementing standard radiometric analytical techniques, applied to the monitoring and control of mineral processing plants. The system uses standard ECB-bus microprocessors and peripherals, in conjunction with a specially designed nucleonic pulse ADC. It is being applied to the accurate on-line analysis of naturally-,occurring radioelements in processing plants, for example by simultaneously measuring the intensity of 1.46 MeV gamma-rays from the naturally-occurring radioisotope K-40, and the stream density by gamma-ray transmission of 662 keV gamma-rays. Gain stabilisation of the NaI(T1) scintillation detectors is maintained by the microprocessor in slave units, each of which may control up to four sample presentation systems. Data analysis - including corrections for bulk density, radioactive decay of the Cs-137 gamma-ray source, pulse pile-up, dead time and external background - is carried out in a master computer which is connected to the slave unit, and can be interfaced to the plant control computer via data links.

TWO recent review papers have considered the origin of primary and secondary recrystalliza-tion textures from the point of view of oriented nucleation and oriented growth theories."' Both theories require nuclei for primary recrystallization but provide no unequivocal answer to the question of what nuclei are. The answer to the same question regarding secondary recrystallization, however, often is that nuclei are certain primary recrystallization grains or primaries. The two theories differ, however, in specifying what the certain primaries are. In support of the oriented growth theory Beck and Hua originally stated "It may be assumed that in a re-crystallized material, even with a strong texture, there always are present some grains of practically any orientation. These may serve as nuclei for the coarse grains, provided that conditions are favorable for their growth." In commenting on this statement one would say that there are two restricting conditions: namely, that 1) the certain primaries (nuclei) are large enough to grow, and 2) their boundaries have high mobility. In recent years exploration and development of low-grade sulfide precious metal ore deposits has increased. Low- grade ores are usually processed using conventional heap leach cyanidation methods. The potential for acid mine drainage from spent sulfide ore heap leached residues remains a concern even though the processed residue is stacked on an impervious liner system. It is therefore of critical importance to evaluate methods for long term prevention of acid mine drainage from sulfide heap leachable ores during the precious metal recovery process rather than mitigation during the closure and reclamation phase. This paper discusses two simple AMD prevention options for the recovery process phase. Laboratory evaluations were made using a modified humidity cell kinetic AMD test method on two low-grade sulfide ores without addition of an alkaline component and on the same ores with natural limestone or acid neutralizing oxide ore blended with the feeds before kinetic testing. Laboratory results are discussed in detail and demonstrate that blending an acid neutralizing component with sulfide ore effectively prevents the production of acid from the processed residue.

Researchers at the National Institute for Occupational Safety and Health (NIOSH) have developed several new tools for evaluating roof support performance. A miniature data acquisition system (MIDAS) was developed that can collect readings from up to 16 strain gauges at regular time intervals and store the readings for later retrieval. Three LED lights change from green to yellow, then red, based on the reading levels and/or rates of change of rock movement. This feature can be used to warn miners of rock instabilities. The system can be used with any strain-gauged support (resin bolt, friction bolt, cable bolt) or with a newly developed rock strain strip (ROSS) developed by NIOSH to measure rock strain. A ROSS is grouted in a hole drilled adjacent to the rock support to be evaluated; the deformed shape of the ROSS provides anchorage on either side of the strain gauges. Data from both laboratory tests and field evaluations are presented that describe the capabilities of both the MIDAS and ROSS instruments.

The Bureau of Mines studied the effects of reducing gas composition, tem-perature, and superficial gas velocity on the regeneration rate of alkalized alumina. Regeneration was assumed to follow the simple first order reaction for removal of sorbed S02: dµ/dt = -Kµ. An Arrhenius relationship can be plotted, which shows an activation energy of about 75 kcal/mole for simulated reformed propane. The general effects of the individual gases can be described as follows: (1) CO and H2 produced rates proportional to their con-centrations, up to about 5 percent for each; (2) addition of CO2 had no effects on the regeneration rate by CO; (3) the regeneration rate by H2 was lowered by the addition of H2O while the regeneration rate by CO was increased by 0 addition; (4) H2S showed a positive effect up to concentration levels of about 2 percent and then produced a rapid negative effect; (5) carbonyl sulfate (COS) increased the sulfur content; and (6) propane was as effective in regenerating the loaded pellets as was simulated reformed propane.

The initial planning and detail design phase leading to the development of a 7.5 m internal shaft to service the deep 3000 and 3500 copper orebodies at Mount Isa, Queensland is well advanced. The choice of internal shaft access was made over alternative methods such as a decline from existing levels and borehole hoisting. The resulting access development requirements and shaft configuration for production have been determined. Several techniques are being studied for shaft development. These include the application of blind shaft drilling and large hole reaming methods as well as conventional sinking techniques. As the 3000/3500 Orebodies extend from 1000 metres to more than 1800 metres below the surface, high stress conditions and ground temperatures ranging from 45CC to 62CC are anticipated. The effect of these on the methods being investigated to create a favourable working environment will influence the final choice. Exploration diamond drilling is in progress to confirm the geology of the orebodies so that planning for their extraction including refrigerated ventilation concepts can proceed.

