Less than 100 years ago the first major federal regulatory agency, the Interstate Commerce Commission was established (in 1887), and since that time literally hundreds of other federal agencies have been created. The regulations set by these agencies tremendously affect the individual citizens of this country as well as U.S. institutions. A few examples of the myriad agencies established include the Food and Drug Administration. (1907), the Bureau of Mines (1910), the Federal Reserve System (1913), the Federal Trade Commission (1914), the Tennessee Valley Authority (1933), the Securities and Exchange Commission (1934), the National Labor Relations Board (1935), the Small Business Administration (1953), the Federal Maritime Commission (1961), the Equal Employment Opportunity Commission (1965), the Farm Credit Administration (1971), etc., etc. Eight years ago, on December 2, 1970, still another federal agency was established by the reorganization plan of President Nixon -- the Environmental Protection Agency (EPA). The Administrator of EPA was given authority to regulate certain activities affecting the environ-ment, which were formerly within the jurisdiction of the Department of Interior, the Department of Health, Education and Welfare, the Federal Radiation Council, the Atomic Energy Commission, the Department of Agriculture, etc. Within weeks after the formation of this Agency, Congress began to enact legislation which would be administered by EPA. Over the last eight years a considerable number of such laws have been passed, a few of which include: the Clean Air Act (1970), the Noise Control Act (1972), the Federal Water Pollution Control Act (1972), the Marine Protection, Research, and Sanctuaries Act (1972), the Federal Insecticide, Fungicide and Rodenticide Act (1973), the Safe Drinking Water Act (1974), the Toxic Substances Control Act (1976), the Resource Conservation and Recovery Act (1976), the Clean Air Act Amendments of 1977, etc. It may be helpful to review, in a summary fashion, the major provisions in some of these statutes, and accompanying regulations, as they relate to water quality control in the mining industry. The Safe Drinking Water Act and the Federal Water Pollution Control Act contain provisions to be examined, as well as the Resource Conservation and Recovery Act and the Toxic Substances Control Act. One other law, the Surface Mining Control and Reclamation Act (1977), is not administered by EPA although it does contain many provisions related to environmental control, and it will also be dis-cussed because of its importance to the mining community.

The Division is concerned with physical methods as applied to geo-logical research and mapping. An at-tempt is made to describe long-term goals, illustrated by examples of projects in the fields of aeromagnetic interpretation, palaeomagnetic re-search, Pleistocene and groundwater geophysics, seismic surveying, electromagnetic research and instrument development. Cooperative projects in surveys and research, with universities, private companies and provincial organizations, are frequently undertaken. An outstanding example of this is the recently approved Federal-Provincial Aeromagnetic Survey Plan, the purpose of which is discussed both from an economic and a scientific point of view. The present study reports a processing route to recover metals from integrated circuits of discarded random access memory (RAM) units containing ~ 66% printed circuit boards and ~ 33% integrated circuits. The integrated circuits are manually separated, grounded, classified, and subjected to water fluidization for the effective separation of metals. The significant separation was achieved via water fluidization, and the underflow fraction was magnetically separated. The magnetic fraction was thermally exposed in a muffle furnace, and the process optimization was carried out using a Box-Behnken statistical design. The detailed characterization at subsequent steps significantly aids the understanding of metal-plastic separation and enrichment. A concentrate containing 97% metals (Fe-59%, Ni-9.5%, Cu-7.7%, Sn-13.4%, Pb-5.6%, Ag-1.6%) with 96 wt% recovery can be recovered from discarded IC units. The process pursued is simple, adaptable, and environment-friendly, and the product can be used in conventional smelters.

Summary This paper describes the general situation of the mining industry in New Brunswick, and gives a detailed description of the recent developments in the antimony deposits at Lake George and the copper deposits in the vicinity of New Horton. At the end are lists of the most interesting geological literature relating to the Province and of the geological and topographic maps that have been published. Introduction In presenting this paper to the Institute, I apologize for the small amount of scientific data which it contains. Recent investigations in the Province of New Brunswick have been carried on largely by outside interests, and at present we ourselves are in the position .of taking stock. However, I am glad of the opportunity of giving you a general idea of the situation. The Province is making an honest effort to learn the truth concerning her mineral deposits and in time hopes to collect data which should be of interest to the mining community.

Coal mining activity disturbs the natural equilibrium of in situ stress state such that the induced stresses deform the surrounding rock mass. Although the installation of roof supports typically prevents rock deformation, rock mass failure may still occur in bolted roof. The erratic failure of rock mass after few days to months and years of excavation is the result of time-dependent deformation of roof rock under constant surrounding stresses. In the current research, the triaxial laboratory creep experiments proved that Marcellus shale exhibits time-dependent deformation under constant stress that was smaller than the failure strength. However, unlike conventional experimental results, the time-dependent deformation did not depend on the level of constant stress. The often-neglected initial state of specimens and intrinsic heterogeneity highly influenced the time-dependent failure of Marcellus shale.

The Chibougamau area represents a part of the Abitibi greenstone belt. The rocks constitute a volcanic pile (Roy Group) overlain by a volcano-detritic sequence (Opemisca Group). Three important periods of tectonic deformation have been distinguished. The first one produced folds with north-south horizontal axes. The second one is responsible for the isoclinal east-west folds, and the associated regional schistosity. Reverse faulting contemporaneous with this period of deformation, produced two distincts effects. In some cases the faults cause a repetition of the stratigraphic sequence. Whereas in others the faults truncate second period folds. Domes and basins interference pattern are produced by the superposed effect of Di and D2 deformations. The motion of these two periods would be more or less contemporaneous. The deformation could be generated by rising diapirs of early plutons combined with the progressive formation of troughs by gravitational subsidence of denser strata. The rising diapirs of late granitoid plutons produces a wraparound of the host strata.

THE death of Sir Lowthian Bell removes almost the last of the group of heroic leaders who made their age and ours the Age of Steel-a group which his luster and the luster of his peers, Bessemer, Siemens and Tunner, made one of the most brilliant, perhaps even the most brilliant, in the annals of industry. Born on February 15th, 1816, in Newcastle-on-Tyne, he was the eldest son of Thomas Bell, an alderman of Newcastle, and of his wife Catherine Lowthian of Newbiggin, near Carlisle, in Cumberland, and was christened Isaac Lowthian, the name of his maternal grandfather. His father was born about 1788, and came in 1808 from Newbiggin to Newcastle, where he entered the office of the Cumbrian firm of Losh and Company, manufacturers of alkali and wrought-iron, at the Walker Iron and Alkali Works, at Walker, Dear Newcastle. Young Isaac Lowthian Bell was educated at Dr. Bruce's school in Newcastle, whence he went to Germany and Denmark, learning there German and Danish. On his return he studied at Edinburgh University, and then at the Sorboune in Paris. As a student he already showed the remarkable character and application which later gained him such distinction. After studying the manufacture of alkali near Marseilles, he returned, and when about twenty years old (A.D. 1836) was employed in his father's firm, then called Losh, Wilson, and Bell. After spending a year in their Newcastle offices, and after visiting the important iron-making districts of France, Germany, Poland, and Austria, he took charge of their rolling-mills at Walker, and profited so well by his opportunities, and especially by the teachings of his father and of Mr. John Vaughan (later one of the founders of the great firm of Bolckow, Vaughan & Co.), that he was made manager of the Walker works in or about