INTRODUCTION The practice of injecting chemical grouts into permeable soils in order to stabilize them for tunnel construction is a common procedure in Great Britain, Europe and Japan. In this technique, the grout penetrates the soil in a fluid condition, but hardens or "sets-up" in about one hour due to a chemical reaction. As a result, the soil, is strengthened and made less pervious, and this, in turn, reduces ground surface movements, limits ground water flow, and controls movements of the heading during tunnel construction. It is only within the last five years or so that this technology has been used in the United States. Most of the applications have been involved in the work for the Washington Metropolitan Area Transit Authority (WMATA) subway construction. The experience gained from this work is, in many instances, unique and should serve to guide use of the grouting technology in future projects. This paper documents five WMATA case histories; information is provided as to the soil conditions, method of treatment, reason for treatment, and tunnel performance. Locations of the five projects covered by this study are indicated in Figure 1. All are within the boundaries of the District of Columbia and involve soft ground tunnel construction. Basic information for the case histories is given in Table 1. Tunnel sizes and depths below the ground surface as well as general soil conditions are similar in all instances. The tunnels are about six meters in diameter and are located so that the crown is five to ten m below the ground surface. The soils typically consist of alternating sand, clay and silty sand strata. Although usually coal is screened with punched plate screens having round-hole perforations, there has been an increasing use of wire-cloth screens with square apertures, especially at pneumatic coal-cleaning plants and at other plants that use vibrating screens. It is therefore desirable to establish a relationship between round-hole and square-hole screens for use not only in experimental investigations of coal-preparation problems, but also for use in commercial operations. This need is apparent whenever it is necessary to substitute wire cloth for punched plate and still retain the familiar trade-size product. Although similar work probably has been done by industrial organizations concerned with the screen sizing of coal, the only recorded study of the subject other than the one described herein of which the authors are aware is that of Roesler,1 who screen-sized two samples of limestone and two of zinc concentrates crushed to pass 1/2 in. with a set of square and round-hole screens and found the ratio to be 1:1.23. Procedure In the course of a study of various methods for determining the friability of coal,2 it was necessary to screen-size the products of a series of friability tests of three different coals with both round-hole and square-hole screens. The coals used were from the Roslyn No. 3 and the Bayne mines in Washington and the Rolapp mine in Utah. The production of lime by the burning or calcination of limestone, including all varieties from true dolomites and magnesian limestones to high-calcium types, continues as one of the essential basic industries. In 1937, a total of 4,124,165 tons of lime valued at approximately $30,091,000 was produced in the United States.' The importance of any contribution to our knowledge on the mechanism of the lime-burning process is, therefore, obvious. The burning of limestone has been practiced since the earliest days of our civilization, and the literature on the various phases of the industry is voluminous. Calcination of the various types of limestone has been studied by many previous investigators, but some points require additional research. Each occurrence of limestone provides an opportunity for specific investigation, because the characteristics of stones in different localities vary. Knibbs13 has given an excellent discussion of available data on the theory of lime and magnesia burning. The thermal dissociation of calcium carbonate has been studied more recently by Johnstonr2 Smyth and Adams,3 Ralston et al.,4 Furnas,6 Potapenko,6 and Southard and Royster.7 As a result of these investigations the dissociation temperature at atmospheric pressure has been established as 894" to 898' C. The dissociation of dolomite and magnesite, although studied by several investigators,4,6,8 still requires clarification by additional data. The calcination of limestone was studied for a twofold purpose: (I) to extend our information on the mechanism of the lime-burning process and (2) to standardize the conditions for calcination of high-calcium and dolomitic limestones for subsequent hydration tests on the lime.

Uranium is an element incompatible with respect to the major rock-forming minerals crystallizing from granitic magma, entering in- stead trace minerals such as zircon. The relationship between the saturation limit (SL) for such a mineral and the bulk distribution coefficient (Do) for U is central to understanding the distribution of U and its availability to late- stage fluids which can form ore deposits directly, or labile U which can be remobilized later. Low SL values imply early crystallization of zircon, but in very small proportions, minimizing Do and maximizing the degree of enrichment of U in late-stage fluids. Thus, granitic rocks with low Zr contents (due to a low saturation limit for zircon) are most likely to evolve U- enriched differentiates; this will be reflected in a high U content of the zircons (but not necessarily high U abundances in whole-rocks). Thus, the ratio of the U content of zircon to the Zr content of the corresponding whole-rock is potentially a very useful parameter in identifying granitic rocks which are most likely to have U-enriched solutions associated with them. The granitic rocks associated with the U deposits of the Midnite Mine area, Washington, have geochemical characteristics which fit very well the model presented here. The rocks are very low in Zr (100 ppm) and contain zircons with extremely high U contents (3,000-4,000 ppm).

A new method for open-pit design has been devised by G. MATHERON and the writers: it replaces the search for an optimum contour by the determination of a parametrizing function. The isovalue curves of this function give the optimum pit design corresponding to varying economic parameters; The method is described and indications are given about the corresponding program. Simulated data have been processed by the program and by a standard program using LERCES-GROSSMAN graphical method: the comparative results are described.