This paper , which describes the mining methods and costs at the Atwood copper mine in the Lordsburg ( Virginia ) Mining District of Hidalgo County , N. Mex . , is one of a series being prepared by the Mining Division of the Bureau of Mines on mining practices , methods , and costs in various mining districts of the United States . The mine and surface plant are situated in the west half of sec . 7 , T. 23 S. , R. 18 W. , about 3 miles by road southwest of the center of Lordsburg , near the old abandoned townsite of Valedon ( see fig . 1 ) . The main line of the Southern Pacific Railroad passes through Lordsburg , as does the paved eastwest U. S. Highway 70-80 . A spur line of the Southern Pacific ends near the mine . A good graded road connects the mine with Lordsburg . The following pages present a brief history of the district , describe the geology , and outline methods of prospecting and exploration, including sampling and estimations of tonnages and values . Development, and mining methods are explained , and transportation , ventilation , drainage ,. safety measures , and organization are described . Large surface mining projects in sparsely populated regions of the West have the potential to create disruptions in an area's social and economic character with potential effects on man that can far outweigh the physical and ecological effects on man's environment. The data and analyses involved in addressing the socioeconomic issues are additional to those traditionally associated with surface coal mining, such as those concerning land reclamation and water quality. Appropriate socioeconomic studies in conjunction with mine-planning can identify the potential problem areas in order that project measures can be taken to maximize the beneficial impacts and minimize the adverse effects of surface coal mining. The information required to conduct such socioeconomic analyses, available data sources, and the applicable analyses are described. Overall impacts of some proposed Western surface mines are summarized and potential mitigating steps discussed.

The distribution behaviours of the VA elements between the gas, slag and matte phases in copper smelting were evaluated on the basis of the thermodynamic data, most of which were determined by the authors. The distribution is basically dependent on the process factors such as temperature, the content of the element in charge, the amount of the waste gas and degree of vapour saturation with the elements. The thermodynamic quantities such as the activity coefficients of the VA elements in matte, the activities of iron and copper, SO2 or 02 potential and the distribution ratio of the elements between the slag and matte phases seriously affect the distribution, and the behaviours in various smelters could be explained systematically and reasonably by considering the changes in these quantities, In oxidation smelting at PSO2= 0.1 to 1 atm, the proportion of arsenic and bismuth in gas is predomi22t for the arsenic and bismuth distributions in both smelting and converting stages. The degree of vapour saturation has serious effect on the distribution, and sufficient contact between gas and matte phases is desirable for transferring arsenic and bismuth into gas phase.The elimination of antimony by means of vaporization is not significant. In reduction smelting at po2 = 10-11 atm, the proportions of arsenic and antimony in the gas phase are quite small, but the proportion of bismuth does not change significantly.

Yanacocha —mina donde por primera vez se desarrolló el uso de la tecnología de membranas (ósmosis inversa) para el tratamiento de efluentes mineros— se constituye en el marco de este estudio sobre tecnologías para tratamiento del agua, en el que se muestra la evolución asociada al proceso de separación sólido/líquido de ultrafiltración y tratamiento de cianuro por el proceso de SO2/aire; y se aborda también la importancia de implementar raincoats y de organizar un proceso de cosecha de agua a través de sistemas de almacenamiento, como reservorios y diques, para asegurar una descarga permanente. Adicionalmente, el estudio observa que los volúmenes de tratamiento y los costos asociados a los permisos de descarga se han visto reducidos porque existe un 100% de recirculación del recurso y todas las tecnologías implementadas están alineadas con los actuales Estándares de Calidad Ambiental (ECA).

"Abstract This paper presents a ground improvement implementation case under a raft foundation of a local hospital. The selected ground improvement method is Wet Soil Mixing (WSM) technique. Soil mixing is increasingly applied to environmental applications and ground stabilization in geotechnical projects. In this technique, weak soil is mixed with cementitious slurry to improve the characteristics of the soil. The investigated case is one of the pioneering WSM ground improvement technique implementation cases in Turkey. The soil profile is mainly consisted of low plasticity clay. The effect of ground improvement is verified by a series of laboratory tests and four in-situ pile loading tests. The results of in-situ pile load tests on constructed soilcrete columns showed an acceptable factor of safety for the bearing capacity of the WSM columns. Measured bearing capacities in all four tested columns were nearly 20% higher than calculated values. In addition, a set of samples are obtained from the constructed columns and unconfined compression tests have been conducted. The laboratory test results indicate that the selected cementitious slurry has a sufficient efficiency to form the stabilizing columns.IntroductionIn the construction industry, stabilization of the soft ground by lime or cement stabilization is a widely used technique. In ground improvement systems deep mixing method (DMM) results in the same stabilization in deep portions of the soft soil profile by mixing cementitious slurry by means of mechanical augers. The pioneering cases of modern deep mixing application can be traced back to the year 1970 that was used for the stabilization of marine soils below the water level for the construction of harbor structures (Terashi et al., 1979). Nowadays, DMM is shown to be a proper and efficient method for the foundation of the structures and embankments on land. Some recent studies also reported that reasonable settlement reduction range in the stabilized soils under the foundation of structures (Archeewa et al., 2011). In addition to reduction of the structural settlement under service loads, deep mixing methods are also utilized when there is a concern with contaminated soil and groundwater or groundwater control (Andromalos and Bahner, 2003).Although, the DMM is shown to be a successful method in numerous studies for improvement of a wide range of soil types such as organics, fine-grained, and coarse grained material, it has some limitations (Archeewa et al. 2011, Jameson et al. 2010, Jelisic and Leppanen 2004, Lambrechts and Roy 1997, Meyersohn 2007, Miki and Nozu 2004, Olsson et al. 2008, O’Rourke and McGinn 2004, Stewart et al. 2004, Yang et al. 2011). High soil density and stiffness could damage deep mixing rigs. Engineering properties of the soilcrete columns changes based on the soil type, water content and other factors such as organic content of the available soil profile, so properties of the generated soilcrete should be verified by a set of rigorous testing procedures (Puppala et al. 2004).Based on the general classifications presented in the ground improvement literature, deep soil mixing method is divided into two main types of dry or wet mixing methods. In the dry and mixing methods compressed air and water are utilized as the binder transporter medium respectively (Moseley and Krisch, 2004). In addition, DMM methods can be categorized based on the employed mixing methods during the construction. In this study, the main aim is to present and elaborate on the selected method is known as Wet Speed Soil Mixing (WSSM)."

Designing for early access to deep orebodies is an essential driver for improved project payback. Vertical shaft sinking techniques have been developed to allow concurrent mine level excavation while continuing to sink. Project cash flows can also be improved when simultaneously deepening existing shafts beneath operating hoisting systems. Further economic advantage has been realised through creative sinking sequencing in twin ventilation/service shaft projects. A fourth technique to reduce project schedules involves partial shaft barrel equipping allowing unrestricted access to construct stations and continue with level installations. This approach reduces interference with barrel sinking activities to insignificant proportions. This paper reviews how these approaches have added significant value to actual shaft sinking projects, as assessed from a contractorÆs perspective, and discusses some of the practical issues to be addressed when planning future projects. Designers need to take cognisance throughout all project engineering phases of the adage that you are only sinking when cleaning the face. Cleaning can only be sustained when there is sufficient hoisting capacity.

Many of the gold deposits in the Timmins• area show a close spatial association to ultramafic metavolcanics. Available analytical data suggest that ultramafic rocks contain significantly higher gold contents than other major rock types. In addition, recent analyses by Keays (1975) suggest that talc-carbonate alteration of ultramafic rocks releases significant quantities of gold. It is proposed that the ultramafic volcanics formed the principal source of gold for the deposits in Timmins, and that the gold was derived from the ultramafic flows when they were extensively carbonatized. Carbonatization of the ultramafic rocks and emplacement of the auriferous quartz-carbonate veins was probably coincident with the last major period of deformation in the gold camp. Delineation of hitherto unrecognized ultramafic volcanics could be an important guide to the discovery of further gold deposits.

The intensity of environmental conflict, the delays and legal battles that have marked the 1970's suggest the need for additional processes to resolve environmental disputes. Our present means frequently fail to address the real issues separating individuals and institutions. They are primarily adversary processes that foster polarization and reduce cooperative efforts. At the Office of Environmental Mediation, we have no quarrel with adversary processes nor with polarization, for both serve as important spurs to necessary change. We do seek cooperation among parties at a point where there can be a realistic expectation of success in facilitating a resolution of their mutual differences.

The search for potash in western Canada during the years of the great war led to the staking of claims on many of the "alkali lakes" and sloughs which occur in numerous localities in the morainic areas of the prairies, as well as in British Columbia, in the hope that potash salts would be found in commercial quantities. While the search for potash, up to the present time, has been disappointing, the prospecting of these areas has demonstrated that Canada possesses large reserves of sodium and magnesium compounds, principally in the form of sulphates, carbonates and chlorides. he writer first became interested in these deposits in 1911 while investigating the sodium chloride springs of northern Manitoba. In the fall of that year a number of the sulphate ? deposits in Saskatchewan and Alberta were visited, but owing to the excessive rains at that period, all the deposits were under water and only a few brine samples were obtained. Owing to pressure of other work investigations of the alkali deposits in western Canada, by the Mines Branch of the Department of Mines, could not be undertaken until the field season of 1921, but since that time the work has been continuous. During the summer of 1918 a reported discovery of a large deposit of potash bearing salts was featured in western papers and in a short time practically all the lakes and sloughs of the prairie provinces, which showed the least indication of being saline, were staked for potash. This reported discovery was not substantiated on investigation and many of those who had staked claims allowed them t~ lapse without the slightest effort to determine the character of the material in the deposits which they? had leased.

That natural gas-gasoline can be used to advantage as a refrigerant is suggested by the fact that the "make" tanks and other parts of the equipment of gasoline plants frequently become coated with frost. The experiments reported in this paper confirm this assumption and indicate that volatile gasoline can be use used to advantage in many refrigerating plants. The Bureau of Mines is making a study of wax distillates in order to find out why satisfactory lubricating oils and waxes can be made easily from certain crude oils and only with difficulty from others. In the commercial distillation of crude petroleum it is customary to separate the distillates into the following groups: (A) Gasolines and naphthas, (B) Kerosenes, (C) Gas oil, and (D) Wax distillate (consisting mostly of light lubricating oil together with small amounts of paraffin Wax).

Flotation collectors play a crucial role in mineral flotation by selectively adhering to mineral surfaces and aiding in their separation from gangue material. They are heteropolar molecules, as defined by Sutherland and Wark (1955), featuring non-polar hydrocarbon chains and polar groups interacting with mineral surfaces to induce hydrophobicity selectively. The importance of collectors in mineral processing, as underscored by Lotter and Bradshaw (2010), lies in their ability to enhance recovery rates and improve selectivity, thereby optimizing the extraction of valuable minerals from complex ores. Collectors are classified based on their mechanism of action, as proposed by Laskowski (2010). This classification categorizes collectors into three groups: water-soluble compounds, water-insoluble “oily” collectors, and water-insoluble amphipathic compounds forming molecular films at the water/gas interface. This complements the chemical structure-based classification by Sutherland and Wark (1955) and Suoninen and Laajalehto (1993), offering a comprehensive understanding of collector diversity in flotation systems. Collector selection is an iterative process crucial for optimizing mineral processing efficiency, as emphasized by Lotter and Bradshaw (2010). Understanding the significance of collector mixing or synergy outcomes is paramount for enhancing mineral flotation efficiency and sustainability. Taguta, O’Connor, and McFadzean (2018) demonstrate that mixed collector systems enhance interaction enthalpies and microflotation recoveries, indicating improved performance. McFadzean, Castelyn, and O’Connor (2012), along with Critchley and Riaz (1991), delve into investigating synergistic interactions between collectors, offering insights for strategic selection. Observations from the study of collector synergy, as noted by Wakamatsu et al. (1980), reveal nuanced relationships surpassing individual collector behaviors. The methodology outlined in this paper provides valuable guidance for classifying and selecting collectors based on specific application needs, while also suggesting the potential for synergistically improving recovery across fine, intermediate, and coarse particles.
